Not all apartment amenities are immediately visible.

Swimming pools, gyms, rooftop terraces and residents' lounges have long featured on buyers' wishlists, but as the way Australians live has changed, so too have the features that make apartment living more convenient.

Increasingly, buyers are placing value on the practical aspects of day-to-day life. Fast internet, EV charging, secure bike storage, flexible workspaces and parcel management are becoming just as relevant as lifestyle amenities, reflecting changing habits and expectations.

Online shopping has been one of the biggest drivers of that shift.

Australians spent a record $82.6 billion shopping online in 2025, with almost one in every four retail dollars now spent digitally, making parcel deliveries a routine part of everyday life rather than an occasional convenience.

For apartment residents, however, receiving those deliveries isn't always straightforward.

Without someone home to accept a parcel, deliveries can be redirected to a nearby Post Office, left in building foyers or common areas, or require building management to temporarily store packages. As apartment living continues to grow across Australia's cities, parcel management has become an increasingly important consideration for both residents and developers.

Australia Post's Parcel Locker network is one response to that shift.

Rather than relying on home delivery, eligible parcels can be directed to a nominated Parcel Locker, where they're securely stored until collected. Once a parcel arrives, residents receive a notification through the AusPost app or SMS and can retrieve it using a one-time code or QR code at a time that suits them.

The network has expanded to more than 1,500 locations nationwide, with Parcel Lockers positioned at Post Offices, shopping centres, supermarkets, transport hubs and, increasingly, within or alongside residential developments.

That growing presence reflects a broader change in how apartment buildings are being planned.

Developers are increasingly considering the operational side of apartment living alongside traditional lifestyle amenities. Just as secure mailrooms, bicycle storage and EV charging have become more common inclusions, parcel management is emerging as another feature that supports everyday convenience.

It also helps preserve the arrival experience within a building. Carefully designed lobbies and communal spaces can quickly become cluttered when deliveries accumulate, while secure parcel solutions reduce the likelihood of missed deliveries or parcels being left unattended.

For buyers comparing apartments, these everyday details are becoming part of the decision-making process.

Location, floorplans and finishes remain fundamental, but the features that simplify daily life are carrying greater weight than they once did. As online shopping continues to shape consumer behaviour, secure parcel delivery is increasingly becoming another amenity worth looking for.

Parcel delivery is joining the apartment amenity checklist

Inca Property Group has lodged a State Significant Development Application (SSDA) for Dawn, a 53-apartment oceanfront development overlooking Mona Vale Beach.

The proposal, at 35-39 Darley Street East, would replace an existing 18-apartment strata building with a new owner-occupier-focused development comprising 53 two and three-bedroom apartments, including nine affordable built-to-rent residences delivered under the State's infill affordable housing scheme.

Positioned on a 2,679 sqm elevated site around 280 metres from Mona Vale Beach, the development has been designed to maximise panoramic ocean views while responding to the site's sloping topography.

<a href="https://www.apartments.com.au/developers/inca-property-group">Inca Property Group</a> Managing Director Josh Thompson said the State Significant pathway provided greater certainty for projects of this scale.

"This State Significant pathway gives the team real certainty to progress <a href="https://www.apartments.com.au/new-apartments/dawn-35-39-darley-street-east-mona-vale-nsw-2103">Dawn</a> through to completion," Thompson said.

"It allows us to acquire a one-off site, design it carefully and deliver the right offering for the suburb, assessed by the NSW Government's planning department."

The project is one of the first developments in the area to be assessed under the NSW Government's Low and Mid-Rise Housing policy, with the site sitting on the edge of the policy's designated inner area.

The proposal includes three basement levels providing 124 car spaces, alongside a range of resident amenities including a swimming pool, gym, sauna, wellness facilities and private plunge pools for selected ground-floor and penthouse apartments.

Thompson said Dawn had been designed specifically for owner-occupiers and downsizers, a buyer profile that has driven demand across Inca's recent Upper North Shore developments.

"The majority of buyers in our recent North Shore projects have been downsizers, and we are learning exactly what this market is looking for. Beyond the location itself, we have included resort-style amenities to deliver a genuine lifestyle offering," Thompson said.

Located within walking distance of Mona Vale Beach, the town centre, Mona Vale Golf Club and the Royal Motor Yacht Club, Dawn represents Inca's first Northern Beaches project following the sell-out of Tara on Park in Waitara and Ellis Residences, currently under construction in St Ives.

