During July, Apartments.com.au reported on City of Melbourne's <a href="/news/com-moves-to-provide-clearance-for-63-exhibitions-lofty-ambitions">positive response</a> to Salta Properties' bid to have a skyscraper approved at 63 Exhibition Street.

Last week a permit for the mixed-use, Bates Smart-designed tower was granted by the Minister for Planning, concluding a lengthy three-year stint at planning for the application. During City of Melbourne's assessment of the project, the project was to rise 203m and hold an expected development cost of $255 million.

City of Melbourne planners, in turn, requested it be reduced to 183 metres in order to prevent overshadowing of Birrarung Marr; it is unknown if the approved version has been reduced to adhere to City of Melbourne's wishes.

63 Exhibition Street's approval marks off another of the diminishing number of projects which were assessed under the previous government, prior to the Minister for Planning's sweeping inner-city planning reforms. Earlier this month fellow CBD high-rise 478-488 Elizabeth Street also <a href="/news/elizabeth-street-wins-approval-clarendon-street-goes-back-to-the-drawing-board">won approval</a>, although at the hand of VCAT.

The positive planning result for the above two skyscrapers leaves only a handful of applications to be assessed under the previous planning regime; two such projects are 100 Franklin Street and 441-451 Elizabeth Street.

Salta takes Exhibition Street to the bank

It's a very definitive time in the apartment cycle across Melbourne where major planning applications and completions are diametrically opposed.

Major planning applications over the course of 2017 have been rare as hen's teeth, but the number of apartment project reaching completion is spiking as the stock sold over recent years becomes reality. Three such major projects have moved past practical completion and are now accepting residents.

Beyond their intended purpose, these three have also taken their place in Melbourne's design landscape; each has a distinct design identity and are positioned to make the most of imposing views across Melbourne.

<h2>Gravity Tower</h2>

Fishermans Bend's first high-rise project, and any project of note within the urban renewal area for that matter, is now complete. Gravity Tower consists of 144 apartments for prolific developer Blue Earth. 

Urban.com.au covered the <a href="/news/planning-application-91-montague-street-south-melbourne">initial planning application</a> during August 2013, and the tower's <a href="/news/fishermans-bends-first-project-breaks-ground">move to construction</a> during late 2015, anointing it as the urban renewal area's first project to reach construction.

Gravity Tower's strong vertical there is clear for all to see, given the project has no high-rise competitors in sight. Its northern facade is dominated by offset fins alternating between one and three floors in height, which band together to create a chevron pattern.

Critical to the Plus Architecture-designed tower's expressive facade, the fins also serve a more practical purpose in that they're angled in such a fashion to allow for maximum shading. Little more that finishing touches to Gravity Tower's ground floor will see it fully complete.

<h2>Lakeside Apartments</h2>

Designed by Fender Katsalidis, the 12 level Lakeside Apartments is defined by a very angular architecture expression. 

Situated opposite Albert Park Lake, the building's design is such that it maximises views of the picturesque vista to its west whilst also providing adequate privacy relative to neighbouring developments. Lakeside Apartments includes 159 dwellings above a three level basement, plus communal facilities such as a library, gymnasium, landscaped areas, pool and lounge.

Pre-fabricated precast sections that double as both horizontal and vertical facade components provide Lakeside Apartments with its raw, angular look. Exposed concrete finishes joined by dark spandrels, clear balustrades and light blue glazing could also see the tower draw parallels to fellow residential tower <a href="http://www.buchan.com.au/projects/83-queens-road">83 Queens Road</a> nearby.

<h2>The Arthur</h2>

Another Queens Road addition is slightly unusual in that it has been converted from a former commercial block into a mixed-use tower.

Developer Hallmarc has overseen the creation of 86 apartments and 85 serviced apartments which will be operated under the developer's Tyrian brand. Named after Prince Arthur, Duke of Connaught and Strathern, the development is of course adjacent to Arthur Street.

Builder Icon Co. was tasked with the transformation of 14 Queens Road which has also seen conference areas, a retail space, open rooftop, gym and various other amenities added.

