<p>When buying an apartment, most people compare the big-ticket items first. Floorplans. Kitchens. Balcony size. Natural light. The view.</p>

<p>But there's one everyday consideration that often doesn't come up until after moving in: how parcels are delivered.</p>

<p>As online shopping has become part of everyday life, parcel deliveries have shifted from an occasional event to a regular occurrence. Australians spent a record $82.6 billion shopping online in 2025, with almost one in every four retail dollars now spent digitally.</p>

<p>For apartment residents, that can present a challenge.</p>

<p>If nobody is home to accept a delivery, parcels may be redirected to a nearby Post Office, left in a building lobby or common area, or require building management to step in. In higher-density buildings, where dozens or even hundreds of residents may receive deliveries each day, parcel management has become an increasingly important part of everyday living.</p>

<p>That can create a range of frustrations. A missed delivery often means making time to collect a parcel elsewhere, while packages left unattended in foyers or mail areas can create clutter and increase the risk of theft. <p>For buyers, it's a reminder that the best apartment features aren't always the most obvious.</p>

<p>A generous floorplan or quality finishes might help narrow the shortlist, but the conveniences that simplify everyday life, whether that's EV charging, secure bike storage or reliable parcel delivery, often become the features residents appreciate most once they're living there.</p>


The apartment feature many buyers don't think about, until their first missed delivery

<p><a href="https://www.apartments.com.au/developers/hg-developments">HG Developments</a> is doubling down on Maud Street in Newstead, filing plans for a new apartment tower just a few doors down from its under-construction Aire Newstead development.</p>

<p>Recently submitted to Brisbane City Council, the proposal is for an 18-storey building designed by bureau^proberts, which has drawn heavily on Brisbane's subtropical design principles while referencing the suburb's industrial heritage.</p>

<p>A total of 64 apartments are planned for the amalgamated 1,518 sqm site at <a href="https://www.apartments.com.au/new-apartments/17-21-maud-street-newstead-qld-4006">17–21 Maud Street</a>, a short walk from the Brisbane River and Newstead Riverwalk.</p>

<p>The proposal comprises 64 two, three and four-bedroom apartments across 18 residential levels, positioning it alongside a growing number of taller residential projects transforming Newstead's northern precinct. The tower incorporates extensive subtropical landscaping, with cascading planter boxes, deep planting at street level and a landscaped rooftop recreation area.</p>

<p>Bureau Proberts has prioritised passive environmental design throughout the project, with generous balconies, recessed glazing and operable façades helping reduce solar heat gain while maximising natural ventilation. River views become available from the upper levels, while the building has been orientated to capture prevailing breezes from both the Brisbane River and the west.</p>

<p>The architects say landscape is intended to be integral to the building rather than an applied element.</p>

<p>"Vertical greenery, cascading planter boxes and elevated gardens are woven throughout the architecture, softening the built form and strengthening the connection between residents and the subtropical environment."</p>

<p>"Through the integration of landscape, high-quality materials and passive design principles, the development delivers a refined residential address that celebrates Newstead's heritage character while contributing positively to Brisbane's evolving subtropical identity."</p>

<p>Newstead has remained one of Brisbane's most active apartment markets in recent years, with a number of developers continuing to back the inner-city suburb.</p>

<p>HG Developments is currently delivering the 40-apartment Aire Newstead at 25 Maud Street. Fortis recently launched the 65-apartment <a href="https://www.apartments.com.au/new-apartments/crest-walker-newstead-12-kyabra-street-newstead-qld-4006">Crest &amp; Walker</a> on Kyabra Street, while builder-developer BPG and Don O'Rorke's Consolidated Properties are both expected to launch their respective Newstead projects before the end of the year.</p>


HG Developments doubles down in Newstead with second Maud Street apartment development

<p>Walk past a new apartment development promoting its sustainability credentials and it's easy to picture rooftop gardens, mature trees, landscaped courtyards and residents surrounded by nature.</p>

<p>But in many cases, that's not actually what those sustainability ratings guarantee.</p>

<p>Australia's leading environmental rating tools have played a significant role in improving the energy efficiency and environmental performance of buildings. Yet despite their focus on reducing emissions, many don't require developers to include trees, biodiversity or meaningful green space.</p>

<p>In other words, a building can achieve one of the country's highest sustainability ratings while containing little more than concrete, glass and hard landscaping.</p>

<p>That disconnect has led to the emergence of a new movement across Australia's property industry: nature-based cities.</p>

<p>The concept goes beyond designing buildings that consume less energy. Instead, it encourages developers to treat nature as essential infrastructure, integrating biodiversity, tree canopy, living landscapes and green spaces into projects from the earliest stages of planning.</p>

<p>Research has consistently linked access to nature with better physical and mental health, cooler neighbourhoods, improved biodiversity, stronger climate resilience and more connected communities. As Australia's cities continue to become denser, advocates say those outcomes should be considered just as important as energy efficiency.</p>

<p>Nature Based Cities (NBC) was established in 2022 to help accelerate that shift.</p>

<p>Founded by Hamton Executive Chairman Paul Hameister OAM, the not-for-profit was created after research highlighted a significant gap in Australia's sustainability framework. While existing environmental rating tools rewarded energy performance and emissions reductions, they placed little emphasis on the inclusion of living landscapes.</p>

<p>"We've always wanted to do more, and we know other developers who want to do more, but the ESD rating tools just aren't there," Hameister says.</p>

<p>"In Australia, you can have a five-green-star rated building that's concrete and glass with not a blade of grass.</p>

<p>"The focus is on reducing emissions, which is laudable, but there hasn't been enough attention paid to protecting and re-establishing nature. We need both for the health of the environment and for communities."</p>

<p>Since its launch, NBC has developed independent design guidelines and accreditation frameworks that encourage developers to prioritise ecology, biodiversity, tree canopy, walkability and living landscapes alongside traditional sustainability measures. The organisation first focused on medium and high-density residential developments before recently expanding into precinct-scale communities and masterplanned neighbourhoods.</p>

