<a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> has lodged plans for a $750 million, three-tower mixed-use precinct that would complete the long-running redevelopment of Carlton's former Carlton United Breweries site.

The proposal at <a href="https://www.apartments.com.au/new-apartments/185-195-queensberry-street-carlton-vic-3053">46-78 Bouverie Street and 185-195 Queensberry Street</a> spans a 6,468 sqm site, the last remaining undeveloped parcels within the former brewery's 2007 masterplan.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the development will comprise two purpose-built student accommodation towers and a third build-to-sell apartment tower above a shared commercial podium and basement.

Across the three towers, SP Setia is proposing 606 build-to-sell apartments and 1,499 student accommodation units containing 2,009 beds.

The apartments will sit in the tallest tower, which will rise nearly 200m and 55 storeys. It will become&nbsp;one of the more substantial new build-to-sell apartment projects at the northern edge of Melbourne's CBD.

The apartment mix is weighted toward smaller inner-city product, with 188 studios, 206 one-bedroom apartments, 192 two-bedroom apartments and 20 three-bedroom apartments

Part of the precinct will be a large-scale&nbsp;3,684 sqm supermarket and a further 2,198 sqm of speciality retail, creating close to 5,900 sqm of new commercial space within the precinct.

But one of the biggest components of the proposal is what sits between the buildings.

Around 4,650 sqm, or roughly 72 per cent of the site, will be publicly accessible open space, incorporating plazas, pedestrian connections, landscaped laneways and retail spill-out areas.

The ground plane is intended to finally complete pedestrian connections envisaged when the CUB masterplan was first approved nearly two decades ago, stitching together Victoria Street, Queensberry Street, Bouverie Street and Swanston Street through the former brewery precinct.

Urbis said the development would "complete the CUB precinct", with the public realm providing important north-south and east-west connections through what is currently the final undeveloped portion of the masterplanned site.

SP Setia is also exploring a new linear park within the Bouverie Street road reserve, with the concept to be developed further with the City of Melbourne through the planning process.

The proposal is being pursued through the Victorian Government's Development Facilitation Program under Clause 53.23 for significant residential development with affordable housing.

The planning report acknowledges the proposed heights exceed those contemplated under the original Comprehensive Development Plan and masterplan, but argues the built-form context has changed considerably over the past two decades.

Urbis said the three towers would instead create a stepped transition between Carlton and the Hoddle Grid, rising progressively from the 94.1-metre Tower One along the Queensberry Street edge to the 199.44-metre Tower Three closer to the established CBD-scale buildings to the south.

SP Setia plans to deliver the development across three stages.

Stage One would deliver the basement, podium and retail areas for the entire precinct alongside the first student tower. Tower Two would follow in Stage Two, before the 606-apartment Tower Three is delivered as the final stage.

If approved and delivered, the project would close out a redevelopment process that has been underway since the former brewery masterplan was approved in 2007, adding more than 2,600 student beds and apartments to a precinct already home to Swanston Central, the Barak Building, RMIT Design Hub and several large student accommodation developments.

SP Setia plans three-tower finale for Carlton’s former CUB precinct

Melbourne developer Lowe Living is seeking to add to its growing bayside apartment pipeline, filing plans for a boutique eight-residence development in tightly held Middle Park.

Lowe Living, which has built much of its development portfolio across Melbourne's affluent bayside and south-east suburbs, is behind the plans for the 730 sqm site at <a href="https://www.apartments.com.au/new-apartments/123-125-erskine-street-middle-park-vic-3206">123-125 Erskine Street</a>, just off Armstrong Street and within the Armstrong Street Neighbourhood Activity Centre.

The developer is seeking approval for a five-storey residential building above two basement levels, with just eight large-format apartments and 18 car spaces.

“This is a deliberately very different proposition for us,"&nbsp;Tim Lowe, Co-Founder of Lowe Living, said.

"Eight residences is exceptionally boutique, but that's precisely what this site calls for.

“There is a strong community in Middle Park and the surrounding suburbs who have spent decades building a life here. They no longer want the maintenance of a large period home, but they aren't prepared to compromise on space, quality or location. We think there is a real opportunity to capture that hyper local market. A site like this rarely comes to market.”

The low-density proposal has been designed by Cera Stribley and is being progressed through the Victorian Government's Great Design Fast Track pathway, having already secured eligibility from the Minister for Planning.

The Office of the Victorian Government Architect supported its eligibility after finding the proposal demonstrated consistency with the program's seven design principles, while the project's financial feasibility has also been independently confirmed by Invest Victoria.

