The residential transformation of St Kilda Road is set to continue into with more new apartment plans for the sought-after boulevard.

Wing Tai Asia has lodged plans for a major residential tower at 464-466 St Kilda Road, replacing the former VACC House with an 18-storey mixed-use development designed around a retained heritage podium and a sculpted contemporary tower.

The proposal, prepared under Victoria’s Significant Residential Development with Affordable Housing pathway, would deliver 325 apartments and ground-floor retail across the prominent 4,653 sqm boulevard site in Melbourne’s St Kilda Road North Precinct.

The project centres on the adaptive reuse of the site’s heritage-listed VACC Building, an eight-storey office designed by Bernard Evans that has occupied the address for decades. Planning documents state the development would involve “carefully dismantling and conserving off-site the original metal fabric of the podium visible from St Kilda Road,” before reinstating it as the defining frontage of the new scheme.

Above the restored podium, Wing Tai is proposing a curvilinear residential tower. The scheme includes 172 one-bedroom apartments, 63 two-bedroom apartments, 66 three-bedroom apartments, and 24 four-bedroom apartments, alongside two ground-floor food and beverage tenancies fronting St Kilda Road.

The tower has been designed with substantial articulation and variable setbacks to minimise perceived bulk and maintain view corridors along the boulevard. Urbis, which prepared the planning report, said the design “has been significantly articulated through a curvilinear design” with “an interplay with materials, façade expression and depth” to create visual separation and visual interest.

The proposal also includes 254 basement car spaces, landscaped pedestrian links connecting St Kilda Road and Queens Lane, and a biophilic landscape strategy featuring canopy trees, raised planters, cascading greenery and a glass oculus pool overlooking the eastern frontage.

Planning documents confirm the $270.1 million development will contribute 3 per cent of project costs to the Social Housing Growth Fund as part of the application process.

Wing Tai acquired the St Kilda Road property in 2018 alongside Abacus Property Group for $95.38 million, before later consolidating ownership of the site. The property previously served as the Victorian Automobile Chamber of Commerce headquarters for around 60 years.

The transformation of the St Kilda Rd boulevard is already beginning to materialise, with a number of high-profile projects recently completed, launched, or approaching launch as developers continue to back the long-term appeal of the precinct.

Among the most notable recent completions is Louise by Samuel Property Group, just off the strip on Queens Lane, the same pocket Hirsch &amp; Faigen recently launched The Queensbury. Mirvac is too on the same street with The Albertine, which is approaching completion.

Dexus recently secured approval for its slice of St Kilda Road, while Gurner also has approved plans for the precinct.

Wing Tai unveils 325-apartment St Kilda Road tower on former VACC House site

Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.

North Sydney, Hornsby net clearance rate of 80 percent: CoreLogic RP Data

The combined capital city preliminary auction clearance rate for the week ending 7 February came in at 71 percent from 854 reported auctions, according to CoreLogic RP Data.

Combined capital city clearance rate at 71 percent: CoreLogic RP Data

The first week of February shows auction market activity continuing to bounce back from the festive period slowdown, with almost twice the number of auctions held this week compared with last week.  
CoreLogic RP Data was tracking 854 auctions this week, compared with 987 auctions over the same week one year ago. The lower number of auctions was mostly due to a low auction numbers in Sydney where there were only 255 auctions held over the week compared with 421 at the same time last year.  
The lower number of homes put up for auction highlights that vendors haven’t been as willing to put their homes into the auction market as they were a year ago.  Auction numbers were actually higher than a year ago across Melbourne, Brisbane, Adelaide and Perth.  
Despite the lower number of auctions compared with last year, the preliminary auction clearance rate, based on the 621 auction results reported so far,  was recorded at  71.0 per cent across the combined capital cities. 
This week’s clearance rate was higher than at the same time last year (67.3%) however the clearance rate in Sydney continued to track lower than at the same time last year.  All cities recorded a stronger preliminary clearance rate than what was recorded at the end of 2015, however, with auction numbers still gathering pace over February we should get a better gauge over the coming weeks as to whether the auction market is truly staging a rebound on higher clearance rates.

