Perth’s new apartment market recorded its strongest quarter of sales since Q4 2021, with 412 apartments sold in Q1 2026 and a record quarterly sold value of $537 million, according to Urbis’ latest Apartment Essentials results.

Urbis said the March quarter result reflects strong, highly product‑specific demand across both ends of the market, from more attainable projects delivering at scale, through to premium stock being absorbed by equity‑rich downsizers.&nbsp;

David Cresp, Partner at Urbis, said the key story in Perth is not demand, it is the market’s ability to convert demand into delivered housing.&nbsp;

“This is the strongest sales quarter since Q4 2021, and it reinforces that demand in Perth is real and it’s local,” David Cresp said. “But the task now is delivery, turning that demand into projects that can actually be built and completed.”&nbsp;

Sales in Q1 were led by more affordable projects, with The Boulevard (SKS Group) recording 115 sales in the quarter, the presentation noting this is only the second time a single project has surpassed 100 quarterly sales. The project was able to offer more affordable housing product right next to a train station.&nbsp;

Palmyra West (Finbar) also delivered strong results with 28 sales in Q1, following 84 sales in Q4, with an average price of under $800,000, underscoring depth of demand for well‑located, attainable new stock.&nbsp;

At the premium end, Urbis said downsizer demand is continuing, with the results highlighting Romeo (Applecross, Finbar) recording 75 sales and reaching almost 50% sold in one quarter.

Jual (Shenton Park, Celsius Property) also posted a strong quarter with 28 sales, reaching 39% sold in one quarter.

Urbis noted that Perth apartment demand is not speculative, not investor‑led, and not uniform, describing it as localised, often equity‑driven and highly product‑specific, a pattern reflected in the polarisation between strong “attainable” performers and premium downsizer product.&nbsp;

Urbis said pricing pressure is cost not demand‑driven: construction costs and delivery risk are now a central constraint, with the results noting build costs remain elevated and volatile, and that energy, fuel and labour uncertainty weigh on feasibility.

David Cresp said a growing challenge for private Build‑to‑Sell developers is simply securing a builder in the current environment.

“Developers are really feeling the pressure from a building market that was operating at capacity and securing a builder is challenging,” David Cresp said, adding that even where a builder can be secured, “trying to get to the price that makes the development financially viable is incredibly challenging in the current market.”&nbsp;

Urbis’ broader WA commentary also notes that industry remains at or above capacity with lot and housing creation, and that many builders are limiting new sales to manage stretched workforces and fixed‑price contract pressures, conditions that flow directly into apartment feasibility and delivery timing.

<h2>Supply: improving later, but still constrained, and Perth lags eastern benchmarks</h2>

While near‑term supply remains constrained, Urbis’ forecast shows completions lifting “Supply is forecast to be back above 1,500 apartments per annum for the first time since 2019”, with 1,775 completions forecast for 2026, and volumes remaining above that level over the following years.&nbsp;

Looking further ahead, completions are forecast to reach 2,500 in 2028, with the report noting 32% of that total is social/affordable, reflecting the role of government‑supported delivery in rebuilding the pipeline.&nbsp;

However, Urbis said Perth remains behind comparable markets on pipeline scale. In a national comparison of projects under construction, the report shows under construction Perth Build‑to‑Sell (BTS) at 3,446 apartments versus the Gold Coast at 7,922. Mr Cresp said “The challenge for Perth is how to we grow the delivery pipeline”.

Urbis’ conclusion is that Perth’s market is increasingly defined by product discipline and delivery certainty, with the research identifying “delivery certainty is key” and calling out builder risk and procurement models as core success factors, alongside “timing and staging”.&nbsp;

Perth apartment sales hit strongest pace since late 2021 as builder capacity tightens

The approved project at <a href="https://www.apartments.com.au/new-apartments/44-glen-road-toowong-qld-4066">44 Glen Road, </a><a href="https://www.apartments.com.au/developments/toowong-qld-4066">Toowong</a> will deliver a 15-storey riverfront apartment building with 42 residences, significantly increasing the scale of the site’s previous approval for a smaller luxury scheme. Designed by Bureau^proberts, the development will comprise a mix of predominantly four-bedroom and two-bedroom apartments positioned to maximise Brisbane River and city views.

