<a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> has lodged plans for a $750 million, three-tower mixed-use precinct that would complete the long-running redevelopment of Carlton's former Carlton United Breweries site.

The proposal at <a href="https://www.apartments.com.au/new-apartments/185-195-queensberry-street-carlton-vic-3053">46-78 Bouverie Street and 185-195 Queensberry Street</a> spans a 6,468 sqm site, the last remaining undeveloped parcels within the former brewery's 2007 masterplan.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the development will comprise two purpose-built student accommodation towers and a third build-to-sell apartment tower above a shared commercial podium and basement.

Across the three towers, SP Setia is proposing 606 build-to-sell apartments and 1,499 student accommodation units containing 2,009 beds.

The apartments will sit in the tallest tower, which will rise nearly 200m and 55 storeys. It will become&nbsp;one of the more substantial new build-to-sell apartment projects at the northern edge of Melbourne's CBD.

The apartment mix is weighted toward smaller inner-city product, with 188 studios, 206 one-bedroom apartments, 192 two-bedroom apartments and 20 three-bedroom apartments

Part of the precinct will be a large-scale&nbsp;3,684 sqm supermarket and a further 2,198 sqm of speciality retail, creating close to 5,900 sqm of new commercial space within the precinct.

But one of the biggest components of the proposal is what sits between the buildings.

Around 4,650 sqm, or roughly 72 per cent of the site, will be publicly accessible open space, incorporating plazas, pedestrian connections, landscaped laneways and retail spill-out areas.

The ground plane is intended to finally complete pedestrian connections envisaged when the CUB masterplan was first approved nearly two decades ago, stitching together Victoria Street, Queensberry Street, Bouverie Street and Swanston Street through the former brewery precinct.

Urbis said the development would "complete the CUB precinct", with the public realm providing important north-south and east-west connections through what is currently the final undeveloped portion of the masterplanned site.

SP Setia is also exploring a new linear park within the Bouverie Street road reserve, with the concept to be developed further with the City of Melbourne through the planning process.

The proposal is being pursued through the Victorian Government's Development Facilitation Program under Clause 53.23 for significant residential development with affordable housing.

The planning report acknowledges the proposed heights exceed those contemplated under the original Comprehensive Development Plan and masterplan, but argues the built-form context has changed considerably over the past two decades.

Urbis said the three towers would instead create a stepped transition between Carlton and the Hoddle Grid, rising progressively from the 94.1-metre Tower One along the Queensberry Street edge to the 199.44-metre Tower Three closer to the established CBD-scale buildings to the south.

SP Setia plans to deliver the development across three stages.

Stage One would deliver the basement, podium and retail areas for the entire precinct alongside the first student tower. Tower Two would follow in Stage Two, before the 606-apartment Tower Three is delivered as the final stage.

If approved and delivered, the project would close out a redevelopment process that has been underway since the former brewery masterplan was approved in 2007, adding more than 2,600 student beds and apartments to a precinct already home to Swanston Central, the Barak Building, RMIT Design Hub and several large student accommodation developments.

SP Setia plans three-tower finale for Carlton’s former CUB precinct

Melbourne developer Lowe Living is seeking to add to its growing bayside apartment pipeline, filing plans for a boutique eight-residence development in tightly held Middle Park.

Lowe Living, which has built much of its development portfolio across Melbourne's affluent bayside and south-east suburbs, is behind the plans for the 730 sqm site at <a href="https://www.apartments.com.au/new-apartments/123-125-erskine-street-middle-park-vic-3206">123-125 Erskine Street</a>, just off Armstrong Street and within the Armstrong Street Neighbourhood Activity Centre.

The developer is seeking approval for a five-storey residential building above two basement levels, with just eight large-format apartments and 18 car spaces.

“This is a deliberately very different proposition for us,"&nbsp;Tim Lowe, Co-Founder of Lowe Living, said.

"Eight residences is exceptionally boutique, but that's precisely what this site calls for.

“There is a strong community in Middle Park and the surrounding suburbs who have spent decades building a life here. They no longer want the maintenance of a large period home, but they aren't prepared to compromise on space, quality or location. We think there is a real opportunity to capture that hyper local market. A site like this rarely comes to market.”

The low-density proposal has been designed by Cera Stribley and is being progressed through the Victorian Government's Great Design Fast Track pathway, having already secured eligibility from the Minister for Planning.

The Office of the Victorian Government Architect supported its eligibility after finding the proposal demonstrated consistency with the program's seven design principles, while the project's financial feasibility has also been independently confirmed by Invest Victoria.

The project is targeting the downsizer market, with the planning documents describing the homes as larger-format residences and noting the two penthouses could otherwise have been configured as four separate apartments.

