<a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> has lodged plans for a $750 million, three-tower mixed-use precinct that would complete the long-running redevelopment of Carlton's former Carlton United Breweries site.

The proposal at <a href="https://www.apartments.com.au/new-apartments/185-195-queensberry-street-carlton-vic-3053">46-78 Bouverie Street and 185-195 Queensberry Street</a> spans a 6,468 sqm site, the last remaining undeveloped parcels within the former brewery's 2007 masterplan.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the development will comprise two purpose-built student accommodation towers and a third build-to-sell apartment tower above a shared commercial podium and basement.

Across the three towers, SP Setia is proposing 606 build-to-sell apartments and 1,499 student accommodation units containing 2,009 beds.

The apartments will sit in the tallest tower, which will rise nearly 200m and 55 storeys. It will become&nbsp;one of the more substantial new build-to-sell apartment projects at the northern edge of Melbourne's CBD.

The apartment mix is weighted toward smaller inner-city product, with 188 studios, 206 one-bedroom apartments, 192 two-bedroom apartments and 20 three-bedroom apartments

Part of the precinct will be a large-scale&nbsp;3,684 sqm supermarket and a further 2,198 sqm of speciality retail, creating close to 5,900 sqm of new commercial space within the precinct.

But one of the biggest components of the proposal is what sits between the buildings.

Around 4,650 sqm, or roughly 72 per cent of the site, will be publicly accessible open space, incorporating plazas, pedestrian connections, landscaped laneways and retail spill-out areas.

The ground plane is intended to finally complete pedestrian connections envisaged when the CUB masterplan was first approved nearly two decades ago, stitching together Victoria Street, Queensberry Street, Bouverie Street and Swanston Street through the former brewery precinct.

Urbis said the development would "complete the CUB precinct", with the public realm providing important north-south and east-west connections through what is currently the final undeveloped portion of the masterplanned site.

SP Setia is also exploring a new linear park within the Bouverie Street road reserve, with the concept to be developed further with the City of Melbourne through the planning process.

The proposal is being pursued through the Victorian Government's Development Facilitation Program under Clause 53.23 for significant residential development with affordable housing.

The planning report acknowledges the proposed heights exceed those contemplated under the original Comprehensive Development Plan and masterplan, but argues the built-form context has changed considerably over the past two decades.

Urbis said the three towers would instead create a stepped transition between Carlton and the Hoddle Grid, rising progressively from the 94.1-metre Tower One along the Queensberry Street edge to the 199.44-metre Tower Three closer to the established CBD-scale buildings to the south.

SP Setia plans to deliver the development across three stages.

Stage One would deliver the basement, podium and retail areas for the entire precinct alongside the first student tower. Tower Two would follow in Stage Two, before the 606-apartment Tower Three is delivered as the final stage.

If approved and delivered, the project would close out a redevelopment process that has been underway since the former brewery masterplan was approved in 2007, adding more than 2,600 student beds and apartments to a precinct already home to Swanston Central, the Barak Building, RMIT Design Hub and several large student accommodation developments.

SP Setia plans three-tower finale for Carlton’s former CUB precinct

Melbourne developer Lowe Living is seeking to add to its growing bayside apartment pipeline, filing plans for a boutique eight-residence development in tightly held Middle Park.

Lowe Living, which has built much of its development portfolio across Melbourne's affluent bayside and south-east suburbs, is behind the plans for the 730 sqm site at <a href="https://www.apartments.com.au/new-apartments/123-125-erskine-street-middle-park-vic-3206">123-125 Erskine Street</a>, just off Armstrong Street and within the Armstrong Street Neighbourhood Activity Centre.

The developer is seeking approval for a five-storey residential building above two basement levels, with just eight large-format apartments and 18 car spaces.

“This is a deliberately very different proposition for us,"&nbsp;Tim Lowe, Co-Founder of Lowe Living, said.

"Eight residences is exceptionally boutique, but that's precisely what this site calls for.

“There is a strong community in Middle Park and the surrounding suburbs who have spent decades building a life here. They no longer want the maintenance of a large period home, but they aren't prepared to compromise on space, quality or location. We think there is a real opportunity to capture that hyper local market. A site like this rarely comes to market.”

The low-density proposal has been designed by Cera Stribley and is being progressed through the Victorian Government's Great Design Fast Track pathway, having already secured eligibility from the Minister for Planning.

The Office of the Victorian Government Architect supported its eligibility after finding the proposal demonstrated consistency with the program's seven design principles, while the project's financial feasibility has also been independently confirmed by Invest Victoria.

