Not all apartment amenities are immediately visible.

Swimming pools, gyms, rooftop terraces and residents' lounges have long featured on buyers' wishlists, but as the way Australians live has changed, so too have the features that make apartment living more convenient.

Increasingly, buyers are placing value on the practical aspects of day-to-day life. Fast internet, EV charging, secure bike storage, flexible workspaces and parcel management are becoming just as relevant as lifestyle amenities, reflecting changing habits and expectations.

Online shopping has been one of the biggest drivers of that shift.

Australians spent a record $82.6 billion shopping online in 2025, with almost one in every four retail dollars now spent digitally, making parcel deliveries a routine part of everyday life rather than an occasional convenience.

For apartment residents, however, receiving those deliveries isn't always straightforward.

Without someone home to accept a parcel, deliveries can be redirected to a nearby Post Office, left in building foyers or common areas, or require building management to temporarily store packages. As apartment living continues to grow across Australia's cities, parcel management has become an increasingly important consideration for both residents and developers.

Australia Post's Parcel Locker network is one response to that shift.

Rather than relying on home delivery, eligible parcels can be directed to a nominated Parcel Locker, where they're securely stored until collected. Once a parcel arrives, residents receive a notification through the AusPost app or SMS and can retrieve it using a one-time code or QR code at a time that suits them.

The network has expanded to more than 1,500 locations nationwide, with Parcel Lockers positioned at Post Offices, shopping centres, supermarkets, transport hubs and, increasingly, within or alongside residential developments.

That growing presence reflects a broader change in how apartment buildings are being planned.

Developers are increasingly considering the operational side of apartment living alongside traditional lifestyle amenities. Just as secure mailrooms, bicycle storage and EV charging have become more common inclusions, parcel management is emerging as another feature that supports everyday convenience.

It also helps preserve the arrival experience within a building. Carefully designed lobbies and communal spaces can quickly become cluttered when deliveries accumulate, while secure parcel solutions reduce the likelihood of missed deliveries or parcels being left unattended.

For buyers comparing apartments, these everyday details are becoming part of the decision-making process.

Location, floorplans and finishes remain fundamental, but the features that simplify daily life are carrying greater weight than they once did. As online shopping continues to shape consumer behaviour, secure parcel delivery is increasingly becoming another amenity worth looking for.

Parcel delivery is joining the apartment amenity checklist

Inca Property Group has lodged a State Significant Development Application (SSDA) for Dawn, a 53-apartment oceanfront development overlooking Mona Vale Beach.

The proposal, at 35-39 Darley Street East, would replace an existing 18-apartment strata building with a new owner-occupier-focused development comprising 53 two and three-bedroom apartments, including nine affordable built-to-rent residences delivered under the State's infill affordable housing scheme.

Positioned on a 2,679 sqm elevated site around 280 metres from Mona Vale Beach, the development has been designed to maximise panoramic ocean views while responding to the site's sloping topography.

<a href="https://www.apartments.com.au/developers/inca-property-group">Inca Property Group</a> Managing Director Josh Thompson said the State Significant pathway provided greater certainty for projects of this scale.

"This State Significant pathway gives the team real certainty to progress <a href="https://www.apartments.com.au/new-apartments/dawn-35-39-darley-street-east-mona-vale-nsw-2103">Dawn</a> through to completion," Thompson said.

"It allows us to acquire a one-off site, design it carefully and deliver the right offering for the suburb, assessed by the NSW Government's planning department."

The project is one of the first developments in the area to be assessed under the NSW Government's Low and Mid-Rise Housing policy, with the site sitting on the edge of the policy's designated inner area.

The proposal includes three basement levels providing 124 car spaces, alongside a range of resident amenities including a swimming pool, gym, sauna, wellness facilities and private plunge pools for selected ground-floor and penthouse apartments.

Thompson said Dawn had been designed specifically for owner-occupiers and downsizers, a buyer profile that has driven demand across Inca's recent Upper North Shore developments.

"The majority of buyers in our recent North Shore projects have been downsizers, and we are learning exactly what this market is looking for. Beyond the location itself, we have included resort-style amenities to deliver a genuine lifestyle offering," Thompson said.

Located within walking distance of Mona Vale Beach, the town centre, Mona Vale Golf Club and the Royal Motor Yacht Club, Dawn represents Inca's first Northern Beaches project following the sell-out of Tara on Park in Waitara and Ellis Residences, currently under construction in St Ives.

Construction will be undertaken by Inca's in-house construction arm, GOP Constructions.

