For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.

When the development, originally known as Skyview and built by disgraced developer Top Place, came under scrutiny by then NSW Building Commissioner David Chandler, an $11 million remediation bond was negotiated to ensure any building defects could be fully rectified.

The building underwent an 18-month remediation program, during which around $4 million of that bond was spent bringing the building up to the standard it should have been in from the outset.

After extensive inspections, all active rectification orders have been lifted. What's more, around $7.2 million remains secured for the Owners Corporation for the next 15 years.

In a twist few would have predicted, what began as a significant concern for purchasers has left the building with something almost unheard of in the apartment market: a multi-million-dollar financial reserve from day one.

While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Terry Ryder’s most recent Price Predictor Index, June to September 2014, looks at Sydney’s fastest rising markets for units and houses across the suburbs.
Within the <a href="https://www.hotspotting.com.au" target="_parent">hotspotting.com.au</a> list, Property Observer selected the 17 opportunities for investors who are looking to enter into the market for $500,000 or less. We have included the suburbs available in alphabetical order over the page, as well as noting whether houses or units were on Ryder’s radar. The price provided is the median for the unit or house market in the respective suburb.
Ryder notes that while Sydney’s metropolitan star remains the inner-city market, the west and south west are continuing their rise to prominence.
The City of Sydney won the overall list, with six suburbs on the Rising Fast list, which numbered some 68 opportunities (some being the house and unit markets in the same suburbs), and seven on a subsequent Rising Steadily list.
The report notes that sales levels in <a href="/news">Darlinghurst </a>have doubled in less than 12 months, with <a href="/news">Chippendale </a>and <a href="/news">Haymarket </a>experiencing a similar result.
<a href="/news">Pyrmont </a>was also a performer, with a 110% sales rise in nine months.
“We are concerned that inner-city Sydney will eventually have a similar issue to inner Melbourne, where far too many apartments are being built, but at this stage Sydney has no apparent over-supply issues and demand for city units continues to rise,” the report notes.
However, beyond the CBD, it’s out west that is rising fast – and providing a more affordable entry point.
“Heading west from the City, the municipalities of Parramatta, Blacktown and Penrith are rising, while in the south-west Bankstown, Liverpool, Campbelltown and Camden all have strong markets,” explains Ryder.
Blacktown LGA continues its strong position, Penrith LGA also recorded good results and Parramatta LGA is a standout on the rising steadily and the consistent list.
Camden LGA, Bankstown LGA and Campbelltown LGA also managed to achieve strong rising market results.

Sydney’s fastest rising markets under $500,000: Terry Ryder

Vacancy rate changes are becoming notable within New South Wales and Sydney, and the the June 2014 Real Estate Institute of New South Wales (REINSW) Vacancy Rate Survey has noted what is occurring across the state.
REINSW president Malcolm Gunning noted that rates above 2% are considered neutral, and that some areas will be seeing an increase in vacancy rate as new rental accommodation is constructed.
Here are 10 locations in New South Wales notable in the survey.

Current vacancy rate: 1.1%
The vacancy rate has dropped by 0.5%, and this is down to levels that the REINSW notes they last saw in March 2003 where they dropped to 0.7%.
“Albury is a vibrant regional centre with lots of activity. It is growing and has solid employment opportunities. Less incentives for first homebuyers see people in the area renting for longer or those from metropolitan areas moving to enjoy a tree-change,” Gunning said.

Real estate is a competitive business, and there are few people in the industry as competitive as real estate sales agents.
The new <a href="https://www.ratemyagent.com.au">ratemyagent.com.au</a> website, top agent rating and statistics website, platform provided Property Observer a list of the top 10 agents by state and territory across the country for the six months until the end of the 2014 financial year (1 January to 30 June) based on the number of sales recorded over this period (including sales where multiple agents are involved).
In discussing these figures, director and co-founder Mark Armstrong explained that the statistics come from available online listings and information agents can provide themselves.
The information on the website reveals how many sales the agent has been involved in, the total value of those sales and other information to assist consumers in choosing the agent to sell their property.
Agents are able to add information to their profile, however ultimately the strength comes from client-provided testimonials requested by the agent from sellers.

It seems this isn’t slowing down and his ranking might secure him some more honours this year.
Sorensen also made it onto the much-enjoyed trade magazine Real Estate Business lists last year as both a top 100 agent and in the top 50 sales offices.
He has worked in the industry for 12 years.

