A new 25-storey apartment tower proposed for Mercer Street would push Geelong’s western gateway skyline higher, with Morphy Birrell Property Group lodging plans for a project directly beside one of the city’s most significant heritage streetscapes.

The <a href="https://www.apartments.com.au/architects/fk-australia">FK</a>-designed development at <a href="https://www.apartments.com.au/new-apartments/65-67-mercer-street-geelong-vic-3220">65-67 Mercer Street</a> has now been referred to Victoria’s Planning Minister. The site sits opposite the Geelong rail corridor and immediately south of the heritage-listed St Peter and Paul’s Catholic Church and Ashby Hall precinct.

Rather than compete with the neighbouring ecclesiastical buildings, the proposal adopts a sculpted podium intended to reference the materiality and scale of the heritage context. Planning documents note the design draws cues from the “dark stone brick” church and surrounding masonry buildings, while the tower above transitions into a softer, curved form oriented toward Corio Bay and the Geelong waterfront.

The development forms “Stage 5” of Morphy Birrell Property Group’s broader Mercer Street precinct strategy, following the completion of the 21-storey Miramar tower on Cavendish Street and several additional approved redevelopment stages nearby. Planning consultants Ratio said the proposal “represents an exemplary development outcome” aligned with the strategic ambitions for Central Geelong’s continued urban renewal.

The mixed-use project would replace an existing low-rise commercial building and surface parking area on the 3,320 sqm corner site. FK’s urban context report describes the proposal as a residential development comprising apartments, resident amenities, commercial space, and integrated landscaping positioned to maximise bay views and northern sunlight access.

Renders show a deeply articulated tower with curved balconies stepping above a lower masonry podium that frames a landscaped forecourt facing Mercer Street. The design intentionally preserves sightlines toward the adjacent church buildings, with the podium scaled to reinforce the heritage edge before the tower recedes upward.

The planning report highlights the site’s strategic location within 400 metres of key Geelong destinations including Cunningham Pier, the Geelong Station precinct, Deakin University, and the convention centre. Bus services run directly along Mercer Street, while the Corio Bay foreshore sits around 100 metres north of the site.

The proposal arrives amid accelerating redevelopment across central Geelong, where planning policy continues to encourage higher-density housing close to transport infrastructure and the waterfront. Mercer Street in particular has emerged as a focal point for taller apartment development due to its proximity to Geelong Station, the bay, and major civic infrastructure.

Development giant&nbsp;<a href="https://www.apartments.com.au/developers/hamton">Hamton</a> and joint venture partner Hostplus have revealed the next residential stage of their $3 billion Moonee Valley Park masterplan, lodging plans for 512 more apartments within the precinct on surplus racecourse land at 110 Wilson Street, Moonee Ponds.

The proposed development, dubbed&nbsp;<a href="https://www.apartments.com.au/new-apartments/trackside-house-110-wilson-street-moonee-ponds-vic-3039">Trackside Gardens</a>&nbsp;in the planning application, follows the <a href="https://www.apartments.com.au/news/vic/first-look-exclusive-hamton-and-hostplus-reveal-sixth-stage-of-moonee-valley-park-masterplan">recent unveiling of the sixth-stage Cox Place Precinct</a> and continues the long-running transformation of the Moonee Valley Racecourse into one of Melbourne’s largest urban renewal projects.

Positioned on the north-eastern edge of the racecourse adjacent to CityLink, Trackside Gardens will comprise three residential buildings rising between 61.8 metres and 86.4 metres within a heavily landscaped precinct shaped by Hamton’s Nature Based Cities framework.

The project forms part of the broader Moonee Valley Park redevelopment being delivered by Hamton, Hostplus and the Moonee Valley Racing Club, which is reshaping the 40-hectare racecourse site into a mixed-use neighbourhood with housing, retail, commercial space, hotels, parkland and community infrastructure.

Trackside Gardens sits separately to the recently proposed Cox Place Precinct, a five-building stage comprising around 1,100 residences, two build-to-rent buildings, two build-to-sell towers, retail, office space, and a hotel overlooking the racetrack. Together, the projects continue to accelerate housing delivery across the precinct.

“The architectural vision for the proposed development centres around buildings in a botanical park setting that champions the important role of nature,” the planning submission states.