The project is targeting the downsizer market, with the planning documents describing the homes as larger-format residences and noting the two penthouses could otherwise have been configured as four separate apartments.

The site has dual frontage to Erskine Street and Canterbury Place and currently comprises a collection of commercial buildings used as offices, including a former heritage bakehouse, a former stable, a later gabled addition and a central courtyard.

It sits within the Commercial 1 Zone and the Armstrong Street Commercial Precinct heritage overlay, with the existing property classified as a contributory heritage place.

Heritage has subsequently played a significant role in Cera Stribley's design.

The front section of the former bakehouse facing Erskine Street will be retained, including its return walls, street-facing hipped roof and chimneys, while the Erskine Street façade and part of the western return wall of the former stable will also be incorporated into the new development.

Levels four and five will be set back five metres from the retained stable façade, while bricks removed through demolition are proposed to be salvaged and reused within the new building where possible.

Rather than presenting as a single five-storey building to Erskine Street, Cera Stribley has broken the development into a series of distinct forms.

A three-storey infill element will sit between the retained bakehouse and stable façades, with the upper levels recessed behind the heritage fabric. Canterbury Place will similarly feature two three-storey podium forms, separated by a central pedestrian accessway, before the upper two levels step back from the street.

A pedestrian through-link will run through the centre of the project between Erskine Street and Canterbury Place, creating entrances from both sides of the site and introducing landscaping and communal areas through the ground plane.

Landscape architect Acre has designed planting across the ground level, private terraces and upper levels, including a feature canopy tree at level three and integrated planting and arbours across the level four terraces. Five existing Erskine Street trees are proposed to be retained.

Sustainability is also a significant component of the Great Design Fast Track application. The apartments are targeting an average eight-star NatHERS rating, with no residence below 6.5 stars, while the project has achieved a 75 per cent BESS score. Seven of the eight apartments are designed for cross-ventilation, with the remaining residence using mechanically assisted natural ventilation.

The plans also incorporate an 8kWp rooftop solar system, a 5,000-litre rainwater tank and infrastructure allowing future electric vehicle charging for every residence.

Lowe has a strong portfolio across Melbourne's blue-chip suburbs. Parking would be concentrated away from the public realm, with 145 car spaces proposed from the rear laneway rather than dominating the Centre Road frontage.

The proposal follows an extensive pre-application process with the City of Monash. Three formal meetings were held between the project team and Council from December 2025 to March 2026, with the scheme evolving through several concept iterations before the current design was lodged.

The project arrives as Clayton prepares for substantial change around its established activity centre and the wider Suburban Rail Loop precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

The northern New South Wales and southern Gold Coast market became segmented towards the end of 2018 with mixed results continuing into the first half of 2019, according to a recent Herron Todd White (HTW) residential report. 
The report notes throughout the second half of 2019 however, agents advised that stable prices were seen along the coastal areas and in some instances, reported evidence of growth, particularly in the coastal suburbs of Coolangatta, Kingscliff and Casuarina.

Investment in further infrastructure throughout the area, with projects such as the Tweed Valley Hospital and the approved continuation of G:Link into Stage 3, has improved general market sentiment which should continue in 2020.
"It would appear that a slight spike in investor activity has occurred across the board with easing lending policy post the royal commission as well as an increase in domestic migration to the southern Gold Coast and Tweed Shire," the valuation firm said. 
A Coolangatta three bedroom unit with ocean views has recently been sold for $920,000.

Southern Gold Coast market to see spike in investor activity: HTW residential

The median Brisbane rental yield has fallen slightly, according to the CoreLogic June 2020 quarterly rental review.
House yields in the Queensland capital sit at 4.2% (down from 4.4% 12 months ago), and unit yields sit at 5.2% (down from 5.5% 12 months ago).
The current combined median yield (for all property types) is 4.4%, down from 4.6% 12 months ago.

This reflects a downturn of 0.1% month-on-month and 0.6% over the quarter.
For renters, this translates to a median rental price of $439 ($460 for houses and $398 for units).

The valuation firm took a look at how a budget of $700,000 could be invested in property markets across the nation.

