<p>An entity directed by HSN's Rafi Assouline and Rebel Property's Allen Linz has filed plans for an impressive new precinct in Woolloomooloo.</p>

<p>The major mixed-use development would transform a prominent William Street site into a new residential village anchored by affordable housing and a large public park.</p>

<p>The proposal, submitted as a State Significant Development Application, covers 164-172 and 174-194 William Street, a 6,398 sqm site between Forbes Street and Dowling Street on the southern edge of Woolloomooloo.</p>

<p>Designed by fjcstudio in collaboration with Bangawarra, Studio Bright and Tribe Studio Architects, the scheme would deliver 227 apartments across four residential buildings ranging in height up to 18 storeys, alongside retail space, public domain improvements and a new publicly accessible park.</p>

<p>It's another design scheme for Rebel, who took <a href="https://www.apartments.com.au/news/nsw/first-look-rebel-property-group-takes-woolloomooloo-precinct-to-nsw-government">concept plans to the NSW Gov late last year</a>.</p>

<p>The latest plans will be a mix of 167 build-to-sell apartments and 60 affordable apartments, with the affordable housing component representing 15 per cent of the project's gross floor area. The apartment mix includes 12 one-bedroom, 53 two-bedroom, 89 three-bedroom apartments and 13 penthouses, while the affordable housing component would comprise 42 one-bedroom and 18 two-bedroom apartments.</p>

<p>Rebel Property is seeking to take advantage of the NSW Government's infill affordable housing bonus provisions under the Housing SEPP, which provide additional floor space and height in exchange for the delivery of affordable housing for a minimum of 15 years. The planning pathway allows a 30 per cent increase in floor space ratio and building height where 15 per cent of the development is dedicated to affordable housing.</p>

<p>At the centre of the development is a 1,356 sqm sunlit public park designed to become a new community gathering space at the gateway to Woolloomooloo. The park would be complemented by a network of pedestrian laneways connecting William Street with the surrounding streets, improving permeability through what is currently a largely impermeable block.</p>

<p>The design team says the public domain has been heavily influenced by the site's topography and Aboriginal cultural heritage, drawing on the escarpments, gullies and landscape characteristics that historically defined the area before urbanisation. The landscape design has been developed in partnership with First Nations consultancy Bangawarra.</p>

<p>The project would be delivered across four separate buildings. The William Street East and William Street West buildings, designed by fjcstudio, would contain the majority of the apartments. Melbourne-based Studio Bright has designed the Forbes Street building, while Tribe Studio Architects is responsible for the Dowling Street building.</p>

<p>Rebel had secured approval for the concept plans late last year.</p>

<p>A locally heritage-listed furniture showroom on Water Street is set to become the centrepiece of a new mixed-use residential development as local developer&nbsp;<a href="https://www.apartments.com.au/developers/keylin-group">Keylin</a> seeks approval for <a href="https://www.apartments.com.au/new-apartments/lotus-on-water-street-290-water-street-fortitude-valley-qld-4006">Lotus on Water Street</a>, a 15-storey project on the Fortitude Valley side of Spring Hill.</p>

<p>The proposal spans 290 Water Street and 137-141 Warry Street, combining several properties into a 2,869 sqm site that sits between Fortitude Valley, Spring Hill and the rapidly evolving Victoria Park precinct. Keylin's plans would deliver 132 apartments alongside new retail, hospitality and commercial space, while retaining and repurposing the historic Brunswick Home Furnishers Showroom that fronts Water Street.</p>

<p>Designed by <a href="https://www.apartments.com.au/architects/jackson-teece">Jackson Teece</a>, Lotus on Water Street comprises a 12-storey residential tower rising above a three-storey podium and communal rooftop terrace. The development includes 76 apartments classified as multiple dwellings and a further 56 units proposed as short-term accommodation, designed to be flexibly used as either accommodation or permanent residences. The apartment mix comprises six one-bedroom, 54 two-bedroom and 16 three-bedroom homes.</p>

<p>Residents would have access to an extensive rooftop recreation level spanning more than 1,200 sqm of communal open space. Plans include a pool, gym, sauna, infrared sauna, yoga area, library, private dining room, barbecue facilities and landscaped entertainment spaces, making the rooftop the project's largest shared amenity offering.</p>