The site has dual frontage to Erskine Street and Canterbury Place and currently comprises a collection of commercial buildings used as offices, including a former heritage bakehouse, a former stable, a later gabled addition and a central courtyard.

It sits within the Commercial 1 Zone and the Armstrong Street Commercial Precinct heritage overlay, with the existing property classified as a contributory heritage place.

Heritage has subsequently played a significant role in Cera Stribley's design.

The front section of the former bakehouse facing Erskine Street will be retained, including its return walls, street-facing hipped roof and chimneys, while the Erskine Street façade and part of the western return wall of the former stable will also be incorporated into the new development.

Levels four and five will be set back five metres from the retained stable façade, while bricks removed through demolition are proposed to be salvaged and reused within the new building where possible.

Rather than presenting as a single five-storey building to Erskine Street, Cera Stribley has broken the development into a series of distinct forms.

A three-storey infill element will sit between the retained bakehouse and stable façades, with the upper levels recessed behind the heritage fabric. Canterbury Place will similarly feature two three-storey podium forms, separated by a central pedestrian accessway, before the upper two levels step back from the street.

A pedestrian through-link will run through the centre of the project between Erskine Street and Canterbury Place, creating entrances from both sides of the site and introducing landscaping and communal areas through the ground plane.

Landscape architect Acre has designed planting across the ground level, private terraces and upper levels, including a feature canopy tree at level three and integrated planting and arbours across the level four terraces. Five existing Erskine Street trees are proposed to be retained.

Sustainability is also a significant component of the Great Design Fast Track application. The apartments are targeting an average eight-star NatHERS rating, with no residence below 6.5 stars, while the project has achieved a 75 per cent BESS score. Seven of the eight apartments are designed for cross-ventilation, with the remaining residence using mechanically assisted natural ventilation.

The plans also incorporate an 8kWp rooftop solar system, a 5,000-litre rainwater tank and infrastructure allowing future electric vehicle charging for every residence.

Lowe has a strong portfolio across Melbourne's blue-chip suburbs. The development would replace the site's existing collection of low-scale residential and commercial buildings with a single consolidated building, introducing significantly greater housing density to this part of Centre Road.

A retail tenancy is proposed at ground level to activate the Centre Road frontage, accompanied by transparent street interfaces and landscaping intended to create a more pedestrian-focused edge to the development.

Biophilic and passive design principles extend through the residential levels, with planting, daylight, natural ventilation and views towards landscaped areas forming part of the amenity strategy.

Parking would be concentrated away from the public realm, with 145 car spaces proposed from the rear laneway rather than dominating the Centre Road frontage.

The proposal follows an extensive pre-application process with the City of Monash. Three formal meetings were held between the project team and Council from December 2025 to March 2026, with the scheme evolving through several concept iterations before the current design was lodged.

The project arrives as Clayton prepares for substantial change around its established activity centre and the wider Suburban Rail Loop precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

For most Australians, buying an apartment is one of the biggest financial decisions they'll ever make

The location, floorplan and price are often the first considerations, but in recent years another question has become increasingly important: who is actually delivering the project?

A series of high-profile builder collapses, construction delays and defect concerns have fundamentally changed how many Victorians approach buying off the plan. The collapse of Porter Davis in 2023, which reportedly left around 1,700 homes unfinished, became one of the most visible examples of the risks that can emerge when a construction company fails. <a href="https://www.equifax.com.au/sites/default/files/lpassets/pdf/Final-Business-Market-Pulse-June-Sector-Deep-Dive-Report-2.pdf">Similar challenges across the broader construction sector</a> have left buyers asking more questions before signing a contract.

As Victoria continues encouraging higher-density housing to address supply shortages, transparency is becoming just as important as location or price.

One tool increasingly entering the conversation is the <a href="https://icirt.com/">Independent Construction Industry Rating Tool (iCIRT)</a>, an independent assessment framework designed to help buyers better understand the developer or builder behind a project. Originally developed by Equifax in consultation with government and industry as part of NSW's Construct NSW reforms, the system has since expanded nationally.

<h2 data-end="1519" data-section-id="7nmx3" data-start="1492">What is an iCIRT rating?</h2>

Most Australians are familiar with independent ratings in everyday life.

We compare ANCAP safety ratings before buying a car. We look at Health Star Ratings in supermarkets. Banks rely on credit assessments when lending money.

Until recently, however, there has been very little independent information available to help apartment buyers assess the business responsible for delivering a residential project.

That gap is what iCIRT was designed to address.

