<p>Are mortgage holders set to get a reprieve from the RBA in 2026?</p>

<p>Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.</p>

<p>NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.</p>

<p>“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.</p>

<p>"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.</p>

<p>Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.</p>

<p>“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”</p>

<p>Dr Auld said inflation risks and labour market outcomes would be important to watch.</p>

<p>“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”</p>

<p>She said tighter financial conditions are expected to weigh on housing and activity.</p>

<p>“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”</p>

<p>Fresh from launching the first stage of its Wollongong precinct, <a href="https://www.apartments.com.au/new-apartments/keira-place-wollongong-120-122-smith-street-wollongong-nsw-2500">Keira Place</a>, builder-developer Urban Property Group has unveiled plans for the next phase of the masterplanned community.</p>

<p>Now on public exhibition through the NSW Government's Housing Delivery Authority pathway is a State Significant Development Application for a further 657 homes on the prominent gateway site opposite Beaton Park.</p>

<p>The proposal comprises three buildings, including two build-to-sell towers rising 25 and 30 storeys, delivering 391 apartments, alongside a 12-storey co-living building with 266 residences, making it one of the largest co-living proposals currently planned in regional New South Wales.</p>

<p>Of the apartments proposed in the build-to-sell towers, the majority, 310, are two-bedroom dwellings. The balance comprises 44 one-bedroom apartments and 37 three-bedroom residences. Apartment sizes range from around 50 sqm for one-bedroom homes to approximately 90 sqm for three-bedroom apartments.</p>

<p>The final scheme has been designed to align with the emerging vision for the Flinders Street Precinct, an area identified by Council as a future high-density mixed-use neighbourhood capable of accommodating substantial housing growth close to transport, employment and community infrastructure.</p>

<p>According to the design report prepared by COX Architecture, the development aims to "deliver a built outcome consistent with the future character of the Wollongong CBD while responding to the site's unique constraints and opportunities."</p>

<p>"Our vision for the next phase of the site evolution in Wollongong is grounded in three design pillars that guide the design response: place, natural environment and celebration," COX said.</p>

<p>"Inspired by its surroundings and grounded in the stories of place on Wodi Wodi Country, the design proposal acknowledges the established character of its setting while creating a unique and timeless identity that sits harmoniously within it.</p>

<p>"The design proposal responds to its specific site conditions, acknowledging the vegetation, climate, wind conditions and solar access of the site."</p>

<p>The architecture responds directly to the site's position between Wollongong's urban core and its natural landscape setting.</p>

<p>COX identified views towards Mount Keira and the Illawarra Escarpment as defining features of the site, while the upper levels of the towers will also capture expansive views across the city and out to the Pacific Ocean.</p>

<p>The design team has positioned the tallest buildings closer to the rail corridor, where overshadowing impacts can be better managed while establishing a landmark built form on the northern approach into the city.</p>

