<p>Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.</p>

<p>The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.</p>

<p>The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.</p>

<p>Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.</p>

<p>The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.</p>

<p>SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.</p>

<p>“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.</p>

<p>The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.</p>

<p>“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.</p>

<p>The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.</p>

<p>Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.</p>

<p>The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.</p>

<p>COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.</p>

<p>“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.</p>

<p>The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.</p>

<p>The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.</p>

<p><a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.</p>

<p>The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.</p>

<p>The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.</p>

<p>Designed by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a>, the tower has been conceived as a landmark transit-oriented development anchored to the Newcastle Interchange precinct. The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.</p>

<p>SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”</p>

<p>The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.</p>

<p>The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.</p>

<p>A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.</p>

<p>Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.</p>

<p>The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.</p>

<p>Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.</p>

<p>The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.</p>

<p>It banking &amp; wealth CEO David Carter said the bank currently calculated interest only rates based on the purpose of the loan, but would now also take into account the type of loan repayment, i.e. owner occupier or investor.</p>
<p>Variable interest rates on existing owner-occupier interest only rates will increase by 0.10% p.a and variable interest rates on all investor interest only rates will increase 0.38% p.a., effective 1 November, 2017.</p>
<p>Variable interest rates on existing principal and interest owner-occupier and investor rates remain unchanged.</p>
<p>“Currently, our interest only home lending is priced at the same rate as principal and interest home lending, however following recent changes in the market we have made changes to our systems to differentiate between borrowers repaying interest only, and those repaying principal and interest,” David Carter told Australian Broker.</p>
<p>“With the market having effectively repriced interest only lending, and with some lenders having opted out of certain aspects of the market, it’s important for us to also support the focus on this type of lending.   </p>
<p>  “We are writing to customers this week to advise them of this change and the new interest only rates, which will come into effect on 1 November, 2017."</p>

Suncorp lifts interest only rates by 0.38 percent

<p class="selectionShareable">The riskier Brisbane postcodes include inner city suburbs including Fortitude Valley, Newstead and Bowen Hills. </p>
<p class="selectionShareable">There are also some middle ring suburbs including Nudgee, Clayfield and Hendra.</p>
<p class="selectionShareable">In Perth, the list includes the CBD and East and South Perth.</p>
<p class="selectionShareable">The ANZ policy comes into effect on October 2.</p>
<p class="selectionShareable">The Australian reported it applies to apartments for both owner occupiers and investors in Brisbane and in Perth for investors on properties worth less than $3 million.</p>
<p>Under the tougher terms, borrowers must have a minimum deposit of 20 percent, which could equate to 30 percent if the pre-purchase valuation comes in lower than the exchange price dating from 2015 or 2016 when prices were higher.</p>
<p><span>Last year ANZ's was increased to more than 50 postcodes, concentrated mostly around Western Australia, Queensland and NSW mining towns, that described the suburbs as "not acceptable" for providing lenders mortgage insurance.</span></p>
<p><span> The number of unacceptable postcodes was 30 in a 2013 previous confidential list. </span></p>
<p>“This (September 2017) update for a handful of Brisbane and Perth locations is part of our ongoing efforts to ensure we are lending responsibly and in consideration of all our regulatory responsibilities,” an ANZ spokesperson told Australian Broker.</p>