“The proposal incorporates principles of biophilic design, with landscape and environmentally sustainable development influencing the ultimate design response of the buildings and prioritising the ground plane to ensure a high amenity for both occupants and visitors.”&nbsp;

Trackside Gardens will deliver 512 apartments across the three buildings, alongside 518 basement car spaces and 523 bicycle spaces. Around 20 per cent affordable housing is proposed across the broader North East Precinct, equating to around 158 dwellings.&nbsp;

The affordable housing component will be concentrated within the Wilson East building, while the remaining apartments are expected to be delivered as build-to-sell residences.

Trackside Gardens has been designed around Hamton’s Nature Based Cities initiative, founded by Executive Chair Paul Hameister OAM in partnership with the University of Melbourne, Urbis, Ark Resources and Tract. The initiative promotes integrating higher-density urban development with significant biodiversity, tree canopy and landscape outcomes.

Planning documents state the development is targeting a 5 Star Green Star Buildings rating, a 7.5-star average NatHERS rating, and “Exemplary” Nature Based Cities certification.&nbsp;

The proposal joins an expanding pipeline of approved and proposed buildings within Moonee Valley Park, including the recently launched Eveline apartments and the approved Grandstand North and South towers.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

It was announced by the NSW Premier Mike Baird who sought offers in his 2013 budget.

It has been forecast to have $69 million earnings before interest, tax, depreciation and amortisation in the 2013-14 financial year.

New NSW premier Mike Baird finds his Port of Newcastle buyer

The rejuvenation of Newcastle CBD, including works on the University of Newcastle’s $95 million campus, has caused a surge in buying activity in the area, according to PRDnationwide Newcastle and Lake Macquarie managing director, Mark Kentwell.
Kentwell noted that investors and first home buyers are among those interested in <a href="/news">Newcastle</a>, with activity higher in the past six months than it has been in a few years. This is <a href="/expert-insights/buying/hotspot-newcastle-tipped-for-strong-growth">not the first time Newcastle has been tipped for growth - being referred to as a hotspot in 2011</a>.
“The university, new courthouse and pending relocation of the rail are factors that have put Newcastle on the map for buyers and developers,” he said.
“After years of analysing the city, there is an acceptance now that residential is in demand and commercial will follow suit once there is a larger population in the city.”
The expectation is for more students and staff to live in the city from 2017, with out of town investors and SMSF investors active in off the plan sales.
“There is also heavy investment generally from non-local buyers as Newcastle’s growth potential becomes more apparent,” he said.
“We are witnessing strong buyer interest in any well-located quality project that comes to market.”

Five beautiful properties with views of Anzac Bridge

It appears that the high levels of growth experienced by Sydney last year, and into the December quarter, is slowing down, with new data showing an increasingly moderate March quarter result for this year.
In an APM report commissioned by Fairfax Media it was revealed that the only area of Sydney seeing a higher growth rate than that in the December quarter is the Lower North, now at 8% growth compared to 5.3%.
APM noted a dramatic slowdown of growth from the December quarter 2013, to the March quarter 2014 for every area in Sydney other than the lower north shore. This included a drop from 8.9% to 1.7% growth in the ‘City and East’, and from 9.2% to 4.3% in the Upper North Shore and North West.
This comes as no surprise to observer Pete Wargent, who previously tipped the lower north shore’s growth at the end of last year as the “ones to watch” in an <a href="https://allenwargent.com/wp-content/uploads/2013/12/AW-SYDNEY-BE-SU13.pdf" target="_blank">AllenWargent ‘Buyers Eye’ Sydney - Summer 2013 report</a>. In particular, he pointed to those with “key transport links to the city via Sydney ferries and the north shore train line”.
Just this morning, he took to Twitter to share his jubilation at clients purchasing in his suggested areas.
Previously, Wargent has also expressed his enjoyment, noting “The lower north shore is now absolutely flying!”
He also indicated his expectation for Milsons Point and Waverton to outperform in 2014.
“Next on our hit-list will include three suburbs in particular to the west and south-west, a little further out than the traditional capital growth hotspots, in order to catch the ripple effect of capital growth which is repeated in most property market cycles,” he said.

