The sales represent more than 60 per cent of the project's 213 apartments, with Mosaic reporting the majority of purchasers have been local owner-occupiers and downsizers.

Lender, fund manager and apartment developer Princeton has completed <a href="https://www.apartments.com.au/buildings/marque-rockdale-602-608-princes-highway-rockdale-nsw-2216">Marque Rockdale</a>, the first new apartment development in South Sydney to provide its owners with a 10-year Latent Defects Insurance policy, the most comprehensive insurance available for a new apartment building.

The policy has been a key consideration for prospective purchasers of the 58 one-, two-, and three-bedroom apartments, strategically located between&nbsp;Rockdale Plaza and Rockdale Station.&nbsp;

Buyers have also been drawn to the fact that it is one of few new apartment developments delivered in the suburb in the last 10 years, and the only one located on Princes Highway to be set well back from the street to reduce noise. Marque Rockdale completes as South Sydney’s first apartments backed by 10-year defect insurance

Sydney developer <a href="https://www.apartments.com.au/developers/odus">ODUS Property Group</a> is continuing to expand its local Gold Coast development pipeline, filing plans for a new 40-storey tower in the Southport CBD.

Odus, which bought two luxury Main Beach projects, now La Mer and Le Reve, to make its move into the booming Gold Coast apartment market, has secured its third site. But it is tweaking the plans for a previously proposed 50-storey skyscraper, now seeking to deliver 40 storeys.

The project, dubbed <a href="https://www.apartments.com.au/new-apartments/80-marine-parade-74-80-marine-parade-southport-qld-4215">80 Marine Parade</a>, sits on a prime&nbsp;2,032 sqm amalgamated corner site at 74–80 Marine Parade and 4 Welch Street, across the road from the Gold Coast Aquatic Centre. It will have unobstructed, never-to-be-built-out views to the east given its position opposite the Broadbwater Parklands.&nbsp;

The plans are for 316 apartments, ground-floor retail, and resort-style resident amenities. The project sits within Precinct 1 (Central Business District) of the Southport Priority Development Area, where high-density residential and commercial development is actively encouraged.

BGD, ran by Bayden Goddard and the architecture firm behind Le Reve, has revised the original concept plans, substantially reworking the built form. Basement parking has been replaced by an expanded podium designed to improve functionality while reducing the tower's overall visual impact.&nbsp;&nbsp;

A double-height lobby and reception will anchor the ground floor alongside a 23 sqm food and drink outlet, activating the Marine Parade frontage.

Parking will be accommodated within the podium, providing 288 vehicle spaces and 74 bicycle spaces, accessed from Welch Street.

A boutique collection of just 10 residences could become the catalyst for the next phase of renewal along the southern end of Surfers Paradise Boulevard, with new plans laid for a mixed-use tower designed to transform a long-vacant site.

The proposal for <a href="https://www.apartments.com.au/new-apartments/3098-surfers-paradise-boulevard-surfers-paradise-qld-4217">3098 Surfers Paradise Boulevard</a> has been conceived as more than a standalone residential project. Designed by <a href="https://www.apartments.com.au/architects/bda-architecture">BDA Architecture</a>, the development aims to spark the revitalisation of what the design team describes as the "South Boulevard" precinct, creating an active streetscape with retail uses at ground level beneath a collection of full-floor luxury residences.

The application, by PR Property Holdings, an entity directed by the Brisbane-based Ryan and Petrovic families, seeks approval for a 17-storey, 62.2-metre mixed-use development on a compact 427 sqm site between Surfers Paradise Boulevard and Appel Street.

The project will comprise just 10 apartments, including eight full-floor residences and two duplex apartments, positioned above a two-level retail podium. Three podium parking levels will accommodate 26 vehicle spaces, while a recreation deck is proposed on Level 4.

Rather than pursuing apartment volume, the proposal focuses on large-format homes with a slender tower form intended to maximise outlooks while limiting visual bulk.

BDA Architecture said the proposal has been designed to become an urban renewal catalyst for the precinct.

"The ambition of 3098 Surfer's Paradise is that it provides the catalyst for incremental infill redevelopment and upgrade of what is coined the 'South Boulevarde' of Surfers Paradise which connects to the beating heart of Cavill Avenue."

The architects added: "An incremental approach to development that provides quality ground plane interface, human scale design, integrated subtropical landscape and semipublic permeable frontage can over time entirely upgrade a precinct."

The architecture adopts soft curves, articulated balconies and a slender tower profile rising from a human-scaled podium. The design report describes the project as delivering "bespoke residences of enduring distinction, sculpted with precision and quiet sophistication," with a focus on timeless coastal architecture.

