One of North Sydney's best-known commercial buildings could become hundreds of new homes, with insurance giant Zurich Australia lodging a State Significant Development Application (SSDA) to transform 5 Blue Street into a mixed-use residential development above North Sydney Station.

Rather than demolishing the existing building and starting again, Zurich is proposing an adaptive reuse project that would convert the landmark office building into a 15-level residential development delivering 62 apartments, 86 affordable co-living dwellings, activated retail and significant upgrades to the Blue Street Plaza.

The proposal reflects a growing trend of commercial property owners repositioning ageing office assets into residential housing as Sydney grapples with housing supply shortages and changing workplace demand.

Located directly above North Sydney Metro and train station, the 3,051 sqm site occupies one of the most strategically positioned parcels of land on Sydney's Lower North Shore.

Designed by fjcstudio, the proposal seeks to retain and adapt much of the existing structure while creating a contemporary residential address that better connects with the public domain surrounding North Sydney Station.

The application proposes two basement levels, ground floor retail, affordable co-living accommodation across the podium levels, and apartments above, while preserving and enhancing the publicly accessible Blue Street Plaza.

Rather than pursuing maximum apartment numbers, Zurich has opted for a housing mix heavily weighted towards larger owner-occupier residences.

The proposal includes 62 build-to-sell apartments comprising 12 one-bedroom, 19 two-bedroom, 29 three-bedroom apartments and two premium penthouses. It also incorporates 86 affordable co-living dwellings, which would be managed in perpetuity by a Community Housing Provider.

That balance between traditional apartments and affordable housing reflects the NSW Government's push to increase housing diversity around major transport infrastructure.

The proposal has been lodged concurrently with a rezoning application, with Zurich arguing the site is ideally positioned to support additional housing given its immediate proximity to public transport, employment and services.

"The proposal aims to respond to the housing challenges facing Sydney through the delivery of diverse housing types in a highly accessible location," the design report by fjcstudio states. It also seeks to improve pedestrian amenity through upgrades to Blue Street Plaza while creating a high-performing residential building that responds to the surrounding context.

Rather than replacing the commercial building, fjcstudio has developed a design that works with the existing structural framework above the rail corridor, an approach that significantly reduces demolition while allowing the site to be repositioned as a mixed-use residential precinct.

The existing structural constraints have informed much of the building's design, including its relationship with Blue Street and surrounding public spaces.

The building has been designed as a slender tower rising above a clearly defined podium, with vertically expressed façades intended to reduce the perceived bulk while reinforcing North Sydney's emerging skyline.

According to fjcstudio, the architectural language responds directly to the surrounding commercial towers while maintaining a finer grain expression more closely aligned with the neighbouring Lavender Bay streetscape.

The tower incorporates articulated façade elements, landscaped podium edges and recessed upper levels to soften its appearance and improve pedestrian amenity below.

A significant component of the proposal is the revitalisation of Blue Street Plaza.

The existing public space has long served as one of the primary pedestrian connections between North Sydney Station, Greenwood Plaza and Blue Street, yet its role is expected to become even more important following the opening of Sydney Metro.

Zurich's proposal seeks to strengthen that role by improving landscaping, introducing new retail frontages, enhancing pedestrian permeability and creating more active edges throughout the day and evening.

Ground floor retail would wrap the plaza, while separate residential and co-living entries have been designed to improve wayfinding without reducing street activation.

Landscape design has been integrated throughout the podium and public realm, softening what is currently one of the most heavily urbanised parts of North Sydney.

The project forms part of the continuing transformation of North Sydney from a predominantly commercial CBD into a genuine mixed-use city centre.

Since the completion of Victoria Cross Metro Station, developers have increasingly shifted their attention towards residential projects capable of leveraging the area's unparalleled transport connectivity.

FiveX recently lodged plans for a 61-storey, 490-apartment tower that would become one of the tallest residential buildings in North Sydney if approved.

Aqualand continues to expand its Lower North Shore presence following the completion of AURA on Walker Street and its recent St Leonards and Roseville proposals.

Developers are also progressing projects throughout Walker Street, Miller Street and the Victoria Cross precinct as demand for well-located owner-occupier apartments continues to strengthen.

First look: Zurich targets North Sydney office conversion with 148-unit proposal above Metro station

Busy developer Aqualand Prestige has formally taken the next step in its expansion across Sydney's Lower North Shore, lodging a State Significant Development Application (SSDA) for its long-held Archer Street site in Chatswood.

The application covers <a href="https://www.apartments.com.au/new-apartments/51-55-archer-street-chatswood-nsw-2067">51-55 Archer Street</a>, a 1,767 sqm amalgamated site on the eastern edge of the Chatswood CBD, where the developer is seeking approval for a 45-level mixed-use tower delivering 114 apartments, including a significant affordable housing component, alongside retail, commercial space and six basement levels of parking.

The SSDA marks the latest milestone for a project Aqualand has been quietly progressing over the past two years. The developer first secured the site for its Aqualand Prestige platform before undertaking an alternative design excellence process with PTW Architects, ultimately avoiding a formal design competition through the Housing Delivery Authority pathway.

