<p>When buying an apartment, most people compare the big-ticket items first. Floorplans. Kitchens. Balcony size. Natural light. The view.</p>

<p>But there's one everyday consideration that often doesn't come up until after moving in: how parcels are delivered.</p>

<p>As online shopping has become part of everyday life, parcel deliveries have shifted from an occasional event to a regular occurrence. Australians spent a record $82.6 billion shopping online in 2025, with almost one in every four retail dollars now spent digitally.</p>

<p>For apartment residents, that can present a challenge.</p>

<p>If nobody is home to accept a delivery, parcels may be redirected to a nearby Post Office, left in a building lobby or common area, or require building management to step in. In higher-density buildings, where dozens or even hundreds of residents may receive deliveries each day, parcel management has become an increasingly important part of everyday living.</p>

<p>That can create a range of frustrations. A missed delivery often means making time to collect a parcel elsewhere, while packages left unattended in foyers or mail areas can create clutter and increase the risk of theft. <p>For buyers, it's a reminder that the best apartment features aren't always the most obvious.</p>

<p>A generous floorplan or quality finishes might help narrow the shortlist, but the conveniences that simplify everyday life, whether that's EV charging, secure bike storage or reliable parcel delivery, often become the features residents appreciate most once they're living there.</p>


The apartment feature many buyers don't think about, until their first missed delivery

<p><a href="https://www.apartments.com.au/developers/hg-developments">HG Developments</a> is doubling down on Maud Street in Newstead, filing plans for a new apartment tower just a few doors down from its under-construction Aire Newstead development.</p>

<p>Recently submitted to Brisbane City Council, the proposal is for an 18-storey building designed by bureau^proberts, which has drawn heavily on Brisbane's subtropical design principles while referencing the suburb's industrial heritage.</p>

<p>A total of 64 apartments are planned for the amalgamated 1,518 sqm site at <a href="https://www.apartments.com.au/new-apartments/17-21-maud-street-newstead-qld-4006">17–21 Maud Street</a>, a short walk from the Brisbane River and Newstead Riverwalk.</p>

<p>The proposal comprises 64 two, three and four-bedroom apartments across 18 residential levels, positioning it alongside a growing number of taller residential projects transforming Newstead's northern precinct. The tower incorporates extensive subtropical landscaping, with cascading planter boxes, deep planting at street level and a landscaped rooftop recreation area.</p>

<p>Bureau Proberts has prioritised passive environmental design throughout the project, with generous balconies, recessed glazing and operable façades helping reduce solar heat gain while maximising natural ventilation. River views become available from the upper levels, while the building has been orientated to capture prevailing breezes from both the Brisbane River and the west.</p>

<p>The architects say landscape is intended to be integral to the building rather than an applied element.</p>

<p>"Vertical greenery, cascading planter boxes and elevated gardens are woven throughout the architecture, softening the built form and strengthening the connection between residents and the subtropical environment."</p>

<p>"Through the integration of landscape, high-quality materials and passive design principles, the development delivers a refined residential address that celebrates Newstead's heritage character while contributing positively to Brisbane's evolving subtropical identity."</p>

<p>Newstead has remained one of Brisbane's most active apartment markets in recent years, with a number of developers continuing to back the inner-city suburb.</p>

<p>HG Developments is currently delivering the 40-apartment Aire Newstead at 25 Maud Street. Fortis recently launched the 65-apartment <a href="https://www.apartments.com.au/new-apartments/crest-walker-newstead-12-kyabra-street-newstead-qld-4006">Crest &amp; Walker</a> on Kyabra Street, while builder-developer BPG and Don O'Rorke's Consolidated Properties are both expected to launch their respective Newstead projects before the end of the year.</p>


HG Developments doubles down in Newstead with second Maud Street apartment development

<p>Walk past a new apartment development promoting its sustainability credentials and it's easy to picture rooftop gardens, mature trees, landscaped courtyards and residents surrounded by nature.</p>