Dawn is the latest major apartment proposal for Mona Vale, with the suburb emerging as one of the key beneficiaries of the NSW Government's new Low and Mid-Rise Housing policy.

New developer One Living, led by industry veteran Joseph Scuderi, recently secured a site on Mona Vale Road, on the border of Mona Vale and Pymble, where it is planning around 140 apartments.

IPM is also planning its third project in Mona Vale, significantly increasing the scale of its previous developments with an 82-apartment proposal at <a href="https://www.apartments.com.au/new-apartments/159-167-darley-street-west-mona-vale-nsw-2103">159-167 Darley Street West</a>, opposite Bayview Golf Course and less than 800 metres from Mona Vale town centre.

Evidently the developer has other ideas, with the official media release making scant reference to the moniker, with "70 Southbank Boulevard" preferred.

The only reference made by World Class Land of Australia 108 in its extensive media release was the last line which read: "Its design has had a number of previous incarnations, with a 388 metre tower dubbed Australia 108 approved for the site in March 2013, but scaled back due to air safety regulations."

City Road has a desperate, almost morose look about it at street level during the best of times. Too many towers have far too little character with the podium-tower typology holding sway, and generally not executed overly well giving the precinct a generic look.

The above image smashes the City Road stereotype. Retained warehouse facade topped by a dynamic, layered podium that shrouds the car park levels perfectly. Retail at ground floor, the excellent 'green urban trellis' over the podium and extensive facilities for residents through the podium draws activity and interest closer to the street level which will go some way to giving an area devoid of character a point of interest.

And the tower above doesn't look half bad either.

70 Southbank Boulevard be thy name... for now

Somewhat reminiscent of <a href="/tag/super-tuesday" target="_blank">Super Tuesday</a> back in February, the Planning Minister, Matthew Guy, has approved another chunk of 2,000 apartments across three skyscrapers; however this time the total value weighs in at $830 million.

Australia 108 at 319 metres, 452 Elizabeth Street at 241 metres and 84-90 Queensbridge Street at 185 metres are now all approved.

Australia 108, originally proposed with a height of 388 metres and subsequently reduced owing to Federal aviation regulations, will have a jaw-dropping amount of apartments split across 1, 2 and 3 bed configurations - 1,105! A spokesperson for the Planning Minister confirmed to Apartments.com.au that the height of Australia 108 is at the ceiling for <a href="/news/flight-paths-and-tall-buildings-in-melbourne-explained" target="_blank">PANS-OPS</a> in that region of Southbank.

Australia 108 will be the city's first super-tall placing Melbourne in an elite global club of skyscraper cities. A 'super-tall' is <a href="http://www.ctbuh.org/TallBuildings/HeightStatistics/Criteria/tabid/446/language/en-US/Default.aspx" target="_blank">classified</a> as a building over 300 metres in height.

<a href="/architects/fraser-partners-0" target="_blank">Elenberg Fraser</a>-designed 452 Elizabeth Street joins a long line of approvals for Elizabeth Street in the CBD annex between La Trobe and Victoria Streets. <a href="/architects/rothelowman" target="_blank">Rothe </a><a href="http://www.rothelowman.com.au/" target="_blank">Lowman</a>-designed 84-90 Queensbridge Street is located on the corner of Kings Way and Queensbridge Street in Southbank and will yield 295 apartments.

<h2>New Connection to Melbourne Central Station</h2>

The planning application seeks to relocate the existing Melbourne Central Station entrance from La Trobe Street to the north east corner of the site which fronts Little La Trobe Street. In doing this, Basement level 2 retail exposure is maximised, acting as a new pedestrian thoroughfare which will join with Melbourne Central's lower ground food court and station entry. The food and drink options 224-252 La Trobe Street's Basement 2 will be arranged in a hawker market theme.

Urbis notes "the basement design is subject to further input from PTV to understand the proposal’s impact upon the existing rail network and any other considerations for public transport in this area."

<h2>Common People</h2>

Four separate communal facilities are proposed, which in total equates to a healthy 2.9 sqm of communal space per apartment. Level 8 carries the main recreational level which includes spa, cold pool, indoor and outdoor pools, yoga/pilates area, gym, internal/external daybeds, gym....and the list goes on. In addition to this recreational hub, communal areas are also located at ground level which are skewed toward visitors and those transiting ground level to access the relocated station entrance.

