One of North Sydney's best-known commercial buildings could become hundreds of new homes, with insurance giant Zurich Australia lodging a State Significant Development Application (SSDA) to transform 5 Blue Street into a mixed-use residential development above North Sydney Station.

Rather than demolishing the existing building and starting again, Zurich is proposing an adaptive reuse project that would convert the landmark office building into a 15-level residential development delivering 62 apartments, 86 affordable co-living dwellings, activated retail and significant upgrades to the Blue Street Plaza.

The proposal reflects a growing trend of commercial property owners repositioning ageing office assets into residential housing as Sydney grapples with housing supply shortages and changing workplace demand.

Located directly above North Sydney Metro and train station, the 3,051 sqm site occupies one of the most strategically positioned parcels of land on Sydney's Lower North Shore.

Designed by fjcstudio, the proposal seeks to retain and adapt much of the existing structure while creating a contemporary residential address that better connects with the public domain surrounding North Sydney Station.

The application proposes two basement levels, ground floor retail, affordable co-living accommodation across the podium levels, and apartments above, while preserving and enhancing the publicly accessible Blue Street Plaza.

Rather than pursuing maximum apartment numbers, Zurich has opted for a housing mix heavily weighted towards larger owner-occupier residences.

The proposal includes 62 build-to-sell apartments comprising 12 one-bedroom, 19 two-bedroom, 29 three-bedroom apartments and two premium penthouses. It also incorporates 86 affordable co-living dwellings, which would be managed in perpetuity by a Community Housing Provider.

That balance between traditional apartments and affordable housing reflects the NSW Government's push to increase housing diversity around major transport infrastructure.

The proposal has been lodged concurrently with a rezoning application, with Zurich arguing the site is ideally positioned to support additional housing given its immediate proximity to public transport, employment and services.

"The proposal aims to respond to the housing challenges facing Sydney through the delivery of diverse housing types in a highly accessible location," the design report by fjcstudio states. It also seeks to improve pedestrian amenity through upgrades to Blue Street Plaza while creating a high-performing residential building that responds to the surrounding context.

Rather than replacing the commercial building, fjcstudio has developed a design that works with the existing structural framework above the rail corridor, an approach that significantly reduces demolition while allowing the site to be repositioned as a mixed-use residential precinct.

The existing structural constraints have informed much of the building's design, including its relationship with Blue Street and surrounding public spaces.

The building has been designed as a slender tower rising above a clearly defined podium, with vertically expressed façades intended to reduce the perceived bulk while reinforcing North Sydney's emerging skyline.

According to fjcstudio, the architectural language responds directly to the surrounding commercial towers while maintaining a finer grain expression more closely aligned with the neighbouring Lavender Bay streetscape.

The tower incorporates articulated façade elements, landscaped podium edges and recessed upper levels to soften its appearance and improve pedestrian amenity below.

A significant component of the proposal is the revitalisation of Blue Street Plaza.

The existing public space has long served as one of the primary pedestrian connections between North Sydney Station, Greenwood Plaza and Blue Street, yet its role is expected to become even more important following the opening of Sydney Metro.

Zurich's proposal seeks to strengthen that role by improving landscaping, introducing new retail frontages, enhancing pedestrian permeability and creating more active edges throughout the day and evening.

Ground floor retail would wrap the plaza, while separate residential and co-living entries have been designed to improve wayfinding without reducing street activation.

Landscape design has been integrated throughout the podium and public realm, softening what is currently one of the most heavily urbanised parts of North Sydney.

Large framed openings along the western elevation maximise harbour outlooks, while the eastern apartments have been angled towards the south-east to improve privacy from neighbouring development.

The project forms part of the continuing transformation of North Sydney from a predominantly commercial CBD into a genuine mixed-use city centre.

Since the completion of Victoria Cross Metro Station, developers have increasingly shifted their attention towards residential projects capable of leveraging the area's unparalleled transport connectivity.

FiveX recently lodged plans for a 61-storey, 490-apartment tower that would become one of the tallest residential buildings in North Sydney if approved.

Aqualand continues to expand its Lower North Shore presence following the completion of AURA on Walker Street and its recent St Leonards and Roseville proposals.