<p>At street level, the proposal focuses on the adaptive reuse of the heritage buildings along Water Street, where 518 sqm of retail and commercial space is planned across shop, office and food and drink outlet uses. A permeable residential lobby would be positioned between the retained heritage buildings, creating a pedestrian connection between the historic streetscape and the new tower behind.</p>

<p>The heritage retention strategy is central to the scheme. The development application notes that the Brunswick Home Furnishers Showroom and adjoining heritage buildings will remain, with only non-significant structures on the site earmarked for removal under a previously issued Heritage Exemption Certificate. Levels one and two of the new podium are recessed behind the heritage façades to maintain their prominence within the streetscape.</p>

<p>Jackson Teece has drawn inspiration from the site's manufacturing history when designing the podium. The planning documents state that the façade incorporates perforated metal screening that references the woven and rattan furniture historically produced on the site. Cascading and climbing plants are integrated throughout the podium to soften the building's presentation and screen parking levels behind. The landscape strategy also informs the project's name, Lotus on Water Street, drawing on the historic Spring Hollow waterholes that once ran through Spring Hill and the blue water lilies associated with Meeanjin, Brisbane's traditional name.</p>

<p>The proposal also incorporates the neighbouring property at 141 Warry Street, currently occupied by a healthcare service. The existing building would remain, with nine dedicated parking spaces allocated within the new development to support its ongoing operation. In total, Lotus on Water Street proposes 117 car spaces, including 110 resident spaces and seven visitor bays, alongside 100 bicycle spaces.</p>

<p>The site sits within the Spring Hill East Precinct of the Spring Hill Neighbourhood Plan and is positioned around 650 metres from both Fortitude Valley Station and Exhibition Station. It is also within walking distance of the King Street precinct, Royal Brisbane and Women's Hospital, Herston Quarter and Victoria Park, which is earmarked to become a major venue precinct ahead of the Brisbane 2032 Olympic and Paralympic Games.</p>

<p>Planning documents describe the location as a key gateway between Spring Hill and Fortitude Valley and highlight the area's increasing importance as new transport infrastructure and Olympic-related investment reshape Brisbane's inner north. The development team argues the project will contribute additional housing supply while activating a section of Water Street that has historically received less investment than other parts of the Valley.</p>

<p>Keylin has become increasingly active across Brisbane and southeast Queensland, assembling sites in strategic inner-city locations. They are currently selling and delivering <a href="https://www.apartments.com.au/new-apartments/oria-spring-hill-447-gregory-terrace-spring-hill-qld-4000">Oria Spring Hill</a>, just over 140 apartments due for completion in 2027.</p>

<p>Roseville is poised for a wave of new apartment development following the NSW Government's rezoning of land around Roseville Station under its Transport Oriented Development program.</p>

<p>The new planning controls have unlocked significant development potential within walking distance of the station, with a number of sites expected to be amalgamated and redeveloped in the coming years as developers seek to take advantage of the increased density allowances.</p>

<p>One of the more restrained developments in the precinct, and set among the first to be delivered having commenced well before the recent changes, is Hyecorp's Juliet. <p>Are mortgage holders set to get a reprieve from the RBA in 2026?</p>

<p>Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.</p>

<p>NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.</p>

<p>“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.</p>

<p>"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.</p>

<p>Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.</p>

<p>“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”</p>

<p>Dr Auld said inflation risks and labour market outcomes would be important to watch.</p>

<p>“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”</p>

<p>She said tighter financial conditions are expected to weigh on housing and activity.</p>

<p>“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”</p>


Mortgage relief? NAB forecasts RBA rate cut, not hike, after softer economic conditions

