Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

Designed by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a>, the tower has been conceived as a landmark transit-oriented development anchored to the Newcastle Interchange precinct. The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.

Herron Todd White said finding a property with a lazy $500,000 is becoming increasingly difficult in the NSW Central Coast region as a result of market value increases over the past two years. The analyst firm said There are still some areas where the owner- occupiers and investors are looking to buy at this level and can be accommodated, however the pool of stock is shrinking.
"We think most buys in the housing market will be found in the older suburbs at the northern end of the region," HTW said.
"Some parts of Blue Haven, San Remo, Gorokan, Toukley, Budgewoi and Charmhaven are still offering properties at or below the $500,000 mark.
"These properties are mostly single level, 2- or 3-bedroom bro or brick and tile homes, mostly with garaging on average size blocks of land. If villas or townhouses are being considered, then reasonably priced stock is available within Mardi and Watanobbi.
"The middle of the region includes suburbs like Bateau Bay, Killarney Vale, The Entrance and Long Jetty. While still available, properties with a $500,000 price tag are becoming rare and will mostly be limited to villas, townhouses and units.
"There are a few dwellings seen at this level, however these properties will be older style and most likely in need of renovations or repairs.
"Killarney Vale and Berkeley Vale are good, solid suburbs with equally good facilities.
"There is a good vibe in these locations for younger buyers and families.
"Buys at the $500,000 mark are becoming limited, yet they are still around and it’s our recommendation to look here.
"Expect an older dwelling with 3-bedrooms and room to improve. 
"With the Newcastle market running hot for a lengthy period of time, first home buyers and growing families are looking at alternative and cheaper options in outer suburbs and nearby towns. Medowie and Raymond Terrace are two of these areas both around 35 minutes drive from the Newcastle CBD.
"Half a million dollars will get you quite a bit more house and land compared to the inner suburbs of Newcastle and for growing families it is just not practical to live in a 2-bedroom unit when you can get a modern 4-bedroom house on 1000 square metres for the same price.
"Medowie’s two major economy drivers and employers are the nearby airport and RAAF base.
"A current expansion of the RAAF base and the proposed upgrade to an international airport have created more job opportunities and a subsequent high demand for property. The Bower Medowie subdivision which recently opened stage one sold out all 31 lots in 48 hours with some buyers camping out to ensure purchase. "

The office market continues to stay without a peak of market occupant, with Melbourne staying put along with three other cities at the approaching the peak position, similar to the previous update in April from valuation firm Herron Todd White.
However, the latest July office clock indicates that the list at the bottom of the market has swelled, with April occupants Adelaide, Darwin, Hobart, Burnie, Cairns, Devonport, Launceston, Townsville and Wide Bay joined by two capital cities, Brisbane and Perth.

Buyers wanting to a toehold in Canberra's retail market have the choice of the primary locations of Canberra City, Braddon and Kingston Foreshore, as well as the secondary locations of Woden, Belconnen and Gungahlin, according to valuation firm Herron Todd White.
Entry to the lower end of the primary locations ranges from $5,500 to $7,500 per sqm for ground floor bare space in a modern building. Waterfront locations are fetching prime rates of up to $10,000 per sqm due to the preference for water views over standard street frontage. Yields for good quality accommodation in primary locations range from 5.5% to 7.25%, said HTW.
"The typical property would be a unit (strata title) in a complex comprising 50 to 150 square metres within a mixed use commercial and residential development. It would include good exposure to passing traffic and a mix of tenancy occupants such as restaurants, individual clothing retailers and boutique outlets, accompanied by an office and residential component on the upper levels," HTW said in its June update on the retail market.

Secondary locations such as Woden and Belconnen are more accessible at the lower end of the market, it said.
A number of new mixed-use developments are providing modern space at ground floor level which is more affordable than primary location equivalents. These include developments such as Mystere at Macquarie and Altitude, Northpoint Place, Belconnen. Market entry prices range from $2,000 per square metre to $7,500 per square metre for a 92 sqm unit with a 10-year lease in an established centre.
Property Observer found a few properties for lease in Belconnen and Macquarie.

Yields achieved for secondary commercial properties range from 6% to 10% and reflect the strength of the lease covenant nature, age of the improvements and the type of purchaser investor or owner-occupier. The lower price sector is stable at present with demand coming from self managed superannuation funds and owner-occupiers. The market appears to be securing long term potential over the initial yield.
The population growth in the northern suburbs of Canberra and densification of the inner city is seeing demand for this property type grow as people enjoy the convenience of accessible local goods and services. Both primary and secondary locations are offering this type of property and continue to evolve.
"We are seeing the emergence of Melbourne-style laneway occupants providing interesting and point of difference uses that were previously unavailable to retail uses. An example is No Name Lane in the city opposite Hobart Place which provides a vehicle-free pedestrian zone, allowing a pleasant alternative to the typical corner shop or shopping centre space situated between two buildings."
The secondary locations are providing opportunities for purchasers to acquire property in the lower price sector at an entry level that is similar to that in prime locations, yet more affordable.

