Delivered in partnership with <a href="https://www.apartments.com.au/developers/development-victoria">Development Victoria</a>, the proposal would transform the prominent corner of Bell Street and Upper Heidelberg Road into a connected community comprising two residential buildings, generous public open space and shared amenities.&nbsp;

The vision includes 287 one, two and three-bedroom apartments, with a minimum of 10 per cent allocated to affordable housing, alongside a 2,000-square-metre publicly accessible park featuring a children's playground, activity lawn, indigenous planting, timber climbing logs, seating areas and a rock gathering circle.&nbsp;

Designed by <a href="https://www.apartments.com.au/architects/dko-architecture">DKO Architecture</a>, the proposal draws on the site's industrial heritage, using a robust architectural language that references the former water tank through expressive structural elements and durable, self-finished materials.&nbsp;

PDG unveils plans to transform landmark Ivanhoe Water Tank Site

Shane Wilkinson's <a href="https://www.apartments.com.au/developers/pace-development-group">Pace Development Group</a> has lodged plans for a major residential precinct on the former Presentation College site in Windsor, with an eight-building masterplan ultimately rising to 10 storeys.

The proposal at <a href="https://www.apartments.com.au/new-apartments/167-dandenong-road-windsor-vic-3181">167–187 Dandenong Road</a> spans a substantial 19,027 sqm site and is being progressed across six stages, with the first residential stages comprising 170 homes across four buildings designed by <a href="https://www.apartments.com.au/architects/cera-stribley-architects">Cera Stribley</a>.

Stage Two will deliver the bulk of the initial housing, with Building A comprising 81 apartments and Building B 49 apartments, both rising to six storeys.

Stage Three will deliver a further 40 homes. The heritage Nagel Building, identified as Building C, will be converted to 12 dwellings, while a new five-storey Building D will comprise 28 apartments at the Hornby Street and Dandenong Road corner.

The longer-term masterplan points to considerably greater density across the site.

Indicative plans show Building E accommodating around 80 dwellings across up to 10 storeys, while Building F is earmarked for around 120 dwellings and also up to 10 storeys. Building G is planned to range between four and 10 storeys, however its apartment yield is yet to be determined. That means the masterplan currently identifies at least 370 dwellings across Buildings A to F before any apartments within Building G are counted.

Across the 1.9-hectare site, that represents an indicative density of at least 194 dwellings per hectare, with the final figure to increase once the yield of Building G is established.

Pace is pursuing the project through the Victorian Government's Development Facilitation Program, with Urbis lodging a combined Section 96A planning scheme amendment and planning application on behalf of the developer, which secured the site earlier this year.

The application seeks detailed approval for Stages One, Two and Three, alongside approval of the broader masterplan framework that will guide the later residential stages. Stage One will see an existing heritage building adaptively reused for a wellness and fitness-related facility, while the broader precinct will retain several significant heritage buildings and established trees as part of the redevelopment.

A minimum 10 per cent affordable housing contribution is proposed across both the initial residential stages and the later masterplan stages, delivered through a discounted rental model.

The project comes immediately after a major change to the site's planning controls.

The site was rezoned to the Housing Choice and Transport Zone through Planning Scheme Amendment GC285, gazetted on July 22, 2026, and now sits within the inner catchment of the Windsor Station precinct under the State Government's Train and Tram Zone Activity Centres Program.

While the new controls identify large sites within the inner catchment for buildings of up to six storeys, Pace's masterplan pushes height to 10 storeys in parts of the site, with the taller buildings concentrated toward the centre and along the Sandringham railway corridor.

Lower-scale built form is proposed toward the site's more sensitive residential and heritage edges, with Buildings A and B generally stepping from three storeys at their interfaces to six storeys at upper levels.

Cera Stribley's masterplan breaks the development into a collection of separate buildings rather than a continuous built form, with landscaped spaces, new pedestrian links and a new publicly accessible road forming part of the precinct.

