Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

Designed by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a>, the tower has been conceived as a landmark transit-oriented development anchored to the Newcastle Interchange precinct. The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Prominent New Zealand apartment and hotel operator, <a href="/developers/safari-group">Safari Group</a>, is offering up a prime investment opportunity for Australians to purchase off the plan in one of the world’s most popular ski destinations.

They recently took to market Mountain Oak Queenstown Apartments, in the growing precinct of Remarkables Park in Frankton, near the airport and at the foot of The Remarkables - the mountain range the locals like to call “The Remarks”.&nbsp;

Sydney investors have shown interest in the one, two and three-bedroom apartments that secure high-season occupancy six months over the year, primarily over summer and winter months.

They average 90 per cent occupancy across their portfolio over January, February, March, August, November and December, while shoulder season months of April, July, September and October are still occupied 70 per cent of the time, with the growing appeal of Queenstown becoming not just a hotspot for the snow, but a lifestyle destination.

Even in the low seasons of May and June, occupancy levels reach around 40 per cent.

I was looking at getting into property investment this year and my mother is retiring and plans to sell her older place for something easier living.
She currently likes where she lives so we are considering an option, if feasible, of me buying her current place to rent out and then she could build a modest seperate house at the rear of the property.
Apparently the zoning allows for this but not for a full subdivision (only 790m2) in Queanbeyan, NSW.
My question/s are, would setting up a strata be the best option? I still want an option of being able to sell one property in the future if needed. Who would I speak to and how do I go about setting something like this up? Or is it just too complicated (tax/titles, etc) for everyone involved.

Hi Kris,
There is certainly a lot to consider when thinking about not only buying an investment property, but also carrying out a subdivision. So, let me tackle your question one section at a time:
1. You buying your mum's house.
While I think it is a very noble thought assisting your elderly parents in this way, I want to be sure that your own personal circumstances are well take care of first. If you have a sound retirement plan and feel that you are set up for your own retirement (so that you can make choices in retirement without depending upon your own dependents to assist you), then by all means, take this step to assist your mother.
However, if you are not, then you must seriously consider whether you would otherwise purchase a property like this one as part of your own investing strategy.  Thinking that any property, anywhere is suitable to start an investment portfolio is a trap which leads many to owning property which does not perform over the long term and which provides lackluster rental return.
So, to start off with, ask yourself the question "If this were a property advertised on a real estate website, would I be interested in buying it?'. To answer that question, you will need to carry out the same extensive research that you would on any area to ascertain the existence, or absence of suitable growth drivers. You also need to consider opportunity cost - if you bought this property, what is the opportunity cost of having bought somewhere which may have a better short term prognosis for growth than this area.
2. Subdividing
You say that this property is not eligible for 'full' subdivision, but a strata titled subdivision is a full subdivision. When you subdivide, you will do so either as a Torrens title (Green title in WA), a strata title or any number of other titles such as community title etc. All of them are full subdivisions and must satisfy both state planning rules and local authority subdivision requirements. Very often property investors underestimate the financial and time costs of subdivision – you will face architects fees, planning fees, engineers costs, labour costs if the subdivision requires any works, council contributions, fees and charges, titles office fees – the list goes on and on.  Far from gaining a free block of land when you subdivide, very often costs can run to tens of thousands of dollars and sometimes hundreds of thousands. You must be able to come up with these funds up front, since they are costs which cannot be financed unless you have other property elsewhere to offer as security. Often investors so underestimate these costs, and the time involved, that they are left disillusioned, exhausted and out of pocket by the end of the process.
If this property does not qualify for actual subdivision, you may be talking about the ‘Granny flat’ option available in NSW. This means that as, as long as the property is more than 450 sqm you may add a second dwelling to the property and this can be rented to anyone. Permission to add a granny flat bypasses normal planning rules and is approved within 10 days. The only issue here is that there is still only a single title, and so you cannot sell one property without selling the other. The decision to add a granny flat to any property brings its own issue – will it add or subtract value? Will it make it harder or easier to selling the future? Will it be harder to rent out the main house with a second dwelling in the backyard?
3. The Financials
When your mum sells the property to you, she wont pay any tax as it’s her own home.  When you buy it, you must pay stamp duty on its full market value, even if she sells it to you for less than that. When you rent it to your mum, you must rent it for the full market rent or you may not be able to claim full deductions, although you can give her a discount if you don’t have to pay a property manager or do some of the other things nornally associated with earning a rental income. 
Your first port of call should be to a local town planner. They should be able to give you an idea of what kind of sub division is allowed and also outline the kinds of costs you would be looking at.  Then ask a builder to quote you for the new build – complete to occupancy so you get the full idea of the costs involved.  Make sure the town planner you use has previously worked with council or otherwise is fully conversant with local government and state planning rules. Once you have a fair idea of the costs, add 20%, because in my experience this is the amount that the budget of a development usually blows out by.  And lastly, compare all of this to what it would cost for your mum to simply sell it to someone else, buy a unit somewhere which is ready to move into, while you look all over Australia for the next hotspot and invest there.

