Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

First look: SP Setia targets St Leonards skyline with 40-storey TOD tower

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

Designed by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a>, the tower has been conceived as a landmark transit-oriented development anchored to the Newcastle Interchange precinct. The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.

Marriott Docklands on Waterfront Way, Melbourne's new home of five-star living

Late last week the State Government and the AFL announced a $225m allocation in the 2018/19 budget that will facilitate a major redevelopment of the Etihad Stadium Sporting and Entertainment Precinct.

This forms part of a $500m package to retain the AFL Grand Final at the MCG for the next 40 years, support grassroots football and the growing women's competitions through upgrades to local community grounds and suburban stadiums.

The Etihad Stadium upgrade will deliver upgrades for rectangular sports like soccer and rugby, improve women's change facilities and guarantees access for other codes and major events. Developed over the last two-years, the redevelopment will see AFL House demolished and replaced with a multi-storey building with improved connections to the waterfront and surrounding precinct.

The plans will be further developed and refined over the next 12-18 months, according to the AFL with works not likely to commence until 2020.

Originally breaking the story on the Footy Show, host and Collingwood President Eddie McGuire spoke about the desire to better integrate the stadium with the Docklands precinct and improve connections for visitors arriving from Southern Cross Station, with the possibility that not only would the works encapsulate AFL House but also Channel 7's digital studios.

The details of this have yet to be confirmed.

Unlike most stadiums around the world, Etihad Stadium (originally Colonial Stadium) was always envisaged as an urban stadium acting as a catalyst for the redevelopment of the former docks, with its four 'corners' eventually developing over time to fill out and assist in achieving the vision for a 24/7 precinct. 

It can be argued that the Stadium Precinct hasn't quite reached its true potential with opportunity for the stadium itself to offer more on non-event days and contribute to the activity and liveliness of the area.

Development of the remaining two parcels will go some way to improving and contributing to the area, with developments by AZX Group and Salta Properties injecting further residential and hotel program into the precinct at their 685 and 695 LaTrobe Street sites.

Melbourne developer Capital Alliance has unveiled the first images of the first Marriott to be built in Australia in 20 years.
Marriott Docklands, part of the $250 million mixed-use The Docklands project by local company Capital Alliance, will feature 200 rooms with clean timber flooring, beds sitting atop frames, a small table for dining but no desks and exposed joinery replacing closets.
Gone are the staples of older five-star hotel rooms: carpet, heavily branded decor and clunky furniture such as closets, chests of drawers and writing desks.
Set to open in 2020, Marriott Docklands will features a 28 metre wet edge resort-style rooftop infinity pool and adjoining bar, a ground-level bar, a restaurant and a laneway cafe.
DKO Architecture are designing the building that will comprise 100 one to three-bedroom apartments above a rectangular hotel podium, which sprouts into two curved petal-shaped towers of 17 levels each.

Marriott International senior director development for the Australia-Pacific region Richard Crawford said the new five-star hotel reflected the evolving needs of guests who used hotel rooms differently than in the past and had high expectations of hotel luxury based on sophisticated Asian, European and American hotel experiences.

“We’ve reinvented the hotel room as we’ve found that hotel guests don’t use desks in hotel rooms, preferring to lounge on beds or sofas or work in well-designed communal spaces with a relaxed atmosphere,” Crawford said.

The Docklands will sit atop the newly renamed and revamped District Docklands shopping centre, featuring retailers such as H&amp;M and a soon-to-be-completed cinema complex.
Capital Alliance founder and chief executive Mohan Du said The Docklands development would appeal to a broad demographic of business and leisure travellers of all ages while the much larger than average residential apartments were already tempting downsizers and young families to the convenience of apartment living.

First images of the first Marriott to be built in Australia in two decades

As indicated in Apartments.com.au's <a href="/news/is-2018-the-year-of-commercial-for-the-melbourne-market">article on commercial development</a>, site works have commenced on the Two Melbourne Quarter site, which forms part of the greater Melbourne Quarter development being delivered by Lendlease within the Docklands precinct.

