“The site has a long history in terms of its inevitable transformation and when we came in, we took inspiration from the idea of reestablishing a sense of the site’s natural terrain and fall. The ACT will become the first jurisdiction in Australia to abolish stamp duty for all first home buyers, with no income caps and no property price thresholds from 1 July.

The move, announced as part of the ACT Budget, completes a key election commitment from the Barr Government and removes what Chief Minister Andrew Barr described as one of the biggest barriers to entering the housing market. The reform forms part of the ACT's long-running transition away from transaction taxes and towards a broader-based property tax system.

"This budget marks a major milestone in our long-term tax reform program," Barr said, adding that the government had maintained a sustained focus on removing barriers to home ownership. He said stamp duty had long been one of the largest upfront hurdles facing buyers and that from July, "that barrier is gone" for first home buyers in the Territory.

The changes come alongside a range of measures designed to encourage new housing supply, including support for the delivery of so-called "missing middle" housing such as terraces, townhouses and low-rise multi-unit developments.

The announcement has renewed debate around whether the ACT's approach could provide a blueprint for improving housing affordability nationally.

New research from OurTop10.com.au, conducted by Primara Research, suggests the Territory's decade-long reform agenda has produced outcomes unmatched elsewhere in Australia.

While stamp duty costs have increased by an average 67 per cent nationally over the past decade, the ACT has recorded growth of just 15 per cent, the lowest increase of any jurisdiction.

The Territory has also emerged as one of the strongest performers on housing delivery. Based on population-weighted housing targets, the ACT is sitting less than one per cent behind its target. Victoria is the next closest at seven per cent behind, while the national average sits 25 per cent below target. New South Wales is tracking 39 per cent behind.

The latest reform removes one of the final barriers facing first home buyers in Canberra.

The average Australian home buyer currently pays $61,714 in stamp duty. In the ACT, that figure is $38,399 despite the Territory having the third-highest median house price in the country.

Until now, the ACT's first home buyer concession scheme only applied to purchases up to $1.02 million, around $51,000 below Canberra's median house price of $1.071 million. In practical terms, many first home buyers were unable to access the median-priced home without losing the concession.

From July, those restrictions disappear.

Every first home buyer in the ACT will pay no stamp duty, regardless of income or purchase price.

Canberra remains one of Australia's most expensive housing markets, with dwelling values increasing 82 per cent over the past decade. However, that growth ranks only 11th among Australia's 15 major housing markets, suggesting affordability pressures have been less severe than in many other parts of the country.

Simon Ma, CEO of OurTop10.com.au, said the latest reforms recognise that many first home buyers have simply outgrown thresholds set years ago.

"Many first home buyers aren't just looking for a way onto the ladder, they want a home their family can actually live in," Ma said.

"In a market where the median house price is over a million dollars, a concession scheme that cuts out at $1.02 million was never going to get them there.

"Removing the ceiling entirely means ACT first home buyers can now pursue the home they actually want, rather than limiting themselves to a price point designed for a very different market."

Whether other states follow remains to be seen. But at a time when most jurisdictions are struggling to improve affordability while also increasing housing supply, the ACT has quietly become the national test case for both.

Greg Walker, the chief executive of ASX-listed mining company Birimian, and Roslyn Ross have listed their South Australian home set in the Adelaide Hills.
Their <a href="https://www.realestate.com.au/property-house-sa-hahndorf-127479830" target="_blank">East Glen estate</a> spans 42.5 hectares at Hahndorf.
It includes two substantial homes. The main residence was designed by Adelaide architect Robert G Williams.
The main Palladian-style residence has two bedrooms, two bathrooms and multiple living spaces with high ceilings and classical detailing.
The second home has four bedrooms and three bathrooms. The property includes shedding, stabling and cattle yards.
Chris Weston of Raine &amp; Horne Oakbank is fielding expressions of interest seeking $4.85 million.

