Currently under construction and due for completion in late 2027, <a href="https://www.apartments.com.au/new-apartments/solis-cronulla-8-ewos-parade-cronulla-nsw-2230">Solis</a> is one of a small number of new developments in the Sutherland Shire to carry Resilience LDI coverage, a distinction that carries increasing weight as buyer confidence in the off-the-plan sector continues to be shaped by how developers stand behind their product.

Latent Defects Insurance, which entered the Australian market in 2022 when Resilience Insurance was approved to offer the cover, protects buyers against major structural or waterproofing defects for ten years post-completion. Unlike traditional statutory warranties, it operates as a first-resort policy, if a covered defect arises, the insurer responds directly, without the buyer needing to pursue the builder or developer through a lengthy claims process.

Resilience Insurance CEO Corey Nugent has noted that the product addresses something fundamental to the new apartment market.

For Solis, the Resilience LDI policy adds a meaningful layer of accountability to an already considered project. Proposed changes to negative gearing and capital gains tax concessions would see new and off-the-plan apartments retain access to the tax benefits, while established properties would miss out, creating a clear advantage for buyers purchasing newly built housing.

The policy direction aligns with what many developers have been saying for several years. Australia needs more housing supply, and governments are increasingly looking for ways to encourage investment into new stock rather than existing homes.

The challenge for investors is that suitable product is becoming harder to find.

For much of the last decade, one-bedroom apartments were the cornerstone of investor demand. They offered a lower entry price, strong rental appeal, and were a common feature across most apartment developments.

Today, the development pipeline looks very different.

Across both New South Wales and South East Queensland, developers are increasingly targeting owner-occupiers and downsizers, delivering larger two, three and four-bedroom apartments in response to changing buyer preferences. While one-bedroom apartments still exist, they now form a much smaller portion of many new projects.

That shift has created a shortage of investor-friendly stock, particularly in well-located projects close to transport, employment hubs and lifestyle amenity.

At the same time, rising apartment prices have pushed many new developments beyond the reach of traditional investors. On the Gold Coast and across South East Queensland, it's becoming increasingly difficult to find new apartments priced around the $1 million mark, particularly those offering strong rental fundamentals and long-term growth prospects.

We've rounded up four new apartment developments where investors can still secure a foothold in the market for around $1 million or less.

Sydney developer Hyecorp's roots on the Lower North Shore stretch back three generations, and that deep understanding of the market continues to shape where and how it develops today.

From high-rise towers to boutique apartment projects, the family-run developer has built its reputation by focusing on a part of Sydney it knows intimately. Founded by Michael Abolakian in the early 1990s, Hyecorp is now led by his sons Stephen, Troy and Patrick.

Stephen Abolakian, joint managing director alongside Troy, has spent more than two decades in the business, overseeing development, planning, finance, marketing and sales.

Abolakian says the developer's disciplined focus on where it chooses to operate has been, and continues to be, one of Hyecorp's greatest strengths.

“We know the buyer profile exceptionally well,” Abolakian says.

“The demographics between places like Willoughby, Chatswood, St Leonards and Roseville are very similar. There are nuances between suburbs and projects, but culturally and from a buyer perspective, there’s a strong overlap.”

That buyer has historically been overwhelmingly owner-occupier driven.

Unlike many Sydney apartment developers that have traditionally relied heavily on investor demand, Hyecorp’s projects have typically attracted downsizers, upsizers, rightsizers and family owner-occupiers seeking long-term homes rather than short-term investments.

“Historically, investors have been a much smaller portion of our demand profile,” Abolakian says.

“We design for owner-occupiers. We don’t design for yield, we design for comfort, amenity, family living and long-term usability.”

That philosophy extends well beyond apartment layouts.

From landscaping and communal gardens to shared amenities and circulation spaces, Hyecorp’s developments are designed around how people actually live, something Abolakian believes has become increasingly important in Sydney’s apartment market.

“There was probably a period where having an approved project in market was enough,” he says.

“There wasn’t as much competition and if you built it, buyers would come. That’s no longer the case.”

“There’s more supply in the pipeline now, particularly with TOD precincts and low and mid-rise reforms opening up opportunities across Sydney. Buyers have more choice, so if you get the product wrong, they’ll simply go elsewhere.”

The shift has forced developers to become more sophisticated in how they approach apartment design, particularly as owner-occupier expectations continue to rise.

For Hyecorp, that means thinking beyond who the buyer is today and designing for who they may become in five or 10 years' time.

“People buying now often aren’t moving in for several years,” Abolakian says.

“You might have a young couple buying today, but by the time they move in they may have children, older children, or changing lifestyle needs. You’ve got to think about how families evolve.”

That balance is something Hyecorp is aiming to strike with projects like Roseville Avenue, one of the group's upcoming Lower North Shore developments, which Abolakian describes as bringing a resort-style living experience into a metropolitan setting.