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>
</ul>

<p>While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.</p>

<p class="x_MsoNormal">It can be very tempting to invest in a property whereby the rent more than covers the cost of the mortgage on it. Cash flow is a very important aspect of property investing, as when a property can cover its own expenses and loan interest, then you only have to worry about getting a tenant in.</p>
<p class="x_MsoNormal">However, I urge you to think about an investment such as this one over the long term, and understand that capital growth is equally important in every investor’s strategy.</p>
<p class="x_MsoNormal">Over the past 5 years, the median value of Broken Hill has decreased by an annual compounding rate of -0.7%. Over the past 10 years it has had an average annual growth of -2.6%</p>
<p class="x_MsoNormal">Let’s imagine the next 10 years brings the same result. Your $69,000, after 10 years, would be worth $56,000, having lost for you $13,000 in that time. Sure, you haven't had to put in any money along the way, but if you have borrowed to buy this property, you are in the red by $13,000.  Even if, during that time, you paid of a chunk off the mortgage, the overall outcome has been a negative one, and not the kind of result we would like to see in a sound strategy.</p>
<p class="x_MsoNormal">In addition to being able to find a property which has a good enough rental yield to be able to cover its own expenses, the area must have growth drivers. Towns like Broken Hill have a notoriously bad track record for growth, due to itinerant population, lack of infrastructure and lack of population growth. <span class="Apple-converted-space"> </span></p>
<p class="x_MsoNormal">When you become a property investor, price should not be the driving factor. You must also understand that growth has no relationship to the price you pay for a property. You would be far better to pay, say, $350,000 in an area that has all of the growth drivers, and get only a 5% return, than you would spend less in an area with a 10% rental return but a negative growth figure. Over time growth compounds so that, by the time you get to retirement, the property is worth far more than the bank loan on it, and the difference belongs to you. Do this often enough and you build a great net worth.</p>
<p class="x_MsoNormal">The final point to make is that, when a property loses value, your ability to leverage is also lost. Buying properties which grow means that you can, in the future, borrow against that growth to add more properties to your portfolio. When a property loses value, it’s harder to do this unless you are paying significantly more than the loss off the mortgage. If you cannot leverage into more property, then you cannot build a larger portfolio, and it’s really only through building a<span class="Apple-converted-space"> </span><em>portfolio,</em><span class="Apple-converted-space"> </span>rather than owning one or two properties, that you really start to see the value in property investing.</p>
<p class="x_MsoNormal">Stick to properties in areas with significant infrastructure development, a growing population and lots of families, and you will do far better with your property investing.  </p>

<p>The quickest path for first home buyers to purchasing a house in Greater Hobart is Brighton, according to a report released this week by Domain.</p>

<p>For those looking to buy a home, Greater Hobart is one of the most accessible capital cities in Australia with the lowest entry price for houses.</p>
<p>"However, when LGAs are considered, accessibility is driven by the affordable outskirts," the report said.</p>
<p>The LGA of Hobart takes approximately 6.3 years to save for an entry price home deposit, which is almost on par with the average time to save for a deposit in Greater Sydney (6.7 years).</p>

Brighton ranked the quickest FHB path to house ownership in Greater Hobart: Domain

<p>The Commonwealth Bank of Australia reported its full year results last week.</p>
<div>Cash profit for FY2018 of $9.41 billion was down 4.7 per cent. </div>

<div>But overall this remained a solid underlying result with a fully franked dividend of $4.31 per share heading the way of investors (up 2 cents or +0.5 per cent...thanks!). </div>

<div>Increased funding costs impacted net interest margins adversely as expected.</div>

<div>However, the group more than made these costs back in the financial year through changes in the funding mix and the repricing of investor and interest-only loans.</div>

<div>Although 'committed' to the 2 to 3 per cent inflation target, the next move in interest rates will be up, he noted, even though inflation is yet again set to fall below the target.<br><br>As energy and fuel price pressures ease the rate of inflation will likely drop over the second half of the year.<br><br>That's good to the extent that it eases pressure on household budgets, of course.<br><br>But, in the spirit of Mr. Micawber, it is hoped that eventually inflation will pick up again.<br><br>Amazon might have something to say about that as retail price deflation again rears its head.<br><br><strong>Rates on hold</strong>

