Norus Projects plans 170 apartments on former Carnegie motel site
Melbourne developer Norus Projects has lodged plans for a 13-storey residential tower on Dandenong Road in Carnegie, proposing 170 apartments on the site of the Carnegie Motor Inn, a motel that has stood on the corner since the 1960s.
The application has been filed with the Victorian Department of Transport and Planning, covering a 2,496 square metre site at 1102–1106 Dandenong Road. The site sits within the Carnegie Major Activity Centre and is zoned Mixed Use, with planning consultant Ratio Consultants preparing the permit application.
The proposed tower would deliver 170 apartments across 13 levels, with two basement levels of car parking providing 167 spaces. The mix comprises 15 one-bedroom apartments, 67 one-bedroom-plus-study, 83 two-bedroom, and five three-bedroom homes. A 250-square-metre communal rooftop terrace is included in the design. The project targets mid-range owner-occupiers, with an emphasis on market affordability according to the research profile.
The proposal includes a 10 per cent affordable housing contribution, to be delivered as a cash payment equivalent to 3.2 per cent of the development cost, directed to the Social Housing Growth Fund. The project is funded by Westpac and NAB.
Life Architecture is the project's designer. The building would replace the ageing motel with a tower presenting a street frontage of more than 43 metres along Dandenong Road.
The site's location underpins much of the planning rationale. Carnegie Train Station is approximately 190 metres away, and the Carnegie Central shopping complex sits within 10 metres of the site. The suburb is roughly 13 kilometres from the Melbourne CBD via Dandenong Road, a major south-east arterial.
Norus Projects has been active across Melbourne's inner south-east. The developer has a completed 71-apartment scheme on Glen Huntly Road in Carnegie, and has separately lodged plans for a 218-apartment, 12-storey project on Centre Road in Clayton, also designed by Life Architecture, near the Suburban Rail Loop corridor.
