<p>A who's who of Australian surfing, business and entertainment has emerged on title records following the completion of Esprit Rainbow Bay, the latest boutique beachfront apartment development by former professional surfer Paul Gedoun's S&amp;S Projects.</p>

<p>The completed project has attracted an enviable collection of owners, many with long-standing ties to the southern Gold Coast and the surf culture that has helped define Rainbow Bay and neighbouring Kirra for generations.</p>

<p>Given Gedoun's own background in surfing, it perhaps comes as little surprise that some of Australia's most recognisable surfers have chosen to buy into the development overlooking one of the country's most celebrated stretches of coastline.</p>

<p>Pezet Matheson directors Jayde Pezet and Todd Matheson launched the project in late 2021, and have managed the sales campaign all the way through to its sell-out and recent completion.</p>

<p>Former world champion Mick Fanning, who grew up in Coolangatta, secured an apartment in 2023. He paid&nbsp;$2.07 million. Last year he sold his Bilinga home for over $16 million.</p>

<p>Three-time world champion Joel Parkinson also purchased in the development, alongside big wave surfer Mark Mathews. Mathews bought the most expensive apartment in the building, spending just over $4 million.</p>

<p>Joining them is Rip Curl founder Doug Warbrick, whose company helped shape Australia's global surfing industry over the past five decades.</p>

<p>The appeal of Rainbow Bay has extended well beyond the surfing community.</p>

<p>International DJ Paul Fisher purchased an apartment through his investment vehicle, YLB Developments, an abbreviation of his trademark phrase "You Little Beauty".</p>

<p>The purchase comes as Fisher and his wife Chloe are developing their own luxury apartment project further north in Palm Beach. Their boutique beachfront development, Pescado, comprises just seven apartments on Jefferson Lane, which start from just shy of $6 million. The couple intend to retain the two-level penthouse as their Australian base between international touring commitments.</p>

<p>Melbourne Storm coach Craig Bellamy and his wife Wendy have also invested in Esprit, purchasing two apartments after spending decades holidaying on the southern Gold Coast. They also have a luxury apartment in Joe Adsett's Rockpool, less than 400m away from Esprit.</p>

<h2>Boutique project draws owner-occupiers</h2>

<p>Esprit launched in 2021 and sold strongly, with buyers drawn to its boutique scale, beachfront position and contemporary design.</p>

<p>The completed development comprises 94 apartments across 11 levels, offering expansive floorplans designed primarily for owner-occupiers rather than the investor market.</p>

<p>Crowning the building is Club Esprit, pitched as being the Gold Coast's first residential rooftop wellness centre. The roof features a&nbsp;25 metre magnesium lap pool, which is surrounded by wet daybeds and poolside cabanas,&nbsp;multiple barbecue areas,&nbsp;a yoga and relaxation play lawn, and a private dining room with a kitchen scullery, bar, lounges, and an outdoor terrace.</p>

<p>The wellness centre is&nbsp;fully equipped with a Technogym, ice bath, infra-red sauna, steam room, thermal room, and treatment room. The roof has views spanning&nbsp;Rainbow Bay, Snapper Rocks and the Pacific Ocean.</p>

<h2>S&amp;S Projects continues to shape Rainbow Bay</h2>

<p>S&amp;S Projects founder Paul Gedoun has become one of the key figures behind Rainbow Bay's evolution over the past several years.</p>

<p>After establishing S&amp;S Projects, Gedoun has focused on delivering lifestyle-driven apartment developments designed primarily for owner-occupiers seeking a permanent coastal home.</p>

<p>Esprit is Gedoun's third completed project in Rainbow Bay, following Flow and Awaken, both of which achieved record prices for the suburb.</p>

<p>He is now delivering <a href="https://www.apartments.com.au/new-apartments/radia-rainbow-bay-271-boundary-street-coolangatta-qld-4225">Radia Rainbow Bay</a>, a 38-apartment development on Boundary Street that is currently selling, and has no plans to leave the precinct anytime soon. S&amp;S Projects has also lodged plans for its fifth Rainbow Bay development, an 88-apartment project on Boundary Street featuring a strong wellness focus.</p>

Who's who of buyers revealed as Esprit Rainbow Bay settles

<p>Nature Based Cities (NBC), the not-for-profit organisation focused on improving biodiversity and nature outcomes in urban development, has launched its latest industry design guidelines and accreditation framework, this time targeting precinct-scale residential communities.</p>

<p>The move extends NBC’s influence beyond its initial focus on medium and high-density residential developments. Several projects have already achieved NBC accreditation since the launch of its Medium &amp; High-Density Residential Guidelines in early 2025.</p>

<p>The expansion into masterplanned communities and new residential precincts reflects the growing need for stronger nature-positive benchmarks as Australia’s outer suburban growth corridors continue to expand at pace.</p>