Ask Margaret: Can subdividing make for easy retirement living?

Commentary on the affordability issue has become so twisted that media is quoting Sydney’s median house price as a relevant topic.
We recently had the Australian Financial Review, which should know better, writing about the level of income needed by a first-home buyer to afford the median Sydney dwelling, as well as the median-priced dwelling in the other capital cities.
My question is: how is this in any way relevant to the issue of affordability?
First-home buyers don’t buy at the median price, not in Sydney, nor in Melbourne, nor anywhere else in Australia. First-home buyers buy below the median, indeed well below it. Always have done – and, I dare say, always will.
The median price for dwellings in the major cities at the moment are $750,000 in Sydney, $570,000 in Melbourne, $465,000 in Brisbane and $510,000 in Perth. According to CoreLogic RP Data, the median across the eight state and territory capital cities is $570,000.
But the average first-home-buyer loan at present is $334,800, according to the latest figures from the Australian Bureau of Statistics. Assuming the typical first-timer has a 10% deposit, this means the median dwelling price for a first-home buyer is around $370,000.
Given that 25% of all residential sales are being made to first-time buyers, there’s are a lot of novice buyers out there acquiring properties at the lower end of the market. In the past year, around 120,000 Australians have made a first-time purchase.
Those numbers are relevant to the discussion. The median price in our most expensive city is not.
The Real Estate Institute of Western Australia published some numbers this week that also have some relevance to the topic. Good to see those people putting out material that’s actually useful to a sensible debate, unlike some of their recent talk-down-the-market nonsense.
REIWA president David Airey said, quite rightly, that it was important not to use the median price as the guide for the costs of getting into the market for first-home buyers and others.
Airey said the median was the middle point in the market and that half of all sales were under it. This means buyers don’t need to be able to afford the median-priced dwelling to enter the market.
I think it’s sad that anyone needs to make this point, which is so obvious it should be a given in the debate. But the media coverage of the issue has become so irrational that industry people have to go back to kindergarten levels to try inject some balance.
“It’s also important to recognise that first-home buyers, in particular, usually purchase homes well under the median price, with Office of State Revenue data for May showing the median point for entry-level buyers being $450,000 in Perth and $366,000 in the WA regions,” Airey said.
“Even the median purchase price for first-home buyers means that half of all entry-level buyers are paying under these city and country median prices for their demographic.”
Airey said it was more useful for first-home buyers to look at the lower quartile, or bottom 25%, of the more affordable homes in an area to get a better perspective of what was available at more accessible prices.
REIWA data for the year to March shows that the south-east sub-region of Perth through Gosnells, Armadale and Serpentine-Jarrahdale had the most affordable lower quartile, with  houses selling around $370,000. 
Apartments and land were most affordable in the south-west sub-region through Cockburn, Kwinana and Rockingham.
Airey said even within the various sub-regions around Perth there were individual suburbs which were under the lower quartile for their local area.
“For example, the central sub-region has a lower quartile of $550,000, but it’s possible to find houses in Balga priced at around $385,000.
“Similarly, while the median price for units in the south-west sub-region is $277,000, you can find them in Orelia at around $196,000.”
Airey said that buyers should not be put off by the median price for a region or suburb, and look to the lower quartile for opportunities in areas they might initially think are out of their price range based on the overall median.
So true, so bleeding obvious and so sad that anyone needs to stand up and say it.