The proposal has evolved considerably from Aqualand's original concept. The revised scheme has been designed around larger owner-occupier product, with an unusually high proportion of three and four-bedroom apartments, targeting the more affluent buyer profile, and downsizer, emerging across the North Shore.

The 114-apartment mix comprises six studios, 27 one-bedroom apartments, 18 two-bedroom apartments, 50 three-bedroom residences and 13 four-bedroom homes. A quarter of the building will be dedicated to affordable housing, well above the mandated 15 per cent&nbsp;

PTW has structured the building vertically, with affordable housing across levels one to six, premium apartments through levels seven to 31, duplex skyhomes on klevels 32 to 43, a penthouse on level 44, and a rooftop plant level above. Six basement levels will provide resident parking and servicing.

The tower is proposed to reach approximately 154 metres, placing it among a growing collection of residential high-rises transforming Chatswood's skyline.

Rather than competing purely on height, PTW says the design has been driven by creating a slimmer tower capable of delivering significantly larger apartments.

"The primary objective of this project was to create a distinctive building that stands out from the recently approved or built structures in the Chatswood area," the design report states, noting the structural efficiency allows greater investment into apartment quality and resident amenity.

Residents would have access to more than 450 sqm of communal open space including landscaped gardens, swimming pool, rooftop entertaining areas, fitness spaces, community gardens, children's play areas and barbecue facilities.

A major focus of the design has been the public domain.

The ground plane has been opened up through landscaped terraces inspired by Willoughby's sandstone ridges, with native planting, public seating, artwork, retail activation and a series of gathering spaces intended to soften what has traditionally been a hard commercial streetscape.

The landscape strategy references Blue Gum forests once common throughout the area, while incorporating Indigenous storytelling, public art and lighting installations to strengthen the connection to Country.

Chatswood has been one of Sydney's busiest apartment markets over the past 12 months, with a steady pipeline of both new project launches and fresh development applications.

Hyecorp recently launched Celine, a 122-apartment development just along Archer Street, while Changfa and Huirong Group are progressing The Anderson, an 84-apartment project on Anderson Street.

Develotek recently secured approval for a 101-apartment tower on Pacific Highway, while Tian An LFD received the green light for Hammond Greens, its apartment development on the edge of the Chatswood Bowling Club.

Commercial property developer FiveX is also making its move into the residential market. Last month it lodged plans for a 61-storey tower with 490 apartments, which, if approved, would become one of the tallest residential buildings in Chatswood.

Aqualand is also expanding its development pipeline following the launch of its luxury residential brand, Aqualand Prestige. The developer has delivered a string of high-end apartment projects across Sydney's affluent suburbs over the past decade, most recently AURA by Aqualand on Walker Street in North Sydney.

Earlier this year Aqualand launched Boronia in Roseville, a boutique 111-apartment development on Larkin Street. Mass timber is becoming an increasingly popular construction material in apartment developments, but Adelaide developer <a href="https://www.apartments.com.au/developers/otello">Otello</a> is taking the approach a step further.

At its new <a href="https://www.apartments.com.au/new-apartments/flowe-bowden-18-gibson-street-bowden-sa-5007">Flowe Bowden</a> development, the exposed cross-laminated timber (CLT) structure isn't just about reducing the building's environmental footprint. It also forms the foundation of a broader wellness strategy, influencing everything from indoor air quality and natural materials to the way residents move through and experience the building.

The 115-apartment mixed-use development, designed by Melbourne-based architecture practice Fieldwork, will occupy a prominent island site opposite Bowden Village Reserve, combining one, two and three-bedroom apartments with retail and a dedicated wellness destination.

Wellness isn't confined to a gym or shared resident facility at Flowe. Instead, Fieldwork embedded the concept into the building itself.

The building's architecture also reflects Bowden's industrial heritage. The use of mass timber sits alongside a range of sustainability initiatives, including a fully electric, gas-free design, rooftop solar and a targeted 5 Star Green Star rating.

Blackbutt engineered timber flooring, exposed CLT ceilings, porcelain surfaces and warm timber joinery create a calming interior palette, while low-VOC finishes and responsibly sourced materials have been selected to improve indoor air quality.

Inca Property Group has lodged a State Significant Development Application (SSDA) for Dawn, a 53-apartment oceanfront development overlooking Mona Vale Beach.

The proposal, at 35-39 Darley Street East, would replace an existing 18-apartment strata building with a new owner-occupier-focused development comprising 53 two and three-bedroom apartments, including nine affordable built-to-rent residences delivered under the State's infill affordable housing scheme.

Positioned on a 2,679 sqm elevated site around 280 metres from Mona Vale Beach, the development has been designed to maximise panoramic ocean views while responding to the site's sloping topography.

<a href="https://www.apartments.com.au/developers/inca-property-group">Inca Property Group</a> Managing Director Josh Thompson said the State Significant pathway provided greater certainty for projects of this scale.

"This State Significant pathway gives the team real certainty to progress <a href="https://www.apartments.com.au/new-apartments/dawn-35-39-darley-street-east-mona-vale-nsw-2103">Dawn</a> through to completion," Thompson said.

"It allows us to acquire a one-off site, design it carefully and deliver the right offering for the suburb, assessed by the NSW Government's planning department."

