Builder-developer&nbsp;<a href="https://www.apartments.com.au/developers/graya">Graya</a> has secured a prime Newstead site from fellow developer Fraser, subsequently lodging plans for The Silo, a major mixed-use residential project in Newstead designed around a new public laneway linking the James Street precinct with the wider Gasworks and Newstead neighbourhood.

Proposed for the corner of Chester and Morse streets, the <a href="https://www.apartments.com.au/architects/bureauproberts">Bureau^Proberts</a>-designed project places its strongest emphasis at ground level, where retail, landscaping and a new cobblestone pedestrian connection would open the site to the surrounding neighbourhood. The design team describes The Silo as “more than a residential building”, positioning the development as an extension of Newstead’s public realm rather than a standalone apartment tower.

“A new cobblestone laneway and landscaped connection between James Street and Gasworks unlock a missing pedestrian link, improving walkability and stitching together two of Brisbane’s significant urban destinations,” Bureau Proberts said in its Urban Design Report.

The Silo is planned as a mixed-use development incorporating apartments alongside a bar and centre activities including food and drink outlets, indoor sport and recreation, office and retail uses.

Architecturally, Bureau Proberts has conceived the building as a collection of vertically expressed, stepping forms rather than a single uniform tower. The composition rises from an articulated podium before being broken by a triple-height landscaped recreation level, with the upper section becoming more compact before terminating in a landscaped rooftop garden.

The project's name and architectural language draw directly from Newstead's industrial history. Patterned off-form concrete is proposed as the principal façade material, complemented by slender metal rod balustrades and extensive planting. The cylindrical and vertically ribbed elements give the building its silo-like expression, while curved balconies and planted edges introduce a softer subtropical layer.

“The Silo reinterprets its robust forms, scale and materiality through a contemporary subtropical architectural expression, creating a building that acknowledges its industrial legacy, while responding to the way the precinct is occupied today,” Bureau^Proberts said.

The recreation level is one of the defining breaks in the tower. Plans include a lap pool, mature subtropical planting and shared resident facilities within an elevated communal garden. Landscaping continues through the podium and onto the rooftop, where a further garden forms what the architects describe as a “subtropical crown” to the building.

At street level, the development has been designed to establish a more permeable block. Retail and hospitality tenancies address the public realm, while landscaped pedestrian spaces lead into the new laneway connection. Renders in the design report show the proposed “Silo Lane” as a substantial opening through the podium, framed by cylindrical concrete forms with cascading planting above.

The Silo continues Graya's move into larger apartment developments after building its reputation across high-end residential projects in Brisbane and the Gold Coast.

<a href="https://www.apartments.com.au/developers/wickton">Wickton</a>’s completed Linacre Rise development in Hampton is giving Bayside downsizers the opportunity to move into a spacious apartment near the beach, with the developer covering stamp duty for a limited time.

The 27-residence development has been designed for buyers who want to simplify their living arrangements without giving up the space, warmth and quality associated with a long-term family home. Most apartments have already been secured by Bayside locals, leaving a select collection of two and three-bedroom residences and penthouses available.

Two-bedroom apartments are priced from $1.275 million, three-bedroom residences from $2.25 million and penthouses from $3.375 million, with the completed homes available to inspect and move into now.

Its setting gives residents access to the beach, local cafés, shops and Hampton Train Station while retaining the feel of an established residential neighbourhood.

Architecture and interiors by <a href="https://www.apartments.com.au/architects/ewert-leaf">Ewert Leaf</a> draw on the warmth and permanence of traditional brickwork, with the building integrated into terraced landscaping by <a href="https://www.apartments.com.au/landscape-architect/john-patrick-landscape-architects">John Patrick</a>. Ground-floor apartments are elevated above the street and include private garden courtyards, while several upper-level residences have generous balconies and outlooks toward the bay.

“The unit is very light, has views to die for over the bay, all construction materials and fittings are premium quality, we have secure parking for three cars, EV charging at very competitive rates, the neighbours are friendly and there is just a lovely ambiance about the place,” the purchaser said.

Environmental features include solar panels, shared electric vehicle charging stations, rainwater harvesting for toilet flushing and landscape irrigation, double-glazed windows and water-efficient fixtures and appliances.

The development was built by Balmain &amp; Co, with Wickton managing the broader development process through its in-house team.

For downsizers, the project’s completed status removes much of the uncertainty associated with buying off the plan. Purchasers can inspect the finished apartments, understand their outlook and proportions, and move in without waiting for construction to conclude.

The remaining selection includes north-oriented balconies, corner configurations and penthouses with elevated bay views. The developer-paid stamp duty initiative is available for a limited time, with potential savings of up to $200,000 depending on the residence purchased.

Luxury apartment buyers have long prioritised design, space and finishes, but increasingly they're placing equal importance on something less tangible: how easily they can live without relying on a car.

At <a>Richmond Square</a>, <a href="https://www.apartments.com.au/developers/fortis">Fortis</a> believes that convenience begins beyond the apartment itself, with the mixed-use precinct earning a near-perfect Walk Score of 99.

The development has been planned around the idea that some of the most valuable amenities aren't contained within a building, they're the restaurants, cafés, parks, transport connections and daily conveniences that can all be reached on foot.

Located just behind Swan Street and Church Street, <a href="https://www.apartments.com.au/new-apartments/richmond-square-1-wiltshire-street-richmond-vic-3121">Richmond Square</a> places residents within one of Melbo​u​rne's most established lifestyle precincts while offering a quieter residential setting removed from the busiest thoroughfares. Rather than developing a standalone apartment building, Fortis consolidated 15 individual properties to create one of the larger development parcels assembled on Mel​b​ourne's city fringe in recent years. That allowed the team to deliver a genuine mixed-use precinct comprising 107 residences across Wiltshire House and Carmine House, premium office space, hospitality venues, retail, wellness offerings and a future 57-room hotel.

The project is also attracting Mornington Peninsula and interstate buyers seeking a Melb​ourne residence they can lock up and leave between visits.

Many are looking for generous living spaces, room to entertain, quality finishes and confidence in the project team, but location remains one of the biggest deciding factors.