ANZ's blacklists postcodes in Brisbane and Perth

<p>Investment bank UBS’s latest report saying ‘liar loans’ have reached $500 billion has met with strong opposition from a brokers body.</p>
<p>The Finance Brokers Association of Australia (FBAA) said in a media release that UBS was being reckless with its analysis of so-called ‘liar loans’ because it is based on implied presumptions.</p>
<p>UBS said that its latest survey of over 900 mortgage applications originated over the last 12 months revealed that about one third of home loans contained information that was not accurate.</p>
<p>Meanwhile, Australian Securities and Investments Commission chairman Greg Medcraft has said that a broken mortgage broker remuneration model and loose lending could trigger a subprime mortgage crisis.</p>
<p>Medcraft irresponsible lending is facilitated because of the mortgage broker remuneration model which rewards brokers for securing larger loans for their clients.</p>
<p>Referring to the UBS report, FBAA executive director Peter White said the figure was based on interpretation of their own research and asked the data be justified.</p>
<p>“I want to see their data analysis,” said White. “We need to see the questions they asked participants and we need to know how much and under what conditions they were paid.”</p>
<p>“UBS must prove there is no steering of answers or influences to produce outcomes which are not factual or fair or commercially sound,” he added.</p>
<p>White also questioned the validity of the data, saying UBS is not a lender in the home loan space, so there “needs to be clear transparency of their supposed results”.</p>
<p>“This is not their data and not data from a bank/lender, so the question must be asked as to the accuracy and integrity of the research, which is fundamentally divorced of market broker and lender marketplace data.”</p>

<p>A couple of dozen lenders have dropped their mortgage rates since July 1 to entice homebuyers back into the market, and even by the end of July this was clearly working. </p>
<p>Not only have homebuyers not shunned the market, they are coming back in droves, with the number of owner-occupier commitments excluding refinancing surging 4.5 per cent higher in July, with the trend result rising to the highest level since the financial crisis stimulus. </p>

<div>Finally, as for the glut of new stock, there was upbeat news here too, with the number of homebuyers financing new dwellings accelerating to the highest level in 38 years. </div>

Home loans back in favour: Pete Wargent

<p>Non-major lender Suncorp has unveiled a number of discounts on its investor and owner occupier loan products in response to being awarded Bank of the Year – Fixed Rate Home Loan by CANSTAR.</p>
<p>Effective from today (12 September), the bank's Investment Home Package Plus two and three year fixed rates will drop by 0.20% p.a. and 0.30% p.a. respectively, bringing both rates to 4.29% p.a.</p>
<p>In addition to the fixed rate award, Suncorp also received a five star rating for two of its home loan products:</p>

<li>Bank to Basics Owner Occupied Construction Loan</li>
<li>Home Package Plus Owner Occupied Fixed Rate Loan</li>
</ul>
<p>“The CANSTAR award and five star ratings are further confirmation that we are offering products that deliver value for our customers,” said Suncorp banking &amp; wealth CEO David Carter.</p>
<p>“In June this year, we announced some changes to interest rates to give additional support to customers in the owner-occupied market, and from today I am pleased to say we will go further.</p>
<p>“This is a reflection of recent reductions to fixed rate funding costs, allowing us to lower our two most popular fixed rate loan products for investors.”</p>
<p>The rate changes and special offers come into effect in what is traditionally a busy season for home buyers, he added.</p>
<p>“Customers who take advantage of these offers will also have the convenience of being able to access more than 3,300 fee-free ATM’s, as part of Suncorp’s new partnership with the rediATM network.”</p>
<p>Gateway Credit Union has earned 5-star ratings from CANSTAR for some home loan products.</p>
<p>Gateway’s Premium Package Home Loan for both owner-occupier and investment as well as the Premium Package 5-Year Fixed Rate Home Loan for both owner-occupier and investment have earned the rating</p>
<p>Paul Thomas, Gateway CEO, said the 5-star rating proved the leading credit union was a strong contender in the market.</p>
<p>“This is another great achievement for Gateway, especially in light of the competitive landscape in which the home loan market currently operates in," he said.</p>
<p>"This endorsement from CANSTAR is another feather we can stick in our cap when it comes to our ability to provide home loan products that offer value, flexibility and innovation,” said Mr Thomas.</p>

Suncorp drop fixed investor rates, Gateway products get CANSTAR tick

<p>The amount of home loans that have been extended based on "factually inaccurate" information is estimated to have reached $500 billion, according to an updated study by investment bank UBS.</p>
<p>The broker said that its latest survey of over 900 mortgage applications originated over the last 12 months revealed that about one third of home loans contained information that was not accurate.</p>
<p>Given the "rising level of misstatement" of many years, UBS said it estimated $500 billion of home loans were "liar loans", the researchers, Jonathan Mott, Rachel Bentzvelen and George Tharenou wrote.</p>
<p>"While household debt levels, elevated house prices and subdued income growth are well known, these finding suggest mortgagors are more stretched than the banks believe, implying losses in a downturn could be larger than the banks anticipate.</p>
<p>The UBS report suggested more borrowers were lying by under-representing their expenses and living costs.</p>
<p>Borrowers were also over-stating income and assets and understating loans.</p>
<p>Mortgage &amp; Finance Association of Australia chief executive Mike Fenton said the findings were "wrong" and were based on an incorrect calculation.</p>

