One of North Sydney's best-known commercial buildings could become hundreds of new homes, with insurance giant Zurich Australia lodging a State Significant Development Application (SSDA) to transform 5 Blue Street into a mixed-use residential development above North Sydney Station.

Rather than demolishing the existing building and starting again, Zurich is proposing an adaptive reuse project that would convert the landmark office building into a 15-level residential development delivering 62 apartments, 86 affordable co-living dwellings, activated retail and significant upgrades to the Blue Street Plaza.

The proposal reflects a growing trend of commercial property owners repositioning ageing office assets into residential housing as Sydney grapples with housing supply shortages and changing workplace demand.

Located directly above North Sydney Metro and train station, the 3,051 sqm site occupies one of the most strategically positioned parcels of land on Sydney's Lower North Shore.

Designed by fjcstudio, the proposal seeks to retain and adapt much of the existing structure while creating a contemporary residential address that better connects with the public domain surrounding North Sydney Station.

The application proposes two basement levels, ground floor retail, affordable co-living accommodation across the podium levels, and apartments above, while preserving and enhancing the publicly accessible Blue Street Plaza.

Rather than pursuing maximum apartment numbers, Zurich has opted for a housing mix heavily weighted towards larger owner-occupier residences.

The proposal includes 62 build-to-sell apartments comprising 12 one-bedroom, 19 two-bedroom, 29 three-bedroom apartments and two premium penthouses. It also incorporates 86 affordable co-living dwellings, which would be managed in perpetuity by a Community Housing Provider.

That balance between traditional apartments and affordable housing reflects the NSW Government's push to increase housing diversity around major transport infrastructure.

The proposal has been lodged concurrently with a rezoning application, with Zurich arguing the site is ideally positioned to support additional housing given its immediate proximity to public transport, employment and services.

"The proposal aims to respond to the housing challenges facing Sydney through the delivery of diverse housing types in a highly accessible location," the design report by fjcstudio states. It also seeks to improve pedestrian amenity through upgrades to Blue Street Plaza while creating a high-performing residential building that responds to the surrounding context.

Rather than replacing the commercial building, fjcstudio has developed a design that works with the existing structural framework above the rail corridor, an approach that significantly reduces demolition while allowing the site to be repositioned as a mixed-use residential precinct.

The existing structural constraints have informed much of the building's design, including its relationship with Blue Street and surrounding public spaces.

The building has been designed as a slender tower rising above a clearly defined podium, with vertically expressed façades intended to reduce the perceived bulk while reinforcing North Sydney's emerging skyline.

According to fjcstudio, the architectural language responds directly to the surrounding commercial towers while maintaining a finer grain expression more closely aligned with the neighbouring Lavender Bay streetscape.

The tower incorporates articulated façade elements, landscaped podium edges and recessed upper levels to soften its appearance and improve pedestrian amenity below.

A significant component of the proposal is the revitalisation of Blue Street Plaza.

The existing public space has long served as one of the primary pedestrian connections between North Sydney Station, Greenwood Plaza and Blue Street, yet its role is expected to become even more important following the opening of Sydney Metro.

Zurich's proposal seeks to strengthen that role by improving landscaping, introducing new retail frontages, enhancing pedestrian permeability and creating more active edges throughout the day and evening.

Ground floor retail would wrap the plaza, while separate residential and co-living entries have been designed to improve wayfinding without reducing street activation.

Landscape design has been integrated throughout the podium and public realm, softening what is currently one of the most heavily urbanised parts of North Sydney.

The project forms part of the continuing transformation of North Sydney from a predominantly commercial CBD into a genuine mixed-use city centre.

Since the completion of Victoria Cross Metro Station, developers have increasingly shifted their attention towards residential projects capable of leveraging the area's unparalleled transport connectivity.

FiveX recently lodged plans for a 61-storey, 490-apartment tower that would become one of the tallest residential buildings in North Sydney if approved.

Aqualand continues to expand its Lower North Shore presence following the completion of AURA on Walker Street and its recent St Leonards and Roseville proposals.

Developers are also progressing projects throughout Walker Street, Miller Street and the Victoria Cross precinct as demand for well-located owner-occupier apartments continues to strengthen.

First look: Zurich targets North Sydney office conversion with 148-unit proposal above Metro station

Busy developer Aqualand Prestige has formally taken the next step in its expansion across Sydney's Lower North Shore, lodging a State Significant Development Application (SSDA) for its long-held Archer Street site in Chatswood.

The application covers <a href="https://www.apartments.com.au/new-apartments/51-55-archer-street-chatswood-nsw-2067">51-55 Archer Street</a>, a 1,767 sqm amalgamated site on the eastern edge of the Chatswood CBD, where the developer is seeking approval for a 45-level mixed-use tower delivering 114 apartments, including a significant affordable housing component, alongside retail, commercial space and six basement levels of parking.

The SSDA marks the latest milestone for a project Aqualand has been quietly progressing over the past two years. The developer first secured the site for its Aqualand Prestige platform before undertaking an alternative design excellence process with PTW Architects, ultimately avoiding a formal design competition through the Housing Delivery Authority pathway.

