<a href="https://www.apartments.com.au/developers/sunland-group">Sunland Group</a> has officially lodged plans for its first Gold Coast apartment project since the departure of the Abedian family from the company three years ago, unveiling a new high-rise proposal for a prominent Broadbeach corner site on Old Burleigh Road.

The application was submitted by an entity directed by Tom Jamieson, stepson of longtime Sunland leader Soheil Abedian, and Riaz Rezvanipour, brother-in-law of Sahba Abedian, Soheil’s son.

Sunland acquired the 1,283 sqm site on the corner of Old Burleigh Road and Armrick Avenue for $9.5 million late last year and is now seeking approval for a <a href="https://www.apartments.com.au/new-apartments/99-101-old-burleigh-road-broadbeach-qld-4218">42-storey tower with 81 apartments</a>.

Designed by <a href="https://www.apartments.com.au/architects/contreras-earl-architecture">Contreras Earl Architecture</a>, the proposed tower at 99-101 Old Burleigh Road would deliver a predominantly larger-format apartment mix aimed at the owner-occupier market. Plans include 17 two-bedroom apartments, 55 three-bedroom apartments, and nine four-bedroom residences across 35 residential levels.

The development also incorporates three basement levels, four podium parking levels, two levels of communal recreation facilities, and rooftop plant and equipment. A total of 189 car spaces are proposed, significantly exceeding the 90 spaces required under the planning scheme.

The architecture adopts a sculpted, curvilinear form, with deep wraparound balconies and integrated landscaping intended to soften the tower’s vertical expression. The planning report states the building’s “slender footprint/form provides a complimentary yet varied built form within the local streetscape” and contributes to “a varied, yet ordered skyline.”

Contreras Earl noted in its Architectural Statement that from the early stages, the project addressed a fundamental challenge: how to accommodate the required residential yield while avoiding the conventional model of a tower sitting on a rigid, fully resolved parking podium.

“The most direct response would have been to consolidate parking into a singular, flat podium and extrude a repetitive tower above,” the statement said. “While efficient, this approach would result in a consolidated built form with limited engagement with the surrounding landscape and public realm.”

Instead, the conventional podium model was “deliberately rejected”. The architects described the base of the building as “a landscaped architectural condition where structure, planting and circulation are integrated”.

“Rather than presenting a continuous built mass, the base of the building is articulated through a series of concrete planter elements that organise the podium into a fragmented system,” the statement said. “This approach reduces the perceived bulk of the lower levels while establishing a more permeable interface with the streetscape and adjacent open space.”

The site sits within the High Density Residential Zone and inside the City of Gold Coast’s unrestricted “HX” building height area, where the planning framework anticipates intensified residential development tied to the expanding light rail corridor. The planning report notes the area is undergoing “transition toward more intense development forms” given its proximity to Broadbeach, Surfers Paradise, and high-frequency public transport infrastructure.

Positioned directly opposite Broadbeach Park and within walking distance of Florida Gardens light rail station, the development would sit among a rapidly evolving stretch of Old Burleigh Road that has become one of the Gold Coast’s most active apartment development corridors.

The application joins a growing pipeline of luxury residential projects reshaping Broadbeach, including nearby developments by 5Point Projects, Polycell, and Graya.

The planning report argues the project contributes toward the Gold Coast’s long-term housing targets under the South East Queensland Regional Plan, which forecasts the need for more than 100,000 additional high-rise dwellings across the city by 2046.

First look: Sunland Group returns to Broadbeach new apartment market with new Old Burleigh Road tower plans

The Minns Labor Government has established the new Bays West Delivery Authority to lead the development&nbsp;of the Bays West Precinct and Blackwattle Bay Precinct.&nbsp;

The Authority is charged with creating Sydney’s newest precinct, a thriving, connected, sustainable hub with White Bay Power Station as its cultural heart. Its vision is to build on the area’s natural, cultural and industrial history to shape a vibrant new neighbourhood.

The precinct will deliver up to 8,500 well-located homes, including a minimum of 10 per cent affordable and essential worker homes. Combine new housing with public open space, opening public access to the waterfront for the first time in more than 100 years, while retaining important deep-water facilities to support Sydney’s working harbour.

Located just minutes from the Sydney CBD and connected to a world-class metro, ferry, walking and cycling links, the Bays West precinct will rebalance housing growth towards well-serviced inner-city locations and help tackle the state’s housing crisis.

The Bays West Delivery Authority,&nbsp;an agency of the Department of Planning, Housing and Infrastructure, will report to the NSW Minister for Lands and Property who already has oversight of major precinct renewal projects including at Blackwattle Bay and Barangaroo.

As part of the broader Bays West transformation, the Minns Government recently announced that a proposal from Lendlease to redevelop part of the Bays West Precinct has progressed to Stage 2 of the NSW Government’s unsolicited proposals process.

The Minns Labor Government has also confirmed the Bays West precinct will have a new suburb name. This will be the first major suburb built in close proximity to Sydney’s CBD in decades and will encompass the area currently being referred to as Bays West, including Glebe Island and the White Bay Power Station. Served by a new Metro station just five minutes from the CBD, it will become one of the most populous suburbs in the Inner West and one of Sydney’s premier cultural destinations.

An early works program is taking shape, which&nbsp;includes the first stages of an international design competition.&nbsp;

The aim of the Bays West&nbsp;International&nbsp;Design Competition is to&nbsp;ensure design excellence is embedded in the project from the start. The competition will deliver an&nbsp;urban framework that defines the character, ambition and long-term identity of&nbsp;this&nbsp;former industrial precinct as it transitions to a vibrant, inclusive and sustainable residential&nbsp;neighbourhood.

The competition will be led by the Bays West Delivery Authority in partnership with Government Architect NSW.&nbsp;

It will launch with an invitation for a global Expressions of Interest, before moving to an invitation-only stage that will be assessed by a panel that&nbsp;will provide advice to Cabinet who will select a winner.

Premier of NSW, Chris Minns said the establishment of the new Authority is the first step in transforming the Bays West precinct into a vibrant, livable suburb minutes from the Sydney CBD and two stops from Hunter St Station on the Metro West line.

“The Authority will deliver well-located homes close to the heart of the city and integrate the new precinct with Blackwattle Bay and the new Sydney Fish Market.

“This is a generational opportunity to build a new suburb on the city’s edge and open the harbour foreshore to the public for the first time in a century.”&nbsp;

Minister for Lands and Property Steve Kamper said the new Bays West Delivery Authority established by the Minns Government will turbocharge the development of Sydney’s newest suburb.

“The Authority is working at a record pace to deliver an international design competition, planning pathways and a financial model so that this development benefits Sydney with well-designed homes in a central location, close to public transport, jobs, entertainment and essential services.

