<a href="https://www.apartments.com.au/developers/mosaic-property-group">Mosaic Property Group</a> has recorded 134 sales worth just over $400 million in two months of pre-release activity at The Riversdale, as the developer brings its $750 million South Brisbane riverfront project to the broader market.

The sales represent more than 60 per cent of the project's 213 apartments, with Mosaic reporting the majority of purchasers have been local owner-occupiers and downsizers.

Lender, fund manager and apartment developer Princeton has completed <a href="https://www.apartments.com.au/buildings/marque-rockdale-602-608-princes-highway-rockdale-nsw-2216">Marque Rockdale</a>, the first new apartment development in South Sydney to provide its owners with a 10-year Latent Defects Insurance policy, the most comprehensive insurance available for a new apartment building.

The policy has been a key consideration for prospective purchasers of the 58 one-, two-, and three-bedroom apartments, strategically located between&nbsp;Rockdale Plaza and Rockdale Station.&nbsp;

Buyers have also been drawn to the fact that it is one of few new apartment developments delivered in the suburb in the last 10 years, and the only one located on Princes Highway to be set well back from the street to reduce noise. Marque Rockdale completes as South Sydney’s first apartments backed by 10-year defect insurance

Sydney developer <a href="https://www.apartments.com.au/developers/odus">ODUS Property Group</a> is continuing to expand its local Gold Coast development pipeline, filing plans for a new 40-storey tower in the Southport CBD.

Odus, which bought two luxury Main Beach projects, now La Mer and Le Reve, to make its move into the booming Gold Coast apartment market, has secured its third site. But it is tweaking the plans for a previously proposed 50-storey skyscraper, now seeking to deliver 40 storeys.

The project, dubbed <a href="https://www.apartments.com.au/new-apartments/80-marine-parade-74-80-marine-parade-southport-qld-4215">80 Marine Parade</a>, sits on a prime&nbsp;2,032 sqm amalgamated corner site at 74–80 Marine Parade and 4 Welch Street, across the road from the Gold Coast Aquatic Centre. It will have unobstructed, never-to-be-built-out views to the east given its position opposite the Broadbwater Parklands.&nbsp;

The plans are for 316 apartments, ground-floor retail, and resort-style resident amenities. The project sits within Precinct 1 (Central Business District) of the Southport Priority Development Area, where high-density residential and commercial development is actively encouraged.

BGD, ran by Bayden Goddard and the architecture firm behind Le Reve, has revised the original concept plans, substantially reworking the built form. Basement parking has been replaced by an expanded podium designed to improve functionality while reducing the tower's overall visual impact.&nbsp;&nbsp;

The tower rises above the eight-storey landscaped podium with a distinctive architectural language defined by sweeping arches, integrated greenery, bronze-toned glazing, and a sculptural rooftop crown.

The development will comprise 104 one-bedroom apartments, 208 two-bedroom apartments, and four four-bedroom penthouses across levels 9 to 36. Apartments are designed to accommodate both permanent residents and short-term accommodation within the same building.

A double-height lobby and reception will anchor the ground floor alongside a 23 sqm food and drink outlet, activating the Marine Parade frontage.

Parking will be accommodated within the podium, providing 288 vehicle spaces and 74 bicycle spaces, accessed from Welch Street.

It also states that the proposal "will contribute to a defined and legible eastern gateway to the Southport CBD, reinforcing the area's high-density urban character while maintaining a strong visual connection to the adjoining public open space network."

A boutique collection of just 10 residences could become the catalyst for the next phase of renewal along the southern end of Surfers Paradise Boulevard, with new plans laid for a mixed-use tower designed to transform a long-vacant site.

The proposal for <a href="https://www.apartments.com.au/new-apartments/3098-surfers-paradise-boulevard-surfers-paradise-qld-4217">3098 Surfers Paradise Boulevard</a> has been conceived as more than a standalone residential project. Designed by <a href="https://www.apartments.com.au/architects/bda-architecture">BDA Architecture</a>, the development aims to spark the revitalisation of what the design team describes as the "South Boulevard" precinct, creating an active streetscape with retail uses at ground level beneath a collection of full-floor luxury residences.

The application, by PR Property Holdings, an entity directed by the Brisbane-based Ryan and Petrovic families, seeks approval for a 17-storey, 62.2-metre mixed-use development on a compact 427 sqm site between Surfers Paradise Boulevard and Appel Street.