This week, 262 Melbourne auctions were held and so far 206 results have been reported. The preliminary auction clearance rate of 80.1 per cent is higher than last week, when across just 151 auctions, 69.9 per cent were successful. One year ago, Melbourne’s auction clearance rate was 60.7 per cent across 255 auctions. Across Melbourne, the busiest region for auctions this week was the Outer East, where 40 homes went under the hammer. Of the 30 reported results so far, 83.3 per cent have been successful. Melbourne’s Inner East recorded the strongest preliminary clearance rate at 93.8 per cent, however there were only 19 auctions held within the region and 16 results reported so far

Clearance rates fell from the high 80 per cent mark to the mid-50 per cent mark towards the end of the year. Given this, it is likely that a lack of vendor confidence is currently being reflected with only 265 auctions held this week, compared to 421 at the same time last year. Although auction volumes across the city were low, this week Sydney’s preliminary clearance rate was 70.2 per cent, a strong result compared to 44.9 per cent last week (across just 61 auctions), but not reflective of the 80.6 per cent last year. The best performing Sydney sub-regions this week were Inner South West (85.7 per cent across 21 results) and North Sydney and Hornsby, with a clearance rate of 80 per cent across 35 results.

In Brisbane the preliminary clearance rate was 55.8 per cent this week across 77 auction results. There were 111 auctions held in Brisbane this week, compared to 60 last week, with a clearance rate of 52.7 per cent and 109 last year when 47.6 per cent of auctions were successful. Further south, across the Gold Coast there were 33 auctions reported this week with 13 sales.

Adelaide’s preliminary clearance rate was 79.4 per cent this week, higher than last week at 61.1 per cent and also higher than one year ago (58.2 per cent). There were 104 Adelaide auctions this week, 97 last week and 94 held over the comparable week last year.

In the westernmost city, Perth’s preliminary clearance rate was 35 per cent this week and there were 37 auctions held. Last week, 29 Perth auctions were held and 44.9 per cent were successful, while one year ago 31 Perth auctions were held with a clearance rate of 40 per cent.
Across Canberra 67 auctions were held this week, compared to 27 last week and 69 one year ago. Based on preliminary results this week’s clearance rate is 72.9 per cent, higher relative to last year (67.9 per cent).
CoreLogic RP Data has recorded just 2 auction results across Tasmania this week with one sale.

Underquoting laws start from 1 January 2016. They apply to all residential properties for sale on or after 1 January 2016.
An agent is underquoting the selling price of a property if they make or publish a statement about its price that is less than their reasonable estimate of the property’s likely selling price that is contained in the agency agreement.
This is an offence under the Property, Stock and Business Agents Act 2002 (the Act). Agents face fines of up to $22,000 for failing to comply with the law. Agents may also lose their commission and fees earned from the sale of an underquoted property. These commissions and fee payments will go towards the Property Services Compensation Fund, which supports consumers who have experienced financial loss as a result of property agent misconduct.

<h1 class="bodyheading">Key requirements </h1>
An agent should never state or publish an estimated selling price that is less than what is in the agency agreement.
An estimated price communicated to sellers and potential buyers must represent what an agent reasonably believes a property is likely to sell for. An agent and seller can choosenot to publish or make any statement about the likely selling price of the property. However, if they do publish or make any statements about price, they must comply with the new requirements.
As an agent, you must:

include your reasonable estimate of a property's likely selling price in the agency agreement (also called the sales agreement)</li>

provide evidence to the seller of how you estimated the selling price</li>

<li>take all reasonable steps as soon as is practical to update any marketing of the property with the revised estimated selling price.</li>
</ul>
You must not:
<ul>
<li>
provide any price estimate less than what you have reasonably estimated that a property is worth (as recorded in the agency agreement with the seller) - this applies to advertising the property or in any communication with prospective buyers about the property's likely selling price</li>
<li>
use any statements such as "offers above" or "offers over" an amount, or "plus" a particular price (for example, $500,000+), which could underquote or obscure a property's estimated value.</li>
</ul>
 
