<p>Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.</p>

<p>The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.</p>

<p>The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.</p>

<p>Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.</p>

<p>The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.</p>

<p>SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.</p>

<p>“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.</p>

<p>The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.</p>

<p>“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.</p>

<p>The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.</p>

<p>Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.</p>

<p>The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.</p>

<p>COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.</p>

<p>“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.</p>

<p>The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.</p>

<p>The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.</p>

<p><a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.</p>

<p>The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.</p>

<p>The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.</p>

<p>Designed by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a>, the tower has been conceived as a landmark transit-oriented development anchored to the Newcastle Interchange precinct. The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.</p>

<p>SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”</p>

<p>The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.</p>

<p>The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.</p>

<p>A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.</p>

<p>Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.</p>

<p>The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.</p>

<p>Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.</p>

<p>The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.</p>

Eastern Suburbs buyers snap up ESTE Little Bay apartments

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>
</ul>

<p>While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.</p>

<p>The scheme is expected to commence in NSW in late 2025, as part of a national rollout.</p>

<p>They recently took to market Mountain Oak Queenstown Apartments, in the growing precinct of Remarkables Park in Frankton, near the airport and at the foot of The Remarkables - the mountain range the locals like to call “The Remarks”.&nbsp;</p>

<p>Sydney investors have shown interest in the one, two and three-bedroom apartments that secure high-season occupancy six months over the year, primarily over summer and winter months.</p>

<p class="BodyCopy">No one needs to do more about housing affordability than the NSW State Government. Sadly, no one is doing less.</p>
<p class="BodyCopy">The Victoria State Government has made an encouraging start to tackling some of the issues in Melbourne. The Northern Territory Government is doing plenty to help first-home buyers in Darwin.</p>
<p class="BodyCopy">Even in Tasmania, where Hobart prices are so low relative to other cities you wonder why they feel the need, the State Government is taking decisive action to help young buyers and the housing industry generally.</p>
<p class="BodyCopy">But in Sydney, the location with the biggest problems, the NSW Government has to date done nothing.</p>
<p class="BodyCopy">It has contributed mightily to the problems by ripping obscene amounts of revenue out of the housing industry and imposing major regulatory burdens on the development industry. But despite the rhetoric of Premier Gladys Berejiklian (who, as a former state treasurer should have some understanding of the issues and the numbers), the State Government has done nothing to assist.</p>
<p>In NSW stamp duty receipts have reached a record high. Official figures show that $1.98 billion in stamp duty poured into government coffers in the March Quarter alone – a $315 million increase on the first quarter of last financial year.</p>
<p>Stamp duty from all property transfers has risen $859 million so far this financial year, compared with the same period in 2015-16. This represents a 10 percent increase in stamp duty on residential property, outpacing the Treasury forecast of a 4.8 percent rise for 2016-17.</p>
<p>That’s a major part of the problem. The State Government has built a Budget surplus on the back of revenue from real estate, thereby adding to the costs that burden buyers, while claiming to care about affordability issues.</p>
<p>In considering what it can do ease price pressures, the NSW Government might ponder this question: why does residential land in Sydney cost twice what it does in Melbourne? The median price for a home site in Sydney in 2016 was double that of Melbourne’s, according to the recent State of the Land report.</p>
<p>One possible explanation is that Melbourne brought far more residential land to the market last year than Sydney did. Indeed, 40 percent of the new land marketed in capital city Australia in 2016 was in Melbourne.</p>
<p>Increasing supply is regarded by some as the silver bullet solution. It’s not, but it’s certainly part of range of measures that jointly might create improvement.</p>
<p>And certainly the Property Council has “turbo-charging housing supply through increased land supply and planning reform” at the top of its five-point plan to address affordability issues in Sydney. If Melbourne can create so much new housing land for sale, what’s holding Sydney back?</p>
<p>Increasing the supply of housing won’t help affordability if the new dwellings are expensive, because it costs so much to create them.</p>
<p>Which is why next on the Property Council wish list comes “reforming state property taxes and reducing fees, charges and red tape”.</p>
<p>It’s been reported many times but it’s worth repeating: research indicates that 40 percent of the cost of creating the average house-and-land package comprises government fees, charges and taxes.</p>
<p>That reinforces my view that the politicians who rage against foreign investors and negative-geared Australian investors are themselves the problem. Every time a state government in Australia announces its annual Budget, affordability in that state gets worse.</p>
<p>Some of the most vocal critics of the affordability problem in Sydney have been NSW state politicians, when they themselves are the people best placed to create remedies. They can start by reducing the cost burdens they place on the process of building and buying new homes.</p>
<p>Meanwhile, their populist scapegoating of foreign investors, and multiple measures by federal and state governments to nobble offshore buyers, are making the affordability problems worse.</p>
<p>The most effective way to cause property prices to fall – indeed, in my experience, the only way – is to create an oversupply. Some of our major cities have been heading unwittingly down that path recently, notably in the inner-city apartment markets in Melbourne, Perth and Brisbane.</p>
<p>But major projects made viable by the prospect of selling some of the product to foreign buyers will not proceed because of a range of measures by federal and state governments to make investment by offshore buyers unattractive, if not unviable.</p>
<p>They’ve made matters worse for young buyers while claiming to be improving their chances.</p>
<p>Don’t be surprised if one of the few measures the NSW State Government will introduce in its next Budget will be extra taxes and charges on foreign buyers. It will be another cash grab, dressed up as policy to “level the playing field for young Australians”.</p>