“If we want Sydney to stay liveable and affordable, we need to be bold about using underutilised government-owned land to deliver homes for the future while making sure essential working harbour functions can be accommodated.”

Bays West Delivery Authority established to "turbocharge" Sydney’s newest suburb

Around 400 additional homes could be built at Southwark Grounds on Port Road, lifting total site capacity from 1300 to around 1700 dwellings.

A recently approved code amendment would allow apartment towers of up to 14 storeys in some areas of Renewal SA’s redevelopment of the former West End Brewery.

Renewal SA Acting Chief Executive Shane Wingard said he welcomed the code amendment, with the increase in heights and homes making a positive impact on the supply of high-quality, well-connected housing close to the city.

“By going higher across some parts of Southwark Grounds, we are adding a substantial number of very well-located homes with little impact on project delivery time or planned open space,” Mr Wingard said.

Since the project officially launched in 2025, Mr Wingard said more than 12,000 enquiries had been received about living at Southwark Grounds.

“The very strong early interest we’ve seen since homes were first released in the precinct reinforces our plans to create more housing opportunities,” he said.

The Southwark Grounds code amendment was launched in December last year, with community engagement undertaken over five weeks from January.

It proposed increasing maximum building heights from eight to 14 storeys on the eastern section of Southwark Grounds, and to 12 storeys across the remainder of the site, with minimum building heights ranging from two to four storeys.

The code amendment was implemented through an Early Commencement policy in late January, allowing developers to quickly explore the viability of increased height and housing yield while other planning processes continue.

One of the first developers delivering apartment sites have already finalised redesigns to increase the number of apartments following the code amendment.

Samaras’ development adjacent to the future Colonel Light Park is now planning to deliver 125 apartments across 11 storeys, significantly greater than original plans of around 50 apartments across four storeys.

The developer is also exploring the potential for additional affordable housing outcomes.

Most of the apartments at Southwark Grounds will be delivered within a master-planned precinct on a large parcel of land on the eastern portion of the site, covering around two-thirds of its 8.4 hectares.

Wingard said detailed precinct planning over the coming months may identify further opportunities to increase yield further that could see total apartment numbers at Southwark Grounds, exceed this number.

Affordable homes at Southwark Grounds will also see a net increase, with Renewal SA maintaining its commitment to a minimum of 20 per cent affordable housing across the development.

Civil works have begun across the site, with construction under way on the first new roads surrounding a townhouse precinct in the south‑west corner of Southwark Grounds. This includes Renewal SA’s 17 Founder’s Row homes, which are on track for completion by Christmas.

“We expect to have people living at Southwark Grounds by the end of the year, so delivering roads and public spaces for those residents is among our highest priorities.”

Construction of 40 townhouses off Anderson Street, known as West Village and being delivered by Contour, is forecast to begin in mid‑2026. Kolabb’s Anderson Lane development will follow shortly after, delivering a further 26 townhouses.

Southwark Grounds is a state government‑led urban renewal project now set to deliver around 1,700 homes over the next decade.

Homes will be supported by a supermarket, a range of retail and hospitality offerings anchored by a revitalised Walkerville Brew Tower, a childcare centre, car parking and well‑connected public spaces.

400 new homes planned for Adelaide's former West End Brewery site

Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/cavcorp">Cavcorp</a> has lodged plans for a new mixed-use residential development at <a href="https://www.apartments.com.au/new-apartments/55-wyandra-street-teneriffe-qld-4005">55 Wyandra Street</a>, Teneriffe, anchored by an 85-metre public laneway designed to reconnect the suburb’s riverfront with the Gasworks precinct.

The buildings, known as Teneriffe House and Teneriffe Lane, would replace the existing Queensland Cotton head office site with a 15-storey residential tower transitioning to eight storeys toward Helen Street. The project has been designed by Plazibat Architects and lodged as a code assessable development application for 93 apartments across a 3,401 sqm mixed-use site within the Newstead and Teneriffe Waterfront neighbourhood plan.

Central to the scheme is the transformation of an existing service easement into a publicly accessible cross-block connection linking Wyandra and Helen Streets. Cavcorp says the new laneway will act as both a pedestrian shortcut and a landscaped civic space between the Teneriffe Riverwalk, ferry terminal, and Gasworks precinct.

“The revised proposal delivers a legacy public-realm cross-block link, permanently secured for community use, transforming an existing private easement into a safe, high-quality pedestrian connection between the Teneriffe heritage riverwalk and the Gasworks–Long Island precinct,” the planning report states.

The laneway will sit beneath a large subtropical loggia integrated into the podium levels of the development. The design incorporates deep landscaping, water gardens, lobby spaces, business lounges, and ground-floor apartments to create what Cavcorp describes as a climate-responsive “urban verandah.”

The tower itself has been designed as a slender form with recessed floorplates and curved translucent corners inspired by contemporary Japanese architecture. The building height aligns with the Commercial Road precinct controls, which permit towers up to 15 storeys within proximity to Longland Street.

The project will comprise a mix of larger-format apartments aimed at owner-occupiers, downsizers, and families. The proposed apartment mix includes 11 loggia apartments across the lower levels, 50 four-bedroom Sky-Terrace apartments from levels three to seven, and 32 Sky-Pool Homes occupying the upper tower levels. The Sky-Pool Homes will feature private thermal plunge pools integrated into oversized balconies.

According to the application, the apartments are intended to reinterpret the scale and character of Teneriffe’s woolstore conversions and Queensland homes within a vertical residential format.

“The sky-pool homes build on Cavcorp’s previous projects and introduce a distinct apartment typology to Teneriffe, informed by both local and international precedent and responding to an identified market demand for enhanced safety, space and amenity,” the planning submission notes.

A major focus of the proposal is its five-level wellness and lifestyle offering, extending from the basement through to the rooftop.

Amenities proposed include a rooftop Swim &amp; Racquet Club with a 25-metre Olympic lap pool and tennis court, coworking spaces and libraries, golf simulators, wine storage, concierge facilities, business lounges, pet wash areas, and rooftop longevity-focused wellness spaces with spas, outdoor fitness zones, and landscaped terraces.

All parking will be concealed within basement levels accessed from Wyandra and Helen Streets. Cavcorp says the deep-basement engineering approach allows the entire ground plane to prioritise landscaping, pedestrian movement, and active frontage rather than vehicle infrastructure.

The development continues Cavcorp’s concentration in Newstead and Teneriffe, where the Brisbane developer has delivered a number of apartment projects including Lucent, Le Bain, and Luminare, as well as the Long Island Wellness Precinct nearby. Several of those projects have received national design and architecture awards, including recognition under Brisbane’s “Buildings that Breathe” program.