Developers are also progressing projects throughout Walker Street, Miller Street and the Victoria Cross precinct as demand for well-located owner-occupier apartments continues to strengthen.

First look: Zurich targets North Sydney office conversion with 148-unit proposal above Metro station

Busy developer Aqualand Prestige has formally taken the next step in its expansion across Sydney's Lower North Shore, lodging a State Significant Development Application (SSDA) for its long-held Archer Street site in Chatswood.

The application covers <a href="https://www.apartments.com.au/new-apartments/51-55-archer-street-chatswood-nsw-2067">51-55 Archer Street</a>, a 1,767 sqm amalgamated site on the eastern edge of the Chatswood CBD, where the developer is seeking approval for a 45-level mixed-use tower delivering 114 apartments, including a significant affordable housing component, alongside retail, commercial space and six basement levels of parking.

The SSDA marks the latest milestone for a project Aqualand has been quietly progressing over the past two years. The developer first secured the site for its Aqualand Prestige platform before undertaking an alternative design excellence process with PTW Architects, ultimately avoiding a formal design competition through the Housing Delivery Authority pathway.

The proposal has evolved considerably from Aqualand's original concept. The revised scheme has been designed around larger owner-occupier product, with an unusually high proportion of three and four-bedroom apartments, targeting the more affluent buyer profile, and downsizer, emerging across the North Shore.

The 114-apartment mix comprises six studios, 27 one-bedroom apartments, 18 two-bedroom apartments, 50 three-bedroom residences and 13 four-bedroom homes. A quarter of the building will be dedicated to affordable housing, well above the mandated 15 per cent&nbsp;

PTW has structured the building vertically, with affordable housing across levels one to six, premium apartments through levels seven to 31, duplex skyhomes on klevels 32 to 43, a penthouse on level 44, and a rooftop plant level above. Six basement levels will provide resident parking and servicing.

The tower is proposed to reach approximately 154 metres, placing it among a growing collection of residential high-rises transforming Chatswood's skyline.

Rather than competing purely on height, PTW says the design has been driven by creating a slimmer tower capable of delivering significantly larger apartments.

"The primary objective of this project was to create a distinctive building that stands out from the recently approved or built structures in the Chatswood area," the design report states, noting the structural efficiency allows greater investment into apartment quality and resident amenity.

Residents would have access to more than 450 sqm of communal open space including landscaped gardens, swimming pool, rooftop entertaining areas, fitness spaces, community gardens, children's play areas and barbecue facilities.

A major focus of the design has been the public domain.

The ground plane has been opened up through landscaped terraces inspired by Willoughby's sandstone ridges, with native planting, public seating, artwork, retail activation and a series of gathering spaces intended to soften what has traditionally been a hard commercial streetscape.

The landscape strategy references Blue Gum forests once common throughout the area, while incorporating Indigenous storytelling, public art and lighting installations to strengthen the connection to Country.

Chatswood has been one of Sydney's busiest apartment markets over the past 12 months, with a steady pipeline of both new project launches and fresh development applications.

Hyecorp recently launched Celine, a 122-apartment development just along Archer Street, while Changfa and Huirong Group are progressing The Anderson, an 84-apartment project on Anderson Street.

Develotek recently secured approval for a 101-apartment tower on Pacific Highway, while Tian An LFD received the green light for Hammond Greens, its apartment development on the edge of the Chatswood Bowling Club.

Commercial property developer FiveX is also making its move into the residential market. Last month it lodged plans for a 61-storey tower with 490 apartments, which, if approved, would become one of the tallest residential buildings in Chatswood.

Aqualand is also expanding its development pipeline following the launch of its luxury residential brand, Aqualand Prestige. The developer has delivered a string of high-end apartment projects across Sydney's affluent suburbs over the past decade, most recently AURA by Aqualand on Walker Street in North Sydney.

It has since quietly assembled its next wave of projects.

Earlier this year Aqualand launched Boronia in Roseville, a boutique 111-apartment development on Larkin Street. The project is one of the first significant apartment developments to launch in the suburb ahead of what is expected to become one of Sydney's most active new housing precincts under the NSW Government's Low and Mid-Rise Housing reforms, which allow greater density around train stations.