<p>Paul Hameister OAM, NBC Founder and the Executive Chairman of Melbourne developer Hamton who itself leans heavily into nature and biodiversity in its developments, says the&nbsp;nature-first approach to mitigate the effects of climate change has become standard in other parts of the world such as the UK, but Australia is lagging.&nbsp;Australia’s environmentally sustainable design (ESD) rating tools have no minimum mandatory requirements for living landscapes.</p>

<p>“We’ve always wanted to do more, and we know other developers who want to do more, but the ESD rating tools just aren’t there,” Hameister says. “In Australia, you can have a five-green-star rated building that’s concrete and glass with not a blade of grass.<br />
<br />
“The focus is on reducing emissions, which is laudable, but there hasn’t been enough attention paid to protecting and re-establishing nature. We need both for the health of the environment and for communities.”</p>

<p>He says that having now&nbsp;made good progress in supporting developers of medium and high-density residential projects, NBC is now looking to bolster better nature-based decision-making and recognise developers of greenfield projects in the outer ring and large inner-ring brownfield precincts, who want to champion nature and living landscape as a defining feature.</p>

<p>Since 2022, the not-for-profit has sought to remove the roadblocks preventing developers from incorporating nature and living landscapes into their projects, shifting the conversation from the reduction of emissions and grey infrastructure, toward recognising nature as an essential infrastructure.</p>

<p>The New Communities Design Guidelines and Scorecard arm developers with the tools needed to deliver a nature positive outcome for their new communities. Intended to be adopted at the outset of the planning process, the guidelines are designed to help create communities that are cooler, healthier and more resilient while also enhancing social wellbeing and long-term economic value.&nbsp;</p>

<p>New Communities developers seeking accreditation will be independently assessed across a range of key criteria including ecology, tree canopy, biodiversity, and walkability. Once the masterplan is complete and submitted for approval, the scorecard is formalised based on proposed outcomes. Projects that meet the NBC criteria will receive either Commended or Exemplary accreditation outcomes, creating a clear benchmark for nature-positive new communities in Australia.&nbsp;</p>

<p>Janis Fischer, Director at Tract and NBC Advisory Council member, said the development of new communities in our suburbs can have a substantial impact on nature and biodiversity.</p>

<p>"By incorporating nature-based design principles at the inception of a project, developers and their design teams can achieve nature positive outcomes that are good for both people and the planet.’’&nbsp;</p>

<p>NBC accredited New Community projects will gain access to NBC branding and marketing tools to help communicate their nature-based credentials to purchasers and the broader market.&nbsp;</p>

<p>Apartment buildings are increasingly being designed around how people actually live day to day, not just how they want a building to look.</p>

<p>For buyers, that shift is showing up in practical inclusions that respond to changing habits. Work-from-home spaces, EV charging, wellness amenities, secure bike storage and parcel management are becoming part of the broader apartment conversation, reflecting a move toward buildings that reduce friction in everyday life.</p>

<p>Online shopping has become one of the clearest examples of that change.</p>

<p>Australians spent a record $82.6 billion online in 2025, with nearly one in four retail dollars now spent online. That has made parcel delivery a regular part of apartment living, rather than an occasional inconvenience.</p>

<p>For apartment residents, however, the delivery process can be less straightforward than it is for detached homes. Parcels may be left in lobbies, redirected to Post Offices, missed entirely, or placed under the responsibility of building managers and concierge teams.</p>

<p>For new apartment projects, the relevance is clear. A building’s amenity offering is no longer only about lifestyle spaces, but also about convenience, security and functionality.</p>

<p>As buyer expectations evolve, secure parcel delivery is becoming part of the same design conversation as flexible working, sustainable transport and resident wellbeing.</p>

<p>While school holidays and trips to Europe tend to define the winter property market, there's been no cold snap at <a href="https://www.apartments.com.au/new-apartments/the-walden-north-sydney-177-walker-street-north-sydney-nsw-2060">The Walden</a> in North Sydney.</p>

<p>Developer-builder&nbsp;<a href="https://www.apartments.com.au/developers/aland">ALAND</a> sold more than $35 million worth of apartments throughout June, including a $6.8 million apartment that now ranks among the highest apartment sales ever recorded in North Sydney.</p>

<p>SRM Residential agent Ben Stewart said buyer demand throughout June reflected a mix of improving market confidence and longer-term thinking from owner-occupiers.</p>

<p>"We're seeing strong demand from owner-occupiers who are taking a longer-term view," Stewart said.</p>

<p>"Many recognise the opportunity to secure an apartment in an iconic building and premium location while values remain attractive. They may initially lease the property, but the intention is to eventually move in themselves, rather than purchasing purely as an investment."</p>

<p>The long-awaited redevelopment of the former Eastlakes Shopping Centre site has reached a major milestone, with Conquest's plans for a new mixed-use precinct officially placed on public exhibition.</p>