<p>It's Brisbane, but not its apartments, according to Margaret Lomas when asked which capital city should you invest in?</p>
<p>She suggested Brisbane rather than any other capital city when asked by <a href="http://www.switzer.com.au/the-experts/margaret-lomas/which-capital-city-is-the-best-to-invest-in-right-now/%20" target="_blank">Peter Switzer.</a></p>
<p>First she ruled out the other capital cities, Melbourne and Sydney not because "the 'boom' had gone on too long" or "that the 'cycle' told us the end was nigh" but rather because the median price has reached a point where it is well above what the average income earner can afford. </p>
<p>Demand fell away as prices reached this new peak, reducing the potential buyer pool and for these markets its now become a "waiting game" for wages to "catch up".</p>
<p>Margaret then nixed Hobart and Perth.</p>
<p>Hobart because although it has been performing well, its small population and low population growth usually means it has a year or two of growth then much longer stagnation periods.</p>
<p>Perth is a no because even though it is likely at the bottom of it's current cycle, that doesn't mean it's going to start rising any time soon, and if it does, it won't necessarily be quick.</p>
<p>She says that those living in these markets shouldn't necessarily avoid investing just because they don't know the area they are investing in.</p>
<p>She describes this as a fallacy, a mistaken belief.</p>
<p>"This is because what you know about your area relates to lifestyle, not economics."</p>
<p>Margaret correctly states economics is king when it comes to investing.</p>
<p>She says, "my money’s on Brisbane, and it’s all pure economics."</p>
<p>This is because Brisbane is hitting several key points.</p>
<p>Firstly, the average house in Brisbane is still well below what the average income earner can afford.</p>
<p>She claims, "even without wages growth, interest rates could go up, and property prices could increase, and the average wage earner could still afford to buy property there." </p>
<p>Secondly, changes to the age profile of the population in Brisbane.</p>
<p>Over the next 10 years it is expected to see those aged 20 to 34 move on to the next stage in life and look at buying a home of their own, according to Angie Zigomanis from BIS.</p>
<p>He said the emerging trend would underpin demand for new housing on Brisbane’s suburban fringe and established housing in the inner-city region.</p>
<p>These people will mostly qualify for the first home owner grant of $15,000 (and stamp duty concessions) which is available on many of the houses on the market, due to the high $750,000 cut off for the grant.</p>
<p>Then Brisbane is also benefiting from infrastructure "tons of it". New University campuses, major medical developments in both north and south suburbs, and main roads, making the commute around all parts of Brisbane easier. There’s also the Queens Wharf Precinct, Brisbane Airport Redevelopment, Brisbane Live Entertainment Arena, Northshore Hamilton and a new International Cruise Terminal, plus quite a few others.</p>
<p>There has been strong jobs growth in Brisbane in both the education and medical sectors, as well as improving employment figures after a few years of poor outcomes.</p>
<p>Strong inward migration is also projected to continue, from not only overseas but interstate migration. </p>
<p>In addition, over the next 15 years, the population of Brisbane is set to double, In 2015, Brisbane’s population was approximately 2.2 million, and is expected to grow to 4.6 million by 2031.</p>
<p>This means that the city will require 40% more homes than it had in 2006, according to government estimates.</p>
<p>Margaret Lomas concludes by stating "It’s an investor’s dream, just waiting to be grabbed. Just be careful what you buy."</p>
<p>She warns, "apartments in the city are not the best choice, nor are high-end properties where demand is subdued. Think families, millennials and migrants, and find the kind of property that they are most likely to demand."</p>

