ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Queensland police have arrested a bikie who allegedly stole a Western Australian investment company’s identity and stole $1.4 million from mum and dad investors.
In the <a target="_blank" href="https://www.propertyobserver.com.au/news/warning-issue-on-identity-thieving-conmen-trashing-building-businesss-name/2014022568018">second case of business identity</a> theft this week, 33-year-old Tyrone de Luca, said to be a member of the Black Uhlans bikie gang, was arrested yesterday for his involvement in the investment scheme.
Police suspect another man with links to the Bandidos was also involved, but he is yet to be questioned.
Investigators are alleging the men adopted the identity of the WA business, cloning its website and registering the name M6 Securities Group.
The men are also said to have created a fake Perth business address and telephone number.
Detective Inspector Phillip Stevens of Taskforce Maxima said at a press conference yesterday the perpetrators had also adopted the persona of the directors of the legitimate business and used a call centre to generate leads.
“[They] have contacted potential victims, they have approached the victims and they have encouraged them to deposit money into a variety of investment schemes,” Stevens says.
“In exchange for that investment they are given a user ID and password to a backend of the website where that backend is manipulated by someone involved in the crime to give the illusion they’re making a profit. At the end of the day they don’t make a profit and the money dissipates.”
The call centre workers involved in the scam were said to be unaware the company was a front for a bikie operation.
“The template for these things is that the people involved in the telemarketing or the cold call centres don't have an idea of the ultimate gain,” Stevens says.
“Their role is simply to make contact and to pass it on to the people who will approach the victims.”
Stevens says between 30 and 40 fake call centres are operating on the Gold Coast.
Warfield and Associates chief executive Brett Warfield told SmartCompany business identity theft such as this is becoming easier to execute.
“It’s harder than individual identity theft, but from what I’ve read, it’s been made easier by the internet,” he says.
“People looking for investment options are now bypassing traditional sources of information like the newspaper and financial advisors and searching on the internet. It’s easy to establish an identity online which takes over from another organisation.”
Warfield says with a “half decent IT specialist” skilled in online marketing, a legitimate-looking website can be created in a matter of months including links, Google Adwords and key word search terms.
“It’s not hard to do… It can be done offshore. You don’t even need to have someone on the ground, it can be done from a desktop computer at your home and money can be transferred overseas,” he says.
Warfield says the Queensland bikies would have taken the identity of a WA business strategically with the intent to deceive potential investors.
“It would have been an attempt to separate the investor from the possibility of them doing background research,” he says
“Anyone thinking of investing needs to do due diligence and some fundamental background research.”
This latest scheme saw the union of two motorcycle gangs for the initiative, something which has become increasingly more common, Stevens says.
“There seems to be no boundaries as to who they associate with. It seems to be becoming more common that criminal motor cycle gangs will do business with one another if it suits their purposes,” he says.
This arrest is the first for the operation, but more are likely to come.
“We have identified a number of companies linked to these fraudulent activities. The arrest of the male person is by no means the end of these investigations; it merely forms part of a great investigative strategy,” Stevens says.
Warfield says as a blanket rule people should not invest with anyone on the basis of a cold call.
“Number one you’ll be dealing with someone on the end of the phone with a script in front of them. They tend to talk over the top of the person, spruiking the product and how great it is and it catches people off guard. So don’t enter into the conversation.
“Remember, if it’s too good to be true it probably is. If the market is paying X per cent and someone offers you three times that, realise there is a risk there.”