<p>But in many cases, that's not actually what those sustainability ratings guarantee.</p>

<p>Australia's leading environmental rating tools have played a significant role in improving the energy efficiency and environmental performance of buildings. Yet despite their focus on reducing emissions, many don't require developers to include trees, biodiversity or meaningful green space.</p>

<p>In other words, a building can achieve one of the country's highest sustainability ratings while containing little more than concrete, glass and hard landscaping.</p>

<p>That disconnect has led to the emergence of a new movement across Australia's property industry: nature-based cities.</p>

<p>The concept goes beyond designing buildings that consume less energy. Instead, it encourages developers to treat nature as essential infrastructure, integrating biodiversity, tree canopy, living landscapes and green spaces into projects from the earliest stages of planning.</p>

<p>Research has consistently linked access to nature with better physical and mental health, cooler neighbourhoods, improved biodiversity, stronger climate resilience and more connected communities. As Australia's cities continue to become denser, advocates say those outcomes should be considered just as important as energy efficiency.</p>

<p>Nature Based Cities (NBC) was established in 2022 to help accelerate that shift.</p>

<p>Founded by Hamton Executive Chairman Paul Hameister OAM, the not-for-profit was created after research highlighted a significant gap in Australia's sustainability framework. While existing environmental rating tools rewarded energy performance and emissions reductions, they placed little emphasis on the inclusion of living landscapes.</p>

<p>"We've always wanted to do more, and we know other developers who want to do more, but the ESD rating tools just aren't there," Hameister says.</p>

<p>"In Australia, you can have a five-green-star rated building that's concrete and glass with not a blade of grass.</p>

<p>"The focus is on reducing emissions, which is laudable, but there hasn't been enough attention paid to protecting and re-establishing nature. We need both for the health of the environment and for communities."</p>

<p>Since its launch, NBC has developed independent design guidelines and accreditation frameworks that encourage developers to prioritise ecology, biodiversity, tree canopy, walkability and living landscapes alongside traditional sustainability measures. The organisation first focused on medium and high-density residential developments before recently expanding into precinct-scale communities and masterplanned neighbourhoods.</p>

<p>Jan Talacko, founder of sustainability consultancy Ark Resources and a member of the Nature Based Cities Advisory Council, says the initiative addresses an area that has largely been overlooked by the property industry.</p>

<p>"Throughout my 25 years of working collaboratively with all stakeholders in the property sector, I've always favoured a pragmatic approach to sustainable design which encourages initiatives that not only meet environmental expectations but also improve amenity," Talacko says.</p>

<p>"Whilst we are making steady progress in relation to energy and carbon emissions from buildings, there has been much less emphasis on encouraging biodiversity and tackling the urban heat island effect.</p>

<p>"The Nature Based Cities initiative responds to a gap in the suite of tools currently used by the property development sector, which don't provide sufficient incentive, or recognition, for the integration of landscaping and greenery."</p>

<p>For apartment buyers, the shift is also changing the questions worth asking.</p>

<p>Rather than assuming a sustainable building will naturally include abundant green space, buyers are increasingly being encouraged to look beyond environmental ratings and ask what nature is actually being delivered. How much tree canopy will the development create? Has biodiversity been considered? Are landscaped spaces designed for people as well as appearance?</p>

<p>As Australia's cities continue to grow upwards and outwards, the next generation of sustainability may not simply be measured by lower emissions, but by how successfully developments bring nature back into everyday urban life.</p>


What does it really mean for a building to be 'green'?

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>
</ul>

<p>While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.</p>

<p>The scheme is expected to commence in NSW in late 2025, as part of a national rollout.</p>

Off-the-plan property explained: What is stamp duty?