Cavcorp unveils wellness-focused Teneriffe House and Teneriffe Lane apartment buildings

Focus Group Investments has lodged plans for a new apartment development at <a href="https://www.apartments.com.au/new-apartments/64-70-hanover-street-fitzroy-vic-3065">64–70 Hanover Street</a> in Fitzroy, seeking to utilise the Victorian Government’s recently introduced Great Design Fast Track pathway to accelerate approvals for the project.

The proposal is among the latest developments to emerge through the state-led initiative, which was established to fast-track well-designed residential projects in activity centres and transport-connected inner-city locations. The pathway allows qualifying developments that meet elevated design and housing benchmarks to bypass traditional council planning timeframes and instead be assessed directly by the Department of Transport and Planning.

Designed by SJB, the development will comprise a mix of apartments above activated lower levels, with a strong focus on architectural articulation, landscaping, and communal amenity. The design response seeks to balance the industrial character of Richmond’s former warehouse precincts with a more contemporary residential form.

The Planning and Urban Context Report by Tract says the development is of an "exemplary architectural standard" and has been carefully crafted by SJB Architects.

"Dwellings&nbsp;will benefit from excellent access to natural light, cross-ventilation opportunities and extensive communal space," the report noted.

The architectural material highlights the project’s integration of landscaped elements and communal spaces throughout the building. The proposal also incorporates sustainability initiatives aligned with the Victorian Government’s push for higher-performing apartment developments under the fast-track program.

The Great Design Fast Track was unveiled by the Victorian Government in 2024 as part of a broader housing supply strategy aimed at accelerating the delivery of new homes. Projects assessed through the pathway must demonstrate high-quality architecture, sustainability outcomes, and housing diversity while being located close to public transport and existing infrastructure.

On Tuesday, the Federal Government announced a finalised mandatory <a href="https://www.pm.gov.au/sites/default/files/files/national-cabinet-mandatory-code-ofconduct-sme-commercial-leasing-principles.pdf">Code of Conduct</a> (“the Code”) to aid commercial tenancies, including retail, office and industrial tenants and landlords. Here are some summarised key points of the Code to be aware of.

<h2>This Code applies to:</h2>

<ul>
<li>Small and medium-sized businesses, with an annual turnover of less than AUD 50 million, and under significant financial distress as per the government’s <a href="https://treasury.gov.au/coronavirus/jobkeeper">JobKeeper</a> programme.</li>
</ul>
<h2>Principles under this Code are as follows:</h2>

<ul>
<li>Landlords must not terminate a lease due to non-payment of rent</li>
	<li>Landlords should, instead, offer proportionate reductions in rent in the form of waivers or deferrals</li>
	<li>Landlords’ reductions must be at least 50%, however, tenants can do away with this requirement by agreement with the landlord</li>
	<li>No rent increases should be made</li>
	<li>No interest or other forms of extra charges should be imposed with respect to the rent reductions</li>
	<li>No penalties should be imposed on tenants who reduce opening hours or tenants who cease trading</li>
</ul>
The Code is enforced under the respective state and/or territory governments. In the event of a dispute between landlords and tenants, parties should seek for a dispute resolution process from <a href="https://www.vsbc.vic.gov.au/dispute-resolution/">Small Business Commissions</a> or the <a href="https://www.asbfeo.gov.au/">Ombudsman</a>. Unfortunately, for the time being, the government has yet to announce a similar Code for residential tenancies. However, there are still measures that tenants can take to protect themselves from being vulnerable in a time of crisis like this.

The Federal Government's rent relief policy for commercial tenancies, summarised

<h2>MAINTAINING GOOD HYGIENE</h2>

One essential health and safety precaution during the current pandemic is to wash your hands. Owners and dog walkers should be washing their hands for 20-30 seconds before and after each walk. 

Some health experts have also recommended people tie their hair up before going out and washing their face and hair upon returning. It is also recommended that you wipe down your dog's paws and fur before entering the home in case they have picked up germs from public surfaces.  

Surfaces such as park benches, tables, taps, bins, fences and gates should also be avoided. If you need to touch a surface, ensure that you are wearing disposable gloves or carrying hand sanitizer to disinfect the surface and your hands.

Due to the closure of public and outdoor gyms, swimming pools and playgrounds, many people are opting for walking as a preferred form of exercise. People with friendly dogs who are prone to approaching other people or dogs should be mindful of those that do not like dogs or interacting with them, by leashing their dogs and walking them elsewhere.

Social media groups are a great way to stay connected during this time, and share tips and advice for other dog owners in your community.

<h2>AGGRESSIVE BEHAVIOUR </h2>

Lack of training and socialisation of dogs can lead to aggressive tendencies towards people and other dogs. Owners with dogs who have such tendencies should not be walking their dogs in parks at any hour. (As a dog walker myself, I've found people with aggressive dogs tend to walk them at night)

New Zealand has also reported an <a href="https://www.stuff.co.nz/national/120782435/coronavirus-dog-attacks-spike-during-lockdown-councils-say">increase in dog attacks</a> since the COVID19 lockdown.

The Australian Prime Minister Scott Morrison has recommended that those over the age of 70 self isolate in their homes. Dog owners aged 70+ and people who fall within the at-risk groups* are still able to walk their dogs in public, although it is advised they take care, or request the help of a neighbour or family member. 

*People with pre-existing medical conditions such as diabetes, heart disease and respiratory illnesses like asthma or a history of pneumonia are also more susceptible to contracting the virus and should consider self-isolating at home. 

<h2>WALKING SOMEONE ELSE’S DOG </h2>

If you contract the COVID-19 virus, you should cease all interactions with your pet and pass on the responsibility of care to your friends and family if possible. 

You can also request that your pet's new caregiver stays connected through social media with regular video calls, daily photos of your pet, walking your dog down past your house, or by installing a <a href="https://www.wideopenpets.com/now-you-can-video-chat-with-your-pets-via-petchatz-and-pawcall/">pet video calling device</a>.

