High-profile apartment defect cases have changed the way many NSW buyers approach purchasing, putting greater scrutiny on building quality, strata records and the parties behind a development before a contract is signed.

The industry buyers are assessing today, however, is also different from the one in which cases such as Opal Tower and Mascot Towers emerged.

NSW has introduced a series of regulatory measures aimed at strengthening oversight of apartment construction, including Building Commission NSW, the Residential Apartment Buildings Act 2020 and the Strata Building Bond and Inspections Scheme. Under the latter, developers are required to lodge a bond, with independent inspections forming part of the process for identifying defects in new strata developments.

Those changes provide another layer of protection, but they haven't removed the importance of buyer due diligence.

For purchasers considering an apartment, that means looking beyond the residence itself. Building and strata history, strata reports, the track record of the builder and developer, the condition of common property and any known or planned expenditure by the owners corporation can all form part of assessing a building before purchase.

Whether the development is already complete can also materially change what can be assessed.

An off-the-plan purchaser is necessarily buying before the finished product exists. A completed apartment, by comparison, can be walked through before contracts are signed, allowing the purchaser to see the finishes, common areas and broader building as they have actually been delivered rather than relying solely on plans and renders.

It also removes exposure to some of the uncertainties that exist between an off-the-plan purchase and completion, including construction delays, cost pressures and builder insolvency during the delivery period.

<a href="https://www.apartments.com.au/project-marketer/equitifund-group">Projects by Equitifund</a> National Sales Director Ben Hamblett said that greater focus on tangible evidence is increasingly evident among apartment purchasers.

“The biggest shift we're seeing is buyers wanting proof, not promises,” Hamblett said.

“That's exactly why we deal in completed stock - you can inspect the building before you commit - and why we've backed every purchase with a cash bond against special levies.”

At <a href="https://www.apartments.com.au/buildings/the-lennox-parramatta-12-phillip-street-parramatta-nsw-2150">The Lennox</a> in Parramatta, that emphasis on a completed, inspectable product is already in place.

The 413-apartment, 46-level tower at 12 Phillip Street is being marketed by Projects by Equitifund, allowing prospective purchasers to inspect the residences, common areas and resident facilities before committing.

The Lennox also introduces another layer to the due-diligence conversation through Strata Surety.

The vendor-funded arrangement provides purchasers with a cash-backed bond held in their own solicitor's trust account from settlement. According to Equitifund, the bond covers any special levy raised during the applicable cover period and is provided at no cost to the purchaser.

Special levies can create an unexpected cost for apartment owners where an owners corporation needs funding beyond its existing strata contributions. Under NSW strata law, a special levy requires approval by owners at a general meeting.

Equitifund Executive Chairman Greg Huxley said Strata Surety was designed to provide something more concrete than reassurance about that potential exposure.

“Buyers have every right to ask hard questions about strata risk - the industry has given them plenty of reasons to,” Huxley said.

“Our answer isn't a reassurance, it's a bond. Strata Surety puts real money behind that confidence, held by the buyer's own solicitor, not by us.”

For The Lennox, its completed status also means purchasers can assess not only the apartment itself, but a building that has already been occupied and operating for several years.

Completed in 2021, the $300 million development, designed by <a href="https://www.apartments.com.au/architects/marchese-partners">Marchese Partners</a>, comprises one, two, three and four-bedroom apartments, with open-plan living areas extending to private balconies. The Lennox is also home to the Southern Hemisphere's first fully robotic residential car park, which has now operated for several years. The ability to investigate a building's history, review its strata position and, where possible, inspect what has actually been delivered remains central to making an informed apartment purchase.

The brief to <a href="https://www.apartments.com.au/architects/plus-studio">Plus Studio</a> was deliberately simple: "Don't design around the heritage. Design from it." It became the philosophy behind a project that draws inspiration not only from two landmark heritage buildings, but from Collins Street itself, a street layered with architectural history and civic significance.

That philosophy has shaped one of <a href="https://www.apartments.com.au/developments/melbourne-vic-3000">Melbourne</a> CBD's most considered residential projects, where the 1924 State Savings Bank and neighbouring Batman's Hill Hotel have become the architectural foundation for 623 Collins rather than remnants preserved beneath a new development.

Rather than approaching the site as a blank canvas, <a href="https://www.apartments.com.au/developers/sterling-global">Sterling Global</a> saw the existing buildings as the beginning of the story.

"Sites like this rarely become available," the developer said.

"623 Collins wasn't simply an opportunity to develop a prominent CBD site. It was an opportunity to restore and reimagine one of Melbourne's important heritage landmarks while contributing to the continued evolution of Collins Street. Instead of mimicking the ornate heritage architecture, Plus Studio studied the proportions, rhythm and craftsmanship of the original buildings before translating those characteristics into a contemporary 42-storey tower.

"The brief challenged us to create a contemporary landmark that respected Melbourne's architectural history without becoming nostalgic," Plus Studio said.

The practice says the State Savings Bank and Batman's Hill Hotel became the project's primary source of inspiration, allowing the heritage buildings and contemporary architecture to exist "in conversation rather than contrast." Generous planted terraces further soften the transition between old and new, creating elevated green spaces while reinforcing the dialogue between the restored podium and the contemporary tower.

That dialogue continues throughout the interiors, where Melbourne designer Fiona Lynch developed a material palette inspired by the idea of alchemy, balancing contrasting materials that reference both the Neo-Grec detailing of the original bank and contemporary urban living. The result is a series of spaces that feel timeless rather than trend-driven.

