For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.

It's an unusual legacy of what was once one of Sydney's highest-profile apartment remediation projects. When the development, originally known as Skyview and built by disgraced developer Top Place, came under scrutiny by then NSW Building Commissioner David Chandler, an $11 million remediation bond was negotiated to ensure any building defects could be fully rectified.

The building underwent an 18-month remediation program, during which around $4 million of that bond was spent bringing the building up to the standard it should have been in from the outset.

After extensive inspections, all active rectification orders have been lifted. What's more, around $7.2 million remains secured for the Owners Corporation for the next 15 years.

In a twist few would have predicted, what began as a significant concern for purchasers has left the building with something almost unheard of in the apartment market: a multi-million-dollar financial reserve from day one.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Six-monthly increases will still be allowed for agreements entered into before 19 June 2019 that are:

More than 130 reforms to the Residential Tenancies Act 1997 were passed in the Victorian Parliament in 2018.
Some were selected for early implementation this year, with the remaining reforms to be fully implemented by 1 July 2020.

Victoria restricts rent increase frequency to 12 months

The building of inner city apartments in Melbourne and Sydney has slowed to a dangerous level, according to The Australian columnist, Robert Gottliebsen.
He suggests governments are making the looming unit shortfall worse.
"Not only is substantial employment and business activity at stake in both states, but in Sydney the NSW government has dreamt up an unbelievable plan that will halt apartment construction in many areas, potentially for years," he wrote.
He says apartment building has slowed dramatically because communities and councils across the city are making it as hard as possible for high density living projects to find a way through the approval processes.
"Normally such decimation of an industry is caused by demand, but in June 2019 demand is not the problem."
The supply in both cannot be generated to meet looming demand.
He noted at the moment in both cities there is excess supply but demand momentum helped by the return of Chinese to the market has already lifted Sydney apartment prices by 10% after they had fallen by 20 to 30%.
"During 2020 the demand-supply ratio will change markedly."
In both Sydney and Melbourne it takes about three years for a development to get through the approvals, while in other states the apartment approval process takes less than a year, he said.
In Sydney the current approval mess means that production of apartments is now down 40%.

Agri-logistics is emerging as a growth sector of the Australian real estate market, with more than $1.5 billion worth of assets changing hands over the past two years. 
CBRE Director of Agri-Logistics, Stephen Caffery, said the sector was attracting greater institutional investment, underpinned by the strength of Australia’s industrial, logistics and agricultural markets.  
“On the back of a buoyant industrial &amp; logistics sector, recent free trade agreements, Asia’s investment appetite and capacity for Australia’s agriculture industry to produce high value food and fibre products, there has been a sharp upturn in investment in the sector,” Caffery said.
“Agri-logistics has all the ingredients to become the standout investment class in Australia over the next decade. The sector is the backbone that supports Australia’s $60 billion farm gate production industry each year.
“All of Australia’s agricultural products, at some point, will need to be processed, value-added, stored and transported for either domestic consumption or export markets.
“Investing in these supply chains represents an enormous opportunity for investors looking for long term secure cashflows in assets that are defensive in economic downturns.” 
Highlighting the increased investment in the sector, CBRE is marketing two high quality food manufacturing facilities located in one of Melbourne’s premium South Eastern locations, Braeside.  
The properties located at 91-97 Woodlands Drive (pictured above) and 223-225 Governor Road (pictured below) provide a lettable area of 15,450 square metres.

“As a result, they provide a high degree of underlying security for long term, passive investments outside core industrial locations.”
This follows several major transactions in the sector over the past two years including Charter Hall’s $207 million acquisition of the Ingham’s portfolio, comprising 27 poultry supply chain assets in December 2019, and Qualitas’ $388 million sale and leaseback of Allied Pinnacle’s portfolio of 10 grain handling and food processing facilities in March 2018. 
Caffery said agri-logistics assets located outside of traditional industrial heartlands would continue to present attractive opportunities for investors. 
“Agri-logistics assets that are strategically located to maximise supply chain efficiencies represent an outstanding opportunity for investors.
“Taking beef feedlots for example, to operate an efficient supply chain, it makes economical sense to construct feedlots close to reliable grain growing regions, rather than processing facilities to reduce transport costs.”