Whilst acting as a mid tower plant/services area, Level 54 is also described as a social hub facility with dual private dining areas, an expansive westerly-facing lounge and dual sky gardens included. At 257 metres above ground, the owners club covers level 83 and includes a cinema, private dining/lounge areas, library and fireplace, kitchen, pool table and card pods which resemble faux gambling tables.

<h2>Design Nous</h2>

The proposal essentially consists of two concave, U-shaped towers back to back. The highly articulated tower is described as "a unique, curvilinear design response utilising a cross-style layout with undulating setbacks to each site boundary... The cross-style layout limits wind impacts and facilitates angled view lines from apartments while also limiting overlooking opportunities to surrounding development."

The back to back format negates overlooking for the most whilst sections subject to a tight concave form are addressed with vertical fins, further enhancing privacy. Given the development's girth and sheer number of dwellings, it's impressive that all apartment habitable rooms will receive direct daylight and natural ventilation in this targeted 4 star Green Star rated proposal.

Elenberg Fraser has endeavoured to mitigate wind effects by way of the tower's sculptural form. "The building responds to the prevailing wind directions encouraging the wind to flow around the building rather than being directed to ground level, thus minimising the environmental wind effects at street level." Wind amelioration zones are also included through the design to minimise the effect of down drafts whilst wind tunnel testing determined open balcony distribution, maximising usability.

<h2>Author's Opinion</h2>

Whilst tall skyscrapers are becoming all the more common it's excessively rare that a skyscraper with such immense dimensions and unique silhouette has the ability to grace Melbourne's skyline. After too many years of viewing economically prudent, rectangular 'box' buildings expanding the city's skyline, its refreshing to see a proposal of this ilk for Melbourne - a true mould breaker such as Eureka Tower when initially proposed.

Whilst I'm well and truly ensconced in this development's corner, the clean cut nature of the podium which interacts with both La Trobe and Little La Trobe could be perceived by some as bare and incohesive with the existing streetscape, a potential cause for concern? Regardless Elenberg Fraser asserts the tower is "where Melbourne finds its destiny as an international south east Asian city" - an interesting notion!

The Answer > 224 - 252 La Trobe Street, Melbourne

News surfaced last week of another prime Southbank site slated for a major residential tower being snapped up by an Asian property firm intent on making an immediate impact in Melbourne. The Australian <a href="http://www.theaustralian.com.au/business/property/chinese-firms-18m-berth-at-southbank/story-fniz9vg9-1226831987691#">reported</a> that Chinese group Financial Fook has purchased 84-88 Queensbridge Street for $18 million via its new subsidiary Starryland Melbourne.

While Starryland may be in its formative stages, parent company Financial Fook have pounced on the site and The Australian suggests they may also be running the ruler over a nearby site at 25 Queensbridge Street, which holds a planning permit for a 71 level, 586 apartment tower.

The subject of today's article however was submitted for consideration to DTPLI during December by <a href="http://www.contour.net.au/">Contour Consultants</a> on behalf of then site owners Shriar Nominees Pty Ltd and D&amp;L Harris Investment Pty Ltd.

Rothe Lowman state "The proposed development will make a major contribution to the surrounding public realm and will be defined by high-quality architecture. The contemporary architectural expression will create a beneficial bookend to Queensbridge Street and provide a natural Gateway to and from the City when experienced from Kings Way overpass."

The above assertion may have credence, yet when viewed with the <a href="/buildings/bella-248-city-road-southbank">Verge</a> and <a href="/buildings/home-southbank-256-260-city-road-southbank">256 City Road</a> combination on the opposite flank of Kings Way, the proposal gains a new dimension. Laurence Dragomir has produced a render visualising what the area surrounding Kings Way may resemble in a few years time, as seen below.

In addition to being a bookend to towers situated closer to the Yarra, it seems 84-88 Queensbridge Street coupled with 256 City Road would act more as a twin gateway to Southbank for those heading in a northerly direction, owing the the fact they're the tallest structures in the immediate area and of a similar height.

Broken by black bands, two fractal elements protruding from the podium represent a 151 sqm commercial space and 108 sqm gym, activating what for the most is an above ground car park.

Included within the podium are 108 car parking spaces and 92 bicycle bays while the podium top sees a green common area and dining hall. Thereafter the slender tower hosts 295 apartments with options slated to include 1 Bed/1 Bath, 2 Bed/1 Bath and 2 Bed/2 Bath layouts. Generally each level will carry six dwellings with apartments sizes ranging between 50 sqm and 75 sqm.

