The Victorian Government has secured the passage of the Building Legislation and Treasury Legislation (Tax Relief) Amendment Bill 2026, introducing a suite of reforms aimed at improving consumer protection and confidence in the apartment market.

Resilience Insurance, Australia’s leading Latent Defects Insurance (LDI) provider, has welcomed the move.

The LDI elements of the Bill passed with bipartisan support and now moves to the Legislative Council where debate and passage are expected later this month. It represents a significant milestone in the national shift toward stronger, longer-term protection for apartment buyers.&nbsp;

The reform would deliver practical benefits across the housing system. Apartment owners will have stronger protection if major defects emerge, developers and builders will have a clearer quality framework to work within, and the State will reduce the risk of serious building failures becoming a long-term financial and social burden for households, communities and government.&nbsp;

LDI helps support apartment delivery while providing stronger protection for buyers and encouraging better construction outcomes.&nbsp;

Resilience LDI provides apartment owners with 10 years of insurance-backed cover for major structural defects from completion, with direct claim access to the insurer. This means owners are not required to first pursue developers or builders through costly legal action before accessing protection.&nbsp;

Resilience Insurance has been operating in Australia since 2022 and has already insured hundreds of development projects covering many thousands of apartments across Australia.&nbsp;

At approximately 1.8 per cent of build cost, it is a cost-competitive alternative to the traditional two per cent Strata Bond, bond while delivering significantly broader and longer protection.&nbsp;

Just a few months after acquiring a prime Broadbeach site on the corner of First Avenue and Surf Parade, family-run developer <a href="https://www.apartments.com.au/developers/raptis">Raptis</a> has filed fresh plans for a new apartment development.

Raptis is seeking to deliver a <a href="https://www.apartments.com.au/new-apartments/17-19-first-avenue-broadbeach-qld-4217">29-storey tower with 73 apartments</a> on the 818 sqm site. It will be the developer's seventh project in the suburb, as they are approaching completion of The Sterling on George Avenue.

Brisbane development veteran Kevin Seymour's Seymour Group is set to deepen its presence on one of Brisbane's most tightly held riverfront addresses, lodging revised plans for a luxury apartment development on Oxlade, just a few doors down from The Oxlade, which it completed in 2024.

The <a href="https://www.apartments.com.au/new-apartments/70-72-oxlade-drive-new-farm-qld-4005">new project at 70-72 Oxlade Drive</a>, directly north of The Oxlade, will have 27 apartments across a seven-storey building&nbsp;overlooking the Brisbane River and Merthyr Park. It's a revision from a 2021-approved design.

Designed by bureau^proberts, the project has evolved from the previously approved 26-apartment scheme, introducing an additional penthouse level while maintaining a low-density, boutique character. The development will comprise 26 three-bedroom apartments and a single four-bedroom penthouse, supported by two basement levels with 86 car spaces and 34 bicycle spaces.

The architectural response is centred around two distinct building forms separated by a landscaped open-air atrium.&nbsp;"This dual composition captures and embraces Brisbane’s subtropical environment whilst breaking down built form and scale," the submission to the Brisbane City Council noted.

A key feature of the development is its expansive rooftop wellness and recreation precinct. Plans reveal a resort-style pool deck, gymnasium, sauna, steam room, hot and cold plunge pools, rooftop terraces, barbecue areas and landscaped relaxation spaces positioned to capture views across the southern Gold Coast coastline.

The rooftop wellness focus builds on the vision S&amp;S Projects first outlined when it acquired the site for $20.25 million last year.

"We are taking every advantage to create a truly unique rooftop wellness experience with a natural feel for residents, offering stone features throughout and an underlying theme that emulates a botanical garden," S&amp;S Projects founder and director Paul Gedoun said at the time.

The proposal seeks a 57-metre building height, representing a 50 per cent uplift on the site's mapped 38-metre height limit. Planning documents argue the additional height is consistent with recently approved and emerging towers in the immediate Boundary Street and Rainbow Bay precinct.

Urbis, acting as planning consultant, said the development would provide "88 dwellings, comprising a mix of two and three-bedroom apartments, contributing to housing choice and supply within an established medium to high-rise coastal urban neighbourhood."

The scheme has undergone extensive pre-lodgement consultation with the City of Gold Coast, with the design refined following feedback relating to architectural expression, landscaping, traffic access and podium treatment.