The planning report says the development will create new pedestrian connections to Elm Place and along the railway corridor, as well as a new publicly accessible road linking Elm Place with Dandenong Road. The proposed buildings will occupy around 54 per cent of the site, leaving a substantial portion available for landscaping, communal areas and permeable surfaces.

Urbis said the scale of the project reflected the site's strategic location close to Windsor Station, tram services and the Chapel Street Activity Centre, with the former school campus identified as a significant opportunity to increase housing supply on an underutilised inner-Melbourne site.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

For most Australians, buying an apartment is one of the biggest financial decisions they'll ever make

The location, floorplan and price are often the first considerations, but in recent years another question has become increasingly important: who is actually delivering the project?

A series of high-profile builder collapses, construction delays and defect concerns have fundamentally changed how many Victorians approach buying off the plan. The collapse of Porter Davis in 2023, which reportedly left around 1,700 homes unfinished, became one of the most visible examples of the risks that can emerge when a construction company fails. <a href="https://www.equifax.com.au/sites/default/files/lpassets/pdf/Final-Business-Market-Pulse-June-Sector-Deep-Dive-Report-2.pdf">Similar challenges across the broader construction sector</a> have left buyers asking more questions before signing a contract.

As Victoria continues encouraging higher-density housing to address supply shortages, transparency is becoming just as important as location or price.

One tool increasingly entering the conversation is the <a href="https://icirt.com/">Independent Construction Industry Rating Tool (iCIRT)</a>, an independent assessment framework designed to help buyers better understand the developer or builder behind a project. Originally developed by Equifax in consultation with government and industry as part of NSW's Construct NSW reforms, the system has since expanded nationally.

<h2 data-end="1519" data-section-id="7nmx3" data-start="1492">What is an iCIRT rating?</h2>

Most Australians are familiar with independent ratings in everyday life.

We compare ANCAP safety ratings before buying a car. We look at Health Star Ratings in supermarkets. Banks rely on credit assessments when lending money.

Until recently, however, there has been very little independent information available to help apartment buyers assess the business responsible for delivering a residential project.

That gap is what iCIRT was designed to address.

Builders, developers and other construction professionals with an iCIRT rating have demonstrated high-trust characteristics through an independent, evidence-based assessment across six criteria: Character, Capability, Conduct, Capacity, Capital and Counterparties. This involves a rigorous review of financial health, past project track record, and ethical conduct. Crucially, an iCIRT rating could help provide property buyers with confidence that they are working with a professional who has demonstrated the capability, capacity, and willingness to return and rectify issues.

Importantly, iCIRT is not a recommendation to purchase a particular property, nor is it a traditional credit rating. It is an independent assessment framework designed to provide objective information about a construction business using a <a href="https://icirt.com/sites/default/files/2025-08/iCIRT-Methodology-Issue1-May-2021.pdf">published methodology</a>.

The system has been widely adopted in New South Wales, where more than one-third of medium and large residential builders and developers now hold an iCIRT rating, representing over two-thirds of the state's residential building market by value as of 2025/26.

<h2 data-end="3126" data-section-id="h6ohtj" data-start="3084">Why buyers are doing more due diligence</h2>

For many buyers, particularly those purchasing off the plan, the biggest risk isn't whether they'll like the kitchen finishes.

It's whether the project will be delivered on time, to the expected quality, and by a company capable of completing the development.

<a href="https://icirt.com/sites/default/files/2026-07/iCIRT%202025%20Consumer%20Survey%20Report%20v05.pdf">Consumer research commissioned by iCIRT</a> found more than half of respondents believed current protections do not adequately safeguard buyers from builder insolvencies or defective projects. Other research found 88 per cent of prospective buyers would seek independent ratings or due diligence before purchasing, while 90 per cent said trust in construction professionals is essential.

That doesn't mean buyers should rely on a single rating alone.

Independent legal advice, understanding the contract, and seeking financial advice all remain important parts of the due diligence process.

However, an independent assessment can provide another source of information alongside those traditional checks.

<h2 data-end="4138" data-section-id="pquzxc" data-start="4094">Trust is becoming a competitive advantage</h2>

The conversation isn't only changing for buyers.