<p>If politicians wish to stall on a difficult issue, they hold an inquiry.</p>
<p>If the issue is really thorny and they’re reluctant to confront it, they’ll hold two inquiries, with the second to begin after the first has ended.</p>
<p>This is what federal politicians have done with housing issues. </p>
<p>All the core problems with housing could be solved if government stopped taxing it to within an inch of its life. Politicians won’t face that hard reality, because they’re addicted to the revenue they rip out of real estate. So they hold inquiries.</p>
<p>They spent all of last year and part of this one conducting an inquiry into housing affordability. Recently, having just handed down their findings from this long and expensive exercise, they announced another inquiry.</p>
<p>I have commented many times on the similarities between real-life government processes and the 1980s television series <em>Yes Minister</em>. Those who thought <em>Yes Minister</em> was a comedy were mistaken. It was a documentary.</p>
<p>According to the <em>Yes Minister</em> philosophy, the best way to do nothing on an issue, while giving the appearance of action, is to hold an inquiry. The longer it lasts and the less it achieves, the better.</p>
<p>This means you can hold press conferences, issue media releases, express lots of moral outrage, point the finger of blame in various random directions but ultimately change nothing. </p>
<p>The perfect outcome of a smokescreen inquiry is to identify an unpopular minority and make them the scapegoat for all the perceived problems. </p>
<p>If you think I’m being a tad cynical, consider this chain of events. On 12 December 2013, the Senate referred an inquiry into affordable housing to the Senate Economics References Committee and asked it to report by 26 June 2014. On 17 June 2014, the Senate granted an extension to the committee to report by 27 November 2014. On 2 October 2014, the committee was granted a further extension to report by the first sitting day in March 2015. On 2 March 2015, the committee was given yet another extension and was scheduled to report by 14 April 2015. On 13 April 2015, the committee presented an interim report, with the intention of tabling its final report in May 2015.</p>
<p>This long-winded and bumbling inquiry, which was almost a year late in delivering its findings, produced nothing of value. One example was its conclusions on negative gearing, one of the fundamental issues it sought to examine. The Senate Economics References Committee’s final report found that negative gearing “probably” had “a detrimental effect” on housing affordability, but they weren’t sure. The committee said that it was also unable to clearly determine what effect negative gearing had on rental affordability.</p>
<p>In a word, pathetic. They were given 11 extra months but they came up empty.</p>
<p>But the inquiry served its primary political purpose. It identified a scapegoat. Foreign investors, despite their small numbers and minimal impact on housing markets, were deemed the culprits for rising prices and poor affordability. </p>
<p>This allowed the Federal Government to look tough while threatening all kinds of consequences (including jail) if foreign investors broke the rules. This was justified, the Prime Minister said, because it would help first-home buyers. He was unable to explain how. And that was because it was bullshit.</p>
<p>Within days of the committee delivering its tardy report, federal politicians compounded their failure by announcing, don’t laugh, another inquiry.</p>
<p>The new inquiry, by the House of Representatives Standing Committee on Economics, will allegedly examine rates of home ownership, supply-demand drivers in the housing market, the proportion of investment housing relative to owner-occupied housing and the impact of current tax policy at all levels. </p>
<p>I almost fell off my chair when I read this, because the answers to all of those questions are well known. Anyone who doesn’t know the answers could discover them with 10 minutes on the Internet. Our 17-year-old could write a quick assignment on it because they’ve been studying real estate at school.</p>
<p>But of course the objective is not to find answers and make changes. The goal is to achieve further delays, distractions and diversions.</p>
<p>No one has the political will to take action on the fundamental problems, especially the taxation component in the cost of new dwellings. Lots of research has been done on this already. The facts are well known.</p>
<p>The committee chairman John Alexander set the tone for another drawn-out waste of money and lots of people’s time with a series of motherhood statements including this classic: “Home ownership is an issue that lies at the core of the Australian dream and represents the largest investment that most taxpayers will make during their lifetime.” </p>
<p>Stunning stuff. With any luck, Alexander and his mates should be able to drag the process out until at least 2017, before recommending a royal commission.</p>

