Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

A trio of Queensland property groups have unveiled plans for a $300 million mixed-use redevelopment of the former Noosa Bowls Club site, a proposal that would deliver more than 200 new homes in one of the Sunshine Coast's most supply-constrained markets.

Kilter Property, Frank Developments and Calile Malouf Investments are behind the plans for the 1.8-hectare site at <a href="https://www.apartments.com.au/new-apartments/99-noosa-drive-noosa-heads-qld-4567">99 Noosa Drive</a>, which would transform the long-vacant site into a new residential precinct featuring 208 apartments, retail, hospitality and public space.

The proposal comes as Noosa continues to grapple with housing affordability and a shortage of permanent accommodation, particularly for key workers. The site's location in Noosa Junction, close to shops, public transport and employment, aligns with the direction of Noosa Council's Housing Strategy, which encourages higher-density housing within established activity centres rather than continued urban expansion.

The draft plans include 48 affordable-by-design apartments and 48 rooming accommodation units aimed at key workers. Around 2,000 sqm of ground-floor retail and food and beverage space would activate the street frontage, alongside a new public town square and landscaped open space.

Frank Developments Founder and Director Frank Licastro said the development would continue the company's focus on architecturally-led residential projects while addressing one of the region's biggest challenges.

Kilter Property Co-Founder Huw Williams said the focus was on delivering additional permanent housing while creating a mixed-use destination that benefits both residents and the wider community.

"Our focus is on delivering a well-considered mixed-use project that provides more permanent housing options, supports local workers and businesses, and delivers an exceptional product for the local market," Williams said.

"The redevelopment vision aligns with the long-term evolution of Noosa Junction as a vibrant activity centre, creating a destination that enhances the area's character while delivering significant economic and community benefits."

Calile Malouf Investments, best known for its role in Brisbane's James Street precinct and The Calile Hotel, will bring its place-making experience to the project. The company recently commenced construction on The Calile Noosa hotel and says the residential development will complement its growing investment in the region.

CMI Director Cal Malouf said the aim was to create a walkable precinct combining housing, retail and hospitality while remaining true to Noosa's character.

"We see a similar opportunity in Noosa to deliver a vibrant, walkable destination that combines exceptional housing, hospitality and retail in one integrated project," Malouf said.

Brisbane-based Cavill Architects has been appointed to design the project.

The booming Gold Coast market is seeing apartment developers, flush with a flurry of quick sales, fast-tracking the&nbsp;proposed construction date of their new developments.

Cabana at Palm Beach, the luxury six&nbsp;level absolute beachfront block at 1 Nineteenth Avenue from Ignite Projects, is now expected to commence construction as early as June, having seen 23 of its 34 apartments sell within two weeks of its launch.

They sold for a combined $52 million, an average price of $2.26 million.

The Plus Architect-designed apartment building is now slated for completion in late 2022, rather than early 2023.

Now Gold Coast developer Azzura are looking to fast-track construction of the first stage in their $2.3 billion Imperial Square development in Southport.

Part of the project will be a 108-level tower, set to be one of Australia&#39;s tallest buildings.

Azzura have seen over $22.5 million in sales since launching the Regal Residences which comprises 145 apartments and 200 hotel suites in an 18-level tower. 53 of the apartments have sold, with a further 15 reserved by potential buyers.

&ldquo;We&rsquo;ve experienced a solid pace of inquiries for apartments in this debut offering at Imperial Square since January,&rdquo; said Mr Paris.

&ldquo;Local buyers have included a mix of first-home buyers and downsizers, all looking for the lifestyle this central location has to offer.&rdquo;

Interstate buyers account for about half of the sales which have been struck at an average price of $425,000 as buyers take advantage of the project&rsquo;s incredible value.

&ldquo;Many of these buyers have sought a solid investment that will deliver a positive cash flow, which is supported by a shortage of quality properties in central locations on the Gold Coast,&rdquo; said Mr Paris.

&ldquo;Some of the buyers plan to spend the winter months in their Regal Residences apartment and rent it for the rest of the year. Others plan to rent it for two or three years before eventually retiring on the Gold Coast.&rdquo;

Regal Residences presents buyers with a choice of one-, two- and three-bedroom apartments.

Residents will also receive an&nbsp;Imperial Cub membership, including a complimentary stay for a week over five years for a friend or relative in the Regal Residences hotel. Membership includes valet parking and discounted prices at bars and restaurants in the development.

HomeBuilder, provides eligible owner-occupiers, including first home buyers, with a $15,000 grant to purchase a new build or off-the-plan dwelling.

GURNER and Wingate have announced they intend developing a 13,000 sqm Budds Beach, Gold Coast site which had previously been earmarked as Ralan’s Sapphire project.

It will be a $600m mixed-use inland precinct at 112 Ferny Avenue, Surfers Paradise.

The proposal is for a multi-tower offering with high-end residential, family-focused resort living, hotel, retail and hospitality and potentially build to rent apartments.

The site is currently permitted for 999 apartments over 90 levels, so the new scheme will result in a reduction of apartments from Ralan to around 600 offerings over a series of stages.

Wingate was Ralan’s main finance partner until Ralan collapsed in 2019 with $560 million debts.

The rectangular site bordered by the Ferny, Norfolk, Pine, Oak avenues will be GURNER’s third Queensland project after the developer completed its $500m FV project in 2019. 

The developer also announced a <a href="/news/gurner-submits-60-million-port-douglas-development-plans-for-the-creation-hotel-and-residence">project for Port Douglas</a>.

“We have been looking at the Gold Coast and Sunshine Coast for a considerable amount of time, but we wanted to find a site that would allow us to do something really special and not just ‘another tower’ on the Gold Coast,” said founder and director, Tim Gurner.

“I believe the Gold Coast is about to have its largest market run in history as Australians realise just how spectacular our eastern seaboard coastline is, and are more motivated than ever before to invest and live in a coastal destination.

“This latest venture will allow Wingate to build upon our significant track record of funding more than $12 billion of property over the past decade,” he said.

Another Ralan Surfers Paradise project, Ruby, which included the Paradise Resort, was acquired by hotelier Jerry Schwartz in late 2019.