Breaking the tower's form at level 42 is a recessed floor plate which features a mix of apartments and residential amenity, chief of which is a 23-seat cinema room which when not in use acts as a viewing deck with sweeping views toward the CBD.

Delivering the requisite apartment amenity, responding effectively to the urban context and ensuring an inherently efficient solution are all resolved through a carefully considered and orchestrated tower plan.

The architectural expression in turn translates the plan into a beautifully elegant, timeless building. At the grandest scale the building is designed to fulfil its role as an important addition to the city yet on approach the building reveals a fine scale and level of detail appropriate to its use as a residential building." Basically it's an articulated, visually pleasing building.

What will be of interest is the speed at which the project will advance to sales, assuming the tower receives approval. Fellow Asian developers have wasted no time in marketing their projects, with the <a href="http://marcomelbourne.com.au/#header">Marco Melbourne</a> project close to 84-88 Queensbridge Street a prime example. Expectations are that upon approval 84-88 Queensbridge Street will join the throng of residential towers seeking their place on the skyline.

What the Fook: 84-88 Queensbridge Street, Southbank

Many readers would recall an article published early December titled '<a href="/news/are-200-metre-residential-towers-the-new-norm-for-melbourne" target="_blank">Are 200m residential towers the new norm for Melbourne?</a>' in which Apartments.com.au touched upon fourteen towers aiming to take their place in the city's burgeoning skyline.  From planning assessment to construction fourteen is a sizeable number, yet such is the dynamic state of Melbourne's apartment market coupled with the willingness of Asian-backed developers, Apartments.com.au can today unveil further proposals that would have a profound presence on Melbourne's silhouette if realised.

<a href="http://www.metier3.com.au/" target="_blank">Metier 3</a> architects design generally atypical buildings and 25-35 Power Street Southbank is no exception.  The firms first large-scale design will see the now vacant block transformed into a unique Melbourne built form landmark.  With a concave form accentuated by a swept wing facing Power Street, the 70 storey, 274 metre mixed-use complex has been conceived for recent site purchaser Freshwater No 6 Pty Ltd.

Another behemoth is also seeking approval with <a href="http://www.axfproperty.com.au/" target="_blank">AXF Group</a> championing the redevelopment of their plot at 180 Russell Street, seen below right.  Seeking to replace the 1965 Total Car Park complex, <a href="http://buchan.com.au/" target="_blank">Buchan Group</a> architects have created a shimmering 70 level, 271 metre mixed-use complex.  With impressive street frontages and a chameleon-like facade this development may encounter opposition from heritage groups expecting the retention of the existing Japanese Burtalist-style complex, which <a href="http://www.melbourne.vic.gov.au/BuildingandPlanning/Planning/heritageplanning/Pages/iHeritagesearchresults.aspx?heritageid=1829" target="_blank">carries a B grading in terms of heritage</a> according to Melbourne City council.

No article could be written at the moment without the presence of <a href="http://elenbergfraser.com/">Elenberg Fraser</a>, with three additional entries complementing their existing 200 metre + designs &gt; <a href="/new-apartments/150-queen-street-melbourne">Tower Melbourne</a>, <a href="/news">Victoria Tower</a> and <a href="/buildings/eq-tower-127-abeckett-street-melbourne" target="_blank">127-141 A'Beckett Street</a>.  

Below left is the current version of 450 Elizabeth Street which at 61 levels and 197 metres is now subject to a revised planning application which would boost the floor count to 67 levels and height comfortably beyond 200 metres.  The jungle drums say site owner Sixth Grange Pty Ltd has formed a joint venture with an Asian-backed developer currently active within Melbourne's CBD and that a sales campaign will commence within months.

Inset sees the only image currently available of 250 La Trobe Street, directly opposite Melbourne Central.  The 50 and 78 level tower at approximately 250 metres in height is set to feature 500 plus residential apartments in a star shaped complex with opulent finishes. According to Elenberg Fraser principal Callum Fraser, “This development will offer one of the most generous provision of communal facilities to the residents and this will set the project apart from the rest in the market.” 

Last but not least is Elenberg Fraser's revised scheme for 380 Lonsdale Street. At the behest of bullish Singaporean developer Hiap Hoe, Elenberg Fraser have delivered a 50 and 60 level mixed-use complex with the taller northern tower nigh on if not over the 200 metre mark.  With Aloft Hotels waiting in the wings to operate the hotel component, 380 Lonsdale like the previous two is looking for a 2014 public sales launch.

So, a Melbourne Cup-sized field of 200 metre plus residential towers looms on Melbourne's horizon.