Stripped back to its concrete shell, The Arthur's exterior now includes precast panels, black glazing and a considerable amount of metallic bronze detailing over its facade. These bronze Alucobond PLUS panels are a stand out across the building.

Three apartment project completions make their mark

Long at planning, 478-488 Elizabeth Street has come away from the approvals process with a permit.

Earlier this month the final stamp of approval was granted for the project, after a stint at VCAT which resulted in the appeals body issuing an order to approve the development during late August. The final result sees an Elenberg Fraser-designed tower in excess of 60 levels permitted on site consisting of apartments, a hotel component and retail tenancies at ground level. 

478-488 Elizabeth Street slots in between the completed 226 metre Vision Apartments and the under construction Victoria One at 241 metres, and would further intensify the emerging 'wall' of skyscrapers that have created a new backdrop around Queen Victoria Market.

478-488 Elizabeth Street's tilt at approval took an unusual turn during the planning process, seeing CBRE City Sales appointed by then developer L1-2013 Pty Ltd to sell the site subject to attaining a permit. An International Expressions of Interest campaign was held some months ago.

CBRE City Sales have now completed the sale of the 1,172sqm site, with the new owner picking up the right to develop the mixed-use tower. 

So while the new owner of the Elizabeth Street site takes the chocolates, it seems that RJ International (Aust) Pty Ltd's bid to redevelop Southbank's Tea House complex is more a case of boiled lollies. Earlier this month the application, which Apartments.com.au <a href="/news/tea-for-two-southbanks-historic-tea-house-up-for-a-towering-addition">first brought to light</a>, was moved from the State planning register to that of Council's.

Below the 25,000sqm mark, City of Melbourne becomes the responsible authority.

An amended application has indeed been noted during the approvals process.

Geelong-based architecture firm CLWA and heritage architects Lovell Chen conceived the originally submitted design, incorporating 312 hotel suites, 38 supersized apartments, various amenities and an internally reworked Tea House which would compliment the tower's intended use.

What the new plans for the 2,948sqm site entail remains to be seen.

Elizabeth Street wins approval, Clarendon Street goes back to the drawing board

No doubt about it, the emerging build-to-rent model has the property media in a tizz at the moment. What may in part become a solution to the housing and rental affordability dilemma has garnered immense media attention of late.

The Australian Financial Review has referred to it as a <a href="http://www.afr.com/real-estate/it-could-be-a-game-changer-odds-increase-for-buildtorent-sector-20170825-gy4b8e">game changer</a>, <a href="http://www.afr.com/real-estate/build-to-rent-a-key-for-australian-housing-affordability-20170830-gy6y2x">a key for Australian housing affordability</a> and a <a href="http://www.afr.com/real-estate/residential/buildtorent-great-for-big-investors-good-for-overpriced-cities-20170831-gy89xv">boon for property industry big investors</a>.

Whilst the new model of project delivery holds great appeal, a spanner in the works may have emerged with <a href="http://www.theaustralian.com.au/business/property/buildtorent-rules-challenged/news-story/72a8b19e6b358d2461e63c472b45315b">The Australian last week noting</a> that "tough new rules on Australia’s nascent build-to-rent sector proposed by the federal government could restrict investment in the area and crimp the asset class that has the potential to relieve pressure on the housing sector."

Below is a succinct overview of the Build to Rent model as per the Informa Australia website, with the forthcoming <a href="https://www.informa.com.au/event/build-rent-forum/">Build-to-Rent Forum</a> to be held in Sydney on 30 October 2017. 

<h2>Build-to-rent explained</h2>

<ul>
<li>Build-to-rent (also known as Multi-Family Occupancy) is a new housing model that could be the solution for the affordability crisis in Australia’s metropolitan areas. </li>
	<li>Build-to-rent allows companies that construct residential housing (usually apartment blocks) to retain ownership of them, once built.</li>
	<li>Build-to-rent looks to change this attitude, by allowing the developer/construction company to retain ownership of their building and become the landlord.</li>
	<li>The developer or construction company will offer 5-10 year leases to young families.</li>
	<li>Lengthy nature of leases on offer allows for lower rental prices.</li>
	<li>It is believed to be a win/win for developers and renters and would offer a viable option for those looking to live in the expensive Sydney and Melbourne regions.</li>
	<li>There is an opportunity for build-to-rent/multi-family occupancy to be considered an asset class and therefore affect the Australian economy even more directly and involved both state and commonwealth governments.</li>
</ul>
<h2>Andrew Fawell at the coal face</h2>

At the forefront of discussions on the model is Andrew Fawell, Group Director at Beller Property Group. Apartments.com.au recently chatted with Andrew on all things build-to-rent.

