An entity directed by HSN's Rafi Assouline and Rebel Property's Allen Linz has filed plans for an impressive new precinct in Woolloomooloo.

The major mixed-use development would transform a prominent William Street site into a new residential village anchored by affordable housing and a large public park.

The proposal, submitted as a State Significant Development Application, covers 164-172 and 174-194 William Street, a 6,398 sqm site between Forbes Street and Dowling Street on the southern edge of Woolloomooloo.

Designed by fjcstudio in collaboration with Bangawarra, Studio Bright and Tribe Studio Architects, the scheme would deliver 227 apartments across four residential buildings ranging in height up to 18 storeys, alongside retail space, public domain improvements and a new publicly accessible park.

It's another design scheme for Rebel, who took <a href="https://www.apartments.com.au/news/nsw/first-look-rebel-property-group-takes-woolloomooloo-precinct-to-nsw-government">concept plans to the NSW Gov late last year</a>.

The latest plans will be a mix of 167 build-to-sell apartments and 60 affordable apartments, with the affordable housing component representing 15 per cent of the project's gross floor area. The apartment mix includes 12 one-bedroom, 53 two-bedroom, 89 three-bedroom apartments and 13 penthouses, while the affordable housing component would comprise 42 one-bedroom and 18 two-bedroom apartments.

Rebel Property is seeking to take advantage of the NSW Government's infill affordable housing bonus provisions under the Housing SEPP, which provide additional floor space and height in exchange for the delivery of affordable housing for a minimum of 15 years. The planning pathway allows a 30 per cent increase in floor space ratio and building height where 15 per cent of the development is dedicated to affordable housing.

At the centre of the development is a 1,356 sqm sunlit public park designed to become a new community gathering space at the gateway to Woolloomooloo. The park would be complemented by a network of pedestrian laneways connecting William Street with the surrounding streets, improving permeability through what is currently a largely impermeable block.

The design team says the public domain has been heavily influenced by the site's topography and Aboriginal cultural heritage, drawing on the escarpments, gullies and landscape characteristics that historically defined the area before urbanisation. The landscape design has been developed in partnership with First Nations consultancy Bangawarra.

The project would be delivered across four separate buildings. The William Street East and William Street West buildings, designed by fjcstudio, would contain the majority of the apartments. Melbourne-based Studio Bright has designed the Forbes Street building, while Tribe Studio Architects is responsible for the Dowling Street building.

Rebel had secured approval for the concept plans late last year.

A locally heritage-listed furniture showroom on Water Street is set to become the centrepiece of a new mixed-use residential development as local developer&nbsp;<a href="https://www.apartments.com.au/developers/keylin-group">Keylin</a> seeks approval for <a href="https://www.apartments.com.au/new-apartments/lotus-on-water-street-290-water-street-fortitude-valley-qld-4006">Lotus on Water Street</a>, a 15-storey project on the Fortitude Valley side of Spring Hill.

The proposal spans 290 Water Street and 137-141 Warry Street, combining several properties into a 2,869 sqm site that sits between Fortitude Valley, Spring Hill and the rapidly evolving Victoria Park precinct. Keylin's plans would deliver 132 apartments alongside new retail, hospitality and commercial space, while retaining and repurposing the historic Brunswick Home Furnishers Showroom that fronts Water Street.

Designed by <a href="https://www.apartments.com.au/architects/jackson-teece">Jackson Teece</a>, Lotus on Water Street comprises a 12-storey residential tower rising above a three-storey podium and communal rooftop terrace. The development includes 76 apartments classified as multiple dwellings and a further 56 units proposed as short-term accommodation, designed to be flexibly used as either accommodation or permanent residences. The apartment mix comprises six one-bedroom, 54 two-bedroom and 16 three-bedroom homes.

Residents would have access to an extensive rooftop recreation level spanning more than 1,200 sqm of communal open space. Plans include a pool, gym, sauna, infrared sauna, yoga area, library, private dining room, barbecue facilities and landscaped entertainment spaces, making the rooftop the project's largest shared amenity offering.