The application also includes retail tenancies addressing Surfers Paradise Boulevard, reinforcing the site's role as an active mixed-use destination rather than a purely residential address. The planning report states the combination of the podium, landscaping and active frontage is intended to strengthen the pedestrian experience while contributing to the evolving character of the boulevard.

The site occupies a prominent position in the southern section of Surfers Paradise, directly opposite the G:link light rail corridor and within walking distance of Surfers Paradise Beach, Cavill Avenue, the Nerang River and Bruce Bishop Car Park. It is currently vacant, having previously accommodated a single-storey commercial building that was demolished in 2022. The planning report notes the surrounding area is characterised by a mix of commercial buildings and residential towers, with unlimited building height provisions applying under the Centre Zone.

The proposal also replaces an earlier 2022 approval for a restaurant and bar on the site, instead introducing a permanent mixed-use development that combines retail activation with boutique residential living.

Boutique apartment tower to "kickstart" Surfers Paradise's 'South Boulevard' revival

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

For most Australians, buying an apartment is one of the biggest financial decisions they'll ever make

The location, floorplan and price are often the first considerations, but in recent years another question has become increasingly important: who is actually delivering the project?

A series of high-profile builder collapses, construction delays and defect concerns have fundamentally changed how many Victorians approach buying off the plan. The collapse of Porter Davis in 2023, which reportedly left around 1,700 homes unfinished, became one of the most visible examples of the risks that can emerge when a construction company fails. <a href="https://www.equifax.com.au/sites/default/files/lpassets/pdf/Final-Business-Market-Pulse-June-Sector-Deep-Dive-Report-2.pdf">Similar challenges across the broader construction sector</a> have left buyers asking more questions before signing a contract.

As Victoria continues encouraging higher-density housing to address supply shortages, transparency is becoming just as important as location or price.

One tool increasingly entering the conversation is the <a href="https://icirt.com/">Independent Construction Industry Rating Tool (iCIRT)</a>, an independent assessment framework designed to help buyers better understand the developer or builder behind a project. Originally developed by Equifax in consultation with government and industry as part of NSW's Construct NSW reforms, the system has since expanded nationally.

<h2 data-end="1519" data-section-id="7nmx3" data-start="1492">What is an iCIRT rating?</h2>

Most Australians are familiar with independent ratings in everyday life.

We compare ANCAP safety ratings before buying a car. We look at Health Star Ratings in supermarkets. Banks rely on credit assessments when lending money.

Until recently, however, there has been very little independent information available to help apartment buyers assess the business responsible for delivering a residential project.

That gap is what iCIRT was designed to address.

Builders, developers and other construction professionals with an iCIRT rating have demonstrated high-trust characteristics through an independent, evidence-based assessment across six criteria: Character, Capability, Conduct, Capacity, Capital and Counterparties. This involves a rigorous review of financial health, past project track record, and ethical conduct. Crucially, an iCIRT rating could help provide property buyers with confidence that they are working with a professional who has demonstrated the capability, capacity, and willingness to return and rectify issues.

Importantly, iCIRT is not a recommendation to purchase a particular property, nor is it a traditional credit rating. It is an independent assessment framework designed to provide objective information about a construction business using a <a href="https://icirt.com/sites/default/files/2025-08/iCIRT-Methodology-Issue1-May-2021.pdf">published methodology</a>.

The system has been widely adopted in New South Wales, where more than one-third of medium and large residential builders and developers now hold an iCIRT rating, representing over two-thirds of the state's residential building market by value as of 2025/26.

<h2 data-end="3126" data-section-id="h6ohtj" data-start="3084">Why buyers are doing more due diligence</h2>

For many buyers, particularly those purchasing off the plan, the biggest risk isn't whether they'll like the kitchen finishes.

It's whether the project will be delivered on time, to the expected quality, and by a company capable of completing the development.

<a href="https://icirt.com/sites/default/files/2026-07/iCIRT%202025%20Consumer%20Survey%20Report%20v05.pdf">Consumer research commissioned by iCIRT</a> found more than half of respondents believed current protections do not adequately safeguard buyers from builder insolvencies or defective projects. Other research found 88 per cent of prospective buyers would seek independent ratings or due diligence before purchasing, while 90 per cent said trust in construction professionals is essential.

That doesn't mean buyers should rely on a single rating alone.

Independent legal advice, understanding the contract, and seeking financial advice all remain important parts of the due diligence process.

However, an independent assessment can provide another source of information alongside those traditional checks.

<h2 data-end="4138" data-section-id="pquzxc" data-start="4094">Trust is becoming a competitive advantage</h2>

The conversation isn't only changing for buyers.