Developers are also recognising that trust has become an increasingly important part of the sales process.

Five years ago, purchasers typically asked about floorplans, finishes and settlement dates.

Today, sales teams are increasingly being asked about the developer's experience, financial stability, previous projects and construction partners.

For companies with strong governance and established delivery records, an independent iCIRT rating provides another way to demonstrate those credentials before buyers even visit a display suite.

According to Equifax, the assessment can also help businesses drive sales and <a href="https://icirt.com/resources-for-business/icirt-rating-helps-scion-secure-high-value-projects">secure high-value projects</a>, as well as identify operational improvements and <a href="https://icirt.com/resources-for-business/mirvac-reinforces-brand-trust-and-quality-independent-icirt-rating">attract top talent</a>.

<h2 data-end="4962" data-section-id="1j54ng5" data-start="4912">Beyond buyers: lenders are paying attention too</h2>

The influence of independent construction ratings is also extending beyond consumers.

According to Stamford Capital's Real Estate Debt Capital Markets Survey, an increasing number of lenders now incorporate iCIRT ratings into their due diligence processes when assessing residential development finance applications.

The survey found lender adoption has continued to rise, with many respondents saying independent assessments provide additional insight into governance, counterparties and delivery capability beyond traditional financial analysis. Some lenders also reported declining funding applications where businesses had poor or no ratings.

As construction costs remain elevated and access to development finance becomes more selective, demonstrating credibility is becoming increasingly valuable.

<h2 data-end="5801" data-section-id="1qazuxs" data-start="5772">What it means for Victoria</h2>

Victoria's apartment market is entering a new phase.

The state is seeking to accelerate higher-density housing while simultaneously introducing reforms aimed at improving confidence in residential construction.

For buyers, that means there are more tools available than ever before to research the businesses behind a project.

For developers, it signals that transparency is becoming another point of differentiation in an increasingly competitive market.

Buyers are asking more questions than ever before and increasingly expecting independent information, not just marketing material, before making one of the biggest financial commitments of their lives.

Many of the time-tested paradigms of real estate are out-dated because markets evolve and situations change.



The old furphy that suburbs closest to the CBD or the beach are the best investments is still repeated by commentators who don't like to clutter up their schedules with inconveniences like research.



The once-upon-a-paradigm that houses show better capital growth than apartments because of the higher land content has been challenged as more buyers opt for attached dwellings in the major cities.



The oft-repeated theory that water is the greatest wealth creator in residential real estate doesn't stand up to scrutiny, either. Water-based property is often the most expensive real estate but research regularly contradicts the notion that it shows superior capital growth.



The idea underpinning the theory of "prime" property showing the best growth rates is that this kind of property is highly desirable and many people aspire to own it. But desirability and aspiration does not translate into demand. Simply, most people don't have the financial resources. They buy where they can afford.



And, in the case of desirability, even that factor is dissipating for water-based real estate. Increasingly around Australia, water frontage is becoming a curse, rather than an asset. There will come a time, not too far distant, when water frontage will render property near worthless - in some locations, at least.



We have witnessed multiple instances of millionaire homes losing their front yards to seaside erosion - on the Gold Coast, at Byron Bay and elsewhere. It's only a matter of time before homes topple into the surf. 



One of the great emerging public debates is about who pays - the home owners or the taxpayer?



We are seeing rising numbers of local authorities banning development in at-risk coastal locations, including a significant stretch of Ninety Mile Beach in Victoria.



Home owners fronting Lake Macquarie near Newcastle are currently digesting the suggestion they may have to demolish their homes, because water levels are rising in the tidal lake system.



Along the extensive coast of Australia, the massive forces of nature keep stripping beaches of sand. Councils spend millions to replenish them and then watch helpless as another king tide or storm surge wipes it all away again.



It's not just about the ocean. Riverfront property is becoming a liability as well. The increasing intensity and frequency of major storms means the same locations flood again and again.



