For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.

It's an unusual legacy of what was once one of Sydney's highest-profile apartment remediation projects. When the development, originally known as Skyview and built by disgraced developer Top Place, came under scrutiny by then NSW Building Commissioner David Chandler, an $11 million remediation bond was negotiated to ensure any building defects could be fully rectified.

The building underwent an 18-month remediation program, during which around $4 million of that bond was spent bringing the building up to the standard it should have been in from the outset.

After extensive inspections, all active rectification orders have been lifted. What's more, around $7.2 million remains secured for the Owners Corporation for the next 15 years.

In a twist few would have predicted, what began as a significant concern for purchasers has left the building with something almost unheard of in the apartment market: a multi-million-dollar financial reserve from day one.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Only in Sydney - ticker showing countdown to $1 million median house price

The owner-builder Ben Wheeler secured a record $2.18 million at weekend auction for his new home in Narraweena.
He and his wife Shonagh spent more than five years creating the four bedroom, three bathroom trophy home.
The property at 102 Victor Road (pictured above) exceeded the suburb record by $520,000, with the prior record of $1,655,000 only set in December for a house in Karoola Street.
The latest sale was by agent Lachlan Yeates, of Raine and Horne Dee Why, who told the local News Ltd paper 19 parties registered to buy the Wheeler home, the highest number he'd ever had register for an auction.
The new owners are a couple from Melbourne. 
Acco­rding to CoreLogic RP Data, it became a million-dollar suburb this month, the last on Sydney's northern beaches to do so.

Narraweena the last on the northern beaches to become a $1 million median suburb

Newcastle and Lake Macquarie sales volumes have recently shown some improvement, according to the latest CoreLogic RP Data report.
However the districts continue to be well below the levels seen over the previous market peak in the early 2,000s.
Over the 12 months to November 2014 there were 6,729 houses and 1,463 units sold and current sales activity is 5% above the five year average.
Over the 2014 calendar year, home values across the region increased, up 7.2% for houses and 5.8% for units.
CoreLogic RP Data also reports that in comparison to the same time last year, homes are selling at a faster rate, with homes selling by an average of 12 days faster for houses and 13 days faster for units. <img src="/images/2015/02/25/chart-feb-25-one.jpg" alt="">

Ultimo heads Sydney's slowest selling suburbs list: APM

Entering its third year of boom-time conditions, the resilient Sydney market continues to produce extraordinary results, according to the Domain Group senior economist, Andrew Wilson.
Prices growth continues to track at decade high levels with a market characterised by high levels of confidence and enthusiasm, he advised.
"Sydney’s continued strong housing market activity is due largely to the nation-leading performance of the local economy.
"High levels of migration are also keeping demand well ahead of supply, which remains significantly below underlying requirements.
"Investor activity in the Sydney market remains at record levels and is another key driver of prices growth."

Low vacancy rates, rising rents and prices growth will continue to attract investors into the market this year, Wilson tipped.
"Lower interest rates will also activate investors who will have increased capacity to borrow and an enhanced “bricks and mortar” comparison with falling term deposit rates.," he said.

Wilson said the Sydney housing market had commenced 2015 strongly with record level auction clearance rates for the late summer season.
First home buyer activity, however, remains at near record low levels as a proportion of market share.
"The prestige market revived over 2014 and although prices growth of 6.0% was below other market sectors, the increase in volumes and the prospect of a higher share market through 2015 will continue to activate buyers and restore confidence in this sector," he said.

Sydney’s median house price increased by 14% over 2014, a similar result to the 15.4% recorded over 2013. 
Wilson forecast that Sydney was on track to record prices growth of between 7 and 10% over 2015, which will again be the best result of all capital cities. 
The coastal based eastern suburbs agency, Phillips Pantzer Donnelley reported today that it had sold 16 properties valued at $33 million with a mean price of $2.1 million in the past few weeks.
The properties ranged from a one-bedroom apartment at 12/57 Gilderthorpe Avenue, Randwick selling after just four days by Nick Quilkey and Debbie Donnelley for $685,000 up to Alexander Phillips’ sale of 10 Mirimar Avenue, Bronte selling for $5.6 million.