Developers are also recognising that trust has become an increasingly important part of the sales process.

Five years ago, purchasers typically asked about floorplans, finishes and settlement dates.

Today, sales teams are increasingly being asked about the developer's experience, financial stability, previous projects and construction partners.

For companies with strong governance and established delivery records, an independent iCIRT rating provides another way to demonstrate those credentials before buyers even visit a display suite.

According to Equifax, the assessment can also help businesses drive sales and <a href="https://icirt.com/resources-for-business/icirt-rating-helps-scion-secure-high-value-projects">secure high-value projects</a>, as well as identify operational improvements and <a href="https://icirt.com/resources-for-business/mirvac-reinforces-brand-trust-and-quality-independent-icirt-rating">attract top talent</a>.

<h2 data-end="4962" data-section-id="1j54ng5" data-start="4912">Beyond buyers: lenders are paying attention too</h2>

The influence of independent construction ratings is also extending beyond consumers.

According to Stamford Capital's Real Estate Debt Capital Markets Survey, an increasing number of lenders now incorporate iCIRT ratings into their due diligence processes when assessing residential development finance applications.

The survey found lender adoption has continued to rise, with many respondents saying independent assessments provide additional insight into governance, counterparties and delivery capability beyond traditional financial analysis. Some lenders also reported declining funding applications where businesses had poor or no ratings.

As construction costs remain elevated and access to development finance becomes more selective, demonstrating credibility is becoming increasingly valuable.

<h2 data-end="5801" data-section-id="1qazuxs" data-start="5772">What it means for Victoria</h2>

Victoria's apartment market is entering a new phase.

The state is seeking to accelerate higher-density housing while simultaneously introducing reforms aimed at improving confidence in residential construction.

For buyers, that means there are more tools available than ever before to research the businesses behind a project.

For developers, it signals that transparency is becoming another point of differentiation in an increasingly competitive market.

Buyers are asking more questions than ever before and increasingly expecting independent information, not just marketing material, before making one of the biggest financial commitments of their lives.

Buying off-the-plan in Melbourne? How independent iCIRT ratings are set to change Victorian property

Time and again we're hearing people say that the Reserve Bank's plan to stimulate dwelling construction has "failed", and that due to high land prices, very little residential construction will take place. These are often the same voices who have consistently called the end of the world, and they've largely been wrong to date.
Anyway, more importantly, is it actually true?
The Australian Bureau of Statistics (ABS) showed that in the year to June 2013, residential construction work done increased by a <a href="https://www.propertyobserver.com.au/https://www.abs.gov.au/ausstats/abs@.nsf/mf/8755.0" target="_blank">seasonally adjusted 4.3%</a>.

For sure, this is not a major increase, but nevertheless it is an increase. Moreover, it makes no sense to judge the results to date without considering the prospects for the future.
The current interest rate easing cycle started on November 1 in 2011 - so the downwards trend in interest rates is not even two years old yet. The most recent interest rate cut only took place on August 6 2013, so how can you write off residential construction when rates can take a couple of years to impact the economy in full?
It's worth remembering that as recently as three months ago people were saying that dwelling prices were falling, yet just a matter of weeks later, they've now reverted to talking about overheating markets and price bubbles.
Again, the key point is that interest rate cuts do not instantaneously impact the economy and markets - monetary policy takes time to work. This is particularly so with regards to construction - projects can take a good deal of time to be approved and financed, they do not simply appear overnight.
If construction levels haven't picked up by August 2015, then I would have to concede that the RBA's plan may be doomed to failure, but it's too early to write it off given that rates have still been falling.
This week Commsec undertook an analysis of the ABS quarterly employment report for the three months to August 2013. Unfortunately, the manufacturing and retail sectors remain weak, yet take a look at the incredible boom in construction jobs - up by 55,800 workers in three months - that's the greatest increase in over a decade of data.
I don't know about you, but that rather looks to me as though residential construction is likely to take off (although it's true that ABS labour force numbers could sometimes be accused of being 'volatile').
Reported <a href="https://www.smh.com.au/business/markets-live/markets-live-sugar-hit-for-stocks-20130919-2u0fb" target="_blank">Sydney Morning Herald</a>:
"Interestingly the construction sector was the biggest driver of jobs growth in the three months to August, creating almost 56,000 jobs. The strength in housing activity seems to be translating through to additional demand for construction workers. The fundamentals for housing remains strong."

