High-profile apartment defect cases have changed the way many NSW buyers approach purchasing, putting greater scrutiny on building quality, strata records and the parties behind a development before a contract is signed.

The industry buyers are assessing today, however, is also different from the one in which cases such as Opal Tower and Mascot Towers emerged.

NSW has introduced a series of regulatory measures aimed at strengthening oversight of apartment construction, including Building Commission NSW, the Residential Apartment Buildings Act 2020 and the Strata Building Bond and Inspections Scheme. Under the latter, developers are required to lodge a bond, with independent inspections forming part of the process for identifying defects in new strata developments.

Those changes provide another layer of protection, but they haven't removed the importance of buyer due diligence.

For purchasers considering an apartment, that means looking beyond the residence itself. Building and strata history, strata reports, the track record of the builder and developer, the condition of common property and any known or planned expenditure by the owners corporation can all form part of assessing a building before purchase.

Whether the development is already complete can also materially change what can be assessed.

An off-the-plan purchaser is necessarily buying before the finished product exists. A completed apartment, by comparison, can be walked through before contracts are signed, allowing the purchaser to see the finishes, common areas and broader building as they have actually been delivered rather than relying solely on plans and renders.

It also removes exposure to some of the uncertainties that exist between an off-the-plan purchase and completion, including construction delays, cost pressures and builder insolvency during the delivery period.

<a href="https://www.apartments.com.au/project-marketer/equitifund-group">Projects by Equitifund</a> National Sales Director Ben Hamblett said that greater focus on tangible evidence is increasingly evident among apartment purchasers.

“The biggest shift we're seeing is buyers wanting proof, not promises,” Hamblett said.

“That's exactly why we deal in completed stock - you can inspect the building before you commit - and why we've backed every purchase with a cash bond against special levies.”

At <a href="https://www.apartments.com.au/buildings/the-lennox-parramatta-12-phillip-street-parramatta-nsw-2150">The Lennox</a> in Parramatta, that emphasis on a completed, inspectable product is already in place.

The 413-apartment, 46-level tower at 12 Phillip Street is being marketed by Projects by Equitifund, allowing prospective purchasers to inspect the residences, common areas and resident facilities before committing.

The Lennox also introduces another layer to the due-diligence conversation through Strata Surety.

The vendor-funded arrangement provides purchasers with a cash-backed bond held in their own solicitor's trust account from settlement. According to Equitifund, the bond covers any special levy raised during the applicable cover period and is provided at no cost to the purchaser.

Special levies can create an unexpected cost for apartment owners where an owners corporation needs funding beyond its existing strata contributions. Under NSW strata law, a special levy requires approval by owners at a general meeting.

Equitifund Executive Chairman Greg Huxley said Strata Surety was designed to provide something more concrete than reassurance about that potential exposure.

“Buyers have every right to ask hard questions about strata risk - the industry has given them plenty of reasons to,” Huxley said.

“Our answer isn't a reassurance, it's a bond. Strata Surety puts real money behind that confidence, held by the buyer's own solicitor, not by us.”

For The Lennox, its completed status also means purchasers can assess not only the apartment itself, but a building that has already been occupied and operating for several years.

Completed in 2021, the $300 million development, designed by <a href="https://www.apartments.com.au/architects/marchese-partners">Marchese Partners</a>, comprises one, two, three and four-bedroom apartments, with open-plan living areas extending to private balconies. The Lennox is also home to the Southern Hemisphere's first fully robotic residential car park, which has now operated for several years. The ability to investigate a building's history, review its strata position and, where possible, inspect what has actually been delivered remains central to making an informed apartment purchase.

The brief to <a href="https://www.apartments.com.au/architects/plus-studio">Plus Studio</a> was deliberately simple: "Don't design around the heritage. Design from it." It became the philosophy behind a project that draws inspiration not only from two landmark heritage buildings, but from Collins Street itself, a street layered with architectural history and civic significance.

That philosophy has shaped one of <a href="https://www.apartments.com.au/developments/melbourne-vic-3000">Melbourne</a> CBD's most considered residential projects, where the 1924 State Savings Bank and neighbouring Batman's Hill Hotel have become the architectural foundation for 623 Collins rather than remnants preserved beneath a new development.

Rather than approaching the site as a blank canvas, <a href="https://www.apartments.com.au/developers/sterling-global">Sterling Global</a> saw the existing buildings as the beginning of the story.

"Sites like this rarely become available," the developer said.

