Gold Coast-based developer <a href="https://www.apartments.com.au/developers/ignite-projects">Ignite Projects</a> has lodged a Development Application for a landmark $120 million precinct set to transform the southern gateway of the much-loved Spit.

Positioned at the most prominent entry point to the iconic peninsula, the project has been designed with a strong focus on architecture, public space, heritage and connectivity, delivering a revitalised parkland setting that invites locals and visitors to engage with the Broadwater.

Central to The Isles proposal is a significantly upgraded public realm, including landscaped open space, a new waterfront café, and a family-friendly park featuring a naval-themed playground, open lawns and improved pedestrian connections.

The training mast from the vacant and degraded naval cadet building, which forms part of a former Navy minesweeper, will be preserved. The existing Navy Memorial will be relocated and upgraded in collaboration with the RSL, allowing it to be publicly accessible for the first time in years.

Heritage-listed Humphreys Boat Shed remnants will remain and be incorporated into the landscape, while the site’s established Norfolk Pines will be retained, reinforcing the area’s character and sense of place. The enhanced parkland will ultimately create a long-term community asset at the entry to The Spit.

The Development Application (DA) lodged with Gold Coast City Council includes 28 waterfront apartments across three levels, ranging in size from 145sqm to 383sqm, designed as a feature landmark within the precinct and complement the public domain.

The Federal Government’s sweeping changes to negative gearing and capital gains tax could trigger an unintended consequence: a surge of investor demand into the new and off the plan apartment sector.

While Treasurer Jim Chalmers has framed the reforms as a way to improve housing affordability and rebalance the tax system, the carve-outs for newly built housing are already positioning off the plan apartments as one of the few remaining tax-effective property investment plays.

Under the changes handed down in the Federal Budget, investors purchasing established properties after budget night will no longer be able to access negative gearing benefits. The Government will also replace the long-standing 50 per cent capital gains tax discount with a new inflation-indexation model and introduce a minimum 30 per cent tax on gains from July 2027.

However, there is a major exemption.

Investors buying new builds, including off the plan apartments, will still be eligible for negative gearing and will be able to choose between retaining the current 50 per cent CGT discount or adopting the new indexed model.

That distinction is expected to reshape investor behaviour almost immediately.

For years, established housing has dominated investor purchases because of its perceived lower risk, immediate rental returns and stronger historical capital growth. But with the tax advantages now heavily skewed toward new housing supply, the economics are changing rapidly.

The Federal Government has been explicit about its intent.

“The housing market and tax system are broken,” Chalmers said ahead of the Budget, arguing that existing concessions were disproportionately rewarding speculation rather than supporting housing supply.

The Government says the reforms are designed to encourage investment into new housing rather than established stock, a move aimed at increasing supply during a prolonged housing shortage.

According to the official Budget papers, limiting negative gearing to newly built homes is intended to “better align tax incentives with housing supply objectives.”

For the apartment development sector, particularly the off the plan market, the changes could become one of the strongest investor tailwinds in years.

Developers across Sydney, Melbourne and Brisbane have spent the past two years battling elevated construction costs, higher interest rates and subdued investor confidence. Many projects have struggled to secure sufficient pre-sales to commence construction, particularly in markets heavily reliant on investor demand.

The Budget changes may now alter that equation.

Investors seeking tax-effective property exposure will increasingly find themselves funnelled toward newly built apartments simply because established dwellings no longer offer the same benefits.

Commonwealth Bank described the reforms as one of the most significant shifts to residential property investment settings in decades, noting that the package is centred around “limiting negative gearing for residential property to new builds” while replacing the existing CGT framework.

That could have profound implications for the apartment sector.

Off the plan apartments already hold several advantages for investors. Purchasers typically secure a property at today’s price while settlement occurs years later, allowing time for capital growth and reducing the upfront capital burden. Brand-new apartments also generally attract depreciation benefits, lower maintenance costs, and stronger appeal to renters seeking modern amenity.

Now, they may also become one of the only residential property types still offering the full suite of historical tax advantages.

Industry analysts expect investor demand to increasingly migrate toward projects that can clearly demonstrate strong rental demand, transport connectivity and long-term supply constraints.

The shift is likely to be particularly pronounced in apartment markets already underpinned by structural undersupply, including inner Brisbane, the Gold Coast, parts of Sydney’s Lower North Shore and select Melbourne precincts where new apartment commencements have collapsed over recent years.

The reforms also arrive at a time when apartment supply nationally remains critically constrained.

Australia is already struggling to meet the Federal Government’s target of delivering 1.2 million new homes over five years. Construction feasibility pressures have delayed or shelved thousands of apartments across the country, particularly as building costs remain elevated and financing conditions remain tight.