<p><span>Over the past five years, the inner south of Melbourne’s property market has consistently performed strong. And with the area’s population forecasted to grow by a steady <a href="https://forecast.id.com.au/stonnington/home" target="_blank"><span>19,000 residents by 2036</span></a>, we expect it to remain that way for years to come.</span></p>
<p><span>Homes are flying out the door in suburbs like Prahran, Windsor and Armadale. Auction clearance rates for houses and apartments are well above the <a href="https://www.homepriceguide.com.au/Research/?LocationType=LGA&amp;State=VIC&amp;LgaId=452" target="_blank"><span>state’s average</span></a> with Armadale and Prahran the star achievers, clocking 86.5% and 81% respectively. Notably, <a href="https://www.reiv.com.au/Property-Research/Median-Prices/Growth-suburbs" target="_blank"><span>annual growth figures</span></a> show the value of Prahran properties have increased by an average of 6.4% which, again, is above the state’s average. So, what’s driving the demand in one of Melbourne’s most popular prestige areas?</span></p>
<p><span>The amenities of Stonnington are no doubt one of the biggest draw cards. There’s the array of parklands, public transport, cafes and shopping strips – and it’s in close proximity to the CBD. A significant number of area upgrades are underway to ensure the City of Stonnington can support its future growth. For instance, as part of the Chapel Street Master Plan, the iconic street is undergoing a facelift to improve the streetscape, transport infrastructure and enhance village squares. The Stonnington Council is also pursuing a range of important initiatives including underground car parks to create more open space and parkland, promoting and encouraging green spaces in the area. This follows a recent <span><a href="https://instonnington.realviewdigital.com/?iid=117763#folio=2" target="_blank">City of Stonnington</a> </span></span><span>survey which found that 91% of local residents believe it’s important for the Council to create open space for current and future generations to enjoy.</span></p>
<p><span>But when it comes down to it, the inner south real estate market has remained strong because it appeals to a range of buyers. For example, we’re currently selling <a href="https://www.hockingstuart.com.au/83_PEEL_STREET_PRAHRAN_VIC_3181" target="_blank"><span>83 Peel Street in Prahran</span></a>, a red-brick Edwardian which has sparked interest from downsizers who want to live amongst the action whilst not compromising on space. On the flip side, a single-fronted Victorian house at 64 Pridham Street, Prahran that we recently sold attracted the interest of young professional couples. Investors are also flocking to the area opting for apartments which can be rented out easily (<span>Stonnington vacancy rates are currently 2.3% on average</span>). This broad spectrum of buyers means it doesn’t matter where we are in the property cycle, the area will always be in demand.</span></p>
<p><span>However, it’s a different story when it comes to first home buyers. As the median house price in Stonnington is more than $1 million and competition is increasing, this demographic is realigning its expectations and considering other options to get a foothold on the inner south market. <p><span>Looking forward to the next five years, we predict the City of Stonnington will remain just as popular. However, we’re likely to see changes in the demographic of home buyers as demand booms. If younger buyers can no longer break into the area as a result of increased competition, then the age bracket of owner-occupiers will start to increase. As the population in Stonnington rises and people want to live closer to the action, there is no doubt that demand is hardly set to wan in the inner south.</span></p>
<p><span>As the council continues to improve the area to support population growth, and savvy young buyers are looking for ways to break into the market, the area will continue on its trajectory to success and will continue to experience strong performance.</span></p>