<p class="p1"><span class="s1">After several years of investors achieving easy growth in our two biggest cities, the national real estate landscape has changed.<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">Investors need to look elsewhere to find the upwardly-mobile markets, and it’s not so easy to find them because mainstream media is writing about the Sydney-Melbourne downturn and generally ignoring the rising markets in other parts of the nation.</span></p>
<p class="p1"><span class="s1">Hotspotting’s new Top 10 Best Buys reports highlights the new growth markets, which are occurring in our smaller cities and the regions.</span></p>
<p class="p1"><span class="s1">Here are five possibilities, many of them places you might not have thought of …</span></p>
<p class="p1"><span class="s2"><strong>Belconnen District, ACT</strong></span></p>
<p class="p1"><span class="s1">I’ve often referred to Canberra as the Goldilocks of Australian real estate - not too hot, not too cold, just right. It continues to show a high level of consistency, especially with sales activity.<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">But, amid that familiar consistency, there is evidence of recent uplift. The Winter 2018 survey for The Price Predictor Index identifies an increasing number of Canberra suburbs with growth trajectories.<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">That quarterly survey also shows that the Belconnen District is the clear market leader in Canberra, by a considerable margin. It has seven rising suburbs – including Bruce, Florey, Flynn, Holt and Macgregor - and others with steady sales performance.</span></p>
<p class="p1"><span class="s1">The strong sales data reflects other statistics depicting a strong Canberra market. Vacancies remain below 1 percent (only Hobart has lower vacancies among the capital cities), rents are rising strongly and there is evidence of solid price growth, notably in the Top End suburbs with median prices above $1 million.</span></p>
<p class="p1"><span class="s1">Some forecasters predict Canberra will lead the capital cities on price increases in the next few years, with Belconnen suburbs likely to be at the forefront of the growth.</span></p>
<p class="p1"><span class="s2"><strong>Port Adelaide precinct, South Australia</strong></span></p>
<p class="p1"><span class="s1">Port Adelaide may have missed out on the AFL finals, but its real estate market looks like a winner.</span></p>
<p class="p1"><span class="s1">The Port Adelaide Enfield LGA is now one of the busiest markets in the SA capital, with a number of its suburbs attracting rising demand.</span></p>
<p class="p1"><span class="s1">Defence Force contracts totalling $89 billion and other government initiatives are set to launch Port Adelaide into a new stratosphere.</span></p>
<p class="p1"><span class="s1">The Osborne Naval Shipyard is undergoing a $535 million upgrade to accommodate the building of 40 new Defence craft; 500 public servants are being moved into the precinct; and a new rail spur will link the Port’s commercial centre and the Dock One residential precinct to the Adelaide CBD.</span></p>
<p class="p1"><span class="s1">These and several smaller projects are creating much-needed jobs, turning historic Port Adelaide into a thriving residential, commercial and tourist destination.</span></p>
<p class="p1"><span class="s2"><strong>Bendigo, Victoria</strong></span></p>
<p class="p1"><span class="s1">Bendigo (pictured top) has long been one of Victoria’s key regional centres, with growth thanks to its steady local economy, proximity to Melbourne and good transport links to the capital – especially now the $5 billion Regional Rail Link has been completed.</span></p>
<p class="p1"><span class="s1">Its economic prospects have improved with the $630 million re-development of Bendigo’s hospital, private sector plans to develop the city’s first master-planned residential community, and the awarding of a $1.3 billion Defence contract to a Bendigo-based business.<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">Bendigo benefits economically from a number of major companies which are based locally but perform nationally – including Thales, the company that received the Defence contract recently.</span></p>
<p class="p1"><span class="s1">It has had steady long-term price growth (averaging around 5% per year) in its housing market but it remains affordable, with solid rental yields available for investors (most suburbs have median yields between 4.5 and 5.5 percent).<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">And recently, sales activity has increased, boosted by both home-buyers and investors out of Melbourne seeking affordability and growth. Most of Bendigo’s suburbs have median house prices between $250,000 and $380,000 – and prices are now starting to rise.</span></p>
<p class="p1"><span class="s2"><strong>Stirling LGA, WA</strong></span></p>
<p class="p1"><span class="s1">The Stirling LGA is one of four precincts in the Perth metropolitan area leading the recovery in the Perth property market, following the city’s four-year real estate downturn.<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">Properties across this precinct maintained a steadier performance than most Perth locations throughout the recent economic downturn - and now 10 of its suburbs have rising markets, including Carine, Doubleview, Gwelup, Innaloo, Joondanna and Tuart Hill..</span></p>
<p class="p1"><span class="s1">The City of Stirling offers a leisurely seaside lifestyle, being home to the internationally renowned Scarborough Beach. Trendy bars and cafes impart a youthful vibrancy, attracting a steady stream of 20–40-year-olds.<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">Further adding to the region’s appeal are the shopping and education facilities, coupled with good transport links to the Perth CBD.</span></p>
<p class="p1"><span class="s1">The Stirling LGA has some affordable suburbs with medians in the $300,000s, but most suburbs are middle-market areas with typical prices in the $600,000s and $700,000s.</span></p>
<p class="p2"><span class="s2"><strong>Queanbeyan, NSW</strong></span></p>
<p class="p1"><span class="s1">The proximity of Queanbeyan (now part of the newly-formed Queanbeyan-Palerang Regional Council area) to the nation’s capital is paying dividends for local property markets.<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">The region is experiencing strong population growth, unemployment is low, new housing estates are under construction and there are plans for the nearby Canberra International Airport to become a 24-hour freight hub.</span></p>
<p class="p1"><span class="s1">But the most appealing aspect of Queanbeyan is its affordability relative to Canberra, with median prices for both houses and units below those in the national capital. It’s also helped by NSW incentives for first-home buyers.</span></p>
<p class="p1"><span class="s1">Property sales activity in Queanbeyan increased in 2016, leading it to become a standout region for growth, and the uplift continued in 2017 and into 2018.</span></p>
<p class="p1"><span class="s1">With Canberra forecast to be one of the nation’s leading cities for price growth in the next few years, Queanbeyan’s links to the capital are expected to boost the local market.</span></p>
<p class="p1"><span class="s1">Good rental yields are another attraction, with several suburbs having median yields around 4–5% for houses and 5.5% for units.</span></p>

