The Victorian Government has secured the passage of the Building Legislation and Treasury Legislation (Tax Relief) Amendment Bill 2026, introducing a suite of reforms aimed at improving consumer protection and confidence in the apartment market.

Resilience Insurance, Australia’s leading Latent Defects Insurance (LDI) provider, has welcomed the move.

The LDI elements of the Bill passed with bipartisan support and now moves to the Legislative Council where debate and passage are expected later this month. It represents a significant milestone in the national shift toward stronger, longer-term protection for apartment buyers.&nbsp;

The reform would deliver practical benefits across the housing system. Apartment owners will have stronger protection if major defects emerge, developers and builders will have a clearer quality framework to work within, and the State will reduce the risk of serious building failures becoming a long-term financial and social burden for households, communities and government.&nbsp;

LDI helps support apartment delivery while providing stronger protection for buyers and encouraging better construction outcomes.&nbsp;

Resilience LDI provides apartment owners with 10 years of insurance-backed cover for major structural defects from completion, with direct claim access to the insurer. This means owners are not required to first pursue developers or builders through costly legal action before accessing protection.&nbsp;

Resilience Insurance has been operating in Australia since 2022 and has already insured hundreds of development projects covering many thousands of apartments across Australia.&nbsp;

At approximately 1.8 per cent of build cost, it is a cost-competitive alternative to the traditional two per cent Strata Bond, bond while delivering significantly broader and longer protection.&nbsp;

“The Victorian Lower House vote shows that reforms like this succeed when they are practical, evidence-based and supported by industry," says Corey Nugent, CEO of Resilience Insurance.

10-year Latent Defects Insurance for new apartment buyers set to land in Victoria

Just a few months after acquiring a prime Broadbeach site on the corner of First Avenue and Surf Parade, family-run developer <a href="https://www.apartments.com.au/developers/raptis">Raptis</a> has filed fresh plans for a new apartment development.

Raptis is seeking to deliver a <a href="https://www.apartments.com.au/new-apartments/17-19-first-avenue-broadbeach-qld-4217">29-storey tower with 73 apartments</a> on the 818 sqm site. It will be the developer's seventh project in the suburb, as they are approaching completion of The Sterling on George Avenue.

There will be a pool, barbecue and outdoor dining area, residents lounge and dining, sauna and steam room, gym, and a Yoga and Pilates studio.

Brisbane development veteran Kevin Seymour's Seymour Group is set to deepen its presence on one of Brisbane's most tightly held riverfront addresses, lodging revised plans for a luxury apartment development on Oxlade, just a few doors down from The Oxlade, which it completed in 2024.

The <a href="https://www.apartments.com.au/new-apartments/70-72-oxlade-drive-new-farm-qld-4005">new project at 70-72 Oxlade Drive</a>, directly north of The Oxlade, will have 27 apartments across a seven-storey building&nbsp;overlooking the Brisbane River and Merthyr Park. It's a revision from a 2021-approved design.

Designed by bureau^proberts, the project has evolved from the previously approved 26-apartment scheme, introducing an additional penthouse level while maintaining a low-density, boutique character. The development will comprise 26 three-bedroom apartments and a single four-bedroom penthouse, supported by two basement levels with 86 car spaces and 34 bicycle spaces.

The architectural response is centred around two distinct building forms separated by a landscaped open-air atrium.&nbsp;"This dual composition captures and embraces Brisbane’s subtropical environment whilst breaking down built form and scale," the submission to the Brisbane City Council noted.

New Farm has become one of Brisbane's most sought-after suburbs for developers delivering premium downsizer-focused apartments.

GRAYA has been particularly active in the precinct, completing both Chalk and York in recent years, while construction of Moray House, being delivered for Spyre, is now nearing completion. The new project would rise 57 metres above a consolidated 1,518 sqm site, on the same street as Radia and Esprit.

The design incorporates cascading planting throughout the façade, landscaped podium edges, and deep planting zones along the Boundary Street frontage.