As outlined in December's piece, Asian developers operate beyond the stringent conditions that local developers face in financing their projects.  Additionally the majority of Asian developers are generally robust, well established, well financed property development firms overseas prior to inserting themselves in the local market.

Consequently the likelihood of most of the now 19 proposals of 200 metres or more coming to fruition is quite high.  With this in mind it's plausible to suggest this is a watershed time for Melbourne.  The size, character and feel of Melbourne will change markedly, along with its skyline, most likely triggering debate once the scope and size of these proposal in their entirety are realised by the wider public - although this is a topic for another day.

New proposals seek to join the 200m club

Drawing parallels to Monty Python's character The Black Knight, it seems some developments just don't know how to give up. 57-61 City Road fits the bill as the developer is seeking altered planning approval once more, after first surfacing during 2010.

Following a drawn out approvals process in which Melbourne City Council ultimately rejected the tower in its presented form, the proponents of the time took the application to VCAT for a more palatable outcome. Consequently at the behest of VCAT, an order was issued to Melbourne City Council mandating approval for the intended tower during April 2011.

As is generally the way with first time developers, the site was listed for sale thereafter with a reported asking price of near $12 million for site and endorsed plans.

Currently Artisan Architects website carries the following description of 57-61 City Road:

The design of this new 37 level building of 246 Apartments and 110 car spaces was inspired by its context and its intended users. The building presents itself as a series of “boxes of technology”, giving this striking tower a unique presence in its urban context. Along with many ESD initiatives, the planning of this new tower also takes advantage of its long vista back to the Yarra River and Flinders Street Station.

Artisan Architects along with client Tapil Pty Ltd submitted the revised planning documents late 2013, which essentially carries the same design externally, yet with a number of changes to the podium's internal configuration. Chief amongst these is the deletion of traditional ramped car parking access in favour of a dual car lift system. Consequently the improved access now sees 115 car parks included with access via Fawkner Street, nestled behind City Road.

The revised scheme still expects a yield of 246 apartments, split equally between one and two bedroom apartments. Office space of 120 square metres is also included within the podium while a total of 210 square metres of retail space is spread over the ground floor.

<h2>Key design initatives</h2>

As with most contemporary residential planning applications, sustainability initiatives play an ever increasing role in project viability/marketability/livability etc. Key design initiatives included within 57-61 City Road as outlined by engineering consultancy firm <a href="http://www.adpconsulting.com.au/">ADP Consulting</a> include:

<li>An average apartment energy rating of at least 6.0 stars for the development</li>
	<li>Natural ventilation to all apartments</li>
	<li>2 kW solar photovoltaic system</li>
	<li>Car park ventilation controlled by CO sensors</li>
	<li>High levels of daylight to all living and bedroom areas</li>
	<li>Central solar gas-boosted hot water system delivering 25% annual hot water contribution</li>
	<li>A 20,000 litre rainwater tank for toilet flushing and irrigation</li>

An active 57-61 City Road application means it joins a cluster of high-rise residential towers designed by Artisan Architects which have yet to come to fruition, including 10 in Fishermans Bend alone!

Granted those Fishermans Bend towers like all others in the designated Urban Renewal Area have yet to receive approval (owing to a pending release of a final masterplan) but nonetheless a number of other high-rise projects in areas such as South Melbourne and Footscray have yet to reach construction for a variety of reasons.

No doubt Artisan Architects would dearly like to see at least one if not more of the above projects realised in a style of architecture that is certainly their own. One could surmise it would be reward for toil given the expanding body of work credited to the architecture firm.

And if 57-61 City Road is not realised? 'Tis but a scratch' according to The Black Knight, for perseverance surely pays... or does it?

57-61 City Road resubmitted and revisited

So long considered the 'derriere' of Melbourne, Frankston is quietly going about the process of regeneration and reinvigoration as a host of new developments eye off the Bayside locale. Far from the gaze of mainstream CBD developers and media for that matter, Frankston in the eyes of many has yet to shrug the 'Bayside Bogan' tag; and somewhat unfairly many would argue!

Under the guise of the <a href="http://www.dpcd.vic.gov.au/planning/plansandpolicies/centralactivitiesareas/frankston" target="_blank">Frankston Activities Area</a>, the renewal of the area's city centre is central to facilitating <q>Changes to land uses, building size and design and public spaces, and inform the location and types of housing, businesses, community facilities, transport and infrastructure that people want to see in Frankston.</q> Although the process of determining a suitable Structure Plan is continuing, a number of projects over all stages are in the pipeline, with the regeneration of the Peninsula Centre a development beachhead.

