An entity directed by HSN's Rafi Assouline and Rebel Property's Allen Linz has filed plans for an impressive new precinct in Woolloomooloo.

The major mixed-use development would transform a prominent William Street site into a new residential village anchored by affordable housing and a large public park.

The proposal, submitted as a State Significant Development Application, covers 164-172 and 174-194 William Street, a 6,398 sqm site between Forbes Street and Dowling Street on the southern edge of Woolloomooloo.

Designed by fjcstudio in collaboration with Bangawarra, Studio Bright and Tribe Studio Architects, the scheme would deliver 227 apartments across four residential buildings ranging in height up to 18 storeys, alongside retail space, public domain improvements and a new publicly accessible park.

It's another design scheme for Rebel, who took <a href="https://www.apartments.com.au/news/nsw/first-look-rebel-property-group-takes-woolloomooloo-precinct-to-nsw-government">concept plans to the NSW Gov late last year</a>.

The latest plans will be a mix of 167 build-to-sell apartments and 60 affordable apartments, with the affordable housing component representing 15 per cent of the project's gross floor area. The apartment mix includes 12 one-bedroom, 53 two-bedroom, 89 three-bedroom apartments and 13 penthouses, while the affordable housing component would comprise 42 one-bedroom and 18 two-bedroom apartments.

Rebel Property is seeking to take advantage of the NSW Government's infill affordable housing bonus provisions under the Housing SEPP, which provide additional floor space and height in exchange for the delivery of affordable housing for a minimum of 15 years. The planning pathway allows a 30 per cent increase in floor space ratio and building height where 15 per cent of the development is dedicated to affordable housing.

At the centre of the development is a 1,356 sqm sunlit public park designed to become a new community gathering space at the gateway to Woolloomooloo. The park would be complemented by a network of pedestrian laneways connecting William Street with the surrounding streets, improving permeability through what is currently a largely impermeable block.

The design team says the public domain has been heavily influenced by the site's topography and Aboriginal cultural heritage, drawing on the escarpments, gullies and landscape characteristics that historically defined the area before urbanisation. The landscape design has been developed in partnership with First Nations consultancy Bangawarra.

The project would be delivered across four separate buildings. The William Street East and William Street West buildings, designed by fjcstudio, would contain the majority of the apartments. Melbourne-based Studio Bright has designed the Forbes Street building, while Tribe Studio Architects is responsible for the Dowling Street building.

Rebel had secured approval for the concept plans late last year.

First look: HSN, Rebel, advances Woolloomooloo precinct plans

A locally heritage-listed furniture showroom on Water Street is set to become the centrepiece of a new mixed-use residential development as local developer&nbsp;<a href="https://www.apartments.com.au/developers/keylin-group">Keylin</a> seeks approval for <a href="https://www.apartments.com.au/new-apartments/lotus-on-water-street-290-water-street-fortitude-valley-qld-4006">Lotus on Water Street</a>, a 15-storey project on the Fortitude Valley side of Spring Hill.

The proposal spans 290 Water Street and 137-141 Warry Street, combining several properties into a 2,869 sqm site that sits between Fortitude Valley, Spring Hill and the rapidly evolving Victoria Park precinct. Keylin's plans would deliver 132 apartments alongside new retail, hospitality and commercial space, while retaining and repurposing the historic Brunswick Home Furnishers Showroom that fronts Water Street.

Designed by <a href="https://www.apartments.com.au/architects/jackson-teece">Jackson Teece</a>, Lotus on Water Street comprises a 12-storey residential tower rising above a three-storey podium and communal rooftop terrace. The development includes 76 apartments classified as multiple dwellings and a further 56 units proposed as short-term accommodation, designed to be flexibly used as either accommodation or permanent residences. The apartment mix comprises six one-bedroom, 54 two-bedroom and 16 three-bedroom homes.

Residents would have access to an extensive rooftop recreation level spanning more than 1,200 sqm of communal open space. Plans include a pool, gym, sauna, infrared sauna, yoga area, library, private dining room, barbecue facilities and landscaped entertainment spaces, making the rooftop the project's largest shared amenity offering.

At street level, the proposal focuses on the adaptive reuse of the heritage buildings along Water Street, where 518 sqm of retail and commercial space is planned across shop, office and food and drink outlet uses. A permeable residential lobby would be positioned between the retained heritage buildings, creating a pedestrian connection between the historic streetscape and the new tower behind.

The heritage retention strategy is central to the scheme. The development application notes that the Brunswick Home Furnishers Showroom and adjoining heritage buildings will remain, with only non-significant structures on the site earmarked for removal under a previously issued Heritage Exemption Certificate. Levels one and two of the new podium are recessed behind the heritage façades to maintain their prominence within the streetscape.