“It’s about creating something that feels special without being excessive,” he says.

“Good gardens, quality apartments, thoughtful amenity. Creating that resort feeling in a metro location.”

“We’ve always believed in keeping a lot of the process in-house,” Abolakian says.

“It creates efficiencies, but it also creates quality control. You can make faster decisions and ensure the end product stays aligned with the original vision.”

Despite the challenges, Abolakian believes demand for quality owner-occupier apartments across Sydney remains strong beneath the surface, particularly across established Lower North Shore suburbs where downsizers continue to seek new housing options close to existing communities.

“There are definitely people waiting,” he says.

“Once some of the broader uncertainty settles, whether that’s the global environment or some of the local economic noise, I think the right projects will perform very strongly.”

Hyecorp currently has three residential developments on the market across Sydney’s Lower North Shore.&nbsp;Audrey, St Leonards, positioned opposite Newlands Park, is nearing completion and preparing to welcome its first residents, with the project now almost sold out.

Facts and figures that define Australia 108

Planning ideologies are slowly changing. The recently released Metropolitan Planning Strategy, Plan Melbourne, advocates densified residential and commercial buildings at increased heights, particularly within the CBD and urban renewal areas – both of which are strategically located near jobs, transport and existing infrastructure. Despite these positive steps, the Minister for Planning, Matthew Guy, has been widely criticised for what many view as his tall tower ‘approvals binge’, leading to him being dubbed “Mr Skyscraper”.

There are currently approximately 30,000 apartments within Melbourne City Council's boundaries, with over 100+ tall towers approved for construction in Central Melbourne. An estimated 15,000 more apartments housed within tall buildings are planned over the next five years.

In August 2013, Professor Rob Adams, Melbourne City Council's Director of City Design, questioned this growing trend towards tall buildings and higher plot ratios and warned that the city centre could become '”Hong Kong but without the spectacular setting” if planning rules were left unchecked.

Melburnians’ earnest engagement over the future of their city skyline exemplifies a community pride that has grown since the rejuvenation of the city centre in the 1980s, prior to which the Age newspaper’s architecture critic Norman Day described the bleak CBD in 1978 as “an empty, useless city centre”. Professor Adams’ comments thus embody a long-standing narrative of Melbourne’s developers and decision makers wrestling with community groups over the height of their projects. But are the claims that tall buildings are “soulless towers” destined to become “slums of the future” justified? What, if anything, is wrong with height and how do tall structures detract from Melbourne as the “world’s most liveable city”?

<figcaption>A Melbourne growth timeline</figcaption></figure>Apart from densification enhancing Melbourne’s prime “liveability” status by containing urban sprawl, tall buildings can elevate cities by redefining their local and regional environment, creating jobs and opportunities, and becoming the iconic structures of re-imagined city centres.

Melbourne’s flat topography allows appropriately positioned tall buildings to define and articulate the city structure, visually reinforcing areas of significance or noteworthy localities within the city area. The combination of appropriate site location and a considered architectural response enable tall buildings to become important city landmarks.

Tall buildings should therefore be appropriately located if they are to enhance and complement the city structure and protect the amenity of sensitive areas. A poorly located, poorly designed tall structure can physically and visually overwhelm adjacent streets and neighbourhoods, overshadow nearby open space, create unnecessary traffic congestion, and produce uncomfortable wind conditions.

Tall buildings thus have a responsibility to respect the surrounding environment. It is the opinion of this writer that Melbourne appropriately balances this obligation – take the Swanston Street city core as an example. The ‘heart’ of the CBD preserves its rich historic architecture and character by avoiding tall buildings and ensuring a thoughtfully blended contemporary design aesthetic. The majority of current tall building approvals are on the west and north-western edge of the Hoddle Grid, Southbank, or, more recently, Fishermans Bend.

Urban renewal precincts such as Fishermans Bend are strategically located near jobs, transport and existing infrastructure. By creating efficient and sustainable tall buildings within and near the central city, the need for transportation and land are economised, resulting in increased social equity, shared resources, energy savings, and a reduction in greenhouse gas emissions per person. Unfortunately, these powerful ecological, social and economic arguments appear to have become too passé for those Melburnians agitating against the aesthetic of their evolving city skyline.

<figcaption>Melbourne tall buildings growth prediction</figcaption></figure>Apart from the lifestyle benefits of proximity and connectivity to city amenity (not to mention the spectacular views), tall buildings are economically sound propositions. Taller buildings cost less per square metre to build. The rising land values in Melbourne’s central city have increased pressure to densify and achieve greater dividends for prime-location sites, which in turn allows high-risk investors the lure of recouping their outlays, thereby stimulating economic growth.

