<a href="https://www.apartments.com.au/developers/far-east-consortium">Far East Consortium</a> is preparing to commence construction on <a href="https://www.apartments.com.au/new-apartments/640-bourke-street-melbourne-640-bourke-street-melbourne-vic-3000">640 Bourke Street</a> this October, marking the next milestone for the Melbourne CBD development and its higher-end Eliza Collection.

Spanning levels 44 to 68 of the 68-storey <a href="https://www.apartments.com.au/architects/rothelowman">Rothelowman</a>-designed tower, the Eliza Collection has been conceived as a lower-density offering within the broader development, with only five apartments on each floor, dedicated lift access and a collection of resident spaces reserved exclusively for Eliza Collection residents.

The Eliza Collection forms part of Far East Consortium's broader move toward larger-format residences at 640 Bourke Street, where the number of apartments was reduced from earlier plans as apartment sizes increased.

"What it's meant for 640 Bourke is we've actually reduced the number of apartments. We've increased the overall size of the apartments. We don't have any studios in here, and what that does for a project is it elevates it," Far East Consortium Director of Sales and Marketing Lauren Sheldon said.

Rothelowman Associate Jun Chang said the design process provided an opportunity to create more generous floorplans.

"We were given the opportunity to be more generous. The apartments became bigger and squarer than any other apartments which had been designed in the CBD before that."

That thinking carries through to the Eliza Collection, where the residences have been designed around the space and functionality associated with a larger home, but positioned high above the centre of Melbourne.

Kitchens are equipped with Gaggenau appliances, a butler's pantry, temperature-controlled wine cabinet and sculptural pendant lighting, while engineered timber flooring, stone and porcelain finishes and custom cabinetry feature throughout the broader interiors.

Privacy and security are another point of distinction. Eliza Collection residents have dedicated lift access, while 640 Bourke Street will provide concierge services and secure resident parking. Short-stay accommodation, including Airbnb, will not be permitted within the development.

Eliza Collection residents will also have exclusive access to selected amenity spaces across levels one and three of the restored Eliza Tinsley building. These include the Salon with grand piano, an art therapy room, private dining rooms and treatment rooms.

They sit within more than 3,000 sqm of amenity planned across 640 Bourke Street, alongside facilities including a pool, gym, whisky lounge and further social and wellness spaces.

The Eliza Tinsley building itself is central to the wider project's identity. Rather than treating the existing Eliza Tinsley façade as a separate element, Rothelowman used it as a starting point for the architecture of the new tower, with the historic building to accommodate the project's gallery and lobby.

"It's a significant asset and wants to be celebrated and experienced by all residents every single time they go in and out of the building," Rothelowman Principal Stuart Marsland said.

The tower will rise behind the retained heritage building at 640 Bourke Street, placing residents within walking distance of Southern Cross Station, Flagstaff Gardens, Queen Victoria Market and the Docklands waterfront.

With construction scheduled to begin in October, Far East Consortium has established an onsite display gallery at 640 Bourke Street, including fully built apartments that allow the project's layouts, materials and finishes to be inspected at full scale.

A fully built Eliza Collection apartment is also available to view at the display suite by appointment ahead of the planned October construction commencement.

Far East Consortium brings Eliza Collection to 640 Bourke Street ahead of October construction start

By the time S&amp;S Projects began planning <a href="https://www.apartments.com.au/new-apartments/radia-rainbow-bay-271-boundary-street-coolangatta-qld-4225">Radia</a>, the developer already had three Rainbow Bay projects from which to draw.

Flow, Awaken and Esprit had given <a href="https://www.apartments.com.au/developers/ss-projects">S&amp;S Projects</a> experience developing in the southern Gold Coast enclave, as well as buyer feedback that could be carried into its fourth project, a boutique collection of 38 residences at 271 Boundary Street.

“We have experienced a lot of success in this location and as this was our fourth building we had taken all of the learnings and buyer feedback from previous projects to arrive at a design and apartment mix that we believe had captured all of that experience and remained a true S&amp;S Project in its design and amenity,” the developer said.

That experience has translated into a collection of two, three, four and five-bedroom residences including two penthouses positioned on an elevated corner in Rainbow Bay, where the site opens to multiple coastal view corridors and the area's distinctive north-facing bay.

S&amp;S Projects says the Boundary Street site took years to assemble, having previously comprised six units, a house and a duplex. The developer worked individually with the existing owners to bring the properties together after an earlier attempt to sell the site had been complicated by the number of parties involved.

“We are constantly looking for properties that meet our brand standards of location, views, and sites that are rare with unique aspects that we can develop to maximise the lifestyle of residents who live in our buildings,” S&amp;S Projects said.

The Boundary Street site gave <a href="https://www.apartments.com.au/architects/cottee-parker-architects">Cottee Parker</a> a different set of conditions to work with.&nbsp;

“Our design brief was to design a building that took advantage of its unique elevated corner siting offering a range of spectacular view corridor opportunities,” Cottee Parker said.