Critics of the Budget changes argue the reforms could reduce overall investor participation in the housing market and place upward pressure on rents by discouraging investment in established housing.

Some economists estimate the measures could reduce housing supply over the longer term if overall investor appetite weakens.

However, the Government is betting that redirecting investor capital into new housing supply will offset those concerns.

“To continue to incentivise construction of new housing, investors building new residential properties will be able to choose either the 50 per cent CGT discount or the new arrangements,” the Budget papers stated.

That wording has been closely watched by the development industry because it effectively positions new apartments as the preferred investment class within residential property.

For off the plan developers, the reforms could become a powerful sales tool.

Projects that have increasingly relied on owner-occupier demand may once again attract investors seeking to preserve the tax advantages still attached to newly built housing before the July 2027 changes take effect.

The reforms are also expected to sharpen the divide between established and new housing markets.

Rather than a broad investor retreat from property altogether, many analysts expect a redistribution of capital toward sectors still supported by Government incentives.

That could create stronger demand for apartment projects in key urban growth corridors and transit-oriented precincts where population growth, migration and rental shortages remain elevated.

The policy direction also aligns with the Government’s broader push toward increasing housing density in established urban areas.

Across Sydney, Brisbane and Melbourne, planning reforms are increasingly encouraging higher-density apartment development around transport infrastructure and activity centres. By maintaining tax incentives for new housing, the Federal Government is effectively reinforcing that agenda from a taxation perspective.

For apartment developers who have spent years navigating subdued investor confidence, the changes may ultimately become the catalyst that reactivates parts of the off the plan market.

While the broader property sector is still digesting the long-term implications of the Budget, one thing is already becoming clear.

The era of investors buying established apartments and houses primarily for tax advantages may be ending.

But for off the plan apartments, the investment story may just be beginning.

A key driver behind the architecture was the desire to deliver family-sized apartments rarely seen in the Chatswood market. The Anderson includes a mix of one to four-bedroom apartments, with around 35 per cent of the residences configured as three or four-bedroom homes. At the top of the building, two double-storey penthouses span approximately 200 square metres each, reinforcing the project’s emphasis on scale and long-term liveability for both downsizers and intergenerational households.

Orientation and outlook were central to the planning of the building. The apartments are positioned to maximise views to the north and east across Chatswood’s heritage precinct, with upper levels capturing glimpses of the Pacific Ocean. South-facing apartments gain distant views toward the Sydney CBD and Harbour Bridge, while the building’s configuration intentionally reduces western exposure at lower levels to minimise overlooking toward the nearby railway corridor.

The external design references the character of the surrounding conservation area without replicating it directly. Toward the top of the tower, AJC introduces a distinctive lantern-like element formed by sliding screens. These screens provide both solar shading and privacy while also creating a visual marker for the building within the Chatswood skyline. Inside the residences, interior architecture focuses on clear spatial flow and practical everyday use. Open-plan living areas connect directly to large balconies, extending the internal living spaces outward and allowing natural light to move deeper into the apartments. <a href="https://www.apartments.com.au/developers/bridgewell-development">Bridgewell Capital</a> has lodged plans for a major mixed-use apartment development in the heart of Maroubra, seeking a significant uplift in height and density controls to deliver 120 apartments and a 120-place childcare centre near Maroubra Junction.

The State Significant Development application, filed through the NSW Government’s Housing Delivery Authority pathway, covers a 3,270 sqm amalgamated site at 251-257 Maroubra Road and 133-135 Garden Street. The proposal includes a concurrent rezoning that would increase the maximum building height from 12 metres to 35.6 metres and lift the floor space ratio to 4.02:1.

Designed by <a href="https://www.apartments.com.au/architects/bka-architecture">BKA Architecture</a>, the project would replace a mechanic’s workshop and several detached homes with a 10-storey residential building above four basement levels.

The scheme comprises 120 apartments, including 27 affordable housing units to be managed by a community housing provider for 15 years, alongside 203 basement car spaces and 92 bicycle spaces. A childcare centre occupying nearly 900 sqm of floor area would sit at ground level and be capable of accommodating 120 children and 22 staff.

“It integrates residential units above a ground-level childcare centre, fulfilling the strategic objectives of the Randwick City Council Masterplan.”

The apartment mix is weighted toward larger residences aimed at families and downsizers, reflecting changing demographics in the Randwick LGA and increasing demand for medium-density housing close to transport and amenity.

BKA Architecture said the proposal seeks to reinforce Maroubra Road as a civic spine while improving the pedestrian experience around the site through landscaping and upgraded public interfaces.

“The design capitalises on the following site opportunities: reinforcement of Maroubra Road as a civic spine, enhancement of pedestrian pathways and the public interface via new landscaping, and strong market demand for two and three-bedroom apartments to support families and down-sizers,” the Design Report noted.