At street level, the proposal focuses on the adaptive reuse of the heritage buildings along Water Street, where 518 sqm of retail and commercial space is planned across shop, office and food and drink outlet uses. A permeable residential lobby would be positioned between the retained heritage buildings, creating a pedestrian connection between the historic streetscape and the new tower behind.

The heritage retention strategy is central to the scheme. The development application notes that the Brunswick Home Furnishers Showroom and adjoining heritage buildings will remain, with only non-significant structures on the site earmarked for removal under a previously issued Heritage Exemption Certificate. Levels one and two of the new podium are recessed behind the heritage façades to maintain their prominence within the streetscape.

Jackson Teece has drawn inspiration from the site's manufacturing history when designing the podium. The planning documents state that the façade incorporates perforated metal screening that references the woven and rattan furniture historically produced on the site. Cascading and climbing plants are integrated throughout the podium to soften the building's presentation and screen parking levels behind. The landscape strategy also informs the project's name, Lotus on Water Street, drawing on the historic Spring Hollow waterholes that once ran through Spring Hill and the blue water lilies associated with Meeanjin, Brisbane's traditional name.

The proposal also incorporates the neighbouring property at 141 Warry Street, currently occupied by a healthcare service. The existing building would remain, with nine dedicated parking spaces allocated within the new development to support its ongoing operation. In total, Lotus on Water Street proposes 117 car spaces, including 110 resident spaces and seven visitor bays, alongside 100 bicycle spaces.

The site sits within the Spring Hill East Precinct of the Spring Hill Neighbourhood Plan and is positioned around 650 metres from both Fortitude Valley Station and Exhibition Station. It is also within walking distance of the King Street precinct, Royal Brisbane and Women's Hospital, Herston Quarter and Victoria Park, which is earmarked to become a major venue precinct ahead of the Brisbane 2032 Olympic and Paralympic Games.

Planning documents describe the location as a key gateway between Spring Hill and Fortitude Valley and highlight the area's increasing importance as new transport infrastructure and Olympic-related investment reshape Brisbane's inner north. The development team argues the project will contribute additional housing supply while activating a section of Water Street that has historically received less investment than other parts of the Valley.

Keylin has become increasingly active across Brisbane and southeast Queensland, assembling sites in strategic inner-city locations. Roseville is poised for a wave of new apartment development following the NSW Government's rezoning of land around Roseville Station under its Transport Oriented Development program.

The new planning controls have unlocked significant development potential within walking distance of the station, with a number of sites expected to be amalgamated and redeveloped in the coming years as developers seek to take advantage of the increased density allowances.

Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Mortgage relief? NAB forecasts RBA rate cut, not hike, after softer economic conditions

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Dwelling value drops of -7.2% over the year to April 2019 highlights just how easy it can be to forget the diversity across property market performance as some regions continue to deliver solid growth conditions while others drag averages lower.
Over the 12 months to April 2019, Adelaide, Hobart and Canberra were the only capital cities in which dwelling values haven’t fallen. Although value declines have been prevalent, there are certain SA2 regions which have significantly outperformed the broad capital city and equally many regions have significantly underperformed.
 Sydney: With dwelling values having fallen by -10.9% over the year to April 2019, only two SA2 regions, both of which are located in the Blue Mountains, have recorded annual growth. A further region of the Blue Mountains has recorded one of the most moderate declines along with two regions on the Northern Beaches. In terms of the Sydney regions with the greatest value declines, SA2 regions in the Inner South West are prevalent on the list.
Melbourne: Over the 12 months to April 2019, dwelling values have reduced by 10.0%. Only two SA2 regions have recorded a rise in values and the five regions with the strongest annual change were located close to the city centre, demonstrating some strength in the established unit market. On the other hand, the five regions that have recorded the greatest annual fall were all located in Melbourne’s Inner East.
 Brisbane: Dwelling values are down marginally over the past year, having fallen by -1.9%. The top five SA2 regions with the strongest value growth over the past year are all located in the west of the city and are either within or towards Ipswich. The regions with the largest value falls are much more varied with some emphasis around areas with a mix of residential and industrial land uses featuring on the list.
Adelaide: Over the past year, dwelling values have continued to rise (marginally) up 0.3% over the year. The strongest performing regions are all located either within the Central and Hills region or the North region of the city. The regions with the largest annual value falls are more mixed, with two situated in the Central and Hills region, two in the North and one in the South.