Construction will be undertaken by Inca's in-house construction arm, GOP Constructions.

Dawn is the latest major apartment proposal for Mona Vale, with the suburb emerging as one of the key beneficiaries of the NSW Government's new Low and Mid-Rise Housing policy.

New developer One Living, led by industry veteran Joseph Scuderi, recently secured a site on Mona Vale Road, on the border of Mona Vale and Pymble, where it is planning around 140 apartments.

IPM is also planning its third project in Mona Vale, significantly increasing the scale of its previous developments with an 82-apartment proposal at <a href="https://www.apartments.com.au/new-apartments/159-167-darley-street-west-mona-vale-nsw-2103">159-167 Darley Street West</a>, opposite Bayview Golf Course and less than 800 metres from Mona Vale town centre.

The first partnership between national developer <a href="https://www.apartments.com.au/developers/fortis">Fortis</a> and Adelaide-based developer <a href="https://www.apartments.com.au/developers/otello">Otello</a> has made a strong start, with the pair securing $21 million in unconditional sales at <a href="https://www.apartments.com.au/new-apartments/one-four-four-hutt-adelaide-144-hutt-street-adelaide-sa-5000">One Four Four Hutt</a>&nbsp;on the edge of the Adelaide CBD.

Over a third of apartments have been snapped up in the boutique 44-apartment project on the corner of Hutt Stret and Wakefield Road. Local downsizers and owner-occupiers wanting to remain in Adelaide's tightly-held southeast quarter have been the most prominent purchasers.

The DKO-designed, mixed-use development is one of the few new apartment projects in the precinct, an area where new housing supply has remained limited despite continued demand from buyers wanting to stay close to the CBD, Victoria Park and Adelaide's established east-end amenities.

Minister for Planning Richard Wynne will be required to make a call on one of the CBD's taller proposals after Melbourne City Council chose to reject the scheme.

Lodged during mid 2015 prior to amended planning rules being implemented, proponents for 478-488 Elizabeth Street are seeking approval for a skyscraper that hopes to slot in between two of Melbourne's tallest residential buildings. Melbourne City Council chose last week to show no support for the tower based in part upon inadequate setbacks and equitable development rights for the adjoining site.

Elenberg Fraser have designed the tower for a development team comprising entities L1-2013 Pty Ltd, L2-2013 Pty Ltd and G2-2013 Pty Ltd, with private apartments set above the lower curvaceous levels which have been reserved for a hotel operator in order to manage 198 guest suites.

<h2>From the ground up</h2>

A cafe and dual purpose lobbies front Elizabeth Street whilst hotel and residential facilities account for much of the remainder of the podium structure; included within the podium is an all-day restaurant, function spaces and 1,036sqm of communal facilities over level 6 featuring an outdoor terrace.

Hotel suites absorb the initial ten floors above the podium where the tower form is at its widest and concave in shape.

Thereafter nine floors are dedicated to low-rise residential units where the towers form transitions to an altogether more typical rectangular shape. Subsequent floors are dedicated to high-rise apartments whilst the crown is slated for four levels of penthouse living.

Externally the tower begins with a solid complexion at ground level which progressively morphs into a translucent mid section and eventually a glazed crown. Accordingly terrazzo panels are dominant lower levels, rolling into translucent and then silver facade panes. Stainless steel and bronze perforated metal sheeting are also present over the exterior.

<h2>A setback setback</h2>

Below are passages taken from the Report to the Future Melbourne (Planning) Committee which was tabled last week. Key points of discontent with 478-488 Elizabeth Street from Melbourne City Council's perspective include:

<ul>
<li>The appropriateness of the built form including front, side and rear setbacks</li>
	<li>The proposed tower setback to Elizabeth Street is between 1.6 metres and 4.5 metres. This will result in a dominant built form that overwhelms the street and will compound the undesirable outcome of the nearby towers with limited/no setback to Elizabeth Street..</li>
	<li>The proposal relies upon the neighbouring undeveloped sites to achieve an acceptable tower separation. In the absence of acquired air/light rights over these properties, the tower should provide greater setbacks on its own site in order to guarantee ongoing acceptable internal amenity and to ensure that it does not restrict the development potential of neighbouring sites.</li>
	<li>The proposed rear setback will have a negative impact on the laneway and the existing amenity and development potential of the site to the east.</li>
</ul>
Last week's report also notes that similar issues were raised during a pre-application meeting between the development team and DELWP, yet the development team seem to have a degree of confidence in the tower passing through planning given there has been no fundamental change to the design since its submission.