<p>The State Significant Development Application would transform the 1.7-hectare site at <a href="https://www.apartments.com.au/new-apartments/19a-evans-avenue-eastlakes-nsw-2018">19A Evans Avenue</a> into one of Sydney's largest urban renewal projects, delivering 736 apartments above a new shopping centre anchored by Woolworths, alongside specialty retail, dining, commercial space and new public open spaces.</p>

<p>The public exhibition marks the next chapter for the project after <a href="https://www.apartments.com.au/developers/conquest">Conquest</a> acquired the stalled Stage Two development from Crown Group, who completed the first stage across the road prior to their voluntary liquidation.</p>

Provision has also been made for dual-key apartments, which could increase the total number of dwellings to 877.</p>

<p>At ground level, the shopping centre has been designed as the suburb's new meeting place, anchored by a full-line Woolworths and complemented by a curated mix of fresh food retailers, cafés, restaurants, health services and everyday convenience shopping. Generous pedestrian links and landscaped public spaces will connect the retail precinct through to Jack Mundey Reserve, creating a more walkable and connected neighbourhood.</p>

<p>Conquest CEO Michael Akkawi said the redevelopment was about far more than replacing a shopping centre.</p>

<p>The landscape strategy extends across the podium and rooftops, incorporating communal gardens, children's play areas, lawns, community gardens, family gathering spaces and extensive tree planting. New landscaped links will also strengthen the connection between the precinct and Jack Mundey Reserve, while publicly accessible open spaces have been integrated throughout the development.</p>

<p>The proposal builds on Conquest's broader placemaking strategy for the site. Through an ongoing partnership, local artist Joe Rashbrook has been appointed Urban Art Curator, working alongside young residents to transform the project's site hoardings into a public art gallery that allows the community to engage with the redevelopment before construction is complete.</p>

<p>Conquest has rapidly expanded its development pipeline since acquiring the Eastlakes site, with more than $6 billion worth of mixed-use projects now in planning across Sydney, including Stanmore, Castlecrag and Waterloo.</p>

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>
</ul>

<p>While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.</p>

<p>The scheme is expected to commence in NSW in late 2025, as part of a national rollout.</p>

Melbourne CBD fringe warehouse sells on 2.4% retail yield

<strong><span style="text-decoration: underline;">Mining regions suffer</span></strong><br><em><br></em><em>Commsec</em> put out a usueful reseach note which reported that mining regions - and coal mining regions in particular - have suffered, with jobless rates in the Hunter Valley and Mackay having broadly doubled.<br><br>This in itself comes as no great surprise - I predicted as much here on this blog 14 months ago.<br><br>Other regions with elevated levels of unemployment have included Wide Bay, Logan-Beaudesert, Adelaide North, Townsville, and Cairns.<br><br>The news for regional Australia is far from all bad, however.</div>
<div>
<br>While there is no doubt that many parts of regional Queensland are doing it very tough, there have been improvements in unemployment rates in the Wide Bay region, the Hunter Valley, Newcastle &amp; Lake Macquarie, and Geelong (and possibly several other regions, subject to the vagaries of sampling variability).<br><br>Indeed, after some ugly results early in the year the figures reported for regional unemployment have generally improved of late, so perhaps some of the mining fallout is now in the rear view mirror, as contractors migrate back to their respective capital cities.<br><br>That said, total regional employment growth outside New South Wales (and to some extent Queensland) has been weak, while new roles may also be lower paid than those which they replaced.</div>

Mining regions struggle: Pete Wargent

<p>Last week one of my project managers used an interesting story to illustrate a point about being patient when developing property.   <span style="line-height: 1.3em;"> </span></p>
<p>Rich is a country lad brought up on a farm in rural NZ… no it wasn’t a sheep station. Lucky for me, he decided to ‘cross the ditch’ and settle in Australia to make his fortune in developing property in the Hunter Region of NSW. He was working with one of my builders when I discovered his expertise. It was some time later that we ended up working together. </p>
<p>The message from Rich’s story was simple – “Pushing too hard at the wrong time can cause problems rather than solutions.”  <span style="line-height: 1.3em;"> </span></p>
<p>The message came about whilst discussing how we could fast track lodgement of a particular Development Application.  As project managers I knew we were doing all we could.  I also knew that the other people involved; our builder and engineering consultants, were too.  We wanted to illustrate this to our client.  And then Rich sat down with a steaming cuppa in his hand and spun me a yarn.</p>
<p>I thought I’d share his tale because it made sense, even to a city gal like me.  Hope you enjoy it as much as I did...</p>
<p>Rich:  On the farm we never had a dog to move the cows into the milking shed. But our neighbours did and they were always in a hurry to get the milking done for the day. One day I asked Dad; “Why don’t we have a dog to chase the cows like our neighbours?” </p>
<p>He responded by saying, “Son, when a dog chases cows, by the time they arrive at the milking shed, they’re all nervous and tense because that dog has been snapping at their heels, barking and generally causing them grief. Because of this, those cows never milk for long and as a consequence, they don’t produce much milk.”</p>
<p>Rich explained that what those stressed out cows did was to produce a lot of crap. The cow manure mounted up quickly and ended up covering the shed while they stood waiting to be milked. <span style="line-height: 1.3em;"> </span></p>
<p>The neighbours with dogs always finished milking earlier than us, but spent more time cleaning up their milking shed at the end.  They produced very little milk. </p>
<p>When it was all washed up and done, we always finished around the same time as the neighbours. Although our cows milked longer, we had less to clean up and we always produced a lot more milk. </p>
<p>Relating this back to our property development situation, the bottom line was if we did things properly and not rush the procurement and planning stages of the process, the delivery and close out will move along smoothly and end up producing a better, more profitable ‘on time’ result. </p>
<p>My take out of Rich’s yarn: There are times for snappy dogs, but use them sparingly and intelligently. </p>
<p>Property Bloom understands the need for speed, as do our builders.  At the end of the day we all want to complete the project quickly.  But what we really want to ensure is a development that is well planned, delivered efficiently and on budget - and hopefully with very little crap to clean up at the end!</p>

