Our scheme aims to integrate with the terrain and the landscape, using the undulating site to slowly reveal glimpses and views of the harbour. The building's colour palette is quintessentially Sydney, with bronze and sandstone and a luminescent green colour in the glass, making it very earthy and grounded in its location.”</p>

<p>The ACT will become the first jurisdiction in Australia to abolish stamp duty for all first home buyers, with no income caps and no property price thresholds from 1 July.</p>

<p>The move, announced as part of the ACT Budget, completes a key election commitment from the Barr Government and removes what Chief Minister Andrew Barr described as one of the biggest barriers to entering the housing market. The reform forms part of the ACT's long-running transition away from transaction taxes and towards a broader-based property tax system.</p>

<p>"This budget marks a major milestone in our long-term tax reform program," Barr said, adding that the government had maintained a sustained focus on removing barriers to home ownership. He said stamp duty had long been one of the largest upfront hurdles facing buyers and that from July, "that barrier is gone" for first home buyers in the Territory.</p>

<p>The changes come alongside a range of measures designed to encourage new housing supply, including support for the delivery of so-called "missing middle" housing such as terraces, townhouses and low-rise multi-unit developments.</p>

<p>The announcement has renewed debate around whether the ACT's approach could provide a blueprint for improving housing affordability nationally.</p>

<p>New research from OurTop10.com.au, conducted by Primara Research, suggests the Territory's decade-long reform agenda has produced outcomes unmatched elsewhere in Australia.</p>

<p>While stamp duty costs have increased by an average 67 per cent nationally over the past decade, the ACT has recorded growth of just 15 per cent, the lowest increase of any jurisdiction.</p>

<p>The Territory has also emerged as one of the strongest performers on housing delivery. Based on population-weighted housing targets, the ACT is sitting less than one per cent behind its target. Victoria is the next closest at seven per cent behind, while the national average sits 25 per cent below target. New South Wales is tracking 39 per cent behind.</p>

<p>The latest reform removes one of the final barriers facing first home buyers in Canberra.</p>

<p>The average Australian home buyer currently pays $61,714 in stamp duty. In the ACT, that figure is $38,399 despite the Territory having the third-highest median house price in the country.</p>

<p>Until now, the ACT's first home buyer concession scheme only applied to purchases up to $1.02 million, around $51,000 below Canberra's median house price of $1.071 million. In practical terms, many first home buyers were unable to access the median-priced home without losing the concession.</p>

<p>From July, those restrictions disappear.</p>

<p>Every first home buyer in the ACT will pay no stamp duty, regardless of income or purchase price.</p>

<p>Canberra remains one of Australia's most expensive housing markets, with dwelling values increasing 82 per cent over the past decade. However, that growth ranks only 11th among Australia's 15 major housing markets, suggesting affordability pressures have been less severe than in many other parts of the country.</p>

<p>Simon Ma, CEO of OurTop10.com.au, said the latest reforms recognise that many first home buyers have simply outgrown thresholds set years ago.</p>

<p>"Many first home buyers aren't just looking for a way onto the ladder, they want a home their family can actually live in," Ma said.</p>

<p>"In a market where the median house price is over a million dollars, a concession scheme that cuts out at $1.02 million was never going to get them there.</p>

<p>"Removing the ceiling entirely means ACT first home buyers can now pursue the home they actually want, rather than limiting themselves to a price point designed for a very different market."</p>

<p>Whether other states follow remains to be seen. But at a time when most jurisdictions are struggling to improve affordability while also increasing housing supply, the ACT has quietly become the national test case for both.</p>

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>
</ul>

<p>While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.</p>

In most states and territories, the grant is not linked to stamp duty exemptions or concessions, with the exception of the Australian Capital Territory (ACT). The FHOG is typically a one-off payment, reducing the overall cost of purchasing or building a new home before any stamp duty concessions are applied.</p>

<p>Are mortgage holders set to get a reprieve from the RBA in 2026?</p>

<p>Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.</p>

<p>NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.</p>

<p>“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.</p>

<p>"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.</p>

<p>Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.</p>

<p>“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”</p>

<p>Dr Auld said inflation risks and labour market outcomes would be important to watch.</p>