"For many buyers, Richmond Square provides a way to simplify the practical side of home ownership without reducing the quality of their lifestyle," the sales team said.

Walker Corporation is doubling down on Maroochydore following the successful sales campaign at its first residential project in the emerging CBD.

The national developer has filed plans for <a href="https://www.apartments.com.au/new-apartments/celeste-30-sunshine-coast-parade-maroochydore-qld-4558">Celeste</a>, a new 29-storey apartment tower at Lot 30 Sunshine Coast Parade, just metres from its under-construction SOL by Walker development.

The plans, prepared by Plus Studio, would see 208 apartments delivered across a 100-metre tower on the 2,376 sqm site, which fronts Sunshine Coast Parade, First Avenue and Future Way within the Maroochydore Priority Development Area.

The proposed apartment mix comprises 36 one-bedroom apartments, 48 two-bedroom apartments, 72 two-bedroom apartments with an additional multipurpose space, and 48 three-bedroom apartments.

The upper levels would be capped by two four-bedroom sub-penthouses and two four-bedroom penthouses, taking the total apartment count to 208. The preliminary yield study also provides 262 car spaces, 114 resident bicycle spaces and storage for each apartment.

It represents Walker's next major residential move in the new Maroochydore CBD after the success of SOL by Walker, its $220 million two-tower project nearby.

SOL launched to market in early 2025 and has since seen strong demand, particularly from local owner-occupiers. By February this year, Walker said the first SOL tower was nearing sell-out, with a strong waitlist also emerging for its recently released penthouse collection.

Construction is already underway on SOL, with the first tower expected to be completed in late 2027 and the second to follow in early 2028.

Celeste would take a different form to the twin 19-storey buildings at SOL.

Plus Studio has designed a single 100-metre tower above an activated podium, with the architecture responding to the site's prominent position and three street frontages.

The podium would incorporate commercial tenancies and public art, with sweeping façade elements wrapping the street edges. The scalloped concrete podium has been inspired by the patterns created in sand at low tide, while extensive landscaping would continue vertically through the tower.

The ground level plans show three commercial tenancies addressing Sunshine Coast Parade alongside the residential lobby and landscaped public realm. The podium would then accommodate several levels of car parking before the residential tower rises above.

Plus Studio said the tower had been designed to maximise views from each apartment, taking in the Maroochy River, Sunshine Coast hinterland, Cotton Tree and Maroochydore Beach and ocean.

Those views have also shaped one of the project's key features, with Walker proposing to put the primary resident amenity on Level 29 rather than lower within the building.

The rooftop would feature a 284.9 sqm pool area with an infinity edge, along with a cold pool, spa, sauna, 93.2 sqm gym, sunset lounge, BBQ and dining areas, pool deck and private dining space. Cabanas and day beds are also shown across the recreation level.

The two penthouses would extend across the upper levels and each feature private terraces and plunge pools.

Celeste further reinforces Walker's commitment to the transformation of Maroochydore City Centre.

Walker is one of the key partners delivering the new CBD alongside Sunshine Coast Council and SunCentral Maroochydore, with the broader 62-hectare Priority Development Area occupying the former Horton Park Golf Course and surrounding land.

The precinct is ultimately expected to accommodate at least 4,000 new homes as Maroochydore evolves into the Sunshine Coast's principal commercial and residential centre.

When SOL secured approval in February 2025, Walker Managing Director and CEO David Gallant described it as the "first of many residential projects" the company planned for the Maroochydore City Centre.

Celeste now provides the clearest indication yet of what comes next.

The site sits immediately within the new CBD, with the design report identifying Sunshine Plaza and surrounding parkland within walking distance and Maroochydore Beach around a five-minute drive away.

For Walker, the timing of the application comes as its first residential bet on the new CBD appears to have been vindicated.

SOL has progressed from planning approval to construction while its first release has approached sell-out, giving Walker confidence to push ahead with another 208 apartments and take its residential pipeline in the Maroochydore City Centre to around 450 dwellings across the two projects.

Celeste remains subject to planning approval, with the architectural material describing the scheme as a preliminary yield study that may change through the assessment process.

For most Australians, buying an apartment is one of the biggest financial decisions they'll ever make

The location, floorplan and price are often the first considerations, but in recent years another question has become increasingly important: who is actually delivering the project?

A series of high-profile builder collapses, construction delays and defect concerns have fundamentally changed how many Victorians approach buying off the plan. The collapse of Porter Davis in 2023, which reportedly left around 1,700 homes unfinished, became one of the most visible examples of the risks that can emerge when a construction company fails. <a href="https://www.equifax.com.au/sites/default/files/lpassets/pdf/Final-Business-Market-Pulse-June-Sector-Deep-Dive-Report-2.pdf">Similar challenges across the broader construction sector</a> have left buyers asking more questions before signing a contract.

As Victoria continues encouraging higher-density housing to address supply shortages, transparency is becoming just as important as location or price.

One tool increasingly entering the conversation is the <a href="https://icirt.com/">Independent Construction Industry Rating Tool (iCIRT)</a>, an independent assessment framework designed to help buyers better understand the developer or builder behind a project. Originally developed by Equifax in consultation with government and industry as part of NSW's Construct NSW reforms, the system has since expanded nationally.

<h2 data-end="1519" data-section-id="7nmx3" data-start="1492">What is an iCIRT rating?</h2>

Most Australians are familiar with independent ratings in everyday life.

We compare ANCAP safety ratings before buying a car. We look at Health Star Ratings in supermarkets. Banks rely on credit assessments when lending money.

Until recently, however, there has been very little independent information available to help apartment buyers assess the business responsible for delivering a residential project.

That gap is what iCIRT was designed to address.

Builders, developers and other construction professionals with an iCIRT rating have demonstrated high-trust characteristics through an independent, evidence-based assessment across six criteria: Character, Capability, Conduct, Capacity, Capital and Counterparties. This involves a rigorous review of financial health, past project track record, and ethical conduct. Crucially, an iCIRT rating could help provide property buyers with confidence that they are working with a professional who has demonstrated the capability, capacity, and willingness to return and rectify issues.