Sydney housing market's controlled slowdown update: Tim Lawless

<p>Generalised commentary masquerading as analysis is the curse of the real estate consumer.</p>
<p>Much of what appears in mainstream media about residential real estate discusses Australia as a single market. That’s an early clue for consumers that the commentator has shallow knowledge.</p>
<p>If you’re reading something from an alleged expert and they’re talking about what’s happening with “the Australian property market” or forecasting trends with “Australian housing prices”, turn the page because you’ve tuned into a charlatan.</p>
<p>Too much has been written about “the Australian property boom” and “the national affordability crisis”.</p>
<p>A core problem is that so much of the commentary comes out of the Sydney and the situation in our biggest city dominates the thinking and attitudes of commentators. We have outcry about a national problem that generally does not exist and “solutions” that will slug the whole nation to fix issues isolated to a small section of the national geography.</p>
<p>The 20 million Australians who don’t live in Sydney must wonder what the fuss is about. Any resident of Perth, Adelaide or Darwin would be bemused by the ongoing debate about soaring prices, affordability catastrophes and the need for major national action.</p>
<p>Many of the worst culprits for generalised and usually misinformed commentary are based overseas. Often they’re major international organisations or ratings agencies which seek to manufacture publicity by making dire warnings about Australian real estate based on generalised national statistics pumped up by the strength of the Sydney market.</p>
<p>There are plenty of local pontificators making the same mistake, most of them economists who should never be consulted for comment on residential real estate, a subject that’s not within their area of expertise, if indeed they have one.</p>
<p class="BodyCopy">Anyone who thinks Australian has had a national property boom recently should compare the price growth statistics for the capital cities in 2016 with the results in 2002 and 2003.</p>
<p class="BodyCopy">Back in 2002/2003, the last time we had a genuine nationwide boom, every capital city had sharply rising prices. In 2003, according to the ABS, house prices grew at least 13 percent in every one of the eight capital cities, including four where prices rose by more than 20 percent.</p>
<p class="BodyCopy">The ABS figures for last year have a very different look about them.  Only Melbourne and Sydney managed double-digit growth and only just. Two cities, Perth and Darwin, recorded falling prices, while Brisbane, Canberra and Adelaide managed only moderate (4 or 5 percent) rises. Hobart rose 8 percent, according to these numbers.</p>
<p class="BodyCopy">When you compare this with that genuine boom at the start of the century, it’s apparent that even Sydney’s growth was tame compared with back then. Melbourne, meanwhile, has mostly been below 10 percent with its annual house price growth in the past four years, only recently bursting out into double digits (and now leads the nation, according to most sources).</p>
<p class="BodyCopy">Now the growing chorus among the generalised pontificators is that “the Australian property boom is over”.</p>
<p class="BodyCopy">If they’re talking about Sydney, they’re probably right. But out there in the heartland beyond the biggest cities, different things are happening, including places where markets are rising, even as Sydney is subsiding.</p>
<p class="BodyCopy">They include regional New South Wales, which now has far more rising markets than Sydney does.</p>
<p class="BodyCopy">The same is true of regional Queensland, which has many ascendant markets (as well as a few that you might still want to avoid), much more so than Brisbane at the moment.</p>
<p class="BodyCopy">Melbourne is less advanced than Sydney in its growth cycle, so has more time to run with price growth than Sydney does.</p>
<p class="BodyCopy">Both Hobart and Canberra have sparked to life recently on the back of improving local economies and are likely to continue heading in the opposite direction to Sydney.</p>
<p class="BodyCopy">Adelaide’s market is quite busy but is unlikely to deliver strong price growth, other than in selected pockets, because it lacks the economic and population growth impetus of other major cities.</p>
<p class="BodyCopy">Perth has been going backwards throughout the four years that Sydney has been advancing – and now, as Sydney fades, Perth is showing the early signs of recovery.</p>