The increasing focus on developer contributions in the form of public open space is also encouraging. Not only do these areas enhance the sustainability of the city by securing land for public use and enjoyment, they also enhance the streetscape by ensuring a pleasant public realm and community asset. It is here, at the street interface and lower levels of tall buildings, where attention should be focussed – and this is where the concern surrounding some tall building approvals is justified.

The public domains of commercial buildings have generally been self-fulfilling because profits are maximised by creating generous retail space and public plazas that are as inviting as possible for business tenants. Residential buildings have caught up in recent years with an acknowledgement that the profit derived from the number of units needs to be balanced against an attractive public domain and activated retail frontage as investors have become increasingly ‘lifestyle’ savvy.

Melbourne does have poor examples of taller development (mainly approved in the 20 years between 1980 and 2000) with podium levels facing away from the street employing high, blank, unactivated walls, which force socioeconomic activities inside rather than out. Such internalisation of uses results in the isolation of retail and social activities from the collective city community and the ‘buzz’ of city life.

Simple landscaping elements such as tree canopies and streetscape designs incorporating awnings and retail frontages effectively mitigate internalisation of uses and solve the human-scale problem by creating a micro-environment for pedestrians.

To conclude, well-designed tall buildings do not detract from Melbourne as the “world’s most liveable city” because:

<li>The combination of appropriate site location and a considered architectural response enable tall buildings to become important city landmarks.</li>
	<li>Tall buildings within and near the central city are sustainable – an argument that needs to be cogently reiterated.</li>
	<li>Appropriate street treatments can solve the human-scale problem by creating a micro-environment for pedestrians.</li>

Tall Building Criticism a Tall Tale

A planning application of some difference finds itself in focus, as the typical glass and/or horizontal bands of many of the city's current crop of residential towers makes way for a design with unique external properties. Lodged mid-year and having been given brief credence in the mainstream media, Hayball's design for 334-344 City Road is distinguished by its teardrop form and angular, modular facade.

334 City Road may also act as a nexus between the established Southbank and the Montague Precinct within the forthcoming Fishermans Bend urban renewal; at 270 metres it sits on the border of the two slated high density zones.

Interestingly enough the tower has been submitted with two separate residential layouts. The intended yield sees a total of 578 apartments and 198 hotel suites whilst the alternative layout provides for 482 apartments with the identical number of hotel suites. This discrepancy is explained by the difference in apartment types where the baseline layout carries 156 single and 15 three bedroom apartments whilst the alternative sees only 12 single bedroom dwellings countered by a whopping 159 three bedroom dwellings.

Hotel accommodation size varies between 27sqm and 50sqm over the allocated 11 floors. This is further broken down into 132 hotel rooms and 66 hotel suites which as seen below are more generous in size.

The elliptical tower form has been developed through detailed analysis of the subject site’s urban morphology, and an intelligent response to the building setback objectives of the Planning Scheme. The orientation of the tower and its aerofoil profile delivers oblique views to and from surrounding developments that are predominately rectilinear and orientated to property boundaries.

The Environmental Wind Assessment prepared by Mel Consultants in conjunction with the proposal, also demonstrates that the building form is very effective in mitigating effects of the strong winds from the southwest impacting on the exposed site, and delivering a comfortable environment for pedestrians at ground level.

The façade comprises a system of highly repetitive L-shaped precast concrete panels which interact with metal clad infill panels, and expand and contract to express different building functions. The lapped panel set-out addresses the elliptical tower form and provides further depth and interest.

A spiral motif is overlaid providing a formal mechanism to transition between façade elements associated with different programmes:

334 City Road's facade is similar to Hayball's awarded <a href="http://www.archdaily.com/65105/the-canada-hotel-hayball/">Canada Hotel</a> development in Carlton where a series of facade panels essentially interlock to create a repetitive pattern. Add the subtle use of coloured metal spandrel panels and a diagonal visual rhythm becomes evident over the proposed tower.

<h2>Ground zero</h2>

The planning application addresses what is a problem the length of City Road: active street level frontages or lack thereof. Hayball and Tract Consultants have jointly provided for a softening of the existing harsh street level environment by way of an indented ground level with an overhung podium.

In this way increased area is given to the public realm at ground level with bluestone paving to all frontages, public bench seats, a green feature wall, planters and scope for public sculpture artwork all envisaged. In addition the adjoining dead space under the neighbouring West Gate Freeway is also earmarked for urban revitalisation. Seen below are precedents which could be applied to the undercroft, delivering some much needed useable public space to City Road in the process.

It is worth noting that 334 City Road's urban context report does state that developer EAG Pty Ltd has had a presence on City Road for some years and has committed to delivering the project. According to a Fairfax Media <a href="http://www.smh.com.au/business/southbank-skyscraper-to-soar-over-city-20140715-zt8ix">report</a> site owner EAG Pty Ltd is tied to BRW rich lister Giuseppe “Joe” Catalfamo who owns the current Urban Central accommodation onsite.