<p>“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”</p>

<p>She said tighter financial conditions are expected to weigh on housing and activity.</p>

<p>“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”</p>


Mortgage relief? NAB forecasts RBA rate cut, not hike, after softer economic conditions

<p>The Australian Bureau of Statistics (ABS) released housing finance data for September 2018 earlier today and it showed a further weakening of demand for mortgages.</p>
<p>Over the month, the total value of housing finance commitments was recorded at $29.1 billion which was the lowest monthly value since August 2014.</p>
<p>While the decline in finance commitments over recent times has been primarily driven by investors, owner occupier demand is now also clearly easing.</p>

<p><span>Lending to owner occupiers in September 2018 was -9.4% lower than its monthly peak in February 2018. Housing finance commitments to investors in September 2018 was -33.8% lower than its April 2015 monthly peak.</span></p>

<p><span>As investor demand has faded from the housing market, demand from owner occupier first home buyers had been trending higher. </span></p>
<p><span>This lift was largely on the back of introductions of stamp duty free or stamp duty reduced purchases for first home buyers under certain price points in NSW and Vic which became available in July 2017. More recently the data is pointing to an easing of demand from first home buyers. </span></p>
<p><span>In September 2018 there were 8,693 owner occupier first home buyer commitments which was both lower than the previous year (9,618) and the previous month (9,534). In fact the 8,693 </span><span>commitments was the lowest monthly number since January 2017 (note the data isn’t seasonally adjusted so January is always much lower than other months) other than that you’d have to go back to </span><span>June 2017 to see commitments so low (the month prior to stamp duty concession going live in NSW and Vic). </span></p>
<p><span>Given the ongoing declines in dwelling values, particularly in Sydney and Melbourne, and the now apparent declines in owner occupier and investor housing finance commitments, it is hard to see a reversal in dwelling value declines or a lift in sales activity any time soon.</span></p>

<p><span>As activity reduces, housing inventory is building up, providing more choice for buyers and little in the way of urgency to make a purchase decision.</span></p>
<p>The upcoming pause for Christmas and New Year may see some adjustment in the New Year but even that looks unlikely. For the coming months it is expected mortgage demand will continue to fall as will dwelling values.</p>

<div class="separator">Despite the modest actuals the Reserve Bank will surely be well pleased with this release, with the fourth estimate for 2018-19 capital investment rising all the way up to $114 billion, a substantial double-digit lift from the third estimate of $102 billion.</div>

NSW investment booming: Pete Wargent

<p>Over the 12 months to November 2018, turnover of national housing stock was recorded at 4.6%.</p>
<p>Over the nine years shown on the chart it was the lowest turnover of stock and was down from 5.3% the previous year.</p>
<p>Turnover has been trending lower since it was recorded at 6.3% in mid-2015.</p>

<p>CoreLogic data has revealed that the decline in housing turnover was more pronounced across the combined capital cities as opposed to regional markets.</p>
<p>12 months ago, capital city turnover was 5.3% compared to 4.5% over the past year and across the combined regional markets it was 5.9% a year ago compared to 5.5% over the past year.</p>

<p>Sydney turnover over the past year was the lowest it has been over any of the past nine years due to a significant fall in property sales.</p>
<p>Over the past year, 4.8% of Sydney housing transacted compared to 6.0% a year earlier.</p>
<p>Turnover remains much greater in regional NSW however, it has also fallen over the past 12 months from 7.5% to 6.6%, the lowest it has been since mid-2016.</p>

<p>As dwelling values and sales volumes fall in Melbourne, turnover has also slid to its lowest level any time over the past nine years.</p>
<p>Over the 12 months to November 2018, 4.2% of housing stock transacted compared to 5.3% a year earlier.</p>
<p>In regional Vic, turnover is actually higher this year (5.7%) than it was last year (5.6%) however, it has trended lower from 5.9% in June 2018.</p>