As Sydney fades, Perth shows early signs of recovery: Hotspotting's Terry Ryder

<p class="BodyCopy">I’ve been charting to rise of regional markets throughout this year and it’s now a trend worthy of note by property watchers.</p>
<p class="BodyCopy">New South Wales and Queensland both have large numbers of growth markets outside the capital cities. Victoria has more than a few as well and even laggard states like South Australia and Western Australia are starting to show some life in their regional markets.</p>
<p class="BodyCopy">Perhaps the most significant trend is that NSW and Queensland have more growth markets in their regions than in their capital cities. This is a strong feature of the research I conducted for the Winter Edition of The Price Predictor Index.</p>
<p class="BodyCopy">The Sunshine Coast has more growth locations that any other municipality in Australia. When combined with neighbouring Noosa Shire, this region is the most upwardly-mobile market in the nation, in terms of trends with sales activity.</p>
<p class="BodyCopy">Noosa Heads and its neighbours have delivered little growth in the past decade but are now rising, with both sales levels and prices increasing. Noosaville is the local star: sales levels in the past two years, quarter by quarter, have been: 111, 124, 154, 156, 152, 162, 186 and 188. A little further south, Coolum Beach is also rising strongly.</p>
<p class="BodyCopy">But a regional challenger has emerged: following the merger of the Wyong and Gosford LGAs to form the Central Coast council area, this municipality is now the leading individual LGA in NSW: it has eight locations with rising markets, as well as 21 with steady sales performance.</p>
<p class="BodyCopy">Markets with forward momentum include Blue Haven, Gosford, Hamlyn Terrace, Point Frederick, Wyoming and Wyong.  Sales in Hamlyn Terrace have increased from 37 to 42 to 45 to 59 in the past four quarters.</p>
<p>The strength of the NSW Regional market has grown, with the number of rising markets increasing steadily in the past five quarters. In terms of growth in sales activity, NSW Regional has more to offer investors now than Sydney does.</p>
<p class="BodyCopy">While the Sydney market is past its peak and has relatively few growth markets compared to 2015, Regional New South Wales is rising, with the number of growth markets increasing from 30 to 49 to 51 to 55 to 61 in the past five quarterly surveys for The Price Predictor Index.</p>
<p class="BodyCopy">This is reinforced by other research, such as Time On Market statistics, which shows the fastest-selling locations in NSW are outside Sydney, in locations such as Newcastle, Gosford and the Blue Mountains.</p>
<p class="BodyCopy">The city of Newcastle, and the locations surrounding it (including the municipalities of Port Stephens, Lake Macquarie Maitland, Cessnock, Singleton and Muswellbrook) continue to be a stand-out region.  Jointly they have 17 rising markets, such as the Newcastle suburb of New Lambton, where sales have lifted from 44 to 49 to 59 to 61 to 63 in recent quarters.</p>
<p class="BodyCopy">Surrounding LGAs, such as Maitland, Cessnock and Port Stephens, all have growth markets. Hunter Valley locations like  Muswellbrook and Singleton continue to improve after the previous downturn caused by over-development.</p>
<p class="BodyCopy">There are still no challengers to Geelong‘s status as the No.1 market in regional Victoria. The City of Greater Geelong also has more growth suburbs than any of the LGAs of Melbourne. The Geelong economy is performing strongly and its property market thrives as a cheaper alternative to Melbourne.</p>
<p class="BodyCopy">But there are a number of other busy markets in regional Victoria, most of them just outside the footprint of the Melbourne metropolitan area. They include towns like Pakenham and Officer in the far south-east, as well as the Macedon Ranges and Mitchell LGAs north of Melbourne.</p>
<p class="BodyCopy">Usually the last place you’d expect to find multiple growth markets is regional South Australia, where there’s little in the way of economic or population growth. But several country regions of SA are rising, headed by the Goolwa district, where sales have risen from 76 to 88 to 110 in the past three quarters. Nearby Strathalbyn is also rising.</p>
<p class="BodyCopy">Similar growth patterns have been seen in the seaside town of Victor Harbor and the regional centre of Murray Bridge.</p>
<p class="BodyCopy">There are growing signs that some regional markets impacted by the resources sector have passed the worst and showing evidence of recovery.</p>
<p class="BodyCopy">Places where demand is rising again include NSW towns impacted by the coal industry (Muswellbrook, Singleton and Mudgee), WA centres for the iron ore and gas sectors (Port Hedland and Karratha), and Queensland towns impacted by coal (Emerald, Mackay and Moranbah).</p>
<p class="BodyCopy">There is, for example, a definite upward trend in sales activity in both Karratha and Port Hedland, although price levels remain extremely low, at a fraction of their boom-time levels. Port Hedland has seen its median house price fall from above $1 million to $370,000.</p>
<p class="BodyCopy">Investors should continue to be wary of buying in such places. Markets like this are always volatile and high-risk. Far safer to buy in regional cities with diversified economies, such as recovering Townsville in Queensland or Wagga Wagga, Dubbo and Tamworth in NSW.</p>

