<p>Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.</p>

<p>The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.</p>

<p>The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.</p>

<p>Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.</p>

<p>The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.</p>

<p>SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.</p>

<p>“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.</p>

<p>The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.</p>

<p>“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.</p>

<p>The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.</p>

<p>Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.</p>

<p>The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.</p>

<p>COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.</p>

<p>“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.</p>

<p>The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.</p>

<p>The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.</p>

First look: SP Setia targets St Leonards skyline with 40-storey TOD tower

<p><a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.</p>

<p>The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.</p>

<p>The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.</p>

<p>Designed by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a>, the tower has been conceived as a landmark transit-oriented development anchored to the Newcastle Interchange precinct. The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.</p>

<p>SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”</p>

<p>The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.</p>

<p>The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.</p>

<p>A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.</p>

<p>Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.</p>

<p>The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.</p>

<p>Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.</p>

<p>The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.</p>

Eastern Suburbs buyers snap up ESTE Little Bay apartments

<p class="p1">Western Australia has the most problem home loans in Australia for the country’s largest mortgage lender, the Commonwealth Bank of Australia.</p>
<p>While home loans in WA only account for 16 per cent of the total for the bank, the proportion of loans that are 90 days or more behind in repayments jumped by a quarter from close to 1 per cent in December, the bank's results for the year to June showed.</p>
<p>WA has a 1.23 per cent arrears rate in home loans, twice the national average, reported The Australian Financial Review.</p>
<p>The state’s housing market is still feeling the shocks from the end of the mining boom. Perth house prices fell 1.8 per cent to a near-five-year low of $555,788 in the June quarter even as unit prices rose 1.1 per cent to $377,823, data from Domain show.</p>
<p>CBA had a 25.2 per cent share of the country's total home loan market as of June.</p>
<p>Though the bank reported a better-than-expected $9.9 billion profit for the year to June its retail banking expenses rose 5 per cent to $699 million, mainly due to sluggish conditions in the largest two resource-dependent states.</p>
<p>Expenses rose in that category "as a result of higher arrears and losses for home loans and consumer finance, predominantly in WA and Queensland", the bank said.</p>
<p>CBA’s total home loan balance rose 7 per cent from a year earlier to $485.9 billion driven by strong growth in retail banking, New Zealand and its Bankwest unit, it said.</p>
<p>At the same time, the bank’s exposure to Sydney’s apartment market has grown. While apartment developments accounted for 36 per cent of its total $12.3 billion residential book, Sydney made up 61 per cent – or $2.8 billion – of that. </p>
<p>The bank’s exposure to the Melbourne apartment market was $900 million, while Brisbane at $300 million and Perth with $200 million were way behind.</p>
<p>"Weighting to Sydney [is] increasing as exposures to other capital cities reducing proportionally quicker," the bank said.</p>
<p>Over the six months to June, CBA reduced the value of its apartment development exposure by $700 million, or 14 per cent, to $4.5 billion.</p>
<p>The bank said it had a "lower" portfolio loan-to-value ratio of 59 per cent.</p>

<p>Overall, I was disappointed by the lack of substance in the Four Corners program Betting on the House.</p>
<p>Claims were made without backing evidence. Too much was made of individual ‘hard-up’ cases. When will some borrowers understand that it is ultimately your responsibility to work out if you can service a loan or not?! Portraying the basket case of Mandurah as something that could happen to the rest of the country is laughable.</p>
<p>Mandurah, a regional town, approximately 100km south of Perth, has had problems for many years now. All that should be taken from this point is Australia has a mixed housing market where risks are elevated on isolated, regional areas.</p>
<p>Yes, of course, housing prices can and do fall. Perhaps if that point alone needs to be stated out aloud, over and over again, then fair enough. But I got a distinct impression that the implicit message that Mandurah could be a precipitous for something much wider and bigger.</p>

<p>Much was made of rising loan defaults and mortgage stress getting to a breaking point. Yet the reality is loan defaults remain at low levels and loan servicing at this stage is not an issue.</p>
<p>Yes, of course, if the RBA lifts rates aggressively, we could have a large correction in the market. For the record, we have been stating this in our Housing Boom and Bust reports for a number of years now. It is a risk that is well and truly acknowledged, not just by myself but by many others including the RBA who recently discussed what would now be regarded as the new “normal interest rate setting”.</p>