Build-to-rent is not necessarily new to Melbourne. Mid-sized property player B Central Development Group is across the model, last year completing 405 St Kilda Road which is 100% retained by the developer, whilst Ciel on Centre Road Bentleigh will also contain a build-to-rent aspect with 20% retained by B Central Development Group as long-term rental stock. 

In addition to managing the above projects, Andrew Fawell also notes that Armadale will also host a similar build-to-rent development located at 737-739 High Street.

Why the model has stirred interest is the emerging scaleability and subsequent viability for the larger players within the property industry. Salta has garnered much attention for their mixed-use Docklands tower which includes a build-to-rent component, with players such as Mirvac, Cbus Property and Lendlease all weighing into the discussion prior to advancing any projects.

What shape and scale the build-to-rent sector takes heavily relies upon the role of Government. Andrew Fawell suggests incentives from a Government level are required to bring on the build-to-rent sector, contrary to the <a href="http://www.theaustralian.com.au/business/property/buildtorent-rules-challenged/news-story/72a8b19e6b358d2461e63c472b45315b">reported planned measures taken by Treasurer Scott Morrison</a> to restrict for global investment in the sector.

Also on Andrew Fawell's mind is the role of Australia's banks, suggesting that as long as banks comprehensively control the financial strings, there will be no immediate and easy solution to Australia's affordability issue. Thus how to commercialise the build-to-rent model to a point where it reaches critical mass and affords players the adequate degree of return for their investment is the pressing question.

Hence the increasing number of property industry-focused seminars and forums to devise a cohesive approach to what looms as a new paradigm for affordable housing.

Above all Andrew Fawell stresses the need for certainty in policies and structures formulated to aid the emergence of the build-to-rent sector.

A final planning decision looms next week for Doncaster Hill's latest apartment development.

Already holding the consent of Council planners, a positive result at next week's Council Meeting will see 666 Doncaster Road add to the measured flow of high-density residential projects atop the hill. In their report, Council planners have recommended that the Plus Architecture-designed scheme be approved, subject to conditions.

Now home to a low-rise commercial complex, the 3,257sqm site would be razed to accommodate the project which is backed by Brabian Investments Pty Ltd, with consultancy proUrban also involved in realising the project.

Plus Architecture's design covers 58% of the site and reaches 45.38 metres in height, with the building capped by a GBLA Landscape Architects-designed rooftop terrace.

Manningham City Council note that 28 objections were received for the application, covering a range of issues.

For its part, Council planners have via their report stated "that the proposal complies with the relevant planning policy in the Scheme and should be supported, subject to conditions requiring design changes to the building and the submission of management plans for Council approval."

This in turn has made it a steady contributor to Melbourne's growing acceptance of higher density living, without generating a boomtown, high-rise reputation that neighbouring Box Hill now has.

Doncaster Hill's only major current build is that of <a href="/buildings/nest-at-the-hill-642-doncaster-road-doncaster">Nest at the Hill</a>, which is under the guidance of Crema Constructions. Adjoining Doncaster Hill, Mirvac's <a href="/developments/doncaster-vic-3108">Apartments of Tullamore</a> project is due for a construction start whilst <a href="/buildings/the-point-doncaster-hill-600-doncaster-road-doncaster">The Point Doncaster Hill</a> and <a href="/new-apartments/686-doncaster-doncaster">686 Doncaster Road</a> are at registrations and/or sales.