The project will deliver 316 residences across four collections, Heirloom, Signature, Reserve and the Penthouse Collection, with each responding differently to its position within the building, from the restored heritage podium through to the upper levels of the tower. The Heirloom Residences retain defining heritage elements including original heritage windows, generous proportions and high ceilings, while the tower introduces contemporary homes with expansive layouts and elevated views.

Amenities have likewise been designed to support long-term city living rather than short-stay convenience. “A new cobblestone laneway and landscaped connection between James Street and Gasworks unlock a missing pedestrian link, improving walkability and stitching together two of Brisbane’s significant urban destinations,” Bureau Proberts said in its Urban Design Report.

Architecturally, Bureau Proberts has conceived the building as a collection of vertically expressed, stepping forms rather than a single uniform tower. The composition rises from an articulated podium before being broken by a triple-height landscaped recreation level, with the upper section becoming more compact before terminating in a landscaped rooftop garden.

The project's name and architectural language draw directly from Newstead's industrial history. Patterned off-form concrete is proposed as the principal façade material, complemented by slender metal rod balustrades and extensive planting. The cylindrical and vertically ribbed elements give the building its silo-like expression, while curved balconies and planted edges introduce a softer subtropical layer.

“The Silo reinterprets its robust forms, scale and materiality through a contemporary subtropical architectural expression, creating a building that acknowledges its industrial legacy, while responding to the way the precinct is occupied today,” Bureau^Proberts said.

The recreation level is one of the defining breaks in the tower. Plans include a lap pool, mature subtropical planting and shared resident facilities within an elevated communal garden. Landscaping continues through the podium and onto the rooftop, where a further garden forms what the architects describe as a “subtropical crown” to the building.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

For most Australians, buying an apartment is one of the biggest financial decisions they'll ever make

The location, floorplan and price are often the first considerations, but in recent years another question has become increasingly important: who is actually delivering the project?

A series of high-profile builder collapses, construction delays and defect concerns have fundamentally changed how many Victorians approach buying off the plan. The collapse of Porter Davis in 2023, which reportedly left around 1,700 homes unfinished, became one of the most visible examples of the risks that can emerge when a construction company fails. <a href="https://www.equifax.com.au/sites/default/files/lpassets/pdf/Final-Business-Market-Pulse-June-Sector-Deep-Dive-Report-2.pdf">Similar challenges across the broader construction sector</a> have left buyers asking more questions before signing a contract.

As Victoria continues encouraging higher-density housing to address supply shortages, transparency is becoming just as important as location or price.

One tool increasingly entering the conversation is the <a href="https://icirt.com/">Independent Construction Industry Rating Tool (iCIRT)</a>, an independent assessment framework designed to help buyers better understand the developer or builder behind a project. Originally developed by Equifax in consultation with government and industry as part of NSW's Construct NSW reforms, the system has since expanded nationally.

<h2 data-end="1519" data-section-id="7nmx3" data-start="1492">What is an iCIRT rating?</h2>

Most Australians are familiar with independent ratings in everyday life.

We compare ANCAP safety ratings before buying a car. We look at Health Star Ratings in supermarkets. Banks rely on credit assessments when lending money.

Until recently, however, there has been very little independent information available to help apartment buyers assess the business responsible for delivering a residential project.

That gap is what iCIRT was designed to address.

Builders, developers and other construction professionals with an iCIRT rating have demonstrated high-trust characteristics through an independent, evidence-based assessment across six criteria: Character, Capability, Conduct, Capacity, Capital and Counterparties. This involves a rigorous review of financial health, past project track record, and ethical conduct. Crucially, an iCIRT rating could help provide property buyers with confidence that they are working with a professional who has demonstrated the capability, capacity, and willingness to return and rectify issues.

Importantly, iCIRT is not a recommendation to purchase a particular property, nor is it a traditional credit rating. It is an independent assessment framework designed to provide objective information about a construction business using a <a href="https://icirt.com/sites/default/files/2025-08/iCIRT-Methodology-Issue1-May-2021.pdf">published methodology</a>.

The system has been widely adopted in New South Wales, where more than one-third of medium and large residential builders and developers now hold an iCIRT rating, representing over two-thirds of the state's residential building market by value as of 2025/26.

<h2 data-end="3126" data-section-id="h6ohtj" data-start="3084">Why buyers are doing more due diligence</h2>

For many buyers, particularly those purchasing off the plan, the biggest risk isn't whether they'll like the kitchen finishes.

It's whether the project will be delivered on time, to the expected quality, and by a company capable of completing the development.

<a href="https://icirt.com/sites/default/files/2026-07/iCIRT%202025%20Consumer%20Survey%20Report%20v05.pdf">Consumer research commissioned by iCIRT</a> found more than half of respondents believed current protections do not adequately safeguard buyers from builder insolvencies or defective projects. Other research found 88 per cent of prospective buyers would seek independent ratings or due diligence before purchasing, while 90 per cent said trust in construction professionals is essential.

That doesn't mean buyers should rely on a single rating alone.

Independent legal advice, understanding the contract, and seeking financial advice all remain important parts of the due diligence process.

However, an independent assessment can provide another source of information alongside those traditional checks.

<h2 data-end="4138" data-section-id="pquzxc" data-start="4094">Trust is becoming a competitive advantage</h2>

The conversation isn't only changing for buyers.

Developers are also recognising that trust has become an increasingly important part of the sales process.