Sammut Director Julian Sammut said the group had been actively searching Brisbane for several years before identifying Toowong as the right fit.

“Brisbane was the right step for Sammut,” Sammut said.

“With the success of Coast we thought we should definitely look to do more in Queensland alone. We then pushed up to look at Brisbane. We've been looking for I'd say two to three years actually and it was hard to find the right location.”

Sammut said suburbs including New Farm and Teneriffe were considered before the group ultimately focused on Toowong due to its strong downsizer demographic and limited supply of developable riverfront land.

The site was acquired off-market after what Sammut described as a lengthy negotiation and planning process, with the developer pursuing an uplift to the original approval.

“We are DA approved now which is very exciting,” Sammut said.

“We've had our change approval come through and we've obviously doubled the height, 15 storeys plus rooftop. We've got 42 amazing apartments that are going to be coming to market soon.”

Bureau^proberts said the design responds to Toowong’s evolving urban character, balancing contemporary apartment living with the area’s established residential identity.

“A place where traditional Queensland living has taken place for centuries; Toowong is seeing a shift of contemporary influence, commercial and retail hubs mixed with well-considered residential offerings – all the while maintaining its character and charm,” the architect noted in planning documents submitted to Brisbane City Council.

The architecture practice said the project’s form was shaped by its riverfront setting, flood considerations, neighbouring building scales, and view corridors.

“They said the mix of four and two-bedroom apartments capture the ‘fundamental qualities of Queenslander living,’ translated into the context of a contemporary subtropical building.”

The development sits just off Coronation Drive within walking distance of Toowong’s retail precinct and the upgraded Regatta ferry terminal, while also benefiting from proximity to the incoming green bridge connection to West End. Sammut said the accessibility and amenity offering were central to the site’s appeal.

The approval adds to growing residential activity along the Toowong riverfront, joining nearby projects including Consolidated Properties’ Monarch Residences and Spyre Group’s ARC Residences.

Developer Lanevick is heading back into Sydney’s apartment market after focusing more heavily on the luxury townhouse and terrace sector in recent years.

Lanevick, founded and directed by Steve Maroun, is expecting to receive approval in the coming months for a new apartment development in Gladesville, with the aim to launch it to the market later this year.

The 51-apartment project, designed by Studio Johnston, will comprise a mix of one-, two-, and three-bedroom apartments positioned toward the Hunters Hill downsizer market.

“Traditionally it’s been difficult for people in that market to downsize because there just hasn’t been the right product available,” Maroun said.

“We’re targeting buyers who might have 30 to 40 per cent of their house value sitting in the bank after downsizing.

“They still want good spacious entertaining areas, they still want quality design, but they also want flexibility and the ability to enjoy life a bit more after working hard for a long time.”

The project sits near Boronia Park and within close proximity to the Parramatta River foreshore, an area Maroun says offers more of a Hunters Hill lifestyle than a traditional apartment precinct.

“From a lifestyle perspective, it’s really more Hunters Hill than Gladesville,” Maroun said. “You’re close to the foreshore, close to parklands, and still connected back into the village precinct.”

From level four and above, apartments will capture water views&nbsp;toward Sydney Harbour. Communal amenity will include rooftop entertaining areas, wellness spaces, and a gym tailored toward owner-occupier buyers.

“We’ve really designed these apartments around that buyer coming from the Hunters Hill LGA and what they’re actually looking for in their next chapter.”

The proposed development has also been designed to respond to the changing character of the broader Gladesville town centre, where a growing number of mixed-use and residential proposals are expected to emerge over the coming years.

“Gladesville presented a rare opportunity to deliver a genuinely design-led residential project within an evolving lifestyle precinct, just moments from the growing Gladesville town centre, and we’ve approached the project with a strong focus on architecture, liveability and long-term community value,” Maroun said.

Maroun said Lanevick saw a first-mover advantage within the precinct as planning controls continue to evolve to accommodate greater housing density.

“We think there’s a real opportunity there that hasn’t really been serviced properly yet,” he said.

“There’s going to be a broader evolution of the whole Gladesville village precinct over time, particularly with more activation and mixed-use outcomes.”