Perth: Dwelling values have been falling since mid 2014 and have declined by a further -8.3% over the 12 months to April 2019. Given this it is no surprise only one SA2 region of the city has recorded an increase in values over the year. The regions with the most moderate declines were all located in either the North West or North East of the city. Conversely, the 5 regions with the largest value falls over the past year were all in either Perth’s South West or Mandurah highlighting a fairly distinct area in which the largest falls are occurring.
Hobart: Values have increased by 3.8% over the past year which is the largest annual increase of all capital cities. The areas with the strongest value growth over the year are quite diverse both geographically and based on the value of dwellings however, 3 are situated in the North East. The list includes some of the most affordable and most expensive regions of the city. Four of the five regions with the most moderate value change over the year are located in the city centre and are some of the most expensive regions of the city.
Darwin: Dwelling values have been falling since mid2015 and have declined by a further -7.1% over the past year. With such weak conditions only one region of the city (Wagaman) recorded an increase in values. The regions with the most moderate value declines were typically amongst the more expensive areas of the city. Conversely, the areas in which value falls were greatest were generally located close to the city centre however, highlighting the ongoing weakness across the inner city apartment sector.
Canberra: Over the 12 months to April 2019, dwelling values in Canberra have risen by 2.5%. Four of the five regions with the greatest value increase over the past year were located in the northern area of the city around Belconnen and Gungahlin. Meanwhile three of the five weakest markets over the year were also in the north of the city while some of the weakest performers were amongst the most affordable regions of the city. With dwelling values falling broadly across the capital cities, there are still some precincts where values are continuing to trend higher, although the list of positive growth areas has shrunk over the past year.

Looking to the data there is some suggestion that in individual cities certain geographic areas and value points are more likely to still be seeing values increase than others.

Prices in reverse at Fawkner Street, South Yarra

The property services group Oliver Hume has added more than $1.5 billion worth of new project land and apartment sales to its pipeline since Christmas.
The company’s developer clients are planning to bring a host of new projects to the market over coming months. 
So far in 2019 the company has been appointed to advise on 10 new projects by eight different developers across Melbourne and South East Queensland. The projects have a total sales value in excess of $1.5 billion.  
Oliver Hume Chief Operating Officer Julian Coppini (pictured below) said the new appointments reflected the company’s proven ability to understand a range of markets and provide developers with research and insights that deliver clear competitive advantage.

“In tight markets, understanding consumer trends is absolutely critical,” Coppini said.

Coppini said that despite recent softer market conditions in Melbourne and Sydney, developers were still bringing new projects to market. 
“The Melbourne and Sydney markets have been under pressure for the last nine months but we are still seeing quality developers, with good product, bring new projects to market,” he said.
“Developers that are able to adapt to the market and compete strongly are still well positioned to attract financeable buyers.
“In Victoria, where prices and volumes have been under the most pressure, there has been a distinct pivot by buyers to focus on small blocks and townhouse product. These more affordable options present less finance and valuation risk and are selling as fast as they can be made available.”
He said townhouses were becoming the preferred option for many buyers across inner, middle and outer Melbourne areas as the provide an affordable alternative to established housing. 
In Queensland, where the market has remained relatively stable over the last 12 months, the company has secured a number of new local developers as clients and extended its relationship with Defence Housing Australia (DHA). 
“With strong interstate migration, a stable economy and plenty of new infrastructure on the way we are quite optimistic about the South East Queensland market and that is manifesting in the number of developers pushing ahead with new projects,” Coppini said.