Prolific builder LU Simon is also listed as a project partner within the submitted documents, suggesting that should it gain approval 334 City Road looks to have both the financial basis and building expertise in place turn the paper project into reality.

Planning application > Hayball's 270 metre 334 City Road

For so long it has teased and been hinted at, with Daniel Grollo in particular predicting that a 300 metre tower in Melbourne would become a reality in the not-too-distant future. And so in 2014 we find ourselves facing the prospect of not one but four separate 300 metre plus buildings gracing the Melbourne skyline in the next few years.

In what could be described as a classic case of sibling rivalry, two Singaporean brothers appear determined to outdo one another with competing towers. A third developer has its eyes set on transforming the western edge of the Hoddle Grid while Crown/Schiavello are looking to extend the footprint of the Crown with a giant mixed-use tower.

<h2>250 Spencer Street / Ritz Carlton - Far East Consortium</h2>

Image © Far East Consortium</figcaption></figure>Having completed two towers at Upper West Side, with another two at various stages of construction and a fifth on the verge of beginning, Far East Consortium has set its sights on its next big project at 250 Spencer Street. With demolition progressing well, the erection of a display suite earmarking the commencement of the sales and marketing campaign should occur early in the new year.

Four towers ranging in height from 205-300 metres have been approved, and the first cab off the rank would appear to be a 90-storey, 300 metre tower with Far East consortium securing Ritz-Carlton to anchor the premium hotel space located over the top 15 levels. Cottee Parker after designing all five towers at Upper West Side have also been charged with conceiving the 250 Spencer development plan.

<h2>70 Southbank Boulevard - Aspial/World Class Land</h2>

Australia 108 is a highly sculptural residential tower unlike any other in Australia. Its slender form is highlighted at the Cloud Residences levels by a golden starburst expression and then morphs into a curvaceous profile against the sky. The starburst which contains the resident facilities is inspired by the Commonwealth Star on the Australian flag and is an obvious celebration of the sense of community within the building.

The once 108 level, 388 metre giant has been scaled back on a number of occasions, with the final height now sitting at 319 metres and floor count at 99-storeys, following the purchase of the site by Koh Wee Seng's World Class Land. Still displaying the DNA of Eureka, the design has evolved into a much more streamlined and curvilinear form, with the 'star burst' evident in earlier schemes signaling the tower's shift from right angled to curvaceous.

The project's sales campaign is expected in the new year.

<h2>555 Collins Street - Fragrance Group</h2>

Image © Bates Smart</figcaption></figure>Following an unsuccessful attempt to redevelop the site in a joint venture with Grocon, property developer Harry Stamoulis sold the existing 24-storey commercial building at 555 Collins Street to Koh Mee Seng's Singapore-listed Fragrance Group for $78 million. While not aiming for the 404m height flagged by a previous commercial scheme for the site, the 83-storey tower is still proposed to rise 305 metres above the corner of Collins and King Streets - stealing the crown of the Rialto directly opposite, which has dominated the Hoddle Grid for nearly 30 years.

The contentious proposal seeks approval to overshadow the southern bank of the Yarra, much like CBUS's 447 Collins Street development. An amendment of planning controls that would have allowed the 404 metre scheme to proceed is currently being reviewed.

The 83 storey tower splits into two intersecting rectilinear forms working in a north-south direction, reflecting the well known Melbourne grid. The twinned expression of the tower reduces the building mass and accentuates the elegant, transforming and vertical nature of the building. The sinuous form also serves to reduce the wind load effect on such a tall building, as well as softening and anchoring the mass of the building.

The facade of the building features a combination of soft transitioning forms that create openings for the office, hotel and residential apartments. The proportion and size of openings vary strategically to reflect the uses within, opening to important views and registering key datums of the surrounding context. The resulting play of patterning creates an additional layer of complexity and interest. As the openings vary and create shadow, the softness and movement of the building form is accentuated.

At street level the whole corner will be animated with activity, generated by the multiple functions of the building. Escalators provide a connection to the first level where the restaurant and hotel amenities are to be located and 24 hour concierge service will be available. The movement of the escalators both activates the space and improves safety for guests and residents.

Image © Bates Smart</figcaption></figure>The project with an ever expanding footprint and one which gained attention initially due to its proximity to residents in Freshwater Place has since expanded again in recent times, consuming the site once mooted for The Falls residential development. Maintaining the quad elliptical form of earlier iterations, the introduction of a glazed lift shaft running the height of the tower and a bridge connecting to the existing Crown Complex has seen it thrust into the spotlight again with the City of Melbourne not impressed in particular with the idea of a bridge spanning Queensbridge Street.

The Bates Smart-designed project still remains at the planning stage.