The Venus Street proposal will include a commercial and retail component at ground level designed to contribute to that evolving streetscape activation.

“A big part of the thinking was how do you activate that area properly and create more vibrancy and amenity, which is what Hunters Hill has been looking for,” Maroun said.

Lanevick’s focus since 2020 has largely been on smaller-scale luxury townhouse and terrace developments. The developer recently completed Royale Randwick, also designed by Studio Johnston, where prices reached $3.65 million. The project was featured in the UDIA NSW 2026 Professional Development Prospectus and was also named a finalist for Development of the Year.

Lanevick to cater for Hunters Hill downsizers with new Gladesville apartment development

Property developer One Living, backed by former Macquarie banker turned investment manager Chris Green’s investment firm, has unveiled plans to bring more institutional capital into housing to help address the national supply crisis.

The New York-based investor has focused his firm, GreenPoint Partners, on addressing the supply shortage hitting middle market housing in Australia.

It is backing the new One Living business to develop more than 1000 units along the eastern seaboard. The new firm is starting with a development on Mona Vale Road, on the border of Mona Vale and Pymble, in Sydney’s Northern Beaches, with around 140 apartments planned. They are eyeing off more sites across the city.

With cost pressures rising in the industry, One Living’s model is to be a vertically integrated developer-builder, so it can respond directly to the housing gap by removing the cost inefficiencies embedded in traditional residential delivery.

“We are building a platform designed to operate at scale and starting in a market where there’s a clear need for quality, attainable housing,” One Living joint managing director Joseph Scuderi said.

“It’s that missing middle – it’s that attainable end of housing… that’s what most Australians invest into and what Australians can actually afford.”

Green said being a builder-developer would give the company the capacity and flexibility it required to deliver reasonably-priced homes.

“We want it to be at that attainable level; not super high end luxury but at that attainable level,” he said.

One Living will undertake a component of affordable housing in its schemes, which it will own and operate, and it could also run build-to-rent on some sites.

Green praised local policy settings.

“The NSW government is being very supportive, strategic and pragmatic in terms of how do we generate more supply of housing,” he said. “We think it’s actually positive for development and the bit that’s been lacking at that attainable level is that it’s lots of relatively small private developers, whereas we want to create an institutional platform.”

One Living is also&nbsp;looking at high-density projects and could take on more institutional funding in the future.

“The way we will be able to achieve economies of scale is through size,” Green added.

The Mortgage Choice network has taken its national franchise numbers to 405.
And in June Mortgage Choice approved more than $1 billion in mortgages – the eighth month in the past financial year.
Mortgage Choice chief executive officer Michael Russell said it was "a real milestone" for the network.
“This is the first time since January 2009 that Mortgage Choice has had more than 400 franchises,” Russell said.
In February 2013 it was at 386 franchises and 380 in August 2012.
He summed up the current scenario as having a strong property market, interest rates hovering around record lows, lenders competing aggressively for business and the Mortgage Choice network "expanding at a cracking pace."
"Given the ferocity of these prevailing tailwinds, we are hopeful of recording our biggest settlement numbers yet this year,” Russell said.
Russell also noted that broker usage was now over 50%.
Russell said the company had  significantly grown its network of loan writers following its recent Plus One initiative which offered Mortgage Choice franchisees a monetary incentive to bring a new loans consultant into their business. 
"We set ourselves a target of recruiting 50 additional loan writers for our franchisees by the end of September and we are currently on track to exceed that goal."
Mortgage Choice has been offering home loans since it was established in 1992, in the wake of the deregulation of the Australian banking industry in 1985.

Mortgage Choice tops $1 billion monthly loan approvals again

Reverse mortgages could become more popular as cash-poor home owners begin to retire and need extra money to fund major expenses such as positions in aged care facilities, according to Deloitte and the Senior Australian Equity Release Association (SEQUAL).
The take-up rate for reverse mortgages in Australia is very low, said Deloitte partner financial services James Hickey, who authored this year’s Deloitte annual Reverse Mortgages Report.
There are around 40,000 reverse mortgages outstanding in Australia now, representing only about 1% to 2% of retiree households, the report found.
“It’s interesting to think about why that may be, and in our view it’s the lack of awareness, the lack of understanding and the lack of support to discuss home equity release with retirees,” Hickey said.
Reverse mortgages were starting to gain popularity around 2005 to 2007 but the products suffered reputational damage when consumer groups came out with warnings that mortgage brokers had been pushing the elderly to take larger loans than they needed.
Several major lenders withdrew from the market when money markets froze during the financial crisis and it became difficult to source funds to back the mortgages.
Only $404 million of new reverse mortgage borrowings were approved in 2013, down from $714 million in 2006.