<p>In both Brisbane and regional Qld housing turnover is trending lower however, in each region turnover was lower back in 2011 than it is currently.</p>
<p>Over the past 12 months, 4.5% of housing stock in Brisbane and 4.8% of housing stock in regional Qld has transacted.</p>
<p>By comparison, a year earlier 5.1% of housing stock in both Brisbane and regional Qld traded hands.</p>

<p>Housing turnover in Adelaide has been steady over the past year recorded at 4.6% in both November 2017 and November 2018.</p>
<p>In regional SA housing turnover has actually increased over the past year from 3.8% of stock to 4.1% of stock.</p>

<p>The share of housing stock which turns-over each year in Perth and regional WA has been very low for a number of years.</p>
<p>This is due to the ongoing weak economy (and housing market) which is resulting in very low sales volumes.</p>
<p>Over the past year, 4.0% of housing stock in Perth and 3.9% of housing stock in regional WA turned-over.</p>
<p>By comparison, a year ago turnover was greater in Perth (4.2%) but slightly lower in regional WA (3.8%).</p>

<p>Dwelling values in Tasmania continue to rise however, transaction volumes (and turnover) is falling due to a lack of supply of properties listed for sale.</p>
<p>In Hobart, turnover was recorded at 5.4% in November 2018, down from 6.1% a year earlier.</p>
<p>In regional Tas, turnover was steady between November 2017 and 2018 at 6.3% however, it has fallen slightly over recent months.</p>

<p>Turnover of housing stock across the NT has been low for a number of years due to very low volumes of sale.</p>
<p>Over the past year, 3.5% of housing stock in Darwin transacted compared to 3.6% a year earlier.</p>
<p>In regional NT, 4.5% of housing stock sold over the past year compared to 4.6% a year earlier.</p>

<p>Turnover in Canberra is unchanged over the past year at 4.8%.</p>
<p>Although the measure is the same, turnover has fallen over recent months from 5.0% in July and August of this year.</p>
<p>The data shows a declining trend in housing turnover across most geographies and is being driven by a number of factors with the main factors such as affordability (particularly in Sydney and Melbourne) and the ongoing tightening of credit conditions.</p>
<p>While affordability and credit conditions have worsened, the volume of stock for sale has actually increased with ample stock for sale to encourage turnover but credit access is crimping turnover.</p>
<p>With credit conditions expected to remain tight over the coming months, the expectation is for fewer sales transactions and an ongoing fall in housing turnover.</p>