Property services group Oliver Hume wins $1.5 billion of new projects

Geelong, one of the nation's strongest performing property markets, has begun its price decline, according to property valuation firm Herron Todd White.
Both its houses and units have slipped into the starting to decline bracket in the May property clock, along with the north-east New South Wales city of Tamworth.
The prices are down for their 2017 peak, although no apparent signs of loss taking.
There was however no price growth at 403/8 Gheringhap Street Geelong which recently fetched $465,000, the same off the plan price paid in 2011 for the two bedroom apartment.
It was currently tenanted to at $420.00 per week until October with the agent advising it was "well priced for this type of property considering the location and the rental return."
The nearby $430,000 apartment at 701/8 Gheringhap Street Geelong sold at the lower end of its guidance.
The seventh floor one bedroom unit was listed with $429,000 to $459,000 price guidance, having last sold at $380,000 in 2013.
There was also little price growth at the three bedroom town house at 39 Alexandra Avenue Geelong.
It sold recently at $1.05 million, having traded at $1.02 million in October 2017.
Despite the start in declining prices, Herron Todd White noted there was an ongoing severe shortage of property in relative to rental demand.
The demand for new houses is strong, but the volume of house sales is declining.
Property Observer noted a drop in the auction clearances rates last August, from <a href="/expert-insights/buying/geelongs-auction-clearance-rates-drop-from-80-percent-to-50-percent">80 percent to 50 percent</a>.
Earlier this year <a href="/expert-insights/buying/troubling-resales-39-of-melbourne-and-geelong-s-land-market-stock-rpm-real-estate">more than a third</a> of Melbourne and Geelong land lots were being sold are resales.
It was only late last year that CoreLogic's Cameron Kusher's research found Geelong <a href="/expert-insights/buying/geelong-leads-regional-property-markets-in-houses-and-units-corelogic">leading the way in house and unit markets</a>.
Last December HTW noted Geelong, the second largest Victorian city outside of Melbourne, was defying the emerging downward market trend amid a tightening of lending rules favouring regional markets and first home owner grants for regional areas as the twin major buoyant factors.
Bucking the decline trend with its recent $570,000 sale was the two bedroom house at 1/17 Brownbill Street, at well above the $470,000 to $510,000 price guidance.
The Geelong decline extends to its house and land.
"Although the Geelong market has cooled, we are still seeing construction values stacking up against comparable properties sold, however this may not be the case moving forward," HTW said in their May review.

"There are concerns about the market slowing in Geelong, with longer days on market, increased stock levels and changes in lending policy in the wake of the royal commission into banking," HTW noted.
"There are still good opportunities in the current climate."
Geelong currently has a number of large englobo developments with land for sale.
First home buyers are being drawn to land developments in Armstrong Creek, Torquay, Drysdale and Ocean Grove.
Around 30 to 40 percent of sales within new developments are first home buyers.
Developers are selling 350 sqm blocks for $430,000, with building rates in the Geelong region varying from $1,200 to $1,500 per sqm for a standard volume build, increasing to anywhere between $2,000 and $5,000 per sqm for a custom build.
Herron Todd White questioned, in the current property climate, whether purchasing land in a new development is a good idea for first home buyers.
"Typically, land within these locations doesn’t have as high capital return due to the oversupply levels," they said.
They added affordability will likely be a key factor, with the more established residential areas often having a higher entry point of value, but the rewards are greater.
"Often it’s the established areas that tend to have a higher return on value due to the fact that a modern dwelling is constructed within a location closer to established infrastructure.
Geelong units have also started to decline, joining the Central Coast and Coffs Harbour, as well as the Gold Coast. Tamworth too has seen it move from the peak of the market into a declining market.

Geelong house and apartment prices now in decline: HTW property clock

There was a red hot competition when a towering Stawell landmark went to weekend auction. 
The Victorian Wimmera town's<a id="LPlnk815811" class="OWAAutoLink" href="https://www.monaghansrealestate.com/property/1954/vic" target="_blank"> historic fire station</a> (above and below) fetched $360,000, well above its envisaged $200,000 sale price. 
Monaghan estate agent Terry Monaghan said the converted Victorian Romanesque-style building ignited interest from buyers across Victoria. 
But it sold to a local chiropractor who needed more space.
There were seven disappointed buyers.