Sydney’s retail market has continued to rise, according to Herron Todd White’s (HTW) latest June report.
The property investment firm says it has noted increased average market rental rates and values.
“Since the start of 2017, the Sydney retail market has continued its upward movement,” the report stated.
“The increase in both average market rental rates and capital values has continued.
“Increased demand from investors has continued to drive the market.
“The demand for CBD assets remains strong, particularly as infrastructure improvements continue.
“Across the board, Sydney is continuing to experience yield compression in the commercial domain.”
Heated residential markets and low borrowing costs have compressed all areas Herron Todd White says.
“A heated residential market along with an inherently low cost of borrowing have seen yield compression across all sectors over the past 12 to 24 months,” the report advised.
“There is strong appetite for retail properties with long term lease covenants.
"We consider this trend will continue while supply remains relatively low,” the report commented.
Entry level retail opportunities are tight at the moment in the outer and middle suburbs Herron Todd White advises.
“Entry level opportunities in the retail market are constrained to strata lots in the outer and middle ring suburbs of Sydney.
“This market has had an increase in supply due to the increase in mixed use developments coming onto the market.
Typically these assets are in fringe retail locations prone to longer vacancy periods and are often best suited to owner-occupiers.”
Mixed use retail opportunities below $1 million is very uncommon Herron Todd White states.
“There are very few mixed use retail opportunities below $1 million,” it said.
“Recent sales indicate that some suburbs such as Beverly Hills, Haberfield, Chester Hill and Leichhardt still have some limited mixed use options below $1 million.
“Many of these assets are purchased based on the future redevelopment potential.
“Strata lots presently represent the main opportunity for entry level buyers.
“The inner west, south Sydney and central west areas all have options priced below $1 million.
“Typically these assets are strata lots less than 100 square metres.
“If they have secure long term tenancies, these assets represent an investment option for entry level buyers.”
Herron Todd White comments that stock supply has increased due to redevelopment works in Sydney.
“Supply of this stock has significantly increased due to the redevelopment of many parts of Sydney,” it said.
“In terms of current yields, these assets are trading below 6% with some recent examples showing yields below 4.5%, particularly where the asset has a good lease covenant.
“Examples include leases to medical centres, cafes and dry cleaners.
“The outlook for retail in Sydney remains positive for 2017.
“Prime locations continue to perform well.
“That said we are of the opinion that the market is reaching the peak of the cycle and any tightening of monetary policy or increase in the cost of debt will result in the prevailing investment yields not being sustainable.
“For the time being though, all signs are that 2017 will be a good year for retail assets.”

Optimistic time for Sydney retail industry: HTW

Renovation flipping in Ipswich property market is not a dominating factor, according to Herron Todd White’s (HTW) latest report.
The property investment firm says that owner-occupiers make up the majority of renovators.
“The renovation revolution is an element of the Ipswich property market, however by no means a dominant activity,” the report stated.
“The majority of renovators are owner-occupiers.
“Ipswich is a price sensitive market and accordingly home owners should be very mindful of expenditure versus added value.
“For that reason the majority of renovations in this location are limited to painting, a new bathroom, new kitchen and floor coverings.
“With the low price point of units in the Ipswich market, it is somewhat difficult to undertake renovation projects with a view to capitalising on works completed.”
HTW comments that popular and highly regarded areas are where renovations are more likely to occur.
“The suburbs of Ipswich that contain a number of character dwellings are typically the most popular and more highly regarded areas in which to undertake renovations,” the report commented.
“These include Woodend, Saddliers Crossing, East Ipswich, Newtown and Ipswich Central.”
Presentation of the property are the primary aim of renovations HTW says.
“The most prudent approach is to undertake renovations that enhance the presentation of the property,” the report advised.
“For example some minor carpentry work and painting can convert a residence with enclosed verandah to something that resembles a typical character dwelling that is very welcoming and has enhanced street appeal.
“Painting throughout, floor coverings and modern kitchen and bathrooms are always the best for achieving capital value improvement.
“We would however recommend staying away from locations that do not typically attract renovators and that generally comprise dated or original housing.
“It is difficult to achieve top price for your renovated property when so many around you are well below the standard. This often leads to over capitalising.
“The most important component of buying and renovating, particularly in a price sensitive area such as Ipswich, is the purchase price.
“Astute buying is so often where risk can be somewhat nullified to place yourself in the best possible position.”