Importantly, iCIRT is not a recommendation to purchase a particular property, nor is it a traditional credit rating. It is an independent assessment framework designed to provide objective information about a construction business using a <a href="https://icirt.com/sites/default/files/2025-08/iCIRT-Methodology-Issue1-May-2021.pdf">published methodology</a>.

The system has been widely adopted in New South Wales, where more than one-third of medium and large residential builders and developers now hold an iCIRT rating, representing over two-thirds of the state's residential building market by value as of 2025/26.

<h2 data-end="3126" data-section-id="h6ohtj" data-start="3084">Why buyers are doing more due diligence</h2>

For many buyers, particularly those purchasing off the plan, the biggest risk isn't whether they'll like the kitchen finishes.

It's whether the project will be delivered on time, to the expected quality, and by a company capable of completing the development.

<a href="https://icirt.com/sites/default/files/2026-07/iCIRT%202025%20Consumer%20Survey%20Report%20v05.pdf">Consumer research commissioned by iCIRT</a> found more than half of respondents believed current protections do not adequately safeguard buyers from builder insolvencies or defective projects. Other research found 88 per cent of prospective buyers would seek independent ratings or due diligence before purchasing, while 90 per cent said trust in construction professionals is essential.

That doesn't mean buyers should rely on a single rating alone.

Independent legal advice, understanding the contract, and seeking financial advice all remain important parts of the due diligence process.

However, an independent assessment can provide another source of information alongside those traditional checks.

<h2 data-end="4138" data-section-id="pquzxc" data-start="4094">Trust is becoming a competitive advantage</h2>

The conversation isn't only changing for buyers.

Developers are also recognising that trust has become an increasingly important part of the sales process.

Five years ago, purchasers typically asked about floorplans, finishes and settlement dates.

Today, sales teams are increasingly being asked about the developer's experience, financial stability, previous projects and construction partners.

For companies with strong governance and established delivery records, an independent iCIRT rating provides another way to demonstrate those credentials before buyers even visit a display suite.

According to Equifax, the assessment can also help businesses drive sales and <a href="https://icirt.com/resources-for-business/icirt-rating-helps-scion-secure-high-value-projects">secure high-value projects</a>, as well as identify operational improvements and <a href="https://icirt.com/resources-for-business/mirvac-reinforces-brand-trust-and-quality-independent-icirt-rating">attract top talent</a>.

<h2 data-end="4962" data-section-id="1j54ng5" data-start="4912">Beyond buyers: lenders are paying attention too</h2>

The influence of independent construction ratings is also extending beyond consumers.

According to Stamford Capital's Real Estate Debt Capital Markets Survey, an increasing number of lenders now incorporate iCIRT ratings into their due diligence processes when assessing residential development finance applications.

The survey found lender adoption has continued to rise, with many respondents saying independent assessments provide additional insight into governance, counterparties and delivery capability beyond traditional financial analysis. Some lenders also reported declining funding applications where businesses had poor or no ratings.

As construction costs remain elevated and access to development finance becomes more selective, demonstrating credibility is becoming increasingly valuable.

<h2 data-end="5801" data-section-id="1qazuxs" data-start="5772">What it means for Victoria</h2>

Victoria's apartment market is entering a new phase.

The state is seeking to accelerate higher-density housing while simultaneously introducing reforms aimed at improving confidence in residential construction.

For buyers, that means there are more tools available than ever before to research the businesses behind a project.

For developers, it signals that transparency is becoming another point of differentiation in an increasingly competitive market.

Buyers are asking more questions than ever before and increasingly expecting independent information, not just marketing material, before making one of the biggest financial commitments of their lives.

Buying off-the-plan in Melbourne? How independent iCIRT ratings are set to change Victorian property

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>

While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.

The scheme is expected to commence in NSW in late 2025, as part of a national rollout.

The residential towers at Sydney's One Central Park were voted the fifth best new skyscraper in the world by Emporis, a Hamburg-based building and construction data company.
The “international jury of architecture experts” selected buildings which had been completed in the last 12 months and were at least 100 metres tall, judging them according to “aesthetic and functional design criteria,” according to Emporis. A total of 300 high rise buildings were considered. 
First place went to London’s The Shard, the 87 storey tower which opened in February last year. The tallest building in the European Union, the Shard was designed by Italian architect Renzo Piano with Adamson Associates.
One Central Park was completed in December 2013. Designed by French architecture practice Jean Nouvel with Australian firm PTW, the skyscraper’s standout feature is its plant covered walls, which are set to reach full growth potential at the end of the year. 
PTW director Matt Dobbs said One Central Park was a “dream project to work on.”
“Collaborating with the likes of world renowned architect Jean Nouvel is a once-in-a-career opportunity,” he said.
The other major feature of the skyscraper is Nouvel’s signature cantilever – a suspended beam or structure jutting out from the main building, anchored at only one end. At One Central Park, the cantilever is the tower’s Sky Garden, which extends from level 29 of the East tower.
The Emporis Skyscraper award is now in its fourteenth year. Previous winners include London's 30 St Mary Axe ("the Gherkin" to some), the Kingdom Centre in Saudi Arabia's Riyadh and the Mode Gakuen Cocoon Tower in Tokyo.<a href="https://en.wikipedia.org/wiki/Mode_Gakuen_Cocoon_Tower" title="Mode Gakuen Cocoon Tower"> </a>