Mass timber is becoming an increasingly popular construction material in apartment developments, but Adelaide developer <a href="https://www.apartments.com.au/developers/otello">Otello</a> is taking the approach a step further.

At its new <a href="https://www.apartments.com.au/new-apartments/flowe-bowden-18-gibson-street-bowden-sa-5007">Flowe Bowden</a> development, the exposed cross-laminated timber (CLT) structure isn't just about reducing the building's environmental footprint. It also forms the foundation of a broader wellness strategy, influencing everything from indoor air quality and natural materials to the way residents move through and experience the building.

The 115-apartment mixed-use development, designed by Melbourne-based architecture practice Fieldwork, will occupy a prominent island site opposite Bowden Village Reserve, combining one, two and three-bedroom apartments with retail and a dedicated wellness destination.

Wellness isn't confined to a gym or shared resident facility at Flowe. Instead, Fieldwork embedded the concept into the building itself.

The development has been split into two residential wings connected by a naturally ventilated central breezeway, replacing traditional enclosed corridors with open-air walkways that improve natural light, encourage cross ventilation and create more opportunities for neighbourly interaction.

"Rather than treating wellness as something that only happens on the ground floor, our response integrates it throughout the building, which led us to ask what it really means to design a healthy building," Fieldwork Director Quino Holland said.

The building's architecture also reflects Bowden's industrial heritage. The lower podium references the area's historic brick and sandstone buildings, while the upper levels transition to exposed CLT, allowing the timber structure to become a defining feature throughout the apartments and shared spaces.

The use of mass timber sits alongside a range of sustainability initiatives, including a fully electric, gas-free design, rooftop solar and a targeted 5 Star Green Star rating.

Inside the residences, the focus remains on natural, durable materials. Blackbutt engineered timber flooring, exposed CLT ceilings, porcelain surfaces and warm timber joinery create a calming interior palette, while low-VOC finishes and responsibly sourced materials have been selected to improve indoor air quality.

Kitchens have been designed as the centrepiece of each apartment, featuring porcelain island benchtops, timber-look cabinetry and brushed steel tapware, with layouts that maximise natural light and ventilation.

The more traditional interpretation of wellness comes in the form of Level Eleven, a two-storey wellness club spanning the ground floor, mezzanine and first floor.

Swimming pools, gyms, rooftop terraces and residents' lounges have long featured on buyers' wishlists, but as the way Australians live has changed, so too have the features that make apartment living more convenient.

Inca Property Group has lodged a State Significant Development Application (SSDA) for Dawn, a 53-apartment oceanfront development overlooking Mona Vale Beach.

The proposal, at 35-39 Darley Street East, would replace an existing 18-apartment strata building with a new owner-occupier-focused development comprising 53 two and three-bedroom apartments, including nine affordable built-to-rent residences delivered under the State's infill affordable housing scheme.

Positioned on a 2,679 sqm elevated site around 280 metres from Mona Vale Beach, the development has been designed to maximise panoramic ocean views while responding to the site's sloping topography.

<a href="https://www.apartments.com.au/developers/inca-property-group">Inca Property Group</a> Managing Director Josh Thompson said the State Significant pathway provided greater certainty for projects of this scale.

"This State Significant pathway gives the team real certainty to progress <a href="https://www.apartments.com.au/new-apartments/dawn-35-39-darley-street-east-mona-vale-nsw-2103">Dawn</a> through to completion," Thompson said.

"It allows us to acquire a one-off site, design it carefully and deliver the right offering for the suburb, assessed by the NSW Government's planning department."

The project is one of the first developments in the area to be assessed under the NSW Government's Low and Mid-Rise Housing policy, with the site sitting on the edge of the policy's designated inner area.

The proposal includes three basement levels providing 124 car spaces, alongside a range of resident amenities including a swimming pool, gym, sauna, wellness facilities and private plunge pools for selected ground-floor and penthouse apartments.

Thompson said Dawn had been designed specifically for owner-occupiers and downsizers, a buyer profile that has driven demand across Inca's recent Upper North Shore developments.

"The majority of buyers in our recent North Shore projects have been downsizers, and we are learning exactly what this market is looking for. Beyond the location itself, we have included resort-style amenities to deliver a genuine lifestyle offering," Thompson said.