The major providers of the loans still in the market are Commonwealth Bank of Australia, Bank West and St George. Macquarie Bank relaunched its offering to the market in March.
Last year, the products were included under the National Consumer Credit Protection Act and all of the providers in the market are members of SEQUAL and are bound by its code of conduct.
Hickey said most people have around two thirds of their wealth locked up as equity in their homes when they retire but few think to access the capital to meet their spending needs.
Deloitte estimates that about half of the people who take out a reverse mortgage use the proceeds for regular income. About one third use the money to repay debt, such as a prime mortgage if they are retiring with an outstanding debt.
“It’s a very powerful mechanism to allow the retiree to maximise their cash flow in retirement if they are going into retirement with debt,” Hickey said.
Deloitte estimates about one in seven use the money for home improvements. Other common uses include buying a new car and taking a holiday.
SEQUAL executive chairman John Thomas said most retirees were conservative with their borrowings through reverse mortgages.
“We find with seniors they take what they need not what they can borrow,” Thomas said.
The average settlement amount was $71,000.
New reverse mortgages are only available to people aged over 65 years. The maximum loan to value ratios offered to 65 year olds is between 15% and 20% of the value of the home. The maximum LVR offered increases according to the borrower’s age. An 80 year old would be able to access more than 25% of the value of their property.
Hickey said lenders used actuarial models to determine the maximum LVR they would offer to people at each age. The maximums were low because there was no requirement for borrowers to repay the debt until they sold the property or passed away.
The lenders also provide a “no negative equity guarantee”.
“The lender wears all the risk ... If the value of the house should be less than the mortgage debt they cannot ask the borrower, estate or beneficiaries for any more money than the value of the home,” Hickey said.
While there is no requirement for people who take out a reverse mortgage to repay the loan until they die or sell the property, Deloitte’s research suggests that people typically repaid the loan in full after around seven or eight years.
A larger number of people repaid the loans in 2013 compared with previous years ($504 million discharges compared with $350 million in 2012).
Hickey said anecdotal evidence suggested that retirees with reverse mortgages had taken advantage of capital growth in the property market to sell their home at a profit and repay the loan.

Rudy Noel Furgtniet, a former director of Unique Mortgage Services Pty Ltd and Victorian finance broker operating under MortgageandMigration.com.au, has been banned by ASIC from engaging in credit activities.
It was found he’d provided misleading information and a lack of full disclosure on an application for a credit licence.
His lack of disclosure and misleading answers were given in relation to questions for the business’ application for a credit licence, and he had been the former person responsible for the licence for his practice, which is based in Melbourne.
He also had an adverse disciplinary history, including involvement in the breach of the company’s travel agent’s licence.
He’s also made a false declaration to the Migration Agents Registration Authority, had two rejected applications to be admitted as a solicitor, made a false statement on Newstart allowance application forms, misrepresented himself as a lawyer with standing to appear in court, had his conveyancing licence cancelled and made a false or misleading declaration to the Tax Practitioners Board.
ASIC decided that his conduct was incompatible with the qualities required of someone allowed to engage in credit activities – that is, good character, honesty, integrity and judgement.
Deputy chairman for ASIC, Peter Kell, said that they would remove quickly to remove people like this from the industry.
“Those who deliberately provide misleading information in their credit applications simply should not be in the industry,” he said.