"623 Collins wasn't simply an opportunity to develop a prominent CBD site. It was an opportunity to restore and reimagine one of Melbourne's important heritage landmarks while contributing to the continued evolution of Collins Street. Instead of mimicking the ornate heritage architecture, Plus Studio studied the proportions, rhythm and craftsmanship of the original buildings before translating those characteristics into a contemporary 42-storey tower.

"The brief challenged us to create a contemporary landmark that respected Melbourne's architectural history without becoming nostalgic," Plus Studio said.

The practice says the State Savings Bank and Batman's Hill Hotel became the project's primary source of inspiration, allowing the heritage buildings and contemporary architecture to exist "in conversation rather than contrast." Generous planted terraces further soften the transition between old and new, creating elevated green spaces while reinforcing the dialogue between the restored podium and the contemporary tower.

That dialogue continues throughout the interiors, where Melbourne designer Fiona Lynch developed a material palette inspired by the idea of alchemy, balancing contrasting materials that reference both the Neo-Grec detailing of the original bank and contemporary urban living. The result is a series of spaces that feel timeless rather than trend-driven.

The project will deliver 316 residences across four collections, Heirloom, Signature, Reserve and the Penthouse Collection, with each responding differently to its position within the building, from the restored heritage podium through to the upper levels of the tower. The Heirloom Residences retain defining heritage elements including original heritage windows, generous proportions and high ceilings, while the tower introduces contemporary homes with expansive layouts and elevated views.

Amenities have likewise been designed to support long-term city living rather than short-stay convenience. “A new cobblestone laneway and landscaped connection between James Street and Gasworks unlock a missing pedestrian link, improving walkability and stitching together two of Brisbane’s significant urban destinations,” Bureau Proberts said in its Urban Design Report.

Architecturally, Bureau Proberts has conceived the building as a collection of vertically expressed, stepping forms rather than a single uniform tower. The composition rises from an articulated podium before being broken by a triple-height landscaped recreation level, with the upper section becoming more compact before terminating in a landscaped rooftop garden.

The project's name and architectural language draw directly from Newstead's industrial history. Patterned off-form concrete is proposed as the principal façade material, complemented by slender metal rod balustrades and extensive planting. The cylindrical and vertically ribbed elements give the building its silo-like expression, while curved balconies and planted edges introduce a softer subtropical layer.

“The Silo reinterprets its robust forms, scale and materiality through a contemporary subtropical architectural expression, creating a building that acknowledges its industrial legacy, while responding to the way the precinct is occupied today,” Bureau^Proberts said.

The recreation level is one of the defining breaks in the tower. Plans include a lap pool, mature subtropical planting and shared resident facilities within an elevated communal garden. Landscaping continues through the podium and onto the rooftop, where a further garden forms what the architects describe as a “subtropical crown” to the building.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

For most Australians, buying an apartment is one of the biggest financial decisions they'll ever make

The location, floorplan and price are often the first considerations, but in recent years another question has become increasingly important: who is actually delivering the project?

A series of high-profile builder collapses, construction delays and defect concerns have fundamentally changed how many Victorians approach buying off the plan. The collapse of Porter Davis in 2023, which reportedly left around 1,700 homes unfinished, became one of the most visible examples of the risks that can emerge when a construction company fails. <a href="https://www.equifax.com.au/sites/default/files/lpassets/pdf/Final-Business-Market-Pulse-June-Sector-Deep-Dive-Report-2.pdf">Similar challenges across the broader construction sector</a> have left buyers asking more questions before signing a contract.

As Victoria continues encouraging higher-density housing to address supply shortages, transparency is becoming just as important as location or price.

One tool increasingly entering the conversation is the <a href="https://icirt.com/">Independent Construction Industry Rating Tool (iCIRT)</a>, an independent assessment framework designed to help buyers better understand the developer or builder behind a project. Originally developed by Equifax in consultation with government and industry as part of NSW's Construct NSW reforms, the system has since expanded nationally.

<h2 data-end="1519" data-section-id="7nmx3" data-start="1492">What is an iCIRT rating?</h2>

Most Australians are familiar with independent ratings in everyday life.

We compare ANCAP safety ratings before buying a car. We look at Health Star Ratings in supermarkets. Banks rely on credit assessments when lending money.

Until recently, however, there has been very little independent information available to help apartment buyers assess the business responsible for delivering a residential project.

That gap is what iCIRT was designed to address.