The Maroubra proposal aligns with broader NSW Government initiatives encouraging higher-density housing near established centres and transport corridors, particularly where affordable housing is incorporated.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Off-the-plan property explained: What is stamp duty?

Burgeoning developer&nbsp;<a href="https://www.apartments.com.au/developers/freecity">Freecity</a>&nbsp;is the latest to take on the booming North Sydney apartment market, one of the most popular suburbs with off the plan buyers.

They are taking a <a href="https://www.apartments.com.au/new-apartments/153-walker-street-north-sydney-nsw-2060">51-storey tower on Walker Street</a> to the NSW Government's&nbsp;Housing Delivery Authority, filing a State Significant Development Application for 300 apartments above a 150-room hotel. It will replace two commercial office buildings.

According to the Scoping Report prepared by Urbis, the development will "support the ongoing evolution of North Sydney by delivering a high-quality, mixed-use tower in close proximity to major public infrastructure."

They also said it “responds to the competing urban demands” of housing, hospitality, and employment.

The vertical program places hotel uses on levels one to six, activated by a retail arcade and hotel entry, while the upper levels contain communal amenity and transition spaces. The residential component will be delivered across levels 8 to 47 and includes a mix of one to three-bedroom apartments. Shared facilities include a rooftop lounge, dining space, and landscaped terrace with panoramic views.&nbsp;

The design also accommodates a publicly accessible through-site link connecting Walker and Little Walker Streets.&nbsp;

The built form continues to reflect the earlier design vision by <a href="https://www.apartments.com.au/architects/architectus">Architectus</a>, with a distinctive two-volume massing: hotel podium stepping down to Little Walker Street, and the slender residential tower rising above. The architecture intends to balance North Sydney’s increasing urban density with solar access, view sharing, and a fine-grain public realm interface.

“The form has been sculpted to preserve sky view corridors and reduce visual bulk,” the Design Report by Architectus previously noted, highlighting view preservation and contextual integration.

Importantly, this latest iteration supersedes an earlier SSD pathway explored in late 2024 for a build-to-rent and hotel project. That alternative scheme has since been shelved following Freecity’s successful submission to the HDA’s new streamlined approval stream.

The site sits within the Victoria Cross Station State Significant Precinct and is expected to integrate with broader public domain upgrades around the Metro station, including new pedestrian links and plaza connections between Berry and Walker Streets.

Freecity joins booming North Sydney apartment market with 51-storey tower proposal near Victoria Cross

Prolific Sydney developer Landmark Group is continuing to expand its growing development portfolio.

<a href="https://www.apartments.com.au/developers/landmark-group">Landmark Group</a>, which is progressing with a new Edgecliff project alongside current developments in Macquarie Park and Caringbah, is set to deliver rare new apartment supply in Lindfield, the affluent suburb on Sydney’s Upper North Shore. The projects form part of the NSW Government’s broader push to increase housing density around key transport hubs.

The developer currently has two proposals under assessment through the NSW Government’s Housing Delivery Authority. Together, they comprise nearly 400 apartments, 220 across a large 6,672 sqm amalgamated site spanning Trafalgar Avenue and Valley Road, and a further 173 apartments just 300 metres away on Middle Harbour Road.

The Trafalgar Avenue project, dubbed <a href="https://www.apartments.com.au/new-apartments/lindfield-house-59-63-trafalgar-avenue-lindfield-nsw-2070">Lindfield House</a>, is located around 500 metres from Lindfield train station. It will feature 220 apartments across three buildings. Architecture firm DKO, which designed the scheme, said in its submission that the façade strategy is guided by design principles promoting refined architectural expression, contextual sensitivity, and a human-scaled urban response.

“Central to this approach is a layered and sculptural composition, where massing, materiality, and depth are strategically modulated to create a dynamic and visually legible built form. The architecture is defined by a clear hierarchical organisation: a robust, grounded podium provides a strong interface with the public realm, while lighter upper tiers recede into the skyline,” DKO said.

DKO also designed the Middle Harbour Road project, which is closer to the station. The nine-storey building is "structured to respect the surrounding context and provide a clear urban transition."

“The design aims to respond to both the low-scale residential development of the heritage overlay precinct and the highway development immediately to the south in the North Sydney CBD”.

The mix of units is intended to serve both general market demand and key worker housing, with affordable housing apartments integrated at the lower levels. The proposed building steps from six to nine storeys as it ascends from the rear to the street front, creating a layered form that mediates between the different scales of surrounding built form.

Among their pipeline of projects is a <a href="https://www.apartments.com.au/news/nsw/first-look-landmark-group-tries-again-with-edgecliff-tower-plans">new mixed-use development near Edgecliff Station</a>.&nbsp;

They are also have live projects in Macquarie Park, Caringbah, and Dee Why.