Boomtime buyers realigning expectations: hockingstuart Stonnington

<p><span style="line-height: 1.3em;">Sydney is one of the most resilient property markets in the world, so estate agent John McGrath says</span><span style="line-height: 1.3em;"> buyers and sellers need to ignore the bubble commentary. </span></p>
<p><span style="line-height: 1.3em;">"Sydney has proven itself over and over again to be one of the most resilient property markets in the world, </span>with<span style="line-height: 1.3em;"> long-term fundamentals that form a bedrock of strength for the market." </span></p>
<p class="p4"><span style="line-height: 1.3em;">But he says the boom is definitely going to end at some point. </span></p>
<p>"That doesn’t mean price growth will end, it will continue on but in a less spectacular fashion."</p>
<p>He told the Today Show's Lisa Wilkinson that the Sydney market still had "a few percent to go."</p>
<p>"The Sydney and Melbourne markets are red hot…probably close to where they are going to go in this cycle.</p>
<p>"I think we are close to the top of the market.</p>
<p>"Don't panic, don't over stretch your budget," he advised.</p>
<p>When asked what will take Sydney out of the boom? He listed a few things on <a href="https://www.switzer.com.au/the-experts/john-mcgrath-property-expert/why-sydney-prices-wont-fall/" target="_blank">his switzer blog</a>.</p>
<ul>
<li>The market will at some point reach a natural peak – prices will get too high and buyers will lose interest. This isn’t happening yet, partly because finance is so cheap.</li>
<li>Investor activity, which has been a major driver of Sydney’s boom, will taper off as yields become too low.</li>
<li>Interest rates will begin rising at some stage as the economy improves and this will put the brakes on activity – but this is a long way off. </li>
</ul>
<p><span style="line-height: 1.3em;">"It’s a bit unusual to have such a long stretch of significant price rises," he </span>conceeds.</p>
<p><span style="line-height: 1.3em;">"But it doesn’t mean a calamity awaits us. </span></p>
<p><span style="line-height: 1.3em;">"A big part of the growth we’re experiencing today is simply catch-up after several years of little growth. </span></p>
<p class="p5">"Everyone needs to calm down and remember that this is a solid, high performing property market in a truly international business hub and in my opinion, it is going to stay that way for a long time to come. </p>
<p class="p4">He says a big fundamental is that Sydney is vastly undersupplied with natural borders that limit the amount of new homes that can be built, yet demand keeps on rising due to the city’s strong population growth and increasing engagement from overseas buyers. </p>

No calamity coming: Why Sydney still has price growth in 2015: John McGrath

<p class="p1"><span style="line-height: 1.3em;">Refinancing is pretty much on the cards for everyone in today’s marketplace, </span>estate agent John McGrath suggests<span style="line-height: 1.3em;">.</span></p>
<p class="p1"><span style="line-height: 1.3em;">"At some point, another lender will make it worthwhile to switch, or you might want to refinance with the same lender to release equity for your next move," he said.</span></p>
<p class="p1"><span style="line-height: 1.3em;">"Refinancing is an opportunity. Yes, it can be a pain – in fact a major inconvenience, especially if you have to move all your accounts across to your new lender as part of a ‘package deal’, but you could save thousands of dollars every year so it really is worth the trouble, especially today with variable and fixed mortgage rates so low. </span></p>
<p class="p4">"The most important piece of advice I can give you on refinancing is to get advice before you do it.</p>
<p class="p4">"It really pays to sit down with a reputable mortgage broker who will assess your current position; discuss what you want to do next; and then determine which lenders are most appropriate for you," he wrote on his switzer.com.au blog. </p>
<p class="p4"><span style="line-height: 1.3em;">Alan Hemmings, general manager of McGrath’s mortgage broking division, Oxygen Home Loans, gave John five tips on how to do refinancing well.</span></p>
<p class="p4"><strong style="line-height: 1.3em;">Do not accept the advertised rate</strong><span style="line-height: 1.3em;"> – Most lenders advertise standard variable rates, others advertise with the ‘standard’ discounts available under their package. The truth is that lenders are discounting well beyond the rates they advertise, particularly for variable loans. </span></p>
<p class="p4"><strong style="line-height: 1.3em;">Be aware of other costs</strong><span style="line-height: 1.3em;"> – Exit fees on loans were banned a few years ago but you’ll still need to pay a discharge fee. Then there’s the establishment fee on the new loan, plus some other fees. It could easily add up to around $1,000. Ask yourself, will the interest rate saving cover the refinancing costs? Also be conscious of ongoing fees, such as annual package fees. </span></p>
<p class="p4"><strong style="line-height: 1.3em;">Buyer Beware</strong><span style="line-height: 1.3em;"> – Don’t fall for ‘honeymoon’ rate offers. Lenders use them to attract new business but what does the rate convert to after the introductory (honeymoon) period? You might find it goes to the standard variable rate or a ‘standard package’ discount of say, 0.3% for the rest of the loan. A negotiated discount of 0.9% for the life of the loan right from the start would work out cheaper. </span></p>
<p class="p4"><strong style="line-height: 1.3em;">To fix or not to fix?</strong><span style="line-height: 1.3em;"> – Understanding your likely future circumstances should guide you here. Most lenders now allow some additional repayments on fixed rate loans without penalty, however should you wish to ‘break’ the loan then you’ll be up for a fee. Remember, fixed rate loans provide certainty of your repayment amounts but not much flexibility.</span></p>
<p class="p4"><strong style="line-height: 1.3em;">Do you want fries with that?</strong><span style="line-height: 1.3em;"> – What other banking facilities do you require? Do you need an offset account, credit card, access to free ATMs? Your overall banking needs might also dictate the type of loan you need. If you’re looking at a transaction account and credit card, a ‘package’ loan might suit you better than a basic loan. </span></p>
<p class="p4"><strong style="line-height: 1.3em;"> </strong></p>