This is my final post looking at what figures from the Rental Bond Board tell as about the make-up and direction of the rental market, in Sydney and across NSW. While supply of rental accommodation has been below population growth trends, the numbers are now catching up and the popularity of investing in residential property has seen a big increase in supply, and this is slowing rental growth.
Rental Growth Slows
The general trend of median rents across the metropolitan area between 2010-11/2013-14 shows that growth in median rents has been slowing. In 2010-11 the increase was 3.1% and in 2011-12 it was 4.3%.
However in 2012-13 the figure fell below 4% to 3.1% and in 2013-14 the increase was 2.9%. Recent figures published by Corelogic RP Data and the ABS both show a slowing in rental growth with Corelogic reporting an increase of only 1.5% over the past 12 months. The ABS CPI rental series notes an increase of 2.1% over the year to March 31. Both these results confirm the trend noted in the Board’s figures.
Supply Increasing
One key factor that is putting downward pressure on rents has been the big jump in supply in NSW over recent years as more investors look to residential property, driven by falling deposit rates and the availability of cheap finance. The number of bonds held by the Board clearly shows the trend, in the following table:

The upward trend has been most notable since 2012/13 with some 46,187 new tenancies added to the NSW rental pool and the trend is sure to have continued into 2014/15.
Invest in Quality
As more stock becomes available, I suggest that investors, just like owner-occupiers should invest in quality and do their research to help ensure that despite more supply, they secure good opportunities in popular rental locations.
I suggest that no matter how strong investment demand is, you can never beat quality and with banks taking a tighter line on investment loans it’s even more important. The key items to keep in mind are by no means new, but it’s sensible non the less to keep them in mind, so I suggest a simple check list, in particular for off-the-plan buyers would include the following items to tick off.
Firstly try to get in early and learn all about the area where you might invest. Understand the quality of the project, if the finishes and fixtures appeal to you personally, then they will also be acceptable to tenants, and if there’s a competitive market this will be an important consideration.
Check that you can secure all of the finance for your investment, and always include the added cost of stamp duty and legal fees, plus take into account the ongoing costs like strata and management fees. Visit the project location, at least a few times, even more important if you’re going to invest outside of your home city. Do your research and gain an understanding of what sort of supply pipeline and tenant demand there might be when your project is complete. These are simple ideas, and I suggest the same even when buying an established property, because as supply continues to increase and we possibly see rents moderate, these factors will help secure tenants.
The trends come from a very big pool of tenants as the Rental Bond Board looks after what might soon be approaching 750,000 tenancy bonds across NSW, and so the figures are a very reliable reflection of the wider rental market.
Given all of the activity across our property market in the last 12 months the Board’s report for 2014-15 will I am sure make very interesting reading.

This week I met with a lovely couple wanting to understand more about property developing and if it was the right strategy for them. They asked a simple but very good question which is relevant for anyone looking to take their first steps into property development. 
They wanted to know what the main risks were in developing property.
I think most people understand there can be risks associated with any investment whether it be buying shares (to me the volatility of the share market is scary), even putting your money in the bank in some countries (particularly Greece!) can be risky. In Australia, our banking system is very stable but the return on cash term deposits is hardly worth the effort right now.
Investing and/or developing property can be risky if you don't do adequate research. Even if you do, there are still some environmental factors that cannot be controlled like weather and governments. 
Firstly, it's important you chose a good location and a good property. Ask yourself "can I add further value to this property?"
By adding value I mean through renovating the existing dwelling and/or developing the land. At Property Bloom we always look for houses with 'good bones'. Large homes that have a minimum of three bedrooms and areas that may be converted to extra bedrooms. Adding a bedroom is the number one way of adding value to a house. We like homes with nice features that you can enhance through renovation, it's amazing what we've found hidden away after starting a renovation - some beautiful, ornate ceilings or fire places that have been covered over by previous owners. 
Location is most important as you need to be within close proximity of community services such as schools, transport, shopping and sporting facilities.
The development sites or bare land we look for needs to be in high demand areas and must be subdividable - this is the number one rule if you want to create equity or value. Getting two or more properties from one is key when developing property.
We love master planned estates that have been thoughtfully designed to meet resident's needs. These estates can be are valued higher by owner occupiers and tenants than the older, established areas that have less facilities.
When you develop property, you need to be aware of outside forces that may pose risk for your project.  They may include: 
·     Change in the economic environment such as a new government or rising Interest rates.
·     Increasing costs in materials and labour, like when the carbon tax was implemented. This led to higher construction costs at the time.
·     Changing council requirements; new Local Environment Plans being gazetted, state or federal law changes and land being rezoned.
·     Reliability and financial security of your  contractors and builders, there is nothing worse than a builder going into liquidation half way through a   development project.
·     A change in the property cycle may see the end values and rents change during the development period.
·     Weather and environmental issues holding up the construction progress.
·     Unexpected costs e.g. hitting rock on site, in adequate provisional allowances and builder's contract exclusions or unfair terms.
·     Disputes with builders and tradespeople leading to an extended construction period.
Using an experienced project manager for your first development will minimise some of these risks but it's still very important for all property developers to do as much due diligence on the location, property, council requirements and contractors/builders they will be relying on to ensure a successful property development. 
What makes me sleep well at night is knowing we have amazing builders. We've used them for many years and they are happy to share their financial situation with us. They are flexible and good communicators and so we have built a strong relationship and trading terms with them. 
This coupled with our experience in choosing relatively safe development sites and locations for our clients means nasty surprises are minimised and we have a very good idea of how the project will finish up. Our job is to de-risk a development as much as possible and to teach our clients along the way so that they can feel more confident embarking on their next property development.