<h1 class="bodyheading">Questions and answers about underquoting </h1>
<h1 class="bodyheading">Do the laws apply to properties sold before 1 January 2016? </h1>
No. The underquoting requirements apply to all residential properties for sale on 1 January 2016 and into the future. However, if you have already entered into an agency agreement with a seller before 1 January 2016 and the agreement is still operating, then you will not have to comply with the requirement to update your estimated selling price, however you may wish to do this as a matter of good practice.
You must still comply with all other requirements for advertising and making statements about your estimated selling price as it currently appears in the agency agreement, as well as all the new record keeping requirements. That means that if you have properties advertised for sale at a price that is less than the estimated selling price in your agency agreement, then you must take all reasonable steps, as soon as is practical, to change or withdraw those advertisements. This includes flyers and any other printed material and all online material.
All agency agreements entered into on or after 1 January 2016 must comply with all the new requirements.
<a class="gotop" href="https://www.fairtrading.nsw.gov.au/ftw/Property_agents_and_managers/Agency_responsibilities/Underquoting.page#top">I used to advertise ‘offers over $890K’ for a property when my estimated selling price was $900,000-$990,000. Can’t I do this?  </a>
No. Statements such as ‘offers over $890K’ and other statements like ‘offers above’ or ‘$890K plus’ do not provide buyers with enough information to determine whether the property is within their price range. At worst, such statements can mislead buyers by indicating that a property could likely sell for the minimum offer advertised when the property will likely sell for much higher.
Remember that from 1 January 2016, you must not:
<ul>
<li>do any advertising that includes such references (for example ‘offers above $900,000’, ‘offers over $900,000’ or ‘$900,000+’)</li>
<li>indicate a selling price that is any lower than the reasonable estimated selling price as recorded in the agency agreement.</li>
</ul>
The requirements make sure consumers don’t waste money and time on property inspections by banning any price information that underquotes an agent’s estimated selling price.
<a class="aname" name="The_seller_wants_me_to_advertise_a_lower_price_than_the_estimated_selling_price_to_attract_market_interest._What_should_I_do?" href=""></a>
<h2>The seller wants me to advertise a lower price than the estimated selling price to attract market interest. What should I do? </h2>
You should make sure that the seller is aware of your legal obligations to never indicate a selling price lower than your estimated selling price. Your role is to get the seller the highest possible price for the property through fair, effective marketing and enabling competition between buyers for whom the property is likely to be affordable.  
You may wish to direct the seller you represent to the Fair Trading website or supply them with Fair Trading information on the underquoting reforms. This should help them to understand the purpose of the underquoting laws and the consequences if you illegally underquote a property.
You must also take the time to explain how you arrived at the estimated selling price for their property and provide evidence for why this is a reasonable estimate of the likely selling price.
<a class="aname" name="What_if_the_seller_wants_more_than_I_think_is_the_estimated_selling_price?" href=""></a>
<h2>What if the seller wants more than I think is the estimated selling price? </h2>
If the seller wants to sell the property for more than your estimated selling price, you may choose to:
<ul>
<li>advertise at a higher price that meets the seller’s instructions. or</li>
<li>decide not to disclose any price.</li>
</ul>
As long as you do not advertise or disclose any price that is less than the estimated selling price in the agency agreement, then underquoting has not occurred.
You should also let the seller know that the following pricing statements may be considered false or misleading under the Australian Consumer Law:
<ul>
<li>quoting the estimated selling price where the seller has advised that they will only sell for a higher price or</li>
<li>advertising a property at a price that is less than a previously rejected offer (unless the seller is now prepared to accept a lower offer).</li>
</ul>
<a class="aname" name="Why_does_the_estimated_selling_price_need_to_be_up-to-date?_" href=""></a>
<h2>Why does the estimated selling price need to be up-to-date?  </h2>
The laws recognise the dynamic market forces in the real estate sector and require agents to review and amend their estimate in line with market feedback and other relevant factors impacting a property's likely selling price.
Agents must not continue to market a property at an estimated selling price that they know, or should know, is no longer a reasonable estimate. Agents must: notify the seller if they revise their estimated selling price, provide evidence of the reasonableness of the revised estimate, amend the agency agreement (the seller’s consent is not required to do this) and take all reasonable steps to update their marketing materials as soon as is practical.
<a class="gotop" href="https://www.fairtrading.nsw.gov.au/ftw/Property_agents_and_managers/Agency_responsibilities/Underquoting.page#top" style="line-height: 1.3em;">What should I consider a reliable offer, and when should it influence the estimated selling price?  </a>
You should request all offers in writing. If you consider that any offer or offers received changes the likely selling price of the property, you should revise your estimated selling price. Be sure to amend the agency agreement and advise the seller in writing, providing them with the evidence of the reasonableness of your revised price estimate.  
The local newspaper has gone to print with my previous estimated selling price. Am I breaching the laws? <a class="gotop" href="https://www.fairtrading.nsw.gov.au/ftw/Property_agents_and_managers/Agency_responsibilities/Underquoting.page#top"></a>