The Block Dean and Shay penthouse set for $2 million sale

<p>Few older Australians actually live in non-private housing such as nursing homes. Data from the 2011 Census reveals that 94% of Australians who are 65 or older still live in private housing. More than half live with a partner and another quarter live alone.</p>
<p>Life expectancy is nearly double what it was a century ago. And since the 1950s, a new group of young-old has evolved. These people are fit and healthy, and have little need for specialised housing.</p>
<p>This does not mean, however, that Australia’s current housing options are future-proofed for its ageing population. Architects, developers and clients should be designing new homes that have the agility to adapt to suit the changing needs of occupants. With the number of people aged 65 and above expected to more than double by 2055, homes being built now for young families may eventually be accommodating empty-nester couples or singles.</p>
<h2>Why the need for change?</h2>
<p>Building agility into a house design is not difficult. Zoned houses or houses that can be easily subdivided should be encouraged within planning frameworks along with designs that allow easy retrofitting with technology, devices or design strategies to support ageing in one place.</p>
<p>With housing affordability at crisis level, agile housing designs would enable more efficient use of housing stock as children leave home and occupants find they have rooms to spare. Houses designed to be easily subdivided into two dwellings would benefit older people by providing an income stream or space for a carer.</p>
<p>Alternatively, retirees may downsize as they become empty nesters. But this isn’t happening enough.</p>
<p>A significant majority of Australians live in detached suburban houses of three or more bedrooms. More than half of the detached houses in the inner and middle suburbs of Sydney and Melbourne are occupied bypeople aged 50 and above.</p>
<p>A recent review into downsizing outlined the complex reasons behind housing choices.</p>
<p>Even though family houses are not necessarily well suited to retirees, are retirement villages releasing family homes back to rental or buyers’ markets? Not many. Currently, only around 200,000 of the 3.3 million Australians aged 65 and above live in retirement villages.</p>
<p>Some are located in sea-change locations and others are in suburban locations where land is more affordable. Only now are higher-density, high-rise retirement villages in central city locations springing up.</p>
<h2>What are the options?</h2>
<p>Canada’s laneway housing is an interesting precedent that Australia might consider to increase housing options and densification close to services. The NSW model of granny flats is one that all states could adopt.</p>
<p>Australian examples of co-housing are beginning to appear based on the European model of shared ownership and equity. Co-housing is collaborative housing in which residents actively participate in the design and operation of their neighbourhoods in an attempt to balance privacy with community.</p>
<p>Well-located, well-designed apartments close to community facilities are another option for Australia’s ageing population. Apartment choices should ideally be available across suburbs to enable people to stay within the community they know if they wish. These may become the Naturally Occurring Retirement Communities (NORC) of tomorrow.</p>
<p>NORCs are well recognised in the US but less so in Australia. There are early examples in Australia, where concentrations of aged people living in a community are linked to a virtual network of support, based on a membership fee.</p>
<p>Spaces should be accessible and adaptable. Housing requires changes as physical functioning declines with age.</p>
<p>However, design is not necessarily just about wheelchair accessibility but also how the community and houses can work for the frail elderly, particularly in terms of mobility and safety. This needs some forethought when designing houses to ensure bathrooms, entries and kitchens are suitable for retrofitting.</p>
<p>Accessibility also needs to be considered when designing public buildings and spaces. Unfortunately, the Australian Standard on Design for Access is based on empirical data for 18-to-60-year-olds. It is not necessarily suitable for the very old and frail.</p>
<p>Both public and private spaces should cater for the rich diversity within Australia’s ageing population. A useful concept developed in Canada is the 8 80 Cities. If a city is designed to suit the needs of eight- and 80-year-olds then it will suit all people.</p>
<p>As mobility reduces, proximity becomes more important. Services and civic infrastructure are becoming increasingly centralised. The corner shop, the local council and other services are being grouped into larger entities. Housing suitable for the aged should be focused near these centres, and mobility to and from them should be considered as this is important for those who can no longer drive.</p>
<p>Access to parks and recreation facilities within distances that the frail elderly can manage is also ideal – with seating en route and well-lit paths, which are safe from cars and safe for mobility scooters and walkers.</p>
<p>With a booming life expectancy, there is a need for collective, intergenerational discussion and ideas about how to better design housing in Australia’s communities and cities.</p>