Expats cashed up and ready to buy this summer

<p class="BodyCopy">The Brisbane property market, in terms of public perceptions, is a victim of the way research companies and media choose to portray price growth.</p>
<p class="BodyCopy">It’s a stronger market than the published numbers suggest. Sales activity is generally buoyant and there are suburban precincts with growth markets right across the Brisbane metropolitan area.</p>
<p class="BodyCopy">But the various research firms publish a single figure to describe house price growth across an entire metropolitan area - and that’s what media reports. In the past year, the single figure published for Brisbane suggests only moderate growth, much lower than Sydney or Melbourne. It’s caused some talking-head pontificators to declare that “there’s nothing happening in the Brisbane market”.</p>
<p class="BodyCopy">But individual parts of the Brisbane metropolitan area have performed better than the reported research suggests. Over the past 2-3 years, various precincts have recorded double-digit annual growth in median prices - but the growth has not been felt across the board, so the overall Brisbane growth figures have been quite small.</p>
<p class="BodyCopy">Hotspotting analysis of sales activity shows that the Brisbane metro area is one of the most active capital city markets in Australia and I expect good price growth in specific areas in 2017.</p>
<p class="BodyCopy">Brisbane has greater buoyancy in its markets than do Sydney and Melbourne, where sales activity fell markedly in 2016. But media continues to report distorted figures for price growth and auction clearance rates in the bigger cities, especially for Sydney, creating a misleading impression.</p>
<p class="BodyCopy">The notion that Sydney house prices are still growing at an annual rate of almost 20 percent is ludicrous but various media outlets keep stating it as fact, because one popular source says it’s so. Domain chief economist Andrew Wilson, on the hand, says comparing all Sydney sales in 2016 with all sales in 2015 gives an annual growth rate of just 4.4 percent, while the latest figure from the ABS is 3.3 percent and the Real Estate Institute of Australia says 3.4 percent.</p>
<p class="BodyCopy">Meanwhile, Brisbane chugs along, largely under the radar of national media – but not property investors who are smart enough to do their own research. A recent national survey found that Brisbane is the No.1 choice for property investors who plan to buy in 2017. Cheaper prices and much higher rental yields, compared to the two biggest cities, are strong attractions for nationally-focused investors.</p>
<p class="BodyCopy">Having just completed my latest analysis of sales data, I can confirm that the leading precinct for market activity is the Moreton Bay Region in Brisbane’s far north, where affordability, infrastructure and proximity to jobs nodes are key factors.</p>
<p class="BodyCopy">The Redcliffe Peninsula, which is part of the Moreton Bay Region LGA, has received particular impetus from the completion of the Moreton Bay Rail Link, a long-awaited piece of transport infrastructure. Some of the Peninsula suburbs have recorded double-digit growth in their median house prices in the past 12 months.</p>
<p class="BodyCopy">But while the Moreton Bay LGA leads, there is growth to be found in almost every segment of the Brisbane market. Some of the middle-market precincts both northside and southside, which appeared to have faded somewhat in 2016, have revitalised and there are numerous areas with growth momentum.</p>
<p class="BodyCopy">Logan City, the mirror image of Moreton Bay in the south of the Greater Brisbane Area, has been a market leader in the past two years. It appears to have faded a little but still has growth precincts and will continue to attract home-buyers and investors because of its cheap housing, excellent transport links and generally strong infrastructure.</p>
<p class="BodyCopy">Ipswich City, the south-western precinct with similar qualities to Logan City, is also rising and many suburbs are now delivering good price growth.</p>
<p class="BodyCopy">Redland Bay, which encompasses the bayside suburbs in Brisbane’s far east, is also now producing rising sales activity. It attracts buyers because of its affordable bayside lifestyle. It is increasingly emerging as an area of economic development and has good proximity to the Port of Brisbane and to Brisbane Airport, where there are major employment nodes.</p>
<p class="BodyCopy">Investors should continue to avoid the inner-city apartment markets. The CBD and near-city suburbs all have vacancy rates in the 5-7% range and these will increase as new high-rise projects are completed. Median apartment prices and median rentals are falling.</p>
<p class="BodyCopy">The latest Market Monitor from the REIQ shows that median apartment prices fell in all the inner-city markets last year including the CBD (down 4 percent), South Brisbane (down 7 percent), Fortitude Valley (down 5 percent), West End (down 5 percent) and Woolloongabba (down 7 percent).</p>
<p>There are also suburban precincts, particularly in the middle-ring areas, with above-average vacancies too, thanks to over-building of small-to-medium developments of units and townhouses.</p>
<p>But those cautions aside, the Brisbane metro area is a place of busy markets where growth will be found by investors in 2017. It presents as a good hunting ground for those disillusioned by the high prices in Sydney and parts of Melbourne.</p>