The project will comprise just 10 apartments, including eight full-floor residences and two duplex apartments, positioned above a two-level retail podium. Three podium parking levels will accommodate 26 vehicle spaces, while a recreation deck is proposed on Level 4.

Rather than pursuing apartment volume, the proposal focuses on large-format homes with a slender tower form intended to maximise outlooks while limiting visual bulk.

BDA Architecture said the proposal has been designed to become an urban renewal catalyst for the precinct.

"The ambition of 3098 Surfer's Paradise is that it provides the catalyst for incremental infill redevelopment and upgrade of what is coined the 'South Boulevarde' of Surfers Paradise which connects to the beating heart of Cavill Avenue."

The architects added: "An incremental approach to development that provides quality ground plane interface, human scale design, integrated subtropical landscape and semipublic permeable frontage can over time entirely upgrade a precinct."

The architecture adopts soft curves, articulated balconies and a slender tower profile rising from a human-scaled podium. The design report describes the project as delivering "bespoke residences of enduring distinction, sculpted with precision and quiet sophistication," with a focus on timeless coastal architecture.

The application also includes retail tenancies addressing Surfers Paradise Boulevard, reinforcing the site's role as an active mixed-use destination rather than a purely residential address. The planning report states the combination of the podium, landscaping and active frontage is intended to strengthen the pedestrian experience while contributing to the evolving character of the boulevard.

The site occupies a prominent position in the southern section of Surfers Paradise, directly opposite the G:link light rail corridor and within walking distance of Surfers Paradise Beach, Cavill Avenue, the Nerang River and Bruce Bishop Car Park. It is currently vacant, having previously accommodated a single-storey commercial building that was demolished in 2022. The planning report notes the surrounding area is characterised by a mix of commercial buildings and residential towers, with unlimited building height provisions applying under the Centre Zone.

The proposal also replaces an earlier 2022 approval for a restaurant and bar on the site, instead introducing a permanent mixed-use development that combines retail activation with boutique residential living.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

For most Australians, buying an apartment is one of the biggest financial decisions they'll ever make

The location, floorplan and price are often the first considerations, but in recent years another question has become increasingly important: who is actually delivering the project?

A series of high-profile builder collapses, construction delays and defect concerns have fundamentally changed how many Victorians approach buying off the plan. The collapse of Porter Davis in 2023, which reportedly left around 1,700 homes unfinished, became one of the most visible examples of the risks that can emerge when a construction company fails. <a href="https://www.equifax.com.au/sites/default/files/lpassets/pdf/Final-Business-Market-Pulse-June-Sector-Deep-Dive-Report-2.pdf">Similar challenges across the broader construction sector</a> have left buyers asking more questions before signing a contract.

As Victoria continues encouraging higher-density housing to address supply shortages, transparency is becoming just as important as location or price.

One tool increasingly entering the conversation is the <a href="https://icirt.com/">Independent Construction Industry Rating Tool (iCIRT)</a>, an independent assessment framework designed to help buyers better understand the developer or builder behind a project. Originally developed by Equifax in consultation with government and industry as part of NSW's Construct NSW reforms, the system has since expanded nationally.

<h2 data-end="1519" data-section-id="7nmx3" data-start="1492">What is an iCIRT rating?</h2>

Most Australians are familiar with independent ratings in everyday life.

We compare ANCAP safety ratings before buying a car. We look at Health Star Ratings in supermarkets. Banks rely on credit assessments when lending money.

Until recently, however, there has been very little independent information available to help apartment buyers assess the business responsible for delivering a residential project.

That gap is what iCIRT was designed to address.

Builders, developers and other construction professionals with an iCIRT rating have demonstrated high-trust characteristics through an independent, evidence-based assessment across six criteria: Character, Capability, Conduct, Capacity, Capital and Counterparties. This involves a rigorous review of financial health, past project track record, and ethical conduct. Crucially, an iCIRT rating could help provide property buyers with confidence that they are working with a professional who has demonstrated the capability, capacity, and willingness to return and rectify issues.

Importantly, iCIRT is not a recommendation to purchase a particular property, nor is it a traditional credit rating. It is an independent assessment framework designed to provide objective information about a construction business using a <a href="https://icirt.com/sites/default/files/2025-08/iCIRT-Methodology-Issue1-May-2021.pdf">published methodology</a>.