<h2>377 Nepean Highway</h2>

Fake palm trees aside, <a href="http://www.asianpacificgroup.com.au/" target="_blank">Asian Pacific Group</a>'s regeneration of the infamous Peninsula Centre seems to have acted as a catalyst of sorts for further development in Frankston. Derided by many, including Barry Humphries as <q>The worst building in Australia</q> once upon a time, the complex reopened during 2013 as a Quest franchise and is formally known as Peninsula on the Bay. The 10 level structure that was near inexplicably tied to Frankston's negative connotation now lives on as a residential, commercial and retail hub, drawing people into the Frankston CBD.

<h2>10-12 Davey Street</h2>

Currently at sales, Airio Frankston according to Property Subdivisions was <q>Prepared by <a href="http://www.dentoncorkermarshall.com/">Denton Corker Marshall</a> Architects, for a multi storey mixed use development comprising a café and health club at ground level, 89 residential apartments within floors 1 -13 and associated basement car parking. The development adopts a contemporary form with a key design philosophy to incorporate a ‘floating’ element above the ground level podium in response to the existing buildings that are subject to a Heritage Overlay (HO49), whilst the levels above are designed to maximise premium views towards the bay and the central Melbourne city skyline to the north west and views towards the bay and Port Phillip Heads to the south west. At ground level the public realm is activated via the introduction of a café within 10 Davey Street and associated alfresco terrace, whilst a health club is proposed within 12 Davey Street.</q>

<h2>73 Wells Street</h2>

Fronting Kananook Creek, Probuild has commenced construction on South East Water's new headquarters. Designed by <a href="http://www.donovanhill.com.au/" target="_blank">BVN Donovan Hill</a>, the complex will eventually accommodate 700 South East Water employees currently worked across three sites in Heatherton, Lynbrook and Dandenong South. At the time Water Minister Peter Walsh was quoted as saying <q>The consolidation, which had been in planning for 18 months, would also provide a boost to the Frankston economy... Frankston was chosen as the most appropriate site for South East Water's head office because it is the most central location for their business, which services Melbourne's south-east suburbs, Pakenham, Bunyip and the Mornington Peninsula.</q>

<h2>16 Clyde Street</h2>

An upcoming ten level residential complex of 177 apartments, the development if built will activate Clyde Street between Balmoral Street and Station Street whilst providing additional serviced apartments to Frankston's CBD. <a href="http://www.designconsortia.com.au/" target="_blank">Design Consortia Australia</a> describe the project as being <q>Adjacent to the food court entry at Bayside Shopping Centre, this is an island site fronting a paved pedestrian mall. Designed as a serviced apartment development of 125 apartments of 1 and 2-Bedroom apartments in the lower levels, it also comprises 52 upper level 2 and 3-Bedroom apartments which capture the panoramic bayside views offered by the location.</q>

<h2>451-455 Nepean Highway</h2>

The work of Singaporean architecture firm <a href="http://www.k2ld.com/">K2Ld</a>, 451-455 Nepean Highway is the tallest and most interesting of all potential developments for Frankston. The 18 level complex is defined by a bust of Rodin's The Thinker - an interesting, unique activation of podium space and in somewhat of an oddity the original Thinker. <q>When conceived in 1880 in its original size (approx. 70 cm) as the crowning element of The Gates of Hell</q> according to Museum Rodin... and some would say how appropriate for Frankson no doubt. Not yet a planning application, a design of this quality would do wonders for Frankston.

<h2>1 Balmoral Street</h2>

Not every upcoming Frankston project is of a large scale, with a likely redevelopment of 1 Balmoral Street in the offing. Whether it eventuates or not, a redevelopment demonstrates that equally important to new buildings breathing life into the city centre is the regeneration of existing stock.

<h2>444 Nepean Highway</h2>

Quoting <a href="http://www.doigarchitecture.com.au/" target="_blank">Doig Architecture</a>, <q>Located on Nepean Highway and overlooking the Kananook Creek and Port Phillip Bay, this site offered an exceptional opportunity to raise the quality of apartments on offer in the city. The design envisaged a mixed use complex providing three tower forms above a four level podium. A new urban courtyard links Nepean Highway to the Kananook Creek precinct and provides an address for Retail, Commercial Office and Apartment entries. The full complement of 300 apartments in 1 and 2 bedroom formats would be delivered in stages, over the podium which offers 4,000sqm of retail and commercial office space. Parking provisions for 350 cars is provided in basements beneath the Nepean Highway level.</q>

Unfortunately no crystal ball exists as to if and when these projects will be delivered but it seems that Frankston won't miss out on the consolidated, higher density and vertical way of living that is now prevalent throughout City of Melbourne and surrounds. In coming days Apartments.com.au <a href="/news/planning-application-446-450-nepean-highway-frankston">will look at a current planning application</a> that will further augment Frankston City into a high-rise enclave.