The development team could argue that their proposal is the shortest of three substantial towers on this particular block and that they employ similar if not greater setbacks than either 452 Elizabeth Street or 500 Elizabeth Street; two buildings which in theory were judged under the same planning criteria as 478-488 Elizabeth Street and could therefore act as a precedent.

Melbourne City Council on the other hand have been consistent in recent years regarding their opposition to developments with what they deem as maintaining inadequate setbacks. That similar issues were raised by both DELWP and Melbourne City Council points towards fundamental inadequacies with the design of 478-488 Elizabeth Street.

Six and half on the face of it… and an interesting decision looming for this particular planning application.

Room for one more? 478-488 Elizabeth Street in the spotlight

With 2016 now well underway and several projects gearing up for construction or gathering pace, it's an opportune time for another update on the progress of Apartments.com.au's CBD model. Previously the focus has been on the CBD North area, however with big projects such as Australia 108 in full swing and the approval of Kavanagh Park, it seemed like the next area worth looking at was Southbank.

As this is an ongoing process there are still buildings still to be added, both existing and future, but it's interesting to see what's in store for Southbank over the course of the next five or so years.

When the approved projects (blue) are added into the mix the change in Southbank's skyline and density is significant with Kavanagh Park alone set to add six towers and 2,610 dwellings to the area.

Other sizeable developments include 38 Freshwater Place at 274 metres, 158 City Road, Elysium (240 metres) and Central Equity's tallest approved project to date: Southbank Place at 165 metres.

Southbank's surge continues: another CBD model update

Melbourne City Council are set to make the early running in 2016 in terms of providing feedback on seven high-rise towers which are still at planning at a state level. This evening's first sitting of the year for the Future Melbourne (Planning) Committee will consider the merits of four separate planning applications covering Melbourne's CBD and Fishermans Bend.

In a new planning climate where Melbourne City Council's support or opposition carries a greater weight on the decision making process, the events of this evening may well provide the clearest indication yet on the fate of a number of notable Melbourne projects.

Outlined below are the four projects under consideration this evening.

<h2>850-868 Lorimer Street, Port Melbourne</h2>

First appearing on Apartments.com.au during mid 2014, the Fishermans Bend proposal put forward by commercial and industrial property player Goodman Group has been subject to design changes in the interim.

Initially with four towers, the revised scheme now sees three towers ranging between 28 and 44 storeys with the tallest at 144.75 metres. 1,354 apartments and 1,100 car spaces were set for the development when first submitted, although these figures have come down to 1,134 and 936 respectively.

The project has a revised value of half a billion dollars and has the ability to be built over two separate stages, with the taller two buildings forming stage 1.

<h2>111-125 A’Beckett Street, Melbourne</h2>

Singaporean developer Tong Eng Group is on the road to gaining approval for their first Australian project. 111-125 A’Beckett Street's 632 dwellings would rank it as one of the CBD's largest apartment projects.

At 210 metres the Elenberg Fraser-designed tower would feature a tinted glazing system which would see a base neutral/silver reflective glazing gradually transition to a multi-coloured tinted glazing. Spandrels over the tower would be arranged in an inverse manner giving the project a point of visual difference relative to many of its existing and future neighbours.

Planning documents show that DEWLP held an initially favourable response to the application and coupled with Melbourne City Council's support 111-125 A’Beckett Street looks set to add to the emerging forest of towers in the CBD's northern end.

<h2>478-488 Elizabeth Street, Melbourne</h2>

A trio of nominated entities are behind the proposal which is also the handy work of Elenberg Fraser. The proposal as it stands has fallen foul of Melbourne City Council, with issues such as acceptable tower separation and setbacks, impact upon adjoining as yet undeveloped sites, lack of a five star green star rating and parking arrangements cited.

Mixed-use in nature, 478-488 Elizabeth Street would see 383 apartments, 198 hotel suites and a variety of resident/guest-driven amenities included within the 68 storey structure that would rise 208 metres.