No challengers to Geelong‘s status as the No.1 market in regional Victoria

<p>The National Broadband Network is reviewing the pricing for Australia's $50 billion broadband network to address growing complaints by customers about internet speeds and quality.</p>
<p>The chief executive of NBN, Bill Morrow, said the company is facing an image problem. Telcos have complained that it was the NBN's pricing mode that was driving up their prices, while at the same time around 15 per cent of users were facing problems.</p>
<p>Morrow said he was reviewing the pricing model that could include measures to give disgruntled customers a better idea about the quality of the service they were paying for. </p>
<p>He said a "land grab" by retail service providers chasing market share was misleading customers about the speeds they were paying for, The Australian Financial Review reported.</p>
<p>"We have to take it seriously, it is causing reputational damage and it does need to get fixed and we are committed to working with the industry to get it fixed," said Morrow.</p>
<p>A review of the pricing model could include introducing "minimum assurance" standards for certain products, such as media streaming, to ensure customers were receiving a certain level of service. He said NBN was looking at a restructuring of the pricing mechanism.</p>
<p>"I am sympathetic with the many smaller retailers, in particular, who say I am stuck in this price war and I can't step up and raise my price to the end users.</p>
<p>"So, we are thinking can we restructure the CVC (Connectivity Virtual Circuit charge) and the AVC (monthly access charge) to have a minimum assurance of a certain quality of product ... do we introduce a media streaming product?"</p>
<p>NBN Co is in initial talks with broadband providers.</p>
<p>The CVC charge is the price NBN charges service providers for the bandwidth they want for their customers. The NBN lowered its its CVC charge to $15.25 per megabit per second from $20 per megabit per second in December last year. Under a new pricing model announced earlier this year, they will be able to get discounts based on how much CVC they purchase per end-user. </p>
<p>Morrow said most NBN problems were around two issues: slower-than-expected internet speeds reported by some customers and technical issues in connecting premises. About 15 per cent of NBN customers have complained about their connections.</p>
<p>Just a few days back, NBN Co’s chief network deployment officer Kathrine Dyer said no premises will be left unconnected by the time the rollout is completed in 2020.</p>
<p>Nearly 200,000 premises faced lengthy delays connecting to the network despite the fact that the NBN has been rolled out in their neighbourhoods.</p>
<p>Morrow said the number of complaints was rising as new network connections accelerated, but the overall percentage had fallen. It is activating about 40,000 to 50,000 new customers a week, which will increase even more as the project is targeted to be complete in 2020.</p>
<p>The NBN has been swamped with complaints from customers about speeds that they say are lower than what they used to get on ADSL. </p>
<p>When asked if the NBN had an image problem, he said: "I do [agree]….it is partly our fault. It is partly taken out of context because 85 per cent [of customers] are fine with this. It is the 15 per cent that is a large number because of the volumes we are dealing with. It is not just a lightly dissatisfied but a seriously dissatisfied service."</p>
<p>Australian Competition and Consumer Commission chairman Rod Sims said last week Telstra, Optus, TPG and Vocus could face legal action if they were found to have misled consumers about their NBN speeds.</p>
<p>"Most of the marketing attention is on price, not what kind of speed you are going to get," Morrow said, adding that 75 per cent of customers did not know what speed they were on.</p>
<p>"There is a land grab phenomena where retailers are chasing market share and classically during a land grab phase you get more discussion on price and less discussion about quality."</p>
<p>He said NBN was working on installation problems, particularly issues around an existing provider cutting off a customers' service before they were connected to the NBN. </p>