Certain updates may not be possible but you must be able to demonstrate that you have made reasonable attempts to update any marketing material that no longer shows your reasonable estimated selling price.
It may not be practical to retract published newspaper advertising. However, if you have the opportunity to update price information before it is printed, or can update any online marketing for the property, you must do so as soon as is practical.
<a class="aname" name="How_can_I_market_multi-unit_residential_property_or_multi-lot_residential_subdivisions?" href=""></a>
<h2>How can I market multi-unit residential property or multi-lot residential subdivisions? </h2>
If you give any price indication about the properties’ likely selling prices, any advertising you do must include the following: the estimated selling prices for the lowest and highest priced properties in each category of unit (eg. studio, one bedroom, two bedroom etc.).
Advertisements for multi-unit property marketed collectively can do this in two ways:
<ul>
<li>giving the price ranges for each category, with the low end of the range being the estimated selling price of the lowest priced unit in the category and the higher end of the range being the most expensive property in that category. For example: one bedroom units available - price range: $550K-$700K. In this example, $550K represents the estimated selling price of the lowest priced one bedroom unit and $700K is the estimated selling price of the highest priced one-bedroom unit. This would need to be done for each category.  or </li>
<li>stating the estimated selling price in the agency agreement of the lowest and highest priced units for each property category (instead of using the ‘range method’ above). For example: one bedroom units available - the lowest priced unit is $550K, the highest priced unit is $700K; two bedroom units available - the lowest priced unit is $700K, the highest priced unit is $900K.</li>
</ul>
Note that the range advertising method described above is for properties being marketed collectively. Therefore, it does not breach the requirement related to estimated selling prices expressed as a range, which is for single properties.
Multi-lot subdivisions would need to include the lowest priced lot and the highest priced lot.
Any collective marketing of residential units/lots that includes a price indication should also advise prospective buyers that there are multiple properties within each category, of varying prices within that range.
To avoid underquoting, all advertising and marketing must be updated to reflect the value of the new lowest price unit/lot available when:
<ul>
<li>the lowest priced unit/lot is sold  or</li>
<li>the last of the lowest priced units in the price range for a particular category is sold.</li>
</ul>
Be aware that some previous practices are now illegal, such as a billboard promoting off-the-plan residential property that states: 'From $400,000'.
Also, it would be against the law to promote a range such as 'property available from $400K-$2.2M'. This does not give a meaningful indication of the price ranges for each category of residential units/lots being collectively marketed.     
<a class="aname" name="Can_I_choose_not_to_reveal_a_price_when_collectively_marketing_multi-unit_residential_property_or_multi-lot_subdivisions?_" href=""></a>
<h2>Can I choose not to reveal a price when collectively marketing multi-unit residential property or multi-lot subdivisions?  </h2>
Yes. Potential buyers can simply be advised to contact the agent for further information. Remember that agents cannot give any price indication (verbal, written or advertised) for a property that is LESS than that specific property’s evidence-based estimated selling price.
<a class="aname" name="How_should_I_record_estimated_selling_prices_for_multi-unit_property_and_multi-lot_subdivisions?_" href=""></a>
<h2>How should I record estimated selling prices for multi-unit property and multi-lot subdivisions?  </h2>
Attached to the agency agreement, the agent may include a schedule of the lots with their individual prices, or properties available with their features (primarily bedroom numbers) and a price for each. Any prices included in the schedule cannot be less than the estimated selling price for each unit/lot.
<a class="aname" name="What_if_I_am_unfairly_accused_of_underquoting?" href=""></a>
<h2>What if I am unfairly accused of underquoting? </h2>
To help consumers understand what underquoting is, you can direct them to the <a href="https://www.fairtrading.nsw.gov.au/ftw/About_us/Legislation/Changes_to_legislation/Underquoting_reforms.page" target="_blank">Underquoting reforms</a> web page on the Fair Trading website. This will give them an overview of the new laws and point them to the information relevant to them.
Consumers can also speak to a Fair Trading officer on 13 32 20.
If you have complied with all the requirements expected of agents under the Act, then you will not be at risk of breaching the underquoting laws.
<a class="aname" name="What_will_happen_if_Fair_Trading_determines_that_I_have_underquoted?_" href=""></a>
<h2>What will happen if Fair Trading determines that I have underquoted?  </h2>
Fair Trading can issue you with a penalty infringement notice of $2,200. Depending on the circumstances it could also be grounds for Fair Trading to take further disciplinary action on your licence. If the matter is prosecuted and you are found guilty of underquoting, you will pay a fine of up to $22,000. You may also lose the full commission and any fees for the property or properties you have underquoted.  
<a class="aname" name="What_about_when_I_talk_to_a_potential_purchaser_on_the_phone_or_at_an_open_house?" href=""></a>
<h2>What about when I talk to a potential purchaser on the phone or at an open house? </h2>
If you make a statement about a residential property’s likely selling price in marketing that property to a buyer, potential buyer, seller or potential seller, you must make a written record of the statement.
The record of the statement must contain:
<ul>
<li>the address of the property concerned</li>
<li>the price or price range</li>
<li>the date and time of the statement.
</li>
</ul>