<h2>212-222 La Trobe Street and 17-25 Little La Trobe Street, Melbourne</h2>

212-222 La Trobe Street is also subject to planning assessment as Scape Student Living seek to amend the approved scheme from residential to student accommodation use. Previous architects JCB have been replaced by DCM, having been responsible for Scape's first Melbourne project nearby at <a href="/buildings/scape-melbourne-393-swanston-street-melbourne">393 Swanston Street</a>.

Accordingly the revamped La Trobe Street towers hold similar design traits to the Swanston Street project, with 212-222 La Trobe Street gaining a lattice-like structure over its podium. The development team have sought to square off the tower floorplates with Council describing the outcome as "Effectively a ‘dumbing down’ of the building and is not acceptable."

Internally the buildings will hold a cumulative 827 student dwellings, a doubling of the previous scheme which gained approval for 413 dwellings over essentially the same floor area.

Beyond the planning process, regardless of whether the planning minister approves this application or not, there will be plenty more planning work over the next few years in this immediate area due to the CBD North station, as part of the Melbourne Metro Rail project, being mooted to have its surface buildings constructed on or near the Swanston and La Trobe Street corners.

Melbourne City Council set the planning tone for 2016

Touched upon by Apartments.com.au <a href="/news/taller-projects-and-better-design-outcomes-on-southbank">last week</a>, Southbank is set to receive a new skyscraper in the form of a refashioned City Road mixed-use building. Moull Murray Architects are the design practice behind the project, teaming with Altus Development once more after the rapidly expanding Clayton-based developer secured the 1,265sqm site.

Appearing initially on Apartments.com.au during 2013, the scheme for the then <a href="/buildings/home-southbank-256-260-city-road-southbank">256-260 City Road</a> was the work of Hayball for proponent Apex Vic Pty Ltd. Under the initially approved scheme 431 apartments were included within a $120 million project, with 104 car spaces and 215 bicycle spaces in tow.

Apartments.com.au spoke with Moull Murray Architects Director, Andrew Murray, regarding 258 City Road with the following project description offered:

The new architectural treatment, designed by Moull Murray Architects, reinforces the tall, slender nature of the approved development envelope with an emphasis on vertical forms.

The proportions of the tower have been treated in the classic skyscraper proportions of a base, middle tower, and expressed top. The podium utilises a grid framework to set up visually scaleable proportions that relate to the streetscape, in addition to the pattern overlaid over the tower.

The podium is also veneered with apartments on both frontages to reinforce a sense of human interaction with the public realm.

The building is a mix of serviced apartments up to level 18, with private apartments above, served with independent foyer and lifts.

Still at 193 metres to parapet, the tower has been given a sharper exterior relative to its predecessor, with a higher degree of articulation introduced over the facade. Solid elements to the western facade have been introduced, with a <a href="/news/two-giants-round-out-central-equitys-massive-development-pipeline">planning application for a similarly sized tower</a> under assessment for the immediate western site.

Spanning 62 levels, the initial 18 levels will be dedicated to 130 one and two bedroom serviced apartments operated by Pan Pacific Hotels Group, the second such venture between developer and hotel operator. Thereafter 323 private apartments will round out the tower consisting of one and two bedroom options, with penthouse dwellings configured as three bedrooms absorbing the highest 12 levels.

258 City Road's mixed-use nature also allows for a multitude of facilities within the building. Ground floor will see all day dining with meeting rooms above, while the podium top pool deck with hold a gym, cinema, health spa and outdoor BBQ entertainment area and terrace bar.

The project is expected to be released during the first quarter of 2016.

A start on works is now expected in the new year with a build time of roughly 24 months for the project, meaning the opening of PARKROYAL Melbourne will be at least one year behind the initially anticipated completion date.

In addition to Altus Tower, Probuild will also undertake works on 258 City Road according to the developer's website.

Moull Murray unveil a striking new 258 City Road

The Southbank development scene is forever in a state of flux, with last week no exception. News has flowed through concerning three of postcode 3006's biggest and best high rise projects, with all three demonstrating a high level of design ability relative to their stubby neighbours.

Surrounded by a host of smaller residential towers (some of which have little to no aesthetic design merit), 258 City Road, 93-119 Kavanagh Street and Australia 108 at 70 Southbank Boulevard are set to further enhance the look of Southbank. While looks are one thing, 93-119 Kavanagh Street in particular is set to fundamentally change the feel of its surrounding street level public domain; a boost for what is currently an unappealing and underutilised area.