First look: Landmark Group to bring new apartments to Lindfield

From suburban apartment blocks to skyline-defining towers, <a href="https://www.apartments.com.au/developers/deicorp">Deicorp</a>’s journey over the past 26 years has been one of consistent expansion and scale. The last decade in particular has seen Deicorp become one of the most prolific developers in Greater Sydney. Now with a $3.5 billion pipeline and some of its boldest projects yet, the developer is taking on central Sydney, starting with <a href="https://www.apartments.com.au/new-apartments/hyde-metropolitan-sydney-133-141-liverpool-street-sydney-nsw-2000">Hyde Metropolitan</a>.

Deicorp founder Fouad Deiri started the company in 1999 initially working out of a small office in Hurstville, with a 21-unit townhouse project in Albert Street Newtown. With a small but capable team, they utilised their extensive construction industry experience to grow the scale and complexity of jobs to now having a team of more than 200 with more than 4,000 units currently under construction.&nbsp;

One of their most significant developments, Hyde Metropolitan, will arguably become one of their greatest feats, reshaping the city skyline at the southern end of Hyde Park.

Deicorp is already nearly five years into the development process. It was 2021 when they secured the Polding Centre, a 1970s, 24-storey office building on the corner of Liverpool and Castlereagh Street, from the Catholic Archdiocese of Sydney, following a six-month competitive process.

As per the City of Sydney regulations when developing within their council to the scale of such a building, the council undertook a competitive design process where architects put forward different designs and schemes for the site.

They settled on the proposal by renowned architect <a href="https://www.apartments.com.au/architects/candalepas-associates">Angelo Candelapas</a>, which would bring to life their vision to create one of the best new developments within the CBD.

“I cannot imagine anything more beautiful than the delivery of a building which can demonstrate a deep affection for our sun,” Angelo Candelapas said of the design. “It is a building with dramatic foyers and an oasis garden for the residents. These two facilities link to provide a sense of wellness and nature in the centre of the city.”

Fouad Deiri said he had long admired the innovation and design language of Candelapas.

“Deicorp has deliberately partnered with some of Sydney’s most recognised and capable architects in the past and we understand the value of working with truly talented designers,” Deiri said.

There are just under 170 apartments on offer at Hyde Metropolitan, a mix of one-, two-, and three-bedroom residences, many with never-to-be-built-out views over Hyde Park and towards the Harbour.

Upon arrival, residents will be greeted by an eight-level-high private lobby with arched cathedral fenestrations, serving as a podium to the 55-level tower. The ground level will also host a high-end restaurant and cocktail lounge, very much in keeping with its vibrant streetscape.

The resident amenity will sit on top of the podium and will feature a 25-metre pool, landscaped courtyards and gardens, a barbecue area, gym with a sauna, and a music room. Sales are being handled by <a href="https://www.apartments.com.au/project-marketer/srm-residential">SRM Residential</a>. SRM Director Dave Milton said Hyde Metropolitan will be "one of the preeminent Sydney residential developments on the southern end of Hyde Park."

Hyde Metropolitan is one of nine developments either under construction, in planning, or in market for Deicorp.

Their next project to launch, <a href="https://www.apartments.com.au/new-apartments/falcon-alexander-8-alexander-street-crows-nest-nsw-2065">Falcon &amp; Alexander</a> in <a href="https://www.apartments.com.au/developments/crows-nest-nsw-2065">Crows Nest</a>, will be their first development on Sydney’s Lower North Shore. True to tradition, Deicorp has already commenced construction on Falcon &amp; Alexander, prominently positioned at The Five Ways junction, placing it a five-minute walk from the new Metro station and in close proximity to Crows Nest Village. The one-, two-, and three-bedroom apartments will start from just under $1.3 million.

Deicorp will roll into 2026 with several more projects to launch to the market for the first time.

They have already cleared their massive 2.87-hectare site Zetland that borders Gunyama Park, where they will transform a former industrial site into <a href="https://www.apartments.com.au/new-apartments/the-avenues-zetland-130-joynton-avenue-zetland-nsw-2017">The Avenues</a>, 624 apartments across nine buildings, curated ground-floor retail, purpose-built student housing, and build-to-rent dwellings delivered in partnership with Scape. It is one of the largest developments to be launched in Sydney’s inner south in recent years.

One of their most anticipated projects is the $1.8 billion Five Dock masterplan <a href="https://www.apartments.com.au/new-apartments/kings-bay-village-53-75-queens-road-five-dock-nsw-2046">Kings Bay Village</a> (below), to be delivered in a joint venture with non-bank lender Metrics.

