Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Now on public exhibition through the NSW Government's Housing Delivery Authority pathway is a State Significant Development Application for a further 657 homes on the prominent gateway site opposite Beaton Park.

The proposal comprises three buildings, including two build-to-sell towers rising 25 and 30 storeys, delivering 391 apartments, alongside a 12-storey co-living building with 266 residences, making it one of the largest co-living proposals currently planned in regional New South Wales.

Of the apartments proposed in the build-to-sell towers, the majority, 310, are two-bedroom dwellings. The balance comprises 44 one-bedroom apartments and 37 three-bedroom residences. Apartment sizes range from around 50 sqm for one-bedroom homes to approximately 90 sqm for three-bedroom apartments.

The submission says the proposal has evolved significantly from its original Housing Delivery Authority application following extensive consultation with the State Design Review Panel and Wollongong City Council.

The final scheme has been designed to align with the emerging vision for the Flinders Street Precinct, an area identified by Council as a future high-density mixed-use neighbourhood capable of accommodating substantial housing growth close to transport, employment and community infrastructure.

According to the design report prepared by COX Architecture, the development aims to "deliver a built outcome consistent with the future character of the Wollongong CBD while responding to the site's unique constraints and opportunities."

"Our vision for the next phase of the site evolution in Wollongong is grounded in three design pillars that guide the design response: place, natural environment and celebration," COX said.

"Inspired by its surroundings and grounded in the stories of place on Wodi Wodi Country, the design proposal acknowledges the established character of its setting while creating a unique and timeless identity that sits harmoniously within it.

"The design proposal responds to its specific site conditions, acknowledging the vegetation, climate, wind conditions and solar access of the site."

The architecture responds directly to the site's position between Wollongong's urban core and its natural landscape setting.

COX identified views towards Mount Keira and the Illawarra Escarpment as defining features of the site, while the upper levels of the towers will also capture expansive views across the city and out to the Pacific Ocean.

The design team has positioned the tallest buildings closer to the rail corridor, where overshadowing impacts can be better managed while establishing a landmark built form on the northern approach into the city.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

The Federal Government has introduced a few <a href="https://www.ausbanking.org.au/covid-19/the-personal-relief-package/">financial assistance options including loan and credit card deferrals</a> for individuals affected by COVID-19, giving successful applicants the option of pausing payments, provided their pre-COVID-19 payments were up to date. The deferral period of these payments will have no effect on credit ratings, according to the Australian Banking Association.

It is important for people to understand what a loan or credit card deferral can mean. For example, a loan pause can result in your loan term being extended overall if you want to preserve the same repayment rate after the pause ends; or it can cause a higher repayment rate if the loan term is not extended. It is important to consider all the information upfront and make the best decision for your personal circumstances.

The industry-wide agreement is good news for diligent customers who have suddenly found it impossible to keep up with the bills after losing their job or having their income severely reduced.

ABA Chief Executive, <a href="https://www.ausbanking.org.au/a-covid-19-mortgage-deferral-wont-affect-your-credit-rating/">Anna Bligh,</a> said: “Australia’s banks are here to support customers who have lost their jobs or significantly lost income because of COVID-19… Customers in these circumstances should not have to worry about their credit rating as well.”

For customers who were already behind in their loan repayments, the ABA has stated that banks will determine how to report the information once the repayment pause has ended and opt to report nothing during the pause.

Tips for Aussies Struggling to Meet Repayments

If you cannot make a repayment because of COVID-19:

That’s because life-long renters will likely always struggle financially later in life.

By the time they are considering retirement, they may have not even lived in any of the properties that they owned during their working lives. Rather, they rented elsewhere while their investment properties grew in value over the medium to long-term duration. Then, at retirement, they can choose to sell some of their holdings to pay down the mortgage on the home they intend to live in as well as to<a href="/news/lifestyle-choice-or-property-investment-not-an-either-or-equation"> finance their lifestyle</a>. 