It was inevitable that Sydney would run out of puff eventually and the most likely time for it to happen was in the third year of price growth – which means some time this year. It’s rare for major markets to sustain a boom for any longer than that.
I’ve just finished the research for the latest edition of The Price Predictor Index, examining market activity in suburbs and towns across the nation, and it indicates Sydney has begun a gradual fade. 
The number of suburbs with rising sales activity has dropped and the number of what we call “consistency markets” has risen. This is because suburbs that previously had growing sales volumes have now tapered off at those higher levels or have dropped a little below the peak.
It provides quite a stark contrast with Melbourne. It’s clear from the research that Melbourne is out-pointing Sydney on sales activity, if not on price growth. 
Melbourne now has almost double the number of growth suburbs as Sydney. Melbourne has 134 suburbs classified as rising markets, compared to 72 in Sydney.
As further evidence of the Sydney fade, regional New South Wales now has (slightly) more growth suburbs than does Sydney.
Melbourne continues to produce upwardly-mobile markets across the metro area. According to our ranking system, it has seven Rising Fast, 127 Rising Steadily and 100 Consistency markets, which is an improvement on the results three months ago and represents a general strengthening of the Melbourne residential sector.
Two things stand out in the latest analysis: “middle Melbourne” is still strong and new areas are emerging with strong markets, especially locations on the outskirts of the metropolitan area.
The Whitehorse LGA, east of the Melbourne CBD, remains the No.1 precinct. It has more suburbs with forward momentum than any other precinct in the city. Whitehorse includes Nunawading (median price $700,000), Burwood East ($800,000) and Blackburn South ($800,000). 
Other middle market area of prominence include Monash City, where Mt Waverley ($960,000), the Oakleigh suburbs (around $750,000) and Chadstone ($805,000) are doing well, and the Kingston LGA, which includes Cheltenham ($695,000) and Parkdale ($750,000).
But increasingly, strong markets are popping up on the periphery of Greater Melbourne. The charge is being led by the Frankston and Mornington Peninsula LGAs in the far south: Frankston has eight ranked suburbs and the Mornington Peninsula has 13. Rosebud sales have risen from 117 to 134 to 175 per quarter, while Rye has improved from 91 to 120 to 155.
The Casey LGA in the south-east has two Rising Fast suburbs, five that are Rising Steadily and seven that are ranked as Consistency markets. 
Whittlesea in the north remains a serious contender: it has two Rising Fast suburbs and four Rising Steadily markets. Epping sales have been 77, 113, 107 and 130 in the past four quarters. Also in the affordable north, the Hume LGA is a new challenger, with six Rising Steadily markets, including Roxburgh Park ($400,000) and Westmeadows ($415,000). 
The Brimbank LGA in the western suburbs is a regular standout. It has now has nine Rising Steadily suburbs and six Consistency markets, a marked improvement on three months ago. Wyndham City in the far south-west is another of the big improvers. And Yarra Ranges in the far eastern suburbs, which has not featured previously, now has eight ranked suburbs.
Upmarket areas such as the Boroondara LGA (including Balwyn and Kew and the Glen Eira LGA )  (including Caulfield North and Bentleigh East) feature, each with six or seven growth markets, but most of the standouts are middle market and bottom end suburbs.

Inevitable Sydney would run out of puff: Terry Ryder

Hi Margaret,
With banks now restricted to only 80% LVR do you think this will significantly affect prices? I have two properties in Sydney. Both are renting for $450 per week
Before this announcement one was probably worth at least 800K (house on land 873sqm) and the other at least $500,000.
Do you think it's worthwhile seeing the yield is so low for my Canley vale property to sell it and buy 2 properties in Brisbane where the yield could be higher and I'll have two more properties despite losing 1?
Would this be still worthwhile seeing I have to pay capital gains tax (purchased 7 years ago for 446K) and taking into account all buying and selling fees.
I have considered more on using buyers agents as maybe they are not all spruikers.