Builders, developers and other construction professionals with an iCIRT rating have demonstrated high-trust characteristics through an independent, evidence-based assessment across six criteria: Character, Capability, Conduct, Capacity, Capital and Counterparties. This involves a rigorous review of financial health, past project track record, and ethical conduct. Crucially, an iCIRT rating could help provide property buyers with confidence that they are working with a professional who has demonstrated the capability, capacity, and willingness to return and rectify issues.

Importantly, iCIRT is not a recommendation to purchase a particular property, nor is it a traditional credit rating. It is an independent assessment framework designed to provide objective information about a construction business using a <a href="https://icirt.com/sites/default/files/2025-08/iCIRT-Methodology-Issue1-May-2021.pdf">published methodology</a>.

The system has been widely adopted in New South Wales, where more than one-third of medium and large residential builders and developers now hold an iCIRT rating, representing over two-thirds of the state's residential building market by value as of 2025/26.

<h2 data-end="3126" data-section-id="h6ohtj" data-start="3084">Why buyers are doing more due diligence</h2>

For many buyers, particularly those purchasing off the plan, the biggest risk isn't whether they'll like the kitchen finishes.

It's whether the project will be delivered on time, to the expected quality, and by a company capable of completing the development.

<a href="https://icirt.com/sites/default/files/2026-07/iCIRT%202025%20Consumer%20Survey%20Report%20v05.pdf">Consumer research commissioned by iCIRT</a> found more than half of respondents believed current protections do not adequately safeguard buyers from builder insolvencies or defective projects. Other research found 88 per cent of prospective buyers would seek independent ratings or due diligence before purchasing, while 90 per cent said trust in construction professionals is essential.

That doesn't mean buyers should rely on a single rating alone.

Independent legal advice, understanding the contract, and seeking financial advice all remain important parts of the due diligence process.

However, an independent assessment can provide another source of information alongside those traditional checks.

<h2 data-end="4138" data-section-id="pquzxc" data-start="4094">Trust is becoming a competitive advantage</h2>

The conversation isn't only changing for buyers.

Developers are also recognising that trust has become an increasingly important part of the sales process.

Five years ago, purchasers typically asked about floorplans, finishes and settlement dates.

Today, sales teams are increasingly being asked about the developer's experience, financial stability, previous projects and construction partners.

For companies with strong governance and established delivery records, an independent iCIRT rating provides another way to demonstrate those credentials before buyers even visit a display suite.

According to Equifax, the assessment can also help businesses drive sales and <a href="https://icirt.com/resources-for-business/icirt-rating-helps-scion-secure-high-value-projects">secure high-value projects</a>, as well as identify operational improvements and <a href="https://icirt.com/resources-for-business/mirvac-reinforces-brand-trust-and-quality-independent-icirt-rating">attract top talent</a>.

<h2 data-end="4962" data-section-id="1j54ng5" data-start="4912">Beyond buyers: lenders are paying attention too</h2>

The influence of independent construction ratings is also extending beyond consumers.

According to Stamford Capital's Real Estate Debt Capital Markets Survey, an increasing number of lenders now incorporate iCIRT ratings into their due diligence processes when assessing residential development finance applications.

The survey found lender adoption has continued to rise, with many respondents saying independent assessments provide additional insight into governance, counterparties and delivery capability beyond traditional financial analysis. Some lenders also reported declining funding applications where businesses had poor or no ratings.

As construction costs remain elevated and access to development finance becomes more selective, demonstrating credibility is becoming increasingly valuable.

<h2 data-end="5801" data-section-id="1qazuxs" data-start="5772">What it means for Victoria</h2>

Victoria's apartment market is entering a new phase.

The state is seeking to accelerate higher-density housing while simultaneously introducing reforms aimed at improving confidence in residential construction.

For buyers, that means there are more tools available than ever before to research the businesses behind a project.

For developers, it signals that transparency is becoming another point of differentiation in an increasingly competitive market.

Buyers are asking more questions than ever before and increasingly expecting independent information, not just marketing material, before making one of the biggest financial commitments of their lives.