Builders, developers and other construction professionals with an iCIRT rating have demonstrated high-trust characteristics through an independent, evidence-based assessment across six criteria: Character, Capability, Conduct, Capacity, Capital and Counterparties. This involves a rigorous review of financial health, past project track record, and ethical conduct. Crucially, an iCIRT rating could help provide property buyers with confidence that they are working with a professional who has demonstrated the capability, capacity, and willingness to return and rectify issues.

Importantly, iCIRT is not a recommendation to purchase a particular property, nor is it a traditional credit rating. It is an independent assessment framework designed to provide objective information about a construction business using a <a href="https://icirt.com/sites/default/files/2025-08/iCIRT-Methodology-Issue1-May-2021.pdf">published methodology</a>.

The system has been widely adopted in New South Wales, where more than one-third of medium and large residential builders and developers now hold an iCIRT rating, representing over two-thirds of the state's residential building market by value as of 2025/26.

<h2 data-end="3126" data-section-id="h6ohtj" data-start="3084">Why buyers are doing more due diligence</h2>

For many buyers, particularly those purchasing off the plan, the biggest risk isn't whether they'll like the kitchen finishes.

It's whether the project will be delivered on time, to the expected quality, and by a company capable of completing the development.

<a href="https://icirt.com/sites/default/files/2026-07/iCIRT%202025%20Consumer%20Survey%20Report%20v05.pdf">Consumer research commissioned by iCIRT</a> found more than half of respondents believed current protections do not adequately safeguard buyers from builder insolvencies or defective projects. Other research found 88 per cent of prospective buyers would seek independent ratings or due diligence before purchasing, while 90 per cent said trust in construction professionals is essential.

That doesn't mean buyers should rely on a single rating alone.

Independent legal advice, understanding the contract, and seeking financial advice all remain important parts of the due diligence process.

However, an independent assessment can provide another source of information alongside those traditional checks.

<h2 data-end="4138" data-section-id="pquzxc" data-start="4094">Trust is becoming a competitive advantage</h2>

The conversation isn't only changing for buyers.

Developers are also recognising that trust has become an increasingly important part of the sales process.

Five years ago, purchasers typically asked about floorplans, finishes and settlement dates.

Today, sales teams are increasingly being asked about the developer's experience, financial stability, previous projects and construction partners.

For companies with strong governance and established delivery records, an independent iCIRT rating provides another way to demonstrate those credentials before buyers even visit a display suite.

According to Equifax, the assessment can also help businesses drive sales and <a href="https://icirt.com/resources-for-business/icirt-rating-helps-scion-secure-high-value-projects">secure high-value projects</a>, as well as identify operational improvements and <a href="https://icirt.com/resources-for-business/mirvac-reinforces-brand-trust-and-quality-independent-icirt-rating">attract top talent</a>.

<h2 data-end="4962" data-section-id="1j54ng5" data-start="4912">Beyond buyers: lenders are paying attention too</h2>

The influence of independent construction ratings is also extending beyond consumers.

According to Stamford Capital's Real Estate Debt Capital Markets Survey, an increasing number of lenders now incorporate iCIRT ratings into their due diligence processes when assessing residential development finance applications.

The survey found lender adoption has continued to rise, with many respondents saying independent assessments provide additional insight into governance, counterparties and delivery capability beyond traditional financial analysis. Some lenders also reported declining funding applications where businesses had poor or no ratings.

As construction costs remain elevated and access to development finance becomes more selective, demonstrating credibility is becoming increasingly valuable.

<h2 data-end="5801" data-section-id="1qazuxs" data-start="5772">What it means for Victoria</h2>

Victoria's apartment market is entering a new phase.

The state is seeking to accelerate higher-density housing while simultaneously introducing reforms aimed at improving confidence in residential construction.

For buyers, that means there are more tools available than ever before to research the businesses behind a project.

For developers, it signals that transparency is becoming another point of differentiation in an increasingly competitive market.

Buyers are asking more questions than ever before and increasingly expecting independent information, not just marketing material, before making one of the biggest financial commitments of their lives.