The system has been widely adopted in New South Wales, where more than one-third of medium and large residential builders and developers now hold an iCIRT rating, representing over two-thirds of the state's residential building market by value as of 2025/26.

<h2 data-end="3126" data-section-id="h6ohtj" data-start="3084">Why buyers are doing more due diligence</h2>

For many buyers, particularly those purchasing off the plan, the biggest risk isn't whether they'll like the kitchen finishes.

It's whether the project will be delivered on time, to the expected quality, and by a company capable of completing the development.

<a href="https://icirt.com/sites/default/files/2026-07/iCIRT%202025%20Consumer%20Survey%20Report%20v05.pdf">Consumer research commissioned by iCIRT</a> found more than half of respondents believed current protections do not adequately safeguard buyers from builder insolvencies or defective projects. Other research found 88 per cent of prospective buyers would seek independent ratings or due diligence before purchasing, while 90 per cent said trust in construction professionals is essential.

That doesn't mean buyers should rely on a single rating alone.

Independent legal advice, understanding the contract, and seeking financial advice all remain important parts of the due diligence process.

However, an independent assessment can provide another source of information alongside those traditional checks.

<h2 data-end="4138" data-section-id="pquzxc" data-start="4094">Trust is becoming a competitive advantage</h2>

The conversation isn't only changing for buyers.

Developers are also recognising that trust has become an increasingly important part of the sales process.

Five years ago, purchasers typically asked about floorplans, finishes and settlement dates.

Today, sales teams are increasingly being asked about the developer's experience, financial stability, previous projects and construction partners.

For companies with strong governance and established delivery records, an independent iCIRT rating provides another way to demonstrate those credentials before buyers even visit a display suite.

According to Equifax, the assessment can also help businesses drive sales and <a href="https://icirt.com/resources-for-business/icirt-rating-helps-scion-secure-high-value-projects">secure high-value projects</a>, as well as identify operational improvements and <a href="https://icirt.com/resources-for-business/mirvac-reinforces-brand-trust-and-quality-independent-icirt-rating">attract top talent</a>.

<h2 data-end="4962" data-section-id="1j54ng5" data-start="4912">Beyond buyers: lenders are paying attention too</h2>

The influence of independent construction ratings is also extending beyond consumers.

According to Stamford Capital's Real Estate Debt Capital Markets Survey, an increasing number of lenders now incorporate iCIRT ratings into their due diligence processes when assessing residential development finance applications.

The survey found lender adoption has continued to rise, with many respondents saying independent assessments provide additional insight into governance, counterparties and delivery capability beyond traditional financial analysis. Some lenders also reported declining funding applications where businesses had poor or no ratings.

As construction costs remain elevated and access to development finance becomes more selective, demonstrating credibility is becoming increasingly valuable.

<h2 data-end="5801" data-section-id="1qazuxs" data-start="5772">What it means for Victoria</h2>

Victoria's apartment market is entering a new phase.

The state is seeking to accelerate higher-density housing while simultaneously introducing reforms aimed at improving confidence in residential construction.

For buyers, that means there are more tools available than ever before to research the businesses behind a project.

For developers, it signals that transparency is becoming another point of differentiation in an increasingly competitive market.

Buyers are asking more questions than ever before and increasingly expecting independent information, not just marketing material, before making one of the biggest financial commitments of their lives.

Excitement causing buyers to blow budget

Stats from Australian Property Monitors (APM), a supplier of property pricing information, has revealed that if it hasn’t happened already, by 2014 the median price for a house in Sydney will exceed $700,000.

This secures the city as the world’s second most unaffordable housing market when compared to the likes of the USA, Canada, Ireland, New Zealand, the UK and China.

For other states, the numbers are much easier to digest.

But if you’re a prospective first-home buyer wanting to purchase a house in Sydney, these stats mean a $140,000 deposit if you don’t want to incur <a href="https://www.finder.com.au/lenders-mortgage-insurance" target="_parent">Lender’s Mortgage Insurance</a> (LMI), which is generally exempt when your deposit is at least 20% of the value of the property. And add about $50,000 for <a href="https://www.finder.com.au/cost-of-buying-property" target="_blank">upfront costs</a> such as stamp duty, application and valuation fees and removalist services - the list goes on.