Brisbane property market stronger than numbers suggest: Terry Ryder

<p>Pinned to the wall beside my computer is a report I wrote in June 2015 entitled “Top 20 worst predictions about Australian property markets”.</p>
<p>It contains a stunning line-up of doomed forecasts from the previous six or seven years about our property markets. They all have two things in common: they all predicted massive price decline, and none of them was correct.</p>
<p>But they’re still out there and media never tires of them. Forecasts of price collapse are a dime a dozen in mainstream media. </p>
<p>In many cases, I suspect, the forecasters don’t really believe their own statements. The objective is to generate publicity, truth notwithstanding. Apart from anything else, no one (apart from me) ever checks to see how the forecasts of the past have turned out, so the fallout for false prophets is zero.</p>
<p>So if American spruiker Harry S Dent pops up in Australia next year and predicts a 50 percent collapse in property values, he’ll get masses of free publicity for his seminar tour or book launch, despite having made that prediction twice before (in 2011 and 2014) and been proven wrong by subsequent events.</p>
<p>Predictions of real estate Armageddon in Australia have become common. One of the most recent was widely reported around Australia in early September. This headline appeared in <em>The Australian</em>: “Australia six weeks from a housing collapse, US report warns.” Time is well and truly up on that forecast and we do not appear to have a housing collapse.</p>
<p>The Washington-based International Strategic Studies Association said: “We estimate that Australia has about six weeks or so to turn this situation around, otherwise there would be a massive hit on property valuations and the building trades.”</p>
<p>Its president delivered quite a rant on the subject. You have to wonder why serious newspapers would report such nonsense, particularly given the failure of other similar predictions since the start of the century.</p>
<p>Here’s another example: in October 2015 the <em>Sydney Morning Herald</em> made a huge front-page splash with this headline: “7.5 percent - house prices tipped to slump.” The 7.5 percent was in huge type and dominated the page.</p>
<p>The article said “Australian house prices” would fall 7.5 percent in 2016 and the decline risked causing a recession. It quoted reports from several investment banks – Macquarie, Credit Suisse and Bank of America Merrill Lynch – which all made dire forecasts.</p>
<p>One said property investment in Australia was “riskier than the equity market”, especially in Sydney. Another said the RBA would be forced to lift interest rates in 2016 to tackle high inflation. How wrong did they get that?</p>
<p>When will media ever learn that economists are not real estate specialists and seldom get it right when they drift outside their comfort zones (getting it wrong on the economy) and delve into property prognostication? They regard Australia as a single property market and their understanding of the different market dynamics around Australia could be written on the back of a postage stamp – in crayon.</p>
<p>Other media outlets made big of the same material. The <em>news.com.au</em> website ran this headline: “Five months until property bubble bursts”. The article began: “FIVE months. That’s how long before house prices start to fall, according to the latest major investment bank to call the peak in Australia’s housing cycle. ‘Credit growth, auction clearance rates, house prices, settlement volumes and the dollar value of settlements are all showing signs of slowing, albeit from lofty levels,’ analysts from investment bank Macquarie said in a note today, <em>The Australian</em> reports.”</p>
<p class="Body">In November last year the <em>Australian Financial Review</em> ran a major article based on the forecasts of ANZ economists, who predicted that Australian house prices would fall in 2016 by “less than 10 percent”. There, again, we had that fatal formula for failed forecasts: economists, a perspective that Australia is a single market and a gloomy outlook based on a misreading of the signals.</p>
<p class="Body">Around the same time, the clown prince of failed forecasting Professor Steve Keen was at it again, still predicting a property crash – as he famously did in 2008 and every year since – and once gain getting it wrong.</p>
<p class="Body">Also around the same time, <em>Smart Property Investment</em> ran this headline: “Outer suburb markets could halve in value”, referring to the outer ring suburbs of Sydney. A year later, it’s pretty clear than suburban values have not dropped 50 percent.</p>
<p class="Body">In January this year the same magazine reported more dodgy predictions from economists under the headline “Investors warned about looming price declines”. Leading that particular charge was the man with worst record of all in real estate forecasting, AMP Capital chief economist Shane Oliver.</p>
<p class="Body">Oliver is probably the only guy who has made negative forecasts about housing prices than Steve Keen, and with an equivalent track record of success. It was Oliver who famously declared in 2005 that there would be no growth in Australian property prices any time in the next 10 years. Oh dear.</p>
<p class="Body">He’s made many similar statements over the years, with the same level of success. But he was back for more in January this year, stating that the Sydney market had become so stretched that prices were likely to fall. </p>
<p class="Body">Also mentioned in that SPI article was Fitch Ratings, which claimed that “house price growth is set to decline significantly in 2016, with the possibility of entering negative territory …”</p>
<p>According to Fitch Ratings Australia managing director Ben McCarthy, the downturn would be caused by “reduced demand in Sydney and Melbourne as population growth declines and the market reaches limits of affordability and investor demand and interest recedes".</p>
<p>If there’s a group that has even less success at calling property market outcomes than bank economists, it’s the ratings agencies whose track record is just dismal – and whose motivations are particularly shallow.</p>