Firstly we must make clear that the banks are not technically restricted to only lending 80% (it's not law), and the new, tougher criteria being set by some banks is only targeting investors, with owner occupiers mostly not affected. In response to The Australia Prudential Regulatory Authority's (APRA) calls for stricter controls around investment lending, banks like NAB and CBA have announced an end to pricing discounts for investors. ANZ have done the same, unless you have a PPR mortgage with them as well. Many lenders are also changing the maximum Loan to Valuation ratios (LVR) that they will allow for investors. As an example, BankWest will now apply a maximum LVR of 80% for all investment purposes (property and shares). This means that you will still be able to access funding at higher LVRs if you're an investor, you'll just have to pay for it with an increased interest rate, or, more to the point, no access to the discounts which can usually be obtained if you negotiate well enough. It's my opinion that this won't have a big impact on property prices, instead landlords will simply raise their rents to make up for the difference in their cash flows which the loss of these discounts will cause. We have to remember also that it's simply not suitable to say we are in a boom in the property market - I am sure the people of Adelaide and Perth would be quite surprised to hear they are in a boom, which making such sweeping claims infers.  We should hope that this inappropriate move by lenders doesn't impact the property market, as many areas can ill afford anything else to stunt growth. In terms of your property, I believe that, with or without these moves, people holding Sydney property may well find that the values stall a little in the coming 18 months anyway.  The market has overshot the mark, with frenzied buying pushing prices up well over the intrinsic value of properties in many areas. When that happens and the market cools, as it always does, the values seen in the last phase of that boom often suffer and fall back a little.  In your case you'll still be fine, as even with an adjustment in values, you've still made a really good gain. While I believe that the Brisbane market is likely to run soon, that's not advice to sell what you have in Sydney.  You could be up for a hefty capital gains tax bill which will eat into the returns.  It can be better to instead leverage against the equity and hang on to property you already have, choosing to sell it at times when you know you will be in a lower tax bracket, such as when you have left the paid workforce. 
As you have bought in to these areas while prices were a lot lower, I'm sure that your yields are pretty good, for you.  Yield relates to what you paid for the property, not what it is worth, and as the property has gained so much value, you should be seeing a pretty good return on that initial investment. In terms of a buyer's agent, just make sure that, if you choose to use one, they are a Qualified Property Investment Adviser (with the Property Investment Professionals of Australia) and that they have a broad based knowledge of all markets in Australia. 
You want your adviser to be helping you to buy property in the best area at that moment in time, not just in the area where they personally happen to be active. You should also become as educated as you can about everything to do with investing (not just where to buy) before going any further. In my experience, those who take the time to become suitably educated first usually make better and more lasting choices and build stronger, better performing portfolios.

Ask Margaret: Will bank LVR restrictions affect prices?