While investors and owner-occupiers are clearly the winners, confidence isn’t strong in the first-home buyer corner. But that doesn’t necessarily mean that young Aussies should fear the property market. The trick is that you will need to look at your situation and create a strategy to enter the property market.

The first-home owners grant (FHOG) can be useful if the conditions favour your situation, that is, if you’re buying a ‘new home’. Considering that Sydney is suffering a housing shortage and new dwellings are below the government target, some may not be able to take advantage of these grants.
 
One way to go about this is to take a shortcut and have your parents <a href="https://www.finder.com.au/home-loan-guarantors" target="_blank">go guarantor</a> (but only if your folks are willing to help). This means that your parents’ property will be used as security for your home loan, allowing you to get a home loan with a 5% deposit, plus you can save on LMI. However, you have added pressure to avoid defaulting on the loan because your parents will be liable for your debt.

If you don’t have the luxury a guarantor, then you will have to show the banks evidence of genuine savings.  This means that the banks need to see that you’ve made regular savings to reach your current deposit for a property. The good news is you can add the LMI to your principal, which means that you can borrow up to<a href="https://www.finder.com.au/low-deposit-home-loans" target="_blank"> 95% of the property’s value</a>. The bad news is paying back your LMI throughout the life of your home loan means you essentially pay back double the amount. But whether this is worth getting a home loan early or not is entirely up to you.

Another option that is increasingly popular among first-home buyers is to skip the whole process altogether and go straight into investing. Many Gen Y’ers are renting while their primary place of residence has been rented out for cash flow and an investment. By taking advantage of interest-only loans, they buy time and capital gains. Better yet, some even expand their property portfolio further, paving the way to financial independence.

Regardless of what your decision is, it all comes down to having a <a href="https://www.finder.com.au/saving" target="_parent">savings plan</a> in place, even if you only need to save a 5-10% deposit. If you want greater returns from your savings plan, then you will need to cut back on other living costs.

A deposit is like getting your foot through the door, it’s the first step. Everything gets easier after that, especially with online tools and resources to help you compare, find better deals, and understand the property and home loan market.

First-home buyers should not fear the property market: Michelle Hutchison

Can hotspotting be distilled to one word? It can, and the word is infrastructure. 
   But, first, it’s important to define what is meant by hotspotting. It’s the process of identifying the locations that will show superior capital growth in the future, taking a long-term view. It’s not, as some assume, finding areas that will show a short-term growth spurt.   Locations that deliver superior capital growth have catalysts. A catalyst is sometimes a major and dramatic event, but it doesn’t have to be.   Sometimes the catalyst for an area is a combination of desirable qualities, such as affordability and good transport links.   Our research at Hotspotting shows that affordable dwellings and commuter train links is a power combination in our major cities. This year we have completed research for Sydney, Melbourne, Perth and Brisbane. In all four cities, suburbs with train links to the CBD have (on average) better capital growth rates than those without.   The average difference is one percentage point. It doesn’t sound a lot, but over 10 years that can mean a differential of $100,000-plus in capital growth.   In Sydney, nine of the top 12 suburbs for long-term capital growth have commuter train links. In Brisbane, it’s 10 of the top 12. There are similar results for Melbourne and Perth. These results indicate that a train service is not the only factor to consider, but should be high on the list.   But the standout feature is the combination of affordability and train links. The top performers in most of our big cities are cheaper areas with commuter links to the CBD. That includes Sydney, despite constant media static about the “better” suburbs being the best places to invest, not only in Sydney but in Australia (so they claim).   The reality, as shown by research figures from multiple sources, is that Sydney’s millionaire suburbs are among the worst performers on long-term capital growth anywhere in Australia.   This puts transport infrastructure high on the Hotspotting list of features to seek. New transport infrastructure – motorways, rail links, bridges, tunnels – is one of greatest wealth creators in residential real estate.   Projects of this kind generate massive economic activity while under construction and can revolutionise the appeal of a location by making it more accessible.   Other forms of infrastructure have an impact, too. Medical and education infrastructure is another of real estate’s power combinations.   In most of our capital cities, and some of our larger regional cities also, hospitals and universities tend to be clustered in the same area. The Murdoch precinct in Perth, the Woolloongabba area of Brisbane and the Carlton precinct in Melbourne are examples.   A major education-medical precinct generates big real estate demand, particularly for rental accommodation. If those facilities are expanding, it can supercharge the location’s property market.   A location that stands out is the Sunshine precinct in Melbourne’s west. It has two university campuses and one of the city’s major hospitals.   A new private hospital will be built beside the existing Sunshine Hospital. And $880 million is being spent converting Sunshine railway station into a major transport interchange facility, as part of the $5 billion Regional Rail Link project.   The Sunshine infrastructure hub is surrounded by suburbs with median house prices in the $300,000s and units in the mid-$200,000s. It’s also identified in the state government’s new metropolitan planning strategy as the key growth centre in Melbourne’s west.   It’s this combination of growth-generating factors that investors should be seeking.