Housing turnover trends much lower down to fewer sales: Cameron Kusher

<p class="p1"><span class="s1">Every now and then you meet someone who gives you a peek through time into the future of real estate. Frankie Cheung is one of those people. </span></p>
<p class="p1"><span class="s1">Blockchain will fundamentally change the real estate industry faster than most people think. Property investment will soon work radically different for buyers, sellers, real estate developers, agents, and governments. </span></p>
<p class="p1"><span class="s1">As Director of Deloitte’s APAC Blockchain Technology Lab, Cheung is possibly the region’s top expert on this subject and tells us what to expect. This interview is the latest in my continuing series of profiles for the PropertyObserver on the most interesting individuals in the real estate industry today. </span></p>
<p class="p1"><span class="s1">Blockchain’s huge impact, Cheung told attendees at the recent Juwai Summit in Shanghai, comes from the fact that it lets you keep millions of strangers honest and consistent.<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">You can think of blockchain as something like any other online database. One key difference is that every participant keeps a live copy of all data records, which can include all steps of a property purchase and financing process, the title information, and much more. As everyone holds the truth, and this information is monitored on thousands of machines across the internet, no one can make fraudulent edits.</span></p>
<p class="p1"><span class="s1">Wouldn’t it be nice to have a little more honesty and consistency in the real estate industry?</span></p>
<p class="p1"><span class="s1">Cheung says his team has brought “together banks and government land registries on the blockchain to facilitate more efficient due diligence.”</span></p>
<p class="p1"><span class="s1">He points to the HM Land Registry in the UK as a great example of how this works. The HM Land Registry is the UK’s official body for keeping track of who owns which bits of land around the country. It keeps track of more than 25 million titles — for property worth more than $7 trillion.</span></p>
<p class="p1"><span class="s1">In Australia, we have state-based equivalents, such as the NSW Land Registry, the South Australian Land Titles Office, and so on.</span></p>
<p class="p1"><span class="s1">Blockchain could revolutionize the way these organizations do their job. The HM Land Registry is working on a blockchain test project right now to make buying and selling property simpler, quicker and cheaper. The idea is to keep the land title records on blockchain. Then, when a property is bought or sold, the transaction will be verified and tracked on thousands of computers around the world, rather than just on one hackable database in the head office.</span></p>
<p class="p1"><span class="s1">I remember reading about a man who went on a long vacation. When he came back, he found an imposter had sold his house and disappeared with the money. Even worse, the man couldn’t move back in because the people who thought they were the new owners were already living there. It could take many years and many lawyers to sort out a mess like this.</span></p>
<p class="p1"><span class="s1">That kind of fraud should be impossible if property titles are placed on the blockchain.<span class="Apple-converted-space"> </span></span> </p>
<p class="p1"><span class="s1">At Deloitte, Cheung and his colleagues have already developed blockchain ecosystems for major banks to make their mortgage business safer. The banks want to make sure homeowners don’t get multiple big loans from different banks for the same property.</span></p>
<p class="p1"><span class="s1">And Cheung says that a Swedish company called Chromeway is piloting what may be the first sale of property on blockchain to take place anywhere in the world.</span></p>
<p class="p1"><span class="s1">According to Cheung, some blockchain innovators are trying to break up ownership of investment properties into shares. Rather than buying the entire home or office building, you could buy a portion of the asset worth, say, $1000. Better still, if you needed some cash, you could sell that share in an instant and buy another one again later if you wished.</span></p>
<p class="p1"><span class="s1">Without blockchain, all this would be very complicated and involve lots of paperwork. With blockchain, it could be nearly as simple as buying a book online.</span></p>
<p class="p1"><span class="s1">After speaking with Cheung, I’m convinced that blockchain will be here sooner than most people think. Within just a few years it may seem absolutely normal in Australia to invest in property, keep title records, and prevent mortgage fraud on the blockchain.</span></p>

Pricey Bellevue Hill ranks as Australia's dearest rental suburb

Growth after Australia's auto production industry is no more: Pete Wargent

<div>As usual vacancy rates were higher in the month of December at 2.5 per cent or 80,092 vacancies.</div>

<div>Despite the record high level of building, vacancies were considerably lower than a year earlier, when there were 89,721 vacancies according to SQM Research figures.<br><br>The year-on-year decrease reflects a combination of strong population growth and a very high volume of higher-density apartments still under construction, there being a lag in the completion of this dwelling type. </div>
<div> </div>
<div>Hobart has a record low vacancy rate for any capital city of an extremely tight 0.3 per cent, while Canberra (1.3 per cent) and Adelaide (1.5 per cent) remain tight rental markets. </div>
<div> </div>
<div>Asking rents have increased strongly in Hobart and Canberra accordingly over 2017. </div>
<div> </div>
<div>Perth and Darwin also seem to have turned a corner, with vacancy rates well down from a year earlier, while Melbourne's 2.1 per cent vacancy rate was also well down from 2.4 per cent in December 2016.</div>
<div> </div>
<div>This downtrend wasn't the case everywhere however, with Sydney recording a multi-year high reading of 2.6 per cent in December, up from 2.3 per cent last year. </div>
<div> </div>
<div>The numbers can jag around a bit, but smoothing the figures on a 6mMA basis gives a sense of the relative condition of the rental market in each city and the prevailing trends. </div>

<div>On that note, the latest building activity figures are due out today, and these will shed further light on completions and the pipeline remaining under construction. </div>