April 24th, 2015 was a significant date in the Australian property investment landscape. Why? On this date, APRA (the Australian Macro Prudential Authority – an institution who helps regulates the rules of play for banks and other kinds of lenders) implemented some new rules / codes of conducts for lenders to adhere to.
The new rules mean that for some lenders who previously had very liberal lending rules and practices for local Australian property investors; had to tighten them up to comply with APRA’s policies.
Whilst it is still early days; we have seen a number of “Big 4″ lenders, as well as many other tier #2 and tier #3 lenders, begin to implement more restrictive borrowing rules for investor-based loans.
These have come in all shapes and sizes, such as (but not limited to):
- Restricting maximum LVR (loan to value ratio) allowance for ‘investment’ category mortgages from, say, 90/10 to 80/20. Part and parcel with this has been some lenders refusing to allow LMI (Lender’s Mortgage Insurance) as a capitalised cost on to loans at those higher (say, 90/10) LVR ratios.
- Removal of discounted interest rate package deals for their mortgage products; again, for investor-only mortgages (many lenders have retained discounts for owner-occupied, or PPOR – Principal place of residence – loan products)
- In light of further interest rate cuts from the RBA in recent months; some lenders have; whilst passing on rate ‘cuts’ not actually reduced their ‘calculation of repayment capability’ for mortgage applicants. What this means is, let’s say when interest rates were 0.50 basis points higher, several months ago, and lenders were calculating an applicant’s serviceability based on a scenario where interest rates spiraled to say, 7% (they run these calculations as standard for all applicants); typically when RBA rates drop by 0.50 basis points; so too should the lender’s serviceability calculation assumptions (I.e. their calculation should be using a rate of say 6.50%, not 7%). However, lenders in recent months have maintained say that 7% figure in that calculation.
These changes have substantial implications for would-be property investors: 
1) The reduced LVR allowance by lenders means borrowers need to cough up more initial deposit. Say you wanted to borrow to buy a $300K investment property. Some lenders at 90/10 LVR acceptance would only require your $30K (10%) deposit, plus purchase costs. A drop to 80/20 means borrowers need to find another $30K to make up a $60K deposit.
2) Removal of discounted interest rates also is a deterrent to first-time investors entering the market, as their interest repayments will now be slightly higher than what home owners pay. There could thus be a cooling of investors being active in many markets throughout Australia.
3) For investors who remain active or don’t perceive the above two changes to inhibit their ambitions; they’ll continue with their property investment purchases. However, they simply won’t be allowed to borrow as much. If banks are calculating serviceability based on a higher ‘worst case scenario’ forecast; the banks won’t lend as much. To some investors, this could be the difference between being allowed to buy a $500K investment property, to now only perhaps $320K – $350K. If this eventuates, this will be a game-changer in the market as it’ll wipe a lot of the Sydney and Melbourne potential investor buyers out (who can play in the Sydney and Melbourne markets with &gt;$350K, these days) and into lower-median markets such as Brisbane, Adelaide, Hobart, and some regional centers.
The role of foreign investors in amongst APRA rules for local lenders: 
And what of the foreign investors? What will be the effect on foreign investor demand of APRA-inflicted local bank and non-bank lender restrictions on investment-based loans? This is hard to infer with any kind of concrete certainty; due to all data relating to foreign residential property investors (including actual volumes of them; types of financing etc.) not being readily available to the public.
As such, there is already speculation and confusion on just how many foreign investors are using the following kinds of financing for their Australian purchases:
a) Pure cash from overseas sources/local funds, to buy (no loans required). In this instance; APRA regulations on local lenders will have zero consequence on foreign buyers; or;
b) Financing/loans given by their local country’s lenders (in these instances; the lending rules imposed by APRA on local Australian institutions don’t apply – meaning foreigners may continue to have access to great cost-efficient mortgage products, for the purchase of Australian property); or;
c) Foreign buyers who are accessing local Australian lender mortgage products. For this type of foreign buyer; the APRA rules will have the same consequence as for local buyers.
When comparing drivers for foreign investors to local investors, we must be mindful that there are so many more variables beyond purely the loan or finance structure of choice, that affects their overall attraction to buying property in this country. For instance; exchange rates, FIRB levies or taxes they must pay, the type and condition of the housing stock they have access to, to purchase, are just a few of the many other factors related to foreign investor demand in this country’s residential housing stock.
So – and I must stress this is pure speculation based on the resources and news I’ve been reading on this subject – there are two quite likely outcomes I would speculate as a result of the tighter APRA rules on local lenders, in regards to the effect of these on foreign investor interest in the market, and on residential property values as a result:
1) Local buyers (investors, not home owners) get scared off and this takes a substantial amount of ‘heat’ out of 'most' markets. I say ‘most’, because the exception (as in; the markets that will still remain hot despite the APRA rulings) will be the foreign-investor ‘obsessed’ postcodes around Australia. These are the suburbs built in areas where foreign buyers and local buyers alike; both highly desire to purchase in. I say this because though we don’t know what foreign investors are using what finance structures; a more consistent and reliable metric of measurement here, is the actual postcodes they take interest in buying within.
2) Or, more markets will remain hot anyway. Why? Because those wannabe local first home buyers (FHB’s) who were thinking of applying the recently growing strategy of ‘Keep renting and buy an investment property now instead of a home; to kick start some growth so I can have enough money for a home deposit later on’, will throw that strategic approach straight out the window and say ‘nope, forget investment, the APRA rules don’t make it worth the effort; I’m going to go for that home purchase straight off the bat; better rates, discounts, and possibly LVR’s (depending on their chosen lender…) so I might as well go ‘all-in’ and buy my dream home’. 
Unfortunately, for FHB’s who want to buy into suburbs that also happen to double as hotbeds for foreign buyers; the same bubbling of high housing prices will remain, and continue further. However, in this instance, opportunity could present for FHB’s buying in non-foreign-buyer postcodes, as the local investor volumes will dilute, which should deflate the bubble in those other postcodes enough to help FHB’s.
So, if either of these outcomes eventuate, I think it can only be a good thing for FHB’s, and less so for local investors. Foreign investors will likely remain unperturbed in their relentless pursuit of the postcodes that they so desire.
This means that in postcodes where the top 10-20 schools are, per-state (the ones where the Chinese investors specifically, are most active); prices will likely remain as high as ever.