The heritage-protected station and adjoining bell tower date back to the 1880s when designed by architect George Inskip for the volunteer fire brigade.
It was sold by the Country Fire Authority in 1991 for $48,000 before being bought by the current vendors in 2008 at $151,000 who then converted the first floor into an open-style apartment.
The station was one of the first buildings in Stawell, set 230 kms from the Melbourne CBD.
Set in an elevated position, the tower offers views over the town and towards the Grampians National Park.
Heritage Victoria list it as one of the few intact 19th century fire stations with a bell tower remaining in Victoria.

There were 1,472 homes taken to auction across the combined capital cities this week, increasing from 1,026 over the prior week, although still much lower than the 2300 this week last year.
CoreLogic's preliminary results put the national clearance rate at 58.8 per cent, up from last week’s final clearance rate of 50.4 per cent.
The same time last year saw the clearance rate at 62.1 per cent.

"Once final results are collected, the final clearance rate will most likely revise down to the low 50 per cent range," auction analyst Kevin Brogan said.
In Melbourne, 678 homes were taken to auction, up from 498 over the previous week. The same week last year saw 1,144 homes taken to auction across the city. Melbourne's preliminary auction clearance rate came in at 60 per cent, up from 53 per cent over the previous week, although lower than this time last year (63 per cent).
A South Yarra apartment sold for $1.58 million, as 180,000 over reserve, when offered for the first time since it was built in 1935.

Sydney was host to 535 auctions this week with preliminary results returning a 66.6 per cent clearance rate across the initial 326 results. 
Over the previous week, 332 auctions were held across the city and a final clearance rate of 52 per cent was recorded. 
This time last year, 63 per cent of the 797 Sydney homes auctioned were successful.
The highest residential sale in Sydney from yesterday was <a id="LPlnk953062" class="OWAAutoLink" href="https://www.propertyobserver.com.au/https://strathfield.randw.com.au/property/0000405247" target="_blank">27A Kingsland Road, Strathfield</a> (below) for $2,780,000 though Richardson and Wrench Strathfield.

It last sold at $1.4 million in 2005.
Domain noted the house attracted 12 registered bidders, with eight active when the home sold for more than $200,000 over reserve.
Across the smaller auction markets, Brisbane was the only city to see a fall in both auction volumes and the clearance rate week-on-week, while year-on-year, all capital cities saw a fall in auction volumes.
Brisbane's priciest sale was a five bedroom 2006-built Queenslander at <a id="LPlnk505732" class="OWAAutoLink" href="https://www.eplace.com.au/property/QLD-MORNINGSIDE-R2-1834985" target="_blank">102 Belgrave Street, Morningside</a> which had sold in 2013 at $900,000.
The nation's cheapest result was a pre-auction sale in St Kilda at $198,500.
Hockingstuart advertised the Cosmos studio at <a id="LPlnk455753" class="OWAAutoLink" href="https://www.hockingstuart.com.au/property/4-42-waterloo-crescent-st-kilda-vic-3182-87837" target="_blank">4/42 Waterloo Crescent</a> as affordable. At less than 30 sqm, it last sold at $131,000 in 2007.
The late 1950s unit was marketed with a price guide of $190,000 to $209,000.