Forecasts of housing price collapse are a dime a dozen

<p>SQM Research posted its listings figures which suggested "ongoing strength" in the housing market. </p>
<p>Listings were somewhat higher in the month in Brisbane and Sydney (though miles below the peak of around 44,000 in the case Sydney). </p>
<p>Melbourne's market continues a multi-year trend of tightening since 2012, while Hobart arguably has the tightest market of all of the capital cities.  </p>

Listings suggest ongoing strength: Pete Wargent

<p class="BodyCopy">No one needs to do more about housing affordability than the NSW State Government. Sadly, no one is doing less.</p>
<p class="BodyCopy">The Victoria State Government has made an encouraging start to tackling some of the issues in Melbourne. The Northern Territory Government is doing plenty to help first-home buyers in Darwin.</p>
<p class="BodyCopy">Even in Tasmania, where Hobart prices are so low relative to other cities you wonder why they feel the need, the State Government is taking decisive action to help young buyers and the housing industry generally.</p>
<p class="BodyCopy">But in Sydney, the location with the biggest problems, the NSW Government has to date done nothing.</p>
<p class="BodyCopy">It has contributed mightily to the problems by ripping obscene amounts of revenue out of the housing industry and imposing major regulatory burdens on the development industry. But despite the rhetoric of Premier Gladys Berejiklian (who, as a former state treasurer should have some understanding of the issues and the numbers), the State Government has done nothing to assist.</p>
<p>In NSW stamp duty receipts have reached a record high. Official figures show that $1.98 billion in stamp duty poured into government coffers in the March Quarter alone – a $315 million increase on the first quarter of last financial year.</p>
<p>Stamp duty from all property transfers has risen $859 million so far this financial year, compared with the same period in 2015-16. This represents a 10 percent increase in stamp duty on residential property, outpacing the Treasury forecast of a 4.8 percent rise for 2016-17.</p>
<p>That’s a major part of the problem. The State Government has built a Budget surplus on the back of revenue from real estate, thereby adding to the costs that burden buyers, while claiming to care about affordability issues.</p>
<p>In considering what it can do ease price pressures, the NSW Government might ponder this question: why does residential land in Sydney cost twice what it does in Melbourne? The median price for a home site in Sydney in 2016 was double that of Melbourne’s, according to the recent State of the Land report.</p>
<p>One possible explanation is that Melbourne brought far more residential land to the market last year than Sydney did. Indeed, 40 percent of the new land marketed in capital city Australia in 2016 was in Melbourne.</p>
<p>Increasing supply is regarded by some as the silver bullet solution. It’s not, but it’s certainly part of range of measures that jointly might create improvement.</p>
<p>And certainly the Property Council has “turbo-charging housing supply through increased land supply and planning reform” at the top of its five-point plan to address affordability issues in Sydney. If Melbourne can create so much new housing land for sale, what’s holding Sydney back?</p>
<p>Increasing the supply of housing won’t help affordability if the new dwellings are expensive, because it costs so much to create them.</p>
<p>Which is why next on the Property Council wish list comes “reforming state property taxes and reducing fees, charges and red tape”.</p>
<p>It’s been reported many times but it’s worth repeating: research indicates that 40 percent of the cost of creating the average house-and-land package comprises government fees, charges and taxes.</p>
<p>That reinforces my view that the politicians who rage against foreign investors and negative-geared Australian investors are themselves the problem. Every time a state government in Australia announces its annual Budget, affordability in that state gets worse.</p>
<p>Some of the most vocal critics of the affordability problem in Sydney have been NSW state politicians, when they themselves are the people best placed to create remedies. They can start by reducing the cost burdens they place on the process of building and buying new homes.</p>
<p>Meanwhile, their populist scapegoating of foreign investors, and multiple measures by federal and state governments to nobble offshore buyers, are making the affordability problems worse.</p>
<p>The most effective way to cause property prices to fall – indeed, in my experience, the only way – is to create an oversupply. Some of our major cities have been heading unwittingly down that path recently, notably in the inner-city apartment markets in Melbourne, Perth and Brisbane.</p>
<p>But major projects made viable by the prospect of selling some of the product to foreign buyers will not proceed because of a range of measures by federal and state governments to make investment by offshore buyers unattractive, if not unviable.</p>
<p>They’ve made matters worse for young buyers while claiming to be improving their chances.</p>
<p>Don’t be surprised if one of the few measures the NSW State Government will introduce in its next Budget will be extra taxes and charges on foreign buyers. It will be another cash grab, dressed up as policy to “level the playing field for young Australians”.</p>