Is this Frankston's time to shine?

The Planning Minister, Matthew Guy, has given approval to 54-56 Clarke Street, Southbank.

<a href="/new-apartments/elysium-54-clarke-street-southbank" target="_blank">54-56 Clarke Street</a>, designed by <a href="http://b-k-k.com.au/" target="_blank">BKK</a>, will rise 240 metres above its peers, standing third tallest on Southbank (which could be shifted to forth tallest should <a href="/news/planning-application-1-23-queensbridge-street-southbank" target="_blank">1-23 Queensbridge Street</a> be built).  

Thanks to its slender profile, the building will only yield 256 apartments over 73 levels and the architects have managed to squeeze a café at ground level.  

Much of the talk in the mainstream press has revolved around the building's height however we at Apartments.com.au would like to draw attention to another important aspect of the building: its interaction with us, the passer-by on the street.

54-56 Clarke Street Southbank Approved

There is indeed a certain measure of prestige or stature when a tower of any description reaches 200 metres or above in height. Physically inconsequential yet impressive within the psyche, tall towers evoke a sense of grandeur. To that end Melbourne had up until this year six towers that measured to roof (not concerning ourselves with pesky spires) 200 metres or more in height. Impressive yes but only a shadow of what is in store for this fair city. Compiled below is a list of current 200 metre plus towers that intend to make their mark on the Melbourne skyline.

While there is a solitary office tower approved at <a href="/news/272-queen-street-in-depth" target="_blank">272 Queen Street</a>, from planning to currently under construction there are a staggering 14 residential skyscrapers of 200 metres or more in the pipeline. Add the initial information available on a number of other sites and that number may swell to a staggering 19. How is this remarkable number possible? It's essentially a combination of the continuing shift toward apartment living coupled with a booming population, amended planning policy/decision making and in part the constant flow of Asian property developers into the local market; all of which culminate to produce the 200 metre plus towers highlighted below.

<h2>Additional towers on the horizon</h2>

Only last week Malaysian-based property conglomerate UEM Sunrise announced Elenberg Fraser as the winner of an architecture design competition for the prized 224-252 LaTrobe St site, currently a multi level car park. Yet to be lodged with state government body DTPLI for approval, the star-shaped tower is expected to reach 78 levels, equating to roughly a 250 metre tower directly opposite Melbourne Central. With over 500 residential apartments, the tower is slated to commence its sales campaign during 2014 according to Malaysian property website propertyguru.com.my.

Not content with Tower Melbourne, Singapore-backed CEL Australia are in the process of creating another substantial tower on the portion of the former CUB site on Victoria Street which they purchased earlier this year from Grocon. Having used Elenberg Fraser for their two previous Melbourne projects, it's a fair assumption the architecture firm will be employed again. Documents within another planning application currently before DTPLI indicate Elenberg Fraser are creating a 66 level, 226 metre residential complex as one of two expected towers for the site.

Elsewhere Singaporean firm Hiap Hoe has also enlisted Elenberg Fraser to create a scheme for their recently acquired site at 380 Lonsdale Street, also a multi level car park. With towers of up to 60 levels anticipated this development may also nudge the 200 metre threshold, bringing considerable bulk to the CBD centre in the process. Expectations are also high with a Singaporean developer securing 38 Freshwater Place after Australand recently divested itself of the prime Southbank site. The recent sales campaign called for a minimum 70 level (equating to 210m) tower with in excess of 640 apartments possible. Another to watch for in the medium term is AXF Group's planned 60 plus level tower at Total House on Russell Street, creating a gateway to China Town.

There are of course additional projects not yet in the public eye.

<h2>The Asian influence</h2>

Many articles have been written of late via mainstream media covering the surge of Asian based property outfits into the Melbourne market. Seven towers listed above are backed by Asian developers, swelling by potentially another five if you count those on the horizon. Apartments.com.au won't delve into the mechanics of this new wave of investment yet certain factors are worth mentioning.