Upon approval, 666 Doncaster Road would join three additional project on Doncaster Hill in holding approval for a minimum of 100 apartments. They are 9-11 Wiliamsons Road with 151 dwellings, <a href="/buildings/north-eastern-tower-659-669-doncaster-road-doncaster">659-669 Doncaster Road</a> with 385 dwellings and <a href="/new-apartments/602-630-doncaster-road-doncaster">602-630 Doncaster Road</a> which includes 267 dwellings.

Doncaster Hill's next major apartment project verges on approval

Toorak Park is the outcome of a decade of development overtones for an expansive and formerly underutilised site abutting Toorak Station.

Few projects across Melbourne are larger in terms of site size, with developer Lendlease over recent months applying the finishing touches to 446 apartments and 18 townhouses across a host of buildings. What makes Toorak Park particularly impressive though is the extensive greenery and public permeability across its ground plane.

Often by necessity the vast majority of Melbourne's apartments buildings find themselves in a truly urban context; surrounded by other buildings they are small in footprint and often lack expressive, inclusive or even interesting public realm outcomes.

Toorak Park is at the opposite end of the scale; it is not an outwardly flashy development but when roughly 35% of the site's 2.5 hectares has been seeded to green areas or parkland, it becomes an excellent public outcome.

Various buildings up to 12 levels dot the site, and generally present with the same architectural form and expression. Whilst they may not rank as among the most impressive buildings in Melbourne, the format and execution across the project's ground plane is deservedly worthy of praise and equal to any that Apartments.com.au has reported on in recent years.

The development is bound by Orrong Road, Toorak Railway Station, Osment Street, Toorak Park and Victory Square Reserve. Greenery, permeability, and wayfinding are all present, as is a new alternative route in accessing Toorak Station and Beatty Avenue via the heart of the site.

Wide, clear and well-signed paths, an immense number of plantings right across the development and the separation between vehicle access and pedestrian space are all on show; the latter is especially noticeable and makes for a quiet and safe experience when walking through the finished product.

The pre-existing pedestrian link from Orrong Road to Toorak Station which flanks the site's northern border is a prime example of what effective landscaping can do. The narrow passage formerly lined by cyclone fencing now enjoys stepped layers of greenery that provides a lit and safe pedestrian space, whilst also masking the necessary security and privacy measures for residents directly behind.

During the project's sales campaign Tract director and landscape architect Mike Stokes was quoted as saying "We create landscapes that grow old gracefully. We were mindful of the spaces between all the buildings, and responded to leafy surrounding suburbs, such as Toorak, Armadale, and Prahran."

Once the new plantings reach maturity and the overall development is 'worn in', it will be interesting to see just how gracefully the landscape around Toorak Park ages, given how impressive it is right now.

Toorak Park delivers where it matters most

Perhaps it's a case of third time lucky for the vacant former home of Coburg High School on Bell Street.

The monster 1.2 hectare site at 81 A Bell Street is back at planning, representing the third design to be proposed for the key site in recent years. Gone is the intent to deliver hundreds of apartments, but rather now advisory and project management firm Beca is overseeing efforts to deliver a substantial retirement village onsite.

Ryman Healthcare is the nominated operator for the intended development which would include 106 high care rooms, 76 assisted living suites 207 apartments tagged as independent living units. Ryman Healthcare specialises in aged care for people over the age of 65.

Five buildings are proposed across the site which is situated within the Coburg Activity Centre, with the tallest rising to 11 levels.

Below left is the previous design which gained a permit during 2015 for then owner Double LZ Development. 391 dwellings were the approved outcome, supported by 430 car parking spaces and retail tenancies.

<figcaption>Former designs for the former Coburg High School site</figcaption></figure>Under the proposed amendment to the approved scheme, Beca and Ryman Healthcare are looking to implement a markedly different outcome for the site, albeit one which is generally within the built form envelope of the currently approved design.

The sought-after design now at planning is a far way from the initial scheme headed by developer Hamton, seen above right. Hamton, Macquarie Real Estate Equity Fund, Jackson Clement Burrows and SJB Planning were behind the abnormally shaped circular and interlinked development which would have bought 500 plus apartments, 3,000sqm of office/retail space, community facilities and a significant landscaping.