A brief overview events of the past week reads as follows:

12 levels of penthouses will crown the tower which was initially designed by Hayball and has since seen exterior adjustments to its appearance, resulting in a edgier design outcome. In addition Pan Pacific Hotels Group have committed to 130 serviced apartments within the project according to the developers website, with the balance set to be sold as private dwellings.

Probuild has been secured as the builder while Bella Charlton will handle project sales; identical to the team which Altus Developments put in place for their initial Melbourne high rise within Docklands.

Last night the Future Melbourne (Planning) Committee sat with the knowledge that Melbourne City Council planners have recommended the six tower project for approval..

Subject to conditions sought by Melbourne City Council planners, the $1.15 billion project championed by Malaysian firm PJ Development Holdings is one step closer to replacing a long vacant block. Planning Minister Richard Wynne will have the final say regarding approval, although a green light from Melbourne City Council tends to be a very good indicator in the current environment.

93-119 Kavanagh Street's numbers are impressive: <a href="/news/southbank-set-to-gain-a-new-park">7,000sqm of open space</a>, 2,610 dwellings, 59,000sqm of commercial office space, 687 hotel suites, 10,090sqm of leasable retail space and 894 podium car parking spaces.

<h2>Australia 108 officially commences construction</h2>

The 319 metre Australia 108 will be delivered over five stages, with the final stage of the $500 plus build slated for delivery during 2020.

<h2>Comment</h2>

It didn't seem all that long ago that Southbank received Planning Scheme Amendment C171 which cemented mandatory buildings heights in some areas, discretionary separation distances between towers and urban design provisions among other changes. At the time it was expected that the amendment would provide a more uniform tower height across Southbank.

Mercifully height variations have remained and many of the recent taller Southbank proposals are far superior in design and aesthetics to the earlier generic shorter Southbank 'boxes'. I suspect I am in the minority but a well designed tall tower should always usurp a squat, poorly designed building that adheres to a set height limit.

<a href="/new-apartments/elysium-54-clarke-street-southbank">Elysium</a> below is the prime example. Derided by Lord Major Robert Doyle as far too tall for its location, it is leaps and bounds ahead in terms of design ingenuity and quality. Elysium along with the three towers outlined above and projects such as Crown's <a href="/new-apartments/one-queensbridge-street-1-23-queensbridge-street-southbank">Queensbridge Tower</a> and <a href="/new-apartments/38-freshwater-place-southbank">38 Freshwater Place</a> maintain both height and exceedingly good design

Sometimes, just sometimes, height is not the devil it is made out to be.

Taller projects and better design outcomes on Southbank

City of Port Phillip are set to consider the merits of a handful of proposed apartment buildings within Fishermans Bend, representing the next tranche of projects due for a planning outcome within the precinct. Council will provide feedback on five separate projects that when combined are capable of adding 1,750 dwellings to the urban renewal zone.

While two of the projects under consideration are present on the Apartments.com.au project database, the three remaining applications are new to the public sphere.

The Bruce Henderson-designed project consists of three residential towers with the tallest at 52 levels or 155.69 metres.

1290 dwellings are included, consisting of 474 x 1 bedroom apartments, 719 x 2 bedroom and 97 x 3 bedroom apartments. Plans for the project show an intensely activated ground plane with 2,822sqm of retail space and a further 1,123sqm of mixed retail and/or commercial space.

1101 car spaces and 1447 bicycle spaces are included within the development.

<h2>163-169 Ferrars Street, Southbank</h2>

Auto shop Corso Body Works are currently onsite and have initiated the development which would see an 18 storey residential building approved, consisting of 68 x 1 bedroom, 28 x 2 bedroom and and 2 x 3 bedroom apartments.

An open-ended covered pedestrian breezeway will link Ferrars Street and Railway Place with two ground level commercial/retail tenancies included. Patterned and plain precast concrete with an off-white finish will act as an undulating feature wall to the site's boundary.

Incidentally 163-169 Ferrars Street is diagonally opposite 134-142 Ferrars Street which was subject to a 49 level building which during October was amended to an application for an 18 and 23 storey mixed use set of buildings, in line with imposed height restrictions over the precinct.

<h2>31-37 Buckhurst Street, South Melbourne</h2>

Developer Alpha 14 Property Group has ventured into Fishermans Bend for the first time with a residential building on Buckhurst Street. What is currently a warehouse is poised to become an 18 level building carrying 121 dwellings with studio, 1, 2 and 3 bedroom options.