The ABS housing finance data for dwelling construction provides another clue, ticking up for eight consecutive months:
"The number of finance commitments for the construction of dwellings for owner occupation (trend) rose 0.2% in July 2013, following a rise of 0.4% in June 2013. This is the eighth consecutive rise since December 2012. "
 
And the ABS residential building approvals data shows very large year on year seasonally adjusted increases:

We've now had a little over a year of dwelling price increases pretty much everywhere except for Adelaide and perhaps Tasmania. It makes sense that construction activity would typically now follow. Those who say that the RBA's plan has "failed" therefore, have concluded prematurely.

On Thursday 5 March 2009, the Bank of England announced a cut in the official bank rate from 1.00% to 0.50%. This followed a rapid series of cuts in response to the impacts of the sub-prime fallout from 5.75% in July 2007.

The Bank of England has not cut interest rates any further since that time for 0.50% is effectively the 'zero bound' in the UK. We are heading towards five years later, so is there a chance of rates rising soon? Gradually people are beginning to think so as the economy improves, although Governor Carney recently announced guidance suggesting that rates could be stuck at 0.50% for three more years.
Down under, Australian government bond yields and spreads have ticked up in recent months, suggesting that the bottom of our own interest rate cycle may be closing in on us some time in the next year.

Elsewhere, government bond yields have ticked up, although US yields received a blow after the 'no taper' announcement from the Federal Reserve this week.

The UK is by no means unique in its application of a zero interest rate policy (ZIRP). In the US interest rates have been stuck at rock bottom since late 2008. Even in Australia, where we have not experienced a recession in more than 20 years, the cash rate has fallen sharply to only 2.50%.

A new era?
This week the Federal Reserve in the US threw markets a curve-ball by announcing that it would not yet be tapering back its monetary stimulus, leading commentators to observe that the US economy is "addicted to stimulus".
There are some who now believe that rather than developed countries raising and lowering interest rates to stimulate or cool their respective economies, central banks will instead switch quantitative easing (QE) - the 'printing' of money' - on and off, in order to achieve the same outcomes.
Will this prove true? Well, in the short-term this might well be the case. But over the long term, history tells us that the direction and behaviour of interest rates are by no means predictable
During the Great Depression and after World War II the world saw periods where interest rates fell low and many felt that developed economies might never escape from their downward spiral and low rates. Yet by the 1980s inflation was raging and interest rates were instead spiralling upwards to 20% in the US, 15% in Australia and 15% in the UK.
What we can do about it?
In short, the defence against excessive monetary stimulus is to hold income-producing assets which represent a good inflation hedge - shares and well-located property. There is a lot of focus on whether share markets are 'higher' or 'lower' than where they were five years ago. Some markets, such as the S&amp;P 500 are at 'record highs'; the ASX 200 (XJO) index chart in Australia sits below where it was before the financial crisis:

If there is a risk of ongoing monetary stimulus, rock-bottom interest rates continuing and inflation hitting the economy, this simply makes it all the more important to have a better plan than just having cash in a bank account.

Are we on the cusp of a low interest rates era? Pete Wargent

For investors and property buyers needing a quick response from their bank, a new initiative is offering $500 in the customer’s pocket if the initial credit assessment isn’t returned within 48 hours.
Head of intermediaries for Suncorp Bank, Steven Heavey, said that the Suncorp service guarantee will assist brokers to give confidence to customers.
Initial credit decisions being returned within 48 hours has been occurring for over 12 months, he said.
“We encourage brokers who have not used us to give us an opportunity to experience quick and consistent turnaround times,” said Heavey.
Initial credit assessment is an application review that results in the file being approved, approved subject to conditions, approved subject to valuation, pre-approved or declined.
The service guarantee applies to broker-introduced, electronically-lodged applications.
Some applications will be excluded from this guarantee, including those that are manually lodged, those with missing information and those referred to a higher credit authority for further assessment.

48-hour loan application or $500 in your pocket

Our Friday poll found that the majority of respondents are looking to purchase in the $300,000 to $400,000 bracket, further suggesting that they may be pushing up against first home buyers.
With 26.9% of readers pointing to the $300,000 to $400,000 bracket, and 62.7% looking to purchase under $500,000 in total, it looks like investors will be driving the affordable bracket.

With investors pouring into the market, and talks of prices rising substantially in some capitals, it’s no wonder that first time buyers are starting to feel the heat.
Of course, there are two waves of thought here. One goes along the lines of ‘get in now before everything jumps in value and prices you out’, while another perspective is ‘wait until there isn’t any competition in the market’.
Similarly, if you’re sitting on a 5% deposit, then the temptation to hold off of entering can be strong.
In fact, investors have <a href="/news">recently been blamed for first home buyer woes</a>, and SQM Research announced that<a href="https://www.propertyobserver.com.au/finance/first-home-buyers-priced-out-of-the-market/2013092265179?utm_source=po&amp;utm_medium=aida&amp;utm_campaign=news" target="_blank"> first time buyers are already getting priced out</a> of the market.
All this comes at a time when markets are heating up.