<p>The RBA’s decision to cut the cash rate to 2% last month went against the recommendation of the CAMA RBA Shadow Board. Since then economic data continues to show signs of weakness. Unemployment is up slightly, investment down, and consumer and business confidence remain fragile.</p>
<p>The international economy continues to pose a threat to the Australian economy and inflation remains comfortably within the RBA’s target band. But asset prices, Sydney house prices in particular, continue to post high gains.</p>
<p>The CAMA RBA Shadow Board on balance prefers to hold firm but believes the cash rate has bottomed and an increase is due in the near future. In particular, the Shadow Board recommends the cash rate be held at its current level of 2%; it attaches a 60% probability to this being the appropriate policy setting. The confidence attached to a required rate cut equals a mere 2%, while the confidence in a required rate hike stands at 38%.</p>
<p>According to the Australian Bureau of Statistics, Australia’s jobless rate edged up to 6.2% in April. Worryingly, in the same month full-time employment, total employment and the participation rate have fallen. Wage growth remains at a record low: the Australian wage price index increased by 2.3% in the last quarter, well below the average of 3.5% for the period 1998-2015.</p>
<p>The Australian dollar remains range-bound between US76¢ and US80¢. Yields on Australian 10-year government bonds have increased further, to 2.84%, from its recent low of 2.59%, implying a steepening of the yield curve, normally a bullish sign.</p>
<p>Regional housing markets, particularly Sydney and Melbourne, and domestic share prices remain buoyant. This remains a primary concern for many Shadow Board members as the asset price increases coincide with an increase in private sector leverage, leading to misallocated investment and opening up the possibility of a costly price correction. According to the Reserve Bank of Australia total housing credit grew by 7.2% (year-ended) in April 2015, compared to 6% in April 2014.</p>
<p>The international economy remains subdued. For Europe, a noticeable pickup in growth is not on the horizon, at least not until the Greek debt crisis is resolved. Recent revisions of US data indicate that US growth this year has been slower than initially thought, with some analysts suggesting the US economy actually contracted in the first quarter. Without a string of good news about the US economy, the Federal Reserve Bank’s increase of the cash rate is likely to be pushed back ever more. Commodity prices are likely to remain soft and possibly fall further.</p>
<p>Consumer and producer confidence measures continue to be mixed. However, of particular concern is the outlook for domestic investment. The ABS survey of chief financial officers conducted in April and May of this year reveals that total capital expenditure is still expected to fall significantly, with the current estimate for fiscal year 2015-16 being 24% less than the corresponding estimate for fiscal year 2014-15. The trend volume estimate for total new capital expenditure fell 2.3% in the March quarter 2015 while the seasonally adjusted estimate fell 4.4%.</p>
<h2>What the Shadow Board believes</h2>
<p>The Shadow Board’s confidence that the cash rate should remain at its current level of 2% equals 60%. The confidence that a rate cut is appropriate is a mere 2%, whereas the Shadow Board considers it much more likely (38%) that a rate increase, to 2.25% or higher, is the appropriate policy decision for this month.</p>
<p>The probabilities at longer horizons are as follows: six months out, the estimated probability that the cash rate should remain at 2% equals 23%. The estimated need for an interest rate increase lies at 76%, while the need for a rate decrease is estimated at 3%.</p>
<p>A year out, the Shadow Board members’ confidence in a required cash rate increase equals 81%, in a required cash rate decrease 2% and in a required hold of the cash rate 17%.</p>