<p>Jan Talacko, founder of sustainability consultancy Ark Resources and a member of the Nature Based Cities Advisory Council, says the initiative addresses an area that has largely been overlooked by the property industry.</p>

<p>"Throughout my 25 years of working collaboratively with all stakeholders in the property sector, I've always favoured a pragmatic approach to sustainable design which encourages initiatives that not only meet environmental expectations but also improve amenity," Talacko says.</p>

<p>"Whilst we are making steady progress in relation to energy and carbon emissions from buildings, there has been much less emphasis on encouraging biodiversity and tackling the urban heat island effect.</p>

<p>"The Nature Based Cities initiative responds to a gap in the suite of tools currently used by the property development sector, which don't provide sufficient incentive, or recognition, for the integration of landscaping and greenery."</p>

<p>For apartment buyers, the shift is also changing the questions worth asking.</p>

<p>Rather than assuming a sustainable building will naturally include abundant green space, buyers are increasingly being encouraged to look beyond environmental ratings and ask what nature is actually being delivered. How much tree canopy will the development create? Has biodiversity been considered? Are landscaped spaces designed for people as well as appearance?</p>

<p>As Australia's cities continue to grow upwards and outwards, the next generation of sustainability may not simply be measured by lower emissions, but by how successfully developments bring nature back into everyday urban life.</p>


What does it really mean for a building to be 'green'?

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>
</ul>

<p>While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.</p>

<p>The scheme is expected to commence in NSW in late 2025, as part of a national rollout.</p>

Warwick Farm $340,000 sale as Sydney bumper auction weekend's cheapest

<p>House and apartment rents are growing for landlords at the slowest pace since at least 1995 - and actually fell in July - according to CoreLogic RP Data.</p>
<p>Tim Lawless, CoreLogic's head of research, described rental appreciation was sluggish, on average less than 1 per cent a year, due to the boom currently underway in dwelling construction along with record participation in housing by investors, both domestic and foreign purchasers.</p>
<p><span lang="EN-US">Rental rates fell by 0.3% in July 2015 across the combined capital cities. </span></p>
<p><span lang="EN-US">The current annual rate of rental appreciation has reached a new record low of 0.9% and is continuing to trend lower. </span></p>
<p><span lang="EN-US">Sydney and Hobart recorded the greatest increases in weekly rents.</span></p>
<p><span lang="EN-US"><span>Dwelling rental rates across the combined capital cities are sitting at $486 per week after they fell by 0.3% over the month of July. </span></span></p>
<p><span lang="EN-US"><span>However, weekly rents are up by 0.3% over the first seven months of the year and have increased by just 0.9% over the past 12 months.</span></span></p>
<p>At a combined capital city level, gross rental yields were recorded at 3.4% for houses in July 2015 and at 4.3% for units while house rents are currently at a record low level.</p>
<p>One year ago, gross rental yields were recorded at 3.8% for houses and 4.6% for units across the combined capitals.</p>
<p>“With capital growth likely to continue outpacing rental growth, we expect that rental returns could push even lower over the coming months. From an investment perspective it means that capital growth is going to be much more important for a return on investment,” Tim Lawless said.</p>

<p style="line-height: 1.3em;">Australia’s population growth has typically lagged the economy’s fortunes – people vote with their feet. Rising unemployment typically results in a slowing in net immigration and population growth (typically with a lag), and vice versa (Figure 1).</p>
<p style="line-height: 1.3em;"><span style="line-height: 1.3em;">We are seeing this currently as sluggish growth in activity has resulted in a slowing in population growth. We discuss a few reasons why net immigration and population growth may have already slowed by more than official figures suggest. </span></p>

<p><span>Australia’s population growth slowed to 1.4% y/y, on current estimates, at the end of 2014 from a peak of more than 2% y/y prior to the GFC. Lower net immigration has contributed most to the slowing but births have also fallen (see page 4) (Figure 3). </span></p>
<p><span>Monthly overseas arrivals and departures data suggest that net immigration slowed further in H1 2015 (Figure 4). In fact, on a sequential basis, </span><span>population growth already looks to have dipped towards 11⁄4% </span><span>at end 2014 in annualised terms. </span></p>
<p><span>The slowing in population growth has been </span><span>most pronounced in the mining states </span><span>of Western Australia, Queensland and the Northern Territory (Figure 5). These states have also seen sharp slowings in 457 visa (Temporary Work (Skilled)) applications which allow recipients to stay in Australia for up to four years. This indicates that slower economic activity and </span><span>reduced job opportunities in these states has been an important reason for the overall slowing in net immigration</span><span>. This has taken pressure off unemployment from rising faster than it has in these states. </span></p>
<p><span>Historically, swings in population growth have </span><span>tended to lag changes in economic momentum</span><span>. To illustrate, population growth has typically slowed as the unemployment rate has risen, and vice-versa (the one exception being the late 1980s where population growth slowed in advance of the economic cycle) (Figure 6). </span></p>
<p><span>The slowing in population growth underway therefore largely reflects weaker economic activity. </span><span>From a labour market perspective, slower population growth can be thought of as ‘shock absorber’. It limits upward pressure on the unemployment rate to the extent that it reflects a slower rise in the supply of available workers. </span><span>A large share of the slowing in net immigration has been among the prime working age </span><span>(25- 44 year olds). Fewer arrivals British and other European citizens in this age bracket have accounted for half of the decline in permanent and long-term arrivals to Australia since 2012. </span></p>