Located within walking distance of Mona Vale Beach, the town centre, Mona Vale Golf Club and the Royal Motor Yacht Club, Dawn represents Inca's first Northern Beaches project following the sell-out of Tara on Park in Waitara and Ellis Residences, currently under construction in St Ives.

Construction will be undertaken by Inca's in-house construction arm, GOP Constructions.

Dawn is the latest major apartment proposal for Mona Vale, with the suburb emerging as one of the key beneficiaries of the NSW Government's new Low and Mid-Rise Housing policy.

New developer One Living, led by industry veteran Joseph Scuderi, recently secured a site on Mona Vale Road, on the border of Mona Vale and Pymble, where it is planning around 140 apartments.

First look: Inca eyes Mona Vale with State Significant DA for Dawn apartments

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>

Queensland has recorded its highest quarterly property sales settlement number since 2007.

Some 51,771 Queensland property sales were settled during the first quarter of 2021, according to the latest analysis by PEXA, Australia&rsquo;s leading digital settlement platform.

Queensland&rsquo;s 40% jump year-on-year illustrates the current confidence in the north-eastern Australian property market.

Western Australia saw 57% growth year-on-year in recording its highest property sales settlement number since at least 2015.

Throughout January and February, WA has seen more than 15,000 property sale settlements, which was 5,000 more than the corresponding period in 2020, prior to the impact of COVID-19.

Mike Gill, the senior research Manager, PEXA, said the Australian property market continues to perform strongly.

And he sees no strong reason for this trend to change in the immediate future.&nbsp;

&ldquo;We have seen a really strong start to the year Australia wide, with the nation recording 30% year-on-year growth in property sales settlements when compared to the beginning of 2020.

&quot;We have also witnessed considerable momentum build in Victoria, with the state living up to its property powerhouse reputation recording the most sales settlements (more than 55,000) of any state during this period.&quot;

New South Wales posted 26% growth year-on-year, and South Australia experiencing a jump of 28% year-on-year for the quarter, said Gill.

Australia&rsquo;s property sector witnessed almost 200,000 properties settled during the first quarter of 2021, PEXA calculated.

PEXA, Australia’s leading digital property settlement platform, calculated in the past quarter Queensland recorded 51,771, its highest sales number since 2007.

Urban Taskforce welcomes today&rsquo;s intervention from the Chief Economist of the NSW Treasury, Steven Walter, who says that post COVID-19, Sydney&rsquo;s CBD will not return to pre-COVID employment levels. That means the planning system must be flexible and allow changes of use to apartments as has happened successfully throughout the world.

Urban Taskforce has been calling for increased flexibility in CBD planning since well before COVID-19.

These calls have been supported by the Commonwealth Productivity Commission, the NSW Productivity Commission, the Reserve Bank of Australia, and now the Chief Economist of the NSW Treasury.&nbsp;

It is time the NSW Minister for Planning, Rob Stokes, started to listen to the very people who said planning approvals are too slow, to prescriptive and too few. &nbsp;Urban Taskforce said that this would result in upward pressure on new housing prices and that is exactly what we are seeing now.

Urban Taskforce welcomes the support from the Treasurer, Dominic Perrottet, while noting that any change will require much greater flexibility from the City of Sydney. &nbsp;The State Government has the capacity to assert this through the Central Sydney Planning Committee (CSPC) but to date, the Government representatives has used its authority to take on Council&rsquo;s reluctance to support residential apartments in the CBD of Sydney.

A change to the objectives and the permissible uses in the &ldquo;B3&rdquo; zoned commercial core areas would allow for greater flexibility in CBD locations to stimulate CBD investment across Sydney.&nbsp;

Chatswood is a notable example of a CBD centre that has died under Council&rsquo;s obsession with preserving the town centre as &ldquo;commercial core only&rdquo;. &nbsp;There has not been a new building constructed in their B3 zone since the early 1990s.

Steven Walters&rsquo; suggestion that a flexible mixed-use option is the key to the future is timely.