According to the latest <a href="https://www.pipa.asn.au/">Property Investment Professionals of Australia</a> (PIPA) Investor Sentiment Survey, the majority (63%) of investors said they would consider rentvesting – which is renting in one location and investing in another as a property investment strategy. Whereas, over one-third of first-time investors in the survey have identified themselves as ‘rentvestors’ – where they’ve bought an investment property while renting elsewhere.

There is no doubt that this way of living and investing is on the rise.

I am one of the many people rentvesting in Australia. 

Today, I live in a $1.2 million home that I rent with my wife, but that money doesn’t come out of our back pockets. Over the past 9 years, we built a $4 million portfolio around Australia, which creates $75,000 in passive income that now pays for our rent, so we get to live rent-free!

However, like any investment strategy, there are pros and cons that need to be considered before deciding whether rentvesting is for you:

Pros: 

<ul>
<li>By adopting a borderless investment mindset, you can buy in growth markets across Australia, which is probably not where you currently live. This allows you to make the most of other markets while remaining in your location of choice. </li>
	<li>It can often be cheaper to rent a property in a desirable location than to buy, depending on where you live.</li>
	<li>Over time, you will see passive income from <a href="/guides/how-to-ensure-financial-return-on-your-property-investment-in-15-simple-steps">investments</a> rather than living in your own home that doesn’t produce income.</li>
	<li>If you run a business and have a home office, you can claim part of the rent/electricity as a tax deduction. You can’t do this in your own home because of future Capital Gains Tax implications. </li>
	<li>When renting, you don’t need to pay for maintenance on the property you live in. You just pay your rent and utility bills, and if there are repairs that need to be completed you simply contact your property manager.</li>
</ul>
Cons: 

<ul>
<li>Smart investors understand that they have to hold their investment properties for the long-term to make the most of <a href="/expert-insights/buying/the-holy-grail-of-property-investment-capital-growth-and-high-yield">capital growth.</a> However, your landlord may decide to sell the property you’re renting for a variety of reasons while you’re living there. This means there is less stability and you might have to move around more than you’d like to do. </li>
	<li>When you live in a property that you own, you can paint the walls or renovate the bathroom as you see fit. In a rental property, on the other hand, you can’t update it, so you can be <a href="/guides/what-to-do-if-your-apartment-building-isnt-being-maintained-to-an-ideal-standard">stuck with issues</a>, such as bad water pressure or no air conditioning, while you live there. </li>
	<li>To make the most of rentvesting, you need to be prepared to be a renter for medium- to long-term as if you build a property portfolio. You then need to wait for your investments to perform before you can make the most of the capital growth and income. </li>

The Pros and Cons of Rentvesting

There are 1,363 capital city auctions being tracked by CoreLogic this week, increasing on the 1,251 auctions last week.
CoreLogic data showed that this week’s volumes are expected to be higher than one year ago, with 1,295 auctions held over the same week last year.
In Melbourne, 567 auctions are scheduled across the city this week, increasing on the 558 auctions last week, and higher than volumes from the same week last year (535).
There are 617 Sydney homes scheduled for auction this week, up on the 522 held last week according to final figures, and higher than the 503 held one year ago.
Across the smaller markets, scheduled volumes are set to increase week on week across Adelaide, Brisbane and Perth, while fewer auctions are scheduled in Canberra and only 1 home is set to go to auction in Tasmania this week.

Ray White’s auction data shows that despite the tight COVID-19 restrictions, sellers still received nine per cent more than their highest offer prior by selling under the hammer.
From 1 March to today, the group conducted 2707 auctions in Australia alone, many of them were online auctions at the height of the isolation period.   
On average, the prices achieved for sellers were nine per cent more than any offers received prior to their auction. There were 3.9 average registered bidders (up 1.1 on a year ago) and 53 per cent of all stock sold under the hammer. These metrics are all considerable higher than the same time last year.