<p>Perhaps if there was a more rigorous discussion on this point (where is the new normal for interest rates) that would have been useful. Quite clearly, with the excessive amount of private debt in the economy, a cash rate of say circa 6% would smash the community, which I personally find concerning.</p>
<p>This is not the first time Four Corners has covered the housing market.</p>
<p>In May last year, they ran a story on the market, mainly covering negative gearing but also discussing how the market could pop. They rolled out Steve Keen and Lindsay David.  It was a relatively good piece, overall in comparison.  </p>
<p>Since then, the Liberal Government has gone some way to reforming Negative Gearing by preventing plant and equipment depreciation claim on existing investment properties and cutting out travel expenses. And there also has been further clamp downs on foreign investment activity with reports offshore that the rate of capital outflows from China has significantly slowed.</p>
<p>Yet, the market continues to rise…</p>
<p>Macrobusiness today provided a scoop on the fact that many of the commentators featured in the segment felt that their comments on population growth as being a contributor to an overvalued housing market, was cut out!  If so, this is a disgrace on the part of 4 Corners producers. Let’s just remember, Melbourne’s population is expanding by 120,000 a year or 2.4% pa.</p>
<p>Sydney is rising at 90,000 a year or 1.7% pa. These are massive numbers which are causing some rather obvious issues on housing and creating a strain on our existing infrastructure with long term ramifications for our natural resources.</p>
<p>Excessive population growth, while not the sole reason, is most certainly a large reason why Sydney and Melbourne housing markets are massively overvalued right now and yet are not correcting despite macro prudential action which has included interest rate rises on investors.  </p>

<p>Teachers Mutual Bank and its subsidiary banks will reduce rates for new owner-occupier, principal and interest fixed rate home loans across all brands, according to Australian Broker.</p>
<p>Australian Broker reports the changes are effective 17 August 2017 for new business only, and entail a reduction in rates for principal and interest loans for customers with an LVR of 80 percent or lower.</p>
<p>"The average interest rate per annum will now sit at 3.89 percent for these customers, with a comparison rate of 4.15 percent p.a." Australian Broker reported.</p>
<p>"New fixed rate home loans on 1, 2, and 3 years will also have an interest rate reduction.</p>
<p>"These rates are now 3.79 percent, 3.84 percent, and 3.99 percent p.a. respectively.</p>
<p>"These changes will apply to new business for all Teachers Mutual Bank brands: Teachers Mutual Bank, UniBank, and Firefighters Mutual Bank."</p>
<p>Mark Middleton, Teachers Mutual Bank head of third party distribution said they want to continue to be a leading choice for customers starting on their home ownership journey.</p>
<p>"We expect these rate reductions will be attractive to potential members who want to be supported by a bank that understands their needs, and will provide high quality member service”, he said.</p>

Teachers Mutual Bank and subsidiary banks reduce rates for some new loans

<p>Non-bank lender Homeloans has introduced stricter measures using loan-to-income (LTI) ratios when determining credit decisions for interest-only home loan applications. </p>
<p>Effective from last Saturday (8 July), interest-only applications are now either declined or referred depending on the income structure of clients with an LTI ratio of greater than eight.</p>
<p>LTI is calculated as the ratio of the total limit of the loan applied for against the client’s total gross annual income.</p>
<p>“Homeloans has access to multiple funding sources, and the use of the LTI in assisting with credit decisions is now a requirement of one of these funding sources.</p>
<p>"It should be noted that the use of an LTI will initially be limited to the assessment of loans where the borrower has elected for interest-only repayments, and will only apply to our Ultra Plus product range,” Homeloans said. </p>
<p>Brokers can complete a manual calculation to determine what the LTI is for each client and are urged not to proceed with the application if the LTI is below the threshold of eight (unless the loan amount or gross annual income changes).</p>
<p>The Homeloans Ultra Plus Serviceability Calculator has been updated to reflect these new criteria. </p>
<p>“We're committed to lending responsibly, and ensuring our customers can meet their home loan repayments today and into the future,” the lender wrote in a note to brokers.</p>
<p>“Regulatory bodies have raised concerns about Australia's household debt-to-income ratio, which has risen significantly over the past decade. </p>
<p>“With this in mind, we're making changes to our home lending credit policy to better assess a customer's ability to service their home loan, and to assist Homeloans’ monitoring of risk settings.”</p>
<p>Australian Broker also advised <span>Advantedge Financial Services will increase the interest rate on all new and existing variable rate interest only home loans by 0.35% p.a., effective Tuesday 8 August 2017.</span><br><br><span>The interest rate on all new fixed rate interest only home loans will increase by 0.35% p.a.</span><br><br><span>These changes apply to both owner occupier and residential investor home loans, across all of Advantedge’s white label partners.</span></p>