The proposal has evolved considerably from Aqualand's original concept. The revised scheme has been designed around larger owner-occupier product, with an unusually high proportion of three and four-bedroom apartments, targeting the more affluent buyer profile, and downsizer, emerging across the North Shore.

The 114-apartment mix comprises six studios, 27 one-bedroom apartments, 18 two-bedroom apartments, 50 three-bedroom residences and 13 four-bedroom homes. A quarter of the building will be dedicated to affordable housing, well above the mandated 15 per cent&nbsp;

PTW has structured the building vertically, with affordable housing across levels one to six, premium apartments through levels seven to 31, duplex skyhomes on klevels 32 to 43, a penthouse on level 44, and a rooftop plant level above. Six basement levels will provide resident parking and servicing.

The tower is proposed to reach approximately 154 metres, placing it among a growing collection of residential high-rises transforming Chatswood's skyline.

Rather than competing purely on height, PTW says the design has been driven by creating a slimmer tower capable of delivering significantly larger apartments.

"The primary objective of this project was to create a distinctive building that stands out from the recently approved or built structures in the Chatswood area," the design report states, noting the structural efficiency allows greater investment into apartment quality and resident amenity.

Residents would have access to more than 450 sqm of communal open space including landscaped gardens, swimming pool, rooftop entertaining areas, fitness spaces, community gardens, children's play areas and barbecue facilities.

A major focus of the design has been the public domain.

The ground plane has been opened up through landscaped terraces inspired by Willoughby's sandstone ridges, with native planting, public seating, artwork, retail activation and a series of gathering spaces intended to soften what has traditionally been a hard commercial streetscape.

The landscape strategy references Blue Gum forests once common throughout the area, while incorporating Indigenous storytelling, public art and lighting installations to strengthen the connection to Country.

Chatswood has been one of Sydney's busiest apartment markets over the past 12 months, with a steady pipeline of both new project launches and fresh development applications.

Hyecorp recently launched Celine, a 122-apartment development just along Archer Street, while Changfa and Huirong Group are progressing The Anderson, an 84-apartment project on Anderson Street.

Develotek recently secured approval for a 101-apartment tower on Pacific Highway, while Tian An LFD received the green light for Hammond Greens, its apartment development on the edge of the Chatswood Bowling Club.

Commercial property developer FiveX is also making its move into the residential market. Last month it lodged plans for a 61-storey tower with 490 apartments, which, if approved, would become one of the tallest residential buildings in Chatswood.

Aqualand is also expanding its development pipeline following the launch of its luxury residential brand, Aqualand Prestige. The developer has delivered a string of high-end apartment projects across Sydney's affluent suburbs over the past decade, most recently AURA by Aqualand on Walker Street in North Sydney.

Earlier this year Aqualand launched Boronia in Roseville, a boutique 111-apartment development on Larkin Street. Mass timber is becoming an increasingly popular construction material in apartment developments, but Adelaide developer <a href="https://www.apartments.com.au/developers/otello">Otello</a> is taking the approach a step further.

At its new <a href="https://www.apartments.com.au/new-apartments/flowe-bowden-18-gibson-street-bowden-sa-5007">Flowe Bowden</a> development, the exposed cross-laminated timber (CLT) structure isn't just about reducing the building's environmental footprint. It also forms the foundation of a broader wellness strategy, influencing everything from indoor air quality and natural materials to the way residents move through and experience the building.

The 115-apartment mixed-use development, designed by Melbourne-based architecture practice Fieldwork, will occupy a prominent island site opposite Bowden Village Reserve, combining one, two and three-bedroom apartments with retail and a dedicated wellness destination.

Wellness isn't confined to a gym or shared resident facility at Flowe. Instead, Fieldwork embedded the concept into the building itself.

The building's architecture also reflects Bowden's industrial heritage. The use of mass timber sits alongside a range of sustainability initiatives, including a fully electric, gas-free design, rooftop solar and a targeted 5 Star Green Star rating.

Blackbutt engineered timber flooring, exposed CLT ceilings, porcelain surfaces and warm timber joinery create a calming interior palette, while low-VOC finishes and responsibly sourced materials have been selected to improve indoor air quality.

Inca Property Group has lodged a State Significant Development Application (SSDA) for Dawn, a 53-apartment oceanfront development overlooking Mona Vale Beach.

The proposal, at 35-39 Darley Street East, would replace an existing 18-apartment strata building with a new owner-occupier-focused development comprising 53 two and three-bedroom apartments, including nine affordable built-to-rent residences delivered under the State's infill affordable housing scheme.

Positioned on a 2,679 sqm elevated site around 280 metres from Mona Vale Beach, the development has been designed to maximise panoramic ocean views while responding to the site's sloping topography.

<a href="https://www.apartments.com.au/developers/inca-property-group">Inca Property Group</a> Managing Director Josh Thompson said the State Significant pathway provided greater certainty for projects of this scale.