Should first time buyers purchase now?

A recent ruling calls attention to the fact that you must be accurate with your property dealings and ensure you stick to the specifics of your contract, even if the dollar value difference is minimal.
In the Supreme Court of Victoria, plaintiffs Gregory Maurice Putt and Lee Stacey Walker were refused a $59,500 deposit refund on a conditonal loan, due to asking for a loan of $1,000 more than specified in the contract and not then taking further steps after their finance was refused.
In the case of Putt &amp; Anor v Perfect Builders Pty Ltd, the plaintiffs sought a refund on their deposit for Apartment 203, 449 Hawthorn Road, <a target="_blank" href="/news">Caulfield South</a> after signing the contract of sale dated 27 May 2013. 
The plaintiffs say that, on its proper construction, general condition 14 of the contract entitles them to have the deposit returned.
In the contract, the following was stated:
The following details apply if this contract is subject to a loan being approved.
Lender: AFG Home Loans
Loan amount: $475,000 Approval date: 4th June 2013
However, when Walker and Putt went to apply for the AFG loan, a 'Requested Loan Amount' of $476,000 was stated.
The court transcript details:
The application form exhibited to her affidavit states the purpose of the loan as ‘O/Occ’ and the ‘Purpose Amount’ as $631,000, made up of a ‘Requested Loan Amount’ of $476,000 and $155,000 of the plaintiffs’ ‘Own Funds’. The application notes that the plaintiffs seek approval for ‘an 80% LVR facility of $476,000 to enable them to purchase an owner occupied property to the value of $595,000’.
The plaintiff's solicitors informed the defendant's solicitors that the finance application had been denied before 4pm on 14 June 2013 and requested a cheque for the refund.
While the plaintiffs argued that due to a small amount of difference, $1,000, they should be entitled to a refund, the application was refused.
"First of all, there is insufficient evidence to persuade me that the plaintiffs applied for a loan of the amount of $475,000 specified in the contract," the judge noted. If the plaintiff had applied for $475,000 the issue would not have occurred.
"Even if that is not correct and the plaintiffs should, logically, be regarded as having applied for a loan of $475,000 by asking for the higher amount, I am not satisfied by the evidence that they would have fulfilled their obligation under general condition 14.2(b) to do everything reasonably required to obtain approval of such a loan."