The project is one of the first developments in the area to be assessed under the NSW Government's Low and Mid-Rise Housing policy, with the site sitting on the edge of the policy's designated inner area.

The proposal includes three basement levels providing 124 car spaces, alongside a range of resident amenities including a swimming pool, gym, sauna, wellness facilities and private plunge pools for selected ground-floor and penthouse apartments.

Located within walking distance of Mona Vale Beach, the town centre, Mona Vale Golf Club and the Royal Motor Yacht Club, Dawn represents Inca's first Northern Beaches project following the sell-out of Tara on Park in Waitara and Ellis Residences, currently under construction in St Ives.

Construction will be undertaken by Inca's in-house construction arm, GOP Constructions.

Dawn is the latest major apartment proposal for Mona Vale, with the suburb emerging as one of the key beneficiaries of the NSW Government's new Low and Mid-Rise Housing policy.

New developer One Living, led by industry veteran Joseph Scuderi, recently secured a site on Mona Vale Road, on the border of Mona Vale and Pymble, where it is planning around 140 apartments.

First look: Inca eyes Mona Vale with State Significant DA for Dawn apartments

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

<html><body>REA Group has announced its proposal to acquire the Mortgage Choice business.

REA announced a scheme implementation agreement to buy the ASX-listed Mortgage Choice for $244 million, or $1.95 a share, representing a 66 per cent premium to Mortgage Choice’s last close.

Their acquisition will accelerate REA’s financial services strategy to create a leading mortgage broking business in addition to its real estate listings website.

“The proposed acquisition of Mortgage Choice is an exciting development that will bring together our well established Smartline business and franchisee network with the complementary Mortgage Choice organisation and its significant broker footprint," REA Group CEO, Owen Wilson said.

The transaction is still subject to conditions being met, including Mortgage Choice shareholder and regulatory approvals.

It is expected to take approximately three months to complete.

Mortgage Choice has a $54 billion loanbook.

The network has more than 500 brokers across 380 franchises.

Its biggest shareholder is the Commonwealth Bank of Australia with an 18.5% stake.

Domain has its Loan Finder, a joint venture between Domain Holdings Australia Limited and Auscred Limited, the parent entity of mortgage platform Lendi.</body></html>

Mike Day recommends six planning actions for councils, developers and planners to ensure regional township projects are embraced by the community:

1. Councils could develop building codes and guidelines which reflect and respect their distinctive local settings. Mike says developers and planners should respect a town’s character by integrating complementary developments into the existing urban pattern rather than introducing conventional suburban subdivision patterns and built form.

2. Engage and consult early with the community. Local residents are inevitably ‘local experts’ that have travelled extensively. When they are involved early in the planning process they can provide feedback and advise the changes they want to see to create a town they are proud of and will love to continue calling home. Councils and planners can get meaningful input from the community through engaging with residents, planning design forums where the community and stakeholders explore solutions and design ideas through interactive workshops, and social media. By capturing residents’ feedback, designers and planners can ensure the community’s views are reflected in the design and development of any future projects.

3. Create jobs for the local community. Creation of mixed-use neighbourhoods or business hubs and Government projects will attract business and work opportunities for local residents. In Mike’s extensive experience on regional projects, he has found residents are very receptive to development plans that provide local jobs, particularly for the youth of a community, which invariably assists in addressing many social issues.

4. Reinforce and expand existing walkable neighbourhoods. Compact, mixed-use, walkable neighbourhoods provide opportunities for social connection and a reduced reliance on cars. With remote working becoming more popular, living in closer proximity to local amenities can reduce feelings of isolation and loneliness, and will also foster a stronger community and sense of belonging, particularly among new residents moving from major cities.

5. Provide housing diversity. Communities that combine single dwelling homes, townhouses, apartments, and specialised housing such as seniors housing integrated with the township, enables ageing in place and attracts residents of all ages and incomes. Regional communities are receptive to diverse housing options if they maintain the essence and unique character of their townships.

6. Maintain community engagement in perpetuity. Mike says councils, planners and developers must get feedback from the community at all stages of planning and development. Interactive mapping and community forums provide locals with the opportunity to voice their opinions and achieve built form outcomes they feel meet local needs. Mike highlights the importance of getting a true cross-section of the community, not just the vocal minority, through expressions of interest for community involvement. Ongoing community input on regional projects will ensure the critical attributes of the town is retained.

Many Australians whose jobs were decimated by the COVID business shutdowns will soon be waking up to new income shocks and the prospect of rental stress. This is because people whose employers can’t afford to keep them on will suddenly lose more than A$300 per week when the <a href="https://www.ato.gov.au/general/jobkeeper-payment/">JobKeeper</a> scheme <a href="https://www.ato.gov.au/General/JobKeeper-Payment/JobKeeper-key-dates/">ends on March 28</a>. Worryingly, this income shock will happen just days before the payment to people on the <a href="https://www.servicesaustralia.gov.au/individuals/services/centrelink/jobseeker-payment">JobSeeker</a> benefit is effectively <a href="https://www.ideas.org.au/blogs/jobkeeper-jobseeker-what-has-changed#:%7E:text=The%20JobSeeker%20Payment%20replaced%20the,This%20was%20announced%20in%20November.">cut by $100 per fortnight</a>.