<p>Fires in Western Australia this week have killed four people after catastrophic fire conditions in the region near Esperance. All the victims reportedly died in vehicles.</p>
<p>This fire season is shaping up to one of the of the most serious in a long time, after an exceptionally dry and warm spring, amid a strong El Niño and a cool southern Indian Ocean that is choking off rain-bearing westerly winds. Much of eastern Australia from Queensland to Tasmania, and much of Western Australia, is facing above normal fire risk.</p>
<p>Australians are still underprepared for bushfires. And with fire seasons getting longer thanks to climate change we need to look at why people are still dying in fires, and what you can do to get prepared.</p>
<h2>Prepare, act, survive</h2>
<p>Each Australian state fire service issues its own bushfire planning guide. These are all based on a national policy to “prepare, act, survive”. Last week the Tasmanian Fire Service released and updated plan for the current fire season.</p>
<p>Plans such as these are critical to help people avoid serious injury and possible death, and to protect homes and businesses from destruction.</p>
<p>However, one troubling message from these plans is that many communities in bushland settings across southern Australia are primed for disaster because they do not meet the basic levels of preparedness. Let me explain why.</p>
<p>At the core of the prepare-act-survive policy are two related concepts:</p>
<ul>
<li>
<p>creating defensible space around a house so it can survive a bushfire</p>
</li>
<li>
<p>getting individuals to predetermine a well thought-through trigger as to when they should leave an area because of bushfire threat.</p>
</li>
</ul>
<p>The reason these concepts are related is because the state of preparedness of your home affects when you need to evacuate. Each state has slightly different interpretations of the national policy, so be sure to check your local guide: Western Australia, South Australia, Victoria, New South Wales, Queensland, Australian Capital Territory, and Northern Territory.</p>
<h2>Preparing your home</h2>
<p>The standards for preparing defensible spaces depend on where you live and each state provides slightly different advice so check your State agency website</p>
<p>For example, in Tasmania on flat land in grassland areas it is recommended that a house should be surrounded by a 10-metre buffer where there are no flammable materials.</p>
<p>By contrast, a house in a forest area on flat land in Tasmania is recommended to have a 20 m non-flammable buffer, surrounded by a further 15 m of well-maintained parkland, making a combined area about that of a typical suburban house block.</p>
<p>Terrain also matters. On steep terrain (greater than 20 degree slope) in forest a home in Tasmania is recommended to have a 40 m edge of non-flammable materials surrounded by 50 m of parkland, which combined make up an area of about 0.8 hectares.</p>
<p>To enable fire-fighting vehicles to access the property, a wide, well-maintained access road with a turning circle suitable for a truck is also required. Without this, the Tasmanian Fire Service will not attempt to defend a property given the risk to fire fighters.</p>
<p>An inspection of Google Earth makes it obvious that that many homes in southern Australia, including large areas of the suburban-rural interface such as the suburbs surrounding Hobart, have grossly inadequate defensible space and are thus at high risk from bushfires.</p>
<p>Also concerning is that many older homes in southern Australia lack features such as guards to stop embers entering buildings via small cracks and vents. Further, many homes have insufficient water supplies available for fire fighting, and water pumps that are dependent of mains power which is likely to fail in a bushfire disaster.</p>
<h2>When to leave</h2>
<p>The level of preparation of homes also influences the trigger for people to evacuate their homes.</p>
<p>Under Catastrophic fire conditions all residents in fire prone areas are advised to leave hours before any threat and be prepared to remain away for up to 24 hours.</p>
<p>This is because under these conditions the risk to life is so great given the destructive potential of bushfires and their unpredictability. Another reason to evacuate early is because strong winds present the additional hazard of fallen trees blocking escapes routes.</p>
<p>Dangerous but less destructive bushfires (during the Extreme, Severe and Very High fire danger categories) also demand residents decide whether to attempt to defend their property or leave. These decision points are context specific and hinge of the mental and physical capacities of residents and how well their defendable spaces and structures have been prepared. Where there has been no preparation the advice is to leave early.</p>
<p>The question of exactly when to leave is also context specific. Because of the unpredictability of bushfires and their potentially rapid escalation there is a real chance that official warnings may not be provided at all, or provided just before a bushfire is threatening a residential area when it is too dangerous to leave.</p>
<p>For this reason the guidelines highlight the need for residents to have high levels of situational awareness during the bushfire using a wide variety of information (website, media) and cues (smell of smoke, strong winds and high temperatures). Therefore residents need to make there own informed decision about when it is safe to leave.</p>
<p>One consequence of this is that it is likely residents of fire prone areas will need to accept “false alarms” several times each summer. This could involve staying away from their homes for up to 24 hours at a time regardless of whether a bushfire starts in their community.</p>
<p>Fire agencies appreciate the challenge of getting community traction on the bushfire threat, and are deploying diverse strategies and technologies to up skill the community and prod people into action.</p>
<p>Nonetheless it is clear that Australians are lagging in the necessary preparations during this current bushfire season. I suspect the disconnection between the official advice and the on ground implementation results from a combination of time pressure, economic costs, misjudging the threat, and a naïve belief it will work out.</p>
<p>One solution may be to introduced training for people living in bushfire-prone areas to help them work through the decision-making process inherent in prepare-act-survive policies. Ultimately if bushfire weather conditions continue to deteriorate under climate change it may be necessary to introduce licenses for people living in fire-prone landscapes, much as we would for people driving cars.</p>