NBN chief admits to image problem, will review pricing

<p>Asking prices in Sydney nevertheless moved higher than a month earlier, both for houses and units. </p>
<p>Nationally total listings are -4.3 per cent lower than a year ago, however, driven by excessive annual declines in the firing Melbourne and Hobart housing markets. </p>

<p>Both monthly and annual listing numbers are also now in decline in Perth, suggesting that it's only a matter of time now before prices begin rising again in Western Australia, especially in light of the commodity markets rebound. </p>
<p>Listings in Melbourne have now broadly fallen from ~50,000 to ~30,000 since 2012, with listings a massive -15.3 per cent lower year-on-year, suggesting that house prices will continue to surge in the Victorian capital. </p>

<p>In Hobart listings have plummeted some -20.2 per cent lower since August 2016, with now just 2,520 listings across the entire capital city market and a surfeit of willing buyers, both locally and from interstate.</p>
<p>House prices are recording gains of ~15 per cent per annum across Greater Hobart.</p>
<p>Simon Pressley, founder of Propertyology, notes that gains in inner metropolitan Hobart have been tracking at closer to ~20 per cent per annum.  </p>
<p>Supply sluggish</p>
<p>Hobart is a relatively small capital city of about 225,000 persons. </p>

<p>Normally, one would associate such a rapid run-up in demand and house prices with a decisive supply response.</p>
<p>Hobart is not a mainland city, however, and some larger developers may be a little more reluctant to get involved, due to logistics and cost.</p>
<p>To date the increase in dwelling approvals has been muted to say the least, suggesting that the Hobart price boom will likely continue well into 2018. </p>
<p>SQM sees more first homebuyers entering the market in New South Wales and Victoria, drawn in by first homebuyer grants, but more stock likely to be hitting the market too.</p>
<p>GDP to be solid</p>
<p>In other news, the current account deficit widened in the second quarter to $9.6 billion on weaker commodity prices - albeit from a tremendously improved position - while net foreign debt declined for another quarter. </p>
<p>Exports exceeded imports, however, and are expected add +0.3 percentage points to GDP growth when the national accounts are released today.</p>
<p>Furthermore there was a very strong +2.2 per cent increase in public demand, set to add another +0.5 percentage points to GDP. </p>

<p>Thus, despite the significant drag from inventories, Westpac now expects quarterly GDP growth to be around +1 per cent. </p>
<p>And with a negative quarterly print to drop off in due course, GDP growth now seems likely to surge into the end of 2017.</p>
<p>One other interesting point of note for the phantom rate hike brigade to take note of, the Reserve Bank Governor noted in his dinner speech that the Board had considered the merits of lower rates still, but appears to have held off to allow the heat in the Sydney housing market to ease (which it now has). </p>

Hobart mounts full-scale property boom

<div>There have been many predictions of a Melbourne property crash over the past decade.</div>

<div>The crash was variously to be triggered by Baby Boomers retiring, China, falling iron ore prices, the mining cliff, spiralling bank funding costs, slowing population growth, apartment oversupply, budget deficits, the loss of the AAA-rating, rising unemployment, higher interest rates, the Ebola virus, and dozens of other things. </div>

<div>I've been pretty bearish on a few of these points myself - in particular I worried about the overbuilding point a few years back. </div>

<div>And yet, Melbourne's housing market is powering on harder than ever. </div>

<div>One of the biggest hurdles in recent months has been how the housing market would respond to additional levies on foreign investors and a crackdown on interest-only loans domestically.</div>