Plans reveal a resort-style pool deck, gymnasium, sauna, steam room, hot and cold plunge pools, rooftop terraces, barbecue areas and landscaped relaxation spaces positioned to capture views across the southern Gold Coast coastline.

The rooftop wellness focus builds on the vision S&amp;S Projects first outlined when it acquired the site for $20.25 million last year.

"We are taking every advantage to create a truly unique rooftop wellness experience with a natural feel for residents, offering stone features throughout and an underlying theme that emulates a botanical garden," S&amp;S Projects founder and director Paul Gedoun said at the time.

The proposal seeks a 57-metre building height, representing a 50 per cent uplift on the site's mapped 38-metre height limit. Planning documents argue the additional height is consistent with recently approved and emerging towers in the immediate Boundary Street and Rainbow Bay precinct.

Urbis, acting as planning consultant, said the development would provide "88 dwellings, comprising a mix of two and three-bedroom apartments, contributing to housing choice and supply within an established medium to high-rise coastal urban neighbourhood."

The scheme has undergone extensive pre-lodgement consultation with the City of Gold Coast, with the design refined following feedback relating to architectural expression, landscaping, traffic access and podium treatment.

Clayton Wells, one of Australia's hottest chefs, has bought an apartment at Bondi with his partner, Tania Fergusson.
They've spent $1.1 million on an apartment in the art deco Roland Gardens boutique block of 10.
Upon the purchase, the couple stood outside the property at the front of the building.
"In debt with bae", the award-winning chef posted on his Instagram.
Fergusson shared the same image, with the caption "Adulting".
The near 100 square metre apartment with two bedrooms has been renovated since it last sold for $745,000 in 2014.
They're set to do a little more work before moving their stuff in however.
Wells posted a picture of a floor buffer to his Instagram.
The apartment has views of the rainforest of Thomas Hogan Reserve and the ocean from the master bedroom.
Raine &amp; Horne Double Bay agents Paul Langsam and Jake Smirniotis sold the unit in just 13 days, well before its scheduled auction.
Six months earlier a similar two bedroom unit a few floors up sold for the same price.
The 36-year-old head chef of Automata, in inner Sydney’s Chippendale, was dubbed The Weekend Australian Magazine Hottest Chef in 2016.
The couple are currently in Singapore where late last year Wells opened Blackwattle, his first restaurant outside of Australia.
The restaurant is said to be similar to his popular Chippendale eatery which was voted 9th in the top 100 restaurants in Australia in 2017.

International fashion model Julia Nobis buys at Bondi Junction

Sydney’s eastern suburbs are set to stay strong, especially in the first half of the year with a strong but slower second half of 2017, according to HTW's February 2017 update.
The valuation firm says the market has previously remained strong due to limited stock, high demand and buyer confidence. These factors will continue to support the market through to the end of the year.
Detached houses around $1.5 million to $3 million and units up to $3 million are predicted to have a slower growth than previous years. The prestige markets (over $3 million) along the beachside and centrally located suburbs are set to have a slightly higher growth than previous years with stronger buyer confidence.
The market saw strong growth in 2016 for North Bondi which had 22.4% growth and Paddington with 16% growth, according to pricefinder.com.au. HTW expect that these areas will continue to perform well this year in the over $3 million price point.
As the eastern suburbs have had a strong three years of growth recently, there does not appear to be any suburb with an affordable price point.
"Worth watching are Potts Points and Bondi Junction.
"Potts Point has had a decline in the entertainment precinct which has made this area more appealing to young professionals.
"As the nightclubs and night time entertainment have declined, it has made this area a quieter and slower paced neighborhood."
It noted Bondi Junction is still in high demand for young families and professional couples as the suburb is in close proximity to Westfield Bondi, Bondi train station and local amenities and high growth is still predicted.
In Potts Point <a href="https://www.laing.com.au/3450742/#gallery" target="_blank">$4 million is being sought</a> by Lapahm Holdings director Margaret Malaghan for her Hordern Place tower penthouse, which has views of the Harbour Bridge and Opera House.
The apartment (above) spans two floors, with two bedrooms, a bathroom and a laundry at entry level and the living areas and master bedroom upstairs.