<h2>Comment</h2>

There's an argument to be made that 300 metre towers aren't necessary, but if developers keep seeking to build higher and higher within the guidelines then I certainly won't be complaining. Ultimately only Australia 108 might chart the 300m height with a final height for Far East's Ritz-Carlton tower to be confirmed and 555 Collins Street no guarantee of being approved at its current height.

Nevertheless the Melbourne skyline is about to take its next big step into the world of the Supertall.

In light of the events of recent weeks this has become quite topical. I'm not going to talk on behalf of Apartments.com.au, but rather as an individual who's observed Melbourne's development scene for well over a decade and has gleaned more of an industry/developer perspective since Apartments.com.au's inception.

I'll also preface this piece by saying that once upon a time I masqueraded as an Economics student and certain habits die hard, hence my point of view on certain topics will no doubt be wildly different to other readers.

<h2>On the 25,000sqm threshold</h2>

There's always been a dichotomy between City of Melbourne (CoM) and the State Government on this issue - and there should be. CoM are naturally concerned about planning on a micro level as that is their charge but I've always perceived the State Government (irrespective of which party has been in power) to view development on a macro scale.

Whereas CoM focus far more on the intimacy of a project and what it means to City of Melbourne and its immediate residents/users, the State Planning Minister should factor in a variety of other concerns in addition to the worthiness of a given planning application. We live in a competitive world and yes domestic and foreign investment matters; if for instance CoM took a much sterner line with planning application approvals, would the construction and associated services employment sector be so buoyant?

External factors theoretically shouldn't apply to the merits of a planning application but in certain cases they are relevant, and that's the bigger picture that's swept away with talk of reverting control of planning applications back to CoM of other municipalities.

To scrap the 25,000sqm threshold and cede powers to City of Melbourne would be akin to stymieing the inner city's population growth and placing that burden elsewhere - an elsewhere which already excludes huge areas of inner Melbourne thanks to the new residential zones implemented during 2014. Consequently do we send residents to the urban fringes to exist without living or simply say we're full, go away. The latter on many levels is harmful to the economy.

It is to a degree a simple supply and demand equation in which Melbourne and surrounding areas such as Fishermans Bend, Docklands and Southbank must carry the burden of population growth - a point which I've heard countless times from planners and architects recently. To quote a hapless man we are beyond the rubicon - the new residential zones equates to inner Melbourne committing itself irrevocably to a higher density formula of living.

For City of Melbourne and the Lord Major to seek to repeal the 25,000sqm threshold is a self serving position, but highly likely to the Government of the day dismissing the notion out of hand.

<h2>A case in point</h2>

In response to the City of Melbourne 2014 State Election Questionnaire, Leader of the Victorian Greens Greg Barber responded with the following

Question 1: Will you remove the 25,000 sqm threshold where the Minister for Planning becomes the Responsible Authority for planning applications, returning Responsible Authority status to the City of Melbourne?

YES. Under the old parties, planning ministers have been given successively greater powers to ride roughshod over local governments and community groups. These fast and loose laws have let Matthew Guy approve poorly planned developments with no consultation. The role of assessing planning applications should sit with Council as it does in other municipalities.
</blockquote>

Did I miss something here? No consultation? That is a flawed comment on a number levels and is typical of the politicisation of the planning process. I get the distinct impression if the Greens had their way every person and their dog would be sought for comment on any given planning application - economic realities dictate this is bad for generating and/or maintaining investment.

Assume for one moment it came to be that CoM regained power for approval over all planning applications. Almost instantly investment and growth would be hamstrung as fewer developments would be approved. An assumption yes but even the perception of a less that workable planning system means certain developers will neglect the market in favour of other cities etc. - that is fact.

Quite simply, no! I find the criticism of Matthew Guy in recent times excessively hard to swallow, particularly with The Age and their incessant use of Michael Buxton as a means of attacking the incumbent Planning Minister. Quite simply Matthew Guy has presided over an unparalleled period of inner-city growth in Melbourne's history.

To suggest it is his fault for approving more towers as if he were solely responsible for initiating the increased number of planning applications beyond 25,000sqm is farcical. Those increased applications are a function of the free market in which local or overseas developers make their own assessments and proceed with projects as they see fit.

Stripping away any political overtones the ultimate question is this: would this even be an issue if Melbourne maintained its previous level of planning applications rather than the heightened current number? Most people would answer no so therefore if it was in fact an issue previously why wasn't it brought up in preceding years?

<h2>Giving the little person their say</h2>

Well the heading is an oversimplification somewhat. Local councils (where applicable) and the Lord Major (regarding CoM) do have the means to address a planning application if it's the responsibility of the State. In the case of the latter this is done more so by City of Melbourne's planning officers which provide reports to State planning body DTPLI/Planning Minister via CoM's Future Melbourne (Planning) Committee.