The GSC also needs to heed the changes in employment habits following COVID-19, and focus policy on delivery of new homes as well as jobs. &nbsp;Increasingly homes will be used as workplaces. &nbsp;That means commercial centres and well located industrial areas should also accommodate apartments &ndash; particularly where those centres are close to public transpory.

Westpac now expect more of their recent 20 percent property price rise forecast to occur in 2021.

Westpac economists Bill Evans and Matthew Hassan kept their forecast for a 20 per cent gain in dwelling price forecasts for 2021 and 2022 but shifted it from thinking it would be evenly spread at 10 per cent gains expected in both years.

&ldquo;We now expect more of this rise to come in 2021, retaining the 20 per cent call overall but with a 15 per cent gain in 2021 slowing to 5 per cent in 2022,&rdquo; they said.

The initial forecast came in mid-February.

The duo noted Australia&rsquo;s housing market is &quot;evolving quickly.&quot;

&quot;The strong upswing that emerged late last year has seen price growth run well ahead of expectations over the first few months of the year.

The minutes did note cross-country differences in population growth stemming from international border closures.&nbsp;

The minutes also noted that globally, asset prices had been increasing given the low levels of interest rates.&nbsp;

&quot;Housing prices, in particular, had increased strongly in a number of countries in the latter part of 2020 and early 2021.&quot;

&quot;Growth in housing credit had increased in a number of these countries, but it generally remained slower than growth in housing prices.&quot;

It noted that in Australia growth in both housing credit and housing prices had picked up, &quot;but to a lesser extent.&quot;

Annualised growth in housing credit had been around 4&frac12; per cent over the 6 months to February, driven by demand from owner-occupiers.&nbsp;

The minutes noted demand for new housing finance had been strong, and the high level of loan commitments indicated that housing credit growth was likely to increase in the months ahead.&nbsp;

The latest minutes noted advertised rents had also picked up in a number of capital cities recently, although, as in other countries, housing prices had increased by more than rents.

&quot;Rents and overall conditions in the apartment market in Melbourne, and to a lesser extent in Sydney, remained subdued as the reduction in net overseas migration was still lowering demand,&quot; it noted.

The country&rsquo;s largest property developer says demand for new dwellings is more widespread than that spurred by government stimulus policies.

Stockland chief executive Mark Steinert told shareholders the company had come through the worst of the coronavirus crisis.&nbsp;

&ldquo;Importantly as the economic and business environment has improved towards pre-COVID levels, industry support measures such as the Commercial Code of Conduct and HomeBuilder concluded at the end of the quarter without emerging evidence of material adverse outcomes,&rdquo; Steinert advised.

&ldquo;We think there&lsquo;s a lot of owner occupied demand and first time buyer demand that ultimately ended up being deferred, and it&rsquo;s that demand that really got stimulated by HomeBuilder, and by the improved availability of credit,&rdquo; the Stockland boss told The Australian.

Stockland expects to settle 6300 homes this year after low interest rates, government incentives and credit availability drove sales higher over the three months to March.

The country&rsquo;s largest listed developer advised settlements were already up on last year&rsquo;s 5878 tally.

The exodus to an affordable lifestyle has become the dominant trend in Australian real estate across the nation. 

But many people believe - mistakenly – that this means that Australians are moving en-masse to the beach. 

This speaks to a fundamental misunderstanding of what is meant by the term “lifestyle”.

The reality is that the “lifestyle” means different things to different people – and, as a consequence, Australians are not just moving to the coast. 

Australians are moving in large numbers from the largest cities to some of the smaller capital cities and also to regional areas inland.

Brisbane, Hobart, Darwin, Adelaide – our smaller capital cities are gaining population from this trend, as are inland regional centres like Orange, Tamworth, Goulburn, Wagga Wagga, Mudgee, Toowoomba, Gympie, Ballarat, Bendigo and Mildura.

So while coastal locations like the Central Coast in New South Wales and the Sunshine Coast in Queensland have been major beneficiaries, many of the locations getting the biggest uplift are hours away from the nearest beach.

The Exodus to Affordable Lifestyle trend really started with people moving from Melbourne to regional centres in Victoria. This trend has been under way for at least the past 3-4 years.