Rental vacancies down in 2017; but not everywhere: Pete Wargent

<p class="p1"><span class="s1">Putting your faith in published data on prices is one of the great perils facing property investors around Australia.</span> </p>
<p class="p1"><span class="s1">Anyone who bases a major investment decision on something they read about the pricing levels in a particular location and how much they are growing (or falling) may end up with a serious miscalculation.</span></p>
<p class="p1"><span class="s1">It’s possible to access three sources for price information on a particular location and get three different results – one suggesting prices are rising, another claiming they’re stagnating and a third declaring that values are falling.</span></p>
<p class="p2">Here’s an example: a couple of days ago, I was writing a report and did a Google search on the median house price for Alice Springs in the Northern Territory.</p>
<p class="p1"><span class="s1">The search engine brought up results from multiple sources.<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">Here are three of those outcomes:<span class="Apple-converted-space"> </span></span> </p>
<ol class="ol1">
<li class="li1"><span class="s1">According to Your Investment Property magazine, quoting CoreLogic data, the median house price was $299,950, up 5.7% in the past 12 months.</span></li>
<li class="li1"><span class="s1">According to realestateinvestar.com.au, the median house price for Alice Springs was $469,000, unchanged from a year earlier; and<span class="Apple-converted-space"> </span></span></li>
<li class="li1"><span class="s1">According to homesales.com.au, the median house price for Alice Springs was $1,109,913, down 1.7% on a year earlier.<span class="Apple-converted-space"> </span></span></li>
</ol>
<p class="p1"><span class="s1">So the median price was either $300,000 or $469,000 or $1.1 million, depending on which source you chose to believe. And prices in Alice Springs were either down a little, unchanged or up moderately, depending on your source.<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">If this was an isolated example, there wouldn’t be a problem. But the experience of finding contradictory information on pricing is common.</span> </p>
<p class="p1"><span class="s1">For the January edition of my monthly newsletter The Ryder Report, I compared price growth for apartments in the major cities, taking figures from three major sources.</span></p>
<p class="p5"><span class="s1">Firstly, the figures demonstrate (yet again) that we don’t have a single property market in this country. We have many different markets, which currently are delivering contrasting results. And secondly, there are big differences in growth rates from one source to the next.</span></p>
<p class="p5"><span class="s1">Hobart is the clear market leader: all three sources have the Tasmanian capital leading on annual growth in the median apartment price, but there are big variations in the claimed rate of growth, ranging from 9% to 18%.</span></p>
<p class="p5"><span class="s1">Melbourne ranks second with two sources, but again there is quite a divergence in terms of the published annual growth rate in median prices. The ABS has apartment prices in Melbourne up 4% but CoreLogic has double the growth rate (a little over 8%) while SQM’s growth rate (13%) is three times higher than the ABS rate.</span></p>
<p class="p5"><span class="s1">There is broad agreement that the Brisbane unit market is rather mediocre, but SQM record no change in prices, while ABS has prices down a little while CoreLogic has prices declining, but at three times the ABS rate of decrease.</span></p>
<p class="p1"><span class="s1">It’s hard to know from these figures where the Canberra market is at: the three growth figures are 1.8%, 2.1% and 10%. Two sources suggest a quiet market while the third depict a strong rising market.</span> </p>
<p class="p1"><span class="s1">Unit prices in Adelaide? CoreLogic suggests little change, SQM suggests a 2% annual rise and the ABS has prices up 6%.</span> </p>
<p class="p1"><span class="s1">CoreLogic data suggests prices have stopped falling in Perth but both the ABS and SQM record an annual decline of about 6%.</span> </p>
<p class="p1"><span class="s1">So, what do we make of that? My conclusion is: it’s all dodgy data, to a certain degree.<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">All information about median prices and how much they’ve risen or fallen is rubbery figures to some extent, with the discrepancies and contradictions partly explained by different methodologies and varying definitions about various elements, such as how do you classify townhouses and where do the boundaries sit for a city like Melbourne.</span></p>
<p class="p5"><span class="s2">But think about it. The Sydney metro area has over 700 suburbs and what’s happening in the Northern Beaches is somewhat different to the situation in Penrith, while Bondi has few similarities with Campbelltown.<span class="Apple-converted-space"> </span></span></p>
