A landmark former orphanage site in Surrey Hills could be transformed into a new residential community under plans lodged by <a href="https://www.apartments.com.au/developers/antipodean-land-developments">Antipodean Land Developments</a> that would deliver 76 apartments and townhouses while restoring some of the suburb's most significant heritage buildings.

The burgeoninng Melbourne-based developer has submitted plans for the 9,158 sqm site at 1 Kent Road and 24 Durham Road, home to the former St Joseph's Home for Destitute Children, a historic institutional complex dating back to the late 19th century. The proposal seeks to adaptively reuse several heritage buildings while introducing two new four-storey residential buildings set within extensive landscaped grounds.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a> and Kerstin Thompson Architects, the project has been conceived as a contemporary residential village embedded within a restored heritage precinct. The development team describes the design approach as "The Village in the Garden," with new buildings positioned among mature landscaping by OCULUS and significant heritage structures.

The proposal would deliver 76 dwellings comprising a mix of apartments and duplex-style residences, significantly increasing housing supply on one of the largest privately held residential landholdings in Surrey Hills. The development includes 127 car spaces, 24 bicycle spaces and more than 1,000 sqm of communal amenity, with the existing chapel building earmarked for conversion into resident facilities.

According to the planning submission, the project centres on the restoration and adaptive reuse of the site's most significant heritage assets, including the original c.1889 St Joseph's building, the chapel designed by architect Augustus Andrew Fritsch, and the historic brick perimeter walls and entry gates. The proposal also incorporates the retention of other contributory buildings including the former infirmary and school building.

Tract Consultants, in the planning report accompanying the application, said the scheme had been shaped through extensive heritage analysis and design development.

"The shared vision for the Site by the project team has culminated in a scheme which successfully breathes life back into a historic site while delivering upon the objectives of Victoria's Housing Statement in a carefully curated and contextually responsive manner."

The proposal is being assessed under Victoria's Significant Residential Development with Affordable Housing pathway. As part of the application, three per cent of the project's residential development cost would be contributed to the Social Housing Growth Fund. The development would also provide a diverse mix of one, two and three-bedroom residences targeting a broader range of buyers than typically found in Surrey Hills' detached housing market.

Sustainability initiatives include an anticipated 66 per cent BESS score, natural cross-ventilation to 80 per cent of apartments, 28 per cent deep soil landscaping and a canopy cover outcome exceeding local planning requirements. The proposal also sets aside more than 1,083 sqm for communal indoor and outdoor resident amenity spaces.

Developer <a href="https://www.apartments.com.au/developers/auyin-property-development">Auyin</a> is the latest to turn to the Victorian Government's Development Facilitation Program in an effort to secure approval for its long-planned, mixed-use project in Elsternwick.

In 2018, Auyin lodged plans with Glen Eira City Council for a 14-storey building, however Council approved a reduced eight-storey scheme. A subsequent VCAT appeal in 2019 upheld the eight-storey height limit.

The project was later amended to nine storeys, but Auyin is now seeking to revive something closer to its original vision. The developer argues that the planning context has evolved significantly over the past decade, particularly within the Elsternwick Activity Centre, where higher-density development has increasingly been encouraged along Glen Huntly Road.

The proposal would transform the 1,239 sqm site at <a href="https://www.apartments.com.au/new-apartments/7-12-horne-street-elsternwick-vic-3185">7-15 Horne Street</a>, opposite Elsternwick Railway Station, into a 13-storey residential and retail development designed by CBG Architects, with 40 apartments

The site currently comprises three commercial properties.

The design adopts a four-storey podium that references the finer-grain character of the surrounding streetscape, with the upper tower recessed behind generous setbacks on all boundaries.

Architecturally, the building draws inspiration from the established character of Elsternwick Village. The design also incorporates a chamfered corner treatment and publicly accessible plaza intended to strengthen pedestrian activity around the station precinct.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Off-the-plan property explained: What is stamp duty?

The Albanese and ACT Governments have struck a deal to unlock nearly 5,000 new homes across Canberra, with more than 1,700 earmarked exclusively for first home buyers.

The agreement marks the second formal partnership under the Federal Government’s election commitment to deliver up to 100,000 homes for first home buyers nationally, working alongside state and territory governments and industry.