How to walk your dog during the COVID-19 pandemic

The National Cabinet <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2020-04-01/coronavirus-eviction-moratorium-in-australia-what-does-it-mean/12105188" style="font-size: 12.16px;">announced a moratorium on evictions</a> just over a week ago in response to the COVID-19 pandemic. As government ministers and commentators have <a href="https://www.theguardian.com/australia-news/2020/apr/02/real-estate-agents-criticised-for-suggesting-tenants-consider-using-superannuation-to-pay-rent" style="font-size: 12.16px;">tried to make clear</a>, it’s intended only to stop evictions – not rent payments. But the sudden losses of jobs and incomes mean many households cannot continue to pay pre-crisis rents.
Tenants are seeking rent reductions or waivers from their landlords, with disturbingly mixed results. It is time for governments to step in and resolve the issue, by legally mandating rent reductions across the board.
<a href="https://www.tandfonline.com/doi/abs/10.1080/02673037.2019.1644297">Recent analysis</a> of renter and landlord household finances clearly shows the latter group are much better placed to take a financial hit from this pandemic.
Up to now the prime minister has encouraged tenants and landlords to make individual arrangements. In the absence of any government guidance, agents’ and tenants’ representatives agree on this much: the <a href="https://www.smh.com.au/politics/federal/a-mess-renters-landlords-and-agents-face-coronavirus-quagmire-20200406-p54hj9">situation is a mess</a>.
Some landlords and agents are responding sympathetically. Others are hesitant, apparently wary voluntary reductions may void their insurance. Some are insisting on full payment, or even increasing rents. And some were <a href="https://www.theguardian.com/australia-news/2020/apr/02/real-estate-agents-criticised-for-suggesting-tenants-consider-using-superannuation-to-pay-rent">advising tenants to draw on their superannuation</a> to pay rent – until <a href="https://asic.gov.au/about-asic/news-centre/articles/asic-letter-unlicensed-financial-advice-by-real-estate-agents-to-tenants/">ASIC warned them off</a>.
Why should government step in?
Yesterday the National Cabinet <a href="https://www.pm.gov.au/media/update-coronavirus-measures-070420">addressed commercial tenancies</a>, but again left aside residential tenancies. It is within the power of state and territory governments to sort this mess out. They could legislate to reduce rents to some fraction of current rents or to zero – a complete suspension of rent liabilities for the declared duration of the pandemic.
With federal government co-operation, mortgage interest could receive the same treatment: mandatorily reduced or suspended for the pandemic, with principal repayments deferred.
This is the appropriate response to the peculiar nature of this crisis. The key point here is that government is deliberately suppressing economic activity to prevent transmission of the virus. With household incomes much reduced – and governments trying to top them up with new payments – it makes sense also to reduce household outflows.
A look at renter and landlord finances
The biggest household expenses to reduce are rent and interest. Here’s a quick sketch of incomes and outflows in the Australian private rental sector, using the latest available figures from the <a href="https://www.abs.gov.au/AUSSTATS/abs@.nsf/Lookup/4130.0Main+Features12017-18?OpenDocument">ABS</a>, the ATO, the <a href="https://www.pc.gov.au/research/completed/renters">Productivity Commission</a> and <a href="https://www.tandfonline.com/doi/abs/10.1080/02673037.2019.1644297">detailed analysis</a> of previous rounds of data last year by Kath Hulse, Margaret Reynolds and me.
About 2.5 million Australian households rent privately. Just over half are in the bottom 40% of households by income. About one-third are low-income households paying more than 30% of their income in rent – and that’s before the COVID-19 income losses.
Private renters pay about A$43 billion a year in rent to another, smaller group of households: Australia’s 1.3 million landlord households.
A little more than half of that rental income, A$22 billion, flows right out again to banks, as interest payments on investment loans. For 60% of landlords the interest outflow, plus other property-related expenses, is greater than their rental income: they are negatively geared. For them, rental income is not about putting food on the table; it is part-funding their investment or speculation in property.
This negatively geared group receives high incomes from work and other sources. Leaving aside their net rental losses, they have an average annual taxable income of about A$94,000, versus A$54,000 for non-landlords. Landlords’ other incomes may have taken a COVID-19 hit, but the most common occupations for this group – general managers, registered nurses and accountants – have probably fared better than the <a href="https://theconversation.com/australias-130-billion-jobkeeper-payment-what-the-experts-think-135043">casual and gig workers</a>.
Landlords who derive a net positive rental income mostly receive other income too. Their average annual taxable income is A$66,000 before net rent is added.
A relative few landlords, 16%, are post-retirement age. They may well rely on rental income for consumption, but, on average, they are rich, with almost A$3 million in net wealth.
A final point about landlords: they are more likely to have a partner than non-landlords. Presumably, then, they have access to shared resources when times are tough. The average disposable household income for landlords is A$135,000 a year, versus A$82,000 for non-landlords.
So, were tenants’ rental outflows reduced, landlord households are relatively well-positioned to bear a reduction in their rental incomes.
How to ease the burden on landlords
Landlords would, of course, also want to reduce their own outflows. They have probably already done so, because the pandemic has closed so many discretionary spending opportunities.
Another outflow – the A$3 billion a year they spend on real estate agents – would also be reduced, because agent fees are mostly calculated as a proportion of rent. This would cause pain for agents, but many of their activities – inspecting properties, handling eviction proceedings, conducting marketing campaigns – are not needed in a pandemic. <a href="https://treasury.gov.au/sites/default/files/2020-04/Fact_sheet_supporting_businesses_0.pdf">JobKeeper payments</a> could support their businesses.
 
The biggest pain would be the interest outflow. But let’s reduce or suspend interest too, for both owner-occupiers and landlords. This would reduce income for banks, which would have a problem when their own liabilities to whole funders come due.
And at that point a really useful negotiation could take place between banks and the Australian government. They could “sit down, talk to each other and work this out” – as the PM has suggested to millions of individuals – to keep finance operating, in return for reformed service and a public equity stake.
In ordinary times, rents and interest have a controversial role in the economy. They extract value from productive actors in the economy for the benefit of owners of property and financial assets, and are the object of speculation. But, as the political economist David Harvey <a href="https://www.versobooks.com/books/2814-the-limits-to-capital">observes</a>, they also have a co-ordinating role that drives competition and future production.
But these are not ordinary times. For the moment, at least, we don’t need rent to co-ordinate what the economy must do. We need to produce the essentials and whatever else can be safely done at home, with the rest of production in hibernation. Rents can and should be reduced or suspended for the coronavirus pandemic

The economic slowdown resultant from COVID-19 has changed working conditions for many. But quantifying the impact on labour markets at this stage is difficult.
That is because labour market data is not real time, but instead reference the first two weeks of the previous month to the data release date.
The start of the economic slowdown was not felt until halfway through March 2020, meaning unless the survey methods are altered, regular labour force data will not show an impact until the May edition.
However, there are some things we already know about Australia’s labour force that provides insight into how property markets may be particularly affected.
Many workers are having their hours reduced On April 7th, the ABS released new survey results on the impact of COVID-19 on businesses.
Over 1,200 business representatives responded, revealing changes that had been made to the workforce.
 
Of the actively trading businesses surveyed, about a quarter reported reducing staff hours over the past few weeks. A summary of businesses reporting reduced staff hours by size and industry is presented below.