Warren Buffett is arguably the greatest investor of all time. He has a great track record of creating and maintaining his wealth through share investments, but many of his principles also apply to property investors. So let’s look at some of Buffett’s investment principles and see how we can apply them to our property investing.
 Adhere to a proven strategy.
Buffett’s success has often been put down to his extraordinary patience and discipline, never deviating from his proven investment strategy even when faced with short-term changes in the market.
 This is a great lesson for property investors, as most don’t have a plan or adhere to a proven strategy. In fact, many investors spend more time planning their next holidays than they do planning their financial futures.
 If you don't have an investment strategy to keep you focused, how can you hope to develop financial independence? It's too easy to get distracted by all the "opportunities" various interests keep spruiking. Unfortunately many of these supposed opportunities don't work out as expected. Look at many of the investors who bought off the plan or in the next "hot spot", only to see the value of their properties underperform.
 Invest counter-cyclically.
Buffett is a renowned counter-cyclical investor, advising: “We attempt to be fearful when others are greedy and to be greedy only when others are fearful.”
This is also the investment strategy of many successful property investors and has proven to be a winning formula for many who invested in property last year, when many predicted that property prices would fall further. So be sceptical of conventional wisdom – not because the crowd is always wrong, but because the crowd is always late.
Sometimes it’s best to do nothing.
A great quote from Warren Buffett is “The trick is when there is nothing to do, do nothing.” Yet many investors get itchy feet and want to do more, put another deal together or buy another property. There are stages in the property cycle and times in your investment journey when it is best to sit back and wait for the right opportunities, because wealth is the transfer of money from the impatient to the patient.
Specialise, don’t diversify.
Buffett has adopted a focused investment philosophy, investing the bulk of his funds in a few companies. However, most advisers suggest diversifying. This is really just playing the game of investment not to lose, rather than playing the game to win, and leads to average results.
A successful investor specialises. He or she becomes an expert in one area or niche and reproduces the same thing over and over again, getting great results.
Invest for value.
Buffett is a value investor who says: "It's far better to buy a wonderful company at a fair price than a fair company at a wonderful price," and it’s the same with property. Lock in your profits by buying the “right property” – one that will outperform the averages in the long term because of its scarcity or the potential to add value.
In today’s flat property market bargains abound, but they don’t necessarily represent good long-term investments. Rather than buying a cheap property, buy the best property you can afford. Remember, the price you pay for a property isn't the same as the value you get. Successful investors know the difference.
 
Invest for the long term.
Even Buffett can't predict which way the markets will move in the short term, and he is quite certain no one else can either. So instead, he takes a long-term view of the market, saying if you don't feel comfortable owning a stock for 10 years, you shouldn't own it for 10 minutes.
 Similarly, those investors who have created wealth out of property take a long-term view. This doesn’t mean buy and forget – you should regularly reviewing your property portfolio.
When was the last time you checked to make sure you were getting the best rents or that your mortgage was appropriate for the current times? Maybe it's time to refinance against your increased equity and use the funds to buy further properties?
And sometimes it is appropriate to consider selling an underperforming property to enable you to buy a better investment.
 
Don’t invest in anything you don’t understand.
During the boom years investors’ hunger for high returns took them into exotic terrain, whether they realised it or not. Promoters often promised large profits using opaque schemes, and the same has been happening in the last year or two from a new breed of property pretenders.
Warren Buffett never invests in anything he doesn’t understand – neither should you.
 Manage your risks
Many investors don't fully understand the risks associated with property investment and therefore don't manage them correctly.
 One common error is not having sufficient financial buffers to see them through from one property cycle to the next. Smart investors have financial buffers in their lines of credit or offset accounts to not only cover their negative gearing but also to see them through the down times like we’re currently experiencing and through times of increasing interest rates.
 Savvy investors don't only buy properties; they but themselves time.
 Another way smart investors minimise risk is to buy their properties in the correct ownership structures to legally minimise their tax obligations and protect their assets.
 A final lesson from the master is that bad times will come and go with surprising frequency over our investing lifetimes, but if we have a plan and stay focused on sound financial strategies, we can gain financial independence through prudent investing.

