For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.

It's an unusual legacy of what was once one of Sydney's highest-profile apartment remediation projects. When the development, originally known as Skyview and built by disgraced developer Top Place, came under scrutiny by then NSW Building Commissioner David Chandler, an $11 million remediation bond was negotiated to ensure any building defects could be fully rectified.

The building underwent an 18-month remediation program, during which around $4 million of that bond was spent bringing the building up to the standard it should have been in from the outset.

After extensive inspections, all active rectification orders have been lifted. What's more, around $7.2 million remains secured for the Owners Corporation for the next 15 years.

In a twist few would have predicted, what began as a significant concern for purchasers has left the building with something almost unheard of in the apartment market: a multi-million-dollar financial reserve from day one.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Within the regional city of Lismore and the surrounding established rural townships of Kyogle and Casino, there is no one definitive area that is suitable for renovation or major renewal.
Opportunities can exist throughout the area, providing the cost/benefit analysis is worth the investment, according to the latest Herron Todd White (HTW) residential report.
"That being said, it’s been noted over the past ten years that a certain heritage influenced suburb in Lismore City has provided good examples of renovating for added value," the HTW valuer said.
The suburb of Girards Hill holds a unique standing within Lismore City as it is primarily the favourite haunt of prospective purchasers looking for the heritage factor, the report said.
"Not only is it within close proximity of Lismore CBD (under one kilometre), the plethora of tired, older style homes over the years has benefited from the elbow grease of the various tradespersons and painter’s brush and roller to provide fully renovated, timber clad character homes by simply enhancing those typical features of the pre-war homestead or Federation style residence (such as high timber lined ceilings and walls, polished timber floors, timber fret work, ornate plaster and pressed metal ceilings, picture rails and, if fortunate enough to have, lead light windows.
"It is also important that the process of renovating the kitchen and bathrooms is in keeping with the overall ambience of the house.
"For example, a free standing, claw foot bath/shower is a key identifier."
Most of the work is generally carried out for the benefit of the owner-occupier, it noted.
Typically, unrenovated two and three-bedroom timber homes in Girards Hill would be attracting prices from $250,000 to $350,000 whilst the extensively renovated homes could reach the heights of $500,000 to $600,000 depending on land, dwelling size and position (flood free sites especially). Better quality renovations can be of a very high and appealing standard.
"A key point to remember in this particular suburb is to adhere to the Heritage Conservation rules for the local area," the valuer suggested. 
This is there for a reason and is generally accepted by home owners who have a liking for the heritage features and like these to be protected.
In other suburbs, the trend for the majority of renovation works are carried out for the benefit of the owner-occupier with any thought of potential capital gain a secondary consideration to the immediate enjoyment of the property upon its completion.
"Yes...there are renovation projects available for investors throughout Lismore City, Casino and Kyogle.
"However, most of these are heavily dependent upon securing property which is needing some TLC and having a realistic repair or renovation budget in mind. A lot of these rub and buff projects are taken on with a view to buy and hold and increase the rental return...hopefully." the valuer said.
"The notion of house flippers operating in Lismore, Casino and Kyogle is generally limited as any potential gain is unlikely to be overly significant in such a short time frame, unless of course a real bargain can be snapped up, and only the most savvy and equipped investors would capture those well before the general public hears about them.
"Looking into the future, how will this method of property investment and owner occupier acquisition play out? Well.... a dog house is always a prospective palace in the eyes of its owner. The opportunities are there, you just need to sniff them out."
An example was a Girard Hill renovated three-bedroom house which was sold at $405,000 in July (pictured above).

A new report has identified the New South Wales infrastructure projects that will have the greatest impact on property prices.
The Sydney Light Rail (CBD and South East), the Sydney Metro Northwest and the Sydney Metro City and South West will have the greatest effect on the NSW property market, according to JLL’s new report, NSW economic growth drivers and infrastructure: Assessing the impact on property markets.
JLL’s Head of Research — Australia Andrew Ballantyne said the group looked at the 10 major projects in the NSW infrastructure pipeline.
“Infrastructure changes real estate markets,” he said.
“While all 10 of the major projects will have an impact on the NSW commercial and residential property sectors, these three — and specifically the placement of stations along the routes — will have the greatest effect through reducing travel times and costs, connecting people with job opportunities and connecting products with markets.”

Property close to the light rail stations are likely to increase in value, while the route is also likely to change the mix of retail in the region.
JLL’s Managing Director — NSW Daniel Kernaghan said:
“George Street is going to become a more desirable location for retailers in the luxury and food-and-beverage categories. 
“Improved connectivity within the CBD will mean organisations can look beyond the core CBD to secure lower office rental rates.
“Average A-grade rents on Goulburn Street are 31% lower than for comparable A-grade core CBD assets.” 
2. Sydney Metro (Northwest) 
New stations create dfor the project will stimulate further residential development.
“This project is going to deliver a reliable public transport service to the region which has the highest car ownership levels per household in NSW,” Ballantyne said.
3. Sydney Metro (City and South West)
The project will support the continuing development of the North Sydney’s office market, which is expected to increase to 930,000 square metres of space by 2024.
“Additionally, a revitalised Central Station will act as a regenerative magnet for the southern Sydney CBD, creating a vibrant new mixed-use precinct,” Kernaghan said.

Wandin Valley, the Hunter Valley winery named after a fictional village in the 1980s hit TV series A Country Practice, has been listed for sale.
It last sold for $7 million, less than two years ago when bought by a director of one of China's largest animation studios, Lap Tung Tsoi.
The Lovedale property was originally known as Millstone Vineyard.
The 40-hectare property was renamed Wandin Valley by the creator of A Country Practice, James Davern, and his wife Philippa following their purchase in 1990 for $900,000.
The Davern's redeveloped the property into a winery, building the cricket pavilion-style main residence, manager's cottage, modern cellar, function rooms for weddings, and adding the tourist accommodation.

There were an annualised 339 sales over the period.
A two Campsie apartment that has just gone under contract was priced at <a href="https://www.realestate.com.au/property-unit-nsw-campsie-117803103" target="_blank">$629,000</a> (pictured above). It last traded for $548,000 in 2014.
Another two bedder on Hill Street sold at<a href="https://www.realestate.com.au/sold/property-unit-nsw-campsie-126805262" target="_blank"> $639,000 </a>earlier this month. That last sold for $386,000 in 2013.