“The design had to reinforce the strong brand pillars of S&amp;S which are quality, luxury and superior resident amenity.”

Cottee Parker responded with a sculptural floorplate and strong horizontal banding, with continuous balconies and landscaped planters wrapping the building. Operable screens along the balcony edges allow residents to manage light and shade while creating an additional layer of pattern across the facade.

The tower rises above a heavily landscaped podium incorporating the entry lobby and recreational level, while the broader architectural expression takes cues from Rainbow Bay's coastal environment through its organic forms and light material palette.

Cottee Parker says the design has also been developed to complement S&amp;S Projects’ three previous Rainbow Bay developments while retaining its own architectural identity.

Inside, the residences continue that coastal response through two interior schemes centred on warm timbers and neutral tones, alongside patterned natural stone and fluted detailing.

Floor-to-ceiling sliding glass doors connect open-plan living areas to wraparound balconies, while natural stone is used across benchtops, splashbacks and bathroom walls. Specifications also include light-washed timber flooring, gas fireplaces, integrated bar and wine fridges, freestanding stone baths and 100 per cent wool carpet.

Cottee Parker Director Sandra Brown said the intention was to create an architectural response closely connected to its surroundings.

“Imagine architecture that breathes with the rhythm of nature, where every curve and line flows seamlessly – creating spaces that dance with the elements, where sunlight kisses every surface and the gentle sea breeze fills every space,” Brown said.

The lessons S&amp;S Projects carried into Radia also extend to its resident amenity, with a substantial collection of shared facilities planned for just 38 residences.

A dedicated Residents Club will include a lap pool and spa, gymnasium, ice bath, sauna, steam room and hot rocks sauna. A residents' lounge, private dining room, outdoor dining and barbecue area and business centre are also planned, along with storage and dedicated surfboard and beach lockers.

S&amp;S Projects Founding Director Paul Gedoun said the facilities were also designed around the project's Rainbow Bay setting.

According to the project sales team, feedback has centred on the natural stone and joinery, generous floorplans, natural light and the ability for residences to capture views in multiple directions. The completed Flow, Awaken and Esprit developments have also provided prospective purchasers with an existing reference point for S&amp;S Projects' delivery in Rainbow Bay.

There has also been interest from high-profile surfers and people connected to the surf community, with the elevated building providing outlooks towards several of the area's recognised surf breaks.

Radia continues S&amp;S Projects' concentration of development in a tightly held part of the southern Gold Coast, close to Rainbow Bay Beach, Snapper Rocks, Duranbah Beach, Greenmount Beach and the Tweed River. How three Rainbow Bay projects shaped S&S Projects' fourth, Radia

Nearly 40 years after <a href="https://www.apartments.com.au/developers/sheida-group">The Sheida Group</a> began working on the northern Gold Coast, the family-owned developer is continuing its involvement in Hope Island with Marina Point Apartments, where apartment scale has been a central part of the development.

Across the 235-apartment waterfront community, the developer has prioritised larger floorplans, substantial open space and marina access, responding to a purchaser base that has predominantly comprised local owner-occupiers and downsizers moving from larger homes.

"Having already delivered Anchorage nearby, we also understood this particular market and how people live here," developer Rick Sheida said.

"<a href="https://www.apartments.com.au/new-apartments/marina-point-apartments-hope-island-66-view-line-terrace-hope-island-qld-4212">Marina Point&nbsp;Apartments</a> gave us the opportunity to build on those lessons and create the next evolution of our work in Hope Island."

The Sheida Group acquired the Marina Point land around 2018. Its appeal, Sheida says, went beyond having a waterfront address.

"What attracted us was not simply that the site was waterfront, but the way it meets the water," he said.

"It sits at the junction of broad waterways, creating long sightlines, changing views and a sense of movement throughout the day. Its shape also allowed us to orient the buildings outward, improve privacy between residences and make better use of natural light and breezes."

The buildings have subsequently been positioned around the perimeter of the site, allowing most apartments to take in water views while others look across the resort amenity or hinterland. Once all four buildings are complete, approximately one hectare of the site is expected to remain as open space.

The waterfront also provides the potential for up to 50 marina berths, with berths ranging from 15 to 24 metres and options designed to accommodate wider vessels including catamarans. Access from the marina to the Gold Coast Seaway is bridge-free.

The developer says purchasers to date have predominantly been owner-occupiers and downsizers from <a href="https://www.apartments.com.au/new-apartments/marina-point-apartments-hope-island-66-view-line-terrace-hope-island-qld-4212">Hope Island</a> and elsewhere on the Gold Coast, generally aged between 45 and 70. Many have sold larger family homes or properties requiring significant upkeep.

That purchaser profile informed a design brief centred on retaining the space and functionality of a larger home within an apartment format.