Many of the suburbs of Ballarat have had double-digit growth in their median house prices in the past year, with Soldiers Hill up 18% and Buninyong rising 22%. Virtually every suburb of Bendigo has grown more than 10% in the past year, with many of them rising by between 15% and 20%.

Several hours from Melbourne, Warrnambool is up 13% in 12 months, Shepparton has grown 11% and Mildura is up 10%.

The trend is also seen large numbers of Sydney residents moving to regional areas of New South Wales and to other parts of Australia.

In various parts of regional NSW, median house prices have risen 13% in Orange, 20% in Bowral, 12% in Parkes,11% in Mudgee and above 15% in some suburbs of Wagga Wagga.

All these places have rising prices on the back of a big uplift in sales activity, boosted by demand from major cities.

The population data shows that Sydney has been losing population to internal migration for the past 10 years and that Melbourne has also been losing population through people moving to other parts Australia for at least the past three years.

Clearly, in many cases, the relocation of people has not been to the coast but to regional cities and towns inland.

This is because “lifestyle” can mean living in a town where there is a strong sense of community or living in a place where there are no traffic lights and you can get a park in the main street.

People value the safety and security available in regional centres. These places are often seen as good places to raise a family. Many regional centres have good schools, including private schools, and all the facilities and amenities that families need to lead comfortable and fulfilling lives.

I live in a hill change town in Queensland where the median house price has risen 22% in the past year, because it’s a perfect fit the Exodus to Affordable Lifestyle trend.

This location is not about beaches, although they’re only 30 minutes away. It’s about green hills, clean air, a strong sense of community, safety, access to good schools and ease of parking (although it’s getting harder). There are no traffic lights in this town.

It’s a strong area for arts and crafts, has a great music scene and there are lots of good places to eat. I wouldn’t want to live anywhere else. Lifestyle.

And I work from a home office. As a researcher and writer, I have no need to be in the big, expensive, congested capital cities, apart from the occasional visit to meet clients or speak at a seminar.

New Home Sales were 39.4 per cent higher in the March 2021 quarter than the same time the previous year.

The HIA New Home Sales report – a monthly survey of the largest volume home builders in the five largest states – is a leading indicator of future detached home construction.

“HomeBuilder, combined with low interest rates, changing population dynamics and improving market confidence, led to strong sales through to the end of 2020,” stated HIA’s Economist, Angela Lillicrap.

“In December 2020, there was a near record volume of new home sales as households rushed to finalise contracts to build a new home before the end of the $25,000 grant."

HomeBuilder has brought forward demand for new homes. As a consequence, sales over the coming months are expected to cool from recent highs.

“Demographic shifts in population towards regional areas will continue to drive demand for new detached homes. Strong house price growth recently has also sparked FOMO in buyers which will also support the industry,” concluded Ms Lillicrap.

Sales in the March 2021 quarter increased across all the five largest jurisdictions compared to the same time the previous year. South Australia was up by 90.6 per cent, followed by Queensland (+54.9 per cent) and Victoria (+41.9 per cent). New South Wales increased by 24.7 per cent and Western Australia is up by 15.2 per cent over the same period.

One of the most prominent trends in Australian housing markets over the past 12 months has been the deterioration of rents in inner city apartment markets across Sydney and Melbourne. At the greater capital city level, rent values have fallen -4.9% across Sydney units since March last year, while Melbourne unit rents have fallen -8.2%.

Much of the drag on unit rents in Sydney and Melbourne have come from inner city regions. CoreLogic estimates suggest the SA4 ‘City and Inner South’ market of Sydney accounts for 18.6% of investment units across the Greater Sydney area. The ‘Melbourne – Inner’ region comprises an estimated 45.9% of investment unit stock in the greater capital city.

In the 12 months to March, which virtually captures 12 months since COVID restrictions were implemented nationally, the City and Inner South of Sydney has seen a -14.5% decline in median asking rents from $620 per week, to $530. Median asking rents across the Melbourne – Inner region sank -18.9% over the year, from $475 per week to $385. For both cities, these inner city SA4 markets have seen the lowest rate of change in rents over the year.