"Liar loans" risk rises for Australian mortgage lenders: UBS

<p>Home loan demand rose for the third consecutive month, according to new data.</p>
<p>The Australian Bureau of Statistics’ Housing Finance data showed 56,464 home loans were approved over the month of July, up 2.9% from the previous month.</p>
<p>“July was the third consecutive month of growth for home loan approvals,” Mortgage Choice chief executive officer John Flavell said.</p>
<p>“Historically low interest rates are helping to keep heat in the property market and borrowers are clearly keen to take advantage of this.”  </p>
<p>While the number of home loan approvals rose, the value of dwelling commitments fell 0.9% to $33.03 billion over the month of July.</p>
<p>“This can be attributed to the drop in the value of investment loans approved.</p>
<p>“During the month of July, $12.06 billion in investment loans were approved – down 3.9% from the previous month.</p>
<p>“I am not surprised to see a downwards shift in investment demand," he said.</p>
<p>Changes have made it hard for some investors to qualify for finance.</p>
<p>Looking ahead, Mr Flavell said he expected home loan demand to be strong.</p>
<p>“We are now in spring, which is generally the busiest period for the property market, so I would expect to see home loan demand remain robust."</p>

Home loan demand rises for third consecutive month

<div>The slowdown has partly been a reflection of business credit growth ambling along at an annual rate of +4.2 per cent, although surveys suggest that business investment is set to gather a bit of momentum. </div>

<div>Growth in credit relating to housing market investors has slowed a touch to +7.4 per cent, now well under the 10 per cent cap, with more slowing to come based on recent monthly figures.</div>
<div> </div>
<div>Owner-occupier credit growth is still powering along, though, and total housing credit growth is still a sprightly +6.6 per cent, unchanged from a year earlier.</div>

<div>Personal credit growth remains negative, as consumers tend towards mortgage buffers and offset accounts instead of of credit cards and personal loans. </div>

<div><strong><span style="text-decoration: underline;">Shifts at the margin</span></strong></div>
<div> </div>
<div>There's no doubt that it's become more difficult at the margin to gain access to housing credit, particularly for investor loans, and most especially for interest-only mortgages. </div>
<div> </div>
<div>The growth in investor loans is now well below the regulatory 10 per cent cap for each of the major banks, which between them account for most of the mortgage market.<br><br>A couple of minnow lenders have been pinged with a speeding ticket, including the tiny Heritage Bank, so they'll be putting investor loans in the sin bin, perhaps for a month or two. </div>
<div> </div>
<div>But on the flip side, there's plenty of potential for most of the main lenders to loosen standards again for investment loans as we head into spring and beyond. </div>

<div>Moreover, while APRA's latest ADI monthly statistics hinted at a marginal slowdown, the reality is that non-standard loans have to some extent been picked up by alternative lenders such as Pepper and their ilk. </div>

<div>The RBA's figures show that over the year to July 2017 the total stock of outstanding housing credit increased by $113 billion to $1.69 trillion.<br><br>In dollar value terms, this is the biggest annual increase ever recorded.</div>

<div>So, there may be a 'slowdown' of sorts underway, if you will, but as the above chart shows it looks like a shift in composition too.</div>

<div>Moreover, every single one of the main lenders continues to increase its stock of mortgages outstanding, even if there has been a move towards home loans and away from investor loans. </div>