As for lobby groups such as Save Our Suburbs or Fishermans Bend Network having a say on specific planning applications; more times than not that is an exercise in futility! These groups are far better served being given an official voice in shaping the development parameters for an urban renewal area or suburban activity centre prior to its commencement.

In this way they can shape an area from its outset with requests for certain infrastructure or community space or education requirements. Fishermans Bend Urban Renewal Area would have benefited greatly from its inception by having community groups lay out their vision early days rather than question every planning application thereafter as being too tall or some such.

To put the topic in the most basic of terms, the current system is not perfect but it does work exceedingly well. Recent big ticket planning application refusals such as <a href="/developments/docklands-vic-3008">710 Collins Street</a> (rendered above) and <a href="/buildings/avant-60-abeckett-street-melbourne">54-64 A'Beckett Street</a> demonstrates we are not in a state of planning carte blanche. The key to this argument is to have as much relevant information on hand as possible in order to make a considered opinion.

To that end my opinion is simply that, I'd like to hear yours...

State Ministers and the 25,000sqm threshold: is it time for a review?

With highly prized land parcels in Melbourne's CBD becoming smaller and scarcer, how do you maximise their development values and are skyscrapers viable on these compact sites? As well as sites getting smaller, so are apartments. But do they need to? How do we maximise floorspace to improve returns without compromising design and comfort?

Incredible shifts are happening in technology and building practices; we have a new generation of technology pushing the limits of concrete and steel like never before. But for engineers to continue to lead, they must provide compelling answers to the question: ‘Can we take what you want, and give you more?’

For developers, it’s more sellable area. For architects, it’s more space with less structure. For builders, it’s increased speed of construction, while at the same time ensuring health and safety.

At their very core, structural solutions for skyscrapers have to be simple, innovative and cost competitive. Melbourne is in the midst of a skyscraper construction explosion with three of the five tallest under construction benefiting from Meinhardt's expertise. They are the 72-storey Prima Pearl on the South Bank, the 68-storey 568 Collins Street; and the 58-storey Abode 318 on Russell Street.

Abode 318 and 568 Collins Street both sit on compact sites.

To achieve the requirements for 58-storeys on such a small site, optimising the building’s stability solution was critical. Wind tunnel testing and Finite Element Analysis were therefore conducted early in the project. This early analysis highlighted the challenges associated with wind acceleration and revealed an overall building natural frequency on the borderline for occupancy comfort.

We incorporated provision for a tuned mass damper to be located at the top of the building, while at the same time optimising all of the building’s primary elements and lateral mechanisms, including car park ramps, lift cores and shear walls, in a computer model. When the structure was 80% complete the actual building frequency was measured using a ‘drop test’. One of the building cranes safely swung a weight above the structure and the building response was measured.

It was also important to not underestimate the importance of floor systems. When you have literally acres of the same footprint, it’s a significant cost to the overall project.

This test revealed the dynamic response of the building to be acceptable without the need of the costly tuned mass damper, which could have cost the client $100k-$150k. The horizontal and vertical wave form of the Abode façade meant that every floor had a different geometry to the floor below and the floor above.

An economic floor plate design was achieved by seeking order in the waves and adopting a 10 floor repetition of the floor plate with the majority of the floor plate remaining consistent and variation being limited to the edge. This allowed the contractor to achieve economies of repetitive design with a bespoke outcome.

<h2>568 Collins Street</h2>

Image courtesy Mark Baljak</figcaption></figure>The 68-storey, mixed-use tower at 568 Collins Street meanwhile is set on a plan dimension of only 30m x 40m, which is very small for a building of this height. Traditionally in the Melbourne market high rise towers get their lateral stability solely by the central service core.

On this site, however with the limited space the client wished to maximise the sellable floor space while not impeding the views with bulky structure. By working closely with the architects and client in the early stages of the project a transfer-free structure has been created. This is rarely achieved in a mixed-use tower due to the floor plates requiring different functional grids for various uses.

<blockquote>
We were able to achieve this feat by use of advanced long term shortening and shrinkage modelling to predict and compensate for an uneven loading pattern to the structure. We called on our experience in the Middle East and Asia and adopted an outrigger system, which alleviated the core of all the work and kept the façade free of bulky structure.

With an outrigger system in two locations (top and bottom), we were able to shrink the core and give more sellable space back to the client. In addition, a retention system without temporary ground anchors accelerated construction and avoided potential damage to surrounding services.

The whole approach also reduced the building’s overall height while keeping the desired number of floors and reduced the cost to the developer.

<h2>Prima Pearl Tower</h2>

The mixed-use building includes an indoor swimming pool, sauna, spa and gymnasium, private cinema, lounge and library, 8 –level podium car park, virtual golf driving range and level-67 sky lounge.

Unlike 568 Collins Street, this tower has the core doing all the work. Nevertheless, there are still opportunities to optimise space.