This has coincided with Lendlease securing EnergyAustralia as the anchor tenant for Two Melbourne Quarter and signing a development agreement to commence construction in earnest. EnergyAustralia has agreed to lease approximately 22,000 sqm of the 50,000 sqm tower, occupying 10-and-a-half levels of the building’s high-rise floors, leaving approximately 12 contiguous floors remaining.

First State Super and Lendlease Investment Management's Australian Prime Property Fund (APPF) Commercial will each hold a 50 per cent interest in the 25-storey tower, which will target leading sustainability outcomes and ratings in energy and water consumption, waste management, and indoor environment quality, including a 6-Star Green Star Design &amp; As Built rating and a 5.5 Star NABERS Energy rating.

APPF Commercial is the first Australian fund to be awarded a 6-Star Green Star portfolio performance rating and was also ranked number one in the 2017 Global Real Estate Sustainability Benchmark (GRESB) across all sectors globally. Two Melbourne Quarter is the second of three commercial towers planned for the precinct.

The first tower, One Melbourne Quarter is 90 per cent leased and on schedule for completion later this year. Tenants within the 12-storey building include ARUP, AMP and Lendlease.

Energy Australia signs on for Lendlease's Two Melbourne Quarter

What was Six Degrees' approach for designing Escala and how did your experience working on more low-rise to mid-scale projects help inform the design of Escala? 

Mark Healy: Escala represents a new challenge for Six Degrees, but it is precisely our experience in low-rise and mid-scale projects that informed this project. Rather than approaching this as one high-rise project, we envisage it as a series of smaller buildings making up a community. For example, priority is given to the lived experience of the resident, rather than the view of the tower from a helicopter window – as is so often the case with high-rise development design. The bottom-up approach so clearly embraced at Escala is reflective of Six Degrees’ human-driven approach to design.  

UM: Why do you think MAB engaged Six Degrees for the project?

MH: As Melbourne’s first laneway bar, Meyers Place in many ways gave birth to the laneway culture this city knows and loves today. Six Degrees continues to design laneway projects all these years later, and I think MAB sought to bring the authenticity inherent in these spaces to NewQuay. When we designed Meyers Place, Melbourne’s CBD was not at all the vibrant place it is now, but having a long-term vision for what could be was crucial – and that’s how we approached this project.    

UM: One thing Docklands has been criticised for is that it lacks some of that finer grain quality of say parts of the CBD both in terms of how buildings are articulated and the tactile quality of them. Were Six Degrees conscious of this criticism and did you seek to address this in the design for Escala?

MH: It's a big ask when you're tasked to build a new high-density city building, on a piece of vacant land, with little heritage surrounds. So, we asked ourselves how we could introduce the best bits of the CBD –  like finer grain, scale and material diversity –  to speed up the sense of community and placemaking. Our use of handmade tiles, breezeblocks, delicate metals like bronze and stained glass embodies this, so too does the introduction of a Melbourne-scaled laneway at Escala.

UM: How does Escala respond to the buildings that are already there and what were some of the challenges and opportunities that you faced in an area that is still trying to find its identity? 

MH: Overcoming the cold, southerly winds that plague the Docklands was a challenge that we overcame by creating the intimate laneway buffeted from the breeze. When it came to responding to buildings already in place at NewQuay, we designed a T-shape tower as it maximises the northern light, city and water views, as well as creating more corner apartments.

We were conscious of a new supermarket soon to be built across the way from Escala, so the placement of the piazza deliberately provides interests along the path that people will use when they buy groceries. The movement of not just residents, but visitors and workers through the square will help generate activity and buzz in this area of NewQuay.

UM: And how much influence do you have in helping to shape the identity and character of the area through a single or this instance a collection of buildings?