<p><span>Measuring population growth accurately in real time is difficult and we suspect that it could be revised lower due to downward revisions to net overseas migration (NOM) over time. </span></p>
<p><span>The ABS count persons as being in the resident population if they are in Australia for at least 12 months in a 16 month period. The problem is that this cannot be known in real time and the ABS cannot produce ‘final’ NOM and population estimates until 21 months after the relevant quarter.</span><span>1 </span><span>In the interim its </span><span>preliminary estimates of NOM are subject to revision </span><span>which can sometimes be large (Figure 7). In fact, </span><span>NOM and population growth have already been revised lower </span><span>since its most recent peak. This could be due to the way the ABS calculates preliminary estimates of NOM. </span></p>
<p><span>To estimate NOM the ABS uses passenger card information combined with propensities from the year before for groups of individuals to ‘NOM in’ or ‘NOM out’. Revisions to NOM can therefore occur if these propensities are changing quickly which may occur if net migration flows are changing rapidly as is currently the case. </span></p>
<p><span>Net immigration has already been slowing faster than expected. </span><span>For instance, ABS estimates of NOM have already significantly undershot the latest estimates/forecasts by the Department of Immigration made in mid 2014, particularly on the departures side (Figure 8). Net immigration from New Zealand has slowed more sharply than expected as unemployment had been falling across the Tasman but rising in Australia (Figure 9). </span></p>
<p><span>More important, however, has been the much weaker-than-expected decline in net immigration of persons on Working Holiday and Work &amp; Holiday visas and the slowing in net immigration of workers on 457 visas, both reflecting the softness of Australia’s labour market (Figures 10 and 11). </span></p>
<p><span>Finally, net immigration may be weaker than official estimates because </span><span>published (final) NOM figures have historically overstated net immigration. </span><span>Given births and deaths can be measured relatively accurately, and total population estimates are provided by the Census every five years, a more accurate estimate of net immigration is calculated as population growth less natural increase. Figure 12 shows that this residual measure of NOM has been lower than published NOM. </span><span>If history is any guide, therefore, the availability of 2016 Census figures could lead to further downward revisions to NOM and population growth. </span></p>
<p><span>In summary, these factors suggest </span><span>net immigration and population growth have already slowed by more than official figures suggest. </span></p>

<p><span>THE OUTLOOK FOR POPULATION GROWTH </span></p>
<p><span>Population growth is expected to slow a little further in the near term as lags from slower economic activity feed through. </span><span>Over the next five years, it seems likely that population growth will average 11⁄4-11⁄2% per annum (the RBA is now assuming 11⁄2% over the next few years). This would be much slower than growth experienced in recent years but still faster than the 1.1% per annum average growth rate from 1992 to 2006. As net immigration slows, nearly half of Australia’s population growth is again likely to come from natural increase, although this is also slowing. </span></p>
<p><span>NATURAL INCREASE </span></p>
<p><span>The number of births has moderated again in recent years after a brief spurt and is expected to slow further. </span></p>
<p><span>The contribution of natural increase – births less deaths – to population growth steadily declined over time until the mid 2000s (Figure 2). More births then supported population growth as the number of 25-34 year old females – those with the highest fertility rates – rose sharply after being little changed for more than a decade (Figure 13). </span></p>
<p><span>The number of births and natural increase in the population is already slowing. It will slow further as much weaker growth over the past five years in the number of 20-24 year old females will result in slower growth in the population of 25-34 year old females. </span></p>

<p><span>NET IMMIGRATION </span></p>
<p><span>Unless there is a persistent improvement in labour market conditions, it is difficult to see net immigration increasing in the foreseeable future. </span><span>While some further slowing in net immigration is expected in the near term, we expect it to then stabilise due to: (i) fewer outflows to New Zealand; (ii) a still high official immigration programme; and (iii) strong international student inflows. </span></p>
<p><span>First, the relative strength of the New Zealand economy, which has resulted in a small outflow of people from Australia across the Tasman, is diminishing. The jobless rate in New Zealand has increased recently amid more moderate economic activity and the increase in labour supply (Figure 14). This could see at least a </span><span>stabilisation in net immigration between Australia and New Zealand </span><span>if not some turnaround. </span></p>

<p><span>Secondly, the intake under </span><span>Australia’s official Migration Programme has been kept at 190,000 persons for 2015-16</span><span>. While this level of official migration in recent years has not prevented net immigration from moderating, it will limit its rate of decline by, to some extent, putting a floor under immigration levels (Figure 15). </span></p>

<p><span>Finally, </span><span>strong growth in international student arrivals is supporting net immigration</span><span>. As long as students satisfy the ‘12/16’ rule they are counted as residents for population purposes and many stay in Australia after graduation. </span></p>
<p><span>The number of </span><span>international student commencements has reached the previous peak in 2009 </span><span>when its contribution to net immigration peaked at around 120K persons per annum (Figure 16). Department of Immigration forecasts, which appear broadly on track, suggest a similarly large contribution to NOM over the next few years which would add 0.4ppts to annual population growth. (Students may add less to potential labour supply than other immigrants, however, as they are limited to working 20 hours per week while studying.) </span></p>
<p><span>This trend is being supported by the weaker Australian dollar, streamlined policies towards overseas students and rule changes that allow overseas students to extend their stay for two to four years upon graduation under a Temporary Graduate visa. </span></p>

<p><span>Assuming annual productivity growth around its long-run average of 11⁄2%, potential output growth could fall closer to 23⁄4% per annum over the medium term, well below the 3–31⁄4% widely assumed previously. While it’s per capita growth that ultimately determines standards of living, </span><span>lower potential GDP growth would imply lower interest rates than otherwise </span><span>(Figure 17). </span></p>