<p><strong>Surge of completions</strong></p>
<p>A number of indicators have suggested that the Sydney market saw a huge number of dwelling completions in or around the final quarter of 2017, as construction activity now drops back from record highs and a spike in vacancy rates is observed. </p>
<p>The number of finance commitments for new dwellings is coming down off four-decade highs.</p>

Investor loans in decline: Pete Wargent

<p>After just 20 months ownership, the test cricket legend Shane Warne seems to have profited handsomely from flipping his Melbourne home.</p>
<p>It was the heritage Brighton trophy home he bought in August 2016 for $14.2 million and sold last month for a reputed $20 million.</p>
<p>The spin king's off market sale was flipping at its best.</p>
<p>Flipping is a popular term used to describe short term property trading.</p>
<p>Perhaps Warne didn't have the intent of reselling the property in a short time frame for a profit, but he certainly knew how to ride the capital growth curve.</p>
<p>Without any marketing photos it's not possible to confirm the before and after, but it doesn't appear he spent much adding value to the property second time around.</p>
<p>That was done when he owned Melville the first time, paying $3.6 million in 2000, then spending that amount again on a major renovation and extension, and selling the matrimonial home in 2007 for $8.8 million.</p>
<p>Property analysts, CoreLogic which now produce a flipping report, found flipping most prevalent in Sydney and Melbourne.</p>
<p>Across Sydney 6.8 per cent of all property re-sales over the past year were flips between one and two years of property ownership.</p>
<div>Regional Queensland (6.6 per cent) and Melbourne (6.4 per cent) also recorded a higher percentage of property sales as flips.</div>
<div> </div>
<div>Although values have been rising there had not been an accompanying substantial increase in flipping behaviour.</div>
<div> </div>
<div>Certainly not like the rise witnessed during the early 2000s housing boom.</div>
<div> </div>
<div>But when Sydney vendors do flip, they are in most instances flipping for a profit. </div>
<div> </div>
<div><span>In Sydney, only 5.7 per cent of flips within one to two years of purchase were at a loss, compared to 37 per cent a decade or so ago. </span></div>
<div> </div>
<div><span>At close to 95 percent, regional NSW last year recorded the highest percentage of flips at a profit within one to two years of purchase, followed by Sydney (94 percent) and Melbourne (93 percent).</span></div>
<div><span> </span></div>
<div>The national average was 89 percent.</div>
<div> </div>
<div>Interestingly it was the Illawarra region that experienced the highest level of flips in NSW - 8.7 per cent of resales - along with the highest annual increase in flipping - and Illawarra was among the most profitable regions in NSW, with only around two per cent of properties flipped at a loss.</div>
<div> </div>
<div><span>The NSW Southern Highlands and Shoalhaven regions also saw profits, actually recording no losses for flips less than a year, and just 0.9 per cent from one to two years.</span></div>
<div> </div>
<div>In order to make a profit, flippers need to recoup their transactional costs including stamp duty, conveyancing, the marketing and real estate agent commission.</div>
<div> </div>
<div>Vendors in Perth, Hobart, Darwin, and the regions of SA, WA, Tasmania and the NT were the most likely to flip their properties for a loss, given value growth has been sluggish for a number of years.</div>