"This State Significant pathway gives the team real certainty to progress <a href="https://www.apartments.com.au/new-apartments/dawn-35-39-darley-street-east-mona-vale-nsw-2103">Dawn</a> through to completion," Thompson said.

"It allows us to acquire a one-off site, design it carefully and deliver the right offering for the suburb, assessed by the NSW Government's planning department."

The project is one of the first developments in the area to be assessed under the NSW Government's Low and Mid-Rise Housing policy, with the site sitting on the edge of the policy's designated inner area.

The proposal includes three basement levels providing 124 car spaces, alongside a range of resident amenities including a swimming pool, gym, sauna, wellness facilities and private plunge pools for selected ground-floor and penthouse apartments.

Located within walking distance of Mona Vale Beach, the town centre, Mona Vale Golf Club and the Royal Motor Yacht Club, Dawn represents Inca's first Northern Beaches project following the sell-out of Tara on Park in Waitara and Ellis Residences, currently under construction in St Ives.

Construction will be undertaken by Inca's in-house construction arm, GOP Constructions.

Dawn is the latest major apartment proposal for Mona Vale, with the suburb emerging as one of the key beneficiaries of the NSW Government's new Low and Mid-Rise Housing policy.

New developer One Living, led by industry veteran Joseph Scuderi, recently secured a site on Mona Vale Road, on the border of Mona Vale and Pymble, where it is planning around 140 apartments.

First look: Inca eyes Mona Vale with State Significant DA for Dawn apartments

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Hyde Park, Sydney trophy apartment listed for $5 million

It’s a great time to be a landlord in Australia. With rare exceptions, vacancies are ultra low, rents are rising and there’s massive momentum behind prices.

A nationwide property boom is under way (with the big city inner-ring unit markets the exception) and the curious thing is that investors haven’t been joining the party. 

The growth we saw in most markets in 2020 was driven by owner-occupiers, with first-home buyers leading the charge and other home buyers, especially lifestyle-seekers, prominent as well.

Investors were sitting on the fence, worried firstly about the September Cliff which failed to materialise and now apparently concerned about a potential March Cliff.

They’ve been waiting to see what would happen, before making decisions. And here’s what has happened while they’ve been fence-sitting – the new data from Domain shows that all capital cities had house price growth ranging from solid to strong in 2020, as did most of regional Australia. There was particularly notable uplift in the December Quarter.

This confirms earlier data from CoreLogic and both confirm the anecdotal evidence from the coal-face of markets which shows properties receiving multiple offers and selling for more than the asking prices, often before being formally listed.

Other research shows that rents have been rising in many parts of Australia, on the back of vacancy rates so low that it constitutes a national rental crisis.

So the hesitant investors have missed the first phase of the national property boom.

If they’d bought a year ago in many parts of Australia, their properties would now be worth 10%, 15% or 20% more than they paid.

For those who bought in sexy lifestyle locations like Byron Bay and the upmarket areas of the Sunshine Coast, a $1 million investment a year ago would now be worth around $1.3 million.

If you’d bought a $400,000 property in Bendigo 12 months ago, it would likely now be worth around $460,000 (based on the median price data).

So it’s time for investors to stop procrastinating and get busy. And the latest ABS data on loans indicates that, at last, investors are starting to get involved.

This, in fact, is typical investor behaviour. Investors don’t lead property cycles, they react to them. They stampede into the market when they hear there’s a boom happening.

So I expect a big surge of activity from investors in 2021. There are too many good reasons to become buyers of well-located real estate and make it available to a hungry rental market.

The uplift in investor buyers will add further energy to the momentum already happening in markets across the nation.

It will make a national property boom that much more certain.

Developed by Bensons Property Group, Chevron One will comprise 236 one, two and three bedroom apartments. Bensons collaborated with Marchese Partners in the sculptural design of the tower.

Urban sat down with Bensons Property Group senior development manager Alberto Palombaro to discuss Chevron One's design and the 2021 apartment market. Q: Have you seen an increased demand for high-end properties on the Gold Coast in recent months? If so, which aspects of Chevron One set the development apart from other properties on the market right now? 
Since the start of the pandemic, our level of enquiry for high-end properties in the $2m+ range at Chevron One has really spiked, resulting in a handful of very large, high-end residences at Chevron One selling to local owner-occupiers. Buyers at this level expect quality fixtures, fittings and appliances plus the ability to customize the design where requested. 
In terms of what sets Chevron One apart, I would say our level of quality and finish compared to the competition, our ‘never to be built out’ views, and of course the 2000sqm of amenity in the building – one of the largest amenity offerings of any new development on the Gold Coast.

Q. What do you perceive the top design trends to be for apartments in 2021 and how does Chevron One utilise these trends to elevate its design? 
There’s no doubt that 2020 has been a year like no other. And if there’s one thing we’ve learned it’s this – there’s no place like home. Australians are spending more time there than ever before. It has become our happy place, a sanctuary to style our way, all to ourselves. This year also gave most of us a taste of what it’s like to really work from home – and it turns out we love it. We can expect to see a demand for new ways to integrate clever working areas into home designs that inspire creativity and opens the ability to work in sync with cooking and the kids. Less clutter, less to clean. We can see this change particularly in the kitchen, I think fewer materials, using the countertop as the backsplash for a more seamless design, and hidden or no hardware altogether. Anything that makes cleaning easier is a win-win.