The bikie, a cloned business and a million-dollar scam

Kyko Group’s multi-tower development, Mon Komo, has achieved almost $11 million for the sale of 17 short stay and residential apartments over three months.
The mixed used development at 99 Marine Parage, Redcliffe, has seen these sales of the apartments priced between $420,000 and $825,000, with one-, two- and three-bedroom configurations purchased. Residential investments are in one tower, with short stay apartments in the other. There are 108 residential apartments. Investment apartments come with a two year rental guarantee.
Owner occupiers and investors across the wider Brisbane market were said to be the purchasers to date, including local Redcliffe and Moreton Bay buyers. However, there have been interstate buyers from Adelaide, Sydney and Mackay expressing interest.
One of the penthouses sold for $825,000, leaving three currently available of the eight.
TOTAL Property Group managing director, and Mon Komo marketing manager, Adrian Parsons, said that record buyer interest was seen over the last quarter of 2013.
“The property market is on the move in Brisbane, which is spurring positive traction in Redcliffe particularly for its multi-storey developments, with local buyers turning to apartments as a preferred place to live,” said Parsons.
“This is being reflected in our sales and feedback from local purchasers, who are attracted to the convenience of apartment living and the luxury waterfront lifestyle on offer at Mon Komo.”
First home buyers are also being seen expressing interest, which Parsons attributes to the available $15,000 Great Start Grant.
“Contributing factors including significantly low interest rates have assisted with the increase in buyer confidence, as well as a greater demand for waterfront apartment living in South East Queensland,” he said.
“On the other end of the scale, we are seeing the astute investment buyer return to the marketplace, who now have the flexibility of purchasing property that is of higher end value. The latest uptake is a strong example, with the sale of one of Mon Komo’s luxury penthouses as well as several sales from $600,000 upwards.”
Prices for the entire development start from $325,000, with layouts ranging from one-bedroom apartments at 82 square metres to three-bedroom plus study penthouses at 247 square metres.
Short stay apartments are managed by Oaks Hotels &amp; Resorts, come fully furnished, and are one-bedroom, 58 square metre offerings, to three bedroom dual key properties, 170 square metres, starting from $275,000 including furniture package. There is also a pub, office suites and other facilities.
Occupancy rates at Redcliffe are 84.2% for short stay accommodation.
Floor to ceiling windows and balconies are part of the design.

Close to $11 million of new apartment sales recorded at Mon Komo development, Redcliffe

International plastic products designer and manufacturer Reln Pty Ltd has secured an industrial complex in Brisbane's northern industrial hub of Brendale. 
The warehouse/office, at 9 Mackie Way, is situated on a land area of 9,256 square metres, which includes 5,456 square metres of hardstand.
The three plus three year lease was struck at a rental of $220,000 per annum gross plus GST.
Paul Anderson of Ray White Industrial Milton in conjunction with Dillon Murphy and Trevor Nelson-Jones of Ray White Commercial Pine Rivers handled the lease.

A local investor has acquired an industrial facility at <a target="_blank" href="/news">Molendinar</a>, an industrial suburb on the Gold Coast - for $1.05 million. 
Gold Coast based business TEW purchased the 10 Barnett Place property, which has high site coverage of above 53% with a ground floor area of 932 square metres, an office mezzanine of 130 sqaure metres plus and an additional storage mezzanine. The total floor area is 1,122 square metres, on a 1,741 square metre site.
The selling agent was Pat Cavanagh of Colliers International.

We have a lot of investors in Cairns, particularly in the unit market.  Many have wanted to get out for the past seven years, but just haven't been able to achieve the price they want so they have held on.  The ones that have sold have either lost a lot of money, gone bankrupt and the bank has sold it out from under them, or they bought a while ago and although they didn't make a profit they didn't lose money.
To explain where I am trying to go I will use the two bedroom market.  Right now you can buy a reasonable two bedroom unit for under $140,000.  As these are being sold the cheapies are not being replaced.  The people that have been hanging on waiting for the market to get to $140,000 consistently are now listing.  This is a long way from where they were going from and it may take a while for these to sell.
When the ones at $140,000 sell the people that have been hanging on until the market gets to $160,000 will start to think it is time to sell and get out.  These will list and again, although they may not sell immediately, as the cheaper stock gets sold they will start to look like the cheapest available and they too will sell.
To prove a point I will tell you about a townhouse at Tropic Gardens.  It had been listed for a long time at about $150,000.  It would have been at least 12 months and no real activity.  In December this was sold for just under $150,000.  A few weeks later an identical unit in the complex was listed for $199,000 and the agent tells me that the owners knocked back an offer of $175,000.
I am hoping that this leap-frogging of prices will bring the market back to 2007 prices relatively quickly. A lot is out of our control - investor confidence, the world economy, Aquis approval, tourism and the Cairns economy in general.
Here goes my predictions - these are based on if the Aquis project is given the green light and is to start in 2015 and not in 2014.
By this time next year we will see sale prices nearing the peak of 2007 prices.  I actually think they will be higher but I am being conservative.  By this time next year will we see rents go up by 10 - 20%.
Bedsit units are currently $175 per week - I believe they will go to $200 per week
One Bedroom units are currently $170 - 200 per week - I believe they will go to $200 - 230 per week
Two Bedroom units are currently $200 - $240 per week - I believe they will go to $230 - 270 per week
Two Bedroom duplexes are currently $220 - 250 per week - I believe they will go to $260 - 290 per week.
Houses will increase by at least the same rate, and may be even more as there are so few houses to rent currently.  It is incredible some of the prices we are achieving for house rentals, and as the market tightens up it is allowing us to choose better quality tenants and achieve higher rents.