At that point, all income support recipients – more than 2.6 million people – will be below the poverty line and many will face extreme rental stress.

This income shock has been anticipated for some time, but what does it means for rates of rental stress, particularly in Victoria? Despite <a href="https://www.theage.com.au/politics/federal/victoria-s-economic-recovery-to-outstrip-all-other-states-as-nation-bounces-back-20210115-p56ufo">promising signs of recovery</a>, Victorian jobs lost in the COVID-induced recession, such as in the hard-hit <a href="https://www.theage.com.au/national/victoria/business-tourism-on-its-knees-as-covid-19-casts-long-shadow-over-events-20210203-p56z2j">business tourism</a> and <a href="https://www.theguardian.com/culture/2021/feb/22/more-job-losses-ahead-for-australian-live-music-industry-operators-warn">live music industries</a>, have not bounced back at the same rate as others.

What will happen to rental affordability?

To illustrate this point we have modelled housing affordability for single people who were on either the full-time or part-time JobKeeper rate. In this scenario, they could also get JobSeeker payments at a part-rate because of the temporary increase in the <a href="https://www.propertyobserver.com.au/https://www.servicesaustralia.gov.au/individuals/topics/income-test-jobseeker-payment/29411">income-free threshold to $300</a>. This made them eligible for <a href="https://www.dss.gov.au/housing-support/programmes-services/commonwealth-rent-assistance">Commonwealth Rent Assistance</a> too.

The chart below shows the impacts on income and rental affordability when JobKeeper and <a href="https://www.servicesaustralia.gov.au/individuals/services/centrelink/coronavirus-supplement">Coronavirus Supplement</a> payments end. Their incomes and the amount of rent they can afford are roughly halved.

Full-time and part-time single workers were able to afford weekly rent of $265 and $245 respectively before the withdrawal of JobKeeper. Afterwards, affordable rent goes down to $115 per week. That’s about $110 less than the <a href="https://www.dhhs.vic.gov.au/sites/default/files/documents/202011/DHHS%20Rental%20Report%20September%20quarter%202020.docx">$450 median rent</a> ($225 per person) for a two-bedroom share house in Melbourne.

Based on <a href="https://theconversation.com/city-share-house-rents-eat-up-most-of-newstart-leaving-less-than-100-a-week-to-live-on-123772">our earlier calculations</a>, this leaves these renters with only $17.57 per day to meet basic costs. They have a lavish $3.57 per day more than they did before the pandemic to pay for food, utilities and job-seeking costs such as mobile phone plans and travel cards (A$4.40 a day in Melbourne).

What is different now than for pre-COVID unemployment was that business shutdowns thrust people who had reliable earnings – and accompanying high rents and mortgages in metropolitan areas – onto JobSeeker and JobKeeper payments.

The chart below shows the change in rental affordability for a number of household types before the pandemic and during the Coronavirus Supplement stages (i.e. payments of $550, then $250, then $150).

For example, when their income was highest during the $550 stage, two singles sharing could afford rent of $430 per week. Once the supplement ends and is replaced by the <a href="https://www.smh.com.au/politics/federal/it-breaks-my-heart-jobseekers-hit-back-at-25-a-week-dole-increase-20210225-p575p9">$25-a-week increase in JobSeeker</a> payment, affordable rent declines to only $230 per week or $115 each.

Rental affordability for single-parent households is notable here because the COVID Supplement was payable to one person only. Once the supplement is withdrawn, they will again be disadvantaged relative to other households because they will not be receiving the increase in the JobSeeker payment.

What sort of job losses can we expect?

It is hard to predict exactly how many people will lose their jobs when JobKeeper ends. What we do know is the economic recovery in Victoria has lagged behind the other states. We also know that at the end of December 2020 <a href="https://theconversation.com/victorians-struggle-to-exit-jobkeeper-as-the-schemes-end-looms-155288">1.55 million people</a> were on JobKeeper and a large proportion of them (626,000) were in Victoria.

Economist Jeff Borland <a href="https://drive.google.com/file/d/1kE4f5qxNQwdh5Xp_6l2Cu-HrjiZvfkrB/view">conservatively estimates</a> national job losses could range between 125,000 and 250,000. It is reasonable to expect as many as half of these could be in Victoria.

Our analysis also shows there are worrying signs that the economic recovery celebrated in the January labour force data was not sustained in February. The latest data provided to a <a href="https://www.aph.gov.au/Parliamentary_Business/Committees/Senate/COVID-19/COVID19">Senate inquiry</a> into COVID-19 show JobSeeker recipients increased by 7,267 between <a href="https://www.aph.gov.au/DocumentStore.ashx?id=60c91b42-dde2-415f-9f9b-7d5fd3935cb6">January</a> and <a href="https://www.aph.gov.au/DocumentStore.ashx?id=9c1805cb-fe51-419b-8a7b-61315c64c302">February</a>. The increase in Victoria could be attributed to the temporary Christmas retail boom, but in states like New South Wales and Queensland claims decreased slightly.