Sydney’s One Central Park named one of the world’s best new skyscrapers

It’s Saturday morning in West Brunswick, a suburb in Melbourne’s inner north. From my bedroom window I can see a crowd gathering across the road for a house inspection.
The crowd swells to 60 or so people – couples, couples with school-aged children, couples with small babies and then there are small groups of young people, clearly looking for share housing. Surveying the scene I feel like I can predict who my new neighbours might be.
Or, at least I am fairly sure who they won’t be. This semi-renovated three bedroom house has been up for rent three times in the past three years. At $560 per week the rental price is steep, yet each house inspection has attracted crowds like this one. And each time my new neighbours have been couples with a small baby. Young single people did not get a look in.
This is hardly surprising. The scene played outside my bedroom window reflects broader trends. Landlords <a href="https://www.realestate.com.au/blog/finding-the-right-tenant/" target="_blank">want safe bets</a> – people who can pay the rent, withstand rent increases, won’t trash the property and may even improve it.
And in a tight housing market with national demand outstripping supply – especially at the low end of the <a href="https://www.treasury.gov.au/~/media/Treasury/Publications%20and%20Media/Publications/2012/NHSC/Downloads/PDF/housing_supply_affordability_report.ashx" target="_blank">affordability market</a> – and rental vacancy rates <a href="https://www.ahuri.edu.au/housing_information/review/evrev053" target="_blank">between 1% and 4%</a> in capital cities across Australia, most landlords can afford to be choosy.
Young people find it hard to compete, especially in some segments of the rental market. Recent evidence indicates that young people are more likely to be in precarious housing than other age cohorts. They are more likely to be in unaffordable housing, private rental or overcrowded households, and to have recently experienced a forced move. And compared with couples with children they are almost seven times more likely to dwell in housing that is in poor condition.
<a href="https://www.vichealth.vic.gov.au/~/media/ResourceCentre/PublicationsandResources/Health%20Inequalities/Precarious%20housing/Precarious_Housing_Full_FINAL_2August.ashx" target="_blank">Preliminary evidence</a> is also emerging that like other age groups, young people’s experience of precarious housing also impacts negatively on their health and well-being, especially their mental health.
It’s little wonder, then, that young people are leaving home later than previous generations, typically around 23 or 24, often returning to the family home multiple times following job loss, tenancy breakdown or other life crises, before they settle into <a href="https://aifs.org.au/institute/pubs/diversity/DiversityAndChange.pdf" target="_blank">fully independent adulthood</a>.
This social trend has real consequences: for family finances, parent-child relationships and the way young people themselves imagine their place in the world, their rights and responsibilities, as well as their sense of capability, agency and autonomy.
This trend is only likely to increase if the <a href="https://theconversation.com/young-people-are-now-on-the-edge-of-our-reconfigured-welfare-state-26697" target="_blank">proposed changes</a> to the Youth Allowance and Newstart proceed as outlined in the recent federal budget. In a policy first, 30 is defined as the upper age of youth. And young people who finish their education and are looking for jobs – or those who get a job and lose it – will not be entitled to Youth Allowance (up to to the age of 25) or Newstart Allowance (25 years and older) for six months.
On $207 for <a href="https://www.humanservices.gov.au/customer/enablers/centrelink/youth-allowance/payment-rates" target="_blank">Youth Allowance</a> (living away from home) per week or $255 <a href="https://www.humanservices.gov.au/customer/enablers/centrelink/newstart-allowance/payment-rates-for-newstart-allowance" target="_blank">Newstart Allowance</a>, combined with maximum payment of $63 in <a href="https://www.humanservices.gov.au/customer/services/centrelink/rent-assistance" target="_blank">Commonwealth Rent Assistance</a>, young people currently find it extremely difficult if not impossible to access and maintain affordable housing. This will quite simply be impossible if benefits are, as proposed, suspended for six months.
While difficult for those young people who enjoy the support of their families, it is almost impossible for those who lack such support. These are the 22,000 or more young people estimated to be homeless on census night – a figure recognised by the Australian Bureau of Statistics as an underestimation of the <a href="https://www.aihw.gov.au/WorkArea/DownloadAsset.aspx?id=60129545638" target="_blank">actual population</a>.
This lack of support extends to nearly 3,000 young people nationally who are exiting out-of-home care services. A range of evidence suggests that anywhere between 40-60% of these young people will be homeless within a year of leaving care. Currently, it is estimated that 43,000 young people are receiving the youth allowance and living away from home.
These young people, who typically aspire to nothing less than their home-based peers (a house, job, sense of belonging and money to make a life), are <a href="https://www.vichealth.vic.gov.au/~/media/ResourceCentre/PublicationsandResources/Health%20Inequalities/Precarious%20housing/Precarious_Housing_Full_FINAL_2August.ashx" target="_blank">multiply disadvantaged</a> in the housing market. Without the safety net provided by the family they risk free-falling into long-term poverty and disadvantage. Most have low levels of education, with over half in some studies recording their highest level of education as Year 11 or below. Of those who find their way to services, nearly 90% are unemployed or not in the labour force.
We know that these young people are <a href="https://www.bsl.org.au/Social-exclusion-monitor" target="_blank">three times more likely</a> to experience social exclusion. Also compared to full-time employees, unemployed people are around 15 times more likely to be in <a href="https://www.vichealth.vic.gov.au/~/media/ResourceCentre/PublicationsandResources/Health%20Inequalities/Precarious%20housing/Precarious_Housing_Full_FINAL_2August.ashx" target="_blank">unaffordable housing</a>.
Like other homeless populations, these young people have <a href="https://www.aihw.gov.au/WorkArea/DownloadAsset.aspx?id=60129545051">few other housing options</a>. Most do not qualify for public housing, and when they do many languish on long waiting lists for a housing tenure that is widely recognised by policymakers and young people themselves as unsuitable.
Once homeless, some – depending on what area are living in, be it metropolitan, rural or remote – may find temporary refuge for six to 12 weeks in crisis accommodation. Some of these – if they are lucky – may go on to government-funded transitional accommodation for up to 12 months. A tiny number, and arguably the luckiest of all, end up in youth foyers: housing that is combined with tailored education and employment support.
The rest, however, continue to live rough, couchsurf, or try to make a go of it in rooming houses with shared bathroom and kitchen facilities. Increasingly, some find themselves in unregistered rooming houses: ordinary houses in the suburbs in which unscrupulous landlords sublet bedrooms at a premium price. Here, disadvantage is concentrated and a culture of violence and conflict is common. These are hardly the places to build sustainable, independent lives.
With a generation at risk of being locked out of the housing market and a significant minority of these falling through the gaps of the rental market, the need for a national youth housing policy has never been more pressing.