The chief executive of the Victorian government’s urban renewal and development authority, Places Victoria, has stepped down as one in four jobs have been cut among staff from the organisation.
Sam Sangster resigned after six-and-a-half years with Places Victoria.
Places Victoria replaced the previous development authority VicUrban last year and overseas large scale urban renewal projects such as Docklands, house and land releases across Melbourne and Victoria and other commercial developments such as urban renewal projects in Wodonga and the Officer Town Centre in Cardinia Shire.
Yesterday, Places Victoria announced that a “number of positions would become redundant in response to a downturn in the property development market and a subsequent repositioning and restructuring of the organisation”.
The restructure, which will see full time job numbers cut from188 to 135 by March next year enabling the organisation to “reduce its portfolio of undeveloped land assets and maintain a focus on the identification and development of large precincts along with the identification of urban sites, that have further housing and workplace potential’ .
Sangster will step down early next year having only been appointed CEO in November last year.
“Places Victoria has to balance delivery of services to the urban development sector with meeting the policy objectives of government. The reduction in portfolio, restructure and redundancies are a reflection of the same pressures that the private sector is facing,” said the organisation in a statement.
His resignation follows chairman Peter Clarke stepping down on full pay in August while an ASIC investigation is resolved regarding the collapse of Australian Property Custodian Holdings Ltd, manager of the Prime Retirement and Aged Care Property Trust. Clarke was a director of APCHL. ASIC is investigation allegations that directors breached their duties.
Deputy chairman Ken Fehily is standing in as acting chairman for the duration of the investigation until a resolution is reached.
Places Victoria reported a loss of $18.8 million in its 2011-12 annual report amidst a “challenging economic environment for the property development industry”.
The annual report included property write-downs of $42 million due to the downturn in the market.

Interior painting could cost $4,700 for the painting of a four-bedroom townhouse with its exterior painting possibly costing $3,300.

According to the guide, NSW offers the best bang for a buck, with the cheapest quotes from painters. 

Victorians on average pay $400 more per task than their NSW counterparts, with prices starting at $1,700 for a one-bedroom apartment.

The Sunshine Coast is the most expensive, with painting a one-bedroom apartment costing $1,870, however a job with three bedrooms will get you a better deal.

Quotes are generally consistent among states, however for a more precise quote, you simply need to write a job description and sit back and wait for the quotes to roll in.

Tiling ties with painting for the cheapest service, with customers paying an average of $40 per square metre excluding materials.

The minimum job quoted for tiling a small outdoor area of six square metres was $250.

The tiling of a 20-square-metre outdoor balcony area is listed as an average job with a likely quote of $500.

The tiling rates in New South Wales are 5% more than the national average of $40 per square metre, and Victorians can expect to pay $45, an increase of 12.5%.

However, the guide says that New South Wales and Victoria property owners pay less than Queenslanders when charged by task.

The third cheapest service is plastering, with an average cost of $45 per hour.

The minimum plastering job quoted in the service guide was for the repair of a ceiling and cost $150.

A plastering job of two plasterboard walls and one ceiling could cost $500.

The plastering of walls and ceilings in two rooms comes with a $2,000 price tag.

Carpenters are the third most expensive, with an average price of $50 per hour, excluding materials.

A job of building and installing a linen cupboard could cost on average $700.

The second most expensive service is electrical, which has an average cost of $65 per hour.

The minimum quoted price was $65 for residential electrical wiring.

Four light fittings and the replacement of switches and power points could cost you on average $300.

The maximum quote recorded by ServiceSeeking.com.au was $1,200 and was for the installation of four fans, 12 lights and powerpoints.

Victorians pay 40% less when it comes to appliance installation.

The most expensive general trade service is plumbing, with an average of $70 per hour.

A minor bathroom shower tap job could start from $80.

The installation of a new stove with gas fitting could cost you $400.

A larger job of installing gas pipes for heating, hot water and an oven can cost up to $1,000, the average quoted price.

Victorians can expect to pay 10% more for a plumber, paying on average $77 an hour.

New South Wales and Queensland are 7.1% below the national average of $70 an hour.

According to the 2010 Australian Services Buyers Guide, the average hourly rate was $66 although the average job price has come back.

The inclusion of details and prices that were charged for some recent jobs give consumers an idea of how much they should be paying for similar work.

In other words, what is the potential for future capital gains and growth in rental yields in the location of your investments?

Bernie Mitchell of Focus Property Management suggests that you first look at the levels of stock for sale and rent in your area. And also try to ascertain how long properties tend to be on the market before being sold. This can provide a vital key to the possible future capital gains and growth in rental yields.
“Say about 100 properties a year are sold in a suburb, and there are 300 properties on the market,” Mitchell says. “Basically, there is three years’ of sales stock on the market now.” [Of course, unsold stock levels can vary significantly with the state of the overall property market.]
The same principle applies with the stock of properties to rent. If a suburb has a large stock of properties to rent – in other words, a high vacancy rate – it will be tougher to earn your desired rental yield.
Investors can do much of the basic research into the numbers of properties for sale and rent by searching real estate websites and by speaking to local real estate agents as well as buyer’s agents.
Signs of a strong area for property investments can include solid population growth and improving infrastructure such as the building or planned building of motorways. Quality of public transport can be a valuable indicator.
Mitchell warns, however, that strong population growth in, say, a regional area can be for a specific reason that may not lead to long-term benefits for your property investments. So do your homework.