Jackson Teece has drawn inspiration from the site's manufacturing history when designing the podium. The planning documents state that the façade incorporates perforated metal screening that references the woven and rattan furniture historically produced on the site. Cascading and climbing plants are integrated throughout the podium to soften the building's presentation and screen parking levels behind. The landscape strategy also informs the project's name, Lotus on Water Street, drawing on the historic Spring Hollow waterholes that once ran through Spring Hill and the blue water lilies associated with Meeanjin, Brisbane's traditional name.

The proposal also incorporates the neighbouring property at 141 Warry Street, currently occupied by a healthcare service. The existing building would remain, with nine dedicated parking spaces allocated within the new development to support its ongoing operation. In total, Lotus on Water Street proposes 117 car spaces, including 110 resident spaces and seven visitor bays, alongside 100 bicycle spaces.

The site sits within the Spring Hill East Precinct of the Spring Hill Neighbourhood Plan and is positioned around 650 metres from both Fortitude Valley Station and Exhibition Station. It is also within walking distance of the King Street precinct, Royal Brisbane and Women's Hospital, Herston Quarter and Victoria Park, which is earmarked to become a major venue precinct ahead of the Brisbane 2032 Olympic and Paralympic Games.

Planning documents describe the location as a key gateway between Spring Hill and Fortitude Valley and highlight the area's increasing importance as new transport infrastructure and Olympic-related investment reshape Brisbane's inner north. The development team argues the project will contribute additional housing supply while activating a section of Water Street that has historically received less investment than other parts of the Valley.

Keylin has become increasingly active across Brisbane and southeast Queensland, assembling sites in strategic inner-city locations. They are currently selling and delivering <a href="https://www.apartments.com.au/new-apartments/oria-spring-hill-447-gregory-terrace-spring-hill-qld-4000">Oria Spring Hill</a>, just over 140 apartments due for completion in 2027.

Keylin plans heritage-led Lotus on Water Street apartment development in Fortitude Valley

Roseville is poised for a wave of new apartment development following the NSW Government's rezoning of land around Roseville Station under its Transport Oriented Development program.

The new planning controls have unlocked significant development potential within walking distance of the station, with a number of sites expected to be amalgamated and redeveloped in the coming years as developers seek to take advantage of the increased density allowances.

One of the more restrained developments in the precinct, and set among the first to be delivered having commenced well before the recent changes, is Hyecorp's Juliet. The boutique apartment project is already well under construction and remains on track to welcome residents by the end of the year, offering a markedly different proposition to many of the larger-scale developments now likely to emerge across the suburb.

PBD Architects drew inspiration from Roseville's established garden suburb character, creating a building that sits comfortably within its surroundings rather than dominating them. The architecture incorporates natural materials, soft forms, layered landscaping, expansive balconies, and generous setbacks to strengthen the connection between residents and the suburb's leafy environment.

"The focus was on designing spacious, house-like residences for discerning owner-occupiers and downsizers who wanted to remain on the North Shore without compromising on comfort, privacy, or design," PBD said.&nbsp;

Sherpa Property Group has unveiled the third instalment of its Flourish series, securing full approval for the two-tower, $500 million Flourish Soleira development in Palm Beach.

Are mortgage holders set to get a reprieve from the RBA in 2026?

Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Since the end of the GFC in 2009, returns from unlisted commercial property have been strong and steady at around 9.5-10% pa. This initially reflected a recovery from the GFC related slump but more significantly a desire for decent income bearing investments from investors that has pushed down investment yields. 
Falling yields has been a big driver of returns as each 0.25% fall in yields translates to a 4% capital gain and since 2009 average commercial property yields have fallen from 7.3% to 6.1%. In a falling yield environment property prices move up relative to rents, providing capital gains for investors.

Australian Real Estate Investment Trusts (A-REITs), have been even stronger with gains of around 13% pa over the last six years. So where to from here? Has the chase for yield, at a time when concerns about rising property supply and mixed leasing conditions, gone too far or can it go further? 
The demand and supply for space 
Perhaps the biggest drag is the ongoing softness in the Australian economy. While recession has been avoided and this is likely to remain the case, economic growth is likely to remain sub-par at around 2-2.5% well into next year and this is keeping unemployment relatively high, albeit less than had been feared a few years ago. This in turn is keeping a lid on space demand, particularly outside Sydney and Melbourne.

At the same time, office supply has been picking up, with particular concerns about Perth, Brisbane and Sydney with Barangaroo. However, the peak increase in supply looks like being this year and while the Perth and Brisbane markets are in in a bad way, with Perth’s vacancy looking like running around 20-25% for a few years, leasing demand has been much stronger in Sydney and Melbourne resulting in falling vacancy rates. Overall vacancy rates are likely to peak this year.