This analysis doesn’t include expenses such as holding costs and purchase and selling costs so the proportion of actual loss making re-sales would be higher than this reported figure on a net basis.
The figures also showed that there was a big discrepancy between the proportion of loss making re-sales across the capital cities and regional markets. The data showed that loss making re-sales are much more prevalent in regional areas than across capital cities.
This is reflective of the fact that although values are higher over the year in all capital cities, it is not the case across many regional areas. Over the three months to March 2014, 6.5% of properties across the capital cities re-sold for less than their previous purchase price compared to 16.0% of re-sales in regional areas.

The above chart shows the long-term proportion of loss making re-sales across both the capital cities and regional markets. Outside of a recent period between the middle of 2004 and early 2009, capital city markets have consistently recorded a lower proportion of loss making re-sales than regional areas.
Recently the differential between capital city and regional markets has been significant which is reflective of the ongoing weaker capital growth conditions within major regional housing markets.

Across the major capital city markets the proportion of loss making re-sales is generally trending lower from a recent peak. This is reflective of the low interest rate environment and the rising home values which results in fewer vendors selling their home for less than what they purchased it for.
With mortgage rates touted to remain at low levels for some time we would anticipate that the proportion of loss making re-sales will continue to trend lower across most capital cities.
While we are seeing general improvement in capital cities, regional markets are experiencing a wide variety of performances. Markets that are coastal and linked to the lifestyle segment of the market are seeing a high proportion of loss making re-sales however, the proportion is now generally trending lower.
On the other hand, markets linked to the resources sector, some of which are coastal, are now seeing a much higher proportion on loss making sales. As many resource projects shift from construction to production demand for workers is much lower which in-turn impacts on the residential housing market, significantly in some instances.

Across some of the major lifestyle markets depicted in the chart above you can see that the proportion of loss making re-sales remains high but is now clearly trending lower.
In the Bunbury region of Western Australia, the proportion of loss making re-sales peaked over the three months May 2012 at 22.3% and have since trended lower and over the most recent quarter were recorded at 16.5% of total sales.
In Cairns the recent peak saw 42.6% of re-sales at a loss over the three months to June 2012 and the proportion has since fallen to 28.2%.
Loss making resales on the Gold Coast peaked at 38.6% of all sales over the three months to December 2012 and have since fallen to 25.6% of all sales.
Within the Richmond-Tweed region 22.3% of re-sales were at a loss over the March 2014 quarter, down from a peak of 28.9% over the three months to October 2012.
On the Sunshine Coast loss making re-sales peaked at 36.0% of re-sales in October 2012 and have fallen to their current 23.2%.

While the proportion of loss making re-sales is trending lower in coastal markets we’re seeing a rise in other markets, particularly those linked to the resources sector.
Over the first quarter of 2014, 16.3% of re-sales were at a loss in the Fitzroy region of Queensland up from 10.0% a year ago. In the Mackay region, 23.3% of re-sales over the first quarter of 2014 were at a loss compared to 14.4% a year earlier.
In the Outback region of Western Australia (which includes many resource areas) loss making re-sales have risen from 12.0% of sales in the first quarter of 2013 to 17.3% in the first quarter of 2014.
There are some clear trends emerging with regard to loss making re-sales. As home values and sales activity rise across the capital cities the proportion of loss making re-sales is trending lower (as you’d expect).
Certainly the capital city markets are experiencing far fewer loss making sales than regional markets. In many coastal lifestyle markets we are starting to see some low-levels of value growth returning and sales volumes lifting. As a result, loss making re-sales are still relatively high but are beginning to trend lower.
In those areas linked to the resources sector we are seeing the proportion of loss making re-sales trend higher. This is occurring on the back of many mining projects shifting from construction to production phase. In these areas we are generally seeing falling home values, sales volumes and rental rates while discounting levels and time on market increase.
With mortgage rates set to remain low over the coming months we would anticipate that these broad trends will continue.
Look for the capital cities and lifestyle markets to see continuing falls in loss making re-sales, whilst markets linked to the resources sector to experience tougher conditions with losses becoming more prevalent.

Loss making re-sales are much more prevalent in regional areas than across capital cities

Banks earned $1.226 billion in fees on home mortgages in 2013, up slightly from the year before, a survey by the Reserve Bank of Australia has found.
Fee income from home lending increased by 0.4% over the year, despite a drop in exception fees (such as fees for late payment), charges for breaking fixed-rate loans, and service fees from securitised loans.
The Reserve Bank’s annual bank fee survey for 2013, released last week, included 16 financial institutions, which together accounted for about 90% of total Australian banking sector assets.
The study found that between 2007 and 2012, fees on home loans increased by an average of 2.5% a year, the fastest growth rate for fees on any category of bank product sold to households.
Account-servicing fee income from housing loans increased during 2013 due mainly to a rise in housing loan approvals.
Housing finance approvals for owner occupation rose by 1% from November 2013 to December 2013 in trend terms, according to Australian Bureau of Statistics data. Seasonally adjusted, the number of home loan approvals rose by an average of 1.44% a month over 2013, ABS data shows.
The RBA study noted that growth in housing loan approvals was usually associated with higher establishment fee income, but some banks had been waiving those fees for some customers.
Exception fee income from housing loans to households fell by 16.6% to $30 million in 2013. The RBA noted that exception fee income had declined by more than 50% since 2009.
The major banks reported low levels of bad debts during the recent reporting season and many customers were ahead on their repayments.
Overall, banks earned $4.136 billion in fees from households, an increase of 2.3%, following three years of declining fee growth. Most of the increase was driven by higher fee income from credit cards and personal loans.
From businesses and households combined, banks earned around $11.6 billion in fees in 2013.

Forecasters often back off from their previous predictions, but there's not really too much point in that. 
The very concept of accurately forecasting dwelling prices is flawed, since it is not possible to anticipate future event which impact the economy.
In the absence of much interesting local news, I'll take a look at how Aussie property prices are tracking against our 2014 forecasts, by benchmarking against <a href="https://www.rpdata.com/" target="_blank">RP Data's Daily Home Value Index</a> for the year-to-date. 
Below is what we came up with for 2014. It may also be <a href="https://petewargent.blogspot.com.au/2013/11/property-market-predictions-for-2014" target="_blank">worth reading here</a> the rationale behind our predictions, in particular why we came in lower than most, if not all, other forecasters.