With that particular 2010-approved project consigned to history, the push to amend the currently approved scheme would also see landscaped areas, supplemented by a bowling green, activities areas, swimming pool and library.

According to planning documents, Plus Architecture aided Ryman Healthcare in the design process.

The pending resolution of the Coburg High School site and its eventual delivery would shape as one of, if not Coburg's largest development in the pipeline.

The highly touted $1 billion, 20-year Coburg Initiative urban regeneration project in partnership between developer Equiset and Moreland City Council was scuttled six years ago. The second big-ticket project to falter within Coburg came by way of Epworth Healthcare's bid to open a private hospital diagonally opposite the Coburg High School site, which eventually amounted to nothing.

Dahua Group's Managing Director William Huang recently sat down with Apartments.com.au to profile the company's upcoming Hawthorn Park development, and their wider intentions for the Australian market.

Exposure for the development is on the rise prior to its public launch next month. Hawthorn Park shapes as one of Melbourne's largest releases for 2017, with 362 dwellings slated for the 12,282sqm site which holds three street frontages; the major frontage is to Camberwell Road.

Located in the burgeoning apartment market that is Hawthorn East, Dahua Group have positioned Hawthorn Park with flexibility in mind. William Huang explains that dwellings, and particularly dwelling sizes and formats have been designed to broaden the project's appeal within the marketplace.

Rothelowman are responsible for both architecture and interiors, designing Hawthorn Park's gamut of living options which sees interiors range between 45sqm and 137sqm.

At present the only confirmed tenant is DOMO, with the furniture brand accounting for a Camberwell Road space.

Asked what additional features the projects boasts, William Huang states that the project will include Melbourne's first elevated pool that spans separate buildings. A gym, skywalk, cabana lounge, outdoor alfresco dining area, yoga/massage room and cycling workshop form the balance of amenities within Hawthorn Park.

Jack Merlo is responsible for the development's communal green areas, with one zone featuring a hammock lounge.

Quizzed on a likely start to construction, Dahua Group have pencilled in the second quarter of 2018. Hawthorn Park's construction tender process is currently underway.

Asked is Dahua Group is specifically looking for additional Melbourne apartment development sites, William Huang explains that if the right site and circumstances arise the developer would act, but their plan of hedging between apartments and detached housing has served them well to date.

Having created separate development arms in both Melbourne and Sydney during 2014, Shanghai-based parent firm Dahua Group joined the flow of Asian-based developers into Australia at the peak of the recent development boom.

In response to a question regarding the restrictions placed upon foreign investment by the Chinese Government and its subsequent effects on developers such as Dahua Group, William Huang is unperturbed. Given the string of restrictionary planning and financial changes make by both state and federal bodies in recent years, William Huang explains that developers in general have ridden those challenges.

As for Dahua Group, it's a business as normal approach to delivering their strengthening development portfolio across Melbourne.

Hawthorn Park solidifies Dahua Group's Australian presence

Enzo Raimondo was kind enough to conduct a far-reaching chat with Apartments.com.au recently. Currently the Chief Executive Officer of view.com.au, Enzo's previous positions included a stint at Real Estate Institute of South Australia and 16 years as the Chief Executive of the Real Estate Institute of Victoria.

With this wealth of experience under his belt, Enzo Raimondo's knowledge of the hot topic that is rental affordability is equal to any in the market.

The chat began with questions regarding the overall state of Melbourne's apartment market, and consequently the state of the local rental market. Enzo explains the overall rental vacancy is hovering between 2.2% and 2.5%, thus from a rental perspective the overall market is understandably tight.

Certain pockets of the CBD and Southbank though have seen higher numbers in terms of apartment completions in recent years, which is a positive for rental affordability albeit in isolated areas.

In terms of prevailing trends within in the rental market, Enzo notes that the current rental market is flush with people who rent based upon lifestyle decisions. This demographic shift sees predominantly younger renters seeking proximity to amenities and employment options, as opposed to sourcing the cheapest possible rental.  

Another non-price related factor influencing the rental market is Melbourne's worsening commute times, and how this impedes lifestyle choices.