The project is targeting the downsizer market, with the planning documents describing the homes as larger-format residences and noting the two penthouses could otherwise have been configured as four separate apartments.

The site has dual frontage to Erskine Street and Canterbury Place and currently comprises a collection of commercial buildings used as offices, including a former heritage bakehouse, a former stable, a later gabled addition and a central courtyard.

It sits within the Commercial 1 Zone and the Armstrong Street Commercial Precinct heritage overlay, with the existing property classified as a contributory heritage place.

Heritage has subsequently played a significant role in Cera Stribley's design.

The front section of the former bakehouse facing Erskine Street will be retained, including its return walls, street-facing hipped roof and chimneys, while the Erskine Street façade and part of the western return wall of the former stable will also be incorporated into the new development.

Levels four and five will be set back five metres from the retained stable façade, while bricks removed through demolition are proposed to be salvaged and reused within the new building where possible.

Rather than presenting as a single five-storey building to Erskine Street, Cera Stribley has broken the development into a series of distinct forms.

A three-storey infill element will sit between the retained bakehouse and stable façades, with the upper levels recessed behind the heritage fabric. Canterbury Place will similarly feature two three-storey podium forms, separated by a central pedestrian accessway, before the upper two levels step back from the street.

A pedestrian through-link will run through the centre of the project between Erskine Street and Canterbury Place, creating entrances from both sides of the site and introducing landscaping and communal areas through the ground plane.

Landscape architect Acre has designed planting across the ground level, private terraces and upper levels, including a feature canopy tree at level three and integrated planting and arbours across the level four terraces. Five existing Erskine Street trees are proposed to be retained.

Sustainability is also a significant component of the Great Design Fast Track application. The apartments are targeting an average eight-star NatHERS rating, with no residence below 6.5 stars, while the project has achieved a 75 per cent BESS score. Seven of the eight apartments are designed for cross-ventilation, with the remaining residence using mechanically assisted natural ventilation.

The plans also incorporate an 8kWp rooftop solar system, a 5,000-litre rainwater tank and infrastructure allowing future electric vehicle charging for every residence.

Lowe has a strong portfolio across Melbourne's blue-chip suburbs. Parking would be concentrated away from the public realm, with 145 car spaces proposed from the rear laneway rather than dominating the Centre Road frontage.

The proposal follows an extensive pre-application process with the City of Monash. Three formal meetings were held between the project team and Council from December 2025 to March 2026, with the scheme evolving through several concept iterations before the current design was lodged.

The project arrives as Clayton prepares for substantial change around its established activity centre and the wider Suburban Rail Loop precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

There are many reasons to consider buying in Cairns. But a grandiose plan for a $4.2 billion resort complex should not be one of them.  
Earlier this year, Hong Kong businessman Tony Fung announced his plan for the biggest tourism property development Australia has seen. Aquis will have nine hotels with 3,750 rooms plus 1,200 apartments, a sports stadium, a convention centre, an 18-hole golf course and an aquarium clustered around an aquatic paradise. The artist’s impression looks like something you might expect to see in Dubai or Macau.  
Queensland Premier Campbell Newman got quite excited about it and promised to wave it through the approval processes as only a conservative Queensland government can.  
And, according to reports, many developers and investors are excited, too. Suddenly Cairns is on the radar screen, in a way that hasn't happened since the frothy days of Japanese mega investment in the eighties. There's been a surge in building applications which the council says is inspired by the Aquis proposal.  
Frankly, it's all rather ridiculous; a $4.2 billion resort development in a regional city of 150,000? I'll believe it when I see it.  
There are, however, good reasons to consider investment in Cairns - reasons grounded in reality.  
Money is being spent on infrastructure. A $450 million hospital project is under way. The Cairns International Airport has completed a $200 million upgrade and further major improvements are planned. Various highway upgrades are happening and there is a $110 million expansion in the pipeline for the port.  
Other proposals include a $94 million performing arts centre, a $117 million tropical medicine project, a $35 million aquarium and an $85 million shopping centre.  
The Cairns region has a resources economy, rather surprisingly given an image mostly associated with the reef, the rainforest and all things touristic.  
The resources sector is the third biggest industry in the region, after tourism and agriculture. There is also a substantial number of local residents who work in the resources sector is distant locations as fly-in-fly-out workers. The resources boom in Papua New Guinea is having spinoffs for Cairns as well.  
The city council is seeking to generate development and local jobs by offering to waive major fees for developers. It says $400 million in local construction projects were fast tracked after if reduced its headworks charges.  
It's all part of the Cairns fight back, after hovering too long in the shadow of Townsville, the much larger and economically stronger city to the south.  
Cairns realises it needs to generate economic diversity, while recognising that tourism is and probably always will be its bread and butter.  
Tourism is rebounding strongly, helped along by an upturn in visitors from China. There are now direct flights to Cairns by Chinese airlines, as well as growing markets between Cairns and Japan, PNG and Hong Kong. Cairns is now ranked the No.1 regional destination in Australia for international conventions.  
And with tourism comes investment.  
It's presumably the motivation for the grand resort plan of Tony Fung.  
For residential investors who like Cairns’ prospects, there is some pretty good buying right now, especially in the unit market. This is because values have dropped considerably in recent years. The Cairns market has been one of the poorest in Queensland for capital growth in the past five years. The median unit price for Cairns City has dropped 10% in the past 12 months.  
So it's possible to buy well - but whether it's good buying or not depends on whether Cairns can do better in the next five years than it did in the past five.  
Indications are that it will, based on improvements in core industries like tourism, increasing spending in infrastructure, and efforts to broaden the economic base and encourage local development and employment.