Property 101: Underquoting laws in NSW

Some auction listings will now be marketed with price guide ranges under new auction marketing laws.
Banned are the open ended $500,000 plus/offers over $500,000 estimates that the state government deemed as potentially misleading.
Instead there's a permissible strict 10 percent band, such as $500,000 to $550,000 that can be put to potential buyers by estate agents. 
Our legislators concluded $500,000 plus guides were likely to mislead that the property could be bought for the minimum figure.
NSW Fair Trading was right that intentional understating causes interested buyers to waste time and money on inspecting properties, getting reports and attending auctions. But the government won't come at any trial of the vendor-provided pest and building inspection reports.
I actually didn't mind the $500,000 plus system, but I guess being well practiced I intuitatively added something like 10% anyway to estimate where the hammer was likely to fall.
Ofcourse super successful selling prices are more about emotional outcomes, rather than any 10% mathematical formula in my mind or government regulations. 
It is apparent many agents don't like the price range as it introduces a potential price ceiling which discourages buyers from going any further. 
A review of the auctions held on the last weekend in January suggests an understandable slow uptake of the new price band system with the vast majority of agents not giving any public price guidance in their marketing.
I calculated just 15 percent of the listings having a published range along with a half dozen where agents hadn't yet cottoned onto the over $500,000 ban. 
But no underquoting alarm bells so far with the price ranges that were on public offer.
At Erskineville there was a one bedroom apartment listed with the price guide of $650,000 to $700,000. It sold at $708,000, so hopefully no-one's running off to NSW Fair Trading claiming this was anything akin to under-quoting.
These rules went through parliament amid heightened claims of underquoting as prices escalated at a frenetic pace in the then crazy Sydney market, but I'd expect this year to actually see the opposite trap of overquoting emerge as inexperienced agents grapple with trickier market conditions.
There was one weekend offering passed in at well under the price range estimate at Elderslie. With a pre-auction guidance of $725,000 to $795,000, it was passed in at $650,000.
Getting agent estimates that are publicly consistent with their true belief is commendable. But if the state government really wanted transparency - and the buyers right to know - then the tighten laws ought have made the figure in the agency agreement, which the vendor signs on formal listing with the agent, the mandatory public price guide.
Instead we have a system that could leave the public less informed.

Price guide ranges - not yet the new norm for NSW auctions

Hoppers Crossing vendors notched up over 95 percent auctions success in the 2015 December quarter, according to a CoreLogic list of the busiest 188 auction suburbs.
Houses in the urban fringe suburb south west of Melbourne's CBD have a median of $360,000 and units around $278,000.
CoreLogic RP Data noted while Melbourne's auction clearance rate over the December quarter was 67 percent there were pockets of the Melbourne market where clearance rate performance sits much stronger than the broader market.
For instance the inner south suburbs came in with the highest clearance rate at over 71 percent, followed by the outer east at just over 70 percent.
Despite each sub-region clearing over 60 percent each of them showed a fall in clearance rates from the previous quarter. 
The research will be handy when deciding just how to list your Melbourne home this year, ie by auction or private treaty.
It would be wise to ask your prospective listing agents not only how their agency went late last year but contrast their results against the overall suburban trend.

Melbourne's best and worst auction suburbs

February auction clearance rates are almost always much stronger than where December left off. But the extraordinary stock market turmoil we've seen so far this year has the potential to un-nerve the Sydney property market at least in the short term.
It is possible that the optimistic outlook that typically starts most years may not fully emerge - and even the wet deluge that dominated the holiday break could undermine the psyche necessary to secure a healthier auction start. Or at least delay listings given the odd jobs to spruce the home up for sale were put off.
We could be nervous and grumpy this February.
Ofcourse December auctions results didn't finish up that flash with a 53 per cent clearance rate.
The fatigued market saw the success rate fall over most of the spring selling season and then into early summer.
Last year February there was an 83 percent opening success rate which was well up on the December 2014 close of 69 per cent.
There have been even bigger rebounds in recent times as February 2013 had a 63 per cent success rate as against the 49 percent in December 2012.
Confident starts after the summer break are no guarantee that the year doesn't deteriorate into tougher market conditions.
And I think that will happen this year, with the early bird vendor getting the best offers before the predictable pre-Easter overload.
This is not to say 2016 won't be a healthy market. But we are not going to see prices skyrocketing month after month across all of Sydney.
We will even see in some suburbs where the inferior house down the street fetched a better price last year than the better home up for auction this year because the mood has shifted from crazy to cautious.