Even in a buyers’ market it is still possible to buy badly. You can buy the wrong home for your family, or you can commit the lesser but still significant sin of paying too much for a home.
Why is paying too much a sin?  Because it not only lessens your capital growth, it also puts more of your disposable income towards your mortgage.
What if I promised you a free family holiday in Europe each year for the next 20 years or agreed to pay your children’s school fees until they have left the most expensive private schools?
That’s what you’d be losing if you paid $3,200,000 for a home that you could have bought for $2,900,000. Over the life of a 20-year loan you would need to pay back approximately $580,000, or $29,000 per year (after tax) assuming an average 7.5% interest rate. That’s an overseas holiday or fees for two kids at private school.
Paying too much upfront means your capital growth will be lower too. Our investment division has the constant challenge of explaining to firs- time investors that the price tag of a home is not always the start point for capital growth – the market value is.
Take the example of paying $2,100,000 for a home that you could have negotiated down to $1,800,000 in this buyers’ market. If you sold the property in seven years for, say, $3,600,000, your capital growth would be 100% if you’d originally paid $1,800,000, but only 72% if you’d paid $2,100,000. Do that a couple of times, and the smart buyer gets to keep a free home and the not-so-smart buyer gets to keep a big mortgage.
Want some more evidence that this is a buyers’ market in which you should be able to negotiate a better price?  Here are three big stats that show the May 2011 million-dollar-plus market is a buyers’ market:
Clearance rates – these have dropped into the 40% and 50% levels at auctions. That means that abouut half the homes currently up for sale can’t find anybody to agree with the seller on price.
The Weekly Review Bidderman – This stat is derived from the 30 auctions we attend each week. It’s a simple count of all the bidders who bid divided by the number of auctions, giving a measurement of underlying demand for what is on offer. With Bidderman currently around one, i.e. an average of just one bidder per auction, you can see that there ain’t a lot of leftover bidders for the next home.
Lone Ranger Auctions – Single-bidder auctions are currently the most common type of auction, at one in three auctions. This is why buyers need to be on firm foundations in terms of price.
What those three stats tell us is that there is little group consensus on price right now, which makes it all too possible to overpay.  It also makes possible to miss a bargain. Sellers sometimes get prices too low as well.
Even professionals can get it wrong, as this personal story shows: I sold one of my own investment properties during the GFC. I’d bought a ripper little investment in Brighton, but it had put me out of my comfort zone and I decided to get rid of another investment home I’d owned for around 10 years at 13 Durrant Street, Brighton, Victoria. It failed to sell at auction (I wanted too much), I got the squeeze and despite everything I knew, because I was emotionally involved I let it go in the $800,000s a couple of months later. If I’d sold a year either side of that, either 2007 and 2009, it would have gone for more than $1 million. Shows how much easier and better it is to deal with others than your own.
The point is that this market is a great market to buy in if you have a longer-term view, have found the right home and you have a good plan, good strategies and good execution. But you can pay too much for a home in this market, and for most of us that doesn’t makes sense.

Don't buy badly

Just because we’re in a buyer’s market, with some great opportunities to buy good properties well, don’t think that means you have the upper hand when it comes to bidding at auction.
Many first-time buyers think an auction is a matter of turning up and “winging it”. But when you are bidding on a home, you are not just competing against other buyers. You are also bidding against the agent, whose job is to maximise the selling price for his client. You will often be up against a collective brains trust of three or four, and the agents will probably know who you are, what you have already bid on and what you’re likely to do at the auction.
And lately we have been seeing too many examples where buyers are making it especially easy for skilled agents to do their job.
 Take this scenario we witnessed a couple of weekends ago, which highlighted what a skilled agent can do even in a buyer’s market when presented with an inexperienced and overenthusiastic buyer.
 The house was a lovely little single-fronted at 48 Emo Road, Malvern East, in one of my favourite family and <a href="https://www.marketnews.com.au/tag/investment/" title="Posts tagged with Investment">investment</a> areas, the Ardrie Park precinct. The property was middle of the road in terms of quality, with plenty of space inside and outside and good flow. The agent  was Peter Bennison of Marshall White, a seasoned operator who showed his stripes and his skills to perfection on this particular day.
 
The house had been quoted at a very reasonable $890,000 to $950,000, so even Peter was a little shocked when a strong and emotional opening bid came in at $950,000. The rest of the 100-strong crowd seemed stunned into silence as Peter tried, with no avail, to elicit further rises of $10,000.
 
Repairing inside for a strategic half-time break to consult with the no doubt ecstatic vendor, Peter returned to tell the crowd that the property would be passed in to the highest bidder if there were no further bids. After a pause, a second bidder piped up with an extra $10,000. Back like a shot, eagerness written all over his face, the original bidder responded with a crowd-hushing $1 million.
 No one else was prepared to go any higher than that one, so the bidder was taken inside to negotiate a final price with the vendor. A few minutes later a final result of $1.15 million was declared.
 How did that happen? Why didn’t the bidder ask outside whether the property was “on the market” (over the vendor’s reserve price)? If he had, the final negotiation would have happened out there on the pavement instead of inside. Maybe the price would have gotten up to $1,150,000 anyway – who knows? At least it would have happened openly and transparently, which is what auctions are good for. But the bidder had made his enthusiasm so completely clear that the agent was able to play him like a violin.
I don’t want to be critical of the bidder. There are worse “sins” in home buying than paying more than you need to for a good house. But this scenario does point to some things to keep in mind if you are bidding on a property yourself.
1) As a bidder, by all means look strong to ward off other nervous buyers. But it doesn’t help to look emotional – an experienced agent will pick up on that, and it will cost you money
2) In this market you have to test every step of the way. Ask questions. There was nothing wrong with the opening bid, but the winning bidder’s second bid should have been presented in a very different way. The post-auction problems snowballed from this one decision.
3) In this market, when your bid is well above the quote and there is no proven competition, why rush up the pole? If you have to pay more, at least let it take a few hours of testing.
4) Consider getting professional help.
 The result of the Malvern East auction might have been no different if a professional were managing the buying side. But I think a number of safety procedures could have been implemented before the buyer agreed to that amount.
 It’s a great market to buy in, but you still need to be careful.