The majority of these Asian developers proposing 200 metre plus developments within Melbourne are well established within their domestic markets, covering a number of countries within Asia. As such each have an established yet diversified customer base which are currently very willing to purchase offshore properties due to a number of factors such as prohibitive domestic ownership and long term investment horizons. Also worth considering are the differing sources and methods in which these firms can source funding for their Melbourne projects; generally sourced within Asia, lending criteria are not as stringent as in Australia.

Add a wealth of experience with overseas developments and the assertion is that many if not all major towers proposed by Asian developers will proceed as they are essentially independent of both Australian sales and Australian capital in order to proceed. This is of course a luxury most Australian-based property developers do not hold.

<h2>Local architects lead the way</h2>

Whether it be geographic isolation or domestic expertise, all the architects chosen to design Melbourne's growing crop of 200 metre plus towers are Australian firms, with only Cottee Parker based outside of Melbourne. Considering the mass of overseas work on the books for many Melbourne and Australian architecture firms, particularly into China, it's a safe assumption that local firms were chosen due to the high quality of their works and excellent local knowledge of what can and cannot be achieved in the environment in which they operate.

All towers for the most carry glazed curtain walls and are externally aesthetically pleasant. Offering my opinion 127 A'Beckett Street by Elenberg Fraser and 54 Clarke Street via BKK Architects are true imperious designs that would slot into any skyline worldwide. Defined by their transitional yet flowing lines and these two scions of Melbourne's development landscape will be well worth the wait.

<h2>Finding a balance</h2>

Are 200 metre towers the new norm for Melbourne? Arguments could be made either way with a myriad of factors such as vacancy rates, investor expectations, overseas student numbers, domestic and international economic conditions, capital lending criteria, population growth and government policy all playing their part.

Clearly a trend is appearing though and for those out there who correlate a city's success and grandeur to the height and breadth of its skyline, a golden era is in store for Melbourne.

Are 200 metre residential towers the new norm for Melbourne?

Apologies to Fry, but we just couldn't resist taking a bite at this topic. If you didn't read The Age on Saturday (5/10/13), you should peruse <a href="http://www.theage.com.au/comment/apartment-towers-are-killing-the-worlds-most-livable-city-20131004-2uzs8">this piece</a> titled 'Apartment towers are killing the world's most livable city.' Call it part sensationalism, part truth, part fluff... but mostly ridiculous!

Upon reading the piece, imagine now the words "apartment towers" in the headline were actually sprawl-belt development or urban fringe development. Sorry, I forgot demonising the suburban establishment is taboo in certain circles and apartment living is the devil incarnate. Quite seriously, apartment living can have its negative aspects, some of which have been touched on within The Age Associate Editor's piece, yet what viable alternative is there? Have the masses live on Melbourne's fringes with its intrinsic lack of urban amenity, public transport, long distance to jobs, inadequate services and mounting social issues? It's all good and well to pot apartment living as part of an ongoing agenda but in doing so provide a viable, efficient and responsible alternative otherwise, well, its just a load of repetitive crap!

Notwithstanding the claim "world's most liveable city" is a load of gumpf bestowed upon us by an offshore economics magazine and perpetuated by local mainstream media and the odd politician looking for a soundbite, it was a curious headline &amp; opinion piece overall given the historic move to have the City of Melbourne, City of Port Phillip and Spring Street cooperate, and (what we can only imagine) sing kumbaya, then produce and release the Fishermans Bend draft vision (<a href="http://www.theage.com.au/victoria/train-stations-treelined-boulevards-mooted-for-fishermans-bend-20130916-2ttux">reported by The Age</a> as well). A draft vision with apartment living at its heart.

The two previously mentioned councils are the stakeholders feeling the most pressure regarding Fishermans Bend where the Capital City Zone overlay sees planning applications automatically lodged at 1 Spring Street rather than Council House 2 or the St. Kilda Town Hall. For the best part of a decade the near bipolar stance in terms of ethos and development of these two councils and Spring Street has been a major source of friction and until now their discontent and bickering has been played out through the media.

These three entities, for all intents and purposes, were happy to put their logos on the same <a href="http://www.portphillip.vic.gov.au/Draft_Vision.pdf">Fishermans Bend Draft vision document</a> where the so-called liveable city-killing apartment towers are very much a part of the draft vision within the Urban Renewal Area - surely all three can't be wrong?

As for the assertion of placing a moratorium on all current planning applications, well yes lets put the brakes on a positive, jobs producing aspect of the local economy which by the by is now a driver of foreign investment into Melbourne.