Middle Sydney 10% price growth tipped: Domain Group's Andrew Wilson

The New South Wales government has <a href="https://www.smh.com.au/nsw/powerhouse-museum-site-in-ultimo-to-be-sold-to-developers-20150226-13pn5o" target="_blank">announced</a> plans to sell off the Ultimo site of the Powerhouse Museum, part of the <a href="https://maas.museum/" target="_blank">Museum of Applied Arts and Sciences</a>, and use the money to fund a new museum in western Sydney. The last part is positive – the rest would be a mistake.
It is commendable that the government is proposing major cultural institutions in western Sydney, particularly in centres like Parramatta. As David Borger, Western Sydney director of the Sydney Business Chamber, has <a href="https://www.smh.com.au/comment/underinvestment-in-the-arts-is-holding-western-sydney-back-20150225-13ojss">argued</a> persuasively in The Sydney Morning Herald, there has been chronic underinvestment in the city’s populous west.
But to sell the Ultimo Powerhouse is wrong-headed – a mishmash of wedge politics and bad policy. Governments should understand that cities take decades and centuries to evolve, and that such rash decisions are at the expense of future generations.
A city of mistakes
As <a href="https://www.smh.com.au/nsw/powerhouse-museum-site-in-ultimo-to-be-sold-to-developers-20150226-13pn5o">reported</a>, the Ultimo site would go to developers for an optimistic A$200 million or so, most likely for apartments. However, the Powerhouse’s rare grandeur makes it manifestly unsuited to such a conversion. It’s ideal for its current purpose – as a major museum or other cultural institution.
To gut such a public asset would perpetuate recent blatant mistakes such as Darling Harbour and <a href="https://www.barangaroo.com/">Barangaroo</a>. In such characteristic parts of the city we need a balance of public and private. Yet increasingly government is missing in action, wantonly trading prized public places and forgoing the role civic elements play in intelligent city making.
Look at the smash-up at Darling Harbour. Why fashion a dumb, disposable city, where speculation is prioritised and where a slew of major public facilities are treated as discount commodities? As the best contemporary urban projects demonstrate, building a vibrant city balances economic decisions with thought-through cultural, social and environmental priorities.
For Sydney, Barangaroo represents the nadir. On 22 hectares of public land stretching along 1.2 kilometres of our city’s most available waterfront, the favoured developers have been gifted seemingly unfettered rights to build as they please. James Packer’s proposed <a href="https://www.smh.com.au/nsw/james-packers-barangaroo-casino-approval-one-of-the-fastest-in-history-chief-regulator-says-20140811-102qzt">tower</a>, stuffed with a hotel, casino and units, poses as the pinnacle of greed.
It should not have been like that. In our international competition-winning <a href="https://www.hillthalis.com.au/?id=39">design</a> for the Barangaroo site in 2006, we proposed that the entire foreshore be inalienable public parkland, linked to the city by a network of generous public streets and new public transport. But this plan was soon sold out by dubious ministers and their inept agencies, bent on promoting development interests at the public’s expense.
Get the balance right
People are attracted to places that mix public and private spaces and activities, a theme explored in our book <a href="https://www.hillthalis.com.au/index.php?id=114">Public Sydney</a>. Instead of the sterile concept of a CBD (central business district), the city centre is really our social heart, all the better for being a magnet for events and demonstrations, the centre of politics and religion, our most historic place and the epicentre of public transport. There’s plentiful research that supports culture’s role in making cities attractive places to be.
Too many government advisers dishearteningly lack public imagination – the ability to conceive and articulate engaging ideas to make a better life for all. Instead, a stymied agenda is held captive by cartels of self-interest that so dominate many aspects of life in Australia, be it the media, banks, airlines, supermarkets or infrastructure.
On urban issues, the real estate industry’s spivs and spruikers declaim that development drives all. But why let their spin profit at our expense? People make the city and it belongs to us – people involved in all modes of exchange, in living, walking, creating and visiting public places. Developers reap their benefits from places already teeming with life and enriched by public transport, institutions, spaces and natural beauty – that is, underpinned by public investment.
 