BrickX looks south to Adelaide for next property

Fractional property investing platform BrickX is set to launch its 13th property, a house in Sydney’s Balmain, following its largely successful recent property acquisitions.
BrickX, which divides each property it acquires into 10,000 units it calls ‘Bricks’ and offers them to investors, said the Balmain house is only the second house in Sydney after Annandale. 
The initial ‘brick’ is priced at $140 each and investors can start pre-ordering from July 20.
Median house prices in Balmain have increased by 13 per cent per year over the five years to the end of April 2017, according to CoreLogic figures.
BrickX pointed to a survey it conducted in March where 55 per cent of its investors wanted to a house to invest in next. 
The remaining nine properties in Sydney are units and the other three properties are in Melbourne.
The latest property at <a href="https://www.brickx.com/properties/BLM01/summary" target="_blank">24 Clayton Street</a> is a three-bedroom, one-bathroom house with high ceilings, hardwood floors and a private, landscaped courtyard. 
The selling price of the house was $1,830,000, according to Corelogic RP Data. It previously transacted in 2013 for $1,287,000.
CEO Anthony Millet said he expected the property to be popular with investors looking for exposure to the sought-after residential real estate market in Sydney’s inner-west. 
“We’re thrilled to provide access to this architect-designed freestanding cottage in Balmain at an entry price of $140 per Brick,” Millet said. 
“Balmain offers an enviable lifestyle surrounded by water and parkland. It’s less than six kilometres from the Sydney CBD and is known for its great pubs, café culture and boutique shopping strip.” 
CoreLogic head of Research Tim Lawless, who also sits on the BrickX adviser panel, said there is strong demand for properties close to the city that offer a village lifestyle.

Fractional property investing platform BrickX has updated the valuations for six of its properties in Sydney and Melbourne, with growth varying from 0 to 7.4 per cent.
The valuations were done by independent valuation firm Preston Rowe Paterson in June 2017.
BrickX, which buys properties and splits each one into 10,000 units or ‘Bricks’ which investors can then buy, has been on a buying spree in the last few months. It purchased six properties between April and June, five in Sydney and one in Melbourne.
In its year-end sale, the investing platform waived the transaction fees for buying or pre-ordering ‘bricks’ for its Brunswick property (above). The company charges a the transaction fee of 1.75% on every purchase of ‘brick’ or while selling ‘bricks’.  
The biggest change in valuation was for a two-bedroom house in Annandale, where the property value rose 7.4 per cent in the last six months to $1.45 million as at June. The growth was in line with the wider suburb index, BrickX said.
Brick valuation increased 8.81 per cent to $112.84, taking into account the acquisition costs and cash reserve, BrickX said. 
Meanwhile, a one-bedroom unit in the Sydney suburb of Enmore remained constant at $650,000 compared with six months before. In fact, the new value of a ‘brick’ is $67.48, a slight fall from December’s $67.82. The same was the case with a two-bedroom unit at Mosman, which was steady from its December valuation. 
The property was valued at $1.4 million in June while the ‘brick’ price actually edged down 0.51 percent to $143.43 per ‘brick’.
Among other properties with notable growth was a two-bedroom unit in Bondi Beach, which increased 3.7 percent in value to $1.4 million from its initial purchase price of $1.35 million. BrickX said the growth was also in line with the overall growth in the suburb.
The brick price rose to $100.19 from an initial $96.
Another two-bedroom unit in Double Bay showed a growth of 3.4 percent in value at $1.35 million on the initial purchase price in September 2016. This property exceeded the suburb index, said BrickX.
The value of a ‘brick’ is now $98.46, a 3.64 percent increase from the initial $95.
The only property with an updated valuation from Melbourne, was in Prahran. This two-bedroom unit rose 1.3 percent to $1.19 million and BrickX said it performed in line with the wider suburb index. 
The ‘brick’ also rose a modest 0.44 percent to $123.88.

You can pre-order Bricks in Brunswick West with no transaction fee on the pre-ordered Bricks that will transact on the Settlement Date (scheduled for 30th June 2017) which is during the EOFY Special Offer period.
Its most recent property — a three-bedroom terrace home in Melbourne’s Brunswick — shows 21% ‘bricks’ reserved so far.
The 10 Shamrock Street property was launched for pre-orders on June 23 at $99 a ‘brick’. BrickX has opened pre-orders for the property with no transaction fee with settlement on June 30.
The three bedroom, two bathroom terrace with an undercover carport on Shamrock Street boasts a courtyard along with a private rooftop garden off the master bedroom.
The 169 square metre property's selling price was $1,190,000, according to CoreLogic. It was sold through Nelson Alexander Real Estate Brunswick.