<p><span>Housing demand </span></p>
<p><span>One source of slower potential output growth is that </span><span>slowing population growth would, over time, reduce underlying demand for housing. </span><span>While several years of underbuilding means that there remains excess demand for housing, particularly in Sydney, smaller increases in the population will eventually result in weaker housing demand. </span></p>
<p><span>In this regard, </span><span>relatively small changes in population growth matter for housing demand. </span><span>For example, annual population growth of 11⁄4% would add around 125k less people per annum to the population compared with growth of 13⁄4% (Figure 18). Assuming 2.5 persons per household, this would mean housing demand drops by roughly 50k dwellings per year. </span></p>
<p><span>A complicating factor is that international students are expected to account for a noticeable share of population growth in the near term. As mentioned recently by the RBA, demand for housing from students may be different to that from other immigrants, including because they have lower incomes and are typically younger. They are also likely to demand housing close to universities and apartment living rather than detached housing. The composition of student arrivals, however, may also have a bearing on the type of housing sought. </span></p>

Australia's sluggish population growth: Justin Fabo

<div>Given the weak state of other sectors of the economy, the Retail Trade figures for the month and the June quarter took on an added significance.</div>

<div>In this context, especially given soft wages and slowing population growth, the June data was happily very good.</div>
<div> </div>
<div>In seasonally adjusted terms retail turnover was up by 0.7 per cent for the month leading to a strong annual result to June 2015 as charted below.</div>

<br><strong><span style="text-decoration: underline;">National accounts for Q2</span></strong><br><br><div>With June being the last month of the second quarter we also got the turnover figures reported in volume terms, which threw out an excellent result.</div>
<br><div>Retail volumes doubled market expectations to be up by 0.8 per cent for the quarter and 3.6 per cent for the year. </div>

<div>Suffice to say that New South Wales (+4.6 per cent) and Victoria (+4.4 per cent) have been the retail trade linchpins over the year to June 2015.</div>
<br>This is a very notable result given that net exports (which have contributed significantly to GDP over the past year) will evidently not been doing so in the second quarter.<br><br>I looked at how Australia racked up a record trade deficit for the second quarter in a little more detail here.<br><br><strong><span style="text-decoration: underline;">The wrap</span></strong><br><div> </div>
<div>Overall this was a really good result for retail trade in the second quarter.</div>
<div> </div>
<div>And although the retail trade data is not necessarily representative of all household consumption this suggests that GDP for the second quarter will be held up by the strong capital city economies.</div>
<div> </div>
<div>Lately various surveys have hinted at gradually improving business conditions and confidence - and jobs growth has been strong over the past year at +233,600, particularly so in Sydney.</div>
<div> </div>
<div>On the other hand capital expenditure surveys have pointed towards very weak business investment.</div>
<div>
<br>In that context, it is important that household consumption continues to produce sound results.</div>
<div> </div>
<div>The other contributor to a surprisingly upbeat GDP print in the first quarter (ex-inventories) was that of new housing, with the dwelling construction boom expected to continue over the next couple of years.</div>

Housing construction helps retail remain robust: Pete Wargent

<div>I've been quite reserved on here, but what a great Ashes series win for Alastair Cook's England team in the cricket, surprising everyone, including Alastair himself!</div>

<div>Haven't done a "Cranewatch" post for a while. so here goes.</div>
<div> </div>
<div>The basic premise is that I take my camera out to areas of Australia which are undergoing a major transformation.</div>
<div> </div>
<div>Previously I've looked at Darling Harbour Live, Barangaroo (several times...including a site tour), Mascot, Green Square, Rosebery and Zetland in Sydney.</div>
<div> </div>
<div>I've also look at the Central Business District, West End and South Brisbane in...um, Brisbane.</div>
<div> </div>
<div>Today, a quick look around what's happening Newstead.</div>
<div> </div>
<div>As I looked at Fortitude Valley and Newstead are two other suburbs in Brisbane which are set to be transformed into apartment-dwelling hubs within close proximity to the city.</div>
<div> </div>
<div>And over the short term, of course, this will lead to an oversupply of units, a spike in vacancy rates, and softening rents.</div>

Brisbane's Newstead, neat but pricey: Pete Wargent

<div>The latest <a href="https://www.abs.gov.au/ausstats/abs@.nsf/mf/3401.0/" target="_blank">Overseas Arrivals and Departures</a> data for the month of June 2015 confirmed that population growth in Australia will be once again be slower in this calendar year.<br><br>As I argued a year ago, by the third quarter of 2014 it had become evident that the assumption reported widely in the media that the population of Australia would boom by around 2.4 million persons over the next six years was too high - much too high, in fact!<br><br><div class="separator"><a href="https://1.bp.blogspot.com/-ZK9-CCXjNWs/VcWS2tAESjI/AAAAAAAAXd0/LM0ux2QIp00/s1600/A1.jpg"><img src="https://1.bp.blogspot.com/-ZK9-CCXjNWs/VcWS2tAESjI/AAAAAAAAXd0/LM0ux2QIp00/s400/A1.jpg" width="400" height="65"></a></div>

<div>In the event population growth slowed considerably to be up by an estimated +330,200 in 2014, and population growth will be slower again in 2015.<br><br>Over the longer term we might indeed expect to see much stronger levels of population growth return for the reasons I have already explored, but for the foreseeable future lower population growth will be the new norm.<br><br>Let's take a look at the implications of the latest figures in three parts.<br><br>
</div>
<p><strong><span style="text-decoration: underline;">Part (i) - Slowing immigration nationally</span></strong><br><br></p>
<div>The number of long term arrivals into Australia has slowed further over the past year, and consequently net long term migration has pulled back to +292,000 on a rolling annual basis, sliding from a recent peak of more than +400,000.</div>
<div> </div>
<div>This suggests that population growth in 2015 will likely slow further perhaps to around +300,000 persons from +330,200 in 2014.</div>