At the centre of the deal is a $250 million funding injection from the Albanese Government, targeting enabling infrastructure to bring forward new housing supply across a number of key precincts in the ACT.

That includes funding to unlock 75 homes in the Kingston precinct, support new development in Weston Creek, and deliver estate works across the territory that will facilitate more than 500 homes by 2034. Additional investment will go towards relocating powerlines, water infrastructure in Molonglo Valley, and further expansion of the Ginninderry regeneration precinct.

Housing Minister Clare O’Neil said the agreement was about making it easier for first home buyers to enter the market, particularly in a housing environment that continues to challenge affordability.

“We’re determined to make it easier for young people and first home buyers to achieve the dream of owning a home,” O’Neil said.

“We know the housing market is tough, and we want Australians to know that Labor has got your back.”

The announcement builds on more than $800 million already committed to housing in the ACT since 2022, according to Finance Minister and ACT Senator Katy Gallagher, who said the latest funding would help ensure national housing programs are translating into real supply on the ground.

“We’re working closely with the ACT Government to unlock land and invest in the infrastructure needed to get these homes built sooner,” she said.

For the ACT Government, the agreement aligns with its broader target of delivering 30,000 new homes by 2030, with Chief Minister Andrew Barr pointing to the role of coordinated planning and infrastructure investment in accelerating delivery.

“Now, thanks to our agreement with the Albanese Government, this work is about to reach a new level,” Barr said.

The deal sits within the Federal Government’s broader $45 billion housing agenda, which includes initiatives such as the Housing Australia Future Fund, the Help to Buy shared equity scheme, and incentives aimed at increasing construction capacity and reducing barriers to development.

Canberra set for 4,900 new homes under Federal housing deal

Architecture firm&nbsp;<a href="/architects/fk-australia">Fender Katsalidis</a> has achieved design approval for a $250M build-to-rent development on Canberra’s premier route; Northbourne Avenue.&nbsp;

220 Northbourne Avenue, located on the city’s major arterial road approximately two kilometres north of <a href="/new-apartments/canberra-act">Canberra</a>'s CBD, represents Canberra’s second build-to-rent development on a site of strategic importance for the city. Situated at a key intersection under the National Capital Plan’s City and Gateway framework, with the light rail passing the development’s doorstep, 220 Northbourne Avenue offers a gateway to all Canberra has to offer.&nbsp;

The site will be home to three buildings encompassing 393 apartments in addition to a commercial building and retail tenancies on the ground level. A range of studio, one, two and three-bedroom rentals will be available, appealing to Canberra’s broad demographic of renters, including students, families and young professionals.&nbsp;

The formal landscape of the avenue has been integrated into the rich ground plane of the precinct, meanwhile, the lower ground of the precinct is defined by heavily landscaped features to maximise tree coverage and site permeability.&nbsp;

Three distinct facades across each building will enrich the diversity of the precinct and provide a sense of address to each. The northern building defines the new plaza at the intersection and provides a distinguished address to Northbourne and Wakefield Avenue. The largest central building presents a rhythmic grid expression at lower floors to the avenue and references Robin Boyd’s Churchill House to the south, whilst the upper floors provide a more sculptural form. The southern building steps down to the east, providing external terraces and break-out spaces for the commercial tenancies, and engages with a highly landscaped laneway that will also feature urban art.&nbsp;

A dramatic enclosed glass-roof atrium in the central building is encompassed by ground-floor residential amenities and tenancies. The landscaped atrium connects a north-to-south internal link and creates an internal space for the community to converge and inhabit. From the 8th-floor rooftop garden, &nbsp;residents will enjoy views across the north and east of the Capital’s distinctive bush landscape.&nbsp;

Given its altitude and colder climate, Canberra has a large variance in annual temperature and high energy usage in the winter months, meaning rigorous energy testing and analysis of energy use across the full buildings was integral to informing the design and location of apartments and living spaces.