Is there a tipping point in real estate? When it comes to the balance of the rental market I think there is. And I think we might have just reached it. By ‘it’ I mean that fleeting moment when the affordability and rental outlay comes into balance. It is a very delicate balance that occurs very rarely and I predict will not last long. Right now we are seeing an increase in renters looking to take advantage of the low interest rates and purchase their own property. For many, mortgage repayments are in line with rental payments. Sure rates have been low for a while now but it seems many long-term renters are only now finding the confidence to get out and invest. Perhaps they are motivated by a fear that rental availability and affordability may be set to decline. At the same time we are also seeing rapidly growing interest from property investors looking for buy-to-let opportunities. They have seen the steady increase in demand and are keen to get into the market while prices are still reasonable.  And that’s why the balance we are seeing right now is so rare and so fleeting. Demand from both the investor and the first-time buyer will quickly tip that balance. The question is which way? I think that is dependent predominantly on the mood of the investors. Will investors baulk at higher prices and withdraw from the market with a view that the rental returns will not be sufficient to fund the purchase? Or will they continue to see value in servicing the rental market and therefore be prepared to invest even as prices rise?

We've reached the tipping point of a balanced rental market: Ewan Morton

It's been threatened for some time, and now Glencore Xtrata is to "freeze or divest" the Wandoan project in Queensland, which is hardly a surprise given the weakness of the commodity price.
It's a bit awkward for those who said Wandoan would "go ahead and grow exponentially" such as in <a href="https://www.propertyobserver.com.au/hotspots/property-investors-need-not-fear-mining-companies-tantrums-terry-ryder/2012051754747" target="_blank">this column posted on Property Observer</a>.
My advice would be not to place any bets at all on the thermal coal industry right now.
The thermal coal spot price fell in the last fortnight to its lowest level in four years at well below $80/tonne, and prices are way, way, below their post-GFC highs of 2011 when they were at above $135/tonne. 
While we're on the subject, coking coal has fared even worse.
Thermal coal production costs in Australia are above $75/tonne, so steer well clear. 
Anyone with even a rudimentary knowledge of the mining industry will tell you that without a substantial bounce in the commodity price mega-projects will never attract green ticks while margins remain so slender.
Even more awkwardly, <a href="https://www.propertyobserver.com.au/hotspots/property-investors-need-not-fear-mining-companies-tantrums-terry-ryder/2012051754747" target="_blank">the same Property Observer column</a> also said that BHP's proposed Olympic Dam expansion was "already underway" when in fact it was canned only three months later.
Be very, very careful about buying properties in remote region 'hotspots' based upon marginal resources projects which could then get axed.

One of Fremantle's oldest shopping centre’s - the iconic Atwell Arcade - has been put up for sale for the first time in 100 years, with price expectations of up to $10 million
The arcade, which fronts High Street Mall and Adelaide Street, sits on three separate titles and has a combined site area of 2,403 square metres.
The extended Atwell family has had an interest in the properties on this site dating back to the late 1890s. Major improvements, which include establishing the current arcade linkage, between High Street Mall and Cantonment Street were completed in the late 1970s.
The appointed selling agents are Miles Rowe &amp; Chas Moore from <a href="https://commercialpropertysearch.savills.com.au/151189/Sale/Fremantle/120-High-Street" target="_blank">Savills</a>. Among the tenants in the retail property are Culleys Bakery and Tea Rooms and City Beach.
The agents said the property provided a secure income stream to an investor, with opportunities to remix the tenancy profile.