The Powerhouse Museum, part of the Museum of Applied Arts and Sciences, belongs to a culture and science precinct in Ultimo.
Some suggest that the Museum’s Ultimo location is inconvenient. While Harris Street remains dominated by traffic, access is improving with the construction of the <a href="https://www.shfa.nsw.gov.au/sydney-Our_places_and_projects-Our_projects-The_Goods_Line.htm">Goods Line</a> pedestrian corridor and the extension of the nearby light rail line through the inner west.
There should be a great synergy of important institutions along Harris Street with the Powerhouse, the ABC, the University of Technology Sydney and the TAFE coming together to form a science, design, media and education precinct. Fantastic connections wait to be made between those institutions. Removing the museum would delete a crucial part of that grouping.
Couldn’t the museum be in both Parramatta and Ultimo? The Museum of Applied Arts and Sciences <a href="https://maas.museum/about/">collection</a> has well over 500,000 objects, with only a fraction on display. Surely there’s enough material for an expanded Powerhouse with two genuine bases, each with its particular focus. After all, many such major institutions around the world occupy multiple sites in inventive ways.
Sell, sell, sell – why this obsession?
The major political parties seem wedded to an ideologically driven obsession to privatise public spaces – including the Powerhouse Museum site in Ultimo, other harbour-front sites, <a href="/news">Bridge Street’s</a> magnificent array of sandstone heritage buildings, public housing at <a href="https://www.smh.com.au/nsw/no-fancy-extensions-city-of-sydney-tells-new-millers-point-buyers-20141026-11a00v">Miller’s Point</a>. Such sales are peddled on the thinnest of short-term economic analyses, discounting the broader values of such assets over longer time frames.
Public assets are hard won and once sold, or leased, near-impossible to reclaim. Surely the well-documented unpopularity of asset sales is because the public intuitively understands that you don’t willingly flog your assets at bargain prices – rather, you patiently save for them. That attitude should prevail for unique treasures like the Ultimo Powerhouse.
Some in government seem to think that beautiful buildings on prime public land seem to be somehow wasted on us citizens, we who are the actual owners. But why vest the privileged parts of our city as playthings of the affluent, exclusive enclaves of high-priced consumption? We should instead proclaim our rights to the equitable, sustainable, democratic mix of the open city.

Sydney risks becoming a dumb, disposable city for the rich

It was yet another stunning result at weekend auctions when an initial 84.6% success rate was secured by Sydney vendors, according to Australian Property Monitors (APM).
The sizzling clearance rate was just below last year’s all-time record result of 86%, recorded coincidentally over the same weekend, said the senior economist at APM Andrew Wilson.
Some 636 homes were listed to go under the hammer on Saturday, which was well ahead of the previous Saturday’s 455 auctions, when the revised rate sat at 80.5%.
It was the third week above 80% on the weekend.    
Sydney’s inner city regions recorded a combined 90.6% clearance rate with almost half of all auction sales.
The city and east reported the highest regional clearance rate on Saturday with 92.5%.
The next best was the inner west with 91.2% with the highest sales reported at 93, followed by the lower north 85.7%, the upper north shore 84.2%, the northern beaches 82.5%, the south 81.8%, the west 80%, Canterbury Bankstown 76.7% and the north west 70.6%.
The central coast ranked weakest with a 54% clearance rate on Saturday.
The most expensive property reported sold was a five bedroom, tri-level home at <a href="https://www.clarkeandhumel.com.au/3032030/10-carrington-parade-freshwater" target="_blank">10 Carrington Parade, Freshwater </a>that sold for $3,750,000 through Clarke and Humel Property. There were seven registered bidders, four of whom got to lodge bids.