Dwelling approvals fell 15.5% in February, unwinding a 19.1% jump in February that reflected a big spike in high rise approvals. That was in line with Westpac's forecast but a touch weaker than the consensus view of a 12.5% decline.
Headline moves over the last two months have been driven by 'high rise' units with approvals in the segment more than doubling between January and February and nearly halving again between February and March. Approvals in this segment are still well above Jan's extreme low and about 10% above the average level over the three months to January.
Outside of the high rise segment, the underlying trend looks to be weak. Total approvals ex high rise (covering both detached houses and mid-low rise) looks to be down a further 2% in the month following a 4% fall in February and down around 19% year. Private detached house approvals declined 3.2% month, to be down 18.3% year. Mid-low rise unit approvals look to have risen slightly by around 1% in the March month but are still down by around 20% year.
The state detail also points to a soft underlying tone. The unwinding high rise spike was concentrated in NSW (–27% month, –23% year) and Vic (–27% month, –36% year). Excluding high rise, NSW posted a 10% month gain in the month but was coming off a much weaker January with approvals still down 7.7% on their Dec level. Vic approvals ex high rise declined 1.9% month but is down a milder 3.5% compared to Dec. Approvals declined the other major eastern states, the slide over the last year now looking brutal in Qld (–2.4% month, –35.9% year); much milder in SA (–2% month, –11.5% year). WA bucked the wider trend this month, posting a surprisingly strong 4.8% month gain to be up 20.7% year, very much against the odds.
The total value of renovation approvals fell 8.7% month to be up 3.6% on a rolling three month average basis, a reasonable uptrend still in place. The state detail continues to point to gains coming through more strongly in Qld and WA.
The total value of non res building approvals rose 2.1% month but is still down 0.5% year on a rolling three month basis. Conditions remain mixed across both segments but the state split points to slowing in NSW and Vic partially offset by gains in Qld and WA.
Overall the March dwelling approvals update again points to weakening underlying momentum, highlighting downside risks to the near term outlook for new dwelling construction. So far the weakness mostly just cancels out the lift from the February high rise spike. However clearly there are downside risks to the outlook if the weak momentum continues in coming months, particularly if we also start to see approved high rise projects get put on hold.

The Melbourne suburb of Reservoir is host to the highest volume of auctions this weekend, with 16 homes set to go under the hammer, according to CoreLogic.
Next busiest are Coburg and Epping, also in Melbourne, with 12 scheduled auctions each.
This week, the number of auctions scheduled to take place across the combined capital cities is expected to rise, with 1,384 currently being tracked by CoreLogic, increasing from the 1,026 auctions held last week at final results.
Over the same week, last year a much higher 2,311 auctions took place across the capital cities.
Both Melbourne and Sydney are expected to see an increase in activity this week, with 632 homes scheduled for auction across Melbourne, while Sydney is set to host 503 auctions, increasing on the 498 and 332 auctions held last week respectively.
The smaller auction markets will also see a higher volume of homes auctioned week on week with the exception of Brisbane where fewer auctions are scheduled.

Reservoir set to be busiest weekend auction hotspot

The headwinds facing the Sydney market are starting to ease, but further hurdles need to be overcome before the market stabilise, says a new report from JLL.
Its Australian Residential Research – April 2019 report says the market is still trying to absorb the tail end of a significant supply cycle.
The report says “the final recommendations of the Hayne Royal Commission have not tightened credit further and APRA have loosened its macro-prudential measures”.
But measures to boost demand will take time to take effect.

JLL says that the economic outlook for the state looks positive, with the state’s infrastructure pipeline to underpin economic growth in NSW.
“The coming Federal election is also likely to stifle demand in the short-term and the result could impact the longer-term outlook if Labor’s proposed property tax changes are passed,” it said.
“Meanwhile, the economic outlook for NSW remains positive.
“The re-elected State government is committed to infrastructure spending, which will support employment growth and underlying housing demand.”

On the demand side, both foreign and domestic investor demand continues to decline, but first home buyers remain active.
“Demand from foreign buyers is expected to continue to fall as the Federal and state governments are unlikely to remove foreign stamp duties or foreign investment application fees, which would offer some relief to foreign investors in the near future,” JLL said.
Meanwhile, apartment supply pipeline remains subdued, as fewer projects progress to construction.

Apartment values are falling, however there appears to be some easing in decline.
“Capital values will continue to face pressure in 2019 and experience further decline,” the report said.

“Teh vacany rate is expected to stabilise towards the backend of the year,” JLL said.
“Rents are expected to follow, with any further decline likely to be marginal.”