Sydney property price growth winding down, but lower north shore surging

The announcement of the Badgerys Creek airport for Sydney will potentially provide another growth spurt for western Sydney’s properties, with towns as far out as Mittagong, Bowral and Goulburn expected to appreciate, according to Raine &amp; Horne.
It appears that with the new infrastructure and subsequent jobs boost of 60,000, demand may increase in the area.

CEO of Raine &amp; Horne, Angus Raine, also noted that the commercial, office and industrial space should see a significant increase in demand with logistics and transport firms expected to set up in areas with close access to the airport.
The Urban Taskforce has also pointed to the growth potential inherent in the Badgerys Creek airport.
CEO Chris Johnson said that it is a boost for the whole of Sydney.
“A new airport in Western Sydney will be the catalyst for new growth, new jobs and new infrastructure,” said Johnson.
“Just as the Olympic Games became a boost for Sydney’s development so too the new airport be a game changer for the whole of Sydney but particularly for Western Sydney.”
He also noted that Sydney’s metropolitan area’s planning will also require attention as to focusing where jobs are located and how connecting infrastructure is planned.
“Research is needed on how an airport can maximise jobs in the twenty first century. The concept of the Aerotropolis has been developed to reinforce the role of an airport as a jobs generator,” he said.
This is largely agreed upon by the Urban Development Institute of Australia (UDIA) NSW, who pointed to the importance of the infrastructure coming in quickly.
The $10 billion infrastructure package has UDIA NSW chief executive, Stephen Albin, asking for a number of infrastructure boosts.
These include:

<li>Provide better link infrastructure to Port Botany and Kembla

Sydney’s new airport may see property values fly

Property owners with swimming pools in the homes have secured more time to ensure their pools and spas are compliant, with the Real Estate Institute of New South Wales having worked with the government to extend out the deadline.
Investors looking to sell or lease their property will require the swimming pool to have a certificate of compliance, announced the New South Wales Office of Local Government, however now the commencement date is 29 April 2015. Previously, this had been April 2014. “Real estate industry representatives want more time to ensure properties with a pool are compliant before selling or leasing,” explained the Office of Local Government’s chief executive, Ross Woodward.
“Council officer feedback indicates that high inspection failure rates mean that it is not uncommon for it to take three months from first inspection to the issuing of a compliance certificate.”
The REINSW CEO, Tim McKibbin, said that they sought a deferral from the minister earlier in 2014 to help avoid adverse consequences for those properties caught up in the legislation. He noted that there’s an inadequate number of existing qualified inspectors, which made the transition period extension appropriate. “With some 300,000 pools and spas across the state, REINSW suggested that some transitional procedures be implemented as part of the commencement of the obligation,” he said.
This certificate must now be attached to the contract of sale. It includes all private houses, townhouses, units, strata and community schemes, moveable dwellings, hotels, motels, serviced apartments, backpackers’ accommodation, homestay, farm stay, bed and breakfast and other tourist and visitor accommodation. It excludes camping grounds, caravan parks and eco-tourist facilities.