The Property Occupations Bill and the Agents Financial Administration Bill 2013 is before the Queensland Parliament.
John McGrath, chief executive of McGrath Estate Agents which operates seven Queensland agencies including in Brisbane, the Gold Coast and the Sunshine Coast, says banning price guides would damage the state’s residential auction market.
"Every buyer I have ever met in 32 years wants price guides," a passionate John McGrath recently told the Queensland P0arliamentary Committee reviewing the extraordinary regressive proposal.
"We are now in the age of information where the internet has broken down barriers between business and the consumer.
"Common sense already tells us...buyers want information to help them evaluate their options," he wrote in a critic of the Real Estate Institute of Queensland proposal.
The legislation comes despite no known REIQ formal industry or consumer survey.
John McGrath strongly challenges the REIQ view that the majority of the industry are for the ban.
"The feedback from buyers and sellers following our open letter last Saturday has been tremendous in large supporting our view," he said.
It is understood the committee has recommendation is that price guides should be banned in Queensland despite the submissions by relevant parties including REA, McGrath and News Ltd.
John McGrath outlined what the proposed legislation will mean for consumers including:
* No auction property will ever be able to be advertised with a price indication nor can the agent representing the property make any comment on price whatsoever.
* Buyers will no longer be able to search for auction properties by price on the internet. There will be no price filter on any Queensland auction searches.
*Property editorials in newspapers will never be able to mention a price expectation.
*Price estimates provided by data companies that can assist buyers in determining the likely price range will also be banned under this proposal.
*As a seller you will no longer have the right to sell by auction with a price guide. As a buyer you will no longer be able to discuss price with an agent selling at auction.
"It does the people of Queensland a great disservice, in my opinion, to deny them such a fundamental right when it comes to the most important financial asset that any of us will ever own.
"The banning of price guides will be a barrier to business for this great state. We should be open for business. Making it easy for others to research our property and invest in Queensland," he said.
"There is no other jurisdiction in the world that bans such information being provided like price guides on properties."
He encouraged emails to lacsc@parliament.qld.gov.au.
"We only have a few days as Parliament is due to determine this proposal early next week," he said in an open letter published in two Queensland newspapers, The Courier-Mail and The Gold Coast Bulletin.

The return of local buyers to Brisbane’s apartment market is behind this year’s upswing in new apartment sales, according to new data from Colliers International. Colliers International is forecasting 2,500 apartment sales in Brisbane for 2014, up 10% from last year.
Director of residential at Colliers International Andrew Roubicek says that local buyers are acknowledging current the affordability of apartments in Brisbane, while the low vacancy rates and attractive yields on offer in the city are attracting interstate investors.
“Local investors are well and truly back in the Brisbane market with December and January, historically a quiet period for this group, recording very strong sales results,” said Roubicek.
“Locals want to take advantage of the market now as it represents very good value compared to Sydney and Melbourne.
“With more buyers in the inner Brisbane market than has been experienced for some time, the pent up demand is putting pressure on available stock, particularly in the CBD, which currently has the biggest supply shortage,” he said.
As a result, Colliers International is expecting that apartment prices will rise by about 7% across the city in the coming year, while vacancy rates are likely to stay around 1%. 
According to Roubicek, after investors, local owner occupiers were the second most active group in the city’s apartment market, many of whom are first home buyers or couples who were downsizing. He also pointed out that Toowoong, Cannon Hill and the Brisbane CBD were all hotspots for buyers, saying that Toowong was “one of Brisbane’s most tightly held suburbs”, due to its close proximity to the CBD and access to major infrastructure, along with Toowong Village retail precinct, which is soon to undergo a $50 million refurbishment.
“The University of Queensland is also a major driver for investment in Toowong,” Roubicek said. “The number of students at the St Lucia campus is now in the order of 33,000, of which 9,200 (28%) are full fee paying international students, a potential target market for apartment developers.
“There are very limited development sites in Toowong with an exception of the 1.5ha former ABC site purchased by Sunland Group in September 2013 with plans for an apartment development.”
Roubicek said that Colliers International was anticipating a strong year, currently marketing six projects with a combined value of about $800 million, with another five projects launching in the next six months.