"Many of our buyers are coming from large, well-appointed homes in Sanctuary Cove and the surrounding area," the project team said.

"They are accustomed to generous spaces and thoughtful design, so it was important that the apartments delivered the same sense of comfort and functionality.

"Every room needed to feel well proportioned, every space needed a clear purpose and nothing could feel compromised."

Residences range from 139 sqm through to 319 sqm penthouses, with two car spaces provided to apartments and three to penthouses. Minimum 2.7-metre ceilings, floor-to-ceiling glazing, entertainer's kitchens with butler's pantries, substantial storage and balconies ranging from 18 sqm to 37 sqm further reflect the emphasis on space.

One purchaser from Sanctuary Cove has taken the concept further, combining two of Marina Point's largest apartments to create a 552 sqm residence with raked ceilings reaching up to 4.5 metres.

With Building 1 now complete, the developer is also seeing its original design assumptions tested against purchaser feedback.

Three completed display residences allow prospective purchasers to compare apartment sizes, layouts, finishes and outlooks in person. The sales team says one of the most consistent responses has been to the scale of the apartments, with visitors describing them as feeling more like homes than conventional apartments.

The first stage of resident amenity is also operational, including a 25-metre heated lap pool, Technogym-equipped gym, infrared sauna, golf simulator and yoga room. Future facilities are set to include a resort-style pool and spa, waterfront barbecue area and a residents' lounge with a library, fireplace, pool table, kitchen and bar.

Rather than treating the four buildings independently, the design brief called for a complete waterfront neighbourhood, balancing private residences with landscaping, open space, marina access and shared amenity.

For Sheida, Marina Point Apartments is ultimately an extension of the developer's longer-term involvement in Hope Island and its view of how the suburb is evolving.

"We were equally interested in the long-term future of Hope Island," he said.

"Its position between Brisbane and the central Gold Coast gives residents access to both, while improving transport connections are making the northern Gold Coast increasingly attractive as a permanent place to live."

Hope Island Marketplace is 1.3 kilometres from Marina Point, while Sanctuary Cove and Paradise Point are within six kilometres. Links Hope Island, The Pines and The Palms golf courses are also nearby, and the new Hope Island train station is under construction around five kilometres from the development.

Building 2 is under construction, with completion scheduled for 2027.

Marina Point Apartments continues The Sheida Group's 40-year Hope Island story

Sydney-based fund manager and developer EG is seeking to turn part of the former Roche pharmaceutical campus in Cromer into a 130-home residential community, introducing a mix of low-rise apartments, townhouses and duplexes to the tightly held Northern Beaches market.

The SJB-designed masterplan has been prepared for the 3.2-hectare site at <a href="https://www.apartments.com.au/new-apartments/100-south-creek-road-cromer-nsw-2099">100 South Creek Road</a>, part of the former Roche landholding that EG acquired for $55 million in 2017 through its Yield Plus Infrastructure Fund No. 2.

EG is proposing what SJB describes as a new "urban village" set within the site's significant existing tree canopy.

Around three hectares of the site is considered developable, with the balance incorporating a riparian corridor that would be rehabilitated and revegetated as part of the proposal.

The indicative masterplan comprises approximately 72 apartments in low-rise residential buildings and another 58 townhouses and duplexes.

The apartment component would include around five one-bedroom, 37 two-bedroom and 30 three-bedroom residences, while the townhouse and duplex component would be spread across several different housing typologies. The overall scheme would deliver around 19,500 sqm of gross floor area at an FSR of 0.6:1.

Parking for the apartment component is currently estimated at around 112 resident spaces and 14 visitor spaces, while the townhouse and duplex component would have 116 resident and 12 visitor spaces.

A significant part of the masterplan revolves around retaining the established landscape character of the former Roche campus.

SJB's plans show heavily treed setbacks along both Campbell Avenue and South Creek Road, a centrally located collection of significant native and exotic trees retained as communal open space, and the regeneration of the northern bushland area.

The existing creek corridor along the site's western edge would also be rehabilitated and revegetated, creating additional separation between the new homes and the neighbouring Northern Beaches Business Park.

A heritage-listed cottage and its garden setting would be retained and restored, with SJB flagging its potential adaptive reuse as communal space.

The proposal also includes new communal recreation areas, pedestrian connections to Campbell Avenue and South Creek Road, and a contribution toward improvements to the adjoining Michele Reserve.

Vehicular access would be restricted to South Creek Road, with no vehicle entry proposed from Campbell Avenue. The main internal road would largely follow the site's existing driveway to minimise the impact on established trees.

SJB said residential redevelopment presented an opportunity to retain the majority of the site's heritage-listed mature trees while delivering a broader range of housing types than typically seen across the Northern Beaches.

"The site being 3.27 hectares in area represents one of the largest vacant sites in common ownership in the Cromer and Dee Why area capable of residential renewal," SJB noted in the masterplan.