The <a href="https://www.brickx.com/properties/MAN01/summary?utm_source=mailchimp&amp;utm_medium=email&amp;utm_campaign=manly&amp;utm_content=warmup&amp;utm_term=button" target="_blank">4/8 James Street</a> property is a two-bedroom apartment with a deck and courtyard. It is part of a boutique block of four apartments.
BrickX, which divides every property it buys into 10,000 ’Bricks’ and offers them to investors, has initially priced a brick at $87.
Investors may then earn capital returns and monthly net rental income in proportion to the number of Bricks owned. 
This property's selling price was $1.11 million, and it was sold by Clarke &amp; Humel Property, according to RP Data.
It was bought with a 27% gearing.
The apartment last exchanged hands for $855,000 in 2014, according to RP Data. 
Pre-orders open on June 8.
The fintech company, which has Corelogic’s Research head Time Lawless as an advisor, launched two properties in May. 
Both were in Sydney — Darlinghurst and Surry Hills — and were snapped up quickly by investors, according to BrickX.
"The rental market has historically been strong within Manly, which has contributed to ongoing low vacancy rates and high demand from both owner occupiers and investors,” said Lawless.
The estimated net rental yield from the Manly apartment is 1.9%.
The suburb growth rate has been 11.46% per annum over the last 5 years, according to CoreLogic.
Manly has a track record of long-term consistent returns of 6.7% compound per year since 1999, according to APM.
The combined value of all properties -- Sydney and Melbourne -- held by BrickX exceeds $9.5 million.

BrickX to offer Manly apartment for $87 a 'brick'

Fractional property investing platform has announced its newest property to investors in Sydney’s Potts Point, close on the heels of a townhouse it bought in Surry Hills.
The <a href="https://www.realestate.com.au/sold/property-apartment-nsw-potts+point-125209498" target="_blank">6/10A Challis Avenue</a> property is a one-bedroom unit. Its initial brick price is $66 and pre-orders start on May 26.
The fintech company divides every property it buys into 10,000 'bricks' and sells those 'bricks' to investors. Investors have the prospect of earning capital returns and monthly net rental income in proportion to the number of 'bricks' owned. 
According to BrickX, the estimated net rental yield from the Potts Point unit is 2.04 percent. In terms of capital returns, historically the suburb has shown a growth of 9.72 percent p.a. over the last five years, according to CoreLogic data.
The one bedroom apartment with study cost $885,000 and it has a 31 percent gearing.
It last traded for $298,000 in 2001, reflecting an annual price growth of seven percent.
The unit is located within 2 km of Sydney CBD. Fringe inner city locations are well sought after by both investors and tenants.
Last week, BrickX launched a townhouse in Surry Hills for an initial brick price of $95.
All 10,000 ‘Bricks’ were reserved amongst the 537 investors in under 1 hour, according to CEO Anthony Millet. 
Tim Lawless, head of Research at CoreLogic and an advisor at BrickX, said figures show unit prices in Potts Point have increased by almost 50 percent over the past five years.
“Considering the large captured working population within close proximity to Potts Point, the rental market has historically been strong within the suburb, which has contributed to ongoing low vacancy rates and high demand from both owner occupiers and investors," said Lawless.
Millet also announced a few changes to launches from now on.Property information will be available two days before pre-orders and it would start at midday, he said.
BrickX already has properties in popular locations: Surry Hills, Darlinghurst, Bondi Beach, Enmore, Mosman, Annandale and Double Bay in Sydney, and Prahran and Port Melbourne, in Melbourne.

The townhouse in Surry Hills comprises two bedrooms, one bathroom and comes with parking. BrickX will offer the initial ‘Brick’ at $95 to investors. 
The pre-order phase will be open from May 19 with settlement scheduled for May 30.
BrickX buys properties and divides them into 10,000 units or “Bricks”. Investors may then earn capital returns and monthly net rental income in proportion to the number of Bricks owned. 
The platform allows members to choose when to invest and when to exit their investments by offering their ‘Bricks’ for sale on the platform.