Homeloans tightens interest only home loan applications

<p>A pretty solid result for housing finance in May with seasonally adjusted total finance rising by 1.3 percent to just over $33 billion.  </p>
<p>Looking at the smoother trend figures, total housing finance has been fairly flat now for about two years, since macroprudential measures first kicked into gear. </p>
<p>The value of investors loans continues to moderate - with home loans by and large picking up the slack - and this rebalancing has manifested itself recently in rising rents in Sydney and Melbourne.</p>

Tough times for first homebuyers: Pete Wargent

<p>One of the criticisms of macroprudential measures to cool lending (as opposed to the Reserve Bank lifting the cash rate) has been that they can't "get in all the cracks".</p>
<p>And those sneaky lenders have been up to their old tricks, with mortgage growth accelerating strongly in May, directly contradicting almost all market commentary.</p>
<p>It's hard to get a read on this.</p>
<p>With borrowing capacity increasingly constrained, it may imply higher volumes. </p>
<p>APRA released its Monthly Banking Statistics yesterday which confirmed that banks expanded mortgage books by 0.6 per cent in May, with owner-occupier loans rising by 0.7 per cent. </p>
<p>Respected banking analyst Martin North referred to the growth as "too strong", noting that "home prices will continue to rise", although this wasn't reported anywhere of note, at least as far I could see. </p>
<p>Growth in investor loans also accelerated in May, up from 0.39 per cent to 0.42 per cent. <span style="font-size: 12.16px;"> </span></p>

<p>Housing credit picks up</p>
<p>It was a busy day indeed for credit-related statistics yesterday, with the Reserve Bank of Australia (RBA) also releasing its Financial Aggregates figures for the month of May. </p>
<p>Credit growth expanded by 5 per cent of the year to May, while broad money growth remained somewhat stronger at 7.3 per cent. <span style="font-size: 12.16px;"> </span></p>

<div>Drilling into the components of credit growth, housing credit had a stronger month, meaning that the annual rate of housing credit growth has continued to pick up speed from 6.32 per cent in November to 6.59 per cent in May. </div>

<div>Investor credit grew by 7.5 per cent over the year, but the trajectory up growth looks to be calming as banks jack up investment loan rates to encourage more owner-occupier loans.</div>
<div> </div>
<div>Despite being inherently 'riskier', at least on a historical basis, business credit growth is considered by many to be vital.</div>
<div> </div>
<div>However, stock exchange (ASX) market data records three consecutive months of strong aggregates in initial and secondary capital raisings totalling more than $12.5 billion, showing that business lending is far from the be all and end all for investment.</div>
<div> </div>
<div>Business surveys also saw conditions hit multi-year highs early in 2017, while job surveys point to a broad-based improvement in hiring. </div>
<div> </div>
<div>In other words, you can't just look at total outstanding business credit increasing by 3.1 per cent over the year and dismiss growth as weak. </div>

Mortgage growth displays strength: Pete Wargent

<p>ME Bank will decrease its principal-and-interest variable home loan offer by 10 basis points.</p>
<p>This reduction will be available to new owner-occupier borrowers who are applying for a loan in a member package valued at $150,000 or more and with an LVR at 80% or less.</p>
<p>All interest-only vairable and fixed home loan offers to new borrowers will increase by 40 basis points.</p>
<p>Both these changes are effective July 1.</p>
<p>In August ME will increase its reference rates on all existing variable interest-only loans by 40 basis points</p>
<p>The bank said the changes were being made to manage regulatory requirements on interest-only lending.</p>
<p>ME CEO Jamie McPhee, said the changes are necessary to ensure the Bank complies with macro-prudential measures introduced by APRA, while encouraging existing interest-only home loan borrowers to switch to principal-and-interest.</p>
<p>“Owner-occupier principle-and-interest home loan rates are at record lows.</p>
<p>"Now is a great time to pay down the principal on your home loan.</p>
<p>“ME does not apply a fee for switching from interest only to principal-and-interest.”</p>