Off-the-plan $59,500 deposit refund refused due to $1,000 discrepancy

I was fortunate enough to attend the SQM seminar last week as Louis Christopher – one of the most well respected voices in the real estate industry for his balanced assessment of market data – presented a state by state rundown of projected activity over 2014.
<a target="_blank" href="#https://www.sqmresearch.com.au/capitalcitiesreports.php">Louis predicts</a> Sydney’s established housing market will see a 15-20% ‘rapid rise’ over the course of 2014, highlighting the middle suburbs in particular to capture the overflow of demand, as inner city development constraints force consumers outwards.  
There’s been plenty of talk regarding housing affordability and the very real risk associated with an unsustainable boom in values, with some claiming – based in part on our low interest rate environment – that any mention of a concern is a mere myth.  
When asked from an audience member at the seminar if first home buyers were being crowded out of Sydney, Louis concluded they were – and indeed it would be hard to deny.  
Investor activity has dominated the Australian property market over the last 12 months or so.  Banks are bidding for buyers in a highly competitive environment, and the lion’s share of mortgage demand is being eaten up between investors and upgraders.  
A third of all new loans are with loan to value ratios of more than 80%, and 40% are on interest only terms.  Clearly investors are speculating on a continued pattern of price gains from an already high plateau – an ambitious projection.  
Under the existing financial system, inevitably, it’s none other than rising debt that fuels accelerated growth.  However, <a target="_blank" href="#https://www.macrobusiness.com.au/2013/09/charting-the-australian-first-home-buyer-retreat/">since March 2009</a>, whilst the average first homebuyer mortgage has increased by only 1.4%, the mortgage for the market as a whole has grown by 7.9%.  
Meanwhile, first home buyers have seen their savings eroded, and as the latest ABS housing finance data outlines, wishful thinking that rising yields are pushing greater numbers into the market, has had scant effect.  
According to research by <a target="_blank" href="https://www.ratecity.com.au/">Rate City</a>, “first home buyers now account for just 11% of home loan commitments. This is below the 20 year average of 15% and has not been this low since 2004.” And whilst interest rates on their own can have little impact on price rises or falls in the near term – a long period of low rates and the dependency it invokes, can be dangerous in inelastic areas of limited supply.  
Current competition coupled with pent up demand, has done little more than push values further out of reach of a genuine entry buyer demographic.  And as complex as it may be to slowly unpick the current distortions that tie up the established market and hamper construction, the implications of not doing so, are potentially worst over the longer term.  
No one should be fooled by the rhetoric from various industry commentators concluding current inflationary gains are of no concern. Hence why we are seeing a conundrum in central banks across the globe employing "precautionary policy activism” in an attempt to cool asset inflation without hampering the broader economy by raising rates.  
<a target="_blank" href="https://www.propertyobserver.com.au/news/new-zealand-rba-announces-restrictions-on-mortgage-lending-for-borrowers-with-less-than-a-20-deposit/2013082064388">In New Zealand in particular it’s a point of concern</a> and not just a localised issue. House prices currently sit at record highs, with the government property valuer ‘QV’ residential index showing gains of 8.5% in the 12-month period ending August 30.  
As reporter for real estate news on Sky Business 602, Iggy Damiani pointed out to me last week that Australian banks' ownership of New Zealand’s 'big four', place them in a precarious position - currently having the highest exposure to residential mortgages in the world. Therefore asset gains, which outpace both wage growth and inflation, must be addressed.  
Even assuming low rates are assisting first home buyers, saving a deposit and sourcing a suitably affordable property is no easy task for a demographic who are often burdened with a hangover of student debt, and, in many cases, can’t conceivably buy in until they partner with a second income earner.  
With this in mind, it must be pondered what the effect will be when rates do inevitably rise, considering our household debt to income ratio remains stubbornly high, at around 148%.  
Property to some extent connects together like a flowchart. Supply is fed in from the bottom to allow those upgrading (and then downsizing) a ready market to sell into in order to make the move.  
However, when investors predominantly negatively gear into the asset class most favoured by first home buyers – inevitably resulting in inflated established property values – and the state government fails to come to the party with feasible affordable alternatives, our property wheel of upgrading and downsizing risks stagnation.  
In the near term, heated investor activity may keep everyone dancing, however over the longer term we’re losing a valuable demographic of property buyer, which will no doubt have a flow-on effect across the property chain as a whole.  
As these changes push through the generation gap, it’s fair to assess, increasing numbers will retire whist still factoring as short-term renters.  
Investors tend to hold property for extended periods of time in order to build equity – many choose to invest as part of their self-managed super funds and subsequently do not sell until retirement. Therefore the ready supply, which usually comes from initial homebuyers selling and upgrading, will start to slow.

Additionally, we have the first world problem of an aging population creating future headwinds across the economy, with <a target="_blank" href="https://archive.treasury.gov.au/igr/igr2010/report/pdf/IGR_2010.pdf">government intergenerational reports</a> forecasting the already reducing workforce participation rate, to drop to around 60% by 2050.  
Considering the predominant home buying activity takes place within the ages of 22-44, it seems reasonable to assume that there’ll eventually be proportionally greater demand from those downsizing as we progress through these buyer type changes.  
However, if the flow-on home buyer effect doesn’t follow through, the mismatch of household size comparable to property type will continue to stagnate our property buying and selling terrain, further tying down supply in the areas most want and need to reside – areas within easy commutable distance to city suburbs, jobs and essential amenities such as schools, hospitals, doctors, public transport systems and so forth.  
Therefore, the last thing we should be doing, is advocating the spruik that rising property prices are somehow good for the economy having a supposed flow on effect into retail spending, which in itself is currently not producing the desired result.  First home buyers may head out to purchase white goods and furniture for their new abode, but our investment sector certainly won’t.  
Additionally, choices are limited in a market that has been turned into a speculative terrain.  
If we were building homes that were viable for first home buyers to gain a foothold which would not only maintain consistent market demand in order to upgrade, but also provide feasible accommodation for this demographic to settle for an adequate period of time, then having an investor-dominated inner-city terrain could perhaps be balanced somewhat so as not to affect the stagnated flow of the home buyer chain.  
However, the new home options are either limited to outer-suburban estates lacking in infrastructure, which is an essential component needed at the start of each project if we’re to lure home buyers outwards, or alternatively, inner-city high-density low grade developments.  
Our census data already demonstrates that most lone person households are tottering around in accommodation that’s far too big for their requirements. Building an abundance of one-bedroom apartments therefore won’t suffice; only 14% of the total single person households of all ages opt for one-bedroom units.  We instead need a wider diversity of options, in particular, accommodation suited to families - with the decrease of ownership for this demographic showing a fall from 79.5% in 2006 to 77.2% in 2011.  
<a target="_blank" href="https://www.propertyobserver.com.au/residential/why-investor-activity-is-causing-our-property-markets-to-stagnate-catherine-cashmore/2013021759370">As I’ve mentioned previously</a>, the percentage of investor-owned apartments in both Darwin and Brisbane falls close to 70% – and in the other capitals, it comes in between 60 and 70%.  
And whilst this generation of existing investors may continue to enjoy short-term speculative gains of the oft quoted property cycle, since when did the future of the first home buyer market become ours to erode?  
I’ve assisted numerous first home buyers and renters over the past few years, and it’s no exaggeration many perceive the capital price of property and the risks associated with taking on a greater proportion of debt a potential liability. For those who argue based on textbook analysis that property is not over priced, I suggest they change their frame of reference. There may be historical logic behind the long-term growth in values, but this doesn’t change the consequence; it is both over priced and under supplied.  
Therefore, pressure on the rental market is unlikely to ease in the near to far future, with ABS data showing almost two-thirds of new residents from overseas are long-term property renters along with half new residents from within Australia who also class themselves within the same bracket.  
Furthermore, economic conditions such as wage growth, unemployment, consumer confidence and frequent changes of work placements all reduce the likelihood of a strengthening owner-occupier market over the next decade.  
Current policy is built around the general assumption that renting is a step on the road to ownership. However, unless the trend takes an about turn, tomorrow’s generation will hold a growing percentage of residents for which renting is for life, and as such, we also need to consider their welfare.  
Policy should be steered towards the creation of a fairer partnership between owner and renter.  This would include longer terms of tenancy, protection from exorbitant rent rises coupled with enforcement of basic standards of accommodation in both the private and public sector.  
As it stands, in the rental market, and the property buying/selling market short termism dominates.  No surprise, as we’re governed by those who derive personal and political benefit from the existing system, polling for the popular vote from home owners and investors; pinned to our flawed debt based financial system that relies on an ever inflating future to under-pin existing gains.