While <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2021-03-17/jobkeeper-end-will-hit-these-postcodes-hardest/13242400?nw=0">fewer people</a> will lose their jobs in other states than in Victoria when JobKeeper is withdrawn, they are not immune to this income shock. We created the chart below to show the overall scale of the coming problem of rental stress when the fortnightly $150 Coronavirus Supplement disappears and is replaced by the $50 JobSeeker increase.         

Once the supplement reduced to $250 per fortnight, singles and single parents with two children were below the poverty line.  When it was reduced to $150, the number of household types in poverty increased again. From April 1, all income support recipients – covering more than 2.6 million people including children – will be waking up to poverty and the prospect of extreme rental stress.

What can be done to avoid this?

So how can governments prevent people from falling off the rental cliff? It is unlikely to be achieved by introducing <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2021-03-10/tourism-coronavirus-pandemic-assistance-package-cheap-flights/13235432">cut-price flights</a> to Far North Queensland.

A new range of strategies will be needed. These include options <a href="https://www.acoss.org.au/wp-content/uploads/2021/03/Strengthening-Income-Support-Bill-2021.pdf">advocated by ACOSS and others</a> to increase the maximum rate of Commonwealth Rent Assistance by 50%, increase the JobSeeker base rate above the poverty line and introduce rental stress grants targeted at individuals who need help.

Over the longer term, there is also a need to adopt strategic approaches to increase the supply of affordable rental housing such as those <a href="https://www.ahuri.edu.au/housing/policy-analysis/increasing-affordable-rental-supply">recommended by researchers</a> at the Australian Housing and Urban Research Institute (AHURI).<img alt="The Conversation" height="1" jamjgoj="" src="https://counter.theconversation.com/content/157244/count.gif?distributor=republish-lightbox-basic" tblrv1n7b="" width="1">

With national news evoking fresh concerns about climate change, Melbourne-based developer Neometro have shared the benefits of investing in sustainable projects.

While Savills has earmarked the <a href="/expert-insights/investing/importance-of-environmental-credentials-grows-for-property-investors-savills" target="_blank">growing importance of environmental credentials in real estate</a> to attract investors, the benefits of developing sustainable projects are proving to be far more all-encompassing.

According to Neometro director James Tutton, sustainable development can set a project up for success from the get-go.

From reducing risk at both the planning and settlement stages, to meeting consumer demands, Neometro has distilled these benefits across three areas.

1. Planning risk

What was once somewhat limited to anecdotal discussions with Council planning officers, the concept of rewarding projects with high ESG aspirations is translating into real policy, and it&rsquo;s something several municipalities have taken on board.

Some councils, such as City of Moreland, have designed excellence scorecards to reward project applications which seek to achieve a high sustainability score.

Considering this upfront allows for better planning and better certainty, Tutton argues.

&ldquo;It&rsquo;s reassuring being able to approach a project with certainty, knowing VCAT isn&rsquo;t going to pull the rug out from under you,&rdquo; he said.

2. Settlement risk

Purchaser mortgage choices have opened up for projects which achieve pre-established sustainability criteria.

&ldquo;Traditionally, investment decisions scrutinise financial data alone, and now we&rsquo;ve seen a shift towards investors and buyers demanding we look at the bigger picture,&rdquo; Tutton said.

Neometro noticed many purchasers going with non-major banks that reduced interest rates the better a building performed when selling its Jewell Station apartments in Brunswick.

&ldquo;Giving purchasers more mortgage options with competitive pricing increases the likelihood of them being approved for purchase, and therefore diminishes settlement risk and the nervousness that often comes with this time&rdquo;, he told Urban.

3. Consumer demand

&ldquo;There&rsquo;s no denying sustainability is a strong selling tool, the demand is out there&rdquo;, Tutton said.

Consumers are making socially and environmentally conscious decisions when it comes to everyday purchases, and the developer claims that property is no different.

Across every industry, organisations are stepping up to meet the demands of increasingly informed and savvy consumers.

&ldquo;As developers, we have a real opportunity to meet that demand while simultaneously supporting the need for greater sustainability within our community and being profitable,&rdquo; Tutton said.

In every marketing campaign across its stable of projects, Neometro noted that messaging with a focus on sustainability performed the strongest.

Journalists love a crisis. If there isn’t a genuine one, they’ll work hard to create a make- believe one.

When prices were falling in the major cities it was a crisis and now that markets have turned around that’s a crisis also. Somebody should do something!

The reality is that nothing terribly serious is happening. For the first time in almost 20 years, we have a genuine nationwide property boom. And, in many ways, this is a good thing.

Markets in Perth and Western Australia have had half a dozen years of down markets, with prices falling. Now, at last, there is recovery. Vacancies are low, rents are rising, first-home buyers are active and prices are starting to head north. Most Western Australians, I imagine, are happy about it.

In Darwin, there’s been a similar scenario. Six or seven years of a falling market – and now, thanks to an improving economy, a strong virus-control situation and reduced vacancies, there’s a turnaround. Darwin, for the first time since 2014, has a pattern of increasing property values. Nobody is protesting in the streets of the Northern Territory capital.