Five years ago, purchasers typically asked about floorplans, finishes and settlement dates.

Today, sales teams are increasingly being asked about the developer's experience, financial stability, previous projects and construction partners.

For companies with strong governance and established delivery records, an independent iCIRT rating provides another way to demonstrate those credentials before buyers even visit a display suite.

According to Equifax, the assessment can also help businesses drive sales and <a href="https://icirt.com/resources-for-business/icirt-rating-helps-scion-secure-high-value-projects">secure high-value projects</a>, as well as identify operational improvements and <a href="https://icirt.com/resources-for-business/mirvac-reinforces-brand-trust-and-quality-independent-icirt-rating">attract top talent</a>.

<h2 data-end="4962" data-section-id="1j54ng5" data-start="4912">Beyond buyers: lenders are paying attention too</h2>

The influence of independent construction ratings is also extending beyond consumers.

According to Stamford Capital's Real Estate Debt Capital Markets Survey, an increasing number of lenders now incorporate iCIRT ratings into their due diligence processes when assessing residential development finance applications.

The survey found lender adoption has continued to rise, with many respondents saying independent assessments provide additional insight into governance, counterparties and delivery capability beyond traditional financial analysis. Some lenders also reported declining funding applications where businesses had poor or no ratings.

As construction costs remain elevated and access to development finance becomes more selective, demonstrating credibility is becoming increasingly valuable.

<h2 data-end="5801" data-section-id="1qazuxs" data-start="5772">What it means for Victoria</h2>

Victoria's apartment market is entering a new phase.

The state is seeking to accelerate higher-density housing while simultaneously introducing reforms aimed at improving confidence in residential construction.

For buyers, that means there are more tools available than ever before to research the businesses behind a project.

For developers, it signals that transparency is becoming another point of differentiation in an increasingly competitive market.

Buyers are asking more questions than ever before and increasingly expecting independent information, not just marketing material, before making one of the biggest financial commitments of their lives.

Buying off-the-plan in Melbourne? How independent iCIRT ratings are set to change Victorian property

You can argue about housing affordability until the cows come home, however being right is an entirely different matter. Let’s face it, Sydney today is a basket case given the gridlocked traffic congestion which simply identifies that it can’t cope as our population surges. This was recently reinforced with the state government forced to declare that some major roads will now be 24 hour, seven days a week clearways.
With great interest I read this week a report that was released <a target="_blank" href="/news" title="Sydney’s ‘global’ vision bad news for local housing affordability ">Sydney’s ‘global’ vision is bad news for local housing affordability, </a>which identified in a recent government briefing paper that in the last decade medium rent for all properties in the inner ring of Sydney more than doubled from A$195 to A$560. Now that’s scary although realistic given the strategy, part of the “Global Sydney” vision from the NSW state government, is almost 10 years old. Updated government forecasts suggest Sydney’s population will grow to 5.8 million by 2031 – approximately 200,000 more people than predicted in 2010.
The report reveals that we can expect little policy movement on private housing subsidies by federal or state governments. Negative gearing has increased the wealth of middle and high income Australians. Developers endlessly lobby governments for taxation concessions. No major political party would dare propose reform.
With the Reserve Bank of Australia (RBA) deciding to leave the cash rate at 2.50% many were quick to declare that the <a target="_blank" href="https://www.afr.com/f/free/blogs/christopher_joye/rba_turns_blind_eye_to_housing_boom_JkFWke1jyGA4yV7vDY4HeJ" title="RBA turns blind eye to housing boom">RBA turns blind eye to housing boom</a>, although I must admit, the current state of the property market has everyone baffled and requiring deeper investigation.
The question that dominates the market is why are there so few listings if the market is this strong? Well that is now easier to address given<a target="_blank" href="https://www.whocrashedtheeconomy.com.au/blog/2014/02/roy-morgan-unemployment-hits-11-3-highest-in-19-years/" title=" Roy Morgan unemployment hits 11.3% - highest in 19 years."> Roy Morgan unemployment hits 11.3% – highest in 19 years.</a> I (like many others) use the Roy Morgan methodology over the Australian Bureau of Statistics (ABS) given it’s absurd and totally unreasonable to consider somebody who works just one hour a week as being in full employment. It is also widely acknowledged that politicians much prefer the ABS figures given it makes them look better. Historically, property markets always contract when unemployment is rising as the two go hand in hand, although at the moment we are witnessing the complete opposite.

So we were told this week that Australia’s 9.3 million homes have reached a new high<a target="_blank" href="https://www.smh.com.au/business/property/australian-homes-worth-5tn-20140211-32eyq" title=" Australian homes worth $5tn "> Australian homes worth $5 trillon </a>with the nation’s residences jumping a huge $184 billion in the last three months of 2013. What many find startling is that previously when unemployment is escalating property prices start dropping however this time around home values are rising and so is the unemployment rate.

The number of houses on the market changed little with just 81 houses on the market. The most startling statistic being there are just two houses for sale in Neutral Bay – previously the record low was four houses with an all-time high of 22.

Investors are driving the values up as they have identified weak infrastructure and escalating rents given our population explosion.
Governments won’t address any of the issues as they are worried about losing voters so to coin an old Australian euphemism – “Bugger you Jack – I’m all right!”