Six small far-north Queensland-based steel manufacturers have come upon a novel solution to compete with the larger companies that dominate construction, mining and infrastructure in their area.
Recently, number of large projects in the area have gone to overseas companies to meet their steel capacity, despite this adding to the regulatory and management risk of projects. But currently, the six companies that formed joint venture Australian Steel Fabricators do not have the capacity to bid for the state's largest projects.
So, in Townsville yesterday, Industrial Laser Cutting, Total Fabricators, APG, Fitzroy Steel, Thomas Steel Fabricators, and Cairns Steel Fabricators announced a new joint venture, that'll see the six companies join together to bid and deliver major infrastructure projects in far-north Queensland.
“We've got major projects that are happening in our backyard, but are getting manufactured either overseas, or from some of the bigger southern companies,” Australian Steel Fabricators director Marcel McLeod said.
“We want to compete in that marketplace, so that's why we've come together.”
Coming up with the solution wasn't easy. The companies involved in the venture compete the rest of the time.
It took eight months from first approach to yesterday's launch. McLeod said a lot of the effort pre-launch went into building the relationship between the leaders of the firms, many of whom hadn't had much to do with each other before.
“We'd crossed paths at conferences and the like, but the relationship had to be built, and is still being built.”
A lot of time went into choosing the companies that would be involved in the joint venture.
“There's always a mindset that you are competitors. But when you're focused on the goal, and on the vision, the conversation itself is quite easy to have.
“In the past, there have been other attempts to get something happening along these lines, but that competitiveness... stepped in, and it didn't eventuate. We're one of the first companies to do this in this industry, and it does take a special group of people. You need common values, common goals and common interests.”
The way the joint venture will work is through having a director of each of the representative companies on the board, with an independent chairman. Australian Steel Fabricators will tender bids for major projects, but if it wins one, the parent companies best able to deliver the service will then form a new joint-venture specifically for that project. This is intended to resolve situations where not all the companies involved can commit to working on a particular project.
“We want to show companies it can be done,” McLeod says. “Competitors can come together for a larger cause.”

Six small Queensland steel manufacturers band together to compete for major projects

A waterfront bungalow on the Whitsunday Islands will go to auction without a reserve next month, for the first time ever recorded.
Marketing agent, Steve Marks, Ray White Whitsundays, pointed out that it provides buyers a chance to get a good deal for the one bedroom, one bathroom bungalow.
It is, however, likely to prompt enough interest that there should be some competition.
"There is no doubt it my mind it won’t sell. If the one and only bid is for $1, then that’s what it will sell for," said Marks.
"Our vendors asked us how we can guarantee a sale and our answer was to have no reserve," he said.
This type of auction is uncommon due to the lack of control the vendor has over the outcome.
"With a no reserve auction the agent is 100% responsible for the sale. I have sold this way once before in the past," he said.
"About five years ago I auctioned a piece of Whitsunday land with no reserve. The first bid started at $5,000 and suddenly the room went quiet. I thought I was going to be sick. It sold for $130,000. A scary, yet exciting sales process."
Over the past 10 years, Palm Bay had been managed by Peppers Resort and recently changed.
The bungalow, <a target="_blank" href="https://raywhitewhitsunday.com.au/qld/airlie-beach/1045188/">13 Palm Bay Street, Airlie Beach</a>, located on Long Island mid-way between mainland Australia and Hamilton Island, is a beachfront position near pools and resort facilities.
The auction will be held at Coral Sea Resort on 18 November at 6pm.