New South Wales showing strong flipping figures

<p class="p1"><span class="s1">Most property-watchers are aware of the Tasmanian property boom, with attention focused on Hobart as the national leader for capital city price growth, for suburbs with the shortest time-on-market and for the nation’s lowest vacancy rates.</span></p>
<p class="p1"><span class="s1">But there’s more to the Tassie story than Hobart. The second city Launceston is also thriving.</span></p>
<p class="p3"><span class="s1">Launceston has seen good price growth in the last 12 months, with double-digit increases in the median house prices of several suburbs. This market also features vacancies below 2% and strong rental yields above 5.5%.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">And the future looks strong, starting with the underlying economy – always pivotal in the fortunes of property markets.</span></p>
<p class="p3"><span class="s1">The Launceston City Deal, financially supported by all three levels of Government, has secured Launceston’s future as a “University Town”.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">Under the plan, Launceston will be the recipient of serious spending on infrastructure for industries such as education, construction, the Defence Force, transport and forestry. Launceston General Hospital is being upgraded, new industrial estates are emerging and new housing estates are opening up.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">In the 2016 Census, the population of Launceston was 81,000. Other reports suggest around 100,000 live in and around Launceston.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">It is one of Australia’s oldest cities and is home to many historic buildings, including the General Post Office. It’s the commercial hub for northern Tasmania’s agricultural and pastoral activities which, in recent years, have evolved from the growing of apples to viticulture.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">Wool is also an important industry while $130 million has been spent on the Meander Dam and irrigation infrastructure to support the agricultural sector.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">Launceston has a diverse range of industries, including manufacturing, minerals and resources, commercial shipping, tourism and educational facilities.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">Human pharmaceuticals manufacturing earns the region about $130 million each year. Tasmanian Alkaloids, located near Westbury, is the largest exporter of opiates from which codeine and morphine are derived. The company employs 200 local people.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">Premium beer drinkers will be familiar with the name James Boag. The Brewery employs around 150 and produces 76,000,000 litres of beer annually.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">Manufacturing makes the largest contribution to the local economy, earning over $1 billion per year. George Town Seafoods announced in April 2016 that it will double production at its processing facility. The business employs 70 people in peak production periods.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">The Bell Bay Aluminium smelter, about 45km from Launceston, is one of the state’s biggest employers claiming 1,500 direct and indirect jobs.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">Tourism employs 2,500 and is worth $340 million a year to the local economy. Around 1.29 million passengers used Launceston airport in 2015, and following a redevelopment completed in mid- 2016, the airport expects to cater for two million passengers each year by 2030.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">Numerous wineries operate along the Tamar Valley which produces about 40% of Tasmania’s premium wines. Another main attraction is Cataract Gorge, home to the longest single span chairlift in the world while Launceston is often called the ‘Garden City’ because of its many parklands.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">Launceston Airport offers regular flights to Melbourne (where travellers can connect with international flights), Sydney and Brisbane.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">Launceston is now one of the leading property markets in regional Australia, attracting mainland investors. The city features prominently in The Price Predictor Index published by hotspotting.com.au, as it has several suburbs with growing sales activity, while the nearby West Tamar LGA also has growth markets.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">Affordable Invermay (median house price $248,000) typifies the growth in this region, the number of annual sales leaping from 64 in 2017 to 99 early in 2018.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">The increased sales activity has delivered a median price rise of 8% in the last 12 months.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">On the other side of the North Esk River, the inner- city of Launceston has seen the median house price grow 23%, resulting in a median price of $449,000.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">The median house price in Newstead, another inner- city suburb with 121 annual sales, has risen 13% to $365,000, while Norwood is up 13% to $348,000. Further out, the median house price in Hadspen is $315,000 following a 14% rise in 12 months.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">Interstate buyers have become common, attracted by the state’s affordability, combined with positive developments in the city.<span class="Apple-converted-space"> </span></span></p>
<p class="p3"><span class="s1">Agents have reported that about 30% of buyers in Launceston hail from Sydney - and many intend to move to Launceston rather than buying for investment purposes.<span class="Apple-converted-space"> </span></span></p>