Home prices are rising and so is unemployment - that's a first

Often the only way to figure out what’s really happening in real estate is to find a quiet room, shut out all the hype and media static, and spend a few hours looking at the cold hard numbers.
If you haven’t done that, you can be forgiven for thinking Melbourne had a rampant boom last year. The reality is that the Victorian capital had a solid but moderate year overall.
Three major research sources agree that the median house price rose 7% or 8%. They include the Australian Bureau of Statistics, which records a rise of 7.9% in 2013.
Keeping in mind that the three previous years were negative ones, the overall picture is one in which prices have done very little since 2009.
So there’s plenty of room for further price growth this year and indeed many precincts around the metropolitan area are emitting growth signals.
Most of them are middle-market or bottom-end areas, where a combination of affordability, solid infrastructure and good transport links make them attractive to all kinds of buyers.
An outstanding feature of metropolitan Melbourne is how widespread the growth regions are. Municipalities scattered around the city region have markets ranging from solid through steady to strong. But for the greatest concentration of future hotspots, head south-east from the CBD.
And, no, I don’t mean the millionaire suburbs of the inner south-east. I’m referring to more distant municipalities where affordable areas have rising markets. These include the municipalities of Dandenong, Casey, Kingston and Mornington Peninsula.
The City of Casey is the individual star, with seven suburbs with growing sales activity. Leading suburbs are <a href="/news">Cranbourne East</a>, <a href="/news">Cranbourne North</a>, Fairfield, <a href="/news">Hallam</a> and <a href="/news">Berwick</a>. Most are locations with the median house prices in the $300,000s.
The nearby City of Dandenong is another affordable area with a number of growth markets, including <a href="/news">Dandenong</a>, <a href="/news">Noble Park</a>, <a href="/news">Springvale</a>, <a href="/news">Keysborough</a> and <a href="/news">Dandenong North</a>.
Elsewhere in Melbourne, the outstanding regions are the municipalities of Brimbank in the west and Whittlesea in the north. In Brimbank I’ve identified nine suburbs with growth markets. This area has great growth prospects because of its range of affordable locations, good transport links and major spending on new infrastructure, including an $800 million transport hub.
The City of Whittlesea, a cluster of affordable growth suburbs in the north of the Melbourne metropolitan area, has seven growth suburbs. This is another area with strong infrastructure, good transport links and proximity to jobs nodes.
Affordability, infrastructure and jobs: it’s one of real estate’s power combinations.
The major risk hanging over the Melbourne market is the inner-city oversupply, but you already know that. If you don’t, you’re obviously living in China, which is where Melbourne developers will be trying to sell all those surplus apartments.

Good signals and plenty of room for growth in Melbourne suburbs

It's not a fashionable thing to point out, but as RP Data's Cameron Kusher notes, Sydney property prices have comfortably underperformed the growth in household incomes for over a decade now.
Of course, this doesn't fit with the "it's never been tougher than today" rhetoric that seems to be popular right now.
Ask anyone who actually bought property in 2003 or early 2004 in Sydney and they'll tell you a rather different story, though.
Similarly, those of us who own property bought back in the 1990s will tell you it wasn't much fun grappling with cripplingly high interest rates and significantly higher unemployment levels then either.
Of course, dwelling prices will forge on to "all-time highs" in Sydney, Perth and Melbourne in 2014... just as median wages, household incomes, GDP, the Australian population, the total number of employed Australians, the volume of Australian bulk commodity exports and so on will as well.

Typically a market bubble would see prices roaring upwards (such as in parts of Ireland where prices nigh on tripled in a very short period of time) before collapsing again.
Conversely, Sydney prices have steadily underperformed income growth for more than a decade.
That's not to say that there won't be some kind of cyclical correction in 2015 or 2016 - in all likelihood, there probably will be. But will it be an inevitable bust? Big call that.
It's also drawing a fairly long bow to describe the past six decades as a cyclical boom/bust market.
In some areas, the property markets had some moderate corrections (even recently, in 2008 and 2011/12) or periods of stagnation, such as in the 1970s and early 1990s. But not so much in the way of busts. Not in the capital cities.

Meanwhile, mortgage affordability has improved beyond owners' wildest dreams with standard variable rates falling to around just 5%.
I look back at a number of properties I bought in the inner suburbs of Sydney years ago and can scarcely believe how cheap the repayments are today.
This was also highlighted by Shannon Molloy in API Magazine in November in this earth-scorching article <a target="_blank" href="https://www.apimagazine.com.au/blog/2013/11/on-house-prices-lets-get-real/">here</a>.
First home buyers to return
Expect to see the recorded numbers of first homebuyers steadily recovering in Victoria, Western Australia and South Australia over the next year.
Not so much in states like New South Wales where the equivalent figures simply aren't being recorded, and a fair percentage of first-timers choose to buy a rental property rather than a place of residence.
RP Data's Kusher notes that 28.4% of capital city homes have a value of under $400,000 (Sydney is the most expensive capital city property market, and the figure here is 17.5%), suggesting that the saving of a deposit, while undoubtedly tough for some people, is scarcely an impossible goal.
Waiting for a correction
Of course, you could try to outsmart the market and wait for the so-called inevitable property price correction before making the move in to the housing ladder, as has been strongly recommended by quite a number of commentators over the years.
With cities such as Sydney set to pump up its population by a quite <a target="_blank" href="https://www.smh.com.au/federal-politics/political-news/squeeze-is-on-as-australias-populations-boom-20131126-2y83k">breathtaking figure</a> in the coming years and decades fuelling ever-greater demand, personally I'm not so sure that's a smart choice.
Will median prices really be cheaper in 2030 when there are more than six million people crammed in to the same amount of space? Seriously doubtful.
Therefore, if you a are buying with a long-term horizon in mind, there is little to fear. Sure, if you are looking to buy and sell quickly, then that's a different story. But then, that's always the case in any property market - always has been, in fact.
As RP Data's figures in the chart show, continuing to sit it out has been a comparatively poor option over the past decade, a period through which diligent owners and savers have made significant inroads into their mortgage debt.
And so it will be again in 2014.
I suppose if you honestly believe that there will be a housing bust, then the answer is simple; continue to rent and await your time to make a move.
Most likely though, home owners will continue to do better than renters over the long haul, since rents continue to increase over time with inflation, while homeowners own an unencumbered asset at the end of the mortgage period.