That was the view from <a href="https://www.apartments.com.au/developers/ellipse-property-group">Ellipse Property Group</a>, developer of <a href="https://www.apartments.com.au/new-apartments/carrington-place-castle-hill-36-carrington-road-castle-hill-nsw-2154">Carrington Place</a>, Cas​tle Hill’s $850 million masterplanned community. Atrium, the project’s first stage, has been one of the Hills Shire’s most successful launches, with sales cutting across almost every buyer demographic. But it was one group in particular, downsizers, that shaped the next evolution of the development.

“Our large three-bedroom apartments, anything bigger than 135 sqm, were quickly getting snapped up,” says Puja Khanna, Ellipse’s Sales, Marketing and Design Associate Director. “We had a huge amount of interest from downsizers who were living in houses and used to having extra space. Many hadn’t wanted to leave because they couldn’t see themselves in a smaller apartment.”

That demand drove Ellipse to reconfigure layouts during the early stages of the construction phase. “At one point a buyer asked us to combine a two-bedroom and a one-bedroom into a 145 sqm three-bedroom. We applied that across the stack and created five more, they all sold very quickly.&nbsp; Then another buyer wanted something even bigger. We looked strategically at how to cater for this appetite and ended up redesigning the whole of the top level. Sixteen units became eight penthouses, each one unique in its design, configuration, or aspect.”

Ellipse’s new penthouse collection takes space and finishes to another level. Offering up to 334 sqm of indoor-outdoor living, they feature stone kitchens with central islands designed for entertaining, walk-in pantries, and a full suite of integrated Miele appliances and a Fisher &amp; Paykel fridge.

Living areas are anchored by luxury fireplaces, while expansive balconies and terraces include outdoor kitchens with bar fridges, sinks, and built-in barbecue benches. Bathrooms will feature large-format porcelain tiles, brushed brass fittings, frameless shower screens, and floating timber-toned vanities.

“We’ve already had a buyer secure one of the penthouses purely from a hand-sketch drawing,” Khanna says. “We worked with them for months to refine the specifications and inclusions. That consultation process has helped shape the rest of the penthouses — some even feature two separate living spaces.”

Ellipse’s builder <a href="https://www.apartments.com.au/builders/decode">Decode Group</a>, an award-winning Tier 2 residential builder and one of the first to achieve a prestigious Gold iCIRT rating, is well advanced in construction at Atrium, which is expected to welcome its first residents in mid-2026.

There will be four stages to Carrington Place, delivering over 800 apartments alongside 20,000 sqm of outdoor recreation space. Plans include a one-kilometre boardwalk connecting to Fred Caterson Reserve, along with extensive landscaping and community amenity. Ellipse has recently launched Carrington Place’s second stage, Lily Lane, which will deliver 220 new apartments across two new buildings.

Latent Defects Insurance (LDI) is rapidly becoming a must-have in the New South Wales new development market, with more developers than ever adopting the rigorous insurance policy that brings confidence to the market like no other.

While LDI has been long established in Europe and the Americas, it only entered the Australian market in 2022 when Resilience Insurance was approved to offer the cover. It arrived against a backdrop of high-profile defects cases that had dented confidence in the apartment sector.

Latent Defects Insurance is secured by the developer and protects the building—and, more importantly, the apartments within it, from any structural or waterproofing defects that may arise within the first 10 years of the building's completion.

Resilience Insurance CEO Corey Nugent says developers have quickly realised its importance.

“The overarching feedback from prospective buyers in the new development space is that they have an inherent lack of confidence,” Nugent says. “That has been the number one factor in buyers transacting. Latent Defects Insurance not only gives them complete peace of mind for 10 years, but it shows the developer they are buying from is standing by their product by taking out the insurance.”

Nugent says there has been a marked uptick in new projects with LDI in the last 12 months.

“There are now over 3,200 apartments in the pipeline that have, or will have, the Latent Defects Insurance policy. Developers understand the value it gives to buyers while also recognising that if they don’t offer it, others will—and that makes a competing development much more appealing to a buyer.”

Nugent says we are now seeing a real shift in the culture of development. The policy doesn’t just protect purchasers; it encourages better standards during construction because independent inspections are part of the process. “That’s the real long-term benefit.”

Builder-developers have been particularly active in driving adoption of the policy. Deicorp was among the earliest adopters, setting a precedent that many others have followed. Builder-developer DASCO has taken out LDI across its two new projects, Danks Street District in Waterloo and Senso in Epping.

Fellow prolific builder-developer ALAND has taken out its first Latent Defects Insurance policy at The Walden, the newest apartment development in North Sydney. ALAND Founder Andrew Hrsto said offering the policy was a natural decision.

“We will be the first project in North Sydney to offer our purchasers the certainty this level of insurance brings,” Hrsto says.

Newcastle builder-developer GWH has just taken out the policy at its newest development, ERA, one of the only new developments in the region with Latent Defects Insurance.