More to Tasmania than Hobart as Launceston also thrives: Terry Ryder

<p class="p1">Major projects are in the planning pipeline for Darwin and the Northern Territory and Darwin’s real estate market desperately needs some of them to proceed.</p>
<p class="p3"><span class="s2">The local economy lacks activity, jobs creation and population growth – and, as a consequence, property market statistics remain highly negative.<span class="Apple-converted-space"> </span></span></p>
<p class="p4"><span class="s2">The regular data on prices and rents continue to show the Darwin market in reverse. Unit prices in Darwin, for example, are down 10.6% (CoreLogic) or 11.7% (SQM Research) in annual terms. The trends also remain negative for house prices and rentals.</span></p>
<p class="p4"><span class="s2">Unlike the other downturn capital city, Perth, there are as yet no signs of recovery for Darwin.</span></p>
<p class="p4"><span class="s2">The Darwin market downturn has coincided with the end of the resources investment boom and the consequent decline in the Northern Territory economy. As a result, jobs creation and population growth has suffered.</span></p>
<p class="p4"><span class="s2">This inevitably has fed through to Darwin real estate, with sales activity falling away dramatically. In Darwin City, residential sales totalled between 435 and 565 in every quarter of 2014 and 2015. But in 2017, quarterly sales been regularly below 330.<span class="Apple-converted-space"> </span></span></p>
<p class="p4"><span class="s2">In the apartment market, the rate of sale in 2014 and 2015 was well over 200 sales per quarter, but in 2017 the average was less than 150 per quarter.</span></p>
<p class="p4"><span class="s2">The slump has been even more dramatic in the Palmerston LGA adjoining Darwin City. Residential sales totalled over 1,200 in 2014 and 1,100 in 2015, but below 500 in 2017.<span class="Apple-converted-space"> </span></span></p>
<p class="p4"><span class="s2">Given that Palmerston is where most of the new residential suburbs have been emerging, these figures illustrate the slump in buyer demand for new homes in the Darwin market.</span></p>
<p class="p4"><span class="s2">This has pushed down prices markedly. Virtually every suburb in the Darwin metropolitan area has recorded price decline in the past quarter, the past year and the past three years.<span class="Apple-converted-space"> </span></span></p>
<p class="p4"><span class="s2">Most suburbs in the Darwin region have house price levels lower than five years ago.</span></p>
<p class="p4"><span class="s2">Examples include the suburb of Alawa, where the median house price has dropped 9% in the latest quarter, 10% in the past year and 22% in the past three years. Its median house price is now $465,000.</span></p>
<p class="p4"><span class="s2">In Karama, the median price has dropped 6% in the past quarter, 11% in the past year and 22% in the past three years, and is now $430,000. The Moulden median house price is down 2% (quarter), 11% (12 months) and 20% (three years) to reach $310,000.</span></p>
<p class="p4"><span class="s2">There are similarly negative results in the apartment market.</span></p>
<p class="p4"><span class="s2">There are two exceptions to this story of decline: the upmarket suburbs of Nightcliff (median house price $770,000) and Rapid Creek ($720,000) have each recorded growth in the past quarter, year and three years - and, unlike most Darwin suburbs, have median prices higher than five years ago.</span></p>
<p class="p4"><span class="s2">Significantly, Nightcliff and Rapid Creek show up in Hotspotting’s quarterly surveys of sales activity as suburbs with fairly consistent sales performance. This is in contrast to our overall findings, where most suburbs are classified as danger markets (which means sales activity has dropped markedly and remain well below the peak levels).<span class="Apple-converted-space"> </span></span></p>
<p class="p4"><span class="s2">Beyond the Darwin metropolitan area, Alice Springs continues to be the strongest market in the Territory, based on the consistency of its sales performance. It has recorded between 100 and 130 dwelling sales in most of the past 12 quarters - and lately has shown an upward trend.</span></p>
<p class="p4"><span class="s2">The Alice house market was at its strongest in 2015 and now quarterly sales (rising from 62 to 73 to 77 to 88 house sales in the past four quarters) are approaching those levels again.</span></p>
<p class="p4"><span class="s2">As a result, and in sharp contrast to Darwin, most suburbs in Alice Springs have shown solid growth in median house prices. Braitling, East Side, Larapinta and Gillen have all recorded growth in the past quarter, year and three years.<span class="Apple-converted-space"> </span></span> </p>