The COVID-19 labour market shift: CoreLogic's Eliza Owen

The property development sector has so far proven to be more insulated to the broader economic chaos caused by the COVID-19 pandemic, with developments pressing on where possible.
But the reality is it is only a matter of time before development itself starts to feel the pinch. The normal processes of business are being disrupted and even disabled. This will become fatal to some businesses if action is not taken rapidly.
It’s critical that developers and other industry stakeholders work together now to find mutually beneficial solutions that allow our industry to keep moving in these difficult times.
Planning approval authorities like local Councils in particular need to come to the party.
As supply chains become increasingly disrupted, materials that are critical to meet development compliance are becoming harder to acquire.
If compliance can’t be met, and subdivisions are not completed then titles are not issued – stakeholders don’t get paid and work ceases. It’s a simple domino effect, and all parts of the industry will feel it.
One idea would be to implement a sort of “remaining works schedule” – the idea being that any remaining works that that aren’t complete, as a result of missing materials, can still be issued with an amended statement of compliance – this way settlements and payments keep moving and the industry keeps turning.
If we don’t rise to the challenge presented by this pandemic then we might not have an industry in the foreseeable future.
Our industry has always been renowned for its innovation and agile thinking. It’s needed now more than ever.

Planning authorities must adapt if construction sector is to survive COVID-19

In the past, the courts were ideal breeding grounds for spreading disease. In what became known as the “Black Assize”, a deadly fever that swept through prisons and courts in England in 1586, 11 of 12 jurors in one trial died. So did a number of judges and constables.
In the current coronavirus pandemic, Australian courts are taking no chances, with <a href="http://www.supremecourt.justice.nsw.gov.au/Documents/Home%20Page/Announcements/Covid-19,%20Jury%20Trials,%2015%20March%202020.pdf">NSW</a>, Victoria and other states announcing there will be no new jury trials until further notice.
But many courts are rapidly <a href="https://www.theage.com.au/national/victoria/courts-look-to-remote-technology-amid-virus-20200320-p54c85">increasing</a> the use of video for other essential hearings. States and territories are also developing <a href="https://www.courts.act.gov.au/about-the-courts/news/response-to-the-covid-19-virus">new protocols</a> for how to use video in their courtrooms.
In a sense, the courts have been preparing for an outbreak like this for some time. Witnesses and defendants routinely appear in court via video link, as do judicial officers in Northern Territory and South Australia courts. Tribunals have been using video for even longer.
Our research, however, suggests that attempts to translate courtroom interactions to a video-mediated process do not always work. Introducing monitors into the courtroom requires a reimagining of courtroom spaces, social cues, symbols and performances.
Does appearing remotely hurt defendants?
In the case of vulnerable witnesses like sexual assault victims and children, there is little to no evidence that testimony via video (from a special room located in the court building) impacts a jury’s verdict, though users themselves report challenges with such a set-up.
In one of our studies, we <a href="https://researchdirect.westernsydney.edu.au/islandora/object/uws:51755/">simulated</a> a criminal trial in which mock jurors were randomly assigned to different configurations, including:
<ul>
<li>
a defendant sitting in the dock in the courtroom,
</li>
<li>
a defendant sitting beside their lawyer in the courtroom,
</li>
<li>
a defendant appearing remotely on their own (as they would in most standard remote hearings),
</li>
<li>
or a defendant appearing with their lawyer in a video hearing, with the prosecutor also appearing on video.
</li>
</ul>
We found defendants appearing via video were no more likely to be found guilty than if they were sitting beside their lawyers in court.
However, if the defendant was isolated in a dock – the normal situation in most courts – he was significantly more likely to be considered guilty. It seems that <a href="https://onlinelibrary.wiley.com/doi/abs/10.1111/jols.12033">isolation in the dock</a> is worse for defendants than isolation on a screen.
Other research, however, points to different issues with video hearings. In criminal matters, defendants who appear remotely from police custody or jail are more likely to have a <a href="https://scholarlycommons.law.northwestern.edu/cgi/viewcontent.cgi?article=7365&amp;context=jclc">higher bail set</a>, <a href="https://www.justice.gov.uk/downloads/publications/research-and-analysis/moj-research/virtual-courts.pdf">plead guilty and receive longer sentences</a> than those who appear in person.
Similarly, asylum seekers appearing remotely from detention are less likely to <a href="https://bailobs.files.wordpress.com/2019/10/systematic-failure-1.pdf">actively participate</a> in their tribunal hearing and more likely to be <a href="https://www.researchgate.net/profile/Ingrid_Eagly/publication/283711668_Remote_Adjudication_in_Immigration/links/5643c27608ae54697fb3e885/Remote-Adjudication-in-Immigration.pdf">deported</a>.
Some defendants have <a href="https://www.propertyobserver.com.au/https://www.bookdepository.com/Pixelated-Prisoner-Carolyn-McKay/9781138085107">reported</a> feeling disorientated, not being able to hear or understand the proceedings and lacking confidence in the fairness of the hearing.
One reason is the design of a remote criminal hearing is inherently imbalanced. The judge, prosecutor and often defence counsel, as well as court staff and members of the public, are all grouped together in the actual courtroom, while the defendant is alone on a screen.
In this lopsided configuration, it may be hard for the defendant to feel as if they are a part of the proceedings or for those in the courtroom to feel the defendant’s presence.
How different designs and protocols can help
In a <a href="https://researchdirect.westernsydney.edu.au/islandora/object/uws:15505">2013</a> study on remote participation in court, we produced a set of guidelines to help address some of the shortcomings of video technology.
These included putting the remote participant in a room with a window or piece of artwork, which helps to reduce their stress levels. Additionally, making introductions at the start of the hearing and ensuring everyone can see and hear can also make people feel more at ease.
Now, with coronavirus making it impossible for physical gatherings of any kind, we need to reimagine courtrooms as a completely virtual space where all parties meet on the same plane.
This has already been piloted in some instances. In 2018, the UK Ministry of Justice trialled the country’s first-ever “video hearings” in the <a href="https://insidehmcts.blog.gov.uk/2018/09/13/video-hearings-put-to-the-test/">tax tribunal</a>, where appellants and representatives from the tax office attended remotely from their home or office.
As an <a href="https://www.gov.uk/government/publications/implementing-video-hearings-party-to-state-a-process-evaluation">independent evaluator</a> of this pilot, we found participants were able to access their hearings easily, understood the proceedings and considered the format to be appropriately formal. This was despite the fact they experienced frequent technical disruptions.
In particular, participants benefited from a “dry run” before the hearing to iron out issues with sound or video, and by the judge making introductions and getting the parties ready at the start.
There were also important design elements that improved the experience for participants, including the introduction of a virtual “waiting room” where they were kept informed about the timing of their case.
The immersive virtual courtroom
In the future, technology will allow us to create an immersive courtroom experience.
Working with a range of justice partners, we developed a <a href="https://courtofthefuture.org/publications/virtual-court-study/">proof of concept</a> of such a virtual courtroom at the Queensland Supreme Court in 2016, showing judges and other stakeholders how could work.
In this set-up, all the participants – the judge, defendant, lawyers, witnesses and jurors – were seated in pods or video suites surrounded by screens with the other participants around them.
Of course, once the world returns to a semblance of normalcy after the pandemic, courts will go back to places where people meet together in a room. But the lessons learned from this time are vital.
We can reimagine courts in a virtual space. Courts moving to video during COVID-19 but its hard to get a fair trial