Why does residential land in Sydney cost twice what it does in Melbourne?

<p>Here’s a one-step guide for identifying a charlatan in the real estate commentary space. Those who claim markets are rising because we have record low interest rates have just identified themselves as pretenders.</p>
<p>With that simple process, we’ve eliminated all the chattering economists in the land and a large chunk of the electronic media glitterati who don’t allow a lack of knowledge get in the way of strong opinions.</p>
<p>They’re the same people who talk about Australian real estate as a single market – e.g. “Australian property prices will rise 5% this year”. This is a red flashing light that the talking head is an idiot. Even discussing one city as a single market is foolhardy (refer last week’s column about Sydney, which highlighted the different scenarios currently in play).</p>
<p>Here’s what passes for analysis with most of these counterfeit commentators: if Event A coincided with Event B, then Event A must have caused Event B – obviously. It’s the first and last refuge of people who know little about real estate dynamics and want to pretend they have something to say.</p>
<p>The problem is that Events A and B also coincided with Events C, D, E, F and G.</p>
<p>The thing about interest rates is that they’ve been at record lows for years. The only recent change is that they’ve gone even lower. They were super low when Sydney and Melbourne were having their big boom, so naturally that must have been the cause, according to those who subscribe to the Event A/Event B theory.</p>
<p>But those super low interest rates failed to cause booms in Brisbane, Adelaide or Canberra, nor in Perth or Darwin which both were going backwards steadily while the Big 2 were surging. Most of regional Australia also failed to boom, although Hobart and regional Tasmania eventually got on board with what I regard as a mini-boom.</p>
<p>So clearly some other forces must have been in play. That’s where Events C, D, E, F and G become relevant. More on that later.</p>
<p>The other thing about the interest rates theory is that it contradicts the lessons of the past. Those who think that “low interest rates = real estate boom” and “rising interest rates = real estate bust” haven’t been students of history.</p>
<p>Genuine nationwide property booms are extremely rare in Australia. ABS data on annual house price growth in Australia’s biggest cities show that, since 1970, there have been only four years in which all the major markets boomed at the same time. Only four years out of the last 50 – two years late in the 1980s and two years in the early part of this century.</p>
<p>During the other 46 years different scenarios have been playing out in different locations, all dictated by local conditions, oblivious to the level of interest rates and other big picture items.</p>
<p>During those two periods when we had national property booms, the late 1980s and the early 2000s, we had high interest rates – much higher than they are today. They kept going higher and the booms kept rolling on. Mortgage rates got as high as 17% before the profligate Eighties finally collapsed.</p>
<p>And it all makes perfect sense. The economy was raging, consumers were confident and spending big, and rates were rising to try to dampen things down. That’s when people are most likely to splurge on real estate.</p>
<p>Interest rates are low now because the national economy is generally rather beige and consumers aren’t that bullish. The exceptions have been Sydney and Melbourne, where the local economies have outperformed the national scenario, boosted by strong population growth and big infrastructure spending.</p>
<p>In trying to understand why markets do what they do, you have to consider both the macro and the micro factors, but paying particular attention to the micro ones.</p>
<p>Here are the macro factors that rolled out one by one to change the general situation from negative 12 months ago to positive now:</p>
<p>1. The Federal Election was decided.</p>
<p>2. The week following the Election, APRA announced relaxations of its lending guidelines.</p>
<p>3. The re-elected Federal Government announced tax cuts.</p>
<p>4. The RBA brought on a series of reductions to the official interest rates.</p>
<p>5. Mainstream media stopped obsessing on negatives and became significantly more upbeat.</p>
<p>6. Consumer sentiment towards real estate started to rise.</p>
<p>7. Buyers started to become active, but supply remained low.</p>
<p>8. Auction clearance rates started to improve.</p>
<p>9. Prices started to react in the big cities.</p>
<p>10. Forecasters published upbeat predictions for 2020 outcomes.</p>
<p>11. The ABS published loans data that showed improvement.</p>
<p>12. Consumer sentiment towards real estate improved further.</p>
<p>13. The federal scheme to boost FHBs clicked in.</p>
<p>14. Etc etc etc.</p>
<p>That’s the big picture. The national climate underpinning real estate improved, with interest rate cuts just one small factor- and overall not that consequential. Labor losing the un-losable Federal Election was probably the biggest one.</p>
<p>But the reality is that the things that matter the most happen at a micro level. Real estate markets are highly individual and arise out of local economies. That explains why Perth and Darwin have been going backwards while Sydney and Melbourne have been booming (and then busting and then recovering), amid stagnation in Brisbane, Canberra, Adelaide and elsewhere.</p>
<p>Local economic events are paramount. Look at Regional Victoria. While Melbourne was descending in 2018 and the first half of 2019, many regional centres in Victoria were experiencing double-digit annual growth in their house prices. Geelong, Ballarat, Bendigo, Warragul, Pakenham, Echuca, Mildura, Benalla and many others experienced strong markets with prices rising.</p>
<p>Regional Victoria is one of the national leaders on important factors like economic performance, population growth, low unemployment and infrastructure spending. Each individual regional centre has its own local dynamics, which provide reasons why local markets will rise or fall.</p>
<p>All of this is good news for property investors, because it means that there are always growth markets to be found, somewhere in Australia.</p>
<p>When people ask “Is this a good time to buy real estate?”, they’re asking the wrong question. A much smarter question would be “Where is it a good time to buy real estate?”</p>
<p>Because in this large and diverse nation, it’s always a good time to buy – somewhere.</p>