Capital city hotels will continue to appeal to both local and offshore institutional investors due to rising demand from both overseas Asian visitors and more Australians choosing to travel locally, according to the latest hotel outlook report from Deloitte Access Economics.
However, much of the strong pick-up in domestic travel is business related, with a negligible rise in the number of Australian travelling domestically for holidays over the past 12 months, meaning regional hotels and coastal resorts are set to continue to struggle.
According to Deloitte, nationwide occupancy rates reached 65.9% in the year to June 2012, up from 64.8% over the year prior, but occupancy rates are much higher for capital city hotel markets, where many overseas buyers have made acquisitions and launched new developments.
The research firm forecasts that growth in the average room rate of 3.7% per year will underpin average annual revenue per available room growth of 4.3% over the next three years.
Perth has strongest outlook and represents very strong demographics for investors with a current occupancy rate of 86% for the year to June 2012, suggesting very little spare capacity, especially during the week when business travel is at its peak.

Yields are forecast to grow by 11.3% per annum over the same period, rising from $165 in the year to June 2012 to $257 in the year to June 2015.
Sydney occupancy rates are forecast to rise from 85.4% currently to 87.7% in the year to June 2015, with revenue per available room (RevPAR) expected to grow by 4.5% over the next three years from $162 for the year to June 2012 to $185 for the year to June 2015.
Melbourne’s occupancy rate is expected to rise from 80.5% currently to 85.5%, with RevPAR forecast to grow by 6.2% per annum over the next three years, while Brisbane occupancy rates are forecast reach 81.9% by June 2015. Apart from the Mosaic Grand Chifley, opening next year, there is little in the supply pipeline. Brisbane room rates are forecast to grow by an average of 5.7% per annum over the next three years, while growth in yields is expected to be 6.2% per annum.
Deloitte forecasts international visitor arrivals to grow by an average of 4% per annum between now and June 2015 and international visitor nights to grow by an average of 4.3%.
The number of international visitors coming to Australia grew relatively modestly in the year to June 2012, but numbers are expected to pick up, with Deloitte forecasting above average growth.
“The headline growth in international arrivals continues to mask vast divergences across source markets, with China growing at double-digit pace while some traditional source markets (including Japan and the UK) contract.
“Over the next three years, more than 75% of the growth in international visitor nights will be from Asian travellers. Asia is, and remains, the key, and China continues to present a huge and long term opportunity,” says Deloitte Access Economics’ Lachlan Smirl.
"Local travel activity is also rebounding strongly, with domestic growth at their strongest in a decade,” he says.
“Domestic overnight trips increased by 5.8% for the year to June 2012, while domestic visitor nights grew by 6.7%,” Smirl says.
“Domestic visitation has now almost returned to pre-GFC levels and our forecast for growth in domestic visitor nights has been revised upwards, to an average of 1.3% per year over the next three years.
“This positive news is tempered slightly, however, by the mix of domestic travel type, with almost all of the growth in domestic visitor nights attributable to business travel and those visiting friends and relatives.
“Business visitor nights increased 9.2%, while friend and relative visits grew 13.8% in the year to June 2012. Domestic visitor nights by holiday travellers rose by just 0.4%, continuing the trend of sluggish growth in the domestic leisure segment.
“Looking forward, there are strong indications that the domestic tourism market is moving to a positive trend and, while the growth outlook is still moderate, the story is very much an encouraging one.”