Previous CoreLogic research has highlighted that these markets were disproportionately impacted by the closure of international borders, where most overseas arrivals to Australia are initially renters. In the year of measurement before COVID-19, ABS data suggests the City and Inner South and Melbourne – Inner markets alone accounted for 11.2% of net overseas arrivals to Australia. Hence, the halting of overseas migration has had a disproportionate impact on rental markets in these regions.

While these markets are far from recovery, there are signs that conditions may be stabilising, particularly across Sydney. Median asking rents across units in the City and Inner South of Sydney were -14.5% lower over the year to March, but they have risen 6.0% from a recent low of $500 per week in December. Melbourne – Inner median asking rents did slip another -3.8% through the March quarter, but listings stock appears to have been moderating since early February.

Total unit rental stock on the market across inner Sydney and Melbourne is falling. In the 28 days ending April 11th, the amount of listed rentals declined -9.4% across inner Melbourne, and -15.5% across inner Sydney.

For Melbourne however, available unit rentals remain 121.1% higher compared with the 28 day period to March 15 2020, when Australia recorded its 100th case of COVID-19. Sydney unit rental listings have now fallen below pre-COVID levels by -4.5%, highlighting a much faster recovery than across Melbourne.

The elevated rent listings volume through the second half of 2020 across inner Melbourne also shows how an extended lockdown and social distancing restrictions across the city had contributed to a deterioration in rents.

There are several factors which might explain the curious stabilisation of inner city unit markets;

<li>Economic activity in CBDs is recovering, but gradually. Easing of COVID-19 restrictions has seen a recovery trend across recreation and hospitality businesses, reflected in very strong gains in sentiment through the month of March. Higher employment levels in hospitality, tourism and the arts are particularly important for demand in inner city Sydney and Melbourne rental markets, because residents in these markets had a relatively high exposure to these industries pre-COVID.</li>
	<li>Pedestrian foot traffic data from the City of Melbourne suggests visitation to the CBD has improved on 2020, but is still only at 50% of pre-COVID levels.</li>
	<li>It is worth noting that this progress of economic activity in the CBDs may be hampered by the end of JobKeeper. This is particularly the case for Melbourne, where around 300,000 people are recipients of the wage subsidy (though a smaller portion of these JobKeeper recipients would currently have no working hours).</li>
	<li>Interstate travel may be tightening rental market conditions. The initial onset of COVID-19 had anecdotally seen short term rentals, namely Airbnb accommodation, put onto the long term rental market. While short term accommodation volumes may still be affected by a lack of international tourism, there is likely higher demand amid eased restrictions, open domestic borders and domestic tourism. Indeed, AirDNA data showed Melbourne short term accommodation volumes rise over the first quarter of Mach 2021.</li>
	<li>Investors may be selling up. The coming months may see some instances of investors looking to sell inner city apartments amid weak rental conditions. This could see properties, at least temporarily, taken off the rental market.</li>

While conditions across inner city apartments seem to stabilising, it is clear the Melbourne apartment market has a long way to go before rents see a more consistent recovery trend. This may be further hampered by the construction pipeline, where recently released ABS building activity data showed there were still 43,302 apartments under construction across Victoria through the December quarter. The return of international visitation to Australia has previously kept the Melbourne rental market buoyant amid high levels of new supply. A full recovery in rental incomes across Melbourne units is unlikely under international arrivals are closer to pre-COVID levels.

The HomeBuilder construction timeframe has been pushed out to 18 months to smooth out the construction pipeline and support jobs for longer.

Although there are no further grants on offer, the timeframe for houses as well as off-the-plan apartments and townhouses to commence construction has been extended from the current six month permissible timeline.

HomeBuilder is a COVID-19-assistance scheme that assists the residential construction sector by encouraging the commencement of new apartment construction and new home builds and substantial renovations.

The HomeBuilder was available for contracts signed between 4 June 2020 and 31 March 2021.

For new builds and substantial renovations, the relevant contract is the building contract. For developer projects, including off-the-plan builds, the contract is the sales contract, where construction commences on or after 4 June 2020.

The Government announced on the weekend it would extend the construction commencement requirement.

"Thousands of people can now be sure that they will receive HomeBuilder grants with the Federal Government’s extension of the construction start date," Denita Wawn, CEO of Master Builders Australia said.