The architect said the proposal would particularly target housing diversity through townhouses and other "missing middle" typologies suitable for singles, young families, downsizers and retirees.

The site emerged following the subdivision of the former Roche campus into eastern and western parcels.

EG has already transformed the western portion into the Northern Beaches Business Park, which incorporates heritage-listed office space, modern warehouses and indoor recreation facilities.

The proposed residential community, referred to as Cromer East in SJB's plans, adjoins established housing to the north, east and south-east, while the business park sits beyond the creek corridor to the west.

It is also within 250 metres of Pittwater House School and Northern Beaches Secondary College, while bus stops within a three-to-five-minute walk provide connections to Dee Why, Brookvale and express services to the Sydney CBD. Cromer Park and the South Creek open space corridor are also nearby.

EG acquired the broader 7.5-hectare former Roche campus in 2017 for $55 million through its Yield Plus Infrastructure Fund No. 2. The campus at the time comprised more than 25,000 sqm of industrial and office buildings set within landscaped grounds.

The current residential site represents the eastern portion of that original holding.

EG's investment strategy for the fund has centred on acquiring income-producing real estate with longer-term rezoning and repositioning potential, particularly assets benefiting from infrastructure and changing land-use patterns.

EG also has an established residential track record across Sydney, including Bosco in Five Dock, Tempo in Drummoyne, The Flour Mill in Summer Hill and Pindari in Randwick.

The developer says it has delivered more than 1,000 homes to date, with a further 3,000-plus residences across its development pipeline.

First look: EG plans 130 apartments on former Roche pharmaceutical campus in Cromer

<a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> has lodged plans for a $750 million, three-tower mixed-use precinct that would complete the long-running redevelopment of Carlton's former Carlton United Breweries site.

The proposal at <a href="https://www.apartments.com.au/new-apartments/185-195-queensberry-street-carlton-vic-3053">46-78 Bouverie Street and 185-195 Queensberry Street</a> spans a 6,468 sqm site, the last remaining undeveloped parcels within the former brewery's 2007 masterplan.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the development will comprise two purpose-built student accommodation towers and a third build-to-sell apartment tower above a shared commercial podium and basement.

Across the three towers, SP Setia is proposing 606 build-to-sell apartments and 1,499 student accommodation units containing 2,009 beds.

The apartments will sit in the tallest tower, which will rise nearly 200m and 55 storeys. It will become&nbsp;one of the more substantial new build-to-sell apartment projects at the northern edge of Melbourne's CBD.

The apartment mix is weighted toward smaller inner-city product, with 188 studios, 206 one-bedroom apartments, 192 two-bedroom apartments and 20 three-bedroom apartments

Part of the precinct will be a large-scale&nbsp;3,684 sqm supermarket and a further 2,198 sqm of speciality retail, creating close to 5,900 sqm of new commercial space within the precinct.

But one of the biggest components of the proposal is what sits between the buildings.

Around 4,650 sqm, or roughly 72 per cent of the site, will be publicly accessible open space, incorporating plazas, pedestrian connections, landscaped laneways and retail spill-out areas.

The ground plane is intended to finally complete pedestrian connections envisaged when the CUB masterplan was first approved nearly two decades ago, stitching together Victoria Street, Queensberry Street, Bouverie Street and Swanston Street through the former brewery precinct.

Urbis said the development would "complete the CUB precinct", with the public realm providing important north-south and east-west connections through what is currently the final undeveloped portion of the masterplanned site.

SP Setia is also exploring a new linear park within the Bouverie Street road reserve, with the concept to be developed further with the City of Melbourne through the planning process.

The proposal is being pursued through the Victorian Government's Development Facilitation Program under Clause 53.23 for significant residential development with affordable housing.

The planning report acknowledges the proposed heights exceed those contemplated under the original Comprehensive Development Plan and masterplan, but argues the built-form context has changed considerably over the past two decades.

Urbis said the three towers would instead create a stepped transition between Carlton and the Hoddle Grid, rising progressively from the 94.1-metre Tower One along the Queensberry Street edge to the 199.44-metre Tower Three closer to the established CBD-scale buildings to the south.

SP Setia plans to deliver the development across three stages.

Stage One would deliver the basement, podium and retail areas for the entire precinct alongside the first student tower. Tower Two would follow in Stage Two, before the 606-apartment Tower Three is delivered as the final stage.

If approved and delivered, the project would close out a redevelopment process that has been underway since the former brewery masterplan was approved in 2007, adding more than 2,600 student beds and apartments to a precinct already home to Swanston Central, the Barak Building, RMIT Design Hub and several large student accommodation developments.