How to prepare your home for a bushfire – and when to leave

<p><span>Last week, the combined capital city auction clearance rate increased slightly, up from 61.4% the previous week to 62.3%. </span></p>
<p><span>Over the week there were 3,274 auctions held which was the second highest number of auctions over a week this year. CoreLogic RP Data captured results for 2,947 of these auctions which is a collection rate of 90%. </span></p>
<p><span>The two major capital city markets of Sydney and Melbourne are both showing variations in their latest results. Last week Sydney had 1,223 total auctions compared to 1,567 auctions in </span><span>Melbourne. Sydney’s clearance rate fell from 58.4% the previous week to 58.0% last week </span><span>which was the cities lowest clearance rate since February 2013. </span></p>
<p><span>While Sydney clearance rates </span><span>fell, Melbourne’s clearance rate was recorded at 69.8% up from 69.0% the previous week, </span><span>which is the highest clearance rate for the city in four weeks. </span></p>
<p><span>For 10 consecutive weeks now Melbourne’s auction clearance ra</span><span>te has been higher than </span><span>Sydney’s. Between 2010 and mid</span><span>-</span><span>2013, it was common for Melbourne’s clearance rate to outperform Sydney’s, however since that time, Sydney’s auction clearance rate has been </span><span>consistently outperforming until recently. </span></p>
<p><span>Auction activity across the capital cities is expected to fall this week with 3,171 auctions currently expected by CoreLogic RP Data, providing plenty of stock for buyers to choose from. Melbourne is expecting 1,518 residential auctions, which is greater than the 1,433 auctions held this week last year. In Sydney we are anticipating 1,130 auctions this week which is lower than both last week (1,248) and the same week last year (1,337). </span></p>
<p><span>Brisbane is set for a busy week, with 214 auctions, compared to 198 last week, while in Adelaide (141 compared to 121) and Canberra (116 compared to 102) auction activity is also expected to be higher than last week. In Perth there is set to be little change in auction activity with 38 auctions scheduled this week compared to 39 last week. </span></p>
<p><span>Melbourne’s busiest suburbs for auction this week are: Glen Waverley (29), Mount Waverley </span><span>(29) and Reservoir (26). In Sydney, the busiest suburbs for auctions this week are: Chatswood (20), Marrickville (15) and Merrylands (13). </span></p>

<p>The Wide Bay region in Queensland has the highest regional unemployment rate in the nation with the jobless rate averaging 10.5% over the year to October.</p>
<p>Regions with lowest jobless rates: Sydney’s Northern Beaches had a jobless rate of 2.5% in the year to October – the lowest in the nation.</p>
<p>Mining regions suffer: Jobless rates in the Hunter Valley and Mackay have broadly doubled in the past 2-3 years.</p>
<p>The Australian Bureau of Statistics provides regional job market data each month. The good news is that over 90 regions are covered by the statistics. The bad news is that the data is not adjusted for seasonal variations and not provided in an easily digestible format.</p>
<p>CommSec has assessed the average unemployment rates over the twelve months to October and presented tables showing the 15 regions with the highest unemployment rates and the 15 regions with the lowest unemployment rates.</p>
<p>NSW regions dominate both lists – the regions of high and low unemployment. NSW leads the state and territory economic performance rankings but job markets clearly differ markedly across the state.</p>
<p>When assessing national and state economic performance, the variations in performance across regions tend to be downplayed. But while the data may be harder to get and analyse, policymakers need to be mindful of the regions facing the most challenging conditions. Regional Queensland is doing it tough – especially in the north. And mining regions are suffering.</p>
<p>Interestingly, Tasmanian regions don’t feature in either of the lists of high and low jobless rates. Across Tasmanian regions, unemployment was between 6.1- 7.5% over the past year.<span style="line-height: 1.3em;"> </span></p>