Brisbane has been in the doldrums also. Its prices haven’t been falling like Perth and Darwin, but they haven’t been escalating either. For the past 2-3 years, many pundits have forecast the Brisbane market would rise to the top of the real estate tree, with long overdue price escalation. But it hasn’t happened – until now.

Boosted by an uplift in infrastructure spending, interstate migration to South-East Queensland and the prospect of a Brisbane Olympics, there has been a stunning increase in buying activity in the Queensland capital. This is starting to translate into significant price increases – at last, for the first time in more than a decade. For most Brisbane households, it’s a cause for celebration.

It’s a similar story in Adelaide and Canberra. Serious price growth is long overdue.

Across many parts of regional Australia, prices are rising for the first time in a decade. Some towns still have property values lower than they were 10 years ago. For home-owners in these places, the uplift seen in the past 6-9 months is a cause for celebration.

<h2>Crisis? What crisis?</h2>

From many perspectives, the property boom is a good and healthy thing, with benefits for the nation.

In the past 12 months, the most active cohort in markets across Australia has been the first- home-buyer cohort. Government assistance measures have never been higher and interest have never been lower – and first-timers have been inspired to take action.

And now that prices are rising, I imagine most of those who bought for the first time in the past year are delighted. Why wouldn’t they be? The uplift in values is increasing their equity and easing the so-called debt crisis shouted by mainstream media, which has told us to expect a disaster for young Australians who bought with only a 5% deposit (through one of the Federal Government schemes).

For those Australians who see their homes and/or their investment properties as the basis of their wealth and the cornerstone of their retirement, it’s a positive. And it’s a win for nation as well, because more people will be able to fund their own retirements based on the value of their properties.

Right now, Australians are buying residential property like never before. I’ve just completed the Autumn 2021 edition of The Price Predictor Index and the uplift in sales activity is quite extraordinary.

When people are out there buying real estate, businesses boom and jobs are created. The sale of a home generally means two households are relocating. And that process creates business for real estate agencies, buyers’ agents, valuation firms, law firms and conveyancers, building and pest inspectors, removal companies, tradespeople and businesses that sell furniture, household goods and many other things.

This real estate boom is underpinning the economic recovery that is stunning economists who didn’t see it coming (they got it wrong yet again). It’s creating energy, excitement and optimism, qualities sorely needed by the nation.

Over the past year, many of us have enjoyed outdoor dining in spaces that would otherwise have been car parks or part of the road. These spaces are one example of the temporary projects that popped up to help cities in Australia and <a href="https://www.forbes.com/sites/carltonreid/2020/04/22/paris-to-create-650-kilometers-of-pop-up-corona-cycleways-for-post-lockdown-travel/?sh=3936edb754d4">around the world</a> adapt to COVID. These quickly installed projects have met our changing needs for space for walking, <a href="https://www.rms.nsw.gov.au/projects/popup-covid-19-infrastructure/index">cycling</a>, <a href="https://theconversation.com/we-cant-let-coronavirus-kill-our-cities-heres-how-we-can-save-urban-life-137063">public space</a> and, of course, <a href="https://theconversation.com/4-ways-our-streets-can-rescue-restaurants-bars-and-cafes-after-coronavirus-139302">dining</a> to help businesses to stay afloat.

While these temporary projects were driven by the necessity for short-term fixes, we can draw deeper lessons from these experiences. They have been, intentionally or not, a large-scale experience with experimentation in cities, and short-and long-term impacts should flow. In the short term, some of these experiments can be become permanent. In the long term, wider-scale urban experiments can become a permanent feature of how we shape cities.

Experiments can help us navigate change in cities. They can also make us braver by allowing us to test out ideas that might fail or that not everyone seems to like. If the past year has made us more comfortable and confident with experimenting, all the better to help our cities meet the challenges ahead.

Opening our eyes to new possibilities

At their simplest, of course, experiments test things. The projects that popped up during COVID have helped meet our short-term needs (well, we hoped they would be short-term) for different ways to live and get around, like <a href="https://www.vicroads.vic.gov.au/traffic-and-road-use/cycling/pop-up-bike-lanes">pop-up bike lanes</a>.

In making these short-term changes, we tried something new and perhaps we’ve found we like the results.

During COVID, I meandered down Lygon Street, Carlton, full of <a href="https://www.theage.com.au/national/victoria/melbourne-unveils-16-covid-safe-outdoor-dining-precincts-20201001-p560z2">new al fresco dining areas</a> making the street feel even more European. Along the Victorian coast, I sipped <a href="https://www.therip.com.au/news/lets-go-al-fresco">coffee in Skiplets</a>. It could always be this nice, I thought.

These projects are already sparking debate about the future use of streets and bringing the trade-offs into focus. One example is the <a href="https://www.theage.com.au/national/victoria/outdoor-dining-under-a-cloud-as-cash-strapped-council-misses-parking-fees-20210210-p5714a">trade-off between parking revenue and outdoor dining</a>.

What more can we gain from ‘tactical urbanism’?