We considered the impact of small internal core walls on the overall building stiffness. Despite receiving calls from the contractor’s steel scheduler to check what we had submitted was correct, we were able to reduce the required reinforcement and wall thickness of the main external core walls.

We have changed the shape of the floor plates above level 30 from concave to convex, which has created larger floor plates for the premium apartments. This structural floor plate design, which we developed, easily accommodated the changing building footprint without compromising a typical design philosophy for fast construction.

Skyscraper trends: Optimising sites and maximising floor plates

Project manager <a href="http://www.pdsgroup.com.au/">PDS Group</a> yesterday announced that one of Melbourne's largest residential buildings has been given the green light to proceed. 224-252 La Trobe Street Melbourne will now head to sales under the moniker Aurora Melbourne Central.

Designed by Elenberg Fraser, the scheme was initially referred to as "<a href="/news/the-answer-224-252-la-trobe-street-melbourne">The Answer</a>" within early planning documents, relating to the all-encompassing nature of the design. Changes ensued in line with planning authority recommendations which resulted in a leaner tower with increased setbacks and an altogether more curvaceous form.

The answer becomes Aurora Melbourne Central upon approval

On Tuesday September 2nd the City of Melbourne's Future Melbourne Committee will vote on recommendations made by various departments to Council on whether to support a large development located at 224-252 La Trobe Street, to which Apartments.com.au has <a href="/news/the-answer-224-252-la-trobe-street-melbourne" target="_blank">previously reported on</a>. The relevant information for the reworked UEM Sunrise project is <a href="http://www.melbourne.vic.gov.au/AboutCouncil/Meetings/Lists/CouncilMeetingAgendaItems/Attachments/11741/agenda%20item%206.4.pdf" target="_blank">available online</a> (PDF format).

According to City of Melbourne's report, during pre-application discussions concerns were raised with regards to tower setbacks from the podium to the front, rear and side of the site. Subsequently an amended plan was submitted in July and it is summarised as follows:

<ul>
<li>Height of the building remains the same at 268.5 metres (286 metres RL).</li>
	<li>The <a href="https://en.wikipedia.org/wiki/Burj_Khalifa">Burj Khalifa</a>-like tapered setbacks are gone giving the tower a more monolithic aesthetic.</li>
	<li>The tower is now set back on average 6-6.5 metres from its podium.</li>
	<li>Total apartments have been reduced from 1343 to 1208, broken down into 140 serviced apartments and 1068 dwellings.</li>
</ul>
City of Melbourne management have recommended the council support the amended 224-252 La Trobe Street planning application subject to various conditions (32 of them: <a href="http://www.melbourne.vic.gov.au/AboutCouncil/Meetings/Lists/CouncilMeetingAgendaItems/Attachments/11741/agenda%20item%206.4.pdf">see page 28</a> of the report toward the end of the document).

The assessment within <a href="http://www.melbourne.vic.gov.au/AboutCouncil/Meetings/Lists/CouncilMeetingAgendaItems/Attachments/11741/agenda%20item%206.4.pdf">the report</a> states:

The visual impact of a 286m high tower on the city skyline is an important consideration in the assessment of this application.

Importantly it is noted that the building does not overshadow the library forecourt between the hours of 11am and 2pm on 22 September or 22 June.

Height in this location is not specifically an issue as there are a number of tall buildings within the Hoddle Grid, Southbank, Docklands and to the north of the Hoddle Grid. There is no specific height control that affects the site.

Tower setbacks to LaTrobe and Little LaTrobe have now been provided with 6m setbacks on both streets above podium level. We had recommended 10m setbacks but would accept 6m setbacks as a minimum, considering the curved/indented plan form.

Side setbacks have been increased to 6.5m and 7.5m minimum which are acceptable taking into account the curved/indented plan form of the tower and the orientation of apartment living spaces at the point of minimum side setback.
</blockquote>

The City of Melbourne management team also have expressed concern with the proposal to completely relocate Melbourne Central station entrances currently in existence on the northern side La Trobe Street to Little La Trobe Street.

The authors of the assessment go on to say:

It is considered that the relocation would result in a poorer outcome for most users of the station who will be forced to walk longer distances underground.

Users of the La Trobe Street entry point wanting to head north to Little La Trobe Street have the opportunity to walk through the private lane along the western edge of the site and therefore do not have to use the Swanston / La Trobe intersection.

There has been no evidence submitted to the City of Melbourne to support the suggestion that the relocation would reduce congestion at that intersection.

The commentary on the relocation of the station entry concludes by council management stating they recommend keeping a La Trobe Street entry and that furthermore the recommendation should not preclude an additional station access point being added to Little Lonsdale Street.