The RP Data Daily Home Value Index does not cover daily figures for Hobart or Canberra, but we note that according to Residex prices have been flat or falling moderately, in line with expectations.
Sydney
Our strongest 2014 forecast was for 6% to 9% capital growth in Sydney.
The home value index has historically recorded seasonal dips in May, the reasons for which have been well documented elsewhere.
We should now be through that seasonal dip and the outlook for Sydney suggests further price growth in 2014, 2015 and 2016 according to BIS Shrapnel.
I tend to agree that we'll likely ongoing growth for Sydney but at a slower pace than has been seen in the last 12 months.

Melbourne 
Melbourne is a tricky one, the data always seems to imply higher vacancy rates and plenty of stock, and yet dwelling prices have often defied the data in this regard, presumably due to much of the new stock being less sought after.
We opted for 2% to 5% capital growth om the grounds that the market has already been heated for some years now. Our prediction was lower than what others expected. 
The daily home index has been a wild ride for Melbourne, first "booming" and then "busting" in 2014.
The net position is that the market is tracking at around a 2% annualised pace in 2014, which is consistent with the bottom end of our forecast range. 
Some talk of the Melbourne market having peaked around in media circles. Watch this space.

The market with the strongest three year prospects according to BIS Shrapnel who forecasts 17% capital growth over that time.
For similar reasons we plumped for 2% to 5% growth in 2014 for Brisbane and Gold Coast.

Adelaide
It's been a recurring theme in Australia that every year the experts predict a "boom" in Adelaide but it never comes to pass.
To be blunt, I'm not a fan myself due to the weak and faltering local economy, a <a href="https://petewargent.blogspot.com.au/2014/06/blue-day" target="_blank">brain drain to other states</a>, weak state population growth and rising unemployment, as documented here many times.
In fact, I will always be wary of experts recommending that you invest into an economy where unemployment is rising towards 7%, particularly if they are vested interests in that market.
If net jobs growth returns then fair enough, but until that time...pass.
For these reasons, our forecast was only for 0% to 3% capital growth, which may have been unpopular, but with the local press reporting an <a href="https://www.adelaidenow.com.au/news/south-australia/south-australians-have-homes-repossessed-over-mortgage-default/story-fni6uo1m-1226962430827" target="_blank">increasing number of foreclosures</a>, I doubt we'll be too far off track with that prediction.

How my Aussie property price predictions for 2014 are tracking

Finding good tenants can be hard.
Buy-and-hold investors typically seek two desirable traits from tenants:
<ol>
<li>Good quality tenants who look after the property and pay their rent on time</li>
<li>Not only finding these good quality tenants, but hopefully tenants that offer longevity to their stay. So, tenants who will stay for a couple of years or more</li>
</ol>
In my investment experience, whilst I’m yet to have a tenant ‘quality’ issue, if you have sourced good quality managing estate agents with a proven track record of property management experience, you should be OK on this front. I have had a somewhat ‘mixed bag’ when it comes to maximised tenant duration.
For some properties I’ve had young family tenants in them for four plus years, yet for others I’ve had a high turnover; with one property changing tenants every six months on the dot. Obviously for investors; minimising vacancy periods or ‘down time’ is a major objective and in one financial year even just a couple of weeks of vacancy between tenants, if unplanned for, can throw the holding cost and tax structure of an investment property in to a tailspin.
So, I’ve recently found myself in the precarious position of being ‘between tenants’ for one of my properties. However, instead of sitting tight with a vacant apartment for a couple of weeks, I chose to take action.
Like somewhat of a guerrilla investor, I’ve been busy most nights after work going over to the property and adding what I call ‘short-term value’.
I’m no Cherie Barber or Nathan Birch (two of Australia’s most revered fast-turnaround property ‘flippers’), however I’ve taken several cues from their YouTube channels to put together a list of time and cost-efficient things you can do in the shor- term to add value to your property whilst between tenants, to maximise return potential and capital growth.
Cost and Return Analysis:
In no order, here is what I’ve been able to do, by myself, after work every night, for the last two weeks. I’ll tell you to the total cost of the improvements along with the result in terms of rental return improvement.
This property is a small (67 square metre) two bedroom apartment in an old 1960s apartment block in Sydney’s Inner West.
<ul>
<li>Tile painting in the bathroom ($230)</li>
<li>Re-painting all bedroom/bathroom/front doors ($60)</li>
<li>Replacing all doorknobs with modern ones ($65)</li>
<li>Replacing living room and kitchen lights with modern ones ($160 including electrician)</li>
<li>Re-netting and re-tubing all flyscreens ($28)</li>
</ul>
Total cost (investment): $543
Asking weekly rent before renovation: $380 per week 
Actual weekly rental return, post-renovation: $420 per week
Rental return gain per week: $40 (effectively an extra $2,080 in rent per year; almost four times return on initial cost). This amount almost pay’s for a full quarter’s strata fees. Plus, the capital gain realised, though I do not yet have a post-renovation valuation report, will be a worthy reward for what has been a duck-in/duck-out light renovation.
To Sum Up
I’m a firm believer in the notion these days that property investors need to ‘manufacture’ return instead of just waiting for it and guerrilla renovations are an easy way to do just that.
Yes, the old investment adage ‘time in the market versus timing the market’ still does apply, but that doesn’t mean you can’t give it a little nudge every now and then.