On its 2008 completion it was noted the architects, Gartner Trovato, maximised what one can do with the site. It last sold as is in 2012 at $3.01 million through Clarke.
The most affordable property reported sold at the weekend was a studio apartment at Coronation Inn, when 103/284 Pacific Highway, Greenwich sold for $308,000 by Urbane Inner West.

It was recently available at $320 a week, but the agency says <a href="https://www.realestate.com.au/property-studio-nsw-greenwich-118887747" target="_blank">$350 a week was achievable</a>.
However CoreLogic RP Data records show $350 was unsuccessfully sought earlier this year for the 30 square metre studio plus 16 square metre car space. It's $308,000 sale price reflected a 5.4% yield.
The first Super Saturday of the year arrives with 800 homes scheduled to go under the hammer next weekend.
"Sydney’s feeding frenzy for home buyers shows no sign of diminishing," Wilson said.
Saturday's 636 offering was down 20% on the same time last year, with next weekend's 800 offerings 20% up, according to APM.

Sydney auction success at fresh near-record high as Super Saturday looms

With all the talk on the impact of the mining slow down, let's not forget the other strong Hunter industries that are quietly achieving and employing the locals: tourism, business conferences and wine production.
Property Bloom has been project managing property developments in the Hunter region for over 14 years now and my research began with a study on the local wine and tourism area and their contribution to the local economy. There's nothing like sipping on a chilled glass of Hunter Valley Semillon whilst studying economics!
As reported by the Hunter Valley Wine and Tourism Association: "The Hunter Valley is the oldest and most iconic wine region in Australia with a heritage of over 180 years. It is the most visited region in NSW after Sydney attracting 2.2 million overnight visitors per annum. The Hunter Valley is one of the key pillars of the NSW visitor economy. The total impact of the local tourism and wine industry is worth $520.6 million, generating over 2800 jobs."
Tourism in the Hunter Valley is benefiting from the massive industry of holding concerts in the vineyards. There's been an impressive array of high-profile performers that have played in the Hunter Valley over the past 10 years: Elton John, Lionel Ritchie, Burt Bacharach, Blondie, Neil Diamond, Crowded House, the Beach Boys, Leonard Cohen, Alicia Keys, Tom Jones and Fleetwood Mac.  If you want a bit of the action get up there to see legendary Swedish pop-rockers ROXETTE on the 28th of February, their special guests include Eurogliders, Dragan and Boom Crash Opera. These bands are straight out of my youth and Joyride was one of my first albums (I'm showing my age)!
When Elton John performed at two shows at the Hope Estate in 2011, it was one of the busiest weekends the region had seen. Thirty-two thousand people attended over the Saturday and Sunday.
A BA Market Surveys report, commissioned by Cessnock City Council and Hunter Valley Wine Country Tourism, showed accommodation over the Elton John weekend was at 99% capacity.
The average daily case sales from cellar doors rose from 41 to 122 across all wineries on that weekend.  The recently signed Chinese-Australian free-trade agreement is likely to boost the Hunter economy and wine exporters will benefit from reduced tariffs.
A separate BA Market Surveys report showed the 2009 Fleetwood Mac concert contributed $13.28 million to the local economy, not including ticket sales. Hope estimates the figure for the 2011 Elton John concerts at around $20 million.
The benefits flow through to other industries as a result of the concerts like the oyster farm in Port Stephens (also part of the Hunter Region) who provided four hundred dozen fresh oysters for picnic baskets. Supermarkets and other retailers in Cessnock see sales boosted by weekenders stocking up on their way to the vineyards.
While concert-goers lead to spikes in cellar door sales and accommodation bookings, so does the strong business tourism and large midweek conference industry. There is also the wedding and in-bound tourism markets that bring a lot of money into the region.
A new $6 million conference and event centre has just opened at the Crown Plaza and General Manager Robert Coates said: “The new Conference and Events Centre will position the Hunter Valley as a leading Australian conference and events destination. Offering guests the latest technology and a light-filled design in a state-of-the-art venue with a combined 2,000 square metres of pre-function, meeting and exhibition space coupled with a unique wine country destination. We have already received large scale group bookings for 2015 resulting in 20 percent growth in business events and many in the pipeline for 2016 – it looks set to be a very busy year for us.”
All these tourists need good roads to drive on and so the New South Wales government has just announced $16.7 million in 'Resources for Regions' funding to upgrade roads in the Hunter's wine country region.
The project, to upgrade Hermitage and Broke Roads, will see more than 12 kilometres of roadway rebuilt, improvements at intersections, new tourist signage and lighting.
The money will also fund construction of a new on-road cycleway connecting the Hunter Expressway and New England Highway with Broke Road.  Infrastructure upgrades such as road works brings contractors to town and they need to rent properties.  We've noticed an increase in demand for our granny flats and villas as single contractors (usually men) want small, low maintenance properties to rent. We have just completed a duplex which was leased immediately to tenants working in the tourism industry.
Understanding the current and future industries in the locations you choose to invest in property is very important.  Finding locations with industries that not only endure but recreate themselves is like finding gold.  The property market’s long-term performance is very closely tied to industry and employment opportunities and the more diverse the local economy the better.