As well as being aesthetically on-trend; functionality and liveability has been a key focus in the design of Chevron One. Indoor-outdoor living was always a key focus for our floor plans, meaning larger balconies that become an extension of your living and entertaining spaces. Paired with floor to ceiling windows and open plan design this has been a key drawcard for the project.

Q: As we know, the project’s kitchens are designed by Shannon Bennet, do you anticipate other residences to follow suit with kitchen designs by renowned chefs? 
Yes, that has now been a trend for a few years and it’s only growing. Chefs have a passion for cooking, and they spend most of their time either in commercial kitchens (at work) or in residential kitchens (at home). They have very strong practical skills and the vision for step-by-step meal preparations. They have extended knowledge of state of the art appliances and what’s the best on the market.   Q: Could you please tell us a bit about the three design schemes? Where did you draw inspiration from? 
All four schemes have been created to place value on instilling balance and calm in the living spaces. We have used soft, warm and comforting tones and textures using as much natural materials as possible. Attention to detail, the use of textures, beiges and browns, and inspirations from the beautiful island of Chevron is where we draw our inspiration from.

The recently completed HOTA is a great new addition to the local area and is only a 5-minute walk from Chevron One. Sunday’s at HOTA feature Farmers Markets, live music and kids’ activities, as well as monthly concerts and performances. The Thomas Drive retail strip has also come alive in recent years with great coffee, restaurants, and bars with more on the way.

The Aussie housing market is buoyant as the lifestyle stampede from the big cities to regional areas continues during the pandemic. Home prices advanced at the beginning of 2021, supported by record-low mortgage rates, the HomeBuilder grant scheme, the improving labour market, low advertised housing inventory and a pick up in home sales. In fact, CoreLogic estimates that “the number of national home sales over the past three months was 23.9 per cent higher than the equivalent three month period from a year ago.” The lift in sales volumes is consistent with an almost 50 per cent surge in owner-occupier housing loan approvals over the six months to November 2020. And CoreLogic preliminary national auction clearance rates hit 81.1 per cent last weekend.

Home prices remain divergent across Australia. The smaller and relatively ‘Covid-19 free’ housing markets of Darwin (+2.3 per cent), Hobart (+1.6 per cent), Perth (+1.6 per cent) and Canberra (+1.2 per cent) outperformed big cities: Sydney and Melbourne (both +0.4 per cent) in January. 

But it’s regional Australian housing markets – benefiting from remote working arrangements, internal migration, closed borders and better affordability – that are going gangbusters during the pandemic. Regional home prices climbed by 1.58 per cent in January after December’s 1.63 per cent gain – the biggest lift in 17 years. Regional home prices surged 7.9 per cent in the year to January – the strongest annual growth rate in 16 years. CoreLogic data also shows that in 46 of the 88 SA4 regions, home prices were at record highs to begin 2021.

Australia’s manufacturing sector is expanding at the fastest pace in over four years with new order inflows hitting 4-year highs. In fact AiGroup reported that Aussie factories are benefitting from “disruptions to global supply chains,” which “have led more customers to purchase from Australian manufacturers.” And “demand from customers in the agriculture, mining, medical and home building sectors” has been particularly strong as Australia’s post-pandemic recovery gains momentum. 

What do the figures show?

The CoreLogic Home Value Index of national home prices rose by 0.9 per cent in January to be 3.0 per cent higher over the year. 

In capital cities, prices rose by 0.7 per cent to be up 1.7 per cent over the year. House prices climbed 0.9 per cent and apartment prices rose by 0.1 per cent. House prices were up 2.4 per cent on a year ago, but prices of apartments decreased by 0.1 per cent.

In regional areas, home prices jumped 1.6 per cent with house prices up 1.7 per cent and apartment prices up by 1.2 per cent. Regional home prices were up 7.9 per cent on the year with houses lifting 8.2 per cent and apartments up 6.2 per cent.  

The average Australian capital city house price (median price) in January was $709,017 and the average unit price was $574,565.

Home prices were higher in all eight capital cities in January: Sydney (+0.4 per cent); Melbourne (+0.4 per cent); Brisbane (+0.9 per cent); Adelaide (+0.9 per cent); Perth (+1.6 per cent); Hobart (+1.6 per cent); Darwin (+2.3 per cent); Canberra (+1.2 per cent).

Home prices were higher than a year ago in seven of the eight capital cities in January: Sydney (+2.0 per cent); Melbourne (-2.1 per cent); Brisbane (+4.0 per cent); Adelaide (+6.5 per cent); Perth (+3.4 per cent); Hobart (+6.8 per cent); Darwin (+11.4 per cent); Canberra (+8.5 per cent).

Total returns on national dwellings rose by 6.6 per cent in the year to January with houses up 7.2 per cent and units up by 4.8 per cent on a year earlier. In contrast, the S&amp;P/ASX All Ordinaries Accumulation Index fell by 0.7 per cent over the year to January.