Astonishing Sydney boom accelerates: Pete Wargent

<p>The herd mentality and the FOMO syndrome drive far too many investment decisions in Australian real estate.</p>
<p>It helps to explain why most Australians who attempt property investment have a bad experience. </p>
<p>When people are driven by an impulse to do what others are doing (the herd mentality) or to get in because they don’t want to miss all that lovely capital growth they keep hearing about (the FOMO – Fear Of Missing Out – syndrome), they’re buying well after the boom started.</p>
<p>Many investors buy real estate at the peak of the cycle. Worse, some buy after the peak.</p>
<p>People are still out there bidding up prices at Sydney auctions, driven by the FOMO syndrome, unaware that the peak has passed and Sydney’s boom is fading.</p>
<p>It means that fundamentally they are paying too much and destroying their chances of maximizing capital growth.</p>
<p>No one ever got rich following the herd. Some have succeeded by leading the herd but the truly successful people are those who run in the opposite direction to the herd.</p>
<p>People love the comfort of the pack. They would rather be part of a herd stampeding towards a cliff, than detach and run in the opposite direction, towards safety and potential prosperity.</p>
<p>Because of the power of the herd mentality and the FOMO syndrome, most people buy when prices are high.</p>
<p>When the market is down, they stay out of the market. They’ll get back in when they read that the herd is running again.</p>
<p>Crazy stuff. </p>
<p>Right now, the Perth market is down. I’ve been suggesting to people it’s a great time to consider buying there. The Perth market, which was strong in 2011 and 2012, peaked early in 2013.</p>
<p>The heat has long since evaporated from that market, there’s no competition from other buyers, prices have eased off and the buying is good.</p>
<p>You just have to believe that the Western Australian economy has a future and that the Perth property market will rise again.</p>
<p>Taking a long-term view, Perth is a strong market with a great track record. Its 10-year capital growth record is the strongest among the state and territory capital cities, much better than Sydney’s or Melbourne’s.</p>
<p>It has a history of strong population growth and a buoyant economy boosted by its links to the resources sector. It’s currently struggling but that won’t last. </p>
<p>Perth has also shown itself to be resilient during periods of downturn. I don’t expect any major price decline in the current phase, with the exception of oversupplied inner-city apartment markets which should be avoided.</p>
<p>While awaiting recovery in the Perth market, the best strategy to maximise capital growth prospects is to follow the infrastructure trail. Find a location primed to benefit from spending on new infrastructure, especially transport infrastructure, and well-linked to major jobs nodes.</p>
<p>Locations with those qualities include the precincts around Rockingham, Fremantle, Midland and Forrestfield.</p>