ASIC permanently bans Victorian finance broker

An ASIC investigation found that Shashi Kanta Prasad of Chipping Norton, New South Wales, had created false loan documents for seven clients to achieve loans totalling more than $3.6 million.
She pleaded guilty in the Downing Centre Local Court to making seven false statements, producing 41 fake documents and using those documents to obtain a financial advantage for her employer in the form of commissions.
She was employed by <a href="https://www.rajprasad.com.au/contact" target="_blank">Raj Prasad &amp; Co Pty Ltd</a>, trading as <a href="https://www.platinumaccountants.com.au/" target="_blank">Premium Financial &amp; Retirement Solutions</a>.
She faces a maximum imprisonment of five years for one offence of obtaining a financial advantage by false or misleading statements, a maximum penalty of five years for one offence of intention to defraud by false or misleading statement, a 10 year maximum penalty for one offence of using false instruments, and  a maximum penalty of 10 years for one offence of using false documents.
The Commonwealth Director of Public Prosecutions is prosecuting the case, with sentencing at the Sydney District Court on 18 July 2014.
A previous July 2012 MFAA notice said: "The MFAA Tribunal has expelled Mrs Shashi Prasad from MFAA membership on the basis that she engaged in, or was vicariously liable for conduct of a misleading, deceptive, dishonest or fraudulent nature. The Australian Prudential Regulation Authority (APRA) released a draft prudential practice guide on residential mortgage lending in May, with <a href="https://www.apra.gov.au/mediareleases/pages/14_11.aspx" target="_blank">retiring chairman John Laker</a> saying that “in this environment, APRA is seeing increasing evidence of lending with higher risk characteristics and it does not want this trend to continue”.
Residential mortgages constitute the largest credit exposure in the Australian banking system and APRA has made it clear it wants to ensure prudential lending standards are maintained.
Lending standards apply to the loan origination process, the risk appraisal of the borrower and to the style of mortgage product – including standard mortgage loans, <a href="https://theconversation.com/reverse-mortgages-need-a-rethink-if-theyre-the-new-age-pension-26433" target="_blank">reverse mortgages</a>, home equity lines of credit and interest-only loans. APRA’s draft – which is still the subject of consultation – also provides guidance on hardship loans, “stress-testing” of loan exposures and on mortgage insurance.
The draft has triggered controversy among mortgage brokers, however, because the guidelines encourage banks to scrutinise loans that are originated by brokers. The Mortgage and Finance Association of Australia has questioned whether broker-originated loans are more risky than bank-originated ones.
Mortgage brokers generally assess the financial situation of borrowers, recommend mortgage loan products and lenders, and then manage the application process. It is common in Australia for banks to pay mortgage brokers upfront or ongoing fees for this “origination” of a loan.
Their remuneration is generally tied to the loan amount and is payable by the bank to the broker either upfront or over time. As a result, there could be an incentive for brokers to advise consumers to borrow a higher amount than they might need. Another common practice is for borrowers to be directed to interest-only loans, to be used in combination with a mortgage offset account.
As well as new loans, brokers also help consumers refinance existing mortgages often to purchase additional property. In this process, houses are revalued and consumers can take the opportunity to reduce their equity in a property – in effect, withdrawing cash.
Lenders are happy to originate loans at loan-to-value ratios of 80%, which implies equity funding of 20%. The risk of a mortgage loan decreases over time as the borrower builds up equity. Interest-only loans and loans made with the intention to cash out equity maintain the risk to the lending bank at a high level.
The recent global financial crisis has shown that real estate values and home loan defaults are closely related. Economic downturns can trigger house price devaluations and cause mortgage defaults.
Australian house prices have grown by double-digit percentages in recent years, and some people argue the property market is ripe for a correction. Some home owners would face negative equity if double-digit decreases were to occur and could have incentives to default on their loans. Such a scenario was realised in the US during the GFC, when there was a dramatic increase in default rates.
But the interests of brokers and banks are not necessarily aligned when it comes to the consideration of borrower risk. A broker may have a low incentive to consider risk if they are paid regardless of what happens to the loan in the future.
APRA says that “experience has shown that commissions paid upfront tend to encourage less rigorous attention to loan application quality”. Trailing commissions, which are paid over time, are on the other hand more likely to provide incentives for brokers to retain and monitor customers, it says.
APRA wants to encourage banks to link broker remuneration to mortgage delinquency risk.
There is limited academic research on the issue of whether broker-originated loans are more risky, partly because of the difficulty of accessing this information.
<a href="https://www.mitpressjournals.org/doi/pdf/10.1162/REST_a_00387" target="_blank">The research that is available</a> does confirm that broker-originated loans are more risky, but it also shows that about three-quarters of this additional risk can be explained by observable information such as higher loan to valuation ratios or lower credit scores.
In response, banks could charge higher risk borrowers an increased mortgage rate, or alternatively, reduce the remuneration it is prepared to pay the broker originating the higher risk loan.