Liberal local lending rules tightened: Cameron McEvoy

I was watching a news program recently when on came Sir Richard Branson. I find him such an inspiring entrepreneur and so my ears pricked up. 
Sir Branson was talking about how he suffers from dyslexia and has trouble understanding some information. He went on to tell the story of at the age of 50 after building up Europe's largest group of companies, he was sitting in a board meeting when results were being discussed and he looked up from the spreadsheet and asked if that was good or bad result? 
The director said to him, 'Richard, I don't think you know the difference between net and gross?'
He owned up and admitted that was the case. The director then pulled out a piece of paper, and drew a picture of a sea full of fish and then he drew a fishing net with some fish inside it. He explained, 'Well, the fish that are in the net, that's your (net) profit at the end of the year, and what's outside is your (gross) turnover.'
The interesting point about this little story is that here is a multi billionaire who openly and happily admits that he didn't understand one of the more basic accounting terms. He went on to say.."...that is it doesn't matter too much. I mean, it's useful to be able to add up and subtract and maybe multiply. And apart from that, you can create an empire with 60,000 employees and find other people to add up the numbers at the end of the year."
How true. His strength is his creativeness and he looks to hire his weaknesses.
There is no difference when you apply Sir Branson's philosophy to property investing and developing. When there is so much to know why not hire what you don't?
When developing property you'll need to start with knowing the difference between a good development site and a bad one.
Then knowing all the costs involved so you can run your feasibility. You'll need a good understanding of the local council's policies so your Development Application will be approved. Then you'll need to know how to choose a good builder and understand their contract. A good understanding of the building process is essential and finally knowing the people you'll work with, having relationships in place so that your development runs smoothly.
But the main thing you'll need is actually nothing you need to know, it's something more important. Time.
Whether it's your first property development of fifth, every development is different and having time to run the development is essential.   
Like Sir Richard Branson, if you make the most of your strengths and hire out your weaknesses then you are sure to move forward at a faster pace.