As with March quarter results, resales in the three months to June in Perth council regions showed a fairly steady portion of loss making sales, according to the recent CoreLogic Pain and Gain report.
The portion of loss making sales was 36.2 per cent, which the second-highest of the capital city markets behind Darwin (where more than half of resales saw a nominal decline).
The overall rate of loss making sales was steady, the report noted.
Unit sales saw a 2.5 percentage point increase in the portion of loss making sales, to 57.5 per cent.
The portion of loss making house sales fell 50 basis points to 32.2 per cent.

The council with the highest count of loss making unit sales was Stirling (84 sales), followed by Perth (53). These two regions accounted for around 30 per cent of loss making unit sales across Greater Perth.
The outlook for profitability across the Perth market in the second half of 2020 is more positive, as there are signs the market is returning to the upswing seen before COVID-19, the report noted.

REIWA President Damian Collins said 2020 has been an unusual year for property, however despite the lull experienced during the start of the COVID-19 pandemic, WA is showing extremely positive signs.
Perth sales market
“Sales activity in Perth at the start of the year was sitting at approximately 2,900 transactions per month followed by an uptick where we are now seeing nearly 4,200 transactions,” Mr Collins said.
“Listings for sale have reached a 13- year low with just over 10,000 listings for sale on reiwa.com, putting upwards pressure on prices.”
Agents on the ground have reported that recently it is not uncommon for sellers to be receiving multiple offers, including being offered thousands more than the advertised price, something which has not been seen since 2013.
“With record low interest rates looking like they will be around for a while, many buyers are finding it cheaper to buy than rent. This is one of the reasons why we can expect sales activity in 2021 to continue gaining momentum,” Mr Collins said.
“In 2020, Perth was the lowest median house value of any capital city in Australia and with the increase in population growth due to people returning to WA from overseas and interstate, this could change in 2021.
“While house prices were largely stable over the last 12 months, it is expected that prices will increase between six and 10 per cent over the next 12 months.”
Perth rental market
After an unexpected 2020, Perth’s rental market has reached crisis levels with the vacancy rate reducing to below one per cent due to the flow on effects of COVID-19.
“Population growth increased 1.5 per cent during the 12 months to March 2020 and with more than 1,000 international arrivals expected per week, plus the domestic borders opening, the rental market could get more competitive for renters at the start of the year before it gets any better due to the low levels of available rental properties,” Mr Collins said.
The limited stock of rentals available has resulted in an upward pressure on rents with the median rent increasing from $350 to currently sit at $380 per week in the last few months, which is an 8.5 per cent increase.
“We can expect rents to grow an additional 10 to 15 per cent throughout 2021, however even with this increase, WA is still the most affordable capital city to rent in across all Australian states and territories” Mr Collins said.
The positive outlook for the Perth rental market, will hopefully attract an increase in investors looking to take advantage of the favourable market conditions. This will help boost the available supply of rental properties thereby keeping rent increases to reasonable levels.
Regional WA
REIWA expects the overall market conditions to improve in regional WA during 2021 as a direct result of population growth and change in lifestyle preference due to the COVID-19 pandemic and general market conditions.
Mr Collins said we have already seen significant improvements in Karratha, Port Hedland and Kalgoorlie Boulder during the latter half of 2020 with increased rental demand and sales activity.
“Increases in certain mining areas are due to companies moving their staff closer to the mining sites to live while the borders are closed. While this has put upward pressure on the rental and sales market, other regional centres are also experiencing lowered vacancy rates, limited rental stock and an increase in median rents,” Mr Collins said.
According to reiwa.com data, at the latter end of 2020, Albany’s vacancy rate dropped from 0.9 per cent to 0.4 per cent, Bunbury was down from 3.1 per cent to 0.7 per cent and Geraldton was 5.1 per cent to now sit at 1.5 per cent.
“While decreases in rental stock can be explained by higher population growth and low investor activity, it will be interesting to see how working from home impacts lifestyle choices and if we see an increase in demand for regional properties in 2021 due to people opting for an alternative lifestyle while working from home,” Mr Collins said.