“The scale of the HomeBuilder success - more than 120,000 HomeBuilder applications have created huge pressure on the supply chain with Master Builders Australia’s survey of the industry showing that 70% of builders are being hit by delays and cost increases for key trades and building products.” 

“This also created the risk that thousands of HomeBuilder applicants could miss out on the grants because builders could not meet the construction start date requirements,” she said. 

“The Federal Government showed strong leadership to introduce HomeBuilder when Covid lockdowns meant thousands of builders and tradies faced a valley of death with no forward work,” Denita Wawn said.

For new builds, commencement of construction in some jurisdictions will be as early as commencement of excavation and site preparation works; in other jurisdictions commencement occurs at the point of laying the slab.

For an off-the-plan build, commencement of construction may be site preparation stage (including excavation of the site) or the laying of the foundations or laying of a slab for a carpark (whichever is earlier).

If construction of an off-the-plan dwelling commences on or after 4 June 2020, the property purchase may be eligible for HomeBuilder even if the contract is signed after construction commences (provided the contract is signed on or before 31 March 2021).

If construction on the dwelling commenced before 4 June 2020, it does not qualify for HomeBuilder.

Grant recipients must be registered on the title as the owner of the property by no later than 30 April 2023.

A $25,000 grant was available for eligible contracts signed on or after 4 June 2020 up to and including 31 December 2020. And a $15,000 grant was available for eligible contracts signed on or after 
1 January 2021 until 31 March 2021 (inclusive).

The timing of payment for the HomeBuilder Grant depends on whether your application relates to a new build, substantial renovation or off-the plan / new home purchase: 
• New builds: grants will be paid after the foundations have been laid and the first progress payment has been made to your builder. 
• Substantial renovations: grants will be paid after construction has commenced and at least $150,000 of the contract price has been paid in respect of the renovation. 
• Off-the-plan / new home purchases: grants will be paid after the applicant(s) name is registered on the title.

For the $25,000 grant the requirement was to build a new home as a principal place of residence, where the property value (i.e. house and land) does not exceed $750,000 or purchase an off-the-plan / new home as a principal place of residence where the contract price does not exceed $750,000 and construction had not commenced prior to 4 June 2020.

For the $15,000 grant grant recipients can build a new home as a principal place of residence, where the property value (i.e. house and land) does not exceed $950,000 if the dwelling is in New South Wales; $850,000 if the dwelling is in Victoria; or $750,000 in all other States.

The $15,000 grant was available for the purchase an off-the-plan / new home as a principal place of residence where construction had not commenced prior to 4 June 2020 and the contract price does not exceed: $950,000 if the dwelling is in New South Wales; $850,000 if the dwelling is in Victoria; or $750,000 in all other States.

HomeBuilder is not available for investment properties or to owner-builders.

The applicant will be required to reside in the property for a minimum of six months from when the certificate of occupancy or final inspection certificate is issued (for new builds) or from when registered on title (for off-the-plan / new home purchases). 

There may be some timing differences between the jurisdictions.

CoreLogic found 14 suburbs had seen 20 per cent growth in the past year.

Lennox Head on NSW's north coast topped the list with a 27.6 per cent increase in values.

The next biggest growth in values was in Victoria's Ocean Grove and Torquay, with 26.3 per cent and 25.8 per cent gains respectively.

Gold Coast suburbs Palm Beach, Bilinga, Currumbin and Tugun saw an average growth of 22.8 per cent.

There was also strong demand in Brisbane's bayside suburbs Cleveland and Wynnum where apartment values up by 25.1 per cent and 18.6 per cent respectively.

Apartment values in Sydney's northern beaches suburb Avalon rose by 12.9 per cent.

Lawless noted the best-performing apartment markets were located in "lifestyle" markets, including tree change locations such as Bowral and Jindabyne.

"The common theme for the strength in the unit market is the lifestyle factor, with additional demand from buyers looking for a sea change or tree change, as well as a lift in buyers seeking out holiday homes," he told The Australian Financial Review.

"Units obviously are still underperforming compared to houses but we are seeing some growth returning to the sector.

"I think because we've seen such strong price increases in detached housing, affordability constraints have become more challenging, so it's natural to look towards higher density options."