The ACCC has moved quickly to reprioritise its work and direct resources towards delivering on issues stemming from the extraordinary economic disruption caused by COVID-19, which I will touch on today. We continue to deliver on pre-existing priorities or essential work but, like so many organisations, our focus has had to shift.
While we have closed our offices to the public, we are still operating surprisingly well. Our efforts to become a more flexible workforce over the past few years has paid off, with over 97 per cent of our employees now working from home each day. This is an enormous, complex shift and one I am sure many of you have had to navigate yourselves.
The ACCC’s COVID-19 Taskforce is rapidly responding to a large number of issues impacting Australian consumers and businesses as a result of the COVID-19 pandemic.
We have received thousands of phone calls, emails and social media reports from consumers and businesses seeking information and are working swiftly to address areas of harm to consumers and advising businesses about their obligations.
The ACCC Taskforce is focusing on early intervention by engaging directly with businesses, relevant state and federal government agencies, and consumer and other representative groups.
Our aim is to address immediate problems being faced by consumers in relation to cancellation of services and failure to obtain refunds and remedies, and working with expert teams across the agency to ensure we can quickly get to the heart of the issues being raised with the ACCC and work to fix them.
Below I will outline a number of successful early interventions by the ACCC Taskforce and other discussions and investigations that are continuing.
Cancelled travel and accommodation services
Various restrictions in place for domestic and international travel have been the main source of consumer complaints. Many consumers are unhappy with the remedies being offered.
<ul>
<li>
Travel services provider: after receiving a high number of complaints around the charging of 'change fees' in circumstances where flights were cancelled, the ACCC contacted the business, which agreed not to charge for changes to existing bookings and agreed to offer a fee free travel credit to consumers. There are however continuing issues in relation to another type of conduct by that same business that the ACCC is working to resolve, along with other state and territory fair trading agencies.
</li>
<li>
The ACCC is also following up several businesses selling package tours that are alleged to have recently changed contract terms and conditions. The companies are assessing customer claims for refunds or credits vouchers on the basis of the new terms, rather than the former contract terms that were in place when the consumer booked the package.
</li>
<li>
A second travel services provider: the ACCC is working to resolve a concerning issue receiving a large number of customer complaints, with allegations that the business is failing to provide refunds in line with its terms and conditions.

Council of Travel Operators: the ACCC has met with the Council in an attempt to understand the various issues impacting a number of travel companies and the impact that this is having on consumers.
</li>
<li>
Airline: The Taskforce contacted the airline following reports of incorrect advice being given around refunds. The errors were attributed to issues impacting overseas call centres, unprecedented demand, and new team members rapidly joining teams. Senior staff apologised for the error and have ensured correct advice is being provided to all impacted customers.
</li>
</ul>
Subscription services – gyms, food and pay TV
With the restrictions imposed by governments at all levels in relation to social distancing and businesses being able to remain open, operations of certain businesses, there have been a considerable number of reports of consumers navigating these changes.
<ul>
<li>
A major gym chain: was charging customers a weekly ‘freeze’ fee for the period their gyms will be closed. Following the Taskforce’s intervention, the gym immediately ceased this practice.
</li>
<li>
There are a number of other gyms that continue to deduct these fees and the ACCC is contacting them directly.
</li>
<li>
In the franchising sector there are reports that some franchisors are still trying to collect franchising fees, when the businesses have minimised their operations. This is a matter that the ACCC is following up as a matter of urgency.
</li>
<li>
Foxtel: a number of complaints from consumers unable to contact Foxtel to cancel or suspend subscriptions. It has assured the ACCC Taskforce it was urgently increasing call centre capacity which had been shut down because of COVID-19 lockdown measures overseas.
</li>
<li>
A subscription meals provider was unable to source supply to meet its orders and contractual obligations. The Taskforce contacted the business and the business undertook to provide full refunds to impacted customers.
</li>
</ul>
Payment process providers for the fitness industry
After hearing that payment processors were suspending debits being made on behalf of small business gyms and fitness studios on the basis of 'ACCC advice', the Taskforce contacted them to ensure that their clients were not being unfairly treated.
We were informed that the companies wanted to ensure they were collecting payments from consumers who had signed up for new services. We also obtained assurances that the businesses had the ability to contact these finance companies if there were problems with customers’ accounts.  
COVID-19 product claims
Some business have represented to consumers that they sell a product that prevents COVID-19 or they provide a service that prevents infection by COVID-19.
<ul>
<li>
The ACCC was alerted to an ASX listed company claiming that its hand sanitiser product it had been tested as effective against COVID-19, when it was tested against a recognised surrogate. The company subsequently clarified the statement it made to the ASX.
</li>
<li>
The Taskforce is investigating claims that a company is alleged to be urging consumers to get their plumbing serviced to prevent the spread of COVID-19.
</li>
</ul>
Excessive price increases, also known as price gouging
In relation to COVID-19 there have a large number of complaints regarding excessive pricing around personal protective equipment (face masks and sanitiser) and some other grocery items.
The ACCC cannot prevent or take action to stop excessive pricing, as it has no role in setting prices. But in some circumstances excessive pricing may be unconscionable, for example where the product is critical to the health or safety of vulnerable consumers. If a business makes misleading claims about the reason for price increases, it will be breaching the Australian Consumer Law.

Recently the Australian Federal Police has been given new powers under the Biosecurity Act to prevent price gouging. The prescribed products are disposable gloves, disposable gowns, goggles, glasses, or eye visors used for limiting the transmission of organisms to humans, or of alcohol wipes and hand sanitiser. It is now an offence to resell or offer to resell these products, if they were purchased in a retail transaction, at 20 per cent or higher than the original price paid.
</li>
<li>
Online platforms: the ACCC engaged with Amazon, Facebook, eBay and Gumtree to understand measures the companies have in place to prevent the sale of these products at excessive prices. We received some assurances the platforms have mechanisms in place, but are encouraging increased vigilance and will continue to monitor.
</li>
<li>
Supermarkets: the unprecedented demand for supermarket goods has also created shortages across a range of other product lines, which has impacted supply. We have also heard a number of concerns about the high price of some fresh produce, including fruit, vegetables and meat. Higher fresh produce prices had been predicted as early as January due to the drought and the bushfires, which have contributed to a supply shortage and led to higher prices for some items.