If you own an investment property and rent it to tenants, you can run this business yourself or hire a property manager to do it. And that’s how you should regard this situation: it’s running a business.
In Western Australia, around 60% of investment properties are professionally managed by a real estate agency, and the remaining 40% are self-managed by private owners. The evidence suggests however, that the percentage of properties under professional management is growing.
If you work part time or are retired, have some basic legal competencies and understand the complexities of the Residential Tenancies Act (RTA), then managing your own property may work well for you.
The problem is that many private owners don’t understand their legal obligations under the RTA and some get into difficulties as a result.
Most owners underestimate the amount of time that goes into managing a property, or just how difficult, expensive and unpleasant things can become if a dispute arises. For example, if the tenants default on the rent, abscond or require eviction.
This is where a property manager can be invaluable. From the start, a good property manager can arrange the public viewing of the property and then thoroughly check all applications and references from prospective tenants. This includes scanning the National Tenancy Database to see if any applicants have a history of unacceptable behaviour.
Once suitable tenants are short-listed by the property manager and then chosen by you as the owner, the property manager can arrange all the lease documentation, take care of the rent collection, bond lodgement, occasional maintenance, quarterly home inspections and utility expenses, such as water and council rates.
Property managers are also skilled at understanding the market rate for the property and setting the weekly rent accordingly. Many private owners tend to misjudge this or feel uncomfortable about reviewing the rent with renewed leases for existing tenants even though this can be unwise over the long term.
The most important role of the property manager is to act as the link between the owner and the tenant in a professional way, so that the owner is not exposed to any situations that might be uncomfortable, while at the same time ensuring that the tenant can also raise issues without having to confront the owner directly.
If a situation arises that requires going to court, which sometimes happens, property managers are familiar with the law and can represent you at the hearing.
Property managers charge a percentage of the weekly rent as their fee, but this is fully tax deductible as part of your business expenses each financial year.

The benefits of using a property manager for your investment property

Australia’s mutual lending sector – touted as a fifth banking pillar rival of the major banks – appears to have endured a less than productive time over the past 12 months.
The sector earns around three-quarters of its interest income from mortgage lending and has waged a prominent campaign reminding borrowers that mutual lenders act only in the interest of their members and, unlikely the major banks,  are not conflicted when it comes to passing on rate cuts by also having to satisfy shareholder demands for rising profits.
The country’s biggest credit union, CUA, has run an<a href="https://www.youtube.com/watch?v=bjfOv-otGFU&amp;feature=plcp" target="_blank"> advertising campaign </a>urging customers to ditch the major banks with images depicting each of the four banks (NAB, ANZ, CBA and Westpac) as empty suits, with the slogan of the campaign being “Make the big banks invisible”.
In addition, credit unions and building societies compete strongly on low rate mortgage product offerings.
However, the sector does not appear to be gaining any ground on any of the second-tier banks (ING Direct, Bank of Queensland, Macquarie), let alone provide any real competition to the big four, according to the latest APRA figures.
APRA figures for the year to September show that on almost every financial measure, the fortunes of the mutual lending sector have declined: its share of the lending pie has shrunk, returns to shareholders have fallen and profitability has been eroded.
Some of this decline has been structural with total number of credit unions declining from 100 to 92 due to four credit unions converting to banks and three mergers while building society numbers have fallen by one, with the Heritage Building Society converting to a bank.
The effects of these lenders becoming banks and from industry consolidation resulted in credit unions' total housing loans decreased 12.5% to $33.6 billion over the year while building societies' total housing loans decreased 12.7% to $16.2 billion over the year.
These consolidations and ‘defections’ to the banking sector explain to a certain extent the large drop in net profits over the period – though not all of the decline - but also suggest that the industry has lost some of its more profitable operators.
The combined net profits after tax for credit unions fell 21% from $363.6 million in for the year to September 2011 to $286.2 million for the year to September 2012.
Building societies profits slump was even greater, falling 29% from $166 million to $117 million.
Some of this decline can be attributed to Heritage Building Society becoming Heritage Bank and not being included in the results for the sector - Heritage managed a $31 million profit result in its most recent annual report.
Looking at key ratios – return on equity has fallen 0.7% to 0.5% over the course of the year while return on equity has fallen from 8.6% to 6.7%.
Putting this all into perspective, the net profit earned by the banking sector – predominantly the big four banks – for the year to June (September quarter data has not yet been released) was $26 billion with the size of its lending book increasing by 7.5% to $1.33 trillion over the year.

Latest APRA figures paint sober picture of mutual lending sector

The rooftop of early apartment complexes were once home to a simple dreary washing line, but now what’s on the rooftop is almost as important as what is in the newly completed apartment.
All residents in many new high rises are entitled to access rooftops in a trend towards democratisation of the previously sealed off upper levels.