Guerrilla renovations: Adding value and rental return on the cheap

The eight level, 34-room octagonal-shaped Hotel Saville in South Yarra has been sold. And the whisper is to Channel 9’s The Block for $7.35 million.
But there's no confirmation from Ben Baines and Ted Dwyer, the Colliers International selling agents, simply saying the property had sold to a local developer.
<a href="/expert-insights/investing/on-the-market-hotel-saville-a-piece-of-the-south-yarra-skyline">The property was sold with a permit for 51 apartments by the vendor</a>, Simpo Solutions Pty Ltd directed on purchase by Ray Huang.
The 3.5 star hotel has been trading since the early 1970s, when it was built with 360 degree views including the city across Fawkner Park. 
Located at<a href="https://rca.colliers.com.au/property-land+development-vic-south+yarra-501125927" target="_blank" style="line-height: 1.3em;"> 1-5 Commercial Road</a>, and currently trading as Hotel Saville of South Yarra, the property was marketed as a "premium opportunity well suited to residential developers, hotel/motel developers, home owners and investors".
The Herald Sun reported it sold on Friday to Channel 9’s The Block for approximately $7.35 million - and will be the biggest site the series has taken on.
“We’ve had no contact with Channel Nine or The Block,” the agent reportedly told the Australian Financil Review, though that's not the final word as the Watercress Production company typically utilises the services of their architects, Brenchley Architects. 
So Property Observer isn't yet convinced either way, as previous reports of The Block's next intended location have been awry.
Channel 9 doesn't offer confirmatory comment on The Block's acquisitions until the filming is underway, as part of its 'keep'em guessing' marketing strategy.
Despite some doubting by Property Observer, The Age has pinpointed the likely next location elsewhere in South Yarra after the forthcoming Prahran series.
Property Observer notes Brenchley Architects has recently lodged a $2.4 million 10 apartment, development application at <a href="https://www.realestate.com.au/property-unitblock-vic-south+yarra-116269171" target="_blank">27 Darling Street, South Yarra</a> which has a caveat on it pursuant to a purchase by Watercress Productions, suggesting the 10th and possibly subsequent series could be undertaken at the popular Melbourne suburb.
Following an influx of interest from potential purchasers, Colliers International sold 1-5 Commercial Road, South Yarra in one line with a nearby 450 square metre car parking block at 270 Punt Road.
The Hotel Saville, which was sold with vacant possession, obtained in excess of 200 enquiries with 10 formal offers.
"Interest came from local and offshore residential developers as well as hotel/motel operators," Ben Baines advised.
“It was a very rare opportunity to acquire a landmark property offering such substantial upside potential.
"Local developers fought off offshore interest to secure the property.
“Local developers are still dominant in Melbourne’s suburban markets given their knowledge of owner-occupiers who will ultimately be purchasing the end product,” Mr Baines said.
 “This is in contrast to many of the CBD developments which are targeting investors, particularly those based overseas.
“That being said, offshore groups are increasing their activity and enquiries on suburban sites and as such we are likely to see high profile sites in the suburbs start to be snapped up by offshore groups, in particular larger sites with potential for in excess of 60 apartments.
“Market confidence within the suburbs is as strong as we have seen since before the GFC, with residential development sites now consistently transacting for in excess of around $130,000 per potential apartment. 
"Looking back 24 months, it was rare for apartment sites to achieve more than $100,000 per potential apartment.” 
The South Yarra address also made the site more attractive, with the suburb’s median two-bedroom apartment price currently sitting at $620,000.
“The properties have great access to popular attractions and amenities such as the Prahran Market, Chapel Street, Fawkner Park, the Botanical Gardens and Albert Park Lake. St Kilda Road, the Monash Freeway and public transport are all nearby, while The Alfred Hospital is just down the road." 
In fact the in the 1990s some of its rooms were briefly rented to the Alfred Hospital.
In 2002 the hotel was in the news after it was alleged Reservoir man Shane Chartres-Abbott violently raped a client in a hotel suite, with part of her tongue missing.
The gigolo Chartres-Abbott was arrested shortly after the attack with the victim's blood on his pants and her phone in his bag. With the forensic evidence, medical reports, the victim's testimony and witness statements, Chartres-Abbott presented a bizarre, headline-grabbing defence that he was a 200-year-old vampire.
Chartres-Abbott was subsequently executed outside his Reservoir home in 2003 as he left for the County Court during the rape trial.
The hearing for Mr Chartres-Abbott's murder is under way at the moment.

The Block South Yarra? Octagonal Hotel Saville mystery

Kestelman talked to Property Observer about the outlook for the Melbourne residential property market, an upcoming product launch and the way he runs his businesses.
What are your views on the outlook for the Melbourne property market?
The market is very good. We’re doing well with sales. We produce quality product and there’s demand for that.
We are reasonably bullish about the Melbourne property market.
We don’t concentrate on only one suburb. [Our properties] are selling well and getting interest from local and overseas buyers.
The overseas market is still strong. Australia is an attractive place to live, work and study.
Locally, we’re definitely in a good moment in time with low interest rates. We’ve got a lack of supply and there is a shortage of quality development sites. I look at what’s in the pipeline and it’s hard to find quality sites.
Tell me about your upcoming launch.
It’s a joint event between LK Property Group and Qantas Frequent Flyer on June 24. We first initiated our affiliation with Qantas in 2013.
We are the exclusive partner for Qantas for property in Melbourne and we develop a number of properties around town and market them to Frequent Flyer members.
About 600 members of the Frequent Flyers program have been invited to attend the invitation-only launch event in Melbourne’s Docklands.
I’ve been in property for 20 years and over the last four to five years there have been different gimmicks but the only true loyalty program that works is the Qantas Frequent Flyer program. It’s a way to reward clients and keep them coming back.
LK Property Group uses mainly in-house design, trade, marketing and sales staff. What is the advantage of this strategy?
To achieve a consistent result over a long period of time it’s hard to get different contractors to do the work: as their interest wanes, you get a different result. If you build the processes and people internally, you get a consistent result.
The property industry in the past has been used to using external people but I intend to be here still for a while. We intend to do the hard yards now to get consistent results in the long term.
We invest in all the people we work with, both inside and out of the business. A happy customer is one who will come back. We have a concierge service for all of our purchasers. We hold their hands through the entire process.
How do you choose the external business partners that you do work with?
First of all I have to meet the people and get comfortable with them. For that, history speaks a lot. I would want to talk to other clients they have, understand what experience they have and make sure they are of the right calibre. To me, company name is irrelevant.
You run other ventures. Tell me about them.
I’m a business person. I’m in the business of setting up businesses, processes and people to make businesses operate. That’s what I do. Property is the same thing.
The Big Pitch is [one current project through Oxygen Ventures that aims] to find the brightest people with the best ideas and then helping them succeed. We are hoping to attract the best of the best with the form of people and ideas and we can help them with funding and services they need.
In the [LK Group of companies] we have legal, financial, call centres, we have a complete incubator service to help [start-up businesses] grow quickly.
The Big Pitch received more than 400 responses. I encourage online retail and technology companies mainly. Those are my areas of expertise. I love businesses that use underutilised resources where we can match supply with demand.
How do you apply technology in your property businesses?
From a technology point of view, for property it’s more about the data and the way we market to customers. [Working with] Qantas is an example of working in a scientific way, analysing what kind of people will be interested in the properties and marketing to them.