<p>Further signs that the economy is not weakening further, so that the case for a cut or cuts in the near future does not seem to be as strong as in past months. Still uncertainty on the global front, with the ever present possibility that Greece may finally default. But does not seem that would have longer term effects on global economies. As a result the longer term outlook would be for a start towards rate normalisation within 12 months.</p>

<p>The RBA’s decision to ease monetary policy in May - the timing of which was partly to meet the “challenges of communication” (RBA Minutes of Board Meeting for May 2015) associated with the timing of the Federal Budget - is a gamble that accommodative monetary policy can overcome the problems of the inactive role fiscal policy is currently playing in macro policy making. As there seem to be few signs of improvement on the fiscal front, the RBA is taking a risk that looser monetary policy can fill part of this role and not cause structural problems elsewhere.</p>
<p>The Board meeting minutes make clear that most domestic conditions are if anything only a little weaker than in previous months; and there is considerable uncertainty as to whether consumption will respond similarly to that experienced in pre-crisis conditions – given the rather nasty scare experienced by many in the economy, it seems unlikely we will seem this type of response to lower rates.</p>
<p>More likely is that looser credit will inflate house prices – an area where the fiscal reform agenda could make substantial improvements by removing a number of incentives to over-invest in housing. Given the hand that the RBA has been played, it is not unreasonable that they chose to move rates. However, if all arms of policy were playing a role in active economic management this would not be the path I would recommend.</p>
<p>For that reason, my recommendations are based on the presumption that monetary policy cannot reasonably be expected to manage single-handed and that it is able to follow its usual best-practice course in setting policy in partnership with other arms of policy making, in which case I recommend that a higher policy rate should have been maintained.</p>

<p>Continued weakness in nominal GDP growth in Australia implies that the neutral policy interest rate continues to fall. However, evidence of rising asset prices, particularly in the housing markets of Sydney and Melbourne, makes the setting of interest rates increasingly complex. From the point of view of short term macroeconomic factors, low interest rates in Australia could be justified; however, the distortion this is causing in asset markets is worsening.</p>
<p>This highlights the difficult trade-off between short term growth and medium term vulnerability. My judgement is that the damage caused by a painful adjustment in the housing market and the high levels of leverage by households in an environment of a downward adjustment in trend economic growth is a dangerous mix that loose monetary policy and even more financial leverage cannot solve. Add to this situation, the move to normalise interest rates in the US and there are many bad scenarios for Australia that are plausible.</p>
<p>I recommend leaving interest rates unchanged (indeed I would not have lowered them to the current level). Monetary policy should be focused on medium term stability especially if it has little prospect of solving the problems that cause weak short term demand. There is strong evidence that a point have been reached where monetary policy cannot offset the core problems caused by uncertainty about economic and political prospects in the Australian economy.</p>
<p>The lack of substantial policy assistance from fiscal rebalancing or substantive economic reform generally, is increasingly backing the Reserve Bank into a corner. It appears that many politicians do not appreciate the risks that now face the Australian economy. No wonder investment is weak and uncertainty is damaging economic prospects in Australia. It may be that the optimistic projections in the recent federal budget turn out to be correct, however, the vulnerabilities within the Australian economy are growing and lower interest rates without any other policy response makes this situation worse.</p>