Private health insurance
<ul>

The ACCC received complaints that consumers were not able to access all services offered under the policies but are still required to pay the premiums.
</li>
<li>
Private health insurers are generally not passing on premium increases by giving consumers a ‘credit’ for the new increase, which means that their premiums remain the same as they were before 1 April 2020.
</li>
<li>
The ACCC recommends that private health insurers provide remedies for consumers for services that can no longer be provided or only provided to a limited extent due to COVID-19 restrictions, such as dental, optical, physio, etc.
</li>

Interim authorisations
In the past three weeks the ACCC has granted interim authorisation to a number of sectors to ensure the economy is able to function and provide essential goods, services, medicines and medical equipment, and hardship relief during the COVID-19 pandemic.
This has included 14 separate interim authorisations, which allow for conduct that might otherwise raise concerns under the competition provisions of the Competition and Consumer Act 2010. We still have a number of applications for interim authorisation to be considered by the Commission, which is currently meeting to make statutory decisions a number of times each week to deal with the surge.
The following interim authorisations have been granted to enable firms to cooperate during the COVID-19 pandemic, and can be reviewed at any time. The ACCC will closely monitor the activity being undertaken. Each will now be subject to a consultation period and a final decision made following further investigation and feedback from stakeholders.
The ACCC can decide to grant formal authorisation in circumstances where it is satisfied that the public benefit from the conduct outweighs any public detriment.

Banks have been authorised to cooperate on loan relief package for consumers and small businesses

Supermarkets will be able to cooperate on grocery supply when working with manufacturers, suppliers, and transport and logistics providers.

Airlines are able to coordinate ­flight schedules on ten regional flight routes, including revenue sharing, with an agreement not to raise fare prices

As the ACCC monitors these authorisations it will watch for ways in which smaller players can be disadvantaged. For example, the ACCC has urged state governments that while supermarkets will always remain open during this pandemic, so must smaller local food retailers, like butchers and green grocers. It would be extremely unfortunate if this pandemic were to see a consolidation in the grocery sector as supplies narrow to supermarkets in ways that will be hard to reverse.

Managing the impacts of COVID-19 disruption on consumers and business: ACCC's Rod Sims

The Commonwealth Government has published a set of good faith leasing principles for commercial tenancies including retail, office and industrial.
It is to operate between owners/operators/other landlords and tenants, in circumstances where the tenant is a small-medium sized business is an eligible business for the purpose of the Commonwealth Government’s JobKeeper programme, i.e. seen a 30 percent fall in its turnover.
The national cabinet agreed that there would be a proportionality to rent reductions based on the tenant’s decline in turnover to ensure that the burden is shared between landlords and tenants.
The Code provides a proportionate and measured burden share between the two parties while still allowing tenants and landlords to agree to tailored, bespoke and appropriate temporary arrangements that take account of their particular circumstances.
National Cabinet again noted that it expects Australian and foreign banks along with other financial institutions operating in Australia, to support landlords and tenants with appropriate flexibility as they work to implement the mandatory code.
The Commonwealth Government is also acting as a model landlord by waiving rents for all its small and medium enterprises and not-for-profit tenants within its owned and leased property across Australia.
The new leasing code is mandatory.

But all premises are different, as are their commercial arrangements; it is therefore not possible to form a collective industry position. All parties recognise the intended application, legal constraints and spirit of the Competition and Consumer Act 2010.
The parties will take into account the fact that the risk of default on commercial leases is ultimately (and already) borne by the landlord. 
The landlord must not seek to permanently mitigate this risk in negotiating temporary arrangements envisaged under the code.

All leases must be dealt with on a case-by-case basis, considering factors such as whether the SME tenant has suffered financial hardship due to the COVID-19 pandemic; whether the tenant’s lease has expiredor is soon to expire; and whether the tenant is in administration or receivership.
Leases have different structures, different periods of tenure, and different mechanisms for determining rent. 
Leases may already be inarrears. Leases may already have expired and be in “hold-over.” 
These factors should also be taken into account in formulating any temporary arrangements in line with the code.

1. Landlords must not terminate leases due to non-payment of rent during the COVID-19 pandemic period (or reasonable subsequent recovery period).
2. Tenants must remain committed to the terms of their lease, subject to any amendments to their rental agreement negotiated under this Code. Material failure to abide by substantive terms of their lease will forfeit any protections provided to the tenant under this Code.
3. Landlords must offer tenants proportionate reductions in rent payable in the form of waivers and deferrals (as outlined under “definitions,” below) of up to 100% of the amount ordinarily payable, on a case-by-case basis, based on the reduction in the tenant’s trade during the COVID-19 pandemic period and a subsequent reasonable recovery period.
4. Rental waivers must constitute no less than 50% of the total reduction in rent payable under principle #3 above over the COVID-19 pandemic period and should constitute a greater proportion of the total reduction in rent payablein cases where failure to do so would compromise the tenant’s capacity to fulfil their ongoing obligations under the lease agreement. Regard must also behad to the Landlord’s financial ability to provide such additional waivers.Tenants may waive the requirement for a 50% minimum waiver by agreement.
5. Payment of rental deferrals by the tenant must be amortised over the balance of the lease term and for a period of no less than 24 months, whichever is the greater, unless otherwise agreed by the parties.

6. Any reduction in statutory charges (e.g. land tax, council rates) or insurance will be passed on to the tenant in the appropriate proportion applicable under the terms of the lease.
7. Landlords must not draw on a tenant’s security for the non-payment of rent (be this a cash bond, bank guarantee or personal guarantee) during the period of the COVID-19 pandemic and/or a reasonable subsequent recovery period.

8. The tenant should be provided with an opportunity to extend its lease for an equivalent period of the rent waiver and/or deferral period outlined in item #2 above. This is intended to provide the tenant additional time to trade, on existing lease terms, during the recovery period after the COVID-19 pandemic concludes.
9. Landlords agree to a freeze on rent increases (except for retail leases based on turnover rent) for the duration of the COVID-19 pandemic and a reasonable subsequent recovery period, notwithstanding any arrangements between the landlord and the tenant.