GWH Director Jonathan Craig said the policy is a “win for everyone.” “As a builder and developer, we take great pride in our work. Having third-party inspections throughout construction gives us confidence and delivers peace of mind for the buyer.”

Longstanding, diversified developer Northland Group is offering the only LDI-insured apartments in Merrylands in Sydney’s growing west. Their under-construction Pitt Street development, Central Quarter, will comprise 194 apartments above a full new commercial and retail precinct.

Chris Williams, Operations Director at Home789, who is selling Central Quarter in conjunction with Stone Projects, says buyers are seeing LDI as both a value-add and protection.

“LDI is helping first home buyers and investors feel more confident, especially with all the negative publicity around off-the-plan apartments,” Williams says. He adds that buyers also appreciate the strict requirements and scheduled inspections throughout construction. “That adds another layer of credibility to the project and gives them extra confidence in the build quality.”

Developments with LDI are subject to the Technical Inspection Service program, an independent third-party review process that monitors and evaluates a building’s design and construction. By integrating regular inspections and detailed assessments into every stage of construction, the TIS significantly reduces the likelihood of latent structural defects—issues that only become apparent after project completion.

Resilience Insurance is working with the NSW Government and expects Latent Defects Insurance to be mandatory by 2028.

Resilience Latent Defect Insurance protection runs hot in New South Wales

The builder-developer model has become a widely discussed strategy in the new development space in recent years, particularly in the face of rising labour costs, caused by the COVID-19 pandemic, and a shortage of high-quality builders. Many developers who built their own projects were able to mitigate these challenges and continue delivering new apartments relatively unscathed.

In Newcastle, <a href="https://www.apartments.com.au/developers/gwh">GWH</a> stands out as the city’s only local builder-developer. While operating relatively quietly for decades, the diversified developer is now becoming a major player in a city that is traditionally deemed a “regional market”, but has grown to be anything but. Increased interest from Sydney-based buyers, driven by remote working trends and the search for affordability that often lies well outside of Greater Sydney, has only heightened GWH’s visibility.

Their strength lies in their fully integrated business model and the local reputation they’ve built. This has helped them navigate challenges like the pandemic as well as any developer in the country, and continues to guide their growing pipeline of projects.

Jonathan Craig, GWH’s Managing Director, has been with the business for nearly 30 years. He stepped out of school and straight onto a construction site with his father, a structural engineer.

“I was straight on site in Cardiff, where I met Hilton Grugeon (one of GWH’s founders). Within a week, I was working for him and Grahame Chevalley (the other founder),” Jonathan recalls.

GWH was founded in 1995, initially focusing on industrial units and then moving into bulky goods retail developments, particularly in Newcastle and Maitland. In the early 2000s, the company began developing Coles neighbourhood shopping centres. They soon built out a construction team capable of delivering larger-scale projects, paving the way for their entry into multi-residential development.

While the builder-developer model isn’t necessarily new, GWH could arguably boast one of the most vertically integrated businesses in the country. Under the umbrella of the Hunter Construction Group, GWH has access to an in-house supply chain that includes a ready-mixed concrete provider, and structural steel, aluminium windows and doors and precast panel manufacturing businesses.

“We very literally deliver the developments from the ground up,” Jonathan says.

Jonathan reflects on GWH’s “bold move” to buy a residential development site in Newcastle West over a decade ago. “People thought we were mad. At the time, it was Newcastle’s tallest building at around 13 storeys.”

Apartment living wasn’t the norm in Newcastle back then.

“The city and surrounds were predominantly made up of single blocks with weatherboard cottages, even in the centre of the city,” he says.&nbsp;

But fast forward a decade, and the landscape has shifted dramatically.

“The market is now incredibly well-educated and much more open to what apartment living can offer.”

One of the most noticeable market shifts Jonathan has noticed in the past five to seven years has been the demand for resident facilities.

“We started with a residential rooftop in 2018, and then added a pool and gym. Now our developments include all of the above plus cinemas, steam rooms and multiple rooftop entertaining areas.” The residential rooftop space is an amenity GWH has double-downed on in recent years. It has become one of their signature offerings, with no other developer in the area dedicating the rooftop to residents.

Another major shift over the last five years is the buyer pool. Previously, about 75 per cent of GWH’s buyers were local downsizers from within a 40-kilometre radius. Today, the buyer demographic is much more varied, with younger professionals and investors who see long-term growth in the Newcastle area becoming more prevalent.

This diversification has led GWH to design developments with a wider range of apartment configurations and sizes to meet evolving demand.