If you are buying with a long-term horizon in mind, there is little to fear

Malz Motoring &amp; Leisure Zone is up for sale after the car parts retailer <a target="_blank" href="https://www.smartcompany.com.au/growth/economy/34976-the-20-most-notable-collapses-of-2013">collapsed</a> earlier this month.
Malz’s directors appointed Kim Strickland from WA Insolvency Solutions as administrators and then KPMG partners, Hayden White and Damian Templeton, were appointed receivers and managers of Malz on February 3, 2014.
The West Australian retailer sells automotive aftermarket parts, accessories, tools, equipment and leisure items.
Malz operates from four custom-fitted stores across metropolitan Perth and has a standalone head office and warehouse facility.
The retailer has lease arrangements in place for a further two stores.
Malz opened its first store in December 2004 and since then has grown to generate an unaudited turnover for this financial year of $11.3 million.
A spokesperson for KPMG said White and Templeton have assumed control of the assets and operations of Malz and started evaluating the financial position of the business with a view to selling it.
Notices advertising the sale of the business ran in newspapers last week.
“KPMG is already in discussions with a number of parties interested in purchasing part of, or all of, the existing business,” the spokesperson says.
In the interim, Malz is continuing to trade.

Car parts retailer with $11 million turnover collapses

When it comes to figuring out just how much rent you can achieve for a property, it’s as complicated or as simple as you make it. In a fast moving market, it’s important to analyse just how much demand and how much tenants are willing to pay.

Here are the most common ways of figuring out what your prospective tenants should be paying.

1) Quick rules of thumb

While it’s not a good idea to rely on blanket rules when working with finances, when working out your expectations for rent it’s good to get a ballpark indication.

Usually, investors will cite an average achievable rent of around $100 for every $100,000 of worth on a property.

For instance, on a $500,000 property, you’d be right to expect $500 per week in rent as a starting point for further analysis. 

However, the graph is not consistent. Properties on the lower end of the price spectrum will see investors expecting to receive rent above this rate, while premium-priced properties will see weekly rent fall below this.

2) Head to the statistics

The next easy step is to jump online and find out what the averages and medians are for the area and asset type where you’re considering buying, or where you already own property. While this assumes your property is at the direct centre of the market, you can quickly get an idea as to whether rents are generally charged around expectation.

You can <a href="https://www.propertyobserver.com.au/finding/location/suburb-data" target="_blank">see your suburb’s free data here</a>, including population statistics and trends, median prices, median asking rents and more.

You will also want to check the vacancy rates, and where they’re trending, to see if there’s likely to be an upcoming pressure on rents that may push it higher than at present.

Don’t get too tied up in statistics that are not local enough. While it is important to be aware of the larger market forces that may later impact you, such as lowered confidence in the area, it is absolutely critical to be aware of what is happening in your LGA or suburb that might impact on your rent.

3) Get input from local experts 

Great, knowledgeable property managers are worth their weight in gold and are handy sources of free information about the market. Speak to some good local property managers (remember they’re not all made equal – here’s <a href="/news/how-to-choose-the-best-property-manager">a guide on how to find a great one</a>) and ask for a rental appraisal of the home.

Don’t forget to get it in writing, as well as to ask for the reasoning behind it and the current state of the rental market. You can also ask them about changes and additions you can make to the property that may make it more desirable for a tenant and may, in turn, allow you to charge more.

These experts leverage off of their experience in the market and their current rent roles to provide you up to date information that may not yet be reflected in the statistics.

If you know any other local investors, ask them for their experiences in getting tenants and some of the successes and difficulties. Leverage off of your network's knowledge.

4) Have a look at some comparisons

Head online to listings websites and also go to some open inspections and see what is being tenanted quickly and for how much. Focus on properties that are comparable and nearby to your own as this will quickly let you see how your home will perform in a similar situation.

Create yourself a list of features to take around the properties with you that you can mark as being ‘more’ or ‘less’ desirable than your own. This will enable you to do a final analysis as to whether your property is superior or not, and it will ensure you aren’t assuming it’s superior based on your own bias.

Use your experience of what the property managers and other investors have been saying about what is desirable to create this list. A second bathroom, or a pool, in some suburbs may command huge amounts of extra attention, however in others they may not be as desirable.

Use these to either confirm or disprove the information you have already collected. Remember that some statistics may be driven up by share-house appropriate rentals, or properties that include granny flats wrapped into one price.

5) Test the market

Finally, putting your property on the market at the amount you have found is likely to be the best bet. If it doesn’t rent, you may need to adjust your expectations accordingly. You may even be keen to keep your rent slightly lower than your competition to ensure it gets rented quickly – and stays that way!