MH: At Six Degrees we are firm believers that social life should generate what a building looks like. For example, we’re aware that many office workers venture to the city for drinks or coffee, so we designed the piazza with space for a buzzing north facing café to encourage people to stay in the precinct

UM: What do you consider to be the most critical aspect of Escala's design and what distinguishes it from some of the other buildings in Docklands?=

MH: The most symbolic aspect of Escala’s design is the piazza because it is a genuine public space not just for residents, but for the wider community to socialise. What also stands out about Escala is the significant amount of active street frontage. Even the car park entry is presented like a shop window, with bike racks making it feel like an inner-north bike shop – we’re highly conscious of activating every space.

Escala NewQuay in Focus - Part Two

Urban.com.au <a href="/news/a-double-design-delight-for-docklands">recently highlighted</a> two projects within <a href="/new-apartments/docklands-vic-3008">Docklands</a> that have strong design credentials which stand to add to the ever-evolving precinct's body of architecture. One project in particular, <a href="/buildings/escala-newquay-381-docklands-drive-docklands">Escala</a> - <a href="/developers/mab-corporation">MAB's</a> latest offering at its NewQuay development - has sought a different approach to previous residential buildings in the area, with the aim of introducing some <a href="/new-apartments/melbourne-vic">Melbourne CBD</a> fine grain and character to the eastern precinct. 

To that end, MAB Corporation tasked architects <a href="/new-apartments/melbourne-vic">Six Degrees</a> - synonymous with the rebirth of Melbourne's laneway culture - to design a set of buildings which not only meet rigorous design criteria for apartments but also provide a unique mixed-use development which capitalises on its location and changing context.

Urban.com.au recently asked David Allt-Graham, General Manager Residential at MAB to provide a bit of background on the approach and process for conceiving Escala, and what it will add to the precinct. This will be followed by a piece with Six Degree's Mark Healy who will discuss the design in greater detail.

Image : Supplied</figcaption></figure>Urban.com.au: NewQuay has continued to evolve over nearly 20 years, with greater diversity in the architecture and product offering, with buildings by <a href="/architects/plus-architecture">Plus Architecture</a>, McBride Charles Ryan, <a href="/architects/dko-architecture">DKO Architecture</a>, <a href="/architects/woods-bagot">Woods Bagot</a> and now <a href="/architects/six-degrees-architects">Six Degrees</a> making their mark on the precinct. How has MAB's vision for the precinct evolved and have you had to revisit it over the course of 20 years?

David Allt-Graham: In 1997, MAB saw the opportunity to bring NewQuay to life, with a vision of creating a 24-hour city for Melburnians to live, play, work and stay on the shores of Victoria Harbour. This was extremely bold thinking, as, at the time, the Harbour was surrounded by dilapidated sheds and the <a href="/new-apartments/docklands-vic-3008">Docklands</a> looked very different. Now, more than twenty years later, MAB’s vision is realising its full potential. The important elements are falling into place, with a new primary school, supermarket, cinema complex and two hotels being only some of the new additions due to be built in NewQuay over the next few years.

Our vision for NewQuay remains unchanged, however our approach has become more sophisticated as we respond to a maturing suburb and an evolving housing market. Escala is arguably the best example of MAB’s adaptability as it includes a proprietary, split-level internal design which was developed to offer affordable, double height living spaces within apartments.

UM: What was it about Six Degrees' work that attracted MAB to engage the practice for Escala? 

DA-G: MAB’s open-minded approach to art and design has produced some remarkable collaborations. An example of this is the creation of ‘Monument Park’ and the multi award-winning ‘The Quays’.

Escala is the result of a new collaboration between MAB and Six Degrees. Six Degrees is a practice that, like MAB, has over 20 years’ experience in the industry as well as a passion for city living in Melbourne. Six Degrees are undoubtedly the pioneers of transforming Melbourne’s city into a liveable place. Their work is synonymous with Melbourne’s laneway culture and it is exciting to see their ideas being translated into a tower development. Working with Six Degrees has inclined our team to think more about scale and has also helped us to further understand how people use and enjoy different spaces.