Well before COVID, cities started using temporary projects to test changes. From <a href="https://www.propertyobserver.com.au/https://vimeo.com/22886687">New York</a> to <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2014-12-16/yarraville-pop-up-park-becomes-permanent-after-singing-protest/5970092">Yarraville</a>, cities used experiments to test out risky ideas and balance competing street uses. This is often referred to as <a href="http://tacticalurbanismguide.com/guides/tactical-urbanism-volume-2/">tactical urbanism</a> .

Benefits gleaned from these experiences show we have much to gain from more experimenting beyond COVID. City experiments get things moving and let us figure out if an idea is a good one.

In the aptly titled book <a href="http://www.jsadikkhan.com/streetfight-the-book">Street Fight</a>, former New York City transport commissioner Janette Sadik-Khan describes turning the tangled intersection at Times Square into a pedestrian plaza. It began as a temporary experiment. A lower-cost, temporary version meant getting the project on the ground right away, rather than spending years convincing everyone to build it permanently. The added advantage was collecting data during the trial to prove it actually worked.

Overcoming suspicion of change

Experiments help navigate change, which we don’t always like. Based on my <a href="https://www.propertyobserver.com.au/https://apo.org.au/node/59916">own research</a>, street experiments help cities work with, not against, some people’s tendency to dislike change.

People’s hackles can go up in response to change. They prefer to stick with what’s familiar over something new. This is the type of status quo bias Nobel laureate Daniel Kahneman discusses in <a href="https://www.penguin.com.au/books/thinking-fast-and-slow-9780141033570">Thinking Fast and Slow</a>.

A temporary experiment can help disarm this response. As one of my interviewees put it:

“If change is worrisome, then it’s not that big a deal if we can come back to where we are today.”

Through experimenting, people allow themselves to try it. Often they also get to see their fears aren’t realised.

Experiments let us tweak projects to get them right. In 2008, Copenhagen rolled out a bold <a href="https://urban-leds.org/wp-content/uploads/2019/resources/case_studies/UrbanLEDS_case_story_Copenhagen_2015_Web.pdf">experiment on Nørrebrogade</a>, providing wider bike lanes and bus-only sections painted with huge red dots. Experimenting, they found, helped them have a better <a href="https://www.propertyobserver.com.au/https://apo.org.au/node/59916">conversation with the community</a>. They were able to tweak the design in response to community feedback and evaluation.

Experiments also do the imagining for us. My current research (as yet unpublished) looks at ways city transport planners try to effect change.

One barrier to change planners discussed is that people often struggle to imagine how things could be different. Without this, they tend to happy to stick with the status quo. Experiments show us how streets can be different.

What stands in the way of more street experiments?

My research suggests many city planners are striving to find new and better ways to explore change and help cities adapt to challenges. Many are starting to experiment with temporary projects, but it’s not always easy.

A number of transport planners I’ve talked with say doing temporary projects can be hard. That’s not because they are difficult to build but because the rules about what can be done on streets are set up for building things permanently. This can be a barrier to temporary experimenting.

However, after delivering many temporary projects during the pandemic, cities should now be well placed to embed processes that make street experiments easier.

Given COVID is just one of the many looming challenges facing our cities, being braver and adaptable is going to be more important that ever. Experimenting can help pave the way.

The prior week's clearance rate sat at 77% after the auction of 578 units.

Sydney was the best of the major capital city markets for apartment auctions, according to CoreLogic.

Sydney vendors secured an 82% success rate from 319 listings. Houses in Sydney performed even better with 90% of the 729 houses finding buyers.

Melbourne was the busiest capital for unit offerings with CoreLogic putting the auction tally at 330. 

There was a 73% success rate, as against the 989 houses which recorded an 80% clearance rate.

Some 75% of Perth's 21 apartment listings were sold.

Brisbane saw 38% of its 18 listings find buyers.

Sydney saw a Bondi Beach penthouse sell for $20.1 million at weekend auction, becoming the most expensive apartment ever sold at auction in Australia.

Melbourne's top apartment sale was $2.36 million for the four bedroom townhouse (above) at 2/17 Olinda Street, Caulfield South through Gary Peer &amp; Associates.

Melbourne had the nation's cheapest apartment sale which was secured before its scheduled auction when $255,000 was paid for a two-bedroom Harkness offering.

The 2010-built ground floor unit in the Parkside Apartments complex at 1/9 Petrea Place was offered through Russell Parker at First National Melton.

It came with a $250,000 to $260,000 price guide having last sold at $215,000 in 2011.

Its last advertised rental asking price, according to CoreLogic, was $240 in late 2019.

75% of weekend apartment offerings find buyers

<html><body>Westpac has announced that it will sell its Lender Mortgage Insurance (LMI) business to Arch Capital Group.

The deal will however see Arch becoming Westpac’s exclusive provider of LMI on new mortgage originations for a decade.

The transaction requires antitrust and regulatory approvals from APRA and from the Australian Competition and Consumer Commission.

Arch which has provided reinsurance services to Westpac since 2011.

“Westpac is pleased to be entering into a long-term partnership with Arch as LMI is an important product that helps the group make home ownership more accessible for more Australians,” said Jason Yetton, chief executive, specialist businesses and group strategy at Westpac. 

“The sale continues the simplification of our business and builds on our progress in becoming a simpler, stronger bank focussed on consumer, business, and institutional banking.”