What are the implications for investors?

Australia’s property market is strong, driven by a pandemic-led recovery in house prices across regional Australia and smaller capital cities. But it’s not all good news with annual apartment prices turning negative in January amid oversupply and reduced demand for inner city living in the pandemic.

More modest gains in home prices are being recorded in Sydney and Melbourne as both contend with disruptions from virus flare ups, higher pandemic job losses, border closures, slowing population growth and a weaker unit market. In fact, prices fell slightly in Sydney – City and Inner South (-0.3 per cent), Sydney – Inner West (-0.1 per cent) and Melbourne – Inner East (-0.03 per cent) in January.

And the rental market is incredibly weak in Australia’s two most populous cities with rents down 7.8 per cent in Melbourne and 5.6 per cent in Sydney over the year to January. The recovery in inner city rentals remains highly dependent on employer return-to-work directives, continued virus suppression and the job market recovery. But the upside is that rental affordability has improved for younger local students returning to university campuses in the next month. 

Commonwealth Bank (CBA) Group economists expect national home prices to lift by around 8.0 per cent in 2021.  However disparities within the housing market are expected to linger with stronger demand for detached housing relative to units and townhouses.

Home prices hit record highs in 46 Australian regions: CommSec's Ryan Felsman

Apartment values in Sydney continued to decline over January, posting -0.1 per cent losses, according to data analytics firm CoreLogic.

It follows a -0.1 per cent loss over December and -0.7 per cent in November.

The decline sees the unit market in the harbour city the worst quarterly performer across the country, with values down one per cent, the only apartment market to have seen declines.

Sydney's median apartment value now sits at $734,198. There was some good news for apartment investors who were given a boost over the month. Unit rents rose 0.8 per cent, the first month on month rise since March last year.

Unit rents had declined 5.6 per cent over the past year.

Urban has taken a look at three apartments blocks to secure under the median apartment value.

<h2>Beyond, Hurstville</h2>

Price: One bedroom apartments starting from $585,000.

The Hurstville apartment complex Beyond, developed by Fridcorp, has both of its one bedroom apartments less than Sydney's median apartment price. One beds start from $585,000, while a one bed with study and a parking spot starts from $685,000. Two bedroom apartments are priced from $845,000.

Due for completion this year, Beyond has been designed by DKO Architecture and features Wellness by Fridcorp, Australia's first first precinct designed as a holistic environment that nurtures social, emotional and physical wellness. There's also a 4,500 sqm Beyond retail precinct anchored by Woolworths.

<h2>Bloom Arncliffe</h2>

Price: Two bedroom apartments from $710,000

Buyers can secure a two bedroom apartment in the completed Bloom Arncliffe apartments by developer Wingate in Sydney's south for less than Sydney's median apartment price. One bedrooms start from $595,000 and three bedrooms are priced from $950,000.

The 318 apartments across seven buildings designed by EJE Architecture and built by Richard Crookes Construction are part of the $136 development which also features 36 commercial spaces and a youth centre with basketball courts, a gym and support facilities.

In Georgette, stage two of Kew Schofields on the edge of Sydney's urban sprawl buyers can secure the most expensive apartment for nearly $170,000 under Sydney's median apartment price. The priciest two bedroom apartment, which comes with a study, two bathrooms and a parking spot, is priced from $570,000.

And apartments in Georgette, developed by Positive Investment Enterprise and designed by PBD Architects, are eligible for the $15,000 HomeBuilder grant. Georgette is set for completion later this year.

Sydney apartment median value down -0.1% in January: What you can buy for the new median

The combination of reopening unleashing pent up demand, an avalanche of government incentives (including stamp duty concessions, various state support measures, HomeBuilder and an expansion of the First Home Loan Deposit Scheme), a further easing in lending standards on the way for early this year (with the removal of responsible lending obligations), record low mortgage rates, the desire to "escape from the city" helped along by ongoing bank payment holidays and Government income support measures averted a sharp fall in prices that would otherwise have followed from higher unemployment and underemployment, weak inner city rental markets and the hit to immigration and brought forward demand from first home buyers and owner occupiers. As a result property prices have turned up far earlier than I had been expecting and there appears to be a bit of FOMO (or the “fear of missing out”) creeping into some markets and pushing them higher.

At the current rate of increase average capital city dwelling prices will surpass their September 2017 record high by March, although this masks a wide divergence with: record highs already in Brisbane, Adelaide, Hobart and Canberra and in average regional home prices; Perth and Darwin remaining well down on their 2014 highs; and Sydney and Melbourne prices having been range bound since 2017.  

Outlook

Australian home prices are likely to continue to rise through 2021 being boosted by record low mortgage rates, government home buyer incentives and with the recovery in the economy expected to offset the phasing down of income support measures and bank payment holidays and some incentives. As a result average capital city home prices are expected to rise by around 5% through the year. While first home buyer incentives are likely to be reduced seeing a decline in first home buyer demand later in the year, investor interest is expected to pick up.