Dual commercial tenancies cover 293sqm at ground level with 83 car spaces located within the podium.

Should it find approval 31-37 Buckhurst Street will likely proceed to construction at pace. Alpha 14 Property Group's West Melbourne residential project titled Bond Quarter received planning approval during October and is already subject to early site works.

<h2>51-59 Thistlethwaite Street, South Melbourne</h2>

Planning documents also show Linkon Pty Ltd as the developer behind the amended application, a change from Circa Property Group who initiated the taller development.

The 8 level complex would see 49 single bedroom and 34 dual bedroom dwellings above three retail tenancies and car parking provisions for 72 vehicles.

Further Fishermans Bend projects revealed

Spanning four separate suburbs, the six proposals are all substantial towers with the smallest containing some 321 dwellings. All bar one of the six have been championed by established property players which maintain a national presence, and combined are capable of adding near on 3,000 new apartments into the Melbourne market.

In its place will stand a sleek 35 storey tower consisting of luxury apartment above retail uses across lower levels. Launching in the first quarter of 2016, SKY ONE Box Hill is a continuance of Golden Age Group's surge into the Melbourne apartment market which has yielded six high-rise projects in a few short years, including the under construction <a href="/buildings/victoria-one-452-472-elizabeth-street-melbourne">Victoria One</a> which will eventually stand at 241 metres.

Valued at $300 million and designed by Elenberg Fraser, Shadow Play is expected to reach completion in May 2018 following the commencement of demolition on the existing structures onsite.

Included are 475 one, two and three bedroom apartments serviced by 150 podium parking spaces and a 600 square metre communal space across level nine.

Melbourne City Council planners have recommended objection based upon excessive height, inadequate setbacks and overshadowing although DEXUS's intentions will lie with the Minister for Planning as the gross floor area of the building proposed is in excess of the 25,000sqm benchmark.

Council planners have recommended refusal for the tower based upon revised plans which were received on 14 October 2015 and which includes 440 apartments within a 215 metre tower.

Although the revised plans were submitted post the amendments to the Melbourne Planning Scheme which would consequently render the application invalid, its initial submission date during 2014 suggests it will likely be judged under the old planning provisions… or so the theory goes.

Six premier residential developments jostle for the spotlight

Should Melbourne City Council likely provide its support for the revised 447 Collins Street proposal put forward by Cbus Property, it will then require Minister for Planning Richard Wynne to use his powers of intervention to approve the project which transgresses the recent <a href="/tag/planning-scheme-amendment-c262">Amendment C262</a> planning controls.

A joint architectural effort between Woods Bagot and New York-based SHoP Architects, the project has been heavily reduced in height form its initial 295 metre submission to 165 metres. Even so the proposal would be prohibited under Amendment C262 in that it would still cast a shadow over the north bank of the Yarra River.

The development team have requested dispensation in order to facilitate the uniquely shaped development, with the project potentially set to be the first to receive a Ministerial waiver since the September implementation of the revised planning controls.

Retail outlets will feature around the differing podiums and each will be individually framed with increased design presence to discern themselves form typical glass fronted retail stores which define many contemporary developments.

The natural gradient of the site will see Flinders Lane act as lower ground level with project vehicular access confined to one crossover.

In addition to contributing $500,000 to the possible discontinuation of Market Street toward Collins Street, the development team have allowed for the likelihood of the 1,500sqm parcel melding with 447 Collins Street's new public realm. For their part Melbourne City Council have indicated that the mooted discontinuation of Market Street would cost approximately $3 million and take up to two years to implement.

<h2>Bridging the divide</h2>

Both towers will be separated by a 14 metre span with the project's signature design element, a glass encased 'bridge' at the summit.

<h2>MCC planners in favour</h2>

The key issues in relation to this amendment are built form, provision of publicly accessible space and overshadowing. The amendment enables the development of the site with a unique building that is generally acceptable in terms of its architecture, height, setbacks, tower separation, internal amenity and façade activation.

A significant amount of publicly accessible space is to be provided within the site which has good access to sunlight, will achieve comfortable wind conditions, incorporate (where applicable) landscaping with deep soil planting and provide true public street connections.

The proposal did comply with the sunlight to public spaces requirements prior to Amendment C262. The amendment is now prohibited because it casts additional shadow across the north bank of the Yarra (15 metres north from the Yarra River’s edge). The application documentation shadow analysis shows that the extent (length) of shadow is significantly reduced when compared with the previous amendment.