<div class="separator">One of several key potential drivers of this trend has been the sharp reduction in the number of permanent settlers from New Zealand.</div>
<div class="separator"> </div>
<div class="separator">Meanwhile the number of permanent settler Brits has slowed to a mere trickle - just 470 settlers in June hailed from the United Kingdom, the lowest monthly figure across the full 25 years of available data.</div>
<div class="separator"> </div>
<div class="separator">Kiwi citizens can move freely between Australia and "home" and as such are theoretically far more sensitive to shifts in labour market conditions.</div>
<div class="separator"> </div>
<div class="separator">And while spare capacity in the labour market has being rising over the past three years in Australia, it had been tightening for some time in New Zealand.</div>
<div class="separator"> </div>
<div class="separator">With mining construction activity now slowing sharply in Australia - and Christchurch in New Zealand seeing a high volume of reconstruction activity - it is perhaps unsurprising that fewer New Zealanders are making the trans-Tasman trip on a permanent footing (although a record 1.27 million still came to Australian shores on a short-term basis over the past year).</div>

<div class="separator">On the other hand the number of settlers from countries such as China and India continues to slowly but surely break new heights.</div>

<p><strong><span style="text-decoration: underline;">Part (ii) - Record visitors to Australia</span></strong></p>

<div>There is a flip side to the softer pace of growth in Australia's economy, and that is that falling interest rates and a correspondingly weakening currency have encouraged the tourism sector to attract a record number of short term arrivals Down Under. </div>
<div> </div>
<div>This year the rolling annual number of short term arrivals blasted past 7 million for the first time to a record 7.12 million in the 2015 financial year (denoted by the blue line below).</div>

<p><span style="line-height: 1.3em;">While the corresponding drag on overseas travel by Australians has only been fairly gradual to date (denoted by the red line above), the weaker dollar also means that over time comparatively fewer Aussies will be inclined to make overseas trips, which in turn will act as a further boost for the domestic economy. </span></p>
<div>I holidayed on the Sunshine Coast myself in the past week, and it is quite evident that more Aussies are inclined to hang out in locations such as Noosa over the winter than has been the case in recent years.<br><br>After all, travelling overseas is not <em>quite</em> as much fun as when the dollar was at sky high levels just a few years ago!</div>

<div>Accordingly the ratio of short term departures to short term arrivals has steadily been trending down for the past two years.</div>

<p><span style="line-height: 1.3em;">One trend which is definitely </span><strong style="line-height: 1.3em;"><span style="text-decoration: underline;">not</span></strong><span style="line-height: 1.3em;"> slowing down is the number of Chinese visitors to Australia with more than 1.25 million visitors from China, Taiwan and Hong Kong over the past 12 months, with the latest figures showing no signs of this emerging mega-trend easing off.</span></p>
<div>A record 563,800 Americans have also enjoyed the dramatic shift in the exchange rate over the past year.</div>

<p><span style="line-height: 1.3em;">This is an emerging demographic trend which will impact Sydney and Melbourne most keenly.</span><span style="line-height: 1.3em;"> </span></p>
<div class="separator">The full impact of the depreciation of Australia's currency has yet to flow through to this data and we will certainly now see further short visitor records broken in the year ahead.</div>
<p><strong><span style="text-decoration: underline;">Part (iii) - 3 implications of lower population growth</span></strong></p>
<p><span style="line-height: 1.3em;">So what are the impacts of slower population growth in Australia, which could continue for the foreseeable future? </span></p>
<div>There will be many impacts, of course, but here are just three of the most prominent observations.</div>
<div> </div>
<div>Firstly, and most obviously, slower population growth will equate to lower demand for goods and services, which in turn over time should result in <strong><span style="text-decoration: underline;">lower economic and employment growth.</span></strong><br><br>Over the next few years there will be a lower than expected requirement for investment in building offices, warehouses, housing, machinery, plant and equipment. </div>
<p><span style="line-height: 1.3em;">Secondly, with employment growth having tracked at an estimated 2.1% or 243,600 new jobs over the past year - which is considerably faster than the estimated rate of population growth of just 1.4 per cent - the Reserve Bank now </span><a href="https://www.rba.gov.au/publications/smp/2015/aug/html/index" target="_blank" style="line-height: 1.3em;">believes</a><span style="line-height: 1.3em;"> that the </span><strong style="line-height: 1.3em;"><span style="text-decoration: underline;">unemployment rate has likely peaked</span></strong><span style="line-height: 1.3em;"> for this cycle. </span></p>
<div>Previously it had been forecast that the unemployment rate would continue rising to around 6.5 per cent, but now the unemployment rate is seen as more likely to be falling again from 2017. The darker blue shaded areas represent the Reserve's 70 per cent confidence interval.</div>

<div>However, there are many regions in Australia where unemployment is still elevated or rising, particularly in resources-influenced regions and in South Australia where the trend rate of unemployment has hit 7.9 per cent and rising.</div>
<div> </div>
<div>Thirdly, with the mining investment supernova now set to implode in spectacular style, the strong rates of immigration which benefited the resources areas of regional Western Australia and regional Queensland have now ebbed away.</div>

<br><img src="https://2.bp.blogspot.com/-UAU8Pw52o-w/VZsC3PaTSPI/AAAAAAAAWtQ/Ip5KWRT_itE/s640/eng2.jpg" width="640" height="274"><br><br>Accordingly <strong><span style="text-decoration: underline;">population growth has become more capital city focused</span></strong>.<br><br>The most recently available data showed that Greater Melbourne and Greater Sydney alone accounted for all but half of Australia's total population growth, while Greater Brisbane and Greater Perth accounted combined for close to nearly a quarter of the total.<br><br>Regional population growth on the other hand has in aggregate been been slow and slowing.<br><br>As for whether the mining boom will have a second wind? Highly unlikely: that's not the way that commodity cycles typically tend to work.<br><br>The Reserve Bank's Commodity Index was once again smoked by another 5 per cent on a monthly average basis in SDR terms in July to be a punishing 20.2 per cent lower over the past year.<br><br>Ouch.<br><br>In Aussie dollar terms the decline has been a somewhat less dramatic 8.5 per cent year-on-year, but nevertheless Australia's terms of trade (TOT) remain well above their long run average (and TOT booms have historically tended to over-shoot on the downside too).</div>