The future of the first home buyer should not be ours to erode: Catherine Cashmore

First home buyers have remained on the sidelines despite the advantage of low-interest rates and government stimulus for new properties.
SQM Research’s managing director Louis Christopher has told a property seminar in Sydney that investors and upgraders, rather than first home owners, have been driving the recovery.
“What we may be seeing is a combination of investors using self-managed superfunds to get into the property space,” he said.
“We’re seeing more developments being built in Sydney’s west, and I think investors have been jumping in on that, and I think we’ll see a lot more of it.”
While first home buyers appear to struggle with house prices, especially in Sydney, Mr Christopher believes there are still options if they make sacrifices.
“First home buyers are being priced out of the market but I think they still have choices, and this is a bit of a dilemma,” he said.
“You have to live somewhere that may not be your first choice, it may be almost your last choice, but the choice is still there.”
First home buyers may have to rent and save for longer and decide whether they want to keep up or get into the market.
“They’re getting pretty dismayed by the price rises, which have already happened,” he said.
“And what’s been happening when they try and buy properties, [is that] they’re getting priced out.”
However, Mr Christopher remains optimistic that there will be a first home buyer response in Sydney’s west as they take advantage of the $35,000 government concession.
“In an optimal world, what we would see is a pick up in first home buyers buying new homes because that generates the economic activity that the RBA is hoping for and also creates a reasonable supply response too,” he said.

First home buyers priced out of the market

With savings on offer from lower interest rates, many investors may find that their properties turn from negative to positive cash flow, according to Smartline Personal Mortgage Advisers.
Looking at rate cuts totalling 2.2% over the last two years, investor activity has increased and loans of $300,000 are seeing interest savings of around $6,000.
“$6,000 a year or $115 a week is a considerable sum of money and would take many investment properties from being cash flow negative to positive,” said executive director for Smartline, Joe Sirianni.
“Removing the cash drain opens up opportunities for an increased number of investors to make the move for the first time, and the scope for some investors to add to their existing portfolio," Sirianni said.
“While there is widespread talk of a lack of consumer and business confidence, we are not seeing this at all".
Currently, he noted that the environment is favourable for investors with growing rental income. 
“However, it needs to be remembered that rates won’t stay at these record lows forever,” Mr Sirianni said.
“Investors need to ensure that the numbers add up on their property investment in the face of rising rates and that they can continue to afford their investment if it does become cash flow negative in the future."