Strong property conditions expected in WA 2021: REIWA

The past few weeks have shown signs of a positive turn in the housing market. There has been a strong rebound in consumer sentiment, and outside of Melbourne, auction clearance rates and volumes are rising.
More recently, CoreLogic listings data has shown that in some cities, vendors are also more willing to test the market by listing their property for sale.
Across the capital cities, ‘new’ listings, which are properties freshly added to the market over a period, increased 0.7% in the four weeks to the 20th of September.
This was driven by a particularly strong jump in new listings across Sydney, up by 382 listings over the period, followed by Perth, where new listings increased by 286.
The combined capital cities chart shows a subdued start to the spring selling season, which is now gradually gathering pace.
However, new listings volumes are still down 35% on the previous four-year average.
The capital city breakdown reveals Sydney and Perth as leading the new listings volume, while new listings across Melbourne fell by 935 listings.
While this is a large drop in new listings, the decline has eased from the previous four week period, where the count of new listings fell by 2,976 in the four weeks to August 23rd.
All but two of the capital cities recorded an increase in listings. This signifies that vendors may be more confident in selling their property.
The exceptions were Melbourne, where transaction activity is understandably constrained by stage 4 restrictions, and Darwin, where listing numbers are generally lower and more volatile CoreLogic valuation data suggests that there is so far little indication that these increases in listings may be a result of distressed sales.
Potential in the Perth market
While transaction activity is gradually improving across the country, Perth stands out as a market primed for recovery.
For the four weeks ending 20th of September, Perth and regional WA were the only dwelling markets where new listings volumes exceeded the numbers in the equivalent four week period of the previous year.
Listings is not the only transaction data suggesting more confidence in the Perth dwelling market. This is shown in the chart below, which capered capital city sales numbers in August, with a 6-month average of pre-COVID sales volumes.
Perth is the only capital city where sales numbers where above the pre-COVID average. These higher levels of transaction activity are also showing up in mild value increases across the Perth dwelling market. In the 28- days to September 23rd, the Perth home value index increased 0.6%
. While a positive turn in Perth dwellings may be surprising during a recession, the WA economy has been supported by a 4.8% increase in mining investment over the year.
ABS payroll data suggests since the start of the pandemic, payroll jobs across WA fell less than 1%, compared with national declines of 4.5%.
Perth dwelling values are also relatively affordable, sitting 22.2% below the record dwelling value in June 2014, and there is a strong mix of state and federal first home buyer incentives in place, which may be encouraging demand as well.
A consistent upswing in Perth property values will depend on the resilience of the market through the end of mortgage repayment deferrals, whether there are further reductions in the cash rate, and how successfully COVID-19 can be contained.

Surprising data shows Perth is bouncing back: CoreLogic's Eliza Owen

The busiest markets in Australia are the cities and towns where Covid-19 is contained and life is relatively unrestricted – apart from the border closures, of course.
The busiest markets also include those where first-home buyers are the most active cohort, boosted by high levels of government help and low levels of interest rates.
And the busiest markets also include those where vacancies are ultra-low and there is upward pressure on rents – a situation that usually translates into rising prices.
One city has all three of those trends highly prominent right now. That city is Perth.
The Perth market has shown greater resistance to the pandemic impact than most Australian markets in terms of sales activity.
And its market is now pumping strongly, led by first-home buyers.
A standout feature is that many of the precincts with the best performance are at the affordable end of the market, reflecting the reality that first-home buyers are a major force in the market at present, more so than investors.
This trend has been enhanced by the Federal Government’s HomeBuilder grant, which has inspired people to buy residential land to build new homes.
The data shows major increases in Perth residential sales in July, for houses and especially for residential land.
Sales overall in Perth rose 68% in July, compared to April, while sales of residential land increased 121% - in other words, land sales more than doubled.
Perth has become the most affordable of the Australian capital cities – so it’s a great time to be buying there as a first-home buyer – and as an investor.
A further boost to the case for Perth comes from renowned demographer and author Bernard Salt. He says Perth is “the right place for the moment” and predicts the Perth property market will boom for the next several years.
Salt is the author of five books, including The Big Shift and Man Drought, and a columnist for The Australian and Herald Sun. He was awarded the Order of Australia in the 2017 Australia Day Honours and is the Chair of the Tourism Forecasting Committee at Tourism Australia.
He says WA’s successful management of the pandemic, emerging growth economy and the growing trend towards working from home are all factors pointing towards a new boom in the Perth property market.
“Perth is the right place for the moment,” he says. “It all augurs well for the confidence level in the property market in Perth.”
He suggests that Perth’s new property boom will endure throughout “the first half of the 2020s”.
Certainly, Perth is due. Indeed, overdue. It’s been on the cusp of revival a couple of times recently before speed bumps appeared (in early 2019 the banking royal commission and the looming federal election – and in early 2020 the onset of the pandemic).
But the gathering forces are building a perfect storm for the next Perth up-cycle.

Satterley Property group’s fight to develop North Stoneville is ongoing as he appeals the Western Australian Planning Commission's decision to reject the hills development.
The decision came as community concerns claimed the area would put 4000 people in the middle of an extreme bushfire zone. 
The Anglican Church, who own the land, engaged property developer Nigel Satterley to create a new townsite to accommodate 4000 residents, which was to include two schools and a local centre. 
Satterley said the decision, which concluded 10 months of rigorous assessment including extensive environmental and land use planning investigation, was “surprising and disappointing.”
"It is unfortunate the opportunity to begin construction of the first masterplanned community in the Perth Hills that will generate more than $550 million in economic activity and hundreds of jobs has been halted," Satterley said.
Satterley, however, has chosen to appeal the decision to the State Administrative Tribunal.
It is uncertain whether or not Planning Minister Rita Saffioti will ‘call-in’ Satterley’s appeal.