With each passing week, the rhetoric on housing issues becomes less and less rational. On topics such as affordability and negative gearing, we have something akin to a form of mass hysteria. Apparently sensible people are making statements which, years from now, will cause them great embarrassment when they look back.
With the media we have in Australia, it’s almost impossible to have a rational debate on any subject. Media runs with its pre-conceived story lines and the only people who get heard are those willing to make outlandish comments that fit the ordained theme – such as, the Great Australian Dream is dead or negative-geared property owners are all rich bastards being subsidised by the taxation system or there’s a bubble, whatever that means.
Attention-seekers like economists know how to grab a bit of limelight – pander to media’s obsession with its pre-determined headlines, all of them based around Sydney’s property prices.
The great peculiarity of this “debate”, for lack of a better word, is that it’s happening when we don’t have a property boom or a national affordability problem. We have only one major city with boom-time price growth (although tame relative to 2002-2003). 
If that one city was Perth or Adelaide, we wouldn’t be having this discussion. Media is all agog about it because the one elevated city market is Sydney and we have a hopelessly Sydney-centric media.
Around 20 million Australians live outside Sydney and they’re all watching this runaway hysteria about real estate with mounting bemusement. 
It’s difficult for people in Perth and Hobart, where markets are going backwards, to relate to the notion that they need to accept lending restrictions because Sydney allegedly has a problem. 
In Darwin, where vacancies are high, rents have dropped 5% in the past year and apartment prices are down 4%, people are wondering what the fuss is all about.
And in Canberra, which is producing similar statistics to Darwin, they must be scratching their heads at the panic that’s driving commentary three hours up the road in Sydney.
One of the absurdities of the affordability “debate” is that people keep referring to the Sydney median price and how first-time buyers can’t afford it. Sydney’s median is too high for a first-home buyer, therefore Australia has an affordability crisis. 
The latest is serial publicity seeker and failed politician Graham Richardson, who is sadly typical of electronic media celebrities – a big ego, a loud voice and zero knowledge of important subjects. 
His real estate rant on Sky News this week was a cacophony of misinformation. He said “the mean” dwelling in Sydney cost “a million dollars”, when the true figure is $752,000. He said this was “completely and utterly out of the reach of the new player”. But first-time buyers don’t buy at the median price – they buy below the median price, in Sydney and everywhere else. 
A median price of $752,000 means half of all sales are below that figure – and in many Sydney locations it’s a lot below that figure. The No.1 most popular suburb in Sydney for buyers of dwellings is Blacktown (the suburb) – close to 1,000 homes changed hands there in the past 12 months, at a median price for $385,000 for apartments and $535,000 for houses (which means half of all sales were lower than those figures). Blacktown (the municipality) is also the No.1 LGA in NSW for population growth and the No.1 venue for first-home buyers. 
There are hundreds of similar examples across the Sydney metropolitan area. So Richardson’s throwaway line that “it’s a grim future” for buyers in Sydney is nothing more than sound-byte generation from a pointless talking head. 
He did mention that it wasn’t so bad elsewhere in Australia (a brief acknowledgment there is life in Australia beyond Sydney) and he mentioned Brisbane. He said prices were okay there because “there’s been no increase for years.” Again, wrong. But, then, being wrong in a loud voice is how “Richo” makes his way in the world. Sad.
Meanwhile, some attention-seeking behaviour of The Greens has added to the morass that is real estate coverage.
The Greens can be competent advocates of important issues like environment (though less so since Bob Brown retired) but they will never be serious contenders for government while they remain economically illiterate. Their latest clanger is the claim that scrapping negative gearing would raise $42 billion for government over 10 years. It would do nothing of the sort. 
They’ve misunderstood the budget impacts, even without considering the fact that state and federal budgets would be losers if negative gearing was scrapped and people stopped buying investment properties, because of the lost revenue in stamp duty, capital gains tax and land tax. 
The impact on rentals, for people who are unable to buy homes, would be alarming, as it was in the 1980s when negative gearing was (briefly) disallowed. 
But the nation overall and the federal budget long-term would be the biggest losers, because if people aren’t investing to fund their retirement years, the nation has to fund them with pensions – and with our ageing population and the fragile state of the federal budget, that’s not sustainable. 
The Greens have characterised negative gearing as low-income taxpayers subsidizing rich people – and that is simply dishonest. Three-quarters of people who own investment properties are average income earners who own just one property. 
Most of them believe that investing for their retirement is doing the right thing by the nation. In condemning them with this poorly-considered and downright deceitful announcement, the Greens are making a serious error of judgment.

Housing rhetoric becoming less rational: Terry Ryder

Happy New Year!
I hope you have made some awesome New Year resolutions around property.
My year is off to a great start, I'm happy to say. Do you remember the <a href="/expert-insights/investing/i-have-a-confession-to-make-i-tried-to-sell-a-poorly-presented-home">apartment I was selling</a> late last year?   
I tried to use the hot Sydney market as an excuse to not present it in its very best light. Trying to sell an apartment with messy tenants in place was a real mistake.
This was reinforced when I attended one of the open houses and actually saw how cluttered it was. After this, my selling strategy completely changed.
We immediately took it off the market for a few weeks until the lease expired on 3 December.

It took literally two days to do some small repairs, replace a few old fashioned light fittings and have my professional stylist, Kylie from <a href="https://propertyrevamped.com.au/" target="_blank">Property Revamped</a>, give it her magic touch. 
The exciting news is the property exchanged within 17 days of going back onto the market.

I've got some impressive stats to share with you, which really go to show that styling a property can make a massive difference.
First campaign performance on one of the real estate portals: 3,407 views with 6,795 engagements.
A view is someone opening the advertisement in full and an engagement is opening just one element, perhaps a photo, floor plan, map view, or video.
During the second campaign the views increased to 6,688. That's a 96% increase, or basically double the views. Engagement increased by 121%, to 15,023.
Our agent Felice Cotroneo from <a href="https://www.innercity.com.au/" target="_blank">Innercity Property Agents</a> said: "Whilst enquiry was a lot stronger, the big shift was in the vibe or feeling at the open homes. Before the apartment was styled we received a lot of negative feedback. After it hit the market again with the staging in place, there were many nice comments and a lot of 'wows' which is always a good thing to hear at your opens. People enjoyed just being in the apartment and spent on average two thirds more time at the property."
In the first campaign we had a total of 29 people through the apartment. In the second campaign this increased by 41% to 41 people.  The offers were no longer low and we sold it at full asking price, which was $65,000 over the offer we received on the previous campaign's auction day.
We paid about $2,000 for Property Revamped to do the styling, so that's a return of $63,000 for 17 extra days – a good lesson learnt.