The Perth property market will rise again: Terry Ryder

<p><span style="line-height: 1.3em;">One of the first things Property Bloom looks at when starting our design work on a development project is not the style of dwellings we'll build or what materials we'll use...it's something a lot less glamorous but vitally important.</span></p>
<p>We look at how to maximise the site area. As part of this, the boring old retaining wall comes into play.</p>
<p> When we assess a site we need to consider if the site will need retaining - most do - even the sites will very little fall will need some retaining after the site is cut - so we need to think about where the retaining walls will be built and the costs associated with building them.</p>
<p>In a perfect world, it would be great to build a retaining wall right on the boundary and share the cost with your neighbour (if their site needs retaining too). In new land estates we can easily negotiate this with our neighbours, however we need to consider more than getting the best result for both our clients and their neighbours.</p>
<p>We need to check with our local council to see  if they have specific requirements around  retaining walls. One council we work with insists retaining walls, footings and their associated drainage be located wholly within the subject property boundaries by a whole whopping metre. This can take up valuable space, but at least we know what we have to do. Other council's are not so clear and it's here we like to try and push the boundaries so to speak, to use all space to our advantage.</p>
<p>If a retaining wall is built on a shared boundary, council may request an easement be set up.  This is not such a big deal but something that needs to be considered.  Our  surveyor is our go to guy in these situations.</p>
<p>We look at the style of retaining wall to use. If we are on a strict budget, then we'll go with timber retaining walls. If we are tight on space and want a nicer finish, then we'll use concrete block retaining which can be purchased in different colours and doesn't need as much width as a timber retaining wall.</p>
<p>Of course, if you need to build a high retaining wall, generally over one meter, then it may need to be engineered. This means an engineer needs to design the wall and you'll have to submit the plans as part of your Development Application.</p>
<p>The best time to build a retaining wall is after the site is cut but before the slabs are laid. This gives the contractors the best access and means this work is taken care of early in the build phase.</p>
<p>I recently had a dispute with someone about whose responsibility it was to pay for an upgrade to a  retaining wall. It can be a grey area. In this case, there was an existing, old retaining wall situated wholly inside this person's side boundary.  They had knocked down the original cottage and built a new house and their land levels had changed as a result.  The properties were on a hill. Many years ago, their back yard had been retained and filled so it was level. The house on the lower side had been built to the natural contours of the land and their back yard fell to the rear.</p>
<p>After the people on the high side finished their new house build, the old retaining wall needed upgrading as it was made of stone blocks and their soil filtered through each time it rained, plus the existing wall was not high enough now works had been completed. In addition, there was more retaining required to the entire side boundary due to the change of levels during construction.</p>
<p>The responsibility for the erection of retaining walls rests with the person who <span style="text-decoration: underline;">excavates or fills</span> their land. It is not up to an adjoining landowner to contribute to the costs of a retaining wall, unless the wall is a common wall to support both cut and fill, for the benefit of both properties, on the common boundary.</p>
<p>To me this was cut and dry - their yard had been retained and filled at some stage (before these owners). They argued that the lower property had at one stage been cut (it hadn't but how do you prove this?).  The situation ended in a difference of opinions and a compromise was made by one party. It could have got ugly but at the end of the day, the additional cost was $500 and we put it down to an investment in future neighbour relations and hoped the neighbour appreciated this.</p>
<p>Works on common boundaries can be tricky business and communication is key but at the end of the day, if your development is going to benefit from a particular style or position of a retaining wall, then it may be easier to include it in the costs of the project and move on, after all the time saved on negotiating disputes can be put to better use.</p>