One of Perth’s oldest hotel venues - The Vic Hotel in Subiaco – has been offered for sale with vacant possession.
CBRE Hotels’ Ryan McGinnity and Aaron Desange have been appointed to sell the hotel, which was first opened in 1898.

The Perth median house price fell slightly in the June 2020 quarter, according to the latest Herron Todd White (HTW) residential report. 
The valuation firm presented an 'investor playbook' of real estate performance within each service area this month. 
The Western Australian government has maintained that strong border restrictions will continue as long as required, amid news that phase five of the state’s easing of COVID-19 restrictions has been delayed until 1 August. 
The state’s Police Commissioner has also suggested stopping all planes from Victoria from entering the state in order to reduce the risk of new cases. 
On 19 July, the Western Derby was due to host a sell-out crowd of 60,000 at Optus Stadium, however as phase 5 was postponed, there was a limit of 30,000 in attendance as a precaution.
 As of 13 July, the state had 22 active cases, all of which were in hotel quarantine. Western Australia also had 604 people out of the total 635 confirmed cases fully recover from the virus.
The Real Estate Institute of Western Australia (REIWA) confirmed that June recorded the highest amount of sales recorded in a month in Perth since 2015, with transactions increasing 55.1 per cent compared to May and also 45 per cent higher compared to June 2019. 
This was supported mainly by the 289 per cent increase in land sales for the month with 1471 sales recorded, as competition for land increased in line with government incentives. 
Over the first week of July, sales activity within Perth increased by 35 per cent from the previous week, with a reported 1318 transactions recorded during that period. These figures are vastly different to figures recorded at the end of March, which recorded just 426 transactions, the report noted. 
The Perth median house price fell slightly in the June 2020 quarter to $475,000, compared to the $479,000 price recorded over the March quarter.
The Perth median house price for the June 2019 quarter was $489,000. There were 10,407 properties listed for sale at the end of the first week of July, which was a 17 per cent decrease from listed stock at the end of March and a 29 per cent fall in listed stock from the same period last year.

REIWA reported that there were currently 3963 properties available for rent at the end of the first week of July, which was a 27 per cent decrease from the end of March and 47 per cent decline from the same period in July last year. 
"Perth’s median rental price for June was listed at $350 per week which was a seven per cent decrease from the March 2020 quarter and a three per cent fall from the same time last year, which indicates that rents within the state have remained stable throughout the COVID-19 pandemic with declining vacancy rates and the ban on increasing rents for established properties still being active," the valuation firm said. 
The vacancy rate in Greater Perth has fallen to a mere 2.2 per cent with REIWA President Damian Collins expecting further decreases due to plummeting rental listings. 
The vacancy rate has been in steady decline since early in 2017 when it peaked at just above seven per cent. Western Australia hasn’t seen vacancy rates sub-two per cent since the end of the mining boom in 2012 and 2013, the report noted.

"In general, residential investment around Perth has been minimal over the past year, with specific property types and locations seeing small bursts of activity, however this doesn’t mean that investment isn’t viable," the valuation firm said. 
In fact, there are plenty of opportunities for a variety of reasons. An example of this is older units in sought after locations. 
Suburbs such as Maylands and Wembley can offer good yields for the entry-level investor.
Maylands is situated four kilometres north-east of the Perth CBD. REIWA reports the unit median at $290,000 for the March 2020 quarter, falling eight per cent since the year previous. 
The capital growth prospects aren’t great for most 1960’s to 1980’s apartments and flats, however for entry- level product in the low $100,000s, yields can be impressive.

The Coronavirus pandemic has unsettled many potential investors and consumer sentiment has fallen off a cliff, decreasing from 93.7 points to 87.9 points in the Westpac-Melbourne Institute Index of Consumer Sentiment between June and July.
"This being said, the difference from state to state could be fairly dramatic and with Western Australia’s current climate of affordability, it is still an attractive time to buy if you can find the right property at the right price," the valuation firm said.

"This hasn’t yet resulted in price increases or any influx of investors, however vacancy rates are on par with or even lower than in Perth and this rental demand could be enticing to bring investors back to the market," the valuation firm said. 
 The majority of sales that our valuers are seeing have been well-presented, green-title dwellings for owner-occupiers.

A duplex unit at Morley Way, South Kalgoorlie sold for $200,000 in September 2018 after a very lengthy marketing campaign. 
The property was originally advertised in September 2014 for $289,000. 
The price was reduced multiple times however the campaign was abandoned in January 2017 after 859 days on market.
 It was then relisted in July 2017 and took another 435 days to finally sell. 
The property comprises three bedrooms, one bathroom and single carport with 77 square metres of living area. 
The unit was listed for rent in June 2020 for $320 per week, showing a notional yield of 8.3 per cent.
"Moving up to the Pilbarra, Karratha has been experiencing seemingly exponential growth over the past two years," the valuation firm said. 
Owner-occupiers and investors have stuck their hands in the honeypot and most have come off with strong returns. 
The median house price in Karratha increased five per cent over the March 2020 quarter to $420,000, increasing 23.5 per cent since 2019. 
The unit median has skyrocketed by 46.2 per cent over the past year, settling at $193,750 for the March quarter. 
The median dwelling rent decreased slightly over the March quarter to $550, however it has grown by 29.4 per cent year-on-year.