It's this scarcity of time and how individuals choose to utilise their limited time, coupled with the scarcity of land and higher dwelling prices which Enzo notes has resulted in higher proportion of Melbourne's population seeking a long-term rental-based solution.

With Melbourne coming off the peak of its largest ever apartment boom and vacancies hovering above 2%, Enzo Raimondo notes the need to address the supply issue longer term. So too does the state government by way of recently introducing the  (Long-term Tenancy Agreements) Bill 2017 to Parliament.

Enzo Raimondo applauds the move which in part seeks to facilitate longer-term rental agreements for tenants, providing certainty beyond a standard 12 month period. Having taken decades to evolve to this point, the bill seeks to equalise the relationship between tenant and landlord, and provide certainty for both parties over a longer period of time.

Enzo Raimondo also places pets on the agenda as a looming issue, given that allowances are generally not in rental agreements. This is particularly more prevalent in inner city apartments blocks which are a far cry from the suburban blocks with backyards that renters with dogs, in particular, are drawn to.

Quizzed on how scaled back foreign investment may mould the rental market, Enzo believes that this will only be a short term influence. Whilst foreign purchasers may dip, Enzo explains that a transitioning market will invariably pick up the slack in terms of purchasing Melbourne investment properties (read: added local rental stock), identifying expats from London and Hong Kong as likely sources in picking up the slack.

This, in turn, ties in with Apartments.com.au's question regarding the glut of vacant apartments across inner Melbourne, as has been reported in recent months.

Citing the low vacancy rate, Enzo Raimondo believes this is, for the most part, a furphy. He does caution though that a proportion of Asian-based buyers in recent years have purchased apartments for their children, whether they are studying in Melbourne and/or living here temporarily, and that this scenario can lead to the perception of masses of empty apartments.

Overall though Enzo Raimondo is not concerned about the perception or future prospect of swathes of empty apartments throughout inner Melbourne, citing Melbourne and Sydney as Australia's international destinations where investors will always be drawn to.

Enzo Raimondo talks about Melbourne's rental market

On the back of selling 90% of apartments within the first Victoria Square tower, developer <a href="/developers/growland-group">Growland</a> has launched the second stage of the development located in <a href="/new-apartments/footscray-vic-3011">Footscray's</a> Joseph Road Precinct.

Growland will now pursue the local owner-occupier market even more vigorously in order to account for the bulk of the second tower's sales, having noted a decline in foreign buyer interest of late. The newly released tower has been dubbed VS02 and will include 168 apartments, spanning levels 4 to 21.

This refocusing on the local buyer has seen a diverse number of floorplates and design options made available across VS02; the strategy allows the tower to be an attractive option for as many potential buyers as possible. Growland has also begun single bedroom apartment internals within VS02 from 61sqm, a considerably large size in relation to many other Melbourne apartment projects.

Although part of a wider six tower development designed by Kavellaris Urban Design, VS02 will carry interior finishes independent to those of the first tower. The release of VS02 comes as Joseph Road Precinct begins to take shape with major projects either side of Victoria Square in development. 2 Hopkins Street has begun its sales campaign, while <a href="/buildings/riverina-22-hopkins-street-footscray">22 Hopkins Street's</a> first phase is well into construction.

Growland aims for local buyers as Victoria Square's second stage is launched

<a href="https://www.apartments.com.au/developers/sunland-group">Sunland Group</a> has officially lodged plans for its first Gold Coast apartment project since the departure of the Abedian family from the company three years ago, unveiling a new high-rise proposal for a prominent Broadbeach corner site on Old Burleigh Road.

The application was submitted by an entity directed by Tom Jamieson, stepson of longtime Sunland leader Soheil Abedian, and Riaz Rezvanipour, brother-in-law of Sahba Abedian, Soheil’s son.

Sunland acquired the 1,283 sqm site on the corner of Old Burleigh Road and Armrick Avenue for $9.5 million late last year and is now seeking approval for a <a href="https://www.apartments.com.au/new-apartments/99-101-old-burleigh-road-broadbeach-qld-4218">42-storey tower with 81 apartments</a>.