Prominent Melbourne architecture firm Hayball has taken a differing tact in relation to one of its current high-rise projects which is currently being assessed at a State level. As one of a handful of owners of 135 Sturt Street Southbank which also serves as their head office, Hayball have seemingly stamped their own imprimatur on the composition of the proposed residential tower.

Unencumbered by the needs and wants of a developer, the architecture practice has created a building which they believe will yield a “net community benefit.” This is achieved not only by including a diverse range of dwellings types and affordable housing options, but also by effectively expanding the adjoining arts precinct.

Six separate entities control 135 Sturt Street Southbank, with Cystic Fibrosis Association of Victoria joining Hayball as the most prominent owners. The planning application is also actively pursuing a partnership with nearby art institutions with one scenario allowing for the Malthouse Set Workshop and Chunky Move Studio to relocate to the proposed tower in order to allow for the expansion of the adjoining The Australian Centre for Contemporary Art building.

The best of intentions: 135 Sturt Street, Southbank

Designed by The Buchan Group for burgeoning developer AZX Group, A'Beckett Residences as it has been dubbed seeks to occupy a 1,038sqm site at 183-189 A'Beckett Street in the rapidly growing CBD North Precinct. Rising 67-storeys for a height of 205.5 metres the proposed tower comprises 471 apartments with 102sqm of ground floor retail atop two basement levels.

The application like many other tall towers proposed for both Melbourne's CBD and Southbank was lodged prior to the introduction of Planning Scheme Amendment C262, and will therefore be considered under the previous rules.

<h2>Design basis</h2>

During our design process, various forms were generated to explore potential envelopes for this site with an aim to create an iconic new tower for the City of Melbourne. The proposal is a direct response to the many constraints imposed on the site both inherent and desired.

As principal designers of the A'Beckett Residences proposal, The Buchan Group has been able to ensure the seamless integration of pedestrian realm, public realm, retail, ground floor plane activation and the proposed iconic built form and tall-tower typology.

According to the Design and Context Report which was submitted as part of the planning process, Buchan's design for the proposed tower draws on the scale, materiality and context of the surrounding streetscape with the tower employing a very ordered facade, simple and restrained yet equally impressive at this scale. This tower is in stark contrast to some of the other fully glazed towers going up in the area.

The existing building on site was designed by Edgar Fielder Billson (a former associate of Walter Burley Griffin) during 1937 as a factory and office in the 'Moderne Style' with its curved form and strong horizontal emphasis. The building is currently not graded by Council but is under consideration for a B Grade heritage listing.

Together with the vertical nature of the tower and articulation of its facade, the two building forms create an interesting visual juxtaposition and composition of elements.

The strategy for heritage conservation and readaptation seeks to retain more than just the building's facade: other elements of building fabric such as existing slabs, openings and columns are retained. This along with the genesis of the tower's massing and form is illustrated in the diagram below:

Image courtesy of The Buchan Group</figcaption></figure>The proposal as such is composed of three elements: a lower podium comprising the existing building fabric, a tapered upper podium to a height of 40 metres setback 1.5 metres from the street, and the tower proper, setback a further five metres. Part of the rationale for an upper podium is to conceal the adjoining City Tempo building's nondescript facade.

The design has been influenced by a number of design devices. The use of robust materials, with a depth of character and texture, forms a main element.

The use of multiple tones of light grey, blue and green reflective glass reflect the city's fabric at upper levels. A hierarchy of solid masonry, and lightweight envelopes, reflect the diverse, and irregular grain of the streetscape and create picture windows framing the city's views from within each apartment.

Initial design advice offered by DELWP shows that in the proposals initial form it would struggle to gain support. Key issues identified include setbacks to the eastern and southern boundary, retention of more than the facade of the existing onsite building, how the existing building interacts with the new tower above, treatment to blank elevations and ground floor circulation. In this regard changes to the design seem certain.

On a wider note 183-189 A'Beckett Street forms one of AZX Group's stable of projects dotted around inner Melbourne. Also in their keep are two sites formerly held by Grocon on the CUB Carlton site, a 411sqm development site at 685 La Trobe Street and another in Villiers Street North Melbourne.

Riverina Footscray is in the formative stages of construction while a more modest development of 21 apartments is also on AZX Group's radar in Brighton.