<div>July's housing finance figures delivered an emphatic answer: record homebuyer commitments of $6.12 billion in a single month, for a crunching +12 per cent year-on-year increase. </div>

<div>Median asking rents for apartments in Melbourne are now about +12 per cent higher over the past 3 years, according to SQM Research, while asking rents for houses have increased by about +11 per cent. </div>

<div>Unlike Sydney, Melbourne has affordable suburbs, and this is even helping to attract migrants internally from the harbour city.<br><br>One of the most vociferous property bears of the past decade, Philip Soos of LF Economics, now predicts that the next property correction won't happen for another 9 year, in 2026 (not that I'd reach too much into that). </div>

<div>The global economy generally looks set for a stronger period ahead, with all regions now delivering growth. </div>

Melbourne property correction nowhere to be seen: Pete Wargent

<p class="BodyCopy">The slow and inevitable fade of the Sydney market is happening in concert with a rise in New South Wales regional markets.</p>
<p class="BodyCopy">Hotspotting’s monitoring of sales activity shows there are growth markets across the state – indeed Regional NSW now has more upwardly-mobile markets than Sydney does.</p>
<p class="BodyCopy">The Newcastle region and the Central Coast stand out, as markets a little north of Sydney head a strong NSW Regional sector.</p>
<p class="BodyCopy">While the Sydney market is past its peak and has relatively few growth markets compared to 2015/2016, Regional New South Wales has risen.</p>
<p class="BodyCopy">Our Spring survey has identified almost 50 regional towns or suburbs with rising markets – a little down on the number revealed in the Winter report, but still very strong.</p>
<p class="BodyCopy">I’ve observed previously that Newcastle and the regions surrounding it have provided the stand-out precinct in Regional NSW.</p>
<p class="BodyCopy">This remains the case, but with a new market leader - the Lake Macquarie LGA on the fringe of Newcastle.</p>
<p class="BodyCopy">This municipality has five suburbs where sales activity is rising steadily and six others with steady sales performance. Growth suburbs include Belmont North, Edgeworth, Macquarie Hills, Toronto and Warners Bay.</p>
<p class="BodyCopy">Nearby LGAs (including the municipalities of Port Stephens, Newcastle, Maitland, Cessnock, Singleton and Muswellbrook) all have busy sales activity. </p>
<p class="BodyCopy">Jointly the Newcastle/Hunter region has 19 growth markets (up from 17 three months ago).</p>
<p class="BodyCopy">To illustrate what some of these markets look like, dwelling sales in Cessnock have been 65, 67, 84, 90, 96 and 101 in the past six consecutive quarters. This kind of pattern inevitably delivers price growth – and the median house price for Cessnock has increased 13% in the past 12 months.</p>
<p class="BodyCopy">Hunter Valley locations like Muswellbrook and Singleton continue to improve after the previous downturn caused by over-development and a downturn in the coal industry.</p>
<p class="BodyCopy">Following the merger of the Wyong and Gosford LGAs to form the Central Coast council area, this municipality is now a significant market in Regional NSW.</p>
<p class="BodyCopy">It has four rising locations, but 24 with steady sales performance (many of them what we called “plateau” markets, where sales have levelled off a little below the peak), which indicates this market overall is strong but past its best.</p>
<p class="BodyCopy">On the south coast of NSW, both Batehaven and Tuross Head in the Eurobodalla LGA have growth markets.</p>
<p class="BodyCopy">Queanbeyan on the ACT border continues to excel as an affordable growth alternative to Canberra. Others to stand out as above-average growth markets in Regional NSW include Bathurst, Dubbo, Taree, Tuncurry and Gunnedah.</p>
<p class="BodyCopy">Tamworth, Orange, Goulburn, Ballina and Wagga Wagga all have solid markets with steady sales activity.</p>
<p class="BodyCopy">Areas which were among the Regional NSW growth stars previously, but have now levelled out with plateau markets, include locations close to Sydney which caught a ripple effect from the capital city boom: Wollongong, Blue Mountains and the lifestyle towns of Wingecarribee Shire (the Southern Highlands).</p>
<p class="BodyCopy">Other previous growth stars now past their peaks include Port Macquarie and Coffs Harbour.</p>