Don't show your hand too soon

The conflicting messages in the media lately have left many investors wondering where Australia’s property markets are heading. Even the different research organisations seem to be coming out with conflicting reports about what’s happening to property prices.
 Then there has been increasing concern about economic problems overseas, plus reports of further interest rate rises on the horizon. No wonder so many investors are wondering: what comes next?
The problem is that many of these investors have not owned properties throughout a complete property cycle, and this makes them uncomfortable as we move through the various stages.
Today I will delve into my memory and see what we can learn from previous cycles to help you understand where our markets are heading.
 But before I do I’d like to remind you that while we’re currently in the slower stage of the property cycle, the bottom line is that as a long-term investment, property is hard to beat.
I remember reading a research report from Massey University suggesting that Australian residential property has been the best-performing asset class over the long haul. The study dated back to 1920 and showed that property produced an average return of around 15% per annum (combining rental income and price gains) since that time.These figures don't really reflect how good property is as an investment, as they don't take into account the power of leverage and the higher returns you can obtain on your own funds. When you factor this in, property far outperforms all other asset classes over the long term.
 But while there's little doubt that property is a potent wealth-builder in the long term, it goes through the same kinds of cycles as other investment classes, which means that the reported high long-term average returns take into account periods of very high growth and also periods when property went nowhere for a few years.

Think of the ’80s
 Back in the early 1980s house prices across most of the capital cities were stagnant. Melbourne's median house price languished at about $50,000 from 1980 to 1983, then grew steadily but unspectacularly before really taking off in 1987.
 In Sydney, the median house price reached about $80,000 in 1981 and stayed there for the next four years. Perth prices were falling in 1983, and Brisbane house prices were going nowhere after a year or two of 25% returns in the early 80s. It took until 1987 before these property markets all began to boom again.
 After crashing in 1990, property prices in Sydney and Melbourne stayed flat until 1995 and then they started moving slowly upwards. And it wasn't until 2000 that prices in Brisbane finally took off after a decade of growing at 5% or less per year. Interestingly, this was despite a huge influx of immigrants from other states coming to the sunshine state.
 In Perth, a short recovery followed the boom and bust of the late 1980s and early 1990s. The market there ambled along, with annual returns at about 6% until its boom in the middle of last decade, where Perth's median property price overtook all capital cities other than Sydney.
 In the last year or two some of our property markets performed strongly while others languished. Melbourne and Sydney were of course the shining stars, with a couple of years of strong growth.
The lesson to learn from all of this is that as a property investor you must be aware of and prepared for these cycles.
Sure, it's hard when you are in the middle of the flat period of the property cycle, as Brisbane and Perth have been for a few years. But look at the property prices that prevailed 10 and 20 years ago and look at property prices today. Property investment is a long-term play – you need to be patient, as values in our major capital cities have doubled every seven to 10 years.
 What causes the cycles?
 What were the factors behind those cycles? It's the old story of supply and demand. Property prices are pushed up by the demand created by a healthy economy, by high levels of employment, population movements caused by migration and immigration and positive market sentiment.
They are dragged down when the economy performs poorly, when interest rates rise, when employment and immigration figures fall, when supply exceeds demand and when the marketplace is nervous about wealth and the future.
 Cycles are an inevitable part of any investment market, and our property markets are behaving normally at present.
 One more thing: there are local, as well as national, property cycles. Each state is at a different stage of its property cycle, and within each state there are cycles within the various suburbs.