This research is important because it highlights the need for a bank to include this sort of information on risk into its pricing, provisioning, capital and stress-testing calculations – something APRA aims to encourage with its guidance note. It is reasonable to include this cost differential in mortgage pricing and/or broker remuneration.
The current APRA initiative supports the resilience of the Australian financial system and are in line with actions by regulators in other countries, including the US. But more needs to be done.
Australian banks are exposed to mortgages to a larger degree than their international counterparts, with a high allocation to these loans versus other banking products. This means an economic shock affecting property prices or borrowers’ ability to repay could cause tremors in Australia’s financial system. We need to think of creative ways to limit the exposure of Australian lenders to mortgages.
This could occur, for example, by encouraging the internationalisation or diversification of bank assets, something that could be supported by further development of financial market instruments such as covered bonds, derivatives, insurance policies and asset securitisation.

Banks earned $1.226 billion in fees on home mortgages in 2013, up slightly from the year before, a survey by the Reserve Bank of Australia has found.
Fee income from home lending increased by 0.4% over the year, despite a drop in exception fees (such as fees for late payment), charges for breaking fixed-rate loans, and service fees from securitised loans.
The Reserve Bank’s annual bank fee survey for 2013, released last week, included 16 financial institutions, which together accounted for about 90% of total Australian banking sector assets.
The study found that between 2007 and 2012, fees on home loans increased by an average of 2.5% a year, the fastest growth rate for fees on any category of bank product sold to households.
Account-servicing fee income from housing loans increased during 2013 due mainly to a rise in housing loan approvals.
Housing finance approvals for owner occupation rose by 1% from November 2013 to December 2013 in trend terms, according to Australian Bureau of Statistics data. Seasonally adjusted, the number of home loan approvals rose by an average of 1.44% a month over 2013, ABS data shows.
The RBA study noted that growth in housing loan approvals was usually associated with higher establishment fee income, but some banks had been waiving those fees for some customers.
Exception fee income from housing loans to households fell by 16.6% to $30 million in 2013. The RBA noted that exception fee income had declined by more than 50% since 2009.
The major banks reported low levels of bad debts during the recent reporting season and many customers were ahead on their repayments.
Overall, banks earned $4.136 billion in fees from households, an increase of 2.3%, following three years of declining fee growth. Most of the increase was driven by higher fee income from credit cards and personal loans.
From businesses and households combined, banks earned around $11.6 billion in fees in 2013.

Banks earned more than $1.2 billion from home mortgage fees last year

Malcolm Royce Jones, a 52 year old from Woodville North, faces fraud charges that are worth “millions” for allegedly stealing $170,000 from his clients as their mortgage broker.
Having admitted to these dealings that occurred in September 2012 he now faces 78 charges as a result of further findings, according to Adelaide Now.
Jones appeared in the District Court in front of Judge Jack Costello and pleaded guilty to one aggravated count of dishonestly dealing with a document, as well as one charge of attempted deception, essentially enabling him to access the cash.
Prosecutor Peter Longson said further charges would be filed as more criminal conduct has been identified.
The Advertiser reported that victims “packed the court” to see him face charges.
However, his defence lawyer Andrew Moffa, said that much of the money for the victims had been secured with inquiries being made into what can be recovered prior to sentencing. It appears that the level of compensation available is forming some of the defence case.