Bondi Junction and Potts Point share last week's most expensive sales at $4.25 million: CoreLogic

The Sydney developer TWT Property Group has reportedly taken a majority stake in the $40 million amalgamated five-lot residential site including the Mill Hill Hotel at Bondi Junction (above) in Sydney's east.
TWT will develop the site at 59-69 Oxford Street, which comes with a development approval for a mixed residential/commercial project with 70 apartments with original owner, Allen Linz's Rebel Property Group, according to the Australian Financial Review.
It includes heritage conservation works for four commercial terraces at 63-69 Oxford Street. 
TWT and Rebel will develop the 12-storey residential tower with a ground floor public hotel and three levels of basement car parking as a full-equity project.
TWT is formerly known as Auswin TWT.

Capital Bluestone and Club Bondi Junction RSL have entered into an agreement to redevelop the club site into a revitalised venue and residential hub.
The deal was struck after a competitive process.
The Club Bondi Junction RSL selection of Capital Bluestone as a development partner follows its track record of delivering more than $2.5 billion in project completions.
The unlocking of the development potential of their site ensures the financial sustainability of their great community asset, Capital Bluestone managing director Ben Fairfax said.
Capital Bluestone and Club Bondi Junction RSL have a profit share agreement, with development proposals for the 2000-square-metre site currently being investigated.
Bound by Bronte Road, Gray Street and Ebley Street, Club Bondi Junction RSL is only a five-minute walk to Bondi Junction train station making it an ideal candidate for residential development.
A new, modern RSL Club will be part of the redevelopment.
“Finally the dream has come to fruition for our Club and its Members,” Club Bondi Junction RSL President Bill Harrigan said.
“Over the past 15 years I have seen at least seven RSL Clubs close in the Eastern Suburbs.
"The allowance for hotels to offer gaming machines, the global financial crisis and tax increases have made for a difficult operating environment, causing many clubs to close."
In 2014, Waverley Council’s planning changes to allow more height and residential development.
As part of the agreement, Capital Bluestone will fund the Club’s purchase of the RSL Sub-branch’s share of the site for an undisclosed sum.
Capital Bluestone has a current development pipeline of more than $2 billion including its flagship Woolooware Bay Town Centre masterplanned community, Esplanade at Norwest Lake and Veridian at Kogarah.
Capital Bluestone will undertake a thorough design and planning review process before presenting development options to the Club Bondi Junction RSL board in 2017.

Capital Bluestone to partner Club Bondi Junction RSL in prime site redevelopment

Former Olympic swimming couple Matt Dunn and his wife, Dr Eydis Konradsdottir have listed their Bondi Junction home.
The couple paid $785,000 in 2006 and went about their new build in 2010.
Set on 183 sqm, <a href="https://www.homeestateagents.com.au/3261128/" target="_blank">it is a contemporary two storey, four bedroom home</a>.
Saying it was intuitively designed, estate agent Carl Wilson at Home Estates has it listed for November 15 auction.
"The family residence is tranquilly set in one of the east's most exclusive parkside enclaves," he said.
Dunn. who is now director of Savills capital transactions, and a board member of the International Swimming Federation, competed at three Olympic Games in the freestyle.
He set four world records over his career.
He was a specialist in the 25 metre events and won six Commonwealth Gold medals in the medley events. 
In the 1998 Commonwealth Games in Kuala Lumpur, Dunn set a 4 x 200 metre freestyle world record alongside Ian Thorpe, Michael Klim and Daniel Kowalski.
Konradsdottir competed at two Olympic games for Iceland and once held an Icelandic record in the 100 metre butterfly.