Australia's most easterly home - by only a few metres - set beneath the towering Byron Bay lighthouse, has been listed for 1 April auction.
Rod Smart of Ray White Burleigh Waters is quoting $4 million plus.

The home at <a href="https://raywhiteburleighwaters.com.au/nsw/byron-bay/1263433/" target="_blank">9 Brownell Drive</a>, Byron Bay, is a split-level four-bedroom home, 100 metres' walk from Wategos Beach, and above the walking track, but under the Cape Byron Lighthouse on Australia's most easterly headland.
Its peak season nightly rental rate has been $1,429.

Byron Bay is 800 kilometres north of Sydney and 170 kilometres south of Brisbane.
It's a prestige trophy home street. Social commentator Craig McGregor and his wife, Jane, sold their Wategos Beach property on the street for $4,475,000 in 2009. Their four-bedroom Brownell Drive house was Ian McKay's first Byron Bay architectural commission. It had been their retreat for 30 years and their permanent home since they sold in Bondi Junction in 2000. It came with a Terry Dorrough-designed addition. It was on the market for six months before Gold Coast orthopaedic surgeon Dr Stephen Rackemann bought it through First National agent Chris Hanley.
At 17 Brownell Drive architect Christine Vadasz designed a distinctive house high above Wategos Beach in 1995.
The street's most recent sale was $5.9 million in May last year when the <a href="/news/wing-house-the-peter-stutchbury-designed-byron-bay-trophy-house-sold">Peter Stutchbury-designed Wing house</a> was sold.

Australia's eastern most home at Byron Bay listed for Easter eve auction

Lakemba had the cheapest of Sydney's 70% weekend auction success rate, according to the results from Domain Group's Australian Property Monitors.
There were 97 offerings in Sydney ranging from $417,000 at Lakemba to $2 million at Lane Cove North.
<a href="https://www.domain.com.au/property/for-sale/apartment-unit-flat/nsw/lakemba/?adid=2011679420" target="_blank" style="line-height: 1.3em;">The 5/41 Sproule Street, Lakemba</a> offering was a two bedroom unit sold through Ralph RE which sold for $417,000. Agent Mark Dissinger says it was a suburb record for a two bedroom without a garage. The modernised 82 square metre last sold at $163,000 in 2001. It came with carport. Mark Dissinger said $476,000 was the top two bedroom price with garaging. It sold to an owner occupier.
The 36 Kara Street, Lane Cove North offerings was a recently refurbished four bedroom house.
McGrath agent Brent Courtney had the house listed for December auction last year with $1.8 million hopes, but the occupation certificate didn't come through in time. 
So as soon as it became available in January, Courtney organised an impromptu auction.
There were nine registered bidders, around half having been there on the property in the lead up to the thwarted December auction.