<div>Note that it's not just iron ore and coal prices which have been hammered as demand from China and elsewhere has slowed in the face of a glut of supply.<br><br>Oil, aluminium, copper and gold have all hit half decade lows in recent times, while the price of silver has tracked little better.</div>
<div>
<br>Slightly bizarrely - given that coal prices are well below the project's notional break even point - the Adani Carmichael Mine is one possible exception to the accelerating decline in mining investment.<br><br>Some folk with the power to exert material influence evidently has the government's ear relating to this essentially unviable mega-project.<br><br>Generally speaking, however, mining production is ramping up, there is heavy downward pressure on commodity prices, and ever fewer material projects have been passing viability.</div>
<div>
<br>Going forward population growth in Australia will follow the employment growth, which has been heavily focused on Sydney and Melbourne, and to a somewhat lesser extent Brisbane and the Gold Coast.</div>
<div>
<br>Indeed, over the past year more than 80 per cent of employment growth has been found in New South Wales and Victoria, and overwhelmingly in Sydney and Melbourne. </div>
<div> </div>
<div>With the Western Australian economy slowing and net interstate migration going into reverse gear, population growth will is likely to be heavily focused on the three largest capital cities - a trend which will only be exacerbated by the nascent explosion in foreign students.<br><br>The Reserve Bank added its own outlook for the housing market in the latest SOMP:<br><br><em>"Supply constraints, particularly in Sydney, may limit the extent to which new dwelling investment can satisfy growing demand, which raises the possibility that housing prices will grow more quickly than forecast. </em><br><em><br></em><em>Also, housing prices outside Sydney and Melbourne are little changed over the past year or so and may not yet have responded fully to the very low levels of interest rates."</em>

Slower population growth implications for property investors: Pete Wargent

<div class="column"><span style="line-height: 1.3em;">Petrol prices lifted for the second consecutive week and motorists certainly have the right to question why. Global oil prices are continuing to fall, the Aussie dollar has held up well and yet domestic pump prices have lifted in the past fortnight. Even in Aussie dollar terms the Singapore unleaded price has now fallen for seven of the past eight weeks having lost a cumulative total of over AUD$13, and is now holding at a 17-week low – a result that should keep domestic pump prices under downward pressure.</span></div>

<br><span style="line-height: 1.3em;">The Reserve Bank made mention of the lift in retail petrol margins in the Statement of Monetary Policy last week. CommSec analysis of the raw margin between the retail price and terminal gate price has risen to 12.4 cents in the past fortnight, well above the 5-year average of 9.3 cents. To some degree when oil prices are falling rapidly margins tend to expand as petrol retailers sell higher priced fuel first in petrol station bunkers before selling the cheaper fuel. The situation will bear further scrutiny in coming weeks.</span>

<span style="line-height: 1.3em;">The US summer driving season is nearing an end and the lift in gasoline stockpiles is putting downward pressure </span><span style="line-height: 1.3em;">on global oil prices. In addition the Iran nuclear deal with the West could lead to a lift in sanctions on the former’s oil exports – adding further to global supply and depressing prices. Interestingly had the pressure on global oil prices been earlier in the year motorists could have been paying a $1 a litre for fuel given the stronger Australian dollar. </span>

<p><span>Figures from MotorMouth show that petrol prices have been falling for just over a week in Sydney, Melbourne and Adelaide, although prices in Sydney and Adelaide have been falling a lot sharper than in Melbourne. Meanwhile prices hit the high point (peak) on August 7 in Brisbane and are only just starting to ease. Only Perth operates on a uniform weekly cycle. The bottom line is that prices will continue to slide over the coming week and motorists would be better off waiting a few more days before filling up the family vehicle.</span></p>
<p><span>The latest lending statistics show a mild rebound in June, largely driven by the strength in housing finance and in that context it is investor housing in particular that has driven the strength. Overall lending is only just shy of the seven-year highs reached two months ago. However the recent announcements and media commentary on the tighter bank lending standards is likely to start weighing on the sector. While housing activity will continue to be the backbone of the economy over the coming year, it is starting to show signs of cooling – especially when it comes to irrational exuberance.</span></p>
<p><span>The main disappointment in the latest lending finance results would be commercial loans. If there is an anticipated pullback in home lending policymakers would be hoping that activity amongst the business sector lifts from here. Commercial loans are up almost 4 per cent on a year ago. Business conditions are healthy, however businesses are still rather tentative about borrowing. The key driver of future lending will be an ongoing improvement in labour market conditions, rise in business hiring intentions and lift in consumer confidence.</span></p>

<li><span>Petrol price:</span></li>
</ul>
<p><span>According to the Australian Institute of Petroleum, the national average Australian price of petrol rose by 0.8 cents per litre to 138.5 cents per litre in the week to August 9. The metropolitan petrol price rose by 1.2 cents to 137.7 cents per litre and the regional price was unchanged at 140.1 cents per litre.</span></p>
<p><span>The national average Australian price of diesel petrol fell by 0.5 cents to 133.5 cents per litre in the week to August 9. Last week the metropolitan price fell by 0.6 cents to 131.3 c/l, while the regional average price fell by 0.5 cents to 135.3 c/l.</span></p>
<p><span>Average unleaded petrol prices across states and territories over the past week were: Sydney (down 2.1 cents to 136.7 c/l), Melbourne (up 9.0 cents to 142.3 c/l), Brisbane (down 0.6 cents to 135.3 c/l),</span></p>
<p><span>Adelaide (down 4.7 cents to 133.8 c/l), Perth (down 1.4 cents to 136.2 c/l), Darwin (down by 0.2 cents to 134.3 c/l), Canberra (down 2.7 cents to 135.9 c/l) and Hobart (down by 0.1 cents to 142.7 c/l).</span></p>
<p><span>Today, the national average wholesale (terminal gate) unleaded petrol price stands at a near 3-month low of 123.8 cents a litre, down 1 cent a litre on a week ago but still up from the 6-year low of 100.4 cents per litre set on January 20.</span></p>
<p><span>Last week the key Singapore gasoline price fell by US85c or 1.2 per cent to US$71.95 a barrel – a 17-week low. Singapore gasoline previously hit a near 6-year low (lowest since March 2009) of US$52.20 a barrel on January 13. In Australian dollar terms the Singapore gasoline price fell by $2.14 a barrel or 2.2 per cent last week to $97.67 a barrel or 61.42 cents a litre.</span></p>
<p><span>Lending finance</span></p>
<p><span>Total new lending commitments (housing, personal, commercial and lease finance) rose by 0.8 per cent in June to $74.7 billion after a 4.3 per cent fall in May. New loans are up 3.6 per cent over the year.</span></p>
<p><span>Housing finance: The seasonally adjusted measure of construction and new purchases rose by 5.5 per cent in June while alterations &amp; additions rose by 9.3 per cent. Home loans are up 9.7 per cent on a year. </span></p>