Negative cash flow quickly turning positive

Sceptical though I am about reading too much into short-term data, RP Data's Daily Home Value Index is always entertaining and is showing some strong indications of property price rises.
It's also worth noting that all property types within a city do not move in a harmonious manner as statistics at the macro level might seem to imply.
And in fact, Melbourne is perhaps a prime example of a city with property markets with deviating prospects (high rise inner-city stock and remote fringe suburbs may fare less well than quality dwellings in landlocked middle suburbs, for example).

Dwelling prices in Melbourne are reported as being up by 6.87% quarter on quarter, with I find remarkable, although the gains year on year are notably less dramatic at 5.70%.
As for Sydney, it's equally remarkable to think that as recently as the first week of June commentators were talking about prices possibly being in a downtrend (they quite obviously weren't) due to an instantaneous negative consumer response to the budget.
Since June 9, Sydney's dwelling prices are also reported as being up by more than 7%, disproving the theory.
The numbers for the last quarter aren't really backing me up here, but my gut feeling is that Sydney has stronger fundamentals than Melbourne at this point in time.
What about elsewhere? There is talk of slowing jobs growth in Perth as the mining boom shifts away from construction and towards production. Prices remain up very strongly year on year, but gains seem to have slowed up.
There appear to be tentative signs of life in Brisbane and perhaps better days ahead for the sunshine state it would seem.
The only city where prices remain below where they were a year ago is Adelaide, although with interest rates looking to be locked at bargain basement levels for some time to come, moderate rises would surely be on the cards.
Whether or not the city can recapture its previous peaks of 2010 only time will tell.

What's happening to Melbourne dwelling prices? Pete Wargent

Last week, Louis Christopher from SQM Research declared the “Sydney though is turning into a beast unto itself. We have a strong conviction that the ABS will record 15% to 20% house price rises next year for that city. Such a rise will create a large dilemma for the Reserve Bank of Australia (RBA), especially if the national economy is running below average growth.”

What a bold announcement given he left out what will actually influence this price proliferation. Even more remarkable is that Sydney consists of approximately 650 suburbs – so what a huge call!
This then prompted the dialogue to move to the words “boom and bubble.” Personally, I believe the word bubble is best left to describing champagne given the Sydney property market has been defying analysts for decades. Over the global financial crisis Mosman property prices fell up to 30% – smaller at the lower end and much greater at the top – end. So projected increases of 15 to 20% would realign the market back to where it was in 2007.
If you really want to look when Sydney had its last (what I call property boom) cast your mind back to 1988 – when the bubbles were really popping as Australia celebrated its bicentenary – in that case under the influence.
Prices rocketed by 75% to 100% which then led to the “recession we had to have”. When I look back to 1988 I can identify just five agents in Mosman who were selling back then of which Steve and I, nearly make up half. The cash rate back in 1988 varied from 13.50% to 15.00%. In 2004, we had another buoyant market with the cash rate remaining stable at 7.50% and again in 2007 where the cash rate bounced from 6.25% to 6.75%. One would not need to be a genius to see that with a cash rate of 2.50% eventually (despite ongoing conflicting global influences) we will see a stronger return back to bricks and mortar.

When we look at what’s influencing the top-end of the Mosman market our RWM Research can reveal that over the last twelve months there have been twenty sales over $5 million. Of those twenty sales Chinese buyers have acquired 40% and growing.
Richardson &amp; Wrench Mosman (RWM) posted 7 of the 20 sales including the top three sales. The Chinese buyers purchased five properties in Beauty Point and three in Balmoral.
A strong week’s activity for <a target="_blank" href="https://www.rwm.com.au/news/" title="sales in Mosman">sales in Mosman</a> with house volumes still down 33% on this time last year and apartments down 40%.
The <a target="_blank" href="https://www.smh.com.au/business/rba-deflates-talk-of-housing-bubble-20130918-2tzp7">RBA stepped into the ‘bubble and boom” debate</a> this week although it was also quick to <a target="_blank" href="https://www.theage.com.au/business/rba-issues-warning-over-cheap-credit-20130917-2tx8e" title="RBA issues warning on cheap credit">issue a warning on cheap credit</a> and say that it was <a target="_blank" href="https://www.theage.com.au/business/reserve-worried-about-smsf-property-gearing-20130917-2twlg" title="Reserve worried about SMSF property gearing ">worried about SMSF property gearing </a>given investors are by far the biggest players in the current property run.
Just as interesting was <a target="_blank" href="https://www.afr.com/p/national/economy/momentum_builds_for_home_loan_limits_0pOasL2qGiKlMIkr1B5OrL" title="momentum building for home loan limits ">momentum building for home loan limits </a>so it would be fair to say that this time around our regulators have their respective eyes – wide open.
What I would add is that the vast majority who keep pushing the “bubble and boom” are more than likely under the influence.