Six Degrees’ work is timeless and it aligns with our mission for integrity over fashion in the final product.  

UM: The approach to Escala differs slightly from some of the previous buildings in NewQuay particularly with multiple buildings which form the podium -  what was the brief to Six Degrees?

DA-G: The intention of designing Escala as a collection of buildings was so to deliver a development which presents variety, as well as one that presents an idea of spaces being built over time. This approach saw Six Degrees prioritise materiality, scale, and to embrace diversity.  This concept is clearly expressed in the uniqueness of each streetscape of Escala, with buildings of different character.

Simple, robust materials, including brick and bluestone are integral to each streetscape.  These materials are carried into the interiors of the building, with concrete ceilings in the apartment living areas and corridors lit from stain glass feature windows.  We also expressed to Six Degrees that we wanted to offer some relief from plasterboard and carpet at Escala.

UM: Will Escala be the final residential development completing NewQuay East?

DA-G: Escala is MAB’s thirteenth boutique project in NewQuay and we have subsequently learnt a great deal about apartment living over this journey.

Escala is the final stage of development in the Eastern precinct and it will be a ‘keystone’ project that unifies the neighbouring developments in the area.  Escala will deliver a new piazza on Docklands Drive, which will become a focal point for street life and provide a sunny and restful space to simply hang out in or to have lunch at.  There is a great buzz around Escala and the feedback from everyone who has seen it, including Council planners, has been fantastic and positive. We look forward to completing it!

UM: What impact do you think the proposed Docklands Primary School, the overhaul of the former Harbour Town retail and entertainment precinct which will include a Fresh Food Market, Supermarket and cinemas, will have on the attractiveness of not only Escala but NewQuay?

DA-G: These amenities have been in planning for a long time and NewQuay is currently experiencing a major ‘step change’ as they each come through construction over the next few years.  We’re not selling the dream anymore, it is now happening.

NewQuay is becoming increasingly diverse, with expanding retail in the District Docklands (including a new H&amp;M store), entertainment areas, a modern school, and sophisticated new residences like Escala and <a href="/buildings/banksia-newquay-429-docklands-drive-docklands">Banksia</a>.  This means that we can cater to a much broader cohort of residents and businesses.  This further expands our markets and makes the whole precinct more vibrant – it is a virtuous circle.

Is 2018 the year of commercial for the Melbourne market?

The latest research from Docklands Cityscope shows around 74 sales at a total value of $1.671 billion for the 12 months to January 2018.
It compared to 42 sales at a total value of $306.5 million for the previous year.

The commercial property sales activity significantly decreased in total sales value for the quarter to January 2018, when there were 16 sales at a total sales value of $33.2 million, compared to 22 sales at a total value of $386.1 million for the previous quarter.
Its notable sales in the January 2018 update of Docklands Cityscope included:

Docklands sees $1.6 billion in 2017 commercial property sales: Cityscope

With 2018 now in full swing, what better time to check in on the progress of one of the largest developments currently underway not only in Docklands, but in Melbourne - Melbourne Quarter.

Currently progressing onsite at an impressive pace, One Melbourne Quarter, upon completion will contain 25,000 sqm across its 14 storeys.  Public realm frontages on all sides will be activated via retail and café tenancies in addition to a 200 bicycle end of trip facility.  Retail space in small tiered retail pavilions address and mediate the Collins Street hill.

The Skypark - conceived as a timber plank by landscape architects ASPECT | OCULUS - overhangs the Collins Street frontage for 90 metres and will provide significant public space.

Arup and Lendlease will relocate into the building later this year.