<div>Over the year housing (+7.5 per cent) and business (+5.3 per cent) credit has helped to take total private sector credit growth to its highest level since 2008 at +6.3 per cent.</div>

<strong><span style="text-decoration: underline;">Investor loans slowed</span></strong><br><br><div>There has evidently been a little innocent jiggery-pokery by Australia's major lenders when it comes to the splitting of investor and owner-occupier credit.</div>
<br><div>As you can see in the chart below, last month it transpired that tens of billions of dollars of credit had been misreported as owner-occupier credit, when in fact in related to investment housing.<br><br>The direction of the misstatement can hardly come as a shock.</div>

<div>As a result the share of outstanding credit for investment housing is materially higher than previously had been thought (or at least, reported - I expect few market participants would be surprised).</div>
<div> </div>
<div>That said, the slow drip of measures taken to douse investor credit first became a trickle and now it is a flow, and it appears that APRA's intervention has now taken the sting right out of the investment lending sector, with some lenders having put the kibosh on new investment loans altogether.<br><br>You can see the impact of the restatement and then APRA's macroprudential measures in the red line below, with the total stock of outstanding credit not rising on a seasonally adjusted basis this month for the first time since 2011.</div>

<div>Overall this is a healthy move for the market, which was at risk of becoming too "top heavy" with investors.<br><br>Although there is no oversupply of dwellings in aggregate, there clearly were too many investors piling into the market which had helped to slow rental growth to a 20 year low.<br><br><strong><span style="text-decoration: underline;">The return of owner-occupiers</span></strong>

<div>However, it is too simplistic to say that the slowdown in investor lending will automatically put dwelling price growth into reverse gear.</div>
<div> </div>
<div>If there is one thing we know about banks in this country it is that they will look to lend against housing where possible, and as such we can expect lenders to push owner-occupier loans ever harder, using enticing mortgage rates of around 4 per cent to in order to expand home loan books.<br><br>The Reserve Bank Governor himself has predicted that more folk will opt to place themselves as "owner-occupiers" in due course. </div>
<br><div>Indeed, while investor credit is now almost certain to fall below APRA's advisory +10 per cent growth threshold over the next few months, owner-occupier credit has already been picking up the slack in rising by rising by +0.6 per cent in August.</div>

<div>There has been a clear pick-up in the pace of owner-occupier credit growth over the past three months, and annualised home lending growth to owner-occupiers has increased to 43 month high at +5.6 per cent.</div>

<br>In turn this has helped total home lending credit growth rise to +7.5 per cent, which is now a 59 month high.</div>

<div><strong><span style="text-decoration: underline;">Investor share of credit falls</span></strong></div>

<div>The restatement of the categorisation of investor loans saw the total share of investor credit blow out to an unprecedented 38.6 per cent last month.</div>
<div>However, with APRA's cooling measures now taking effect the investor share ticked downwards in August for the first time in 30 months, more evidence that the regulatory intervention will have a material impact on the investor sector.</div>

<div>August was a quieter month for initial capital raised on the Australian Securities Exchange, although there was a strong volume of secondary cap raisings.<br><br>Total capital raised on a rolling annual basis has increased to its highest level since the great flood of recapitalisation over the year to May 2010.</div>