Buying and renovating residential properties have become popular in Horsham, according to Herron Todd White’s latest report.
The property investment firm says that housing affordability is one of the main driving factors.
“The interest in buying and renovating residential properties has been increasingly popular within the Horsham market due to two main driving factors: housing affordability and the increasing popularity of home renovation shows.
“The renovation sector is dominated by owner- occupiers, using this opportunity to enter the property market and slowly develop a house into a home.
“Investors generally do the bare minimum to a property, only making it attractive to prospective tenants.
“The Horsham West area is becoming increasingly popular with buyers, due to its many older style homes that provide an opportunity to be renovated.
“If done to a tradesman like quality, these can achieve greater returns if looking to on-sell.

Renovation work in Horsham rising in popularity: HTW

There is a growing trend for small retail spaces in the Melbourne CBD, according to valuation firm Herron Todd White.
The property investment firm said in a report that there is also a trend of low to medium mixed use properties in the inner ring of Melbourne.
In Melbourne’s CBD and within the 15 kilometre inner ring from Melbourne’s CBD, there are two entry level price categories currently popping up in the retail market, said the report.
“Firstly, within Melbourne’s CBD, there is a growing trend for very small retail spaces to be created in areas that were previously not used for retail purposes," said HTW.
“For example, only late last year, a small 20 square metre cafe known as Saluministi was created in Flinders Lane, in the base of an existing carpark, where a tenant entered in to a new five-year lease at $35,000 per annum on a gross rental.
“Similarly, in Equitable Lane within a narrow space being the former foyer of a commercial building, a new coffee shop known as Heresy was created utilising an area of 22 square metres at a starting annual gross rental of $40,750 per annum."
While these spaces are not yet for sale, they are being created in more inventive, small retail spaces and when made available for sale, are likely to be at prices below $1 million.
“This is an affordable entry level for Melbourne’s CBD and we would expect yields of between 3% and 4% for these assets."
“Secondly, given the trend of low to medium rise mixed use retail/residential developments in the inner ring of Melbourne we are seeing a number of small sub-100 square metre retail premises selling in the current market in these locations,” the report stated.
These properties are either new or currently under construction, according to HTW.
“These isolated retail premises, generally sit below new, or currently under construction, residential apartment complexes and generally offer a food/coffee option for existing and nearby residents in this specific location."
“For example, in one recent off-the-plan sale in Elland Avenue, Box Hill, a 100 square metre retail shell just sold for $600,000 excluding GST. Based on a hypothetical rental of $30,000 per annum net, and after deducting appropriate letting up allowances and adjustments for non recoverable outgoings, this sale price shows a yield of approximately 4.75%."
It said such examples abound in these inner to middle suburban locations and are expected to be available in the foreseeable future.
“At present we are seeing yields in the order of 4% to 5% for these small retail orientated strata assets."
“The lower price retail sector of the Melbourne market is performing well and we expect this trend to continue in the short to medium term,” the report said.

Sydney retail market seeing yield compression: HTW

Rockhampton’s retail market is expected to continue in line with activity seen throughout 2016, according to a recent report by property valuation firm Herron Todd White report.
“While we anticipate that general real estate markets may improve in 2017, there is likely to be continued downward pressure on retail rentals and a strong presence of incentives given the current high vacancies in this sector in Rockhampton,” the report said.
In spite of this, well anchored centres with good access and exposure are anticipated to hold their rental values.
"Whilst the independent local retailers appear to be bearing the brunt of local economic conditions, we are aware that major retailers and supermarket chains continue to search for key sites in Rockhampton for possible expansion, which provides a more positive outlook for 2017," the report said.
Investors are actively looking for retail properties, but are sensitive to tenant strength and unexpired lease term/WALE of properties.
Evidence of this sensitivity has been seen recently on a neighbourhood retail centre which was under contract on a circa 10% yield, said HTW.
"This contract has subsequently fallen over due to a tenant not exercising an option," the report stated.
"Demand for speciality retail tenancies in neighbourhood shopping centres in Mackay is moderate and vacancy rates have increased. This has been caused by the local economic downturn."
Local sitting tenants in neighbourhood shopping centres have negotiated nominal rental reductions on market review.
“We are not aware of any new leases in these centres in Mackay over the past year. There is a risk that market rentals could ease as landlords lose their tolerance for vacancies,” the report cautioned.
HTW pointed out that a notable retail sale was the IGA West Mackay complex in December 2016 at $9.25 million to show an analysed market net yield of approximately 7% after allowance for the value of a vacant site included in the transaction.
The complex was completed in 2013 and is anchored by IGA (Metcash) with other tenants including BWS (Woolworths) and Sullivan Nicolaides Pathology (Sonic Health Care).
It sold with a very long WALE of 14.76 years which was strongly influenced by the IGA lease which expires in 2033.
"The sale is consistent with national demand for good quality lease covenants particularly to non-discretionary (supermarket) retailers," it said.