<h2>East Tower</h2>

The 40-storey East Tower will feature hanging gardens climbing the full height of the building and take advantage of views of the city and bay. The building, along with the other residential buildings is aiming for a 5-Star Green Star rating and will also implement smart technologies such as a Melbourne Quarter app for residents.

The ability to connect our residents to the wider community is something we've been looking to introduce and they'll able to do that via an app. It'll be a project specific app that can be accessed via an iPad or iPhone and allow residents to book the extensive communal facilities which that are in the buildings which comprise 'Club MQ'.

With 'Club MQ' we're looking at setting a new benchmark with the level of amenity that we're providing, and this will be available in the first tower and then the two other towers will share from that.

<figcaption>Melbourne Quarter Tower Image : Lendlease</figcaption></figure>Located at 693 Collins Street to the east of the under construction One Melbourne Quarter, Melbourne Quarter Tower will rise 28-storeys and provide 55,000 square metres of office accommodation when complete. The DCM-designed tower will also feature the second stage of the Skypark, completing the development's Collins Street frontage.

As part of the design the upper levels of the building will cantilever above Collins Street and will feature a rooftop area for tenants. 

Melbourne Quarter Tower was approved in March 2017 and is targeting a 6 Star Green Star rating and a 5 star NABERS energy rating.

Image : Lendlease</figcaption></figure>The  25-storey office tower at 697 Collins Street was granted planning approval just prior to the 2017 Christmas break. The Woods Bagot designed tower will feature 49,000 square metres of office space, accommodating about 4,500 new workers, plus 800 square metres of retail space on the ground floor.

As with the other commercial buildings at Melbourne Quarter, the tower will spill out on to a new public plaza off Collins Street, and will also feature a four-storey public staircase connecting to Aurora Lane.

2MQ seeks to build upon the sustainability credentials of Melbourne Quarter with a strong focus on water consumption, waste management and indoor environment quality. The building is targeting a 6 Star Green Star rating and a 5 star NABERS energy rating.

Site enabling and early works commenced on 2MQ on 15 January 2018.

Lendlease anticipates a 2022 completion date for the entire Melbourne Quarter development.

The current state of play at Lendlease's Melbourne Quarter

<a href="/developers/capital-alliance-investment-group">Capital Alliance</a> is ramping up exposure of its Docklands development prior to the developer's formal launch of the residential component of the project.

The Docklands Residences will share the <a href="/architects/dko-architecture">DKO Architecture</a>-designed tower with a new Marriott hotel; the first to be built in Australia in 20 years. 106 apartments are included above 200 five star Marriott hotel rooms, located across 6 levels on the southern side of the 17 level building.

Described as two interlinked sculptural petal-shaped towers, the $250 million development is the final outcome after what has been a sustained effort by the development team to realise a project at 3-43 Waterfront Way, adjacent to the Melbourne Star Observation Wheel.

The Docklands Residences' apartment configurations are reflective of Capital Alliance's positioning of the project as a premium offering. 

28 single bedroom apartments range in size from from 68 to 71 square metres, 66 two bedroom one bathroom apartments span 77 to 102 square metres whilst The Docklands Residences 12 premium apartments cover three bedrooms and range from 122 to 212 square metres.

The curving rooftop pool encompasses 200 degree wrap-around views include the CBD, West Gate Bridge and Port Philip Bay.

Directly behind the infinity pool is a bar and dining area, with the entire rooftop area open to the public.

<a href="/buildings/normanby-199-201-normanby-road-southbank">199-201 Normanby Road</a> was picked up by the developer during late 2017, with revised plans since being submitted under the guidance of DKO Architecture. Capital Alliance nabbed the site with a permit for a substantial 40 storey tower including 262 apartments.

The revised scheme is similar in height.

With Waterfront Way on the verge of construction, the Normanby Road development joins a Pearl River Road site in <a href="/new-apartments/docklands-vic-3008">Docklands</a> and 115-129 King Street in the <a href="/new-apartments/melbourne-vic">CBD</a> as potential development sites.