What’s ahead for property?
 Eventually the cycle will move on – it always has. Traditionally the more affluent suburbs tend to perform well at the beginning of the property cycle, and that's what is likely to happen again this time around.
 As our economy and the sharemarket pick up, more affluent Australians will be back in the market upgrading their homes. Many will be many chasing similar types of property, which will push up values in our more “upmarket” suburbs. As values increase in these innerring suburbs, the price differential between these and their neighbouring suburbs will increase. Soon buyers will start looking for “bargains" in these adjoining suburbs, and the increase in property values will ripple out to the middle-ring suburbs.
 This increase in property values and higher rents will start to draw investors back into the market. However, many beginning investors will hold back at this early stage of the property cycle, waiting for more signs of certainty.
Of course while they are waiting many will miss out on significant property price growth the savvy investors who get in early and buy counter-cyclically will enjoy.
 What about affordability?
 Every cycle I hear the cry "Property prices are too high! They can't keep going up like that", I remember it in the early 1980s and then again in the late ’80s, when people said house prices just couldn’t go up any more. "They are so high our children will never be able to afford a house" was the catch-cry, but prices doubled over the next decade.
 Of course, many are saying the same again now. However, while most of us are sympathetic to the plight of the average first-home buyers struggling to get into their first properties, I feel that even if they don't admit it, secretly most home owners enjoy hearing how house prices keep rising.
Those of us already in the "game" take comfort from the fact that our homes, our castles, are quietly but consistently increasing in value. And deep down we hope this continues because not only does it make us feel wealthier, it actually makes us wealthier.
 There is no doubt that affordability will be an issue for many in the future and this will limit the growth of property prices in some areas more than others. For example, first home buyers and those in the lower socio-economic brackets are more likely to be affected by rising interest rates than those with more disposable income.
 What this means is that some areas – particularly new suburbs and the lower-priced suburbs – will perform worse than the more affluent suburbs as the cycle moves on.
 Business as usual
 In summary, our property markets are behaving normally, working their way through their individual property cycles. Within each state the property markets are fragmented, with some suburbs holding their values well and sometimes slowly increasing in value while other suburbs, particularly the outer "mortgage belt" suburbs, languish.
These cycles mean there are great opportunities out there for property investors who are selective and think long term.

Learn from history

The struggling new home building industry will be in even worse shape should the RBA decide to raise interest rates this year, the Housing Industry Association has warned. 
The warning comes on the back of new home sales increasing by just 0.2% in April, according to the latest HIA – JELD-WEN New Home Sales Report.
Detached house sales increased in NSW (7.8%) and Victoria (2.2%), but fell in Queensland (1.5%), South Australia (0.5%) and Western Australia (10.3%). The sale of multi-unit buildings posted a third consecutive monthly decline, falling by 2% nationwide.
HIA chief economist Harley Dale says the new home building industry is “struggling under the weight of excessive taxation and regulation, a stalled housing supply reform process, and uncertainty over interest rates".
“That profile is an unfortunate indictment of the weak new home building conditions prevalent in 2011 amidst a growing housing shortage, but it’s nothing compared to what we’ll see if another rate hike bullet is fired,” Dale says.
For the year to April, Dale says new detached house sales are running at a volume 22% lower than the long-term average, and new multi-unit sales are down by more than half.
“An industry kick-start is required together with a reinvigoration of the reform process,” he says.

New home sales could worsen, says HIA

A combination of low unemployment and rising household incomes should ensure that the rate of prime mortgages 90 days or more in arrears remains under 1%, according to Tim Lawless, head of research at RP Data.
Lawless was speaking to Property Observer on the back of the latest Fitch Dinkum Index, which revealed that rate of second-tier residential mortgage-backed securities (RMBS) loans more than 90 days in arrears had increased. Arrears jumped from 0.54% in the fourth quarter of 2010 to 0.65% in the first quarter of 2011.
This is still under the 0.72% recorded for arrears of more than 90 days in the December 2008 quarter during the height of the GFC.
 “It is very doubtful we will see prime loan delinquencies rise much higher than the current rate, considering unemployment is so low and household incomes are rising at a rate more than double that of CPI,” Lawless says.
“As evidenced by the high rate of household savings, it is likely that most Australian mortgage holders are focusing on paying down debt rather than spending.”
According to Lawless, “Australia’s full-recourse lending regime is a major incentive when it comes to debt payment.
“The vast majority of Australians will adjust their spending patterns and make lifestyle sacrifices before they fall behind on their debt payments,” he adds.
A report in The Sydney Morning Herald highlighted efforts made by the major banks to breathe life into mortgage lending by a combination of discounts on mortgage rates and lower lending requirements on prime mortgages.
Commonwealth Bank of Australia has increased its loan-to-valuation ratio from 90% to 95%, and Westpac is allowing people to borrow up to 85% of the value of their homes without requiring lenders mortgage insurance.
The Fitch Index recorded that delinquencies of more than 30 days in the Australian prime RMBS sector reached a record high of 1.79% in the first quarter of 2011, up 42 base points from the December 2010 quarter. The previous peak was in December 2008.
Fitch analysts believe RMBS delinquencies have peaked in the current cycle and expect them to “fall slightly in either quarter two, 2011 or quarter three, 2011 as the usual seasonal effect dissipates and borrowers affected by flooding are expected to receive financial support and for business conditions stabilise”.
 The prediction does not factor in the impact of likely interest rate rises later this year.