<p>The region with the highest jobless rate over the past year was Wide Bay with a 10.5% jobless rate over the past year. The good news is that unemployment was recorded at 6.2 per cent in October, below the short-term average and the 15-year average of 8.7%.</p>
<p>The downturn in the coal industry has clearly affected the job market in the Hunter Valley. Over the past year the jobless rate averaged 10.2% – well above the 5.8% average over the past 15 years.<br>The Hunter Valley also has the highest variation between the short and longer term jobless rate – 4.4 percentage points (pp) between the 12-month average jobless rate and 15-year average. Next highest is Murray, NSW (3.5pp); Mackay, Qld (3.1pp); and South-east South Australia (3.1pp).</p>
<p>Other regions with high unemployment are Richmond Tweed, NSW (9.8%), Mandurah, WA (9.1%) and Murray, NSW (9.0%).</p>

<p>The region with the lowest jobless rate over the past year was Sydney’s Northern Beaches at 2.5%. That is probably not overly remarkable as the jobless rate has averaged 3.0 per cent over the past 15 years.</p>
<p><br>Five other Sydney regions are also on the list of the regions with the lowest jobless rates in the nation.<br><br>Victoria has two entries on the list of low jobless rates: Warrnambool &amp; South West (2.9%) and Melbourne – Inner South (4.5%).<br>Ballarat has the lowest variation between the short and longer term jobless rate. The 12-month average jobless rate is 2.1pp below the 15-year average. Next best is Warrnambool and South West (-1.9pp); and Sydney – South West (-1.4pp).<br><br>What is the importance of the economic data?</p>
<p>The Australian Bureau of Statistics (ABS) provides detailed labour market figures one week after releasing ‘top level’ statistics of employment &amp; unemployment levels across states and territories. The detailed data is useful in identifying broader underlying trends and instructive about the health of the economy.</p>
<p>What are the implications for interest rates and investors?</p>
<p>There are good reasons for the Reserve Bank to maintain an easing bias. While the economy is improving, too many parts of Australia and still struggling with relative high jobless rates – 78 of 99 regions have short-term average jobless rates above longer-term averages. Mining areas are doing it especially tough.</p>