Winter auction season in full swing post-coronavirus

The announcement of the HomeBuilder stimulus from the federal government in early June has been met with a mixture of excitement and criticism.
The scheme grants $25,000 dollars for new home builds and renovations where:
<ul>
<li>The recipient is an owner occupier;</li>
<li>The recipient earns no more than $125,000 per annum as a single applicant or $200,000 for a couple;  </li>
<li>The contract is signed between June 4 and December 31; and</li>
<li>Construction commences within 3 months of the contract date</li>
</ul>
For renovations, the existing property value must be no more than $1.5 million, and the renovation must be worth between $150,000 and $750,000. For new builds, the house and land value must not exceed $750,000.
While potential home owners are likely to be keen to take advantage of the scheme, many have noted that the policy largely creates stimulus for those that were planning to build and renovate anyway.
So instead of creating additional demand for construction work, it may just bring construction forward. This side-effect from housing stimulus has actually been seen before – and it has a name: a vacuum effect.
A vacuum effect describes housing stimulus bringing forward a planned decision to purchase property. It reflects a surge in buyer activity soon after housing grants are made available, and a significant drop in activity thereafter.
The implication is that rather than stimulating sustained, new demand, stimulus is simply bringing forward activity to a certain date, where it would likely have occurred over time anyway.

The term was used by researchers from the City Futures Research Centre, in a publication analysing the impact of past housing stimulus on dwelling markets and first home buyer activity.
The phenomenon is prominent around the first home owner grant in 2000. 
This was a $7,000 grant, designed to soften the blow for first home buyers around an introduction of the GST.
The ‘boost’ to the first home owner grant, which was a temporary, additional $7-14,000 grant in the wake of the Global Financial Crisis, showed a similar outcome.
The image on page 1 shows the number of first home buyer loans secured each month off the back of the introduction of these policies from the retired ABS series 5609.
Despite the first home owner grant being in place since 2000, its uptake is concentrated up to November 2001. Following this, first home buyer participation fell away between 2002 and 2004. It is also evident around the first home owner grant ‘boost’, where the number of loans secured began to fall away before the program ended.
However in both of these instances, It is worth noting that any ‘vacuum’ effect here was likely compounded by a strong surge in dwelling values, which is when first home buyer participation is typically stunted due to affordability constraints. 
The implication for the HomeBuilder scheme is that rather than creating additional demand for property purchases and renovations, the scheme would just bring forward works that were already planned.
This is amplified by the timeframes of the HomeBuilder scheme. The kind of planning and financing that needs to be organised for a six-figure renovation means that it would largely be taken up by those who have already started the process.
Similarly for home owners, and first home buyers in particular, those looking to commit to a property purchase within the next 6 months would already have been saving a deposit and primed to buy.
However, where this policy may create additional construction lies in the fact that it is pivoting decision making from established property to new housing, likely to be skewed towards house and land projects. This is opposed to the first home owner boost (FHOB) in 2008. Even though the grant provided additional incentive for newly built property, 85% of those temporary grants were awarded for established purchases.
The HomeBuilder package may be limited in its ability to deliver new construction work, because it relies on decisions to purchase and renovate property in a highly uncertain economic climate. This is one of the reasons consensus is mounting around social housing being a more efficient use of government expenditure on housing, because it guarantees the upgrade and building of homes through direct expenditure.

NSW First Home Owner Grant 

The First Home Owner Grant for <a href="/new-apartments/nsw">new homes</a> has been established for any purchase on or after the 1st of January 2020. If you are buying or building a new home, you may possibly qualify for the $10,000 grant. It is offered for the following purchases; however, you must meet the <a href="https://www.revenue.nsw.gov.au/grants-schemes/previous-schemes/first-home-owner-grant">other eligibility criteria</a>:

<ul>
<li>Newly constructed home or a substantially renovated home with a total value less than $600,000</li>
	<li>Land for building and house packages you intend to build has a combined value of less than $750,000.</li>
</ul>
What do you need to do?

The first step on your homeownership journey is to speak with a finance broker and find out your maximum borrowing capacity. If you have been overspending on credit or debit cards, now would be a good time to stop as lenders will review the last 3 months' statements on all cards. They will base your <a href="/guides/how-much-can-i-borrow-for-a-new-home">borrowing capacity</a> on the following factors and may even request further information:

<li>Employment length with your employer</li>
	<li>Gross Income excluding super</li>
	<li>Savings/cash or shares</li>

What would the grants and concession mean for you?