The Wategos Beach beachfront house of the late Sir Leslie Froggatt and Lady Elizabeth Froggatt has finally been sold.
The British-born Froggatt bought the dress circle property (centre above) on the fringe of Byron Bay for $66,500 back in 1970, the year after he became chief executive of Shell Australia.
The<a href="https://www.propertyobserver.com.au/https://m.domain.com.au/listing/2010759709" target="_blank"> 720 square Marine Parade property</a> sold recently for $3,735,000 through Ed Silk at <a href="https://www.edsilkbyronbay.com.au/sale/house-for-sale-wategos-byron-bay/" target="_blank">Ed Silk Byron Bay</a>, inconjuction with Martin Schiller, of Savills to the Melbourne lawyer Scott Stewart, a partner at Moray and Agnew.
It was initially listed in late 2007 when the Melbourne-based businessman, a former chairman of Ashton Mining, Pacific Dunlop and the Shell Company of Australia, had $8 million expectations. After his 2010 death, it was relisted last year with $4.5 million hopes.
The house was renovated with a dated Christine Vadez design almost three decades ago.
The sale reflected $5,180 per square metre land value, with minor access issues. 
Properties on either side have sold over the past five years at $12,600 and $13,700 a square metre.
The strip's record $15.68 million sale in 2006 was at $11,000 a square metre.

Sydney's recent real estate price gains have been "catch up", according to the ANZ boss Philip Chronican.
"For all the talk of a property bubble, when you look at Sydney real estate versus the rest of Australia, what has been happening is again more just a sense of catch up," <a href="https://bluenotes.anz.com/posts/2014/07/remember-nsw-its-a-leading-economy-once-more/" target="_blank">Chronican wrote on the bank's bluenotes website.</a>
"A decade ago it would have been a bit obvious to say NSW was driving the Australian economy but it does actually sound slightly odd to be saying that today.
"After all, NSW has no iron ore, no LNG, tourism slumped in the decade after the Olympics and NSW property prices have lagged the rest of the country.
"But NSW is returning to pre-2003, the last time it out-performed the Australian economy."
He said his view had been reinforced by a recent tour of the state with the period between 2003 and 2013 "something of an aberration".
He said there was no doubt there was a hangover in NSW after the Olympics, following a period when the economy and the property market had grown excessively.
"Then the rest of Australia took off, particularly Western Australia and Queensland, with the resource investment boom. 
"The story today then is one of recovery," he said adding ANZ’s chief economist Warren Hogan had been emphasising how strong the NSW outlook was in recent research.
"The unemployment rate in Sydney has fallen below 5% compared with a jobless rate of more than 6% for the rest of Australia," wrote Chronican.
"Construction and real estate employment have risen, international student arrivals are up, the latest NSW budget showed improved operating balances and lower net debt.
"The NSW economy is expected to be buoyed by substantial infrastructure spending in coming years as an expected $20 billion in proceeds from the privatisation of electricity networks is invested in new projects.

Sydney property price playing catchup: ANZ's Philip Chronican

The end of the financial year is here, which means it’s time to look ahead at what the next may hold.
Adrian Wilson, principal and managing director of Wilson Property Agents, said that there are a number of things he believes will happen for Sydney’s inner city market.
“Predicting the future of the property market directly is tricky at the moment. Which part of the market you are interested in needs to be considered specifically, and this includes buying, selling, investing, developing or off-the-plan.
“These segments then need to be broken down by precinct, suburb, area and state before categorising them into price, size, location and opportunity,” he said.
Here’s how he thinks Sydney’s inner city market will perform:

High demand for quality one and two bedroom apartments
Good views, parking, high level of presentation, close to parks and water, or strong rental yield will all remain desirable.

Infrastructure development the factor to watch in Sydney: Knight Frank

WESTERN SYDNEY
$83 million
Committed funds from the Department of Planning &amp; Environment to support new homes in Western Sydney. Expected to be the region accounting for almost half of Sydney’s growth in the next two decades.
$60 million
Provided to Western Sydney councils to deliver the infrastructure to support the new housing development. Committed under the Local Infrastructure Growth Scheme.
$13 million Provided for infrastructure in Western Sydney Growth Centres under the Special Infrastructure Contributions.
$166 million
Key infrastructure upgrades to support Western Sydney and other areas (part of the $483 million Housing Acceleration Fund).