<span style="line-height: 1.3em;">Lending Finance </span><span style="line-height: 1.3em;">is released monthly by the Bureau of Statistics and contains figures on new housing, personal, commercial and lease finance commitments. The importance of the data lies in what it reveals about the appropriateness of interest rate settings, confidence and spending levels in the economy.</span><br><p style="line-height: 1.3em;">Weekly figures on petrol prices are compiled by ORIMA Research on behalf of the Australian Institute of Petroleum (AIP). National average retail prices are calculated as the weighted average of each State/Territory's metropolitan and non-metropolitan retail petrol prices, with the weights based on the number of registered petrol vehicles in each of these regions. AIP data for retail petrol prices is based on available market data supplied by MotorMouth.</p>

<li><span style="line-height: 1.3em;">What are the implications for interest rates and investors?</span></li>
</ul>
<span style="line-height: 1.3em;">While the vagaries of the discounting cycle continues to be the key driver of such vast shifts in pump prices across the nation, motorists can still benefit. The discounting cycle provides the best opportunity to purchase fuel at or below the cost (terminal gate) price – and in turn save a few extra dollars. Between the peak and the trough in the cycle motorists could save themselves as much as 20 cents a litre or around $10-$15 to fill up a tank with fuel. In major capital cities the best time to fill up the family vehicle may be later in the week.</span>

End of irrational housing price exuberance? Savanth Sebastian

<p><span>Aussie Home Loans founder John Symond has repeated his concern that APRA's clampdown on lending to local housing investors may be giving foreign investors an advantage in the market.</span></p>
<p><span>John Symond suggested the Australian Prudential Regulation Authority's 10% a year cap on housing investor credit growth was having no impact on foreigners buying property.</span></p>
<p><span>"I'm not for one minute saying you know, shoo our foreign investors away, this country survives on foreign investment," he told a parliamentary inquiry in Sydney last week.</span></p>
<p><span><a href="/expert-insights/finance/chinese-buyers-to-benefit-from-apra-crackdown-on-local-borrowers-john-symond">He first raised concerns in May</a></span><span>.</span></p>
<p><span>"But you've got to have a level playing field, and if you have a look at the amount of foreign investment that has come in and bought up housing, particularly in cities like Sydney and Melbourne over the last 24 months. I know, as far as Asia, the numbers I've seen, has more than doubled,"  he said.</span></p>
<p><span>"Now they don't have any APRA restrictions, because they don't toddle off to a bank or a building society and borrow their money."</span></p>
<p><span>APRA has defended recent efforts to slow down lending to investors to the federal government inquiry into home ownership, the House of Representatives Standing Committee on Economics Inquiry into Home Ownership.</span></p>
<p><span>But the APRA chairman Wayne Byers said the full effect would not be felt for some time, especially how the crackdown affects the balance between major and non-major lenders.</span></p>
<p><span style="line-height: 1.3em;">“Given implementation is still 11 months away, it is too early to assess the impact of this change on the housing loan market.  </span></p>
<p><span>“The extent to which those banks are capable of repricing their business in response will provide an interesting insight into the extent to which the largest banks are subject to competitive pressure from the range of other housing lenders present in the market.”</span></p>

John Symond fears APRA's crackdown leaves unlevel playing field

<p><span>It hasn't been on the market for five decades, but now the first ever strata apartment in Sydney is up for sale.</span></p>
<p><span><a href="https://www.realestate.com.au/property-unit-nsw-enfield-120326185" target="_blank">The apartment</a></span><span> was inherited by the now 92­-year-­old Mary Ingall from her parents.</span></p>
<p><span>The two bedroom, ground floor 1960s apartment, at 1/189 Liverpool Road, Enfield is lot number one in strata plan one. </span></p>
<p><span>The ordinary apartment complex, Lindsay Gardens was the world’s first ever strata-titled building.</span></p>
<p><span>It is offered through Ray White Drummoyne agent Chris Wilkins with $450,000 guidance.</span></p>
<p><span>The NSW government is currently reforming strata laws about renewal of older blocks, with compulsory acquisition on the agenda, but this offering is unlikely to trigger the beginning of any prospective whole block developer buy-up.</span></p>