Surry Hills units have had an historical capital growth rate of 10.42% per annum over the last 5 years, and has a strong rental market. It is particularly popular with young professionals.
Unit prices in Surry Hills have increased 54% in the last 5 years, according to CoreLogic data.
“Surry Hills has a strong rental market and is particularly attractive to young professionals who flock to the area to enjoy the fantastic restaurants and cafes, coupled with a short walk to work for the majority who work nearby or in the CBD,” said Tim Lawless, the head of research at CoreLogic who is also on the advisor panel of BrickX.

BrickX to offer Surry Hills townhouse for investors at $95 a 'brick'

Anthony Millet, chief executive officer of BRICKX, says when it comes to investing in real estate we need to shift our mindsets.
"Property investment is possible without ever handing over the keys to the front door," he says.
It is an acknowledgement that the cost of housing within Sydney has well and truly moved away from the simple cost of land and building fundamentals, with a shortage of supply and unprecedented demand driving the market.  
With the Federal Budget due next month, housing affordability has emerged as a red hot issue.
"I don’t envy the Treasurer because it’s a complex issue with no quick fix," Millet told me.
"Changes to negative gearing, a superannuation plan for first home buyers, unlocking Government land for housing, a review of foreign property investment, public and social housing grants and the list of potential solutions goes on."
Millet is behind the innovative private enterprise scheme where owning a fractional share in a house or apartment is possible without the need to own the entire property. It has been taken up over the past few months by some 3300 plus participants.
BrickX buys properties in blue chip suburbs and divides the acquisition price into 10,000 shares, or ‘bricks,’ available to the public currently priced between $100 to $150.
In the past, fractional ownership has been a method where unrelated parties share in ownership of a high-value tangible asset, usually a jet, yacht and sometimes piece of resort real estate in paradise. 
BrickX offers premium residential suburb access with seven properties so far in Melbourne and Sydney, including Bondi Beach, Annandale and Mosman. There are plans to own in all capital cities, then its is likely they will consider regional centres.
Fifty percent of its customers are under the age of 35 and around three quarters had not invested in or owned real estate before. It has accordingly been described as the Uber of property investing, the newest way to keep up with the rising property market.
BrickX investors earn rental income from their proportion of the investment. They can also make capital gains by selling their bricks. 
The online platform, launched last September, offers a valuable insight into the world of property, and no doubt its pluses and minuses, and ups and downs. 
Those $100 bricks allow young savers an option other than a savings account while making progress towards to ultimate goal of home ownership.
Millet is keen on the debate moving on from housing affordability to housing accessibility in part because he says the so-called solving affordability solutions often actually equates to seeing house prices coming down. 
"With 65 percent of this nation’s wealth tied up in residential property, to the majority, it’s not in their interests for house prices to fall."

Real estate investment mindshift needed: BRICKX

Fractional property investing platform BrickX has added another property to its choices for investors, and says it is their cheapest yet offering with a ‘brick’ priced at $57.
The property on offer is a one-bedroom apartment at 12/84-90 McLachlan Avenue, Darlinghurst, on Rushcutter’s Bay border.
BrickX paid $840,000 for the apartment in an off-market deal.
It had been an investment for the previous owner, who had paid $475,000 in 2011.
In 2016 it had been a $675 a week rental, with a more recent $700 a week rental in January. A $700 a week rental would reflect a 4.33 percent yield for BrickX.
BrickX CEO Anthony Millet said it’s the lowest ‘Brick’ price yet. 
“We’re thrilled to offer investors a share in this inner-Sydney property at such a low price point,” Millet said.

Tim Lawless, head of Research at RP Data CoreLogic and an advisor to BrickX, said Darlinghurst has been a very consistent performer over the last decade. 
“CoreLogic figures show unit prices have risen over the last 5 years (to end of March 2017), on average, by 9.22 percent per annum,” Lawless said. 
“Rental yields tend to be higher than the broader Sydney average as well, with the typical Darlinghurst unit currently attracting a 4.2 percent gross yield.” 
It owns properties in Bondi Beach, Enmore, Mosman, Annandale and Double Bay in Sydney, along with Prahran and Port Melbourne, in Melbourne, each with a different ‘brick’ price.
The platform was officially launched in September 2016 and has more than 3,300 investors now, with a property portfolio of around $9.5 million.
Earlier this month, BrickX won the CANSTAR 2017 Innovation Excellence Award.