Agri-logistics emerging as Australia’s next property growth sector

National property fund manager Primewest has secured major international engineering firm Fugro to one of its West Perth buildings.
The deal is for more than 3000 square metres at 1060 Hay Street.
Fugro are coming from two sites – the Alluvion building in the Perth CBD and a suburban office site in Balcatta. 
Primewest’s in-house leasing manager Jemma Hutchinson (pictured above) said the aim of successfully future proofing the West Perth asset had been achieved by a combination of proactivity, creativity, thinking outside the box and working with the existing and potential tenants.

The Sydney industrial property market performed strongly in 2018 and will be an even more exciting market to watch in 2019, according to a recent Herron Todd White commercial report. 
There was a notable increase in demand in Sydney’s industrial market during 2018, driven by a number of factors including a strengthening economy coupled with low interest rates. 
Demand was influenced by residential infill re-zonings in traditional industrial precincts close to the Sydney CBD, airport and ports, prompting a flight from inner city areas to more outlying precincts and a chase for yields and capital growth. 
Examples of this include the Alexandria and Mascot areas and the Lower North Shore where land is being rezoned and traditional industrial users need to look further afield for good quality premises.
An Alexandria high functional freestanding commericial facility has been listed for lease with a price of $290 to $525 per sqm.
Located at<a href="https://www.realcommercial.com.au/property-industrial+warehouse-nsw-alexandria-503125458" target="_blank"> 29-31 O'Riordan Street</a> (pictured above), the property features flexible configurations up to 5,000sqm, ample car parking and extensive frontage. 
"Despite the declining residential market and the slowing of the residential development sector, we anticipate that some of these factors will continue to drive demand for industrial space, particularly in the first half of 2019. Many tenants and owner-occupiers alike are experiencing difficulty finding well located, good quality industrial space, a trend we expect to continue this year.

"In particular, we expect that demand levels will remain reasonably strong in well-located industrial precincts with good connectivity to major transport routes and ease of access to regional business centres including Liverpool, Campbelltown, Parramatta, Blacktown and Penrith. Such precincts include Wetherill Park, Silverwater and Seven Hills.
"In 2019, we expect yield compression to stabilise and display a more subdued rate than was evident in 2018. Industrial properties are currently sold subject to relatively low yield rates, currently generally sitting between four and seven per cent. We consider that these low yields will continue for much of 2019," states the valuation firm. 
The report notes average prime grade industrial rents in Sydney remained somewhat subdued in 2017 and to an extent in 2018, when increases only seemed to appear in the later part of the year. 
"However, with the increased demand for industrial facilities and a lack of stock, we anticipate rents to grow in 2019, particularly in well located precincts that offer ease of access, transport or proximity to the CBD and ports," says the valuation firm. 
A continued lack of land supply will see premiums paid for vacant land and under-improved sites.

"We continue to follow with anticipation the progress of the Western Sydney Airport. To date, staging works, some roads and clearing has been done. Further work is currently underway. 
"We watch this area keenly as we consider it will have a real impact on the local industrial market, especially as we get closer to the completion of the site and even now, as more and more businesses look to firm up their strategic positions for the future.
"We consider that 2019 will still see some opportunities in the market. The lower end of the market, particularly well located strata units, still present some good opportunities for both rental return and capital growth in the long term. At the other end, investors with a bigger budget will benefit from the increasing rental returns," says the valuation firm.
A high exposure corner site near Western Sydney Airport has been listed for lease with a price of $2,000 per week.
The corner site at<a href="https://www.realcommercial.com.au/property-industrial+warehouse-nsw-badgerys+creek-503082414" target="_blank"> 10 Martin Road, Badgerys Creek</a> (pictued below) includes 3 bedroom house and 130sqm shed/garage.
It's close to all the Western Sydney aerotropolis infrastructure construction.

The industrial market in Sydney started off on a strong note in the first quarter of 2019, particularly in the sub $10 million price bracket. The most notable larger sale (missing 2019 by one day) occurred on 31 December 2018 in South Granville. The sale represented an increase in value from around $16 million in 2014 to $24 million in 2018.