<p>Greater-Adelaide’s average annual growth in median property values of 8.1% (houses) and 8.3% (apartments) for the last fifteen (15) years compares to Australia’s capital city average of 8.4% and 7.6%, respectively. The best performing Adelaide local government authorities over the last fifteen years were Port Adelaide Enfield (9.2%), Salisbury (9.0%), Campbelltown (8.8%), Marion (8.8%), Onkaparinga and Playford (both 8.5%).</p>
<p>With median house and apartment values of $533,000 and $333,000 respectively accommodation in Adelaide is the second most affordable of all Australian capital cities (after Hobart). This low entry price and the controlled rates of new housing supply meet two important investment fundamentals.</p>
<p>As strange as this may sound, the opening of the redeveloped Adelaide Oval in early 2014 played a significant role in creating an ‘energy’ which has improved Adelaide’s general sentiment.</p>
<p>Fundamentals like these plus a low interest rate environment has been the catalyst for growth in 2014 median property values of 6.1% (houses) and 4.0% (apartments). </p>
<p>Adelaide’s 1.22 million people represents 72% of the entire state’s population. There are approximately 530,000 dwellings in Greater-Adelaide.</p>
<p>The future for Adelaide’s property market rests in the fate of its economy. South Australia’s key industries are manufacturing, agriculture, mining, and tourism. It also has a significant representation of defence force personnel.</p>
<p>Significant concerns beckon for manufacturing in the state. According to a report produced by University of Adelaide, 24,000 jobs will be lost in South Australia as a result of closures of car manufacturing plants by Ford (2016), Holden and Toyota (both 2017). A cloud also hangs over the careers of thousands of employees at Defence Material Organisation (DMO) and Australian Submarine Corporation (ASC) which play a major role in the manufacturing and maintenance of Australia’s military fleet.</p>
<p>A federal government white paper on Australia’s defence force published in 2011 flagged unprecedented levels of investment in military fleet expansion plus an increase in personnel; Adelaide was to be the primary beneficiary. Subsequent federal budget pressures and Australia’s obvious inability to compete on price with international manufacturers of equipment such as submarines means that neither of these bold targets would come close to being realised.</p>
<p>A significant economic boost is needed to increase demand for goods and services in South Australia. While there is an abundance of opportunities to leverage its agriculture and tourism industries off the Asian Century there is nothing tangible at present to suggest that prosperity is just around the corner.</p>
<p>South Australia’s unemployment figures have consistently been trending above the national average for some time. The job creation data for Greater-Adelaide contrasts the impressive 246,121 jobs created in 2011 to a net jobs loss of 71,813 in 2014. The north and west of Adelaide have the highest unemployment rates.<span style="line-height: 1.3em;"> </span></p>
<p>Adelaide’s largest infrastructure project is the $2.1 billion Royal Adelaide Hospital. Once completed in 2016, an estimated 14,000 people will occupy the new medical precinct and adjoining university in the north-west corner of the CBD.</p>
<p>The $1.5 billion Adelaide Riverbank project is likely to commence in 2016. This major urban renewal project will further position the inner-north as a world class entertainment precinct with an expanded Festival Centre, an upgrade of Adelaide’s casino, new hotel, restaurants, and parking.</p>
<p>Construction on the new $900 million 3-lane super highway along South Road will commence this year. The project will reduce congestion along the southern corridor once completed late-2018.</p>
<p>The only other large project is the $1 billion expansion of the Adelaide Airport. In January 2015, the federal government signed off on funding for the project which includes increased terminal capacity, a 250-room hotel, and office complexes. 8,500 people already work in the airport precinct (the state’s largest employer); the expansion is expected to increase this to 17,500 by 2020.</p>
<p>Aside from these major infrastructure projects, the only thing currently on the horizon to stimulate Adelaide’s economy is the possible expansion of the Olympic Dam mine. Only time will tell whether BHP, the world’s biggest mining company, will finally bite the bullet after 30 years of planning and give the green light to the Olympic Dam mining expansion to create the World’s biggest mine. If this ever did occur there is potential for more than 10,000 new jobs to be based in Adelaide, directly working for BHP and indirectly providing support services.</p>
<p>The long term subdued nature of Adelaide’s economy is directly reflected in South Australia’s modest population growth figures – an average of 1.0 % per annum over the last decade compared to a 1.7% national average. </p>
<p>When Propertyology zoomed the microscope in for a closer look at population figures of the eighteen (18) individual LGA’s which make up Greater-Adelaide, it became apparent that the highest growth is in the LGA of Adelaide City (3.8%). </p>
<p>Building approval data also shows that the extra demand for accommodation in Adelaide City is being adequately supplied by a big spike in apartments (1,306 apartments approved during the eight months from July 2014 to February 2015). Hindmarsh and Woodville are two other locations with a notable increase in apartment approvals.</p>
<p>The next biggest increases in population growth have been further out in Playford LGA (2.2%), Port Adelaide (1.7%), Gawler (1.7%), and Salisbury (1.6%). </p>
<p>Population growth is one thing however, employment opportunities is the biggest piece of the property investment puzzle. 9,000 of the job losses from the car manufacturing sector will be to residents of the northern Adelaide LGAs of Salisbury, Playford, Tee Tree Gully, and Port Adelaide Enfield. Residents of the Onkaparinga LGA in the south of Adelaide are also expected to lose 3,000 jobs from the demise of the car manufacturing industry. The DMO and ASC defence force factories are located in the suburb of Osborne. </p>
<p>While Adelaide’s uninspiring economy is likely to continue to limit housing demand, building approval data shows that housing supply has been kept in check. There are approximately 530,000 existing dwellings in Greater-Adelaide. Generally speaking, between 6,000 and 8,000 new dwellings are approved each year. The highest volume of new housing stock are in Paradise, Gawler South, Craigmore, Davoren, Angle Vale, Enfield, Northgate, Windsor Gardens, Parafield Gardens, Salisbury North, Aldinga, and Seaford.</p>
<p>With housing affordability as the pillar of Adelaide’s property market, and provided housing supply remains in check, Propertyology expects the Adelaide market to produce steady growth again in 2015. </p>
<p>Unfortunately, the Adelaide market beyond 2016 looks somewhat gloomy. The pending challenges with Adelaide’s manufacturing sector are significant; government intervention is required. Propertyology’s current expectations is that employment opportunities are likely to significantly diminish and pressure on property values will go with it. </p>