If one statistic brings into focus Melbourne's current development boom, it's this one; since Rialto's completion heralding Melbourne's first 200 metre plus tower in 1986, a total of six towers beyond 200 metres (not including antennas) have been built in the proceeding 28 years.

Melbourne right now has 23 towers beyond 200 metres ranging from proposed to under construction.

It's a gobsmacking figure representative of a perfect storm of circumstances both locally and abroad which based upon the evidence at hand will see the vast majority of these proposals delivered, rather than land banked or onsold. Counted within the ranks of the 23 listed below are four towers of 300 metres or greater, propelling Melbourne in the the ranks of other global cities with 'Supertall' towers.

All projects above include a residential component, with no purely commercial towers included. On that front QIC's 80 Collins Street comes closest with an overall height of 187 metres.

Given there are always minor fluctuations in apartment numbers per project, the above list would pump in the vicinity of 15,700 apartments or near on 30,000 permanent residents into the City of Melbourne. Factor in the thousands of hotel suites which are included within 10 of the 23 proposals and the transient population figure also rises sharply.

<h2>One image says it all</h2>

Below is a marketing image for ICD Property's EQ Tower located at 127 A'Beckett Street. If the opening Rialto statistic brings the matter into focus, the below image provides a visual aid as to the rapidly evolving nature of Melbourne's skyline.

In addition to EQ Tower, no less that 14 other towers of 200 metres or more would be visible in some way, excluding those already completed. A healthy number of these towers are located within the CBD's northern reaches surrounding EQ Tower; testament to the sudden explosion of apartments loosely surrounding Victoria Market.

Listed on Melbourne-based Altus Development's website is a forthcoming scheme fo A'Beckett Street. With an expected value of $395 million, the proposal will hold a nominal 1125 apartments and hotel suites.

Image © Altus Development</figcaption></figure>Elsewhere Fragrance Group's 555 Collins Street has been reported as seeking a height of 305 metres AHD in an all-commercial development, although this will be confirmed when the relevant planning application is submitted. The good oil also suggests that Fragrance Group's Savoy Tavern site on Spencer Street and PJ Development Holdings' Kavanagh car park site on Southbank will also (very) comfortably exceed the 200 metre barrier.

Of course there are also those projects which arise unbeknown to the greater public, but for the immediate future it seems likely the number of 200 metre plus proposals will slow as developers seek to materialise the many projects listed above.

Crane your neck skyward toward Southbank and you'll see the final floors appearing on Melbourne's latest high-rise icon: Prima Pearl.

Site works began in February 2011, giving a fair indication as to how much time, resource and effort is required to realise a tower of Prima Pearl's ilk. Under the guidance of Brookfield Multiplex the tower recently reached its maximum height of 256 metres, officially making Prima Pearl the 2nd tallest residential tower in Melbourne after Eureka Tower and overall the city’s fourth tallest building.

With 50 owners already inhabiting their lower level dwellings, all site construction will be completed by early 2015 marking the tower as the third successful joint project between development entities PDG and Schiavello.

Created by Disegno Australia and defined by its highly reflective bronzed glass façade, the 72 level edifice moves incrementally from a concave to convex form over the full tower height. While aesthetically pleasing to those who look from afar, the highly reflective substrate provides uninterrupted views when looking out from within while also providing the comfort of complete privacy.

No less than 8,500 high performance glazing panels are employed over the facade whereas concrete structure specialist Form 700 employed 2372 precast panels, 42,536m³ of concrete, 4,068 tonnes of reinforcement and near on 400 tonnes of post tensioning in delivering the structure.

<h2>From the ground up!</h2>

Prima Pearl comprises two lobbies, one catering for the 369 apartments within the Pearl segment (most of which have settled), while the balance of the 661 apartments are held in the Prima component above. The Pearl lobby via Power Street provides an immediate sense of space and luxury, punctuated by a green wall. Concierge, building management and/or security personnel will be based at reception and are available 24 hours a day as required.

Eight levels of podium parking sit atop ground level while level 9 features over 2,350sqm of dedicated residential amenity space. Designed to equal the facilities of a six star hotel, the double height space incorporates a 25m in‐ground pool with sauna, spa and steam 
room. A gym, residents’ lounge, private dining room, sun lounge and barbeque terrace over the northern and eastern sides are also included.

Accessible to all residents of Prima Pearl, other amenity area facilities include a virtual golf driving range, meeting rooms, private cinema and a games room. 57 levels of residential apartments ensue while level 67 features the Skylounge, exclusively for the use of residents living on levels 46 – 65. Commanding panoramic views, the area includes multiple sun decks, swimming pool, spa with adjoining steam room, sauna and change facilities, lounge space and private dining room with catering kitchen facilities.

After a number of designs surfaced, Prima Pearl was chosen after Schiavello joined forces with PDG during 2009 with a vision to in their own words, "create a development without equal in inner Melbourne."