Yields remain under downwards pressure 
Unlisted commercial property yields also remain attractive compared to most other assets. This is particularly noticeable compared to residential property, as can be seen in the next chart. In the 1980s the rental yield on residential and commercial property (as measured by a mix of office, retail and industrial property yields) was similar, but today commercial property has an average rental yield which is far higher, ie around 6% for commercial property compared to around 3% for residential property. With Australian residential property over- valued on most measures and the strong cities of Sydney and Melbourne now starting to slow, office, retail or industrial property is far more attractive for investors than housing on a medium term horizon as it is less dependent on capital growth going forward and less at risk of a correction.

Commercial property offers a wide risk premium 
The biggest risk regarding commercial property is if bond yields back up sharply as global growth improves. However, this has been a concern for the last five years now and so far it has failed to eventuate on a sustained basis as Australian and global growth has continued to disappoint and inflation has slipped lower forcing central banks to maintain very low interest rates. In addition, the risk premium offered by commercial property over bonds remains well above average. The next chart shows a proxy for this. It assumes that rental and capital growth will average 2.5% pa over time (ie, in line with average inflation) and adds this to the average non-residential property yield to give a guide to potential total returns. The 10 year bond yield has been subtracted to show a property risk premium. While off its recent highs it remains well above its historical average.

The bottom line is that the huge yield advantage commercial property offers over government bonds and other yield bearing assets like residential property suggests that investor demand is likely to remain strong. 
Commercial property has in fact been a beneficiary of investor flows during periods of rising bond yields in the past. This happened during the bond crash of 1994 and the more gradual backup in bond yields that occurred prior to 2007 as investors simply switched out of bonds into assets like commercial property that offered higher yields at a time when leasing conditions were strong. Property only became vulnerable in 1990 and 2007 when the property risk premium in the previous chart had fallen to far less attractive levels than is currently the case and then leasing conditions deteriorated dramatically against a backdrop of rising supply. 
Return outlook and what to watch 
While soft leasing conditions and supply concerns in some areas (notably Perth and Brisbane offices) are likely to constrain returns, overall returns from unlisted commercial property are likely to remain strong for the next few years at around 9.5-10% pa as investor demand continues to chase the attractive yields on offer from commercial property. Industrial property has already run relatively hard so office and retail property are likely to outperform. 
A-REITS having outperformed over the last few years are likely to go through a period of relative underperformance at some stage in the period ahead. 
The key threats to keep an eye on would be a recession in the Australian economy and/or a sharp back up in bond yields. So far there is little sign of the former, with the economy continuing to gradually rebalance towards non-mining related activity, or the latter as global and Australian economic growth and inflation remain constrained.

An investment property leased to fast-food giant McDonald’s at Norlane in North Geelong fetched $3.05 million at Burgess Rawson's portfolio auction.
Twelve bidders went head to head for the property at the $35 million auction, pushing the yield down to 3.7 percent.
Reflecting strong investor appetite for blue-chip assets on long leases, 400 Melbourne Road was expected to go for more than $2,000,000.
“The low, affordable rental of $117,434 per annum reflects the property being subject to a ground lease with McDonald’s owning the building and all other above ground improvements” said Raoul Holderhead, managing director of Burgess Rawson ahead of the auction.
“With McDonald’s having re-built the building in 2003 and in recent years adding a McCafe, it is safe to say McDonald’s plan is to stay.” 
The lease is for 5 years plus 20 years of options through to 2038 with rental reviews annually to CPI and to market, the next due in 2018 upon the exercise of option.

"The busy and proven location is evident by some 37,000 cars passing the property each day," he said.

North Geelong McDonald's reaps $3 million at auction

Elizabeth Arcade in Brisbane's CBD has a new owner following its $28 million sale. 
El Camino Priority II Trust, a company controlled by Singapore-based Valparaiso Capital Partners, purchased the site to add to its future long-term pipeline of student accommodation in Brisbane.
Earlier this year, Valparaiso bought two buildings in Brisbane CBD, 363 Adelaide Street and 38 Wharf Street, with plans to develop student accommodation under the brand of ‘Student One’.
They also plan to convert this building into a 1,000-bed student accommodation along with a newly developed retail ground floor. 
The proposed development is likely after 2018 when the existing retail tenant leases expire and will need council approval.
The deal was done off-market by Tom Phipps and Jason Lynch of Colliers International for Brisbane-based PGT Investments, who owned the arcade for 30 years.
“Student accommodation is ideal for the site, due to its two street frontages and requirement for minimal car parking," Phipps said.
“The introduction of a temporary reduction in infrastructure charges by the Brisbane City Council for student accommodations within a four kilometre radius of the Brisbane GPO has made Brisbane highly attractive to many student accommodation developers."
Elizabeth Arcade is situated in the heart of the rapidly growing food and fashion precinct of Albert and Elizabeth Streets. It features a mix of fashion boutiques and eateries offering up a range of Japanese, Chinese and Korean cuisines.