Central South Yarra (pictured above) – a $220 million 30-storey development by Little Projects in South Yarra – is among four apartment complexes that incorporate resort-style resident rooftop access.
The large landscaped outdoor sky terrace is 30 storeys up, offering residents and their guests a 360-degree view across Melbourne.
The rooftop includes an inside dining room on a first-in, first served basis with a 10-seater dining table and kitchen. There's also a lounge, pool and a ‘wellbeing zone’ with fitness equipment.
Michael Fox, managing director of Little Property Group, says the rooftop trend stems from tenants, and their landlord investors, seeking low-maintenance recreational living options.
“They want to enjoy the outdoor scenario,” says Fox.
Fox says the additional recreation space adds to the value of all apartments, despite the loss of revenue from sale of the top floor or rooftop.
“Essentially, it’s an extension of their apartment. Residents are happy to live in smaller spaces but have other facilities at their fingertips so they can entertain their guests in an open and unique environment.”
“The philosophy behind it all is offering purchases lifestyle benefits,” says Fox.

The nearby Yarra House (pictured above) in <a target="_blank" href="/news">South Yarra </a>is a boutique apartment development with a “members-only” 15-metre rooftop lap pool, gym and landscaped garden on level 26.
It offers views of the surrounds of the historic Melbourne High School, the city skyline and the Royal Botanic Gardens.

Montrose (pictured above) in <a href="/news">North Sydney</a> comprises of 104 apartments over 10 levels with occupants having access to a rooftop cinema.
Curtis Field, director of project marketing at Colliers International, which is marking Montrose, tells Property Observer a rooftop cinema is fairly unusual for an apartment project in Sydney, with the trend starting in Melbourne's entertainment district retail terraces.
He says the cinema was included in the design to appeal to younger couples and singles who are expected to show interest in Montrose, and he says it will “add some vibrancy” to the project.
The cinema is made to feel like a home cinema and can be booked through the body corporate.
Field says apartments are getting smaller and therefore residents are use the rooftops as common areas for entertaining.
“It offers added value of views and amenities that they [residents] don’t have to pay for.”
Montrose is almost 50% sold.

Of course the common facilities not necessarily have to induce vertigo. 
In Sydney, Payce's Victoria Park project Platinum (pictured below)  has its has a 2,000-square-metre podium courtyard that is located one level above the street.

The courtyard contains Asian-inspired black bamboo planting to create multi-storey green screens and a pathway to meander through the bamboo.
Intimate pavilions are built from timber and framed steel and are illuminated at night.
There is also an alfresco entertainment area with hanging gardens, storage and a kitchen.
Rooftop trees and plants can clear the air by absorbing toxins such as benzene from the atmosphere.
The landscaping can also intercept between 70% and 90% of incoming solar radiation to aid temperature control.
One mature tree potentially provides nearly as much cooling as five 3-kilowatt air-conditioners, while in winter it helps keep apartments insulated.
The rooftop trend comes as the health-giving benefits of parklands are being acknowledged.
The Western Australian Department of Environment and Conversation (DEC) has established the national “Healthy Parks, Healthy People” program.
The DEC believes parkland is fundamental to people’s health and reduces urban stress as well as boosting immunity to certain health issues.
Parkland and community spaces also allow for a more balanced lifestyle, providing opportunities to socialise and may boost immunity to certain health issues.

Democratising the rooftops as high-rise penthouses become passé

This week’s episode of Grand Designs Australia features a glass house in the Barossa Valley South Australia.
James and Helen build a 60-metre-long, one-room-wide house that is virtually all glass in the hope of capturing the Barossa Valley views.
The house follows the contour of the hill, a 2.5-metre step down over five separate levels.
At the top of hill, there are four north-facing bedrooms, which are all accessed off a continuous ramp corridor that runs down the side of the house.
This corridor flows into a large living and kitchen area, with a sunken lounge at the end of the house.
One continuous roof plane will run along the entire roof.
An existing 130,000-litre water tank will provide the property with all its water needs.
Grand Designs host Peter Maddison says the simple design and double-glazed windows offer the property lightness and transparency.
The Barossa Valley is a major wine-producing region and tourist destination in South Australia.
It is 60 kilometres northeast of Adelaide and has an approximate population of 20,0000 people.
Last week's episode featured a house in <a href="/news">Annandale </a>that was built on a small empty allotment overshadowed by two large buildings either side, one heritage listed.

The trendy suburb of Brunswick is keeping up with Melbourne’s fast-paced property market with the refurbishment of its Barkly Square shopping precinct along with a new nearby apartment complex.
A brisk stroll from Barkly Square is the new apartment complex Albert Apartments (pictured below), by Grange Development Group.