However, the outlook is widely divergent across cities, within cities and across units versus houses.

The downside risks relate to: renewed coronavirus related lockdowns with the latest being in Perth although so far new case numbers seem to be getting kept down and vaccines should help head off this risk entirely later in the year; higher unemployment and underemployment and distressed sales as government income and bank support measures wind down although the risk on this front are rapidly diminishing; falling rents and high vacancy rates in inner city Melbourne and Sydney weighing on investors; a 100,000 per annum reduction in underlying dwelling demand flowing from the hit to immigration; and a pandemic/work from home driven “escape to the suburbs and regions” that is weighing on inner city/unit prices but pushing up outer suburban/house and regional prices.

It remains hard to see that the reversal in net immigration from around 240,000 people per annum to an expected net outflow of people this financial year (of -70,000) and next (of -20,000) won’t have a significant impact. The surge in population growth of around 150,000 people per annum taking it to around 375,000 people per annum due to higher immigration from the middle of the 2000s was the main factor explaining very expensive Australian housing over the last 15 years as the property market became chronically undersupplied. The collapse in population growth which is likely to result in a halving in underlying demand for housing this financial year and next at the same time that governments are intent on supporting housing construction via various initiatives including HomeBuilder is likely to weigh on prices at some point as chronic undersupply gives way to oversupply in some areas. Particularly with rate cuts and incentives pulling demand forward and mortgage rate reductions reaching the end of the road. This is particularly likely to weigh on unit rents and prices along with investor demand in Sydney and Melbourne.

Inner city Melbourne and Sydney are the most vulnerable to the hit to immigration, but this may not become fully apparent for another six months or so. Outer suburban areas and houses in these cities are likely to continue seeing solid price gains reflecting the “escape from the city” phenomenon against a backdrop of very low mortgage rates. On average Sydney and Melbourne price gains are likely to be modest at around 2 to 3% through 2021.

Other cities and regional areas are likely to perform well reflecting lower levels of debt and less exposure to immigration and as such as likely to see rising average prices with record low mortgage rates dominating. Adelaide and Brisbane are playing catch up after years of underperformance compared to Sydney and Melbourne, Canberra is benefitting from strength in public sector employment and Perth and Darwin are starting to recover after bear markets ever since 2014 helped by the recovery in mining investment in WA. Expect average price gains of close to 10% in Adelaide, Brisbane, Perth, Darwin and regional areas and around 5 to 7% in Canberra and Hobart.

Basically, Sydney and Melbourne lead the longer term cycle and the other cities and regional prices follow. Right now, Brisbane, Adelaide, Hobart, Canberra and average regional dwelling prices are playing catch up after underperforming Sydney and Melbourne into 2017 and Perth and Darwin home prices are finally recovering from a multi-year bear market that went bust with the end of the mining investment boom. The surge in immigration played a big role in the outperformance of Sydney and Melbourne into 2017 and this is now going into reverse.

Outer suburban houses and dwellings in regional centres are likely to perform better than inner city units in most capital cities as a continuing trend to working from home and a greater focus on lifestyle dominates.

Regional home prices outpacing the capital cities in 2021: Shane Oliver

The Melbourne apartment market has continued to see price growth at the start of 2021 following a strong run toward the back end of 2020.

The median apartment value was up 0.1 per cent, according to data analytics firm CoreLogic, following from 0.6 per cent gains in December and 0.7 per cent gains in November.

The gain sees the median apartment value hit $577,206. Apartment investors were given a boost over January, with unit rents holding firm having declined 7.8 per cent over the past year.

Urban has taken a look at five apartments blocks to secure under or around the median apartment value.

<h2>1. Collins &amp; Bates, Chadstone</h2>

Price: Two bedroom apartments starting from $520,000.

In the 98 residence Collins &amp; Bates, you can secure a two bedroom apartment for well below Melbourne's median apartment value. Prices for two beds start from $520,000, with one bed apartments from $420,000. All three bedroom residences, which started from $1 million, are sold out.

Aultun Property Group are the developers behind Collins &amp; Bates. They had Point Architects design the residences and had C&amp;C Interiors handle the interiors which feature Caesar stone bench tops, porcelain splashbacks, Bosch appliances, wool carpets and engineered oak timber flooring.

<h2>2. Hurstmon, Malvern East</h2>

Price: One bedroom apartments starting from $449,000.

Landream's Hurstmon development, set for completion in early 2022, has one bedroom apartments available from as low as $449,000. Their two bedroom apartments are a step up, starting from $795,000.

Designed by Telha Clarke, the 39 residence development is surrounded by stately trees and lush, established gardens.

Wolf&amp;Lamb's Verre development, set for completion in early 2022, has one, two and three bedroom residences on offer with prices ranging from $385,000 to $815,000.

The 57 residence complex has been designed by Chamberlain Architects.

Price: Two bedroom apartments starting from $569,000.

Winner of the HIA Victorian apartment complex of the year for 2020, the Melbourne Grand has its two bedroom apartments starting from $569,000, just below Melbourne's median apartment price.