NSW pool compliance deadline: REINSW secures investors an extension

Change is underway in Millers Point as 293 properties, currently public housing supply stock for 400 residents, are being sold off to make way for private investors and buyers to snap up the offerings. While this makes sense, when looking at the blunt numbers provided by the government, it has pulled at the heartstrings of many causing a debate that's painful to read.
I've been known to use the phrase "investing is about the numbers" multiple times, and stand by it. However, property is unique as a financial choice in that it affects culture and the living conditions of those around the country.
Underestimating the role of a home in continuing family heritage and providing values is far too easy. Regularly, I see listings and stories of homes that have been in a family for decades that, upon a relative's death, are up for auction. They're regularly presented as a "once in a lifetime opportunity" and are often some of the most stunning homes. My heart aches for those that have to sell their history and memories with them. But at least this is, largely, a choice.
For those in public housing in Millers Point there is no choice, and they certainly do not appear to be going without a fight - there was a rally today at 11am, for instance. Sadly, with little of their own assets to boast of and clearly no written-down formalised rights to stay in these properties - what more can they do?
Minister for Family and Community Services, Pru Goward, publicly put out a statement regarding the high value property assets on Sydney Harbour's foreshore, that is those at Millers Point, and the subsequent reinvestment of the proceeds into social housing across the state. This logic truly cannot be argued with. The <a href="/news">values in Millers Point have terrifyingly increased</a> over the past years, as you can see in the suburb data here, and so it makes economical sense that 293 properties across Millers Point, Gloucester Street and the Sirius building in The Rocks were focused on for a sale.
Goward pointed to the high cost of maintenance and investment required to improve them to an 'acceptable standard' as part of the reasoning. "Maintenance on properties in Millers Point costs more than four times the average for public housing dwellings in NSW.  In the last two years alone, nearly $7 million has been spent maintaining this small number of properties.  That money could have been better spent on building more social housing, or investing in the maintenance of public housing properties across the state,” Goward was cited as saying in the release. "When the previous Government began selling off public housing in Millers Point in 2008 it let other properties here fall into disrepair. That has now left us with repair bills as high as $800,000 to restore some of these terrace houses to heritage standard."
Having jumped on to the New South Wales waiting list to have a look at what public housing contestants, because really that's what it feels like, have to deal with - I was stunned. <a href="https://www.housingpathways.nsw.gov.au/How+to+Apply/Expected+Waiting+Times/Sydney+South+Eastern+Sydney+and+Northern+Sydney.htm%20" target="_blank">Many areas have little remaining for certain housing stock with less than a five year waiting period</a>. Some are waiting for even longer.
Goward points to 57,000 families on the waiting list across the state - a terrifying proposition for anyone looking to get housing soon. It must also be nerve wracking to read of the state of public housing, with the ABC reporting last year that the list of those waiting could grow by 30,000 people in three years unless changes are made to a number of aspects of the system.
Goward continued with citing the numbers of the costs of holding these properties. However, this is where the picture becomes more interesting. “Subsidies to tenants in the last year alone reached $8.89 million, with individual tenants receiving subsidies as high as $44,000 per annum.  This compares to subsidies of $8,000 per year in Campbelltown, $7,000 in Gosford, and $11,000 in Wollongong.  For every subsidised tenancy in Millers Point, the Government could assist five tenants in Warrawong, or 3.5 tenants in Newcastle or Minto," she noted.
A blog post from Brown Couch, the voice of the Tenants Union of New South Wales, sheds light on another aspect to these numbers. They explain that these figures should be looked at as an accounting entry, rather than actual money spent.
The figure is created as the difference between market rent for the property, as assessed by the NSW Land and Housing Corporation, and the rent paid by the tenant, rebated according to the usual rules. "The market rent for a property does not reflect the cost to the NSW State Government of providing housing or related services at the property. The market rent for a property can go up – and hence the 'subsidy' go up – without any change in the housing being provided at the property, or in Housing NSW's costs," the blog post explains.
"It is important to note too how much tenants have paid towards that real cost of housing. There are 409 social housing tenancies in the properties at Millers Point and The Rocks. We understand the average income-related rent paid is about $100 per week, so, over the past two years, tenants have paid about $4.25 million in rent – in other words, not quite two-thirds of the repair bill."
How this then works out on the books looking further is, as such, uncertain.
As an editor with a budget to manage, and as an everyday resident who has my own personal budgets and targets to maintain, it's logical to find the supposed drain, put a stop to it and move funds into an avenue where they will be more effective. That this makes financial sense is clear to me, despite the welcomed debate of the finer points - and the TUNSW does raise some important points. The simple situation, however, is that these are now lucrative financial assets that can be sold to funnel money back into creating more properties for those on the seemingly endless waiting list.
Goward expressed her acknowledgement that many tenants have lived in this housing for a long period of time, and the difficulties they may face moving elsewhere, but expressed her belief that this was the right decision and that a relocations team would assist the current tenants, including covering costs of moving and reconnection fees.
The fact remains that without ownership of these assets, the tenants do not have rights to them. That is how the property world works at present. Just as a tenant in a privately owned rental in the mainstream market does not have the ability to force a landlord to allow them to retain their tenancy and not to sell the home or let a different tenant live there, a public housing tenant also does not have these rights.
A letter written to the Sydney Morning Herald, shared by the TUNSW's Brown Couch blog, discussed the culture of the area.
"I grew up in a terrace in Lower fort street and my mum still lives there as she has done so for 40 years, laboriously maintaining and restoring her home (largely herself). Even if she is forced to move away, that house will always be our family home and the fact that she doesn't own it does not make that connection or the emotional distress any less valid," the letter is quoted as saying.
It notes that the letter received by her mother said that attempts would be made to relocate her close to her family and friends.
It is likely that this isn't the end. The Herald also recently reported that Glebe, Redfern and Kirribilli are the next sites that could face similar treatment.
Just yesterday, State MP Alex Greenwich slammed the decision as a form of 'social cleansing', and I have read references from a number of different individuals who declare she's ruining the culture on purpose for the property bigwigs in Millers Point and other city locations. These claims are currently unfounded, and when looking at the pure mathematics it makes sense to direct funds where they can have the biggest benefit for the greatest number of people. Of course this isn't just about maths. However, sadly, providing roofs over the heads of the needy at some point needs to trump the heart-wrenching, and they are truly hard to read, discussions of individuals' connections to an area. It's a situation that is tearing many in two as the best decision is argued out - progress and the situation of the masses versus culture and the individual stories of those residents, and it's certain that someone was always going to leave the debate unhappy. But we need to remember that there are the stories of 57,000 or so others on the waiting list that are likely to be just as awful to read.