Mortgage delinquencies won't rise: RP Data

Australian property group Stockland is reported to be interested in buying Victoria’s Point Cook Town Centre mall, according to the Australian Financial Review. Developer Lang Walker is reported to be asking about $200 million for the 43,000-square-metre retail precinct 23 kilometres south west of Melbourne’s CBD.
Horses for courses Developer MAB Corporation bought the 21.8-hectare Cranbourne West Equine Hospital site and plans to turn it into a business park, according to a report in The Age. The site, which sold for an estimated $9 million, is in Melbourne’s south-eastern suburbs and is adjacent to the Western Port Highway. The Victorian Government’s planned redevelopment of the Port of Hastings, 30 kilometres from the equine hospital site, could include widening the Western Port Highway to six lanes and is expected to bring commercial and industrial development to the area.
Laneway look-in Bakers Lane, in Brisbane’s Fortitude Valley entertainment precinct, is up for a major revamp under a plan by AMC Developers to transform the laneway into a shopping and dining destination. The plan, which is before Brisbane City Council, calls for the demolition of a significant part of two popular heritage-listed bars in the area, the Bowery and Laruche, to make way for a farmer’s market, The Sydney Morning Herald has reported. AMC submitted the plans in November 2010 as part of Brisbane’s “vibrant laneways and small spaces” initiative.

The number of people 30 days or more behind on their mortgage payments has reached a record high and could climb further if the RBA raises rates as anticipated in the coming months.

The Fitch Dinkum Index recorded that 30+ days delinquencies in the Australian prime RMBS sector reached a record high of 1.79% in the first quarter of 2011, up 42 basis points from the December 2010 quarter.
Fitch analysts believes delinquencies have peaked in the current cycle and expects them to "fall slightly in either quarter two, 2011 or quarter three, 2011 as the usual seasonal effect dissipates, borrowers affected by flooding are expected to receive financial support and for business conditions to stabilise".
However, this forecast is based on interest rates remaining unchanged, an unlikely scenario given that banks like the CBA expect to pass on at least two RBA interest rate rises to customers this year.
James Zanesi, analyst at Fitch Ratings, told SmartCompany this forecast only holds so long as conditions remain the same. "We have not factored in any interest rate rises," he says.
"If the RBA increases the cash rate by 25 bps and the banks pass on 50 bps, delinquencies will increase," he says.
According to Zanesi, increasing household sensitivity to interest rate rises is reflected in the Analytical Living Cost Index (ALCI), which currently stands at 4.9% year on year, significantly higher than CPI, at 3.3%.
The ALCI reflects "out of pocket" living expenses including interest paid on mortgages, a cost not included in the CPI calculation.
Commenting on the report, Janusz Hooker, executive chairman of LJ Hooker, says it must be born in mind that it only covers mortgage backed securities, which account for less than 10 per cent of the market, represent borrowers with a slightly higher risk profile, and only based on those 30 days in arrears.
“We would look at 90 days in arrears and at the broader market before drawing any conclusions. It could be a leading that there is more stress out there, but it’s too early to say for 90 per cent of borrowers,” he says.
“It will stress certain parts of the market – but it won’t worry two thirds of the market,” he adds. According to Hooker, the majority of borrowers can absorb 100 or even 200 basis point increases.
Any increase in rates would take at least two months to feed through to the Dinkum Index, given the time it takes lenders to apply mortgage payment increases and the fact that only loans that are more than one month in arrears are reflected in the index.
In a speech delivered today, deputy Governor of the RBA Ric Battellino, said while the household sector as a whole continued to show a "good deal of resilience in meeting loan repayments, the increase in indebtedness over the past 15 years does mean that households are now significantly more sensitive to changes in interest rates."
Fitch analysts anticipated the record increase in the first quarter of the year due to the "usual seasonal negative impact that Christmas spending and holidays have on delinquencies in the first quarter of the year" as well as the November 2010 cash rate rise and recent natural disasters, but did not expect arrears to increase to the extent that they have.
Fitch says the impact of natural disaster such as the floods in Queensland and Victoria and cyclone Yasi was especially felt in the 30-59 days bucket.
"Borrowers affected by natural disasters may fall behind in their scheduled payments while requesting or receiving financial help. Self-employed borrowers whose business has been affected by the floods may also take longer to cure their delinquency status, depending on how bad their business has been affected and the degree of available financial help," it says.
Those borrowers 30-59 days in arrears increased to 0.79% in the first quarter of 2011 from 0.54% in the fourth quarter of 2010, in turn contributed to the rise in overall 30+ days arrears.