SYDNEY CITY
$43 million
Provided through the Sydney Harbour Foreshore Authority to develop the Sydney International Convention, Exhibition and Entertainment Precinct.
$25 million
Provided through the Sydney Harbour Foreshore Authority for a number of cultural heritage improvements, including public domain in The Rocks and Darling Harbour, constructing pedestrian and cycle network opening up Railway Square to Darling Harbour (to be known as The Goods Line).
GENERAL ALLOCATIONS
$12 million
In grants to local authorities to upgrade local infrastructure and create urban environments within specific Urban Activation Precincts. To be followed up with $24 million in 2015/2016 for phase one, and $50 million over 2015/2016 and 2016/2017.
$22 million
To make planning simpler, these funds have been committed to roll out ePlanning ($8.5 million was invested in 2013/2014 for this). It will allow you to lodge DAs online and view information in a map-based format.
KEY QUOTES:
“Just as smart phones and apps have completely changed the way we live and work, so too ePlanning will transform the way families and businesses will interact with the planning system in NSW.
“Components will be brought online in stages over the coming year, and when fully functional in 2015 users will be able to see the full suite of planning policies and regulations that apply to individual lots.
“The impact this will have on those considering a property purchase, a renovation or build will be enormous, reducing hours of paper-based work to literally minutes spent online." (Minister for Planning Pru Goward)
The Urban Taskforce has noted confidence in the anticipated infrastructure, noting some of their highlights include these two:
$400 million towards the Parramatta light rail.
$265 million of CBD and South East light rail funding. “There is no funding allocated for the recently announced Greater Sydney Commission although the $11 million allocated to planning reform could help set this up. Funding continues for the Planning Assessment Commission and the Joint Regional Planning Panels at $8.5 million so they presumably continue within the framework of the proposed Commission," said Urban Tasforce CEO Chris Johnson.

Shaping Sydney: The NSW state budget spending numbers to know

There were no loss making property sales detected in just the three Sydney municipalities during the March quarter, according to the latest <a href="https://www.myrp.com.au/">RP Data</a> Pain and Gain report.
They were Marrickville, Botany Bay and Hunters Hill.
The highest volume of loss-taking was the 7% that sold for less than last time in the Wyong municipality where the typical loss was $40,000, followed by the 6.7% in the Pittwater municipality were the typical loss was $60,000.
The biggest losses were taken in the neighbouring Warringah municipality at a typical $437,500 drop.
None of the 43 municipalities secured gains well in excess of the biggest loss, with the biggest being a typical $400,000 gain in Hunters Hill and a $337,500 gain in the The Hills Shire.

Only 3% of homes re-sold over the March 2014 quarter in Sydney sold for less than their previous purchase price, down from 6.9% 12 months ago and at its lowest level since December 2003. 
All regions had less than 8% of all re-sales at a loss over the quarter.

Marrickville, Botany Bay and Hunters Hill property vendors avoid losses

Low interest rates and confidence built through growth in the stock market have senior economist for Australian Property Monitors, Andrew Wilson, predicting an uptick. He believes that the lower north shore, northern beaches and city east are following the boom seen in the lower and middle markets in Sydney.
Already, over the March quarter, APM’s figures recorded 8% growth in the prestige market, compared to the western suburbs’ 3.9%.
He revealed, at the second annual LJ Hooker Mosman Investment Seminar, that the middle and lower ends are tampering off, however the lower north shore is firing up.
“Current prestige markets are definitely not as advanced in the price cycle as previous highs in 2009 and 2010, there is still some way for that market to reach the top,” he said.
In fact, he believes that by the end of 2014, the lower north shore will have seen 10% in growth.
“There is no stopping the prestige property market at the moment, there is still a lot of positive energy buzzing around with reports of the highest price growth since 2003,” he told seminar attendees.
“This positive atmosphere has worked as a mindset shift for possible buyers and sellers in that market, rather than an underpinning driver.”
LJ Hooker Mosman director Bernard Ryan said that he is seeing properties over $1.8 million transacting faster.
“Investors and upgraders have been honing in on the lower north shore since interest rates started trending down in November 2011, but activity really gathered pace in the last year,” Ryan said.
“We’ve always had a strong contingent of locally-based clients, but interstate-based and overseas investors have increased their presence recently.”