Where landlords and tenants cannot reach agreement on leasing arrangements (as a direct result of the COVID-19 pandemic), the matter should be referred and subjected (by either party) to applicable state or territory retail/commercial leasing dispute resolution processes for binding mediation, including Small Business Commissioners/Champions/Ombudsmen where applicable.
The national cabinet offered a scenario examples of practical variations reflecting the application of the principle of proportionality may include, but are not limited to:

 Qualifying tenants would be provided with cash flow relief in proportion to the loss of turnover they have experienced from the COVID-19 crisis ie. a 60% loss in turnover would result in a guaranteed 60% cashflow relief.
o At a minimum, half is provided as rent free/rent waiver for the proportion of which the qualifying tenant’s revenue has fallen.o Up to half could be through a deferral of rent, with this to be recouped over at least 24 months in a manner that is negotiated by the parties
  So if the tenant’s revenue has fallen by 100%, then at least50% of total cash flow relief is rent free/rent waiver and the remainder is a rent deferral. If the qualifying tenant’s revenue has fallen by 30%, then at least 15% of total cash flow relief is rent free/rent waiver and the remainder is rent deferral.
  Care should be taken to ensure that any repayment of the deferred rent does not compromise the ability of the affected SME tenant to recover from the crisis.

How the new leasing code works for Australian retail/office/industrial tenants

COVID-19 is, without a doubt, a disruption and game-changer at the same time. There are many uncertainties at present, and quite a few “doom and gloom” stories on a collapsing economy and being on the brink of a recession. There is no denying that many Australian small businesses and individuals are experiencing the brunt of it, from loss of income to having to close their businesses.
Fiscal policy, in the form of stimulus, is critical at this point, as it allows for the society to access immediate funds. Monetary policy can assist, however given that there are no legal requirements in Australia for banks to follow, plus the notion of interest capitalisation (which will cost those with loans more later on), it is a band-aid solution at best. The Australian Government has rapidly introduced a number of financial stimulus packages, targeting those who will be impacted the most.
COVID-19 is a world-wide phenomenon. The measures taken to contain the virus, as well as assistance to prop up the economy, differs from nation to nation. An analysis of the G20 countries, plus Iran, have revealed that at present Australia’s fiscal policy puts us in a strong place to ride out COVID-19.

1. Against other developed countries, Australia’s stimulus package as a % of 2019 GDP (14.4%) is on the higher end, above United States and Canada, and significantly higher than our neighbours New Zealand.
2. From a Stimulus per Capita perspective Australia is in a strong position, whereby our per capita stimulus is only second to Germany. We are well ahead.
3. Factoring in the number of jobs lost and stimulus package as a % of 2019 GDP, Australia has a strong ability to provide financial assistance, and in some instances more favourably. 
<h4>How does Australia compare to other G20 countries regarding the loss of unemployment/support for loss of income? (note: all monetary amounts are in the native country’s currency)</h4>
Currently Australians who have lost their employment or have lost partial income can access a number of government fiscal assistance, providing they can satisfy all of the requirements both on a personal and business level. These payments include (but not limited to): JobKeeper Payment ($1,500/fortnight), JobSeeker Payment ($550/fortnight), and Coronavirus Supplement ($550/fortnight). How does this compare with other countries?
United States of America - $1,200 government cash check for all residents. Individuals individuals who earn $75,000 in adjusted gross income or less would get direct payments of $1,200 each, with married couples earning up to $150,000 receiving $2,400 -- and an additional $500 per child. The payment would scale down by income, phasing out entirely at $99,000 for singles and $198,000 for couples without children.

United Kingdom - The government would give grants to cover 80% of a worker's salary of up to 2,500 pounds a month if businesses kept them on as staff.</li>
<li>
Turkey – Relief for pensioners, with an increase in retirement salary to Turkey Lira 1,500</li>
<li>
South Korea - During the period of business absence, 70% of the average wage must be compensated. The employees are subject to the provision of ‘allowances’ under the Labor Standards Act</li>
<li>
South Africa – South African Rand 500 a month until July as part of COVID-19 measures</li>
<li>
New Zealand - Wage subsidies &amp; leave payments to employers, however, there is yet an announcement for extra unemployment benefits</li>
<li>
France - Under the "partial unemployment" scheme, employees should apply for state benefits which provides them an allowance and that employers are banned from firing them.</li>
<li>
Germany - Claim “Kurzarbeitergeld” scheme benefits or “short-work money" for temporarily laid-off workers</li>
<li>
Indonesia - Social safety net programs to help about 70 million underprivileged citizens</li>
<li>
China, India, Canada, Italy, Iran, Japan, Mexico - Claim regular employment insurance and/or unemployment benefits</li>
<li>
Argentina - Pandemic Unemployment Support for laid-off and self-employed workers, and Job Seekers' Benefit for already unemployed individuals</li>
<li>
Brazil, Iran, Saudi Arabia – Unable to find precise information at this time, although some news websites have indicated that government assistance is currently being planned</li>

It is not surprising that developed countries within the G20 have a more comprehensive and structured financial stimulus policy compared to developing nations. South Korea seems to lead the developing nations in their response to the loss of employment due to COVID-19.
Australia presents a comparable financial stimulus package to other developed nations, and in some cases more advanced. It is extremely substantial compared to developing countries.
<h4>Key Message</h4>
The world as we know it currently does not exist – it is in a pause. COVID-19 and the hard-hitting economic impact it brings is not exclusive to Australia, and nor are business closures and job/income losses. It is a tough time for many across the globe. To date Australia has suffered a loss of 750,557 jobs – which is extremely significant, especially in such a short period of time. Other countries, as per known data, have also suffered job losses, some to the extremes of over 1 million people in Germany and over 38 million people in India. 
At this crucial time, perspective is everything. On a micro / inward within Australia scale we may feel that the government’s fiscal policy, in the form of economic stimulus, is imperfect. In fact, ALL government policies are imperfect, as it is designed to be efficient (maximum result with minimum resources) and effective (maximum results with a minimum amount of time) at the same time. If we choose to look on a macro / worldwide comparison however, we can see that Australia’s fiscal policy is substantial and puts us in a strong position to ride out COVID-19.

McGrath salaried staff have been asked to take a 30 percent pay cut for the next three months.
The request comes as its CEO Geoff Lucas and board have taken a 40 percent cut.
Estate agents are not salaried staff, rather contractors.
Lucas told his team this morning that over the last seven days, McGrath achieved an auction clearance rate of 31 percent, as many clients transferred scheduled auctions to private treaty.
"Notwithstanding this, our teams this week sold 190 homes valued at over $185 million," he advised.
"This is a remarkable performance given the uncertainty engulfing the world at the moment," he noted.
Its property management teams have been "enormously active" in serving more than 32,000 landlords and 45,000 tenants.
McGrath Limited formally provided its shareholders with an update in relation to the company’s response to the COVID-19 pandemic 
To mitigate the potential financial impact of COVID-19 on the business, and to ensure the company emerges from this crisis with the greatest strength, the Board and Management have implemented a range of cost saving measures, including:
