<a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> has lodged plans for a $750 million, three-tower mixed-use precinct that would complete the long-running redevelopment of Carlton's former Carlton United Breweries site.

The proposal at <a href="https://www.apartments.com.au/new-apartments/185-195-queensberry-street-carlton-vic-3053">46-78 Bouverie Street and 185-195 Queensberry Street</a> spans a 6,468 sqm site, the last remaining undeveloped parcels within the former brewery's 2007 masterplan.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the development will comprise two purpose-built student accommodation towers and a third build-to-sell apartment tower above a shared commercial podium and basement.

Across the three towers, SP Setia is proposing 606 build-to-sell apartments and 1,499 student accommodation units containing 2,009 beds.

The apartments will sit in the tallest tower, which will rise nearly 200m and 55 storeys. It will become&nbsp;one of the more substantial new build-to-sell apartment projects at the northern edge of Melbourne's CBD.

The apartment mix is weighted toward smaller inner-city product, with 188 studios, 206 one-bedroom apartments, 192 two-bedroom apartments and 20 three-bedroom apartments

Part of the precinct will be a large-scale&nbsp;3,684 sqm supermarket and a further 2,198 sqm of speciality retail, creating close to 5,900 sqm of new commercial space within the precinct.

But one of the biggest components of the proposal is what sits between the buildings.

Around 4,650 sqm, or roughly 72 per cent of the site, will be publicly accessible open space, incorporating plazas, pedestrian connections, landscaped laneways and retail spill-out areas.

The ground plane is intended to finally complete pedestrian connections envisaged when the CUB masterplan was first approved nearly two decades ago, stitching together Victoria Street, Queensberry Street, Bouverie Street and Swanston Street through the former brewery precinct.

Urbis said the development would "complete the CUB precinct", with the public realm providing important north-south and east-west connections through what is currently the final undeveloped portion of the masterplanned site.

SP Setia is also exploring a new linear park within the Bouverie Street road reserve, with the concept to be developed further with the City of Melbourne through the planning process.

The proposal is being pursued through the Victorian Government's Development Facilitation Program under Clause 53.23 for significant residential development with affordable housing.

The planning report acknowledges the proposed heights exceed those contemplated under the original Comprehensive Development Plan and masterplan, but argues the built-form context has changed considerably over the past two decades.

Urbis said the three towers would instead create a stepped transition between Carlton and the Hoddle Grid, rising progressively from the 94.1-metre Tower One along the Queensberry Street edge to the 199.44-metre Tower Three closer to the established CBD-scale buildings to the south.

SP Setia plans to deliver the development across three stages.

Stage One would deliver the basement, podium and retail areas for the entire precinct alongside the first student tower. Tower Two would follow in Stage Two, before the 606-apartment Tower Three is delivered as the final stage.

If approved and delivered, the project would close out a redevelopment process that has been underway since the former brewery masterplan was approved in 2007, adding more than 2,600 student beds and apartments to a precinct already home to Swanston Central, the Barak Building, RMIT Design Hub and several large student accommodation developments.

SP Setia plans three-tower finale for Carlton’s former CUB precinct

Melbourne developer Lowe Living is seeking to add to its growing bayside apartment pipeline, filing plans for a boutique eight-residence development in tightly held Middle Park.

Lowe Living, which has built much of its development portfolio across Melbourne's affluent bayside and south-east suburbs, is behind the plans for the 730 sqm site at <a href="https://www.apartments.com.au/new-apartments/123-125-erskine-street-middle-park-vic-3206">123-125 Erskine Street</a>, just off Armstrong Street and within the Armstrong Street Neighbourhood Activity Centre.

The developer is seeking approval for a five-storey residential building above two basement levels, with just eight large-format apartments and 18 car spaces.

“This is a deliberately very different proposition for us,"&nbsp;Tim Lowe, Co-Founder of Lowe Living, said.

"Eight residences is exceptionally boutique, but that's precisely what this site calls for.

“There is a strong community in Middle Park and the surrounding suburbs who have spent decades building a life here. They no longer want the maintenance of a large period home, but they aren't prepared to compromise on space, quality or location. We think there is a real opportunity to capture that hyper local market. A site like this rarely comes to market.”

The low-density proposal has been designed by Cera Stribley and is being progressed through the Victorian Government's Great Design Fast Track pathway, having already secured eligibility from the Minister for Planning.

The Office of the Victorian Government Architect supported its eligibility after finding the proposal demonstrated consistency with the program's seven design principles, while the project's financial feasibility has also been independently confirmed by Invest Victoria.

The project is targeting the downsizer market, with the planning documents describing the homes as larger-format residences and noting the two penthouses could otherwise have been configured as four separate apartments.

The site has dual frontage to Erskine Street and Canterbury Place and currently comprises a collection of commercial buildings used as offices, including a former heritage bakehouse, a former stable, a later gabled addition and a central courtyard.

It sits within the Commercial 1 Zone and the Armstrong Street Commercial Precinct heritage overlay, with the existing property classified as a contributory heritage place.

Heritage has subsequently played a significant role in Cera Stribley's design.

The front section of the former bakehouse facing Erskine Street will be retained, including its return walls, street-facing hipped roof and chimneys, while the Erskine Street façade and part of the western return wall of the former stable will also be incorporated into the new development.

Levels four and five will be set back five metres from the retained stable façade, while bricks removed through demolition are proposed to be salvaged and reused within the new building where possible.

Rather than presenting as a single five-storey building to Erskine Street, Cera Stribley has broken the development into a series of distinct forms.

A three-storey infill element will sit between the retained bakehouse and stable façades, with the upper levels recessed behind the heritage fabric. Canterbury Place will similarly feature two three-storey podium forms, separated by a central pedestrian accessway, before the upper two levels step back from the street.

A pedestrian through-link will run through the centre of the project between Erskine Street and Canterbury Place, creating entrances from both sides of the site and introducing landscaping and communal areas through the ground plane.

Landscape architect Acre has designed planting across the ground level, private terraces and upper levels, including a feature canopy tree at level three and integrated planting and arbours across the level four terraces. Five existing Erskine Street trees are proposed to be retained.

Sustainability is also a significant component of the Great Design Fast Track application. The apartments are targeting an average eight-star NatHERS rating, with no residence below 6.5 stars, while the project has achieved a 75 per cent BESS score. Seven of the eight apartments are designed for cross-ventilation, with the remaining residence using mechanically assisted natural ventilation.

The plans also incorporate an 8kWp rooftop solar system, a 5,000-litre rainwater tank and infrastructure allowing future electric vehicle charging for every residence.

Lowe has a strong portfolio across Melbourne's blue-chip suburbs. The development would replace the site's existing collection of low-scale residential and commercial buildings with a single consolidated building, introducing significantly greater housing density to this part of Centre Road.

A retail tenancy is proposed at ground level to activate the Centre Road frontage, accompanied by transparent street interfaces and landscaping intended to create a more pedestrian-focused edge to the development.

Biophilic and passive design principles extend through the residential levels, with planting, daylight, natural ventilation and views towards landscaped areas forming part of the amenity strategy.

Parking would be concentrated away from the public realm, with 145 car spaces proposed from the rear laneway rather than dominating the Centre Road frontage.

The proposal follows an extensive pre-application process with the City of Monash. Three formal meetings were held between the project team and Council from December 2025 to March 2026, with the scheme evolving through several concept iterations before the current design was lodged.

The project arrives as Clayton prepares for substantial change around its established activity centre and the wider Suburban Rail Loop precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Off-the-plan property explained: What is stamp duty?

Brisbane-based firm Resolution Research says it stands by its 2011 census-derived research that households in Dutton Park, just south of the Brisbane CBD, are spending more than half (54%) of their income on repaying their mortgage and is thus has the highest level of mortgage stress in inner Brisbane.
The research used 2011 census data to compare weekly household income with monthly mortgage repayments to determine what percentage was going to paying off the home loan.
<a target="_blank" href="/news">Dutton Park topped the list</a>, followed by <a target="_blank" href="/news">West End </a>(44%) and then <a target="_blank" href="/news">Woolloongabba </a>(41%).
However Michael Matusik, director of property advisory firm Matusik Property Insights, rubbished the research. In a <a target="_blank" href="https://matusikmissive.com.au/2012/10/24/wrong/">lengthy rebuttal article on his website</a> he said that census data revealed that the ratio of mortgage payments to household income in Dutton Park averaged just 17%, meaning very little mortgage stress in the suburb.
“We stand by our analysis, which was correct at the time of the 2011 census,” Diana Howes, managing director of Resolution Research, tells Property Observer.
“We have reviewed the alternative methodology put forward [from Michael Matusik] and state as follows:
“'Our analysis has been thorough and correct at the time of the 2011 census, we have employed a methodology which has demonstrated itself to be accurate.  As with all economic data there are always varying opinions by analysts relative to outcomes.  We support our work and also the views of our peers.”
Howes directed Property Observer to the following page of census data, which shows the median <a target="_blank" href="https://www.propertyobserver.com.au/https://www.censusdata.abs.gov.au/census_services/getproduct/census/2011/quickstat/305011187?opendocument&amp;navpos=220">weekly household income at $989 and median monthly mortgage repayments of $2,167</a>.
Property Observer notes that on the same census 2011 data page, the data shows that only 3.8% of <a target="_blank" href="/news">Dutton Park</a> household have mortgage payments that are 30% or more of household income – the common definition of mortgage stress.
According to Matusik's calculations the average household income of a mortgage holder in Dutton Park is “$2,920 and not $989 as suggested, meaning that the real mortgage to relevant household income ratio is just 17%”.
“You have to dig deeper than the headline results to find the correct answers,” he said.
“It takes a lot of effort to scroll down from page one to page six of the seven pages of the 2011 Census QuickStats to find out the tenure profile and proportion of rent/mortgage paid by households in each location.
“It does actually take some time to then visit the expanded community profile, and to visit tables X14 to X16 to work out the actual household incomes for those paying a mortgage in each location."

Matusik claims that just by looking at the existing housing and cars in the driveways in Dutton Park, you can tell that home owners are “earning incomes well into triple figures”.
“But if you never go outside the 2011 census also tells you that 96% of households with a mortgage in Dutton Park pay less than 30% of their income towards a mortgage.”
Matusik has since provide fresh commentary on the Dutton Park research with<a href="https://matusikmissive.com.au/2012/11/21/for-the-record-2/" target="_blank"> this posting on his website</a>, which says that his assertions are not a matter of opinion but "plain fact".

Dutton Park mortgage stress debate continues as Resolution Research stands by figures

Murarrie, a semi-industrial suburb on the southern banks of the Brisbane River about eight kilometres east of the city, has been Brisbane’s best-performing detached suburban housing market over the past year, according to the latest figures compiled by the Real Estate Institute of Queensland (REIQ).
House prices in Murarrie, where News Limited prints the Courier Mail and Sunday Mail, have risen 9.6% over the year to September to a median of $509,500.
In comparison, Brisbane house prices, while gaining 1.6% over the September quarter rising to $508,000 are still down 1.9% year-on-year to a median just below $510,000.
According to murarrie.com, the suburb has until recently consisted of light industrial development, but its proximity to the city has made it more attractive to office and residential developments.
The suburb is serviced by buses and trains into the city, while it takes about 15 minutes by car to get to the city.
The stock of houses is a mix of post-war weatherboard and chamferboard cottages, tin roof houses and new estates being "typically low set and high set brick and tile homes".
According to a Belle Property suburb profile, Murarrie has had an "interesting past", playing host to a variety of industries over the years including sugar cane, cotton, meatworks and boatbuilding.
As a residential suburb it is situated close to the GatewayMotorway and the main thoroughfares of Wynnum and Creek Roads with Cannon Hill and Carindale shopping centres close by and local shops on Queensport Road.
The suburb is popular with families and offers "stunning views of the Gateway Bridge and the Brisbane River" as well as the large Murarrie Recreation Area with bike tracks, barbecue areas, skate parks and canoe ramps.
Recent sales have included this 1940s-built three-bedroom weatherboard home on a 1,200-square-metre block (pictured bel0w) sold by the Queensland Public Trustee for $480,000, according to RP Data records.

The REIQ notes that Brisbane house sales activity picked up notably over the quarter, with a 35% increase recorded compared with the June quarter.
“Brisbane’s market continues to improve as buyers turn their attention to our affordable capital city property prices, as well as the continued strong demand for rental properties which is attracting investors,” says REIQ chief executive Anton Kardash.

The Queensland government has commissioned the auction of eight rural properties in the Mary Valley that were acquired for the Bligh government's abandoned Traveston Dam, Sunshine Coast, district project.
The government has appointed Ray White to conduct the Helmsman-style auction next month in Brisbane.
No price range estimates are being offered for the properties.
All of the properties have houses being offered with vacant possession.
Helmsman is a rarely used property auction format using time-sensitive publicly displayed written bidding.

Traveston Dam, Sunshine Coast, rural offerings by state government

There were 365 unconditional inner-Brisbane apartment sales in the September quarter, with more than four out of five sales below the $650,000 mark, according to a new report by Place Advisory.
Affordability appears to be a key consideration for buyers, with more than a third of sales (35%) price between $350,000 and $450,000 – the most popular price band.
However, there appears to be little appetite (or little product) at the more expensive end of the market, with just 3% of sales for apartments prices from $900,000 and above.

The weighted average price over the quarter was $548,493 – 3% below the previous June quarter price. 
The 365 transaction were 15% lower than the previous quarter but above the long-term 10-year average of 311 transactions, which Place Advisory says indicates stability in the market.
At the current sales rate there is more than a year’s worth of apartments available for purchase, with Place Advisory counting a total of 1,808 new residential apartments remaining for sale across the inner-<a target="_blank" href="/news">Brisbane </a>market.
It was a very good quarter for developer David Devine,who notched up two of the top-selling projects over the three months to September via his Metro Property development businesses.
The highest-selling project over the quarter was Metro Property’s newly released Plaza Apartments, which recorded 54 unconditional sales, followed by another Metro Property project, Brooklyn on Brookes, with 44 sales.
Double One 3 (39 sales) – being developed by Devine Limited in <a href="/news">Teneriffe </a>– ranked third. The business is no longer associated with David Devine, but still bears his name.
“From discussions with agents and developers across the marketplace, consistency month to month remains the biggest challenge,” says Place Advisory, a project marketing agency.
“Enquiry appears to fluctuate in quality and quantity with no reasoning associated.
“The reality is when you look at the overall picture, we must be prepared and understand that we are in what could be regarded as a normal market.
“Most feedback suggests that if Brisbane’s residential supply pipeline continues as a constant, where close to an average of 1,000 new apartments have been released annually over the past five years, and stock remains price pointed and affordable these trends are unlikely to change in the coming two years.
“Importantly, the impact of the first-home owners' construction grant (FHOCG) will be one to watch in coming quarters.”

The managing director of Savills Queensland says government promises to cut red tape have been successfully delivered.

Matthew Buckley says recently released policies show the length the government is willing to go to rebuild certainty and stimulate construction as an important pillar of the Queensland economy.

Buckley says measures to cut red tape have been welcomed by “a development industry hungry for certainty in the planning of their developments”.

Recent moves to scrap the $7000 first home buyers grant and replace it with a $15,000 first home owners construction grant is “clearly going after immediate activity in the residential construction market.”

He says widening stamp duty concessions to all home-buyers will encourage migration to the state. 

Buckley was particularly pleased with moves to reduce certain infrastructure charges for businesses.

“The most valuable and immediate stimulus is the complete removal of transport, recreation and stormwater infrastructure charges for projects that commence in the next six months and complete by March 2015. Then, for projects that start in April 2013 to September 2013 and complete by March 2015, they will receive 50% discount to the same charges,” Buckley says.

“The Government cannot change the post GFC economic environment by themselves. But these policy initiatives, alongside a clearly more accessible and business-friendly approach might just create the incubator for recovery that we have all be waiting for.”

Savills welcomes Queensland government moves to kick-start development

The domination of the Brisbane market by Ipswich is unprecedented in Australia. There’s no other instance where one corner of a metropolitan area so totally dominates the capital growth rankings.
The Brisbane metropolitan area encompasses numerous municipalities, including Brisbane City (the centre), Logan City (south), Redland City (east), Moreton Bay Region (north), Scenic Rim Region (far south) and Ipswich City (south-west).
There are around 300 residential suburbs and when ranked according to capital growth rates (average over the past 10 years, based on Australian Property Monitors data), Ipswich suburbs fill the top six places and eight of the top 10.

It’s mostly about affordability, combined with good transport connections and plenty of employment nodes. All of the suburbs that fill the top 20 for long-term capital growth have median prices under $325,000; 15 of the top 20 have median house prices under $285,000.
The top 20 suburbs have growth rates between 12% and 14%, with Ipswich locales like <a href="/news">Booval</a>, <a href="/news">Goodna </a>and <a href="/news">Silkstone </a>at the top of the list.
The Ipswich corridor is well-known around Australia as a growth region. It became popular with investors in the mid-noughties for its cheap prices and above-average yields, and prices rose strongly in the five years to 2010.
In concert with other Brisbane area markets, growth subsided in 2010 and 2011, with some decline in median prices.
But Ipswich’s evolution into a headline hotspot of national standing will continue well into the future, and the area is poised to resume strong growth.
Big infrastructure developments like the $2.8 billion upgrade of the Ipswich Motorway (officially opened in May) and the $1.5 billion rail link to the Springfield master-planned community are adding to the area’s appeal, as is the ongoing emergence of major jobs nodes, such as the commercial components of Springfield, big industrial estates like Citiswich and the expanding RAAF Base at Amberley, just outside Ipswich.
According to 2011 census data, the population of <a href="/news">Ipswich City </a>is now 172,000. The Ipswich Statistical Area (which includes the Scenic Rim and Somerset regions) had a population of 282,000.
Its potential for expansion is evident in that the Brisbane and Ipswich local government area have similar land areas, but Brisbane municipality has five times the population. This is one reason Ipswich City features so prominently in state government blueprints for population growth in south-east Queensland.
The Darra-to-Springfield rail line is under construction, for completion in 2013. Springfield Land Corporation chairman Maha Sinnathamby says the train station in the <a href="/news">Springfield</a> CBD will be the focus of a $60 million transport hub and is a game changer for the master-planned development.
The predominance of Ipswich City in the Brisbane metropolitan area is not surprising. Every suburb-by-suburb analysis I conduct shows the cheaper outlying areas lead the capital growth rankings. This applies equally to Adelaide, Perth, Melbourne, Hobart and Canberra. Budget suburbs also feature strongly in Sydney, though a little less so than in the other cities.
But no city precinct has the dominance of Ipswich. And there’s no indication this will change any time soon.

Ipswich dominates Brisbane property market and is poised for strong growth: Terry Ryder

The developer of the collapsed Soul Development in Surfers Paradise, Juniper Group, has listed lots in five retail properties in Mooloolaba as part of a massive portfolio sale.
Juniper Group will be selling $100 million of retail property across Queensland following the appointment of receivers to its Soul development.
"The directors have decided to take their retail portfolio, valued in the vicinity of $100 million, to the market," a company spokesperson told The Australian.
"A big proportion is property along the Mooloolaba Esplanade, Mooloolaba, and they will sell commercial and retail property in north Queensland."
Juniper Group has listed 38 lots in <a target="_blank" href="/news">Mooloolaba </a>worth about $30 million. Collectively they earn more than $3 million in rent per year.
The retail shops are all close to the beach in Mooloolaba. Four are on Mooloolaba Esplanade and one is on River Esplanade.
All the lots were built by Juniper since 1997.
Zanzibar retail is a series of 14 shops that are up for sale in one line or individually. Fully leased they earn $1.55 million in rent per year. The arcade comes with outdoor licensed areas.
Zanzibar has a total of 1,099 square metres of net lettable area and includes four ATM tenancies leased to major banks.
Built in 1999, the shops in Zanzibar range from 45 square metres to 156 square metres.
The site value, accessed by the Queensland state government, is $9,300,000 as at June 30, 2012.
The most lucrative tenancy in the development is a 121-square-metre shop leased to Yoghurt World for $242,000.
Aside from the ATM tenants, which pay around $12,000 per year each, the highest rent per square metre in the building is paid by Déjà vu Café &amp;Bar, which pays $2,794 per square metre.
Total forecast outgoings come to $196,745 for the 2012-13 financial year.
Aegean retail is two titles on River Esplanade – a 116-square-metre vacant lot with a projected income of $76,908 and a 30-square=metre lot with a net income of $29,928 from a massage shop.
Malibu is a single 132-square-metre lot with a carpark leased to David Hart Galleries for $200,619 per annum.
Landmark retail is a series of 12 lots in a shopping centre, nine of which are leased, three are vacant.
The lots range in size from 42 square metres to 322 square metres.
The most lucrative lease comes from a restaurant called Bellissimo on 108 square metres plus an outdoor area. It has outgoings of $16,048. Other tenancies are restaurants, a hair salon and a day spa.
Oceans retail is a series of nine lots, six of which are leased. The lots range from 35 square metres to 230 square metres.
The most lucrative tenancy comes from fashion shop El’ Marie, which pays $155,125 per annum for the 95 square metre space. All other tenants are fashion stores except for a day spa.
The sales are all being negotiated by CBRE’s Brendan Robins and Rem Rafter.
CBRE is responsible for a number of retail and commercial listings in Queensland including a retail outlet in Cairns.
The offers to purchase campaign ends on November 29.

Juniper group to sell 38 retail lots in Mooloolaba

Home building approvals in Queensland mining towns continue to outperform other areas of the state, according to HIA data.
The coal mining region of <a target="_blank" href="/news">Mackay </a>had the biggest increase in home building improvements in all of Queensland. There were 754 building approvals in the three months to September 2012, compared with 350 in the three months to September 2011, an increase of 115%.
<a target="_blank" href="/news">Toowoomba </a>was close behind with an increase of 53% from 154 approvals to 235. <a target="_blank" href="/news">Townsville </a>was next, with a 42% increase, followed by Gladstone-<a target="_blank" href="/news">Biloela</a> and Hervey Bay at 32%.
The Sunshine Coast and Gold Coast experienced the biggest decreases in home building approvals, dropping 28% and 29% respectively. Greater <a target="_blank" href="/news">Brisbane </a>and <a target="_blank" href="/news">Cairns </a>were next lowest at 19% and 16% respectively.
HIA director Warwick Temby says there is a clear connection between resource development and home building activity.
“Central Queensland and the Toowoomba regions have experienced double digit growth in home building over the last 12 months. This is overwhelmingly positive news for an industry that has struggled to climb out of a GFC-induced recession,” Temby says.
“But to have big impacts on employment in the industry the growth that has been seen in the resource areas needs to take hold elsewhere in the state.
“The budget’s $15,000 for first-home buyers who are building has increased inquiry for new homes and it is expected that this will flow through into orders in the coming months.
“HIA is forecasting that combined with lower interest rates this boost for first-home buyers will underpin a broad-based lift in home building across Queensland in 2013.”

Building approvals in Queensland resource areas continue to outperform others: HIA

Pet-owners in Queensland could face higher rental bonds than regular tenants if options in a new discussion paper are passed.
If the option of one extra week's rent is passed it will join WA where pet owners can be slugged with an extra $260 in bond to pay for fumigation sometimes required when pets move out. The WA pet charge limit was upped from $100 in 2011.
The Queensland government has released a discussion paper on tenancy laws to review changes to legislation introduced in 2008.
The paper introduces many options to for review including increasing the bond required for tenants with pets, or tenants moving into houses that are fully furnished or have a swimming pool.
The discussion paper lists four main areas of concern – balancing stakeholder interests, streamlining service delivery, reducing red tape and technical and minor changes.
The review is not examining the procedures and practices of QCAT or public housing policies and procedures.
Some other options <a href="https://www.rta.qld.gov.au/About-the-RTA/Legislation/Review-of-the-RTRA-Act" target="_blank">the paper</a> looks at include:
<ul>
<li>Increasing deposits for fully furnished property and those with pools</li>
<li>Ensuring tenants have a fee-free way of paying rent</li>
<li>Outlawing key deposits</li>
<li>Increasing bond amounts for caravan tenants</li>
<li>Increasing the window agents have to inspect properties to three hours</li>
<li>Reducing frequency of inspections for long term tenants</li>
<li>Removing immediate eviction provisions for rooming accommodation providers</li>
<li>Ensuring lessors can only end a tenancy for specific grounds</li>
<li>Remove short term tenancies which currently allow tenancies without paperwork for up to 42 days for moveable dwellings.</li>
<li>Giving lessors permission to charge the full water consumption cost regardless of water efficiency of the property</li>
</ul>
Housing and Public Works Minister Bruce Flegg says the laws are due for a review.
“The last review of tenancy law was in 2006-07, which introduced some significant changes and it is now appropriate to consider how effectively those changes have worked,” Flegg says.
The Real Estate Institute of Queensland (REIQ) says it welcomes a review of tenancy laws by the state government but says the review it should be expanded.
REIQ chief executive Anton Kardash says the review could better streamline the residential tenancy transaction process.
“In a tenancy relationship it’s important both parties, namely the tenant and landlord, understand their rights and obligations and that these are fairly balanced,” he said.
“Additionally, we welcome the opportunity to clarify the responsibilities of a property manager which at times are onerous and poorly defined.
“It is disappointing to note however, that the review does not extend to the procedures and practices of the Queensland Civil and Administrative Tribunal (QCAT).
“The Institute, in consultation with its members, is aware of inefficiencies relating to QCAT procedures and inconsistencies in decision making and as such would encourage the State Government to widen the scope of the review.”
“We want to hear the views of tenants, landlords, agents, park managers and rooming accommodation providers on important issues that affect them and whether the options in the discussion paper will address these issues.
‘We need to ensure the Act is balanced and there are no legislative barriers to improved service delivery by the RTA.”
The 2013 deadline for submissions is January 2.

Queensland tenants with pets face higher rental bonds under mooted tenancy laws that follow WA’s lead

Manufacturing is the largest industry in the Queensland mining hotspot town of Gladstone, according to ABS statistics.
Manufacturing jobs account for 17% of all jobs in the Gladstone local government area, compared with just 3.36% for mining.
Though not strictly mining jobs, many of the manufacturing work in Gladstone stems from mining in nearby areas.
Construction is the second biggest industry, accounting for 13.8% of jobs, followed by retail at 9.48%. Next is transport, postal and warehousing at 7.71% and professional, scientific and technical services at 7.25%.
The major manufacturers in Gladstone are QAL, Rio Tinto Yarwum, Boyne Smelter and Ausproof.
Gladstone is reaping the benefits of the mining boom, says Purcell's line boring and engineering managing director Terry Purcell.
"There is heaps of mining work coming into this town – fabrication and machining," Purcell told The Gladstone Observer.
“Gladstone is traditionally an industrial city, so there is a lot of manufacturing to support that.
"We are centrally located between Surat and the Bowen basin."
He says his business manufactures new and old components primarily for the mining industry such as ruck trays.
"(Manufacturing is) to take a bit of raw material and turn it into a machine or fabricated component."
He says Gladstone’s manufacturing industry isn’t the biggest in the country but it is well placed to service mining needs.
"In the true sense of manufacturing, I think there is a lot more down in Victoria and NSW. They can get it done for cheaper because of lower wages,” Purcell says.
"There will always be a manufacturing industry here if [mining companies] can't wait and need it right now. Skilled tradespeople are hard to find."