Arch notes the company’s position as the only globally diversified insurer of mortgage credit risk.

Arch has mortgage insurance and reinsurance operations in Bermuda, Europe and the United States.

There are two major LMI providers in Australia, QBE and Genworth.

LMI companies offer significantly different premiums for different types of loans (low doc or normal), types of borrowers (first home buyers or other borrowers), and LVRs (90%, 95% etc) and loan amounts.</body></html>

New data suggests changes to mortgage lending rules in the near future are unlikely, despite rapidly rising home values. Recent data from the Australian Prudential Regulation Authority (APRA) suggests that while the proportion of loan originations that could be ‘higher risk’ showed a slight increase through the December quarter, the regulator saw no evidence of a “material relaxation in lending standards”.

Indicators of lending standards are being watched carefully. Borrowing for the purchase of residential property hit a record $28.8 billion in January 2021, up 34.8% from the decade average. This has also contributed to housing values reaching a new record high.

So far however, the December 2020 quarter has not shown any major deterioration in lending standards, suggesting there is no need for interventions in the form of tighter credit policies. The December 2020 quarter is of particular importance, because it marks a positive turn in Sydney and Melbourne dwelling values coming out of COVID-related restrictions.

The share of interest only loans as a portion of new home loans ticked up to 19.2%

The portion of new mortgages lent on interest only terms hit 19.2% in the December 2020 quarter, up from 18.5% in the previous quarter.

This is not far from the 18.7% average seen over the past two years. It is also well below the record high of 45.6%, which was recorded over the June 2015 quarter. However, it is worth noting there have been improvements to collection of banking statistics, and the historic series is not directly comparable with recent data.

Interest only lending was noted as a potential risk to broader financial stability in the years to 2017. At that time, it was becoming more common for borrowers to originate their loans on interest only repayment terms, or refinance and extend their interest only term period. This was leading to a delay in the paying down of loan principals, at a time when house prices and household debt were rising.

Interest only loan structures have generally been more popular among investors, who are eligible for tax deductions on their interest payments. Considering investors remain around record lows as a share of total lending, the risk to financial stability from interest only lending to this segment of the market remains low.

A key area regulators are likely to be watching is the proportion of interest only lending to owner occupiers. The number of interest only loans to owner occupiers increased by 32.5% over the September quarter and comprised a series high 45.7% of interest only loan originations. A sustained lift in owner occupiers not paying down their loan principal, could place upwards pressure on household debt levels, creating stability risks when interest rates eventually rise.

Debt-to-income ratios of greater than, or equal to 6, hit a two year high

APRA has previously cautioned lenders on exposure to loan-to-income ratios, and debt-to-income ratios, exceeding 6. The portion of new home loans originated on a loan-to-income ratio of greater than, or equal to 6 times reached 7.0% of loans over the December 2020 quarter. This is the highest across the series, which commences from March 2019. Loans originated with a debt-to-income ratio of 6 or more made up 17.2% of mortgages originated in the quarter, which was also a series high. APRA did not express concern around this metric in their report, arguing the share of debt-to-income lending was “within its historical average”.

Increased demand across Sydney and Melbourne property markets, as is being seen at the moment, will test debt-to-income ratios. This is because the house price-to-income ratio across Sydney has averaged around 8.5 since 2013, and has averaged 7.5 across Melbourne since 2015. As housing prices rise at a time when incomes are expected to remain relatively flat, there is the potential for both loan-to-income and debt-to-income ratios to lift further, which is likely to be seen as a riskier outcome by regulators.

The proportion of loans originating on high loan-to-value ratios (LVRs) also rose for owner occupiers and investors

The portion of new home loans originated on a loan-to-value ratio of 80% or more increased to 42.0% across all borrowers in the December 2020 quarter, up from 39.9% in the previous quarter to be the highest proportion on record. The jump was greater the owner occupier space, where 45.7% of loans were originated on an LVR of greater than or equal to 80%, and 14.1% of loans were greater than or equal to 90%.

The regulator argued this increase reflects greater participation of owner occupiers in the market, particularly first home buyers. First home buyers may be accessing housing through loan guarantors, or even the first home loan deposit scheme, which reduced the risk of low-deposit home loans.

The latest data from APRA indicates there is no blow out of risk in mortgage lending, despite the recent surge in property prices across Australia. The publication follows a recent address from RBA governor Phillip Lowe, who reiterated the strategy of maintaining a low cash rate for years to come, which is likely to continue supporting housing demand.

But a deterioration in lending standards can be mitigated, as we’ve witnessed before. This could be achieved by tightening serviceability assessment rates, loan sizes relative to incomes or debt (LTI or DTI ratios) or loan sizes relative to home valuations (LVR). In a recent statement, the Council of Financial Regulators reiterated that while lending standards were generally being maintained at this stage, they have responses up their sleeves if lending conditions do become risky.

While APRA’s December quarter statistics show a trend towards ‘riskier’ styles of lending, the magnitude is not likely to be large enough to trigger a regulatory response; but if this trend continues, or indeed accelerates, it becomes more likely we will see a regulatory intervention aimed at curbing financial stability risks related to the housing sector.