"For your money, you could get a two- or three-bedroom duplex or townhouse in either of these suburbs," the valuation firm said.
Both these areas and properties offer a good opportunity to purchase a relatively good sized property at the entry level price for the suburb.
The report notes either an original three-bedroom or a renovated two-bedroom duplex or townhouse unit is achievable within the price bracket and can provide good investment returns.
The buyer profile for this area is generally couples purchasing their first investment or first property for renovation. 
The rental returns in the current market have significantly dropped from talking to local property managers but they are all confident there will be a rebound in the next six months.
"If you were looking to purchase multiple properties or achieve a good return, any purchase close to Bond University will ensure strong rental returns and if you have $700,000 to spend, there are opportunities to purchase two one-bedroom units around Varsity for about $300,000 each with rental returns of between $375 and 450 per week," the valuation firm said. 
A two bedroom, two bathroom townhouse at <a href="https://www.realestate.com.au/sold/property-townhouse-qld-burleigh+waters-133875574" target="_blank">2/2 Barbet Place, Burleigh Waters</a> has recently been sold for $450,000.
The home comes with open plan living, upgraded kitchen, separate laundry and single lock up garage. 
It is situated within walking distance of beaches, local shops, schools and public transport.

To date, the impact of the pandemic on the southern regions of the Gold Coast hasn’t translated into a downturn either in property sales or prices, the report noted. 
House prices remain firm, however some properties are staying on the market a little longer, although still transacting within a three-month period, with some properties as short as a few days.
"The rental market has been negatively impacted with heavy discounts being provided for new leases or pauses on current leases.
"This may see a downturn in future sale prices but this hasn’t been realised yet in sale prices currently being achieved," the valuation firm said.

What a lazy $700,000 can buy in Southern Gold Coast: HTW residential

The South East Queensland (SEQ) land market experienced its strongest monthly sales in more than five years in June with the Federal Government’s HomeBuilder scheme and State Government grants underpinning buyer demand. 
Total land sales in June were 1,110, compared to 273 in April – more than 400 percent increase.
Prices remained relatively stable during the quarter, falling 0.8 percent to a median price of $248,000 compared to the March quarter.
In the 12 months to the end of June, prices rose 1.5 percent.

In terms of sales in each region, Moreton Bay moved into the top spot in the South East Queensland land market, taking 26 percent market share. For the first time since March 2016, neither Logan nor Ipswich have claimed the largest portion of sales. 
Logan managed to push Ipswich to third place and achieved 24.9 percent of sales while Ipswich collected 24.7 percent, only a handful of sales separated the two regions. This is the first time that Ipswich has been outside of the top two since early 2015.
After dropping to just 273 sales across the south east in April as lockdowns closed sales offices and dented economic confidence, the market roared back to achieve 1,110 sales in June.
The total number of sales for the June quarter was 1,910, up from 1,518 in the March quarter and the strongest quarterly sales since December 2017. 
The data was compiled by Oliver Hume Research by analysing nearly 2,000 transactions across more than 150 projects across Brisbane, Gold Coast, Logan, Ipswich, Moreton Bay and Redland local government areas. 
Oliver Hume National Head of Research George Bougias said the HomeBuilder grant, combined with record low interest rates, was driving the demand from first and second home buyers. 
“Despite the Coronavirus shutdowns and their economic impact, there are still plenty of buyers with stable incomes who are more than happy to take advantage of the numerous grants and incentives available,” he said. 
“These are the right incentives at the right time and will keep thousands of tradies in jobs as homes begin to spring up on these blocks in the next few months.
“The first half of 2019 was a tough time for the SEQ land market but there was a solid recovery underway towards the end of the year and right up until the lockdowns commenced in the final two weeks of March,” he said. 
"With the restrictions lifted and the great incentives in place the pent-up demand is returning.” 
The $25,000 HomeBuilder grant combined with $15,000 first home buyer grant from the State Government, means eligible buyers can access $40,000 to help them get on the property ladder. Other incentives, including the First Home Loan Deposit Scheme (FHLDS), can save buyers thousands more on top of the grants.

The report notes agents are generally reporting a lack of stock for sale with many potential vendors reportedly holding off selling currently.
"Units in Surfers Paradise have been hit by the travel restrictions due to COVID-19, with agents reporting reduced returns for investors in short term holiday letting complexes," the valuation firm said. 
A follow on effect is that these owners or investors are often trying to remove the unit from short term holiday letting into a permanent rental arrangement, which appears to be having a negative impact on rental returns in the permanent letting sector as well due to the increased supply.
Houses in the suburbs remain stable, the report noted.

There currently appears to be stronger market interest in well-presented or renovated rural residential properties, with one agent reporting strong interest in a recently renovated property at <a href="https://www.realestate.com.au/sold/property-house-qld-bonogin-133659046" target="_blank">13 Waratah Court, Bonogin </a>(pictured below). 
This is a circa 1999 fully recently renovated, part two-level dwelling providing four bedrooms and three bathrooms to the main level with a self-contained one-bedroom, one-bathroom granny flat under.
 The land area is 3605 square metres. The list price was $885,000 and the property sold for $915,000 with the agent reporting multiple offers over the list price.

In Ashmore, $700,000 will get you a renovated three- or four-bedroom dwelling generally with a pool. 
The sale of 24 Mingaletta Drive, Ashmore (pictured below) achieved $686,000 in January 2020.
It comprises a renovated, onground, single level, four- bedroom, two-bathroom, semi-modern dwelling with rendered brick walls, concrete tiled roof and one-car garage situated on a 682 square metre lot. 
Ancillary improvements include driveway, fencing, landscaping and pool. 
The dwelling was fully renovated approximately two years ago.

It provides an end part two- level unit with three bedrooms, two bathrooms, a single garage and one unsecured and uncovered off-street car space.
The townhouse was in mostly renovated condition with a reasonable sized courtyard and is within 400 metres of the popular Nobby Beach retail and restaurant precinct and within 800 metres of the beach.

The report notes ff you are looking at two properties for your $700,000, then Mudgeeraba offers that opportunity as you can get two, three-bedroom, two-bathroom townhouse units. Mudgeeraba is located just to the west of the Pacific Motorway and within close proximity of Robina Town Centre.
 A townhouse at 24/17 Douma Drive (pictured below) sold in January 2020 for $330,000. 
Offering a 1997, part two level, three-bedroom, two bathroom attached townhouse unit with brick veneer and hardiplank walls, tile roof and one-car built-in garage plus two-car off street parking, it had undergone some internal updates which were mainly cosmetic.

The property has good external condition, good internal condition and fair presentation. 
Areas: Living - 125 square metres; Outdoor - 42 square metres; and Car - 44 square metres. 
Ancillary improvements include exposed aggregate driveway, fully enclosed yard with timber fence, gravel paths, patterned concrete paths, established landscaping and garden shed, retaining walls.

The current COVID-19 epidemic is going to have a negative impact on key drivers, so it will be interesting to see what impact this may have on the property market in the short to medium term, the valuation firm said.
"Over the twelve months since January 2019, we have seen a trend increase of 7.1 percent in the number of persons employed in the Townsville region. 
"Our unemployment rate is on a downward trend and the higher levels of business confidence and strong rates of job advertising being observed bode well for continued strength in employment creation in the coming months," the valuation firm said.

How will COVID-19 pandemic transform Townsville property market: HTW residential

Up until the recent outbreak of the Coronavirus, it appeared that there was a sense of confidence in the central Gold Coast local property market from both investors and owner-occupiers, according to a recent Herron Todd White (HTW) residential report. 
<div>The current COVID-19 epidemic is going to have a negative impact on key drivers, so it will be interesting to see what impact this may have on the property market in the short to medium term, the valuation firm said.</div>
The report notes local agents had been reporting good levels of buyer enquiry for a broad range of residential property in the first couple months of 2020 which has been positive.
This level of optimism can be attributed to the low interest rate environment and to some extent, the latest upturn in the Sydney and Melbourne housing markets.
With some signs indicating these capital cities being on the bounce again, many buyers have been turning their attention to the central Gold Coast area due to the attractive price points.
"The key local drivers for this region include a wide array of lifestyle options, with good accessibility to amenities and greater job opportunities (compared with the quieter coastal and rural districts)," the valuation firm said. 
"In light of recent events (Coronavirus and the subsequent stock market falls) it will become more apparent that buyers will be paying greater attention to national economic indicators but these buyers will also need to focus on local concerns," the valuation firm said. 
The central Gold Coast region is heavily reliant on the construction and tourism industries, the report noted. 
These industries support a huge amount of the population for the area in terms of providing jobs and stability for the local economy.
"It will be interesting to see how these industries fare in the next few months and what impact it will bring on the local property market if the recent events continue to escalate," the valuation firm said. 
A two bedroom townhouse in Gold Coast's inner city suburb Bundall has recently been sold for $526,000.

Most investors appear to be acutely aware of the current interest rate and predictions of it being on the decline, according to a recent Herron Todd White (HTW) residential report. 
The HTW report suggests this has put a positive slant on the Gold Coast Central North local market. Another positive is the general optimism in the national economy, however this is now very fluid due to the Coronavirus pandemic, with some local agents reporting a fall in enquiries.

"A major factor on the Gold Coast is the perceived low values of properties compared to the capital cities such as Melbourne and Sydney and overseas markets," the valuation firm said. 
A major local influence on the Gold Coast has always been proximity to water, whether beach, broadwater, river, lake or canal. 
Secondary location factors are proximity to the perceived better schools, commercial precincts and public transport corridors such as proximity to the new light rail or access to M1 motorway, the report noted. 
First home buyers are most influenced by budget and need for compromise. Many are buying small lowrise units in the older areas such as Southport or driven to the north-west corridor developing area. Upgraders are driven more by location (i.e. water locations).
A first floor apartment situated in the heart of Southport has recently been sold for $240,000. 
The<a href="https://www.realestate.com.au/sold/property-unit-qld-southport-132891778" target="_blank"> 9/14 Rose Street</a> home (pictured below) was last sold in 2013 for $299,000.

Gold Coast Central North property market sees dramatic decrease in demand for medium rise apartments: HTW residential

The market throughout Gold Coast North West, Scenic Rim and Lower Logan region covers a wide range, from older housing to brand new estates, according to a recent Herron Todd White residential report. 
The current COVID-19 epidemic is going to have a negative impact on key drivers, so it will be interesting to see what impact this may have on the property market in the short to medium term, the valuation firm said.
The report suggests investors traditionally forming a large proportion of purchasers in this region across all categories.
"The record low interest rates have influenced buyers in this region, keeping purchasing activity steady. Record low rates inevitably correlates to higher debt levels as money gets cheaper," the valuation firm said. 
Some home owners have been unable to sustain payments at the higher debt levels and as a result, there have been more mortgagee in possession sales occurring in recent months.
Price point has always been the big lure to investors in this region with Sydney and Melbourne buyers able to buy several houses here for the same price as only one in their home towns, the report noted. 
A current offering in the Scenic Rim Region's Beaudesert is a three bedroom house priced at over $299,000.

We have also seen a large rise in the dual occupancy market in new housing estates," the valuation firm said. 
Buyers can build a dual occupancy dwelling on a site larger than 400 square metres with most construction and land packages costing between $500,000 and $560,000 and achieving between $630 and $680 per week rent.
"When combining the calculation of these returns with the benefit to the investor in potential capital gains, they become quite an attractive offer.
"We are also seeing an oversupply of townhouses and low rise units in and around Beenleigh with new products seeing very large discounts on resale and some developers advising that it is difficult to build product and maintain profit." 
A Beenleigh two bedroom Unit within a small secure complex has recently been sold for $255,000.

Purchasing activity keeps steady in Gold Coast North West property market: HTW residential

When most people think of the Central Queensland economy, they think of the resource sector, particularly coal and gas, according to a recent Herron Todd White (HTW) residential repot. 
The current COVID-19 epidemic is going to have a negative impact on key drivers, so it will be interesting to see what impact this may have on the property market in the short to medium term, the valuation firm said. 
"Yes, it is true that Rockhampton itself is heavily influenced by these two mega industries however in addition to this, the Rockhampton region is considered to be one of the most diverse economies within central and regional Queensland," the valuation firm said. 
The region thrives on a range of other industries including acting as a regional government hub, being one of the top two regional Queensland towns for education services and facilities, a huge agriculture basis and it has always been a long term hub for the railway, construction and defence industries. It is also seen as an emerging tourism destination.
The report suggests this diverse range of employment industries has seen Rockhampton minimise its volatility over the past decade with limited numbers of swings in the property market compared to neighbours such as Gladstone to the south, Emerald to the west and Mackay to the north.

"After a slowly declining six year period from late 2013 to mid 2019, we have finally started to see the property market respond in a positive way with growth recorded in both sales activity and sale prices across many sectors of the market in the past six to nine months.
"So what’s driving this change, you may ask. Well in hindsight, the catalyst that turned the ship around was the largely unexpected federal election result in May 2019 when unprecedented swings across regional Queensland resulted in a massive boost in confidence to the resource sector," the valuation firm said. 
Production increased during the back half of 2019, creating a wave of new jobs and increased confidence.
"Initially we saw a tightening of the vacancy rates for rental properties which quickly resulted in increased rents. Sales followed suit shortly afterwards," the valuation firm added. 
In more recent times, government infrastructure spending is at an all time high with multi million dollar projects currently underway including the duplication of the Capricorn Highway between Rockhampton and Gracemere, the Parkhurst Highway upgrade, a billion dollar Rockhampton Ring Road project and ongoing Defence Force projects to name a few.
"Of course as I write this the COVID-19 outbreak is impacting the world and Australia. Unprecedented times and its impact is already having a disastrous effect on all levels of the economic front. The extent of its impact locally on the property market is still largely unknown.
"Hopefully the powers at be are making the right decisions in managing this crisis and we all get through this together sooner rather than later." 
A riverside apartment in Rockhampton City was sold for $485,0000 in April.