Letter from the editor: Public housing sell-off a painful debate

The ‘Sydney Property Market’ is often referred to just like that:  a three word headline meant to encompass all suburbs, properties, demographics, sales and rentals. It’s about as realistic as saying that all Australians are called Barry, drink beer, love sport, wear bucket hats and zinc cream.
I mention this because I was talking to our leasing team last week about the impact of the sustained strength in the sales market on rental availability. It would be easy to say that it’s great out there right now but beware of the blanket generalisation.
With investors so active in the current market there is an expectation that more rental properties will become available, easing what has been reported as a ‘rental crisis’ across the city.
Yes that is the case, but it isn’t that simple. It continues to be very patchy and as always it comes down to the maths. The devil is in the detail.
Along the north shore there is a steady stream of new build developments coming onto the market which has expanded the supply of rental properties available. Demand is there but with such a selection available the rental returns have become more competitive. Landlords will secure a tenant if they pay attention to the market and price it right.
In other areas, specifically around the CBD and fringe suburbs investors are certainly active but the price premium for a CBD property is reflected in rents which in turn has an impact on the level of demand.  
Again, even at the premium end of the market landlords need to be mindful to price their property correctly.
Anyone who has studied even basic economics would know the principle of supply and demand. As one increases – the other decreases until a point of equilibrium is reached. Which is why the numbers delivered in the current property market are so extraordinary.
The Cooley Index for February reveals some amazing statistics: A total of 302 properties going to auction with an average of 5.5 registered bidders delivering a clearance rate of 81% and 76% selling above reserve. Wow!
Now look at those numbers in comparison to the same period last year when there were only 171 properties taken to auction with a 68% clearance rate and 59% of those achieving prices above reserve.
What we’re seeing is an increase in supply as vendor confidence in the sustainability of the market has grown.  And rather than dilute demand the additional listings have been met by stronger buyer interest.
The number of registered bidders at auction is another interesting gauge of market strength. While there can only be one buyer the fact so many parties are revealing a very serious intent to purchase bodes well for the months ahead. That’s because losing bidders don’t automatically drop out of the market, rather they remain on the hunt, more determined to secure the next property.
It seems everyone is coming out to play.