ME Bank moves home loan rates

<p>Research released by RateCity.com.au has questioned the effectiveness of hiking rates to deter certain buyers.</p>
<p>RateCity.com.au analysed of over 100 lenders two months after the latest APRA intervention and found the majority of banks are penalising investors and interest-only borrowers by as much as 0.56 percentage points.</p>
<p>RateCity.com.au money editor Sally Tindall said investors paying interest-only are being hit the hardest at an average rate of 4.88 percent while owner-occupiers doing the right thing by paying down their debt are being rewarded with an average rate of 4.31 percent.</p>
<p>"While promoting sound lending measures was fundamentally important, there were question marks over the effectiveness of hiking rates to deter certain buyers," she said.</p>
<p>“What we learnt from the 2014/15 APRA intervention is that while a rate rise spooked investors initially, they took less than six months to decide that paying extra was worth their while.</p>
<p>“The real test for investors will be whether they are willing to meet their bank’s demands for higher LVR’s if they want to pay interest-only.</p>
<p>“Owner-occupiers opting to pay interest-only are also being hit with slightly higher rates, however it pales in comparison to the bill they eventually have to pay as a result of not paying down their principal without the benefit of any tax concessions.</p>
<p>“The average mortgage holder with a $350,000 loan will pay $45,822 more to their bank if they opt for interest-only repayments for the first five years.</p>
<p>“That’s a pretty big deterrent right there."</p>
<p>The research showed that people with a deposit of just 5 percent were paying, on average, 0.18 percentage points more than people with a deposit of 30 percent.</p>

Interest only investors hit hardest by rate hikes

<p>Roy Morgan reported from its survey of over 50,000 households per annum that those at risk of mortgage stress fell by some 78,000 from a year ago to 16.8 percent, to sit well below the decade average.</p>

Lower rates reducing mortgage stress

<p>After the tightening, it is now time for the banks to offer incentives to owner occupiers applying for home loans, but mostly for customers paying principal and interest.</p>
<p>Earlier this week, Westpac announced an eight basis-point cut in variable interest rates for customers paying principal and interest on their owner occupier home loans, taking the standard variable rate for these owner occupiers to 5.24 percent p.a.</p>
<p>Westpac followed a similar move by ANZ earlier this month, when it announced a five basis point cut in variable interest rates for customers paying principal and interest on home loans.</p>
<p>The bank’s standard variable rate for owner-occupiers is at 5.20 percent p.a.</p>
<p>The rate wars prompted comparison website Mozo’s director Kirsty Lamont telling News Corp that “the gloves are off and owner occupier borrowers are the winners”.</p>
<p>It encouraged owner occupiers with principal and interest loans to shop around and take advantage of the competition between banks right now.</p>
<p>For those looking to identify the cheapest home loans, the comparison website has announced the winners of its 2017 Experts Choice Home Loan Awards.</p>
<p>Mozo analysed 504 mortgage products from 89 lenders and awarded the top 10 percent across eight categories designed to reflect different types of borrowers. </p>
<p>The first spot was occupied by loans.com.au whose top product Essentials Variable 80 offers a variable interest rate of 3.64 percent (3.66 percent comparison rate).</p>
<p>Mozo rated the product a winner in multiple categories, including best Split Home Loan and best Variable Rate Loan for both owner-occupiers and investors.</p>
<p>Next was UBank’s UHomeLoan product with a variable rate of 3.74 percent (3.74 percent comparison rate) with no upfront fees.</p>
<p>The third place was reserved by State Custodians Low Rate Home Loan with Offset, a product that offers a 3.69 percent variable interest rate (3.72 percent comparison rate) with the benefit that customers can use an offset account and save on interest.</p>
<p>The others in the list were Bank Australia’s Basic Home Loan, Newcastle Permanent’s Discounted Variable Home Loan, Heritage Bank’s Discount Variable Home Loan Special and Gateway Credit Union’s Variable Rate Home Loan. Their products had interest rates from 3.84% to 3.99%, according to Mozo.</p>
<p>None of the big banks figured in the list.</p>