Fender Katsalidis worked closely with ESD consultants to examine glazing performance, shading, window-to-wall ratios and the placement of balconies and winter gardens. This resulted in a 31% reduction in cooling peak loads, a 13% reduction in heating peak loads, and a 23% reduction in total energy demand.&nbsp;

The sculptural horseshoe form of the central residential building features open-air corridors that provide through-apartment cross ventilation and enable greater flexibility in living through the warmer months. Carefully considered solar access and efficient materials were chosen to create high-performing facades across the year. The precinct will be a gas-free, all-electric design in line with the growing use of renewable energy in Canberra.&nbsp;

Intended to celebrate and embed Canberra’s identity as the ‘bush capital’, the landscape has been a critical component of the design. Working in partnership with landscape architecture and urban design experts Oculus, the design features native plants providing year-round greenery that improves community amenity, improves tree canopy coverage and habitat biodiversity.&nbsp;

Local Canberra developer TP Dynamics, which for years has focused on large community projects, is preparing to launch the largest mixed-use development in Canberra.

The project, Yowani Grounds, will redevelop the Yowani Country Club's non-golf course land in <a href="/developments/lyneham-act-2602">Lyneham</a>, a site strategically positioned at the intersection of Canberra's main entry axe. They'll be creating&nbsp;a mini-city with over 1000 residences as well as retail spaces, cafes, and landscaped public areas.

Off the plan buyers in the ACT are set to save even more on stamp duty following another government amendment to the threshold.

From November 27, the stamp duty threshold will move to $800,000, from $700,000.

The government estimates that on an $800,000 purchase, buyers could save nearly $23,000 in stamp duty. It's only for the owner-occupier, so to be eligible for the stamp duty waiver, at least one buyer must live in the home continuously for 12 months within a year of settlement.

The raise is part of the government's strategic plan to phase out stamp duty in the territory, replacing it with higher general rates.

Developer Molonglo Group has filed plans for a new neighbourhood in Canberra's Fyshwick.

Molonglo, who have previously developed Melbourne's mixed-use building&nbsp;Walk Up Village and developments in Athens, Greece, have filed plans for&nbsp;11 low-rise apartment buildings across four hectares of industrial land&nbsp;between Dairy Road &amp; Monaro Highway.

Much of the residential neighbourhood site is part of the previously undeveloped portion of Dairy Road. It contains a large area of uncontrolled fill material excavated from Capital Hill, which was brought onto the site by the Commonwealth during the construction of Parliament House in the 1980s.

The development, which will be across five stages, has been designed by the London-based architectural studio&nbsp;David Chipperfield Architects.

The portion of the Dairy Road estate is identified under the Fyshwick Precinct Code as the dedicated portion of the estate where residential use is permitted.

A Pre-DA Public Consultation Report prepared earlier this year by Mongol suggested the residential neighbourhood will deliver intimate clusters of medium density housing that value outdoor and indoor life, and the built and unbuilt equally. It said the buildings will address the sites position near the Jerrabomberra Wetlands.

"Water will be an integral element of the neighbourhood and all buildings will be conceived as structures that give way to and support plant life," the report read.

It said the mix of apartments and terraced houses are designed&nbsp;for flexibility, allowing adaptation by the residents according to their needs and lifestyles.

There will be just under 400 apartments, a mix of 228 one-bedrooms, 67 one-bedroom plus study units, 53 two-beds, and 40 three-bedroom apartments.

As well as the apartments, on offer will be 10 four-bedroom and 10 five-bedroom townhouses.

10 per cent of the project will be dedicated to affordable housing, while car parking for 489 vehicles and 535 bicycles will be created, as well as&nbsp;new public and private open spaces including gardens, parks, and community facilities.&nbsp;Jane Irwin Landscape Architects is handling the landscaping.

"Architecture forms a framework for ecology whereby the spaces between buildings become equally as important as surrounding buildings," the report added.

"Buildings are arranged in pairs around generous courtyard gardens, with a central landscape space along the site’s east-west axis that changes from open grassland where it meets the wetland to woodland towards the east. Woven into this gradient of landscapes will be areas for gathering, reflection and play. A swale collects, filters and directs rainwater towards an ecological pool that will slowly release water into the wetland."

Monogolo's aim is for the project is to create a neighbourhood "where light industry, working, living, recreation and entertainment will co-exist in a natural setting."