If you purchase the right type of property you could save tens of thousands of dollars in cash grants and stamp duty concessions. Based on a $600,000 purchase in NSW, the stamp duty saving alone would be $22,432. If you could access the $25,000 Home Builder boost and the $10,000 First Home Owners Grant, combined that would save you $57,432*.  The question is, how long would it take you to save that amount of money?

For example, if you saved $200 per week it would take you about 287 weeks to save that amount or just over 5 ½ years!

Although your first home may not be your dream home, think of it as a stepping stone for your future. Think of the benefits of receiving these grants and consider the questions below as you plan your future:

New data estimates from CoreLogic, calculating the portion of rental stock advertised, shows further variation in the performance of rental markets across different capital cities.  The percentage of rental housing advertised rose over the month of May in Sydney and Melbourne, while declining across the rest of the capital city regions. 4.5% of the total rental stock across Sydney was advertised over May, up from 4.3% in April. The portion of stock advertised across Melbourne saw an even larger jump, from 3.2% of listings advertised in April, to 3.6% of properties over May. While 3.6% may sound small, it represents a total rent listing uplift of more than 3,000 across Melbourne, up to about 27,000 properties for rent over the month. This corresponds to a rise in vacancies, and falling rental prices, particularly in inner-city Sydney and Melbourne.  How is rental stock on market measured?  The calculation of rental stock on market is derived by dividing total rental listings in a month by the estimated rental stock in an area.  An increase in the portion of stock on market suggests higher vacancies and a looser rental market, which would coincide with falling rent prices. However, it could also be a function of a change in the ‘denominator’ – ie, the size of the rental market is reduced while listings are steady.  CoreLogic has a ‘static’ estimate of the portion of properties that are rented. To get a dynamic indication of rental stock, the portion of dwellings estimated to be rentals was interpolated between the rental tenure reported at the 2016 census, and the latest CoreLogic imputation of the portion of rental stock. So it assumes there is a linear movement in the portion of rental properties from 2016 to 2020. A summary of the rental stock on market is presented below.

Why is stock piling up in Sydney and Melbourne and not elsewhere?  One of the big drivers of demand for rental accommodation is overseas migration. Most people that come to Australia from overseas, whether they are a skilled migrant, a temporary visa visitor or a refugee, will rent when they first come to Australia. ABS data on migration suggests that Sydney and Melbourne received over 70,000 net overseas migrants over 2018-19, which is far higher than the other capital cities. This may be why an increasing amount of properties across the cities are sitting vacant.  Another factor contributing to less rental demand could relate to the predominance of Sydney and Melbourne for foreign student numbers. With foreign student numbers falling by close to 100% compared with a year ago, along with domestic students largely studying from home, rental demand from tertiary students has been depleted.  New South Wales and Victoria have also seen, by far, the largest number of investors relative to other states.  According to ABS housing finance data, almost two thirds (65%) of investment loans over the past ten months were in Australia’s two largest states.  Investor activity contributes to rental supply. When paired with the large number of units that have been built over the past few years, many of which are rentals, and it’s clear that rental supply has increased more in Sydney and Melbourne relative to the other cities.   Higher supply levels against a backdrop of weaker demand is a recipe for lower rents. The steady level of advertised stock across the ACT came amid very little change to advertised stock levels and total rental stock levels. Declines in the rate of advertised rental stock in May across other cities were all due to a decline in the total listings count over the month.  In some areas, this could be a continuation of steady market conditions. The advertised stock levels suggest that rental markets have been gradually tightening in the lead up to COVID-19. 
Perth in particular saw the portion of advertised stock decline over 200 basis points in the year to May, as both total rent listings, and the number of total rental properties declined. It may be the case that investors withdrawing from the market, where the property was sitting vacant for a long time, has helped to tighten rental conditions.