In dollar terms, Sydney home owners saw $82,000 added to their wealth during 2015. And $227,000 in the growth cycle since the end of the global financial crisis in early 2009.
When deciding just how to list your home this year, best ask your prospective listing agents not only how they went late last year but contrast their results against the overall suburban trend.
It was interesting to see CoreLogic RP Data note while Sydney’s auction clearance rate over the December quarter was 59 percent there were pockets of the Sydney market where clearance rate performance sits much stronger than the broader market.
For instance the eastern suburbs came in with the highest clearance rate at almost 75 percent, followed by the inner south and inner west at 67 percent. But Blacktown and Parramatta were in the low 40s.
BradfieldCleary director and auctioneer Bob Guth said that in his view the best time to market eastern suburbs real estate is February when there is less competition from other homes and apartments and this often leads to the best under-the-hammer results.
His eastern suburbs Sydney agency has its first eight auction scheduled for next week, so it will be interesting to see how they go.

Sydney February auctions to test the always better than December precedent

The NSW 2016 auction season kicks off with plenty of unsold property left over from last year's unsold private treaty and auction stock.
Sydney currently has over 17,000 properties for sale - around 16 per cent up on the same time last year, according to CoreLogic RP Data.
The year ended on a 53 percent December clearance rate, with some late 2015 auction vendors six weeks on still to secure offers close enough to their desired asking price.
However new vendors are yet to swamp the market as just 3,300 fresh listings have been posted over the past four weeks. That's down around six percent.
There have been just a few dozen early bird January auction listings, with clearance rates bouncing back a bit.
There were 19 for auction on Saturday January 10, then last Saturday, January 17 there were 12 on offer across the state with agents selling 63 per cent including an $1.22 million two bedroom unit in Clovelly.
Last weekend the numbers bumped up to 82.
Last year around 30 per cent of all properties sold via auction.
But Sydney's overall clearance rates plummeted towards the end of last year from the 82 per cent March record.

Sydney vendors secured a 45.2% clearance rate from a total of 59 auctions for the week ending January 31, according to CoreLogic RP Data.
Melbourne's clearance rate sat at 71.3% from a total of 151 auctions.
Brisbane had a 50% clearance rate from a total of 60 auctions and Perth 55.6% from 29 auctions.

Sydney secures 45.2% clearance rate, Melbourne 71.3%: CoreLogic RP Data

The New South Wales Department of Fair Trading has published a list of changes to underquoting laws for residential property that came into effect this year.
The reforms were made to the Property Stock and Business Agents Act 2002 in order to provide greater clarity for buyers, sellers and agents. 
Changes include clearer rules for agents, more effective enforcement and the possibility of fines and lost commissions for breaches of the law by real estate agents.
According to the department, an agent is committing an underquoting offence if they state or publish a price for a property that is less than their reasonable estimate of the property’s likely selling price contained in the agency agreement with the seller. 
"This practice of underquoting can cause interested buyers to waste time and money on inspecting properties, getting reports and attending auctions based on misleading estimates of the selling price," it noted.
The department states the reforms that were made to the Property Stock and Business Agents Act 2002 provide clarity for buyers, sellers and agents and address underquoting with:
<ul>
<li>
clearer rules for agents. A key requirement is that agents must not give consumers understated or vague property prices (eg. promoting a property price as ‘offers above $450,000’)</li>
<li>
more effective enforcement. During an inspection by a Fair Trading officer, agents must be able to provide appropriate documentation to show that they have complied with the new laws.</li>
</ul>
Prospective buyers, property owners and agents are encouraged to understand the guidelines, according to the department.
"The reforms require agents to draw on their skills to make a reasonable estimate of the likely selling price and have honest and fair dealings with all buyers and sellers. The role of the seller's appointed agent to achieve the highest possible price on the property owner's behalf does not mean they should manipulate buyer interest with false price information.
Be aware that, simply because a property sells for more than expected, this does not mean underquoting has occurred. Sometimes competitive buyer behaviour can result in a much higher sale price than what an agent could have reasonably estimated. However, the law now requires an agent to be able to show that their estimate was reasonable, up-to-date and evidence-based.