Gladstone Regional Council will receive $12.5 million from the Royalties for the Regions program to upgrade the Kin Kora roundabout.
The Deputy Premier and Minister for State Development, Infrastructure and Planning, Jeff Seeney, said the funding would go towards upgrading the roundabout to a four-way signalled traffic intersection.
“Gladstone has experienced significant growth as a result of new residents servicing the resources sector, which has caused traffic congestion to worsen,” Seeney said.
“This project will address traffic congestion and improve safety at the junction of Philip Street and the Dawson Highway.
“The entire project will cost around $25.4 million, and Royalties for the Regions will inject $12.5 million.”
Seeney has championed the Royalties for the Regions program designed to give communities a fair share of royalties from resources for the first time. It is used to improve local amenities and services.
“I am proud of the program, as well as the Newman Government, for helping local governments and regional communities manage the impacts of rapid growth in the resource sector,” he said.
Gladstone Council will submit a business case for the project to have the funding confirmed by the end of the year.
Royalties for the Regions will spend $495 million over the next four years on community infrastructure, roads and flood works.

Gladstone to receive $12.5 million from Royalties for the Regions

"We’re in the coal business," Queensland Premier Campbell Newman famously quipped.

And now, to emphasise that point, his government is calling for tenders to explore for coal in the resource-rich Bowen Basin in central Queensland.

The minister for Natural Resources and Mines, Andrew Cripps, has announced the first ever non-cash tender for coal exploration at the Mining 2013 Convention in Brisbane.

"The seven areas of land being made available for coal exploration cover more than 1,292 square kilometres in the northern Bowen Basin," Cripps said.

"We understand that a vibrant exploration sector is critical to uncovering the mineral deposits and mines of the future, and non-cash tender processes offer the opportunity for junior explorers to make their mark."

The new framework for permits allows the government to assess and compare potential tenderers to ensure land goes to those best able to explore for potential resources.

Cripps said DNRM officers would assess applications for land based on the competitiveness of the ‘work programs’ submitted by explorers – without a requirement for cash bids.

He said the work programs would establish how and when an exploration company carries out its activities to ensure timely discovery of a prospective deposit. 

"Applicants will be assessed according to their proposed work program and the associated technical and financial capability to meet that work program."

Cripps said this tender process represented the first land release for competitive coal tendering since legislative changes allowed them to be allocated via tender as opposed to ‘over-the-counter’ applications.  

"It is crucial that the Queensland Government ensures the best stewardship of the state’s resources into the future," he said.

"Tenders of this type support the next wave of exploration discovery. They ensure that investment practices promote the long-term prosperity of Queensland and our resource industries."

Tender applications can be lodged up until Wednesday, March 5, 2014.

First ever non-cash exploration tenders, as land released in coal rich Bowen Basin

Mackay investors may start a class action law suit against the council for levying higher rates against property investors.
A protest group headed by investors Ayril Paton and Peter Crossan have petitioned against the council’s move to increase rates by $200 to $500 a year for investor properties.
There is reportedly more than $20,000 in a trust fund ready to bankroll a possible law suit.
“We're waiting to try and raise enough funds before we take the (Mackay) council on,” Crossan told the Central Telegraph.
“We delivered about 1200 objections to the council about a month ago and they said they couldn't change the budget for this year and it was a fair chance they wouldn't change it for the next year.
“If we're successful I'm sure it will flow onto other councils. By doing this it will probably set a precedent.”
It reports 12 councils have adopted the new rates policy, including the Central Highlands council which raised $1.2 million from the levy in one year.
Crossan says any legal challenge would be based on Xstrata's win against the former Bowen council, in which a judge ruled the miner had been rated as a multi-billion dollar entity and not on its true land value.
Mackay council have imposed the new rates system on about 10,000 properties.
Harcourts principal and property owner Mandy Hall previously told the paper it would deter people from investing in the region.
“We should be trying to encourage people to buy in our region, not discourage them," she said. "Their timing is poor, with the market the way it is at the moment and landlords are achieving less rent than they have achieved in years.”
 
Rents in <a href="/news">Mackay</a> have reportedly dropped between $50 and $100 over the past six months.