Some landlords will be happy to charge slightly less to obtain a better quality tenant. If you want to keep your tenant then you want to ensure that you’re charging an amount your tenant can afford – particularly if you are looking at this analysis to justify a rental increase.

Remember, though, that regardless of how much rent you would like to charge, it’s <a href="/expert-insights/investing/market-value-not-landlords-hopes-should-determine-rent-mcgrath">the market and the tenants that dictate how much you will be able to achieve</a>.

How to: Estimate the amount of rent to charge

I know most investors baulk when they see the body corporate levies, but I think that there are many that just don't understand what a body corporate levy is, what it pays for and why they are actually a great thing for investors that don't live where their investment is.  The key to a good body corporate is to have a great chairperson who makes sure all the jobs are done.
For an investor, it is difficult to understand what the body corporate is responsible for and what they aren't.  As a general rule, the body corporate is responsible for all the common area, the building and the insuring of the actual structure.  The internals of the unit are the responsibility of the owner but even so this is a bit blurry.  If you have a leaking tap, then the owner is responsible to get the washer changed.  If there is a burst pipe and that pipe is in the slab then it is the body corporate.  If the kitchen needs replacing due to age, then it is the owner’s responsibility.  If the kitchen is damaged due to an insurable event, then it is covered under the body corporate insurance cover.
Let's say the hot water system is located in the kitchen cupboard and it bursts flooding the unit.  The damage to the kitchen is covered by body corporate insurance.  The owner will have to pay to get a new hot water system installed.  If the carpets are damaged, these are classed as contents and the owner needs to claim this through their Landlords Insurance.  If the walls are damaged, this is a body corporate claim and their policy will fix this - yes I know very confusing.
I will use Palm Tree Apartments for the example.  This is a complex of 44 units, with 24 of them being bedsit units and 20 being two bedroom units.  The complex was built in 1995 and is a besser block, three storey, bomb proof place.  It isn't the prettiest but it is perfect as an investment.  The units themselves are basic internally but very functional.  The beauty of these is they are big internally - much bigger than a two bedroom in a newer property.  When you have a big complex, you really need to be proactive - if something is wrong it needs to be fixed.  If you leave something broken or dumped next to the bin area it sends out a message that this is acceptable.  This is a learning curve that I had to have - just because we pick up that piece of rubbish near the letter box and put it in the bins, doesn't mean everyone else will!
There are two parts to a levy - you have the administration fund, which budgets for the things that will happen each and every year, and then you have the sinking fund. This is for future works to be completed such as new roof, gutters, fences and repainting.
The Queensland government realised that if they didn't make people put money aside for future works, then they wouldn't.  In the mid-1990s they brought in sinking fund and each building had to do a report and estimate what works would be require, what time frame they were needed to be done in and the cost.  They then work backwards and come up with a figure so that there will be enough money in the bank when the work is required.
The sinking fund is the second part of the levies.  This is for the future works or something that doesn't happen all the time.  This can include tree lopping, pressure cleaning, big garden upgrades etc.
I have been driving around and looking at all our properties, and let me tell you that the outsides are starting to look tired and need some work done to them.  If they are in a body corporate it is easy, get the quotes, pass it via the committee and get the work done.  The money is there sitting and waiting for the work to be done.
On the other hand, if it is a property not in a body corporate - the owners have to find the money to get this work done.

Body corporate or owner: Who takes responsibility for getting the job done?

People of my generation were raised with some rules to live by when it comes to securing our money from those who want to take it from us. They are still pertinent:
If it looks too good to be true… Be sceptical of what’s being promised and give it a reality check. If someone is offering you a ‘cash’ product with a return greater than typical term deposits or cash accounts, it’s probably not invested in ‘cash’. Also be sceptical of high-yielding property funds, big-promising stock brokers and investment managers who lack an Australian Financial Services License (AFSL).
The greater the return, the greater the risk: Entrepreneurs may want returns of 200% on their capital, but they’re prepared to fail to achieve this. Others may want low yields for zero risk, because they can’t afford to fail. And others chase moderate returns with the risk that in some years they won’t make any gains. Everyone has their own risk-return appetite – once you understand yours, scammers will find it much harder to con you.
Always get a second opinion: I’m amazed how many financial scams could have been averted by the victim seeking a second opinion. If you don’t have the knowledge to test what’s being promised, find someone who does have the knowledge and is independent.
You get what you pay for: Try to avoid ‘free’ or ‘discount’ advice, or investments where fees are waived, an in-house lawyer is provided or a property inspection or valuation is made available by the vendor. Good independent advisers are not cheap but they are acting for you, not for someone else. If you look at just about every financial scam, you’ll find a victim who did not have the protection of good advice.