<div>Some one-track observers have noted that out of cycle rate hikes has crashed or destroyed demand for mortgage debt.</div>
<div> </div>
<div>I'm not sure what data source they're using to draw that conclusion - none, most likely - but the official RBA figures shows a record annual increase in housing credit, with a slowing in investor credit just beginning to flow through to the annual data.</div>
<div> </div>
<div>Experiences elsewhere in the world have shown that macroprudential measures tend to be effective for a while before borrowers and lenders find ways to get transactions happening again.</div>
<div> </div>
<div>The reality is that, in aggregate, interest rate differentials have only slowed lending slightly at the margin to date, while simultaneously boosting the bottom line and equity of gleeful banks.<br><br>Out of cycle rate hikes were certainly never about funding costs, with the cost of wholesale debt barely having broken a decade-long downtrend.</div>
<div> </div>
<div>What would genuinely change the landscape would be a statement of intent from the RBA in the form of a hike in the cash rate, but in all likelihood that remains far away.<br><br>
</div>
<div>In the event a couple of dozen lenders have already cut their mortgage rates since the beginning of July, most notably Westpac, in anticipation of the spring selling season.<br><br>With the trend unemployment rate declining to its lowest level in more than four years and further improvements expected over the next few ahead by the RBA, it will be intriguing to see how claims of a 'perfect storm' and 'record mortgage stress' are reconciled with what's actually happening on the ground.<br><br>I say that because it looks suspiciously as though mortgage default rates are refusing to rise from benign levels outside Western Australia.<br><br>Naturally, household cash flows may appear weaker if accelerated mortgage repayments have become the norm.<br><br>But the statistics show that although wages growth has been weak, the unemployment rate has been falling, and underutilisation is declining in volume terms.<br><br>Genuinely, I'm intrigued to watch what the media will report having run so hard with the unprecedented mortgage stress meme.<br><br>Not everyone agrees with the improving economy thesis, mind.<br><br>Westpac sees the pullback of Chinese apartment investors leading to a sharp slowdown in residential construction and unemployment heading back towards 6 per cent next year.<br><br>Watch, this, space!!!</div>

The record year for house lending: Pete Wargent

<p>Virgin Money is offering Triple Velocity Frequent Flyer Points for eligible new home loans.</p>
<p>According to reports in AustralianBroker,  customers who apply for a Virgin Money Reward Me Home Loan paying principal and interest, with an LVR of 90 percent or under between 21 August and 31 October 2017 and settle by 31 January 2018 will earn 30,000 Velocity Points for every $100,000 borrowed at settlement.</p>
<p>"For a customer borrowing $500,000, that means they will receive 150,000 Velocity Points after settlement, enough Points for a return flight from Sydney to Amsterdam," AustralianBroker reported.</p>
<p>"In addition to Points on settlement, the Reward Me Home Loan also offers ongoing rewards for its customers with 1,000 Points per month for each loan split plus 30,000 bonus Points every three years. </p>
<p>"This means that on a $500,000 mortgage, borrowers could earn 354,000 Points over six years or 480,000 Points over 10 years.</p>
<p>"Borrowers can get even more with a Virgin Money rewards credit card and/or the firm's home and contents, life and income protection insurance coverage.</p>
<p> "Virgin Money home loans also come with competitive interest rates with variable rates from 3.79% p.a. for owner occupiers paying principal and interest (comparison rate 3.92% p.a.). The 3-year fixed rate if 3.79% p.a. for owner occupiers borrowing $300,000 of more with an LVR of 90% and under paying principal and interest (comparison rate 4.00% p.a.)." </p>
<p>Johnny Lockwood, Virgin Money general manager of lending, cards &amp; deposits said interest rates are one of the biggest considerations for borrowers in choosing a new home loan.</p>
<p>"Our Reward Me Home Loan rates are designed to be competitive, which means our customers pay down their loans faster, with the added bonus of receiving Velocity Points which they can turn into amazing life experiences," he said. </p>
<p>The Reward Me Home Loan is currently sold exclusively through mortgage brokers.</p>

<div>Furthermore, non-banks have been growing their mortgage books apace - the dollar value of Pepper's residential loan originations soared by +17 per cent in H1 2017, for example. </div>

<div>After accounting for these changes it's questionable that there has been any meaningful slowdown at all in the pace of mortgage lending. </div>