Fremantle's Atwell Arcade listed for the first time in 100 years

The Silverwater industrial park is starting to command some of the highest rental prices in Western Sydney, following a spat of recent leasing deals.
Select Fresh Providores Pty Ltd has committed to a 10-year term on a 1,125 square metre office/warehouse facility, at 7 Rachael Close.
The net rental was negotiated at $145 square metres annually – a $20 per square metre increase from the last time the building was leased four years ago.
In a separate deal, Audio, lighting and video service provider Lots of Watts signed a four-year lease at the industrial park for a 1,677 square metre warehouse/office property, at 18 Fariola Street (pictured below). The net rental was struck at $130 square metres annually.

CBRE's Michael O’Neill and Shaun Timbrell negotiated the leases.
The Silverwater industrial estate - owned by APPF Industrial Fund, is said to attract rents of about $10 more per square metre than the average in the area.
CBRE is expecting the strong tenant demand brought on by a multi-million-dollar revamp currently underway to drive up rents even further.
The Silverwater Industrial Estate is about 36,000 square metres in size and comprises of 18 individual tenancies.
The revamp is being undertaken in stages and is expected to be completed by late 2013, "resulting in a substantial invigoration of the general industrial area bound by Fariola Street, Slough Avenue and Rachael Close", said Mr Timbrell.

Silverwater industrial park commanding some of Sydney's highest rental prices

The Woden town centre building in Canberra's CBD has been purchased by the Woden Specialist Medical Centre for $4.4 million.
The property (pictured below), at 90 Corinna Street, has a net little area of about 1,830 square metres and is 70% vacant.

Centrelink is the major tenant in the three-storey building, occupying 30%.
Selling agent Ray White Commercial Canberra Director, Andrew Smith said the new owners intended to refurbish the vacant first and second floors of the building and reposition them as a medical centre.

Property investment is a business

Since an opinion piece published by Property Observer last week, where one buyer's agent said he'd stay clear of the National Rental Affordability Scheme, another buyer's agent has come out against NRAS properties.
Last week, Todd Hunter, buyer’s agent, director and location researcher for Sydney-based wHeregroup, said that he would "<a href="https://www.propertyobserver.com.au/news/id-rather-stick-a-fork-in-my-eye-than-buy-nras-todd-hunter/2013090464795">rather stick a fork in his eye than buy NRAS</a>."
Now Propertyology's managing director, and Australia's Buyer's Agent of the Year in 2012 and 2013, Simon Pressley,  told Property Observer that he believes that NRAS properties are "terrible investments".
"NRAS is something which has attracted considerable air play and clients often ask me for my opinion on them. NRAS was introduced in July 2008 as part of the Federal Government’s (GFC) building industry stimulus package. It was designed to give the building industry a boost and address the growing shortfall of affordable accommodation. It is a not a property investment scheme," Pressley said.
“There are tax incentives for developers on projects which meet specific NRAS criteria. Similarly, there are tax incentives of up to $9,140pa to property investors who elect to buy one of the NRAS properties," he said.
Pointing out that on the face of the scheme, the rental returns and tax incentives look great, he believes otherwise.
“If they were such good investments why wouldn’t the federal government themselves hold on to them? Or, the state government? Or, the local councils? Instead, the government is trying to lure investors via tax incentives and rental guarantees on properties that are over-priced, mass-produced, and offer very limited capital growth potential," he said.
He warned that marketing companies promoting NRAS on behalf of developers often lead with 'positive geared' and 'rent guaranteed' tags.
“I give NRAS properties a big “Buyer Beware”! Whether it’s a new housing estate or a large apartment block, owners of NRAS properties must have their property managed by NRAS agents and the properties can only be rented to NRAS eligible tenants."
He pointed to property management fees around the 13% mark, compared to 8.5% for standard residential, rents at a 20% discount and "quite involved" lease documents diluting the extra tax incentives.
“A number of banks are not comfortable lending money against NRAS properties. The banks which are comfortable with them require a minimum 20% deposit because mortgage insurers will not accept the properties," he said.
“Now, picture this, you purchased a NRAS property a few years ago and an investor within the same complex or estate as yours now wants to sell. The extra red tape and constraints imposed on owners will result in less interested buyers for the property. They certainly will not be in a position to attract a premium sale price and will probably have to discount the price substantially in order to move on. The minute this sale occurs a benchmark has been set for valuers and potential buyers of your property.  In addition to all of this, the fact that NRAS properties are located within large (mass-produced) complexes and estates places an additional ‘ceiling’ on capital growth.”