GWH has delivered over 700 apartments since entering the multi-residential sector, and will add a further 193 apartments in the coming months with the completion of <a href="https://www.apartments.com.au/new-apartments/one-apartments-newcastle-west-1-national-park-street-newcastle-west-nsw-2302">ONE Apartments</a> in <a href="https://www.apartments.com.au/developments/newcastle-west-nsw-2302">Newcastle West</a>. GWH focused on larger floorplans at ONE, which are around 20 per cent larger than what is typically available in both the new development and established apartments sectors in the region. The taller of the two towers in the building, at 80m high, will become the tallest tower in Newcastle.

Just 650 metres away, GWH will soon break ground on their next project, <a href="https://www.apartments.com.au/new-apartments/era-newcastle-west-124-126-bull-street-newcastle-west-nsw-2302">ERA</a>. Another two-tower development, ERA will comprise 281 apartments, an open-air swimming pool on the shared podium level, a gym with a dedicated fitness studio and a dry sauna, and a rooftop terrace crowning each building.

ERA will be GWH’s first development to include Latent Defects Insurance by Resilience Insurance, which protects buyers from structural and waterproofing defects for 10 years post-completion.

“The policy is a win for everyone,” Jonathan says.

“As a builder and developer, we take great pride in our work. Having third-party inspections throughout construction gives us confidence, and delivers peace of mind for the buyer.”

GWH plans to take out Latent Defects Insurance on all future projects.

One of GWH’s most ambitious upcoming projects will reshape the west end of Newcastle. The developer recently secured The Cambridge Hotel, situated on a prized 1,942 sqm site, along with an adjoining 4,096 sqm parcel. Together, they form a 6,038 sqm megasite set to become a mixed-use precinct, featuring significant retail and hospitality on the ground floor, and several residential towers above.

“There’s such an opportunity to deliver something really special for this part of the city. “It’s one we, as a whole business, are very much looking forward to bringing to the people of Newcastle.”

Building from the ground up: GWH takes fully-integrated development model to new heights

<a href="https://www.apartments.com.au/developments/bellevue-hill-nsw-2023">Bellevue Hill</a> has long been one of Sydney’s premier suburbs. With having the highest median house value in the nation exceeding $10 million, it’s home to some of Australia’s most prestigious schools and The Royal Sydney Golf Club. What the suburb lacks, however, is new apartments which meet the needs of local downsizers and families.

Most units in the area date back to the 1960s, with layouts that no longer suit modern lifestyles, particularly for the downsizer market that dominates Bellevue Hill. As the downsizer trend sweeps through Sydney’s eastern suburbs, many long-time residents are looking for low-maintenance living options without leaving the suburb they love.

When new developments do emerge, they’re typically full-floor residences in boutique buildings, which work for some downsizers, but don’t speak for the whole demographic who might want more amenity, generous open spaces. These types of apartments can also be out of reach for many downsizers.

That’s where developer <a href="https://www.apartments.com.au/developers/kew">Kew</a> identified an opportunity with its fourth project in Sydney’s Eastern Suburbs, <a href="https://www.apartments.com.au/new-apartments/kew-palm-house-bellevue-hill-84-88-birriga-road-bellevue-hill-nsw-2023">Kew Palm House</a>. The team amalgamated three sites to create a generous 3,000 sqm block on Birriga Road, bordering the Royal Sydney Golf Club. The result is a design that feels more like a resort hotel with lush landscaped gardens and traditional harbour-view homes.

While downsizers and families are expected to make up the majority of buyers, Kew is offering a mix of two, three, and four-bedroom apartments among the 16 residences. The two-bedroom layouts, rare for Bellevue Hill, are ideal for lock-and-leave downsizers, while the larger residences are tailored for more permanent owner-occupiers.

Architect <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a> was engaged to design Kew Palm House with a brief to create “a modern interpretation of a classic townhome nestled within a resort.” The project comprises two separate four- and five-level buildings, surrounded by extensive landscaping by renowned firm <a href="https://www.apartments.com.au/landscape-architect/dangar-barin-smith">Dangar Barin Smith</a>.

Communal gardens weave through secluded tree-lined paths leading to a pool house and alfresco spaces, amenities designed to bring neighbours together for communal functions and family events.

To be in keeping with what the market expects in Bellevue Hill, interiors will feature high-end fixtures and finishes such as expanses of travertine, natural stone, engineered timber, and luxury appliances by V-ZUG in the kitchens.

Kew Co-Founder and CEO Ali Mohammed spent two years researching the local real estate market in Bellevue Hill to understand what buyers were looking for.

“What we found is that the majority of the homes in Bellevue Hill are very grand, with generous open spaces and established gardens,” Mohammed said. “We wanted to create that grandiosity in an apartment development, not just focussing on the building but creating plenty of open space to move around.”

Ali Mohammed says he was inspired to create garden-led developments after a trip to London’s Kew Gardens in 2009. “Just as plants thrive under optimal conditions, Kew believes humans flourish in well-designed environments. The residences blend architectural innovation with sustainability, fostering a harmonious connection between people and nature.”