Protecting yourself from financial scammers

Anybody who follows the property market in <country-region>Australia</country-region> is familiar with Steve Keen, an economist who made a daring prediction that our property prices will fall as much as 40% sometime before 2023. How this prediction came about is subject to various interpretations, nevertheless, the “40% drop” forecast has been repeated so many times over the years, and by so many, that it has almost become a part of Australian folklore.
I have to admit that when I first came across Steve Keen’s prediction I treated it with a fair dose of scepticism since I could not find corroborating evidence for such a substantial fall in prices using indicators from my own analytical toolkit.
I had a particular issue with the somewhat overly simplistic assumption that 'whatever happened in the <country-region>US</country-region> has to happen here because we are no different'. I had an alternative perspective on this as, a decade or so earlier, I had undertaken some analysis of the 1980s housing crisis in the <country-region>US</country-region> and clearly, the events played out quite differently in <country-region>Australia</country-region>.
However, there was one bit of theory that underpinned Keen’s conclusions which attracted my further interest. In particular, at the core of Keen’s argument is a concept that “aggregate demand equals GDP plus the change in debt” (emphasis mine).
Since debt is equivalent to cash in your pocket and 'money makes the world go round', it therefore seems a logical proposition to look into changes in debt levels as a way of gauging what is happening in a wider economy.
Keen devised an indicator called the <a target="_blank" href="https://www.debtdeflation.com/blogs/2011/08/28/updated-credit-accelerators/">Credit Accelerator</a> to forecast the effect of changes in debt levels on GDP. It is conceptually similar to Credit Impulse proposed by Biggs, Myer, Pick in <a target="_blank" href="https://www.banccentraldecatalunya.ch/wordpress/wp-content/uploads/2013/Biblioteca_ERC/2013Oktober/11102013/BankOfNetherlands-Working%20paper%20218_tcm46-220409.pdf">their analytical paper</a> published in July 2009.
Briefly on Credit Impulse, as it is important for the interpretation of the graph presented below: the original theory was the result of an attempt to find a possible explanation for credit-less recoveries where GDP starts to grow with no growth in stock of credit. The authors found the evidence that a mere slowdown in the speed of debt reduction (i.e. in deleveraging) had a positive effect on the overall economy.
In simple terms, when the Credit Impulse indicator starts to point upwards while in negative territory, it is a positive sign that things are improving. The opposite should also hold true; that is, when it starts to point down while in positive territory - it is a negative sign meaning things are deteriorating.
So by substituting total debt with just housing debt, one can potentially gain insight specifically into the property market.
However, it is debatable whether Credit Impulse/ Credit Accelerator are still meaningful in this context. And there are also some issues with refinancing not being able to be isolated from the total value of housing debt which potentially clouds the picture. Nevertheless, a comparison of Credit Impulse (constructed with housing debt data) to the 12-month rate of change in the established house price index indicates quite a good correlation between the two data series, as illustrated on the following chart.

I am using an adaptation of the Biggs, Myer, Pick version of the algorithm, hence there may be discrepancies between Keen's and my version of the graph.
It is worth noting that correlation between the two data series is particularly strong over the last five years (for those statistically inclined, correlation coefficient is 0.88 but drops to 0.64 for the entire series). That would imply there is merit in using the Credit Impulse concept for monitoring the state of the property market in <country-region>Australia</country-region>.
The potential benefit of this indicator is twofold: it offers a timely insight into the dynamics of the property market – better than quarterly established house price data from the ABS. And secondly, perhaps more importantly, it can provide an early indication of impending changes in the direction of property prices.
As the above graph demonstrates, the theory behind Steve Keen’s original prediction appears sound - although it is not entirely clear to me whether Keen had actually been using his Credit Accelerator indicator when he made his prediction or not (Biggs, Myer, Pick paper was published much later). However, let’s examine how this indicator should have been interpreted if it was in existence.

To be frank, it would have been a frightening experience to stare at this graph in 2007 and 2008, hearing about all the financial collapses happening throughout the world and not knowing the depth it could all fall to.
Based on these factors alone, a prediction of significant declines in house prices would have been well justified back then. However, since the magnitude of the likely decline cannot be derived directly from the Credit Impulse indicator, I assume there must have been other factors that allowed Keen to make the estimate of 40% drop in prices, because otherwise it would have been just a presumption.
By the same token, when the Credit Impulse started to point upwards in March 2009, and kept rising in the following quarters, it gave an indication that things were likely to improve. However, this message was not conveyed to the wider audience. So, again, one can only assume that there must have been other compelling factors that led Keen to persist with his earlier conclusion.
The whole situation repeated again in 2010 (i.e. in June Credit Impulse indicated a possible reversal in the growth of property prices) and in 2012 (when the Credit Impulse started to point upwards again, indicating the likely end to price decreases).
By then Keen had been regularly publishing commentary on his Credit Accelerator indicator, so the experience from the earlier 2008-2009 episode should have helped with a more accurate interpretation of what was happening. However, throughout that time, Keen had insisted that there were only two likely options for property prices: a US-like scenario where prices fall rapidly, or <a target="_blank" href="https://www.propertyobserver.com.au/residential/house-prices-will-fall-in-a-slow-bleed-fashion-steve-keen/2013060662034">Japan-like scenario of a “slow melt”</a> over the <a target="_blank" href="https://www.propertyobserver.com.au/residential/property-prices-to-fall-20-by-2013-year-s-end-steve-keen/2011101952000">next decade or so</a>.
Again, this call was made most likely because of other factors which, to my best knowledge, remain unspecified (that is, if we leave aside the two simplistic assumptions Steve Keen made that '<a target="_blank" href="https://www.debtdeflation.com/blogs/2012/01/28/economics-in-the-age-of-deleveraging/">Australian private debt is high and therefore it will deleverage</a>' and that 'Australia is like the US so the same has to happen here as well').
It was only much later, when a third scenario started to play out and property prices actually recorded some gains, that Steve conceded prices <a target="_blank" href="https://www.debtdeflation.com/blogs/2013/11/13/i-will-be-wrong-on-house-prices/">“may go up for a while”</a>. However, the media did not pick up on this comment with the same zeal as on the previous doom scenario. How unfortunate.
All in all, in 2008 Keen had an important message to tell and that message was broadcast to a wide audience. Media played a very important role in publicising his warning. That is how I and many others became aware of his views.
However, not many took the effort to understand what was really behind the “40% price drop” headline. The majority bought into this scenario without any further thought.
Many still hold to this view despite prices reaching new heights and despite the fact that the indicator that is at the core of the original prediction is showing that property prices will grow further. However, the positive message is not being reported by the media.
To be fair, there is a small possibility that the “40% price drop” prediction may come true in the next decade (the timeframe nominated by Steve Keen). We can only wait and see. However, if it happens, without additional evidence from Steve on what kept him convinced that the original scenario is still to play out, it will be difficult to accept that it was all <a target="_blank" href="https://www.propertyobserver.com.au/residential/australian-property-prices-in-2014-and-beyond-a-peek-into-the-future/2014013167457">predictable as far back as 2008</a>.
One thing is almost certain though. Based on the past performance, the Credit Impulse should give a warning when the current price trend is about to reverse. For now, let’s just enjoy the ride to the next top, however long, or short, it will be.