It has recently been advertised for rent at $800 per week showing a notional yield of 11.2 per cent.
"Travelling to the southern side of Western Australia, the South-West region has been inundated with short-stay accommodation demand as border restrictions have prevented any interstate or overseas travel," the valuation firm said. 
This has been bolstered by the recent school holidays as flocks of residents from Perth and wider parts of the state head south for a holiday. 
This has played into the investor market as there has been a lot of building activity within the Margaret River region from principal homeowners constructing a studio or ancillary accommodation to rent on an AirBnB basis.
 Homeowners have been investing in their principal residence and the renovation stimulus is helping that.
"Overall though, there hasn’t been an overabundance of investors in the South-West recently. The tightening of credit surrounding investors did slow down that segment of the market in the lead up to COVID-19 and there has been no real change in the purchaser profile since the pandemic hit.
"There doesn’t seem to be a fear of the second wave at the moment as market activity remains strong amongst owner-occupiers. Hopefully our Coronavirus statistics remain low, as we have seen it can all change in a matter of days."

Perth rental market remains stable: HTW residential

The median Perth rental yield has risen marginally, according to the CoreLogic June 2020 quarterly rental review.
It is the only capital city market in which rents did not experience a downturn over the period.
House yields in the West Australian capital sit at 4.3% (up from 4.2% 12 months ago), and unit yields sit at 5.2% (unchanged from 12 months ago).

The current combined median yield (for all property types) is 4.4%.
This reflects a rise of 0.3% month-on-month and 0.9% over the quarter.
For renters, this translates to a median rental price of $396 ($403 for houses and $356 for units).

REIWA President Damian Collins said a vacancy rate around three per cent is generally considered to create a good balance between supply and demand.
“The vacancy rate has remained below three per cent for 21 consecutive months, which has ensured rents generally started to stabilise after the post mining boom downturn,” Mr Collins said.
“However, with it now sitting below two per cent, we are starting to see the impacts of limited stock, and it is only a matter of time before rents rise. In some areas, agents are reporting rents are already on the move up.
“We are also seeing vacancy rates decline in the regions, with some areas experiencing a vacancy rate lower than Perth, such as Albany and Kalgoorlie which are now at 0.9 per cent.”
In July, there were 3,553 properties for rent on reiwa.com, which is 50 per cent less than what was available in July 2019 and it is creating competition amongst prospective tenants.
“There are a number of factors that may have contributed to lowering the vacancy rate, such as the lack of new supply due to investors staying out of the market, expats returning back to WA, and investors selling their investment properties,” Mr Collins said.
According to reiwa.com data, there were 726,688 searches conducted for rental properties in WA during July demonstrating rental properties are in high demand, with Scarborough the top searched suburb (16,029 searches), followed by South Perth (12,341), Mandurah (11,901), Joondalup (11,792) and Subiaco (11,609).
With the review of the Residential Tenancies (COVID-19 Response) Act 2020 coming up, it’s vital that the government remove all restrictions and limitations for non COVID-19 affected tenants.
“Investors are concerned about returning to the market due to the limitations on their ability to put rents to market and evict tenants who do not pay their rent. While we’d prefer to see the legislation lapse in its entirety, if there is an extension, it must be for the very small number of tenants still affected,” Mr Collins said.
“If we don’t encourage investors back into the market, then the rental shortage will only get worse.”

Dominated by project-style homes on 250 to 500 square metre allotments, $700,000 goes a very long way in Brabham, according to the latest Herron Todd White (HTW) residential report. 
The valuation firm took a look at how a budget of $700,000 could be invested in property markets across the nation. 
Up in Perth’s north-east, Brabham is a developing suburb 17 kilometres from the CBD, the report noted. 
"Unless you’re looking at the few 2,000 square metre allotments along Park Street, Brabham’s ceiling is around the $600,000 price point," the valuation firm said.

The median house price in Brabham settled at $380,000 for the March 2020 quarter, falling 6.2 per cent over the year.

Moving seven kilometres north of Brabham, The Vines presents plenty of options around the $700,000 range. 
The report notes the median house price settled at $631,250 for the March 2020 quarter, falling 3.6 per cent since a year previous. 
Development in The Vines began around 1990 as a Country Club Estate, centred around two 18-hole golf courses which traverse the suburb. 
"Properties here consist mostly of larger allotments of between 2,000 and 5,000 square metres, but more recent development has seen a number of 400 to 800 square metre lots available for purchase," the valuation firm said.