Elizabeth Arcade in Brisbane sells for $28 million to Singapore private equity firm

Quest Apartment Hotels has opened its 10th Brisbane property and second in the suburb of Chermside.
Quest Chermside on Playfield is at 38-40 Playfield Street with 78 serviced apartments 10 kilometres from the Brisbane CBD and 15 kilometres from the airport.
It features a mix of studio, one and two -bedroom configurations. The one and two bedrooms apartments have fully-equipped kitchen and laundry facilities. 
This was Quest's third opening in the state this year, taking its total in Queensland to 17, said Quest CEO Zed Sanjana.
“According to Tourism and Events Queensland, international business visitors to the state grew by 11.5% in the year ending June 2015, with total international visitor numbers increasing by almost 8%. Domestic business tourism increased by a significant 28% during the same period.”
Quest Chermside on Playfield was developed by Treelight Development Group. 
Quest has a pipeline of property openings in the next 18 months across Australasia, opening in 13 locations which includes West Perth, Mounts Bay Road, East Perth and Fremantle (WA); Chatswood, St Leonards, Newcastle, Bella Vista and Macquarie Park (NSW); Dandenong Central (VIC); Port Adelaide (SA); and Petone (New Zealand).

Premium St Kilda watering hole to go under the hammer

Multinational grocer Supa IGA's store in NSW's Cobar is going under the hammer on October 29 at a Burgess Rawson auction.
Sitting at <a href="https://www.burgessrawson.com.au/2P0558#.ViWoO94bSZw" target="_blank">29-33 Marshall Street</a>, the store is spread over 3,642 square metres in the town.
The store is currently on a 15-year lease to IGA Distribution Pty Ltd up until August 2019 with a further 15-year option.  
The expected net income is $335,549 plus GST. There is a fixed 3% annual rent increase.
The indicative price is $3.35 million, translating to a net yield of nearly 10%.

Supa IGA store in NSW's Cobar up for sale

A KFC outlet at Menai Central retail complex in Sydney’s southern suburbs has been sold by the Sentinel Property Group for $3.05 million to a private investor through Burgess Rawson.
Sentinel, which acquired the Menai Central in 2013, sub-divided and now sold off the drive-through KFC takeaway food outlet. 
The 684 square metre property is tenanted by KFC on a long-term lease until December 2022
It is set on 2,003 square metres on the corner of Old Illawarra and Menai Roads in the Sutherland Shire.

Thirsty investors, developers circle Bridie O’Reilly’s in Brunswick

Campari House, at one of Melbourne’s most iconic CBD laneways, has sold for $8.1 million at CBRE auction.
Located at <a href="https://www.realcommercial.com.au/property-retail-vic-melbourne-501695217" target="_blank">21-25 Hardware Lane</a>, the four level building is one of Melbourne’s best known dining destinations.
It comprises two commercial kitchens, restaurant, private guest room and rooftop bar. Fully leased, the marketing suggested its net passing rental income was $337,631p.a.
It was historically occupied by Kirk’s horse bazaar – a horse and livery trading centre built in 1840 by James Bowie Kirk.
Benefitting from a high volume of foot traffic, the Hardware Lane secured a record land price of $45,505 per square metre.
There were six bidders contesting the auction, coming locally and from offshore.
The vendors only purchased the property two years ago at $5.999 million in July 2013, having sold at $4.7 million in 2009.
CBRE City Sales is preparing to take to auction nearby 30 Guildford Lane – a double storey, refurbished warehouse building for October 30 auction. It last traded at $1.76 million in 2008.

Hardware Lane restaurant offering snapped up at auction

Singapore-listed Cache Logistics Trust has agreed to buy a warehouse near Brisbane from One Funds Management Ltd for $27 million, as it increases its footprint in Australia.
Cache had earlier this year acquired three other distribution warehouses. 
The latest warehouse at 203 Viking Drive, Wacol will be fully master-leased to Western Star Trucks Australia Pty Ltd, with an annual rental escalation of 4% per annum, until August 2023.
WSTA, a wholly-owned subsidiary of NYSE-listed Penske Automotive Group3, is the exclusive importer and distributor of trucks and other commercial vehicles in Australia.
PAG has a market capitalization of approximately US$4.6 billion.
CBRE’s Ed Bull negotiated the sale having received five offers for the modern single-storey warehouse with two levels of ancillary office.
Located 18 kilometres west of the Brisbane Central Business District the property completed in 2008 is 22,440 square metres with a gross lettable area of 13,363 sqm.
Daniel Cerf, the chief of Cache, said the long WALE of 7.9 years by lettable area will also lengthen Cache’s portfolio WALE to 4.6 years and strengthen its ability to deliver regular and stable distributions to unitholders.