Revisiting Steve Keen’s 40% property price fall prediction

For seasoned and beginner investors alike, the property market offers far less certainty today than it did a decade go. Over a few short years the market has evolved to encompass a vast array of property types including off-the-plan developments, student accommodation, serviced apartments, housing estates and town developments to name only a few.
This evolution has undoubtedly increased the complexities around property investing. The market, now flooded with products, has become complex and confusing ultimately making investors vulnerable to poor property selection. Not all property assets perform the same and with so many to choose from, and many with powerful marketing incentives, the landscape has become difficult to navigate. Today purchasing property without sound advice leaves little degree of certainty that the property will experience good growth over time.
Investing in property to grow personal wealth is not a new concept, in fact some schools are now considering making it part of their syllabus due to its perceived importance in society. Making sure you seek advice about a product or service from the professional that works with that product or service is of upmost importance. So always obtain financial advice, particularly when it comes to your SMSF, from a reputable finance professional. However if s/he recommends investing in property then seek an independent property professional to help guide your purchase; particularly with today’s complex property market.
Just as financial advisors are critical to growing personal wealth, so are property advisors when it comes to selecting investments that are matched to your goals.  It’s all about seeking professional and independent advice from the right person – make sure they live, breath and are trained in the area you are seeking information on.  After all, you wouldn’t pay a property advisor to help you set up a SMSF or to invest in shares.

Engage the right professional and get the right advice

The recent predictions by US economist Harry Dent, claiming that <a href="https://www.propertyobserver.com.au/news/property-crash-is-like-popping-popcorn-especially-in-melbourne-harry-dent/2014020567560" target="_blank">Australia’s ‘property bubble’ is going to burst</a> and that prices will be slashed by half, is somewhat an extreme view. Though it pays to be aware of these economists and the alarming claims, which pop up from time to time, it pays more to check the data they are providing as proof.
Dent is saying that US real estate prices will fall by 60 to 65%, Australia by 50% and that stock markets and China will crash – heralding a new ‘Great Depression’. But his claims don’t appear to be based on any data – there are little to no facts supporting that we are in for a depression.
Dent offers up no hard explanation for his predictions, apart from the income to house price ratio, and this is very high in a lot of cities where people want to live such as Sydney, Melbourne, San Francisco, Los Angeles, New York, Auckland and London. The reality in these places, is that there are rising populations and limited supply of housing in their most popular areas.
The ratios are of course much lower in less high-demand areas where there is slower growth, or where populations and prices drop when an industry such as mining or manufacturing goes into decline. Big cities however, are much more insulated as they have many economic strings to their bows.
If anything, Australian markets are getting stronger.
While residential property in many of our capital cities could now be deemed borderline ‘unaffordable’, I would contend that because a market has an asset that is somewhat unaffordable does not mean that it is overvalued.
Value is after all a function of the preparedness of a buyer to pay a price for the asset based on its unique attributes and its scarcity. So, while there are buyers at the current price, it is not overvalued.
Australian capital cities are unique in that our populations are generally concentrated in them. And, due to the cost of providing infrastructure to new land areas, our cities do not easily provide supply. Populations in Australia are growing and hence there is always some level of demand for housing assets.
Unaffordability is generally a measure based on the capacity of a median family to be a first home owner. There are many buyer types in a market, including investors and existing home owners.
An unaffordable market simply causes the type of buyers in the market who are active to change.
An unaffordable market for the first home owner simply causes a higher level of families to rent.
A population in an unaffordable market finds solutions to making a market affordable. For example, they may increase people density per dwelling, or alter the size of dwellings to reduce costs. They don't tend to sell into the market because it is unaffordable unless they have to as a consequence of unemployment or similar income failure.
But this point is the important issue: whilst there is no significant oversupply due to selling pressure or development of new properties, the increasing population will hold demand at current values and consequently our property markets will not be overvalued – and therefore we are not experiencing a bubble.
To be honest, I am not hugely surprised that Dent predicted the GFC (if this is actually true) as his predictions do seem to follow a similar theme. As with many economist naysayers, one would have to be right about something sooner or later – it’s a bit like predicting a dice will throw a six, if you keep throwing of course it will.
What I would suggest for buyers is to take a long term approach based on the data. Work on the basis that economic growth and prices trend higher and higher over time, and although it may be interrupted by recessions and other negatives, the general theme is up.
It’s important to be on top of these sorts of startling predictions – but take them with a certain level of cynicism.