Kew is part of Positive Investment Enterprise, a development and investment group founded in 2011. The company has taken a particular interest in Bellevue Hill, with Kew Palm House being the first in a succession of upcoming projects in the area. They have previously completed Kew Bondi, one of the most architecturally striking buildings on Bondi Road.

<a href="https://www.apartments.com.au/developers/billbergia">Billbergia</a> and Metrics Credit Partners are teaming up once again, this time in Concord, where they're taking Concord Central,&nbsp; an eight-building, 1400-dwelling precinct, to the NSW Government.

The State Significant Development Application (SSDA) for the 3.14-hectare site at <a href="https://www.apartments.com.au/new-apartments/1-king-street-concord-1-king-street-concord-west-nsw-2137">1 King Street</a>, adjacent to Concord West train station, also includes plans for a new civic plaza featuring retail and commercial spaces.

Concord Central marks another major collaboration between Billbergia and Metrics, following their joint venture in the Sydney CBD, a <a href="https://www.apartments.com.au/news/nsw/billbergia-metrics-propose-two-80-level-towers-in-sydneys-cbd">two-tower development</a> that will see both towers rise 80 storeys, ranking among the tallest buildings in the city.

At Concord, the initial proposal in 2024 was for 700 apartments across 10 towers.&nbsp;The tower heights now range from six to 37 storeys.

According to the Scoping Report prepared by Ethos Urban, the project aims to “incorporate a mixed-use approach and use urban design principles to integrate commercial, retail and residential land uses” while improving connectivity and public access to transport infrastructure.

<a href="https://www.apartments.com.au/architects/group-gsa">GroupGSA</a> has led the urban design and masterplanning, alongside architectural input from Fitzpatrick Partners, Lachlan Seegers, and Carter Williamson. The indicative masterplan shows a layout that prioritises open space, view corridors, and pedestrian permeability, with over 5000 sqm of public realm, including a central park and active street frontages.

The project’s proximity to Concord West Station and future Sydney Metro connections at North Strathfield supports the broader vision for a transport-oriented development. The Scoping Design Report notes that the masterplan “seeks to re-integrate the site into the suburb, providing residential activation with public through-site links, civic spaces and play areas”.

Retail space has been reduced slightly in the latest version to 5,100 sqm, but with a sharper focus on local activation and daily needs. A childcare centre and community facilities are also included, alongside infrastructure upgrades valued at over $100 million.

The project has been declared State Significant and is undergoing assessment by the NSW Department of Planning, Housing and Infrastructure. According to the submitted documents, construction could begin as early as late 2026, with completion anticipated by 2029.

This project continues Billbergia’s focus on large-scale urban renewal precincts, with similar activity underway in Rhodes and Chatswood in partnership with Metrics.

A prominent eastern gateway site to Bondi Junction could soon host a new eight-storey apartment project combining market and affordable housing, under new plans lodged with Waverley Council.

The proposal covers a 1,631 sqm amalgamated site across five properties at 2–6 Bondi Road and 75–77 Old South Head Road, including the corner of Ben Eden Street.&nbsp;

According to the Design Verification Statement by <a href="https://www.apartments.com.au/architects/tony-owen-partners">Tony Owen Partners</a>, the development will deliver a total of 56 apartments, incorporating 10 affordable dwellings. The project takes advantage of the NSW Government’s Housing SEPP, which provides a 30 per cent uplift in height and floor space ratio in exchange for the inclusion of affordable housing.

The mix of apartments spans one-, two-, and three-bedroom configurations, with a layout designed to optimise amenity and environmental performance.&nbsp;88.5 per cent of units achieve natural cross ventilation, Tony Owen Partners notes in the statement, attributing the result to the site’s configuration and a high proportion of corner apartments.

The design also responds to the site’s transitional context, on the periphery of the high-rise Bondi Junction commercial core and adjoining the lower-scale Bellevue Hill precinct.&nbsp;

“The siting, scale, bulk, and massing of the proposed development is consistent with that anticipated for the area,” the statement reads, with the building’s height capped at 28.6 metres in line with the LEP controls including bonuses.

Apartment developer Third.i has seen "overwhelming interest" in its recently unveiled new harbourside apartment project, The Rushcutters.

Demand is predominantly coming from local downsizers.

Amalgamating apartments has become a common theme among high-end buyers across Third.i's portfolio including Muse in Potts Point, and Elevate Hume Place in Crows Nest, which set a Lower North Shore apartment record with the $15.1 million sale of an amalgamation of a penthouse and sub-penthouse.

“We’re witnessing a clear shift towards more amalgamations in a number of our projects across Sydney,” said Jason Fraser, Principal at Woods Bagot.