<p>The relatively stimulative federal budget and the recent lower level of the Australian dollar mean that the RBA has scope to hold the policy rate steady this month and even start raising it back to its neutral level over the medium term.</p>

<p>In my opinion, the cut in the cash rate to 2% in May was the right move. My expectation is that it should remain at this level until at least early 2016. The net saving glut in Australia continues to be a problem. Consumption growth is unlikely to contribute much to growth normalisation because of the relatively high levels of household debt. Growth recovery will have to come largely from business investment, which unfortunately shrank badly in the March quarter and continues surprisingly in waiting mode, despite low interest rates.</p>
<p>The proposed federal budget in May 2015 turned less austere than anticipated, reducing one obstacle to the return to normal growth. The 20% trade-weighted exchange rate depreciation over the last 24 months will help growth recovery by boosting non-mining exports, but this boost should continue for a while to be more than cancelled by the falling value of mining exports.</p>
<p>Overall, upside inflation risk remains minimal since wages growth is modest and energy prices are unlikely to rise much. The outlook for Greek debt negotiations looks grim, with possible negative ramifications for global asset markets. Therefore, the Australian economy needs its current monetary policy push to remain for some time yet, and needs a stronger fiscal push.</p>

<p><span>As someone who owns a house in Sydney, I do hope our housing prices are increasing, said Prime Minister Tony Abbott in question time today. </span></p>
<p>The Prime Minister, asked in question time whether he agreed with John Fraser about the housing bubble in Sydney and parts of Melbourne, said he<span style="line-height: 1.3em;"> wanted housing to be affordable, "but nevertheless I also want house prices to be modestly increasing."</span></p>
<p>“Madam Speaker, the important thing is to ensure that our economy is as strong as possible so that people have as much resources at their disposal as possible, have jobs, so that they can go out there and buy the things they need including the housing that they need," the Prime Minister said</p>
<p>“This government is trying to make housing more available, we’ve tried to make housing more affordable, and the best way to make housing more affordable is to keep interest rates low and stable and that’s exactly what’s happening and trying to make sure the economy is strong.</p>
<p>“As someone who along with a bank owns a house in Sydney I do hope that our housing prices are increasing.</p>
<p>“I do want housing to be affordable, but nevertheless I also want house prices to be modestly increasing."</p>

Rising Sydney house prices a Prime Ministerial hope

<p>Online bidder 88 missed out when the Sydney Water Corporation sold its redundant Lilyfield site to bidder 66 in a bid-packed online auction. </p>
<p>The site at <a href="https://www.auctionworksonline.net.au/properties/232-lot-2-35-edna-street-lilyfield-2040-nsw-australia" target="_blank">Lot 2, 35 Edna Street, Lilyfield</a> was offered by online by the auction works website for Pilcher Residential.</p>
<p>The reserve price was met after just the second bid.</p>
<p>The bidding opened at $2.85 million. There were six bidders as the auction ended at 3pm today.</p>
<p>Property Observer understands a<span> Chinese developer paid the $4.95 with the auction underbidder a Chinese developer too.</span></p>

Lucky 88 bidder fails to secure Water Corp's $4.95 million Lilyfield site

<p><span style="line-height: 1.3em;">The three-bedroom apartment at 9/45 Wolseley Road, Point Piper sold at weekend auction for $4.1 million.</span></p>
<p>With 202 square metre internal space, it was sold to a publican by Stephen McMorrow of McGrath Edgecliff.</p>
<p>The unit, with 14 square front balcony, sold for $1 million over reserve, the level set after one sold for $2.95 million last year. It, set four floors below, was snapped up pre-auction.</p>
<p>There had been a 2010 sale of 7/45 at $3.75 million for a renovated apartment. The block's two storey renovated penthouse secured a $4.5 million sale in 2013.</p>
<p>There was an unusually high 10 registered bidders at the dress circle offering. </p>

Publican buys dress circle Point Piper apartment from publican