The Sydney property market: The devil is in the detail

With <a href="https://www.dailytelegraph.com.au/news/nsw/badgerys-creek-airport-would-drive-growth-in-sydney-suburbs-pwc-australia-report-shows/story-fni0cx12-1226845273563" target="_blank">pressure mounting</a> to finally build Sydney’s second airport at Badgerys Creek, it’s a good time to ask: can we avoid the noise mistakes of the past?
Aircraft noise and whether the new airport would be open 24 hours a day – unlike the <a href="https://www.infrastructure.gov.au/aviation/environmental/curfews/SydneyAirport/SydneyCurfewBrief.aspx" target="_blank">11pm to 6am curfew</a> at <a href="https://www.sydneyairport.com.au/corporate/about-us/fact-sheets/overview.aspx" target="_blank">Sydney’s existing airport</a> – are <a href="https://www.parramattasun.com.au/story/2114940/badgerys-must-have-same-curfew-as-sydney-airport-mps/?cs=1497" target="_blank">still proving to be the main obstacles</a> to Badgerys Creek finally going ahead.
There are vital lessons for western Sydney residents, airport supporters and federal and state politicians to learn from the way Sydney’s third runway was developed, where many residents weren’t given the information they needed about how noise would affect them.
A short history of a long saga
Next year will mark the 30th anniversary of Badgerys Creek being initially selected as a new airport site. In 1993, the first sod on construction was officially turned at event with the then Federal Transport Minister Bob Collins.
But development stalled when a third runway was constructed at Sydney’s existing Kingsford Smith airport (which is best known as <a href="https://www.sydneyairport.com.au/" target="_blank">Sydney Airport</a>) in 1994 to meet growing aviation demand in the Sydney Basin.

After the new runway opened, there was a massive and sustained angry reaction from the Sydney community. Residents believed that the runway’s Environmental Impact Statement (EIS) had been used to deliberately mislead them about what the noise would be like once the new runway opened.
The extreme public pressure resulted in a 1995 Senate Select Committee inquiry on aircraft noise in Sydney. The Committee largely accepted the thrust of the community’s objections and produced a damning report, <a href="https://www.propertyobserver.com.au/https://trove.nla.gov.au/work/21668956?versionId=44646761" target="_blank">Falling on Deaf Ears</a>.
The Committee identified that the EIS process had a key failing: it had limited its noise assessment to residents living within the forecast aircraft noise contours. These contours indicate the amount of aircraft noise likely to be heard on the ground during an average day. In the EIS for the third runway, the area within the forecast aircraft noise contours was termed the “noise affected area”.
Not unreasonably, residents assumed that the areas outside “the noise affected area” would not be exposed to aircraft noise. So they were extremely surprised and angry once the runway opened to find themselves being overflown many times an hour throughout the day.
About 90% of the formal noise complaints lodged with aviation authorities after the runway opened came from people living outside “the noise affected area”.
Much of the public anger also arose because the way the aircraft noise impact was assessed was based on an “average day” – which had hidden what the noise would be like during peak periods or on busy days.
Clearing up confusion on aircraft noise

The top map shows the estimated number of noise events louder than 70 decibels on an ‘average’ day, while the one below shows how the aircraft noise shifts on days when the air traffic is in a northerly flow for more than 15 hours.