Q&A: Property developer Larry Kestelman on the outlook for the Melbourne property market

The ATO’s increased IT capabilities has one accountant warning investors that capital gains tax is one area you do not want to be messing up.
The ATO is able, under legislation, to access data that others cannot reach due to privacy legislation. This is then matched against your information and claims made on your tax returns.
Capital gains tax is particularly on the radar, warned Property Tax Specialists’ Shukri Barbara.
His tax tip is to ensure that you declare all transactions.
“Diffculties tend to arise in distinguishing when a sol property was exempt due to it being a Main Residence and protected under thesix year rule if it was subsequently rented. They are not to be messed with in 2014/15,” Barbara noted.
Timing your capital gains and losses on investment properties is also crucial.
He urges investors to remember that the important date is the contract date, and not the settlement date. If you’re carrying capital losses, then note the date against any capital gain you may also be realising.
His tip is that if you’re singing the contract before June 30, then any gains can be offset against tax incurred over the year or carried forward from a previous year “before the balance can be assessed as taxable.”
“If there is an excess of taxable amount – 50% discount may be applicable if the property was held for longer than 12 months,” he explains.
If you sign a day later, on or after July 1, then the tax is reported in the 2014 tax return.
“What you do not want to do is generate a CG this year, pay tax and then sell a loss property next year when there are no CG to offset against,” says Barbara.
“Capital losses incurred in any year are available to be carried forward to future years if there are insufficient gains to absorb it in the same year. It can be carried forward for an indefinite period.”

Do not mess up with capital gains calculations this year, warns accountant

BIS Shrapnel forecasts that only Brisbane and Sydney will experience house price growth after adjusting for inflation over the next three years.
However Brisbane is tipped to be the boom city, with BIS Shrapnel forecasting 17% nominal growth which would be around 8% after inflation.
Sydney prices are expected to climb over the next two years before declining in 2017, resulting in a 10% nominal gain over the three year period reflecting a 1% real gain. 
The Sydney and Brisbane growth will be underpinned by tight housing supply.
Meanwhile the Melbourne market continues to face challenges, including a subdued manufacturing sector, so BIS says its property prices will rise by just 8% in nominal terms, thereby being a 1% decline in real-terms between now and 2017.

Overall the national momentum in price growth that emerged in 2013/14 is expected to continue to support prices in 2014/15 and to a lesser extent in 2015/16, however, rising construction and the potential for oversupply in many markets, together with an eventual tightening in interest rate policy, will potentially create conditions for price declines by 2016/17.
According to BIS Shrapnel’s Residential Property Prospects, 2014 to 2017 report, tight markets and low interest rates have been the catalyst for the strength in the Sydney, Melbourne, Perth and Darwin markets over the past 12 months, as well as an emerging upturn in Brisbane. 
In the other capital cities, low interest rates have been helping to support stronger purchaser activity, if not stronger price growth.
BIS Shrapnel senior manager Angie Zigomanis, says that although prices have been rising in a number of capital cities, affordability at current interest rates are sufficiently attractive to maintain further price growth for now. 
"Rising construction pipelines have not yet worked their way through to completion and therefore supply, so pressures in most markets still remain.
“The current standard variable rate of 5.95% is, outside of the GFC emergency low interest rates in 2009, the lowest level in over 40 years.
 “As a result, affordability in most capital cities remains at early-2000s levels, which should be supportive of price growth.
“The low interest rates have had minimal impact on first home buyer demand, which has weakened considerably as state governments have removed incentives for established dwellings in favour of targeted incentives for new dwellings. 
"However, this weakness has been more than compensated for by the strength of ‘next time buyers’ and investors. 
"Population growth has also experienced a surge as net overseas migration increased from a low of 180,200 in 2010/11 to 244,400 in 2012/13, with the subsequent rise in rental demand also placing pressure on many capital city markets and helping to underpin price growth.”
These conditions are expected to continue to support prices over 2014/15 in light of relatively muted economic conditions as the economy transitions from being driven by resource investment to being driven by consumption and business and residential investment.
But the report warns of rapidly weakening economies in Western Australia and the Northern Territory – as mining investment is wound back – with slowing price growth in Perth and Darwin. 
"With limited dwelling deficiencies, or oversupplies, the markets in South Australia, Tasmania and Australian Capital Territory are expected to remain relatively flat."
Brisbane’s estimated median house price of $475,000 in June 2014 represents an eight% increase for the year.
"From a fundamental perspective, things are improving in the Brisbane market," Angie Zigomanis says.
He noted new dwelling construction had fallen below underlying demand in the Queensland market in recent years and an underlying deficiency of dwellings has emerged, with vacancy rates in Brisbane of 2.3% in March quarter 2014. 
"Brisbane’s median house price at June 2014 is seven% below its June 2010 peak in real terms, which together with the low interest rate environment has resulted in affordability being at early-2000s levels.
"This is all beginning to have an impact on purchaser sentiment, with upgrader and investor demand increasing and encouraging price rises.
“The pieces are falling into place for the Brisbane residential market to continue to strengthen,” said Zigomanis.
 “However, the pace of price growth is likely to be moderate, with economic conditions still relatively subdued and net interstate migration inflows are at low levels.”
BIS Shrapnel forecast single digit price growth of seven to eight% per annum is forecast over 2014/15 and 2015/16 as purchaser activity continues to strengthen. 
A corresponding increase in new dwelling construction should also contribute to stronger economic conditions, particularly with a sizeable underlying dwelling deficiency expected to still be in place. 
The forecast peak in interest rates is expected to slow price growth by 2016/17, although price declines are not expected given the presence of an undersupply of dwellings.
A total rise of 17% in the Brisbane median house price is forecast over the three years to 2017, representing an average rise of 5.3% per annum.