The 652 unit project, developed by Central Equity, offers a range of one, two and three bedroom apartments priced from $489,000.

<h2>5. Volaire, West Melbourne</h2>

Price: Two bedroom apartments starting from $599,000.

Just above Melbourne's median price are two bedroom apartments in the 159 apartment development Volaire. The CBUS Property-developed project spanning 10 levels has been designed by Hayball to pay homage to the site's industrial heritage with its architectural façade.

Apartment investors were given a boost over January, with unit rents holding firm having declined 7.8 per cent over the past year.

Melbourne apartment median value up 0.1% in January: What you can buy for the new median

A broad trend that is becoming increasingly evident is the outperformance of houses over units, according to the latest report from CoreLogic.

They found that at a national level, house values have risen by 3.5% over the past six months while unit values are unchanged. More recently, the past three months has seen every capital city record a stronger result for houses over units.

“Demand for units has diminished through COVID-19 amidst record low levels of investor participation and changing living preferences. At the same time supply levels are heightened in some precincts. While demand and supply remain imbalanced we are likely to see units continue to underperform relative to detached housing markets,” Tim Lawless said.

The rental market dynamic has changed substantially through COVID but there are some early signs that weakness across the unit sector is starting to level out, if not turn around.

Rental demand has transitioned towards detached and lower density housing markets since the pandemic, partly reflecting the disruption to rental demand from overseas migration, but also the stress of changed working conditions, caused by COVID restrictions, in industry sectors that are traditionally more aligned with rental demand. Additionally, with more people working from home, demand for larger housing options has lifted.

Unit rents in Melbourne and Sydney are down 7.8% and 5.6% respectively over the past year, but in some positive news for landlords, the rate of decline is easing across these markets; in fact Sydney unit rents posted the first month-on-month rise in January (+0.8%) since March last year and Melbourne unit rents held firm over the month.

Unit rents across Brisbane and Hobart have also been on a downwards trajectory through COVID, however recent months have shown a similar trend of rising rents as conditions start to stabilise.

Part time job numbers have now fully recovered back to pre-COVID levels and more businesses are embarking on a return to work program which could be helping to support renewed demand towards inner city rental accommodation. Additionally, with rental rates now lower for inner city units, improved rental affordability could be attracting more people back to inner city renting.

Geographically, Perth and Darwin stand out with the largest rental increases. The annual lift in house rents is well into double digit territory while unit rents are also posting strong gains.

The strong rental conditions in these regions comes after a long run of falling rents and low levels of investment activity. The result is extremely tight rental supply at a time of rising demand, while affordability is relatively healthy due to the sustained fall in rents between 2013 and 2018.

Despite the substantial lift in Perth and Darwin rents over the past year, the median rental rate in Perth is still $90/week lower than the 2013 peak, and Darwin rents remain $145/week below their previous record high in 2014.

Gross rental yields have been under some downwards pressure as housing values outperform rents, with gross rental yields across the combined capital city yields down 9 basis points, and the combined regional areas have recorded a 19 basis point drop.

Although the general trend is towards yield compressions, there are a few broad regions where rents have risen faster than housing values, resulting in higher yields over the year. The gross yield in Perth is up 11 basis points to reach 4.4% and Darwin yields are 16 basis points higher at 6.0%.

Perth and Darwin buck the trend of weakening rental yields: CoreLogic

Abbas Shieh, of Islamic Azad University and Robert Freestone, of UNSW found that, though the industrial revolution transformed cities, resulting in places of residence and work becoming more distant than ever before. This spatial segregation is still largely embedded in the design of our cities today.

But the COVID-19 pandemic might have brought our cities to a similarly dramatic turning point. Working from home has received a far-reaching fillip. Our pre-COVID survey of 277 remote-working employee and self-employed Australians shows most had a separate workspace for telework and generally felt satisfied with their home-work environment.

But levels of satisfaction among workers in home-based settings vary. We identified some key factors to explain these differences.

Teleworkers’ work motivation increased with:

<ul>
<li>
	having a higher income
	</li>
	<li>
	being a single parent with children
	</li>
	<li>
	living in an apartment
	</li>
	<li>
	satisfaction with workspace size
	</li>
	<li>
	quality of home office equipment
	</li>
	<li>
	the mobility of owning a private vehicle.
	</li>
</ul>
For Australian sole parents, who are more likely to be women than men, telework at home can be an efficient and smart way of working. While having more time at home for caring responsibilities, they can work and earn money for household expenses.

Living and working in apartments can provide more opportunities for social interaction. It can also enable more efficient use of energy, lowering costs. Apartments and units are more likely to be located in higher-density urban areas, which offer better access to office and business services and other amenities.

At the same time, there were factors that decreased teleworkers’ motivation, including:

	being in full-time employment
	</li>
	<li>
	complicated corporate protocols
	</li>
	<li>
	shorter time living in the current residence
	</li>
	<li>
	feelings of isolation and distraction
	</li>
	<li>
	having convenient access to public transport.
	</li>
</ul>
Access to public transport might seem counterintuitive but while enabling work-related journeys it also promotes more engagement outside the home, distractions to some extent, and so fewer feelings of isolation. Work-life balance at this micro-scale also has to be negotiated individually.