Adelaide mortgage broker pleads guilty to dishonest dealings, further charges to follow

The regulator that oversees Australian banks and other deposit-taking institutions has released for consultation a draft guide to sound risk management practices for residential mortgage lending.
The paper comes amid warnings that banks’ bad debts are at “unsustainably low levels” and are likely to rise when interest rates are lifted.
The Australian Prudential Regulation Authority’s (APRA) draft prudential practice guide notes that while Australian lenders have experienced low default and loss rates on home mortgages, the strong economy, low interest rates and rising house prices could lead to complacency among lenders.
Residential mortgages account for about half of the assets of the four major banks, the Reserve Bank of Australia estimated in its submission to the Financial Services Inquiry in March.
Each of the major banks reported low levels of bad debts during the recent reporting season.
Morningstar head of Australian banking research David Ellis said the big four banks had been performing strongly and could continue to do so through to the 2015-16 financial year. However, he warned the banks’ bad debts were at “unsustainably low levels”.
“I can’t see that bad debt level declining much further ... it can only go up from here,” he told Property Observer.
Rising interest rates would be the catalyst for increasing default levels in lenders’ mortgage books, Ellis said.
APRA’s draft guide suggests residential mortgage lenders should have policies in place that address their risk appetite and risk management strategies for loans.
It says they should ensure they can identify and control risks in their residential mortgage lending portfolios. It also sets out suggestions for managing loan origination, including assessing the borrower’s capacity to service the debt, verifying income, living expenses and other debt commitments.
The paper outlines good practices for remunerating mortgage brokers that would allow the lender to end or claw back commissions where there were high levels of delinquency. It also suggested lenders should set up systems to prevent brokers from pursuing loans with inadequate or false verification, marginal serviceability, excessive leverage or unsuitable terms for the borrower.
Ellis said that while rising mortgage rates would increase bad debts to banks, it was unlikely that their businesses would harmed overall.
“Higher interest rates mean a stronger economy and a stronger economy means more banking activity which means more profit [for the banks],” Ellis said. “While bad debts will increase, headline profits will also improve.”
Many borrowers are ahead on their mortgage repayments at present. Commonwealth Bank reported recently that 78% of its loan customers had paid in advance by an average of seven months, while Westpac reported around 70% of its loan customers were ahead of their required payment schedules.
APRA has called for comment on its draft guide by July 21, 2014.

Banking regulator suggests mortgage lenders must address risk management strategies

When interest rates are decreasing, property owners paying variable rates are among those who begin to feel a little bit more relaxed about their repayments.
However, the verdict from most economists is that the <a href="/expert-insights/finance/borrowers-warned-of-interest-rate-hikes-by-late-2014">next interest rate movement will be an increase from today’s record lows</a>. While it’s not time to panic quite yet – the general consensus is also that we will have a period of stability – it’s certainly time to put into place some measures if you haven’t thought about the impact of an interest rate increase.
In fact, ME Bank’s latest Household Financial Comfort Report, which noted that a “wait and see” approach is indeed likely from the Reserve Bank, saw 19% of people note that they had not budgeted for any rate increase.
ME Bank’s general manager for asset products Luke Easton told Property Observer that awareness of potential changes is crucial, and then those with mortgages must be allowing for changes.
So, what can you do?
Fixing your home loan
The first thing that jumps to everyone’s minds is fixing your loan while rates are low. While this may be a good solution for some, it can leave you locked in and unable to be as flexible as you may need with your loan.
Easton suggests that splitting your loan into part-fixed and part-variable might actually be a better plan. However, he notes: “Everyone is different. People should be doing what suits their own situation.”
This is good advice – not every investor and home owner will want to fix. While a fixed rate will ensure you have a low rate for a period of time, and regular repayments, it does tend to be higher than the variable rates you can currently achieve. If rates did fall further, you’d be left paying more.
Break costs, such as early repayment penalties, may come into play if you aren’t completely aware of what you’re signing up for with a fixed rate loan.

Creating a buffer
Paying off more now, while you have the opportunity, is a great way to give yourself some breathing space for if rates do suddenly increase, said Easton.
If you put in some extra, then if you suddenly struggle to keep up you will have some space on the other end. Those who pay off the minimum are not necessarily putting themselves in the best situation.
Recently, Smartline suggested that <a href="/expert-insights/finance/now-is-the-time-to-aggressively-make-mortgage-repayments-smartline">now is the best environment in which to be aggressively making mortgage repayments</a> as reduced interest expenses mean you can pay off your principal quickly.
Practice repaying at a higher rate
Consider what might happen to your loan if the interest rate increased. Look to be putting this amount in for each repayment and see how you manage. If you’re struggling, then you need to be looking to solutions quickly – sometimes a visit to your lender, or a financial planner, can assist.