The best-selling author Lisa Heidke is contemplating a sea change to the South Coast.
It follows the sale of her long-held Pymble home for $5.18 million.
Proud to call its chick-lit, Heidke, the author of six contemporary fiction novels, has been living in the North Shore home for 16 years with her family who were instragamed earlier this year decluttering the home into skips.
She paid $2.64 million in 2002, having previously been based in Sydney's inner west.
Heidke blogged one minute she was living in the inner west, the next she was "surprised one morning to wake up and find myself with three children and living on the North Shore".
She's yet to confirm on her blog her next move, but it will certainly involve downsizing. 
Over her long ownership and in between novels and creative writing teaching, Heidke extensively renovated the six bedroom, four bathroom 1900s Federation home, giving particular focus to restoring the terraces and adding a new heated swimming pool and spa.
The full brick home has a wine cellar, billiard room and a home cinema.
A tennis court sits in the 2020 square metre grounds.
Her most recently published book, The Callahan Split in 2015, was billed as one about love, loss, lust, and plenty of sisterly rivalry in the tennis tournament world.
She wrote it in her so-called “handbag room".
McGrath Pymble agent William Robinson sold the home. 
The $5 million plus sale was easily a Wellesley Road record, topping the $3.17 million paid for a 1980s home in 2015.
The family are expected to spend more time at their Gerroa clifftop that they've owned for two decades.
The Melbourne-borm Heidke grew up in Brisbane but came to Sydney aged 22 after a stint in London and worked in book and magazine publishing.
She has released a number of novels, with This Wife's Life and Lucy Springer's Story both shortlisted for the Varuna/HarperCollins Manuscript Awards.

One of Brisbane's top luxury car dealers Greg Willims, who heads up Willims Motor Group, sold his redundant Ascot home for $2.1 million last week.
Having traded up to an opulent nine bedroom home nearby in 2015 when he spent $6 million with wife Susanne, Willims listed the home with mid $2 million hopes.
It was on and off the market through various agents before being sold by Milan Markanovic at Tom Offermann Real Estate. 
Completed in 2002, the five bedroom home on 518 square metres comes with a private master suite on the ground floor.
A swimming pool with water feature is accompanied by an outdoor entertaining area.
Willims, who deals cars from Bentley's to Lamborghini's, struck a deal to offload most of his empire to Sydney-based Autosports Group.

Luxury car dealer sells redundant Ascot home

Adman David Nobay, the founder of the Sydney brand of global creative agency Droga5, has bought in Byron Bay with his wife Nicole.
The Paddington-based couple have spent $1 million on a newly renovated home near the Roadhouse Cafe not far from the town.
Last traded for $468,500 in 2012, the home has three bedrooms, one bathroom.
First National Byron Bay agents Tara Tokkola and Luke Elwin were asking for offers between $920,000 to $1.01 million.
The UK-born Nobay worked in London, San Francisco and Hong Kong before launching his own agency, Wells Nobay McDowall, in Melbourne at just 27.
He later moved to New York then launched Droga5 in Sydney in 2008. It was named agency of the year in 2009 by B&amp;T Magazine.
In 2016 he became the founding creative chairman of Marcel Australia.

Adman David Nobay buys in Byron Bay

The Byron Bay based film producer Matt Barrelle and wife Cristina are selling Beachcomber Blue, their Byron Bay holiday let.
Barrelle, who is most known for producing the popular soccer trilogy Goal, paid $2.35 million for the investment property home in 2015.
Barrelle recently acquired a vacant land parcel at Burleigh Heads for $719,000 where he and Cristina plan to build a home where they can raise their kids, Blue Byron and Capri.
They spent much of the past decade in the south France close to Monaco where Barrelle. 
The couple are set to retain their nearby villa in the Broken Head beachfront pavilions enclave.

The three level Military Road home had been a consistent rental, fetching around $2,950 a week.
Barrelle's inspiration for the famed Goal trilogy came from a spectator at the 2002 FIFA World Cup in Japan and South Korea.
It was produced through Barrelle’s production company Milkshake Films, which was set up with his business partner Mike Jefferies.
The films featured football stars David Beckham, Zinadine Zidane, Luis Figo and Raul.
Barrelle was also executive producer on the official film of the 2006 FIFA World Cup, directed by Michael Apted, narrated by Pierce Brosnan.
His primary business interest is the Pioneer Land Group (PLG), which acquires beach-front land and develops tropical beach and golf resorts in the emerging coastal and city markets of Brazil, and the South Pacific Islands.
He was once the national research manger for LJ Hooker.
In 2006 Barrelle moved from Los Angeles to Monte Carlo.