Regional unemployment highs and lows: CommSec's Craig James

<p>Finance has always been a key of the housing market, and as we have seen over the past few years, low interest rates have helped drive record demand and activity.</p>
<p>While this is not the most glamorous or interesting topic, finance is still a dominant part of the market.</p>
<p>Just a few years ago the suggestion that we might see 3+% for some of our home loan rates may have been unlikely, still today it’s a reality. (There are advertised rates of between 3.69% and 3.89% available for terms of 1-3 years.)</p>
<p>We are now seeing finance again in the main spotlight and there’s a lot going on that buyers need to be aware of and all the constant news about rates may be creating some confusion. As a result buyers entering the market could well be facing a dilemma, because on the one hand we still have record low interest rates, but we are also seeing the major banks move in one direction while smaller lenders move in exactly the opposite direction.</p>
<p>We also have APRA taking a hardline with the banks, while the RBA considers its next interest rate move and all of this commotion will possibly affect anyone looking for a loan, and that includes investors, SMSF and all owner-occupiers including first time buyers. Concerns being expressed by APRA might be unsettling or even seen as a negative, and so possibly causes buyers to be more cautious.</p>
<p>Against this background a number of Colliers International’s clients have recently introduced a special deposit offer based around a select number of projects with those clients accepting a 5% deposit, rather than the usual 10%.</p>
<p>The projects covered by this offer are Bay Pavillions – Lane Cove, Imperial – Hurstville, Atmosphere – Castle Hill, Altitude – Blacktown, The Chelsea – Kensington and 88 Alfred Street – Milsons Point. The offer has been well received in particular among buyers trading an existing property, where the costs of a move do mount up.</p>
<p>It’s not always possible to find $200,000- $250,000 as a cash deposit on a $2m plus apartment, and so the ability to exchange contracts on a 5% deposit has proved a popular idea, and similar offers are set to become more common.</p>
<p>Small Lenders Cut Rates</p>
<p>While the big four banks have recently increased their home-loan rates, ten smaller lenders last week cut some of their rates.</p>
<p>The cuts are for 1-3 year fixed mortgages rates, with cuts up to 74 basis points. This means that the gap between the highest standard variable rate and lowest 1-year fixed term is 260 basis points. It’s easy to appreciate why this is important when securing a $1 million mortgage.</p>
<p>It’s reasonable to expect that these cuts might spread as competition between lenders increases and institutions look to keep their customers and attract new ones. This competition usually involves a basket of products such as insurance, but is good news for buyers.</p>
<p>Still it does cause some head scratching as buyers weigh up the loans on offer and if the market slows other non-lender incentives may start to emerge.</p>
<p>The cuts by the smaller lenders are also a bet that they expect the Reserve Bank of Australia will make more rate cuts, or at least hold steady. Still while the prospect of an official interest rise looks very remote for some time, further cuts are not assured, because we may well be at the low point of the rates cycle. It remains common sense however that anyone looking for finance should do a lot of research and shop around for the best rate and terms.</p>
<p>Big Banks In Step With Rate Increases</p>
<p>The big four banks have all increased mortgage rates while the Reserve Bank of Australia is still expected to cut the cash rate, although this may roll over until 2016. And so where do the different banks now stand with their home loan rates?</p>
<p>ANZ Banking Group has raised interest rates by 0.18% points, its standard variable rate for owner-occupiers is now 5.56%, and for property investors 5.83%.</p>
<p>Westpac has increased its variable rate by 0.2% points. Commonwealth Bank has made a 0.15% point increase and National Australia Bank a 0.17% point increase.</p>
<p>These increases, although very modest, appear to have had the immediate effect on borrowers making them think twice about locking-in interest rates. The reason is that with rates so low on a pro-rata basis a further cut or increase of say 25 base points would be either a blow or a bonus for anyone on a variable rate.</p>
<p>One side result of all this jumping about with rates is that all lenders are also promoting incentives aimed at getting customers to switch between lenders with various cash and rebate incentives on offer. Borrowers can of course have a bet each way and combine fixed and variable rate, and this does appear to be a trend.</p>
<p>SMSF and Investors Face Controls</p>
<p>Tied up in this interest rate mix APRA has instructed the banks to reduce their lending to investors and SMSFs.</p>
<p>This move has had an immediate impact on demand from these two groups, and in part also introduced the requirement for bigger deposits. This tightening of lending restrictions has also seen some of the banks pulling out of this sector.</p>
<p>These changes come at a time when according to the ATO over the past two years there has been a more than five-fold increase in SMSF debt to about $15.6 billion.</p>
<p>The SMSF sector is larger and is estimated to have total assets of $562 billion currently under management and so changes among this group has the potential to impact demand for investment properties.</p>
<p>APRA Keeping Watch</p>
<p>All four banks have each blamed the recent home loan increases outlined on APRA’s requirement for them to hold more capital to cover each bank’s mortgage loan books, which now form a big chunk of their loans, with the extra funds earmarked as a potential buffer against any future financial shocks.</p>
<p>Still it’s the customer facing higher charges and in the housing market that always appears to be the case, as is demonstrated time and again with stamp duty.</p>
<p>APRA’s sharper surveillance of bank lending follows many years when the RBA had ascribed a positive view of the conservatism of Australia’s big banks, that view may have been relevant at the time, but now with so much exposure to the housing market possibly not now.</p>
<p>The tightening of bank lending standards since the global financial crisis has improved the underlying muscle of their loan books. This is an important result if adverse economic circumstances were to creep upon us again.</p>
<p>However a tighter rein on lending and a competitive interest rate outlook looks set to deflate any prospect of a housing bubble, which as demand softens now appears improbable, and that has to be seen as a positive.</p>

<p>SQM Research released its latest vacancies and asking rents figures up to October 2015, which showed vacancy rates steady across much of the east coast but rising in the resources capitals. <br> <br>Reported vacancy rates were steady in Brisbane (2.6%) and Adelaide (1.9%), while Canberra (2.1%) saw a slight decline.<br> <br>The vacancy rate in Sydney declined to 1.6%, which has been reflected in moderately rising asking rents for houses (+1.9%) and units (+3.1%) over the year, although the rents figures may mask divergent trends at the sub-regional level.<br> <br>While both Melbourne (2.4%) and Hobart (1.1%) saw vacancy rates ticking up in October, over the past year both have recorded declines, and as such asking rents have been rising solidly in these cities too. </p>

<p>Resources woes</p>
<p>On the other hand vacancy rates rose further still in Perth (3.8%) and Darwin (3.5%).</p>
<p>Asking rents for houses in Darwin have tanked by more than 20% over the past year according to SQM, with Darwin set for a significant price correction.</p>
<p>Asking rents are down for houses in Perth too (-6.4%), albeit by a less dramatic margin.</p>
<p>Perth has reportedly seen the price of premium property fall sharply this year, although prices at the bottom end of the market have not shifted too much to date.</p>
<p>Perth will become an attractive buyers' market again in time, but most data - including the iron ore price which was walloped by another 4.5% overnight to be down by a stonking 76% since 2011 and 36% this calendar year alone - suggests that this time is not yet upon us!</p>