<h2>Home workplace qualities neglected</h2>

The pandemic has given new impetus to the critical rethinking of dispersed urbanisation that dates back to the <a href="https://www.theguardian.com/environment/2011/mar/03/1970s-oil-price-shock">sharp rise in energy prices</a> in the early 1970s. The idea of working from home re-emerged at the dawn of the telecommunications revolution early in the 1980s.

Our latest collective experience of working from home has brought into sharp relief both the <a href="https://www.theguardian.com/commentisfree/2020/apr/12/working-from-home-history-coronavirus-uk-lockdown">pitfalls and the positives</a>.

The academic literature on telework from fields such as organisational psychology focuses on maximising economic and logistical efficiency. Many studies ignore the <a href="https://apo.org.au/sites/default/files/resource-files/2013-11/apo-nid59864.pdf">positive and negative effects</a> being in the home has on the worker.

<h2>How to improve support for telework</h2>

To date, organisational and managerial policies have been contradictory. There are public and private <a href="https://telecommunities.files.wordpress.com/2012/01/atac_report1.pdf">organisational guidelines</a> and supportive <a href="https://www.ato.gov.au/individuals/income-and-deductions/deductions-you-can-claim/home-office-expenses/">government tax policies</a> to encourage teleworking. These cover matters such as ergonomics and utilities (internet, electricity and technology).

But these policies do not practically or adequately support teleworkers’ access to appropriate conditions. Teleworkers can still be left alone with a host of problems and personal challenges.

Many of these issues are rooted in place-related factors. For example, although Australian tax-deduction policies cover internet, electricity and technology costs, they do not cover the capital costs of home renovations made to provide a home office or telework space. Yet these modifications are of great importance for successfully working from home.

The <a href="https://www.oecd.org/coronavirus/policy-responses/productivity-gains-from-teleworking-in-the-post-covid-19-era-a5d52e99/">OECD</a> has recognised the risk of policies over-promoting teleworking for economic gains. The negative consequences, such as increased social isolation, distraction and work-family conflict, mainly affect the most vulnerable social groups. They include sole parents, people with disabilities and older people.

Based on our research, the government should:

	encourage formal agreements for working from home
	</li>
	<li>
	support modification of homes for telework for vulnerable social groups
	</li>
	<li>
	develop opportunities in <a href="https://theconversation.com/regional-australias-time-has-come-planning-for-growth-is-now-vital-149170">small regional cities</a>
	</li>
	<li>
	encourage more <a href="https://theconversation.com/why-coronavirus-must-not-stop-australia-creating-denser-cities-137487">compact cities</a>
	</li>
	<li>
	develop public shared work offices and spaces at the local level.
	</li>
</ul>
These policy suggestions are consistent with many recent Australian urban development trends.

<h2>A smart city or a wise city?</h2>

Teleworking seems set to become a <a href="https://www.brookings.edu/blog/up-front/2020/04/06/telecommuting-will-likely-continue-long-after-the-pandemic/">more entrenched work practice</a> than ever before. Yet factors such as the impacts of home and place on human motivation have not been dealt with.

Over time, if governments want to encourage telework, our cities will need to change. COVID is keeping us home, but what makes working there a success or failure?

National housing values reached a record high over January, as 0.9 per cent gains took values higher than the previous September 2017 peak, according to property data firm CoreLogic.

CoreLogic's monthly home value index found every capital recorded dwelling value growth over the first month of 2021. Housing values are now one per cent above pre-COVID levels and 0.7 per cent higher than September 2017's record high.

Sydney and Melbourne were the weakest of the capital cities over January, posting modest 0.4 per cent gains.

Darwin continued to be the national market leader, up another 2.3 per cent to be 6.6 per cent up over the quarter. Perth and Hobart each saw a 1.6 per cent rise in dwelling values, followed by Canberra who were up 1.2 per cent and Brisbane and Adelaide both up 0.9 per cent.

CoreLogic research director Tim Lawless says the largest capital city markets are seeing property in the state's regional areas vastly outperform the capital.

Home values across regional Victoria jumped 1.6 per cent over January compared to the 0.4 per cent in Melbourne, with regional New South Wales posting 1.5 per cent gains compared to 0.4 per cent in Sydney.

“Internal migration data shows more people are leaving Sydney and Melbourne for regional areas, resulting in a transition of activity from the metro regions to the outer fringe and regional markets," Lawless said.

"This demographic trend is further compounded by the demand shock of stalled overseas migration.

"As Melbourne and Sydney historically receive the vast majority of overseas migrants, these metro areas have been the hardest hit by this demand shock.”

Since the onset of COVID-19 in March last year, regional housing values have surged 6.5% higher while capital city housing values are down -0.2% over the same time frame.

“Better housing affordability, an opportunity for a lifestyle upgrade and lower density housing options are other factors that might be contributing to this trend, along with the new found popularity of remote working arrangements," Lawless added.