Sitting opposite a 5,665-hectare park, the Albert Street complex will comprise 150 apartments, with nine of its own retail and commercial premises.
One-bedroom apartments are priced at $369,000 to $459,000.
Two-bedroom apartments are priced at $495,000 to $660,000, and three-bedroom apartments are priced at $759,000 to $839,000.
The site was previously owned by the Sires Menswear family since 1920 but was rezoned by the Moreland Council.

“We don’t build run-of-the-mill apartments. Our projects have a point of difference, which is apartments with large living spaces, 2.7-metre ceiling heights, plus quality fixtures and fittings,” says Grange Development Group director Daniel Casper.
“Together we have achieved apartments that are 10% larger than the average and also 10% cheaper than our competitors. It’s a great balance,” says Casper.
The demand for sustainable energy efficient developments means there are 110 solar panels on the roof, expecting to meet 50% of the estimated energy requirements.
Albert Apartments are designed by Carbott Holt Architects.
The Albert Apartments are being offered for sale off the plan through Knight Frank and Avion Properties.
Construction will commence in May 2013 with an expected completion date mid to late 2014.

The first stage of the $17 million refurbishment of <a target="_blank" href="/news">Brunswick</a>’s Barkly Square (pictured below) is set to get underway this week.

Due for completion in April 2013, the refurbishment will include a full upgrade of internal and external appearances and amenities.
The first stage is focused on the fresh food market precinct and includes the upgrade of Kmart, Coles and Safeway.
Stage two is set to commence in April 2013 and will focus on the McDougal Lane dining precinct and the new JB Hi-Fi store.
The new Barkly Square – 14 kilometres north of Melbourne’s CBD – will comprise of 36 specialty shops.
Located at 90-106 Sydney Road and sitting on 17,544 square metres, it is the first time the shopping precinct has received a makeover since it’s opening in November 1983.
Barkley Square is owned by property investment group ISPT Pty Ltd and managed by Jones Lang LaSalle.
Architects Villa and Villa designed the new look.
The leasable shops range from 50 square metres to 400 square metres.
The new retail mix is hoping to build on Barkley Square’s strong fresh food heritage.
“We are thrilled to deliver a brand new, reinvigorated Barkly Square to the Brunswick community,” says Frances Dimech, Barkly Square's senior marketing manager.
“Stage one will showcase some exciting developments and we look forward to celebrating Barkly Square’s 30th birthday next year with the best present of all: a fantastic shopping experience and community hub that embraces the culturally diverse atmosphere this area is know for.”
ISPT chief executive Daryl Browning told the Moreland Leader the refurbishment would ensure Barkly Square was the centre of choice for fresh food and retail services.
“By refreshing Barkly Square’s retail mix, food outlets and amenities, we are creating a contemporary and vibrant shopping destination and meeting place for the Brunswick community who call Barkly Square their local shopping centre,” says Browning.

Sires Brunswick East store set for retailoring as Albert Apartments

Private new residential building activity picked up by 0.9% in the third quarter of 2012, following a run of five quarters of declining activity.
Total residential building activity - including renovations - rose by a more modest 0.6% to $11.2 billion as renovation work done fell by 0.2%
Westpac says the September quarter figures mark a turning point with lower interest rates begin to have an impact. “This is the start of an upswing, although the strength of the cycle remains uncertain,” says Westpac.
CommSec economist Savanth Sebastian says the outlook for the residential sector “looks much brighter”.
“Lower interest rates, strong population growth, healthy employment, and pent up housing demand is starting to see the housing sector shake of the shackles and begin a much needed resurgence, says Sebastian.
However, ANZ was less excited about the improvement in residential building activity, which it said was consistent with the improvement that it has witnessed in residential building approvals – a lead indicator for construction work done.
“Nonetheless, activity within this sector remains subdued and while we are expecting residential construction activity to strengthen further going forward, a number of structural impediments are likely to constrain the prospective upturn."
Private renovation work fell for the fourth consecutive quarter, an indication, says Westpac, "that consumers have been relatively cautious over this time”.
Construction work done in the non-residential construction sector declined by 4.5% quarter-on-quarter.
ANZ says ongoing weakness in non-residential building approvals data suggests that a “cyclical upswing in this sector remains some way off”.
Across all sectors, the volume of construction activity picked up by 1.7% over the September quarter to $51.3 billion to be 6.0% higher than a year ago and in line with market expectations with the mining investment boom once again the major source of growth in construction activity.
Westpac says the main downside surprise from its perspective was a “sharper than anticipated pull-back in public construction”.
The second quarter’s previously reported fall of 0.2% in construction work was revised up to a rise of 0.9%.