This is rendering some locations un-insurable. The insurance companies are refusing to cover some of the most at-risk places. The fashionable response, it seems, is to built levees, but at massive cost.



Again the question arises, who should pay?





There are properties under threat everywhere. A two-year study by the University of New South Wales has been recently published for a 22km strip of coastline around Port Fairy in south-western Victoria. It has found that 270 buildings are under threat of inundation right now, but the number will rise above 400 if sea levels rise 0.8m,  as predicted.
Most at risk is Port Fairy's East Beach, where prestige homes are threatened by erosion and flooding - now, not at some vague point in the future.



Property owners in these and many other areas face considerable loss of value. Increasingly, water frontage will be more a detriment than a bonus, and one of real estate's most dominant paradigms will be turned on its head.

The Canberra housing market continues to tread water, weighed down by a faltering local economy and concerns about public sector job shedding, due to a deteriorating federal budget, according to Australian Property Monitors.

Another near-record 78% clearance rate at the weekend to follow the previous weekend's 78%, which means that price gains might be expected to continue well into the coming months.

The property industry should brace for impact if Prime Minister Kevin Rudd decides to postpone the September election date to later in the year – and into the spring selling season.
The warning comes even though the property market has continued to perform quite strongly over the past few months, indicating a slow and steady recovery is at hand.
There is speculation among political circles Kevin Rudd could change the date, as after he took the leadership position he commented the September 14 date was not set in stone.
Andrew Wilson, chief economist at Australian Property Monitors, said while cyclical factors in the property market are likely to outweigh any political impact, “certainly things have changed”.
“We have less certainty now than we had a few weeks ago,” he says.
Wilson explains political elections tend to have more of an impact when there are major issues at stake – such as the 2007 election which is widely attributed to the introduction of the WorkChoices system.
The upcoming election features no such polarising issue, Wilson explains, but the return of Kevin Rudd to the prime ministership is a wild card. With several weeks until the election, there is still time for those issues to present themselves.
This means there is a possibility the property industry could still feel the impact of an election. During uncertain times, potential buyers are more likely to delay any purchasing decision.
“Given that we may now push the election into the spring season, we may see some moderating impact particularly if we see bigger policy differences, which now may be more likely,” he says.
“The game has changed.”
However, as Wilson points out, the property market has continued in its steady recovery.
According to the Real Estate Industry of Victoria, Melbourne recorded a 71% clearance rate this past weekend, compared to 58% in the same weekend last year. In Sydney, the city recorded a 77.5% clearance rate.
Wilson says given the strong recovery of the market the election won’t have much of an impact on sales overall, but acknowledges there could be some movement.
“There is a lot of enthusiasm and confidence in the market generally…but we just have more uncertainty now than we did a few weeks ago. There could be an impact.”

Election date change could impact property market: APM's Dr Andrew Wilson

The “days of super-low interest rates are coming to an end,” according to the Australian Financial Review economic commentator David Bassanese.
David Bassanese suggests that borrowers should not count on the variable rates remaining at current lows levels.
He suggest they should consider locking in lower funding costs while they still can.
The Reserve Bank cut Australia’s official cash rate to an all-time low of 2.75% two months ago and the United States Federal Reserve has indicated it will keep the US official cash rate hovering around zero.
However, speculation is growing that with a more robust forecast for the US economy, the Fed will ease off its bond-buying and money-printing as early as September and David Bassanese says this has “professional traders jumpy”.
The yield for a 10-year US Government Bond has risen from 1.6% in May to a recent high of 2.5%, while Australian government bond yields “have not been immune”.
The rising bond yields coupled with the declining $AUD suggests that the RBA may resist another rates cut as trade exposed industries become more internationally price competitive.
David Bannanese believes it “would be prudent to factor in at least one, and ideally two, percentage point interest rate increases" from the RBA over the next few years.
He predicts that rising interest rates will place downward pressure on currently owned asset prices and could "soften" home prices.
He also noted that rising interest rates were a positive sign that economic conditions are normalising and tempering the "risks of another excessive build-up in debt levels" .