These discussions led to the establishment of the Long Term Operating Plan for Sydney Airport, as well as the development of a range of <a href="https://www.infrastructure.gov.au/aviation/environmental/transparent_noise/expanding/index.aspx" target="_blank">new ways to describe aircraft noise</a>. That made it much easier for community members to meaningfully engage in discussions about how the airport’s aircraft noise could best be managed.
You have to look at aircraft noise in a number of different ways in order to get a proper indication of noise impacts.
One of those ways is to have maps of flight paths and how they are used. Another way is to create a “N70 contours” map, showing where the noise levels will be at 70 <a href="https://en.wikipedia.org/wiki/Decibel" target="_blank">decibels</a> or above. (Such as those shown on the right.) These indicate the number of overflights with a maximum level greater than 70 decibels.
Normal speech when talking to someone 1 metre away is approximately 60 decibels. So during an aircraft overflight of 70 decibels, if you were standing outside you would have to raise your voice.
However, if you are inside a house – even with the windows open – that aircraft noise is reduced down to about 60 decibels.
Involving western Sydney locals
If a new airport at Badgerys Creek is built mainly to take the load off Sydney Airport – as a supplementary airport, not a replacement one – it will have one very significant advantage.
There would be only a slow build-up of noise, as the traffic in and out of the airport gradually increased, rather than what happened when Sydney Airport’s third runway opened and there was a sudden, very dramatic change in aircraft noise exposure from opening day.
So how could the federal, state and local governments do a better job of making sure that locals at Badgerys Creek and surrounding areas don’t experience any noisy surprises?
The key to addressing the Sydney Airport noise problems was to engage much better with the community. What that experience clearly showed was that using concepts such as “noise affected areas” or “the average day” are now very likely to be seen by residents as attempts to understate aircraft noise.
Understandably, residents don’t just want to know what the noise might be like most of the time – they want to know how noisy it might get at different times of day, including during peak flight times.
If we want to do a better job of consulting western Sydney locals, the authorities need to <a href="https://www.wyle.com/PDFs/archive/southgateICAOreport.pdf">be inclusive</a>. That means not just talking to householders in the immediate area around Badgerys Creek, but going much further afield, to include any area which will be overflown and exposed to aircraft noise.
And that community engagement should not just be during the planning stages, but continue during the airport’s operation (assuming it eventually gets built).
Night-time noise
Discussions about noise at Badgerys Creek will inevitably also involve questions about sharing noise between the new airport and Sydney Airport.
In particular there could be issues around night?time noise. Given the strict curfew in Sydney now, any suggestion of night flights at Badgerys Creek is likely to be highly sensitive.
With that in mind, Badgerys Creek would need a Long Term Operating Plan with a clear noise management plan.
In Europe, major airports are legally required to develop <a href="https://www.heathrowairport.com/static/Heathrow_Noise/Downloads/PDF/NAP_main.pdf" target="_blank">Noise Action Plans</a>. Typically the plans lay out the major factors influencing noise exposure around an airport, including: the location of flight paths; the times of use of runways; and any restrictions on operations by different types of aircraft (by runway and/or by time of day).
Wherever a new airport is built in the Sydney region there will inevitably be people who feel aggrieved about aircraft noise. At the very least, governments owe local residents the opportunity to be involved in deciding the patterns of noise exposure around the airport.

Sydney’s second airport: local noise concerns must be heard

According to the latest Local Development Performance Monitoring Report, the number of home builders using complying development to get faster and cheaper approvals is growing. But despite complying developments making up 25% of all housing approvals  in New South Wales last financial year, some are saying that the state's approval process is still unacceptably inefficient.
Housing approvals on using complying development take on average 17 days for councils to determine compared to an average of 68 days for regular development applications, according to the 2012-13 report, released this month.
The report also noted that complying development applications were up 12% from the previous year, with their total value up 35% on the previous year, at $3 billion. The new complying development process also appears to have increased overall housing application approval efficiency at NSW councils, with the average time taken by councils to determine regular development approvals down three days since its introduction.
NSW Planning and Infrastructure Minister Brad Hazzard has commented that the fast track process allows home builders to “take the hassle” out of planning.
“Home builders can save up $7,000 on the cost of building a new home and get their project ticked off extremely quickly if they meet the rules for complying development,” said Hazzard.
“The NSW government expects to see further increases in fast track development approvals as a result of recent expansions of complying development to include straightforward renovations such as building a garage door or putting in a foot path.”
But despite the increasing use of complying development applications, the NSW approvals process is still slow, says the Urban Development Institute of Australia NSW (UDIA). According to the UDIA, the approvals process in NSW is three times slower than that in Queensland.
According to UDIA chief executive Stephen Albin, NSW cannot compete with fast tracked development on a national level.
“Project delivery in this state is so choked up in outdated, inconsistent bureaucratic red tape - a symptom of a 33 year old planning act,” he said.
“NSW cannot compete on an even footing with other States when it comes to investment and job certainty in the property construction sector.
“The number of complying development applications in Queensland is at 80% with development applications generally approved far more efficiently than in NSW.”
While Albin said that the number of complying developments processed in NSW last year was a good start, the state still has a long way to go.
“Let me be clear, streamlined approvals do not provide a green light for all development but a more efficient way to manage the process,” he said.
“To get Code Assessable Development approved in NSW applicants have to meet more than 20 strict criteria including privacy, energy usage, landscaping and floor areas to name a few,” he said.
The Local Development Performance report also showed that the value of total developments approved in NSW was up 11% on the previous year, at almost $25 billion. However, overall development activity only increased marginally from the previous year, up 0.5% (74,875 approvals).
Almost all determinations were valued at less than $1 million, with Coolamon Shire, Ryde, Junee Shire and Brewarrina Shire the local government areas with the highest proportion of complying development applications.