Designed by <a href="https://www.apartments.com.au/architects/contreras-earl-architecture">Contreras Earl Architecture</a>, the proposed tower at 99-101 Old Burleigh Road would deliver a predominantly larger-format apartment mix aimed at the owner-occupier market. Plans include 17 two-bedroom apartments, 55 three-bedroom apartments, and nine four-bedroom residences across 35 residential levels.

The development also incorporates three basement levels, four podium parking levels, two levels of communal recreation facilities, and rooftop plant and equipment. A total of 189 car spaces are proposed, significantly exceeding the 90 spaces required under the planning scheme.

The architecture adopts a sculpted, curvilinear form, with deep wraparound balconies and integrated landscaping intended to soften the tower’s vertical expression. The planning report states the building’s “slender footprint/form provides a complimentary yet varied built form within the local streetscape” and contributes to “a varied, yet ordered skyline.”

Contreras Earl noted in its Architectural Statement that from the early stages, the project addressed a fundamental challenge: how to accommodate the required residential yield while avoiding the conventional model of a tower sitting on a rigid, fully resolved parking podium.

“The most direct response would have been to consolidate parking into a singular, flat podium and extrude a repetitive tower above,” the statement said. “While efficient, this approach would result in a consolidated built form with limited engagement with the surrounding landscape and public realm.”

Instead, the conventional podium model was “deliberately rejected”. The architects described the base of the building as “a landscaped architectural condition where structure, planting and circulation are integrated”.

“Rather than presenting a continuous built mass, the base of the building is articulated through a series of concrete planter elements that organise the podium into a fragmented system,” the statement said. “This approach reduces the perceived bulk of the lower levels while establishing a more permeable interface with the streetscape and adjacent open space.”

The site sits within the High Density Residential Zone and inside the City of Gold Coast’s unrestricted “HX” building height area, where the planning framework anticipates intensified residential development tied to the expanding light rail corridor. The planning report notes the area is undergoing “transition toward more intense development forms” given its proximity to Broadbeach, Surfers Paradise, and high-frequency public transport infrastructure.

Positioned directly opposite Broadbeach Park and within walking distance of Florida Gardens light rail station, the development would sit among a rapidly evolving stretch of Old Burleigh Road that has become one of the Gold Coast’s most active apartment development corridors.

The application joins a growing pipeline of luxury residential projects reshaping Broadbeach, including nearby developments by 5Point Projects, Polycell, and Graya.

The planning report argues the project contributes toward the Gold Coast’s long-term housing targets under the South East Queensland Regional Plan, which forecasts the need for more than 100,000 additional high-rise dwellings across the city by 2046.

First look: Sunland Group returns to Broadbeach new apartment market with new Old Burleigh Road tower plans

The Minns Labor Government has established the new Bays West Delivery Authority to lead the development&nbsp;of the Bays West Precinct and Blackwattle Bay Precinct.&nbsp;

The Authority is charged with creating Sydney’s newest precinct, a thriving, connected, sustainable hub with White Bay Power Station as its cultural heart. Its vision is to build on the area’s natural, cultural and industrial history to shape a vibrant new neighbourhood.

The precinct will deliver up to 8,500 well-located homes, including a minimum of 10 per cent affordable and essential worker homes. Combine new housing with public open space, opening public access to the waterfront for the first time in more than 100 years, while retaining important deep-water facilities to support Sydney’s working harbour.

Located just minutes from the Sydney CBD and connected to a world-class metro, ferry, walking and cycling links, the Bays West precinct will rebalance housing growth towards well-serviced inner-city locations and help tackle the state’s housing crisis.

The Bays West Delivery Authority,&nbsp;an agency of the Department of Planning, Housing and Infrastructure, will report to the NSW Minister for Lands and Property who already has oversight of major precinct renewal projects including at Blackwattle Bay and Barangaroo.

As part of the broader Bays West transformation, the Minns Government recently announced that a proposal from Lendlease to redevelop part of the Bays West Precinct has progressed to Stage 2 of the NSW Government’s unsolicited proposals process.

The Minns Labor Government has also confirmed the Bays West precinct will have a new suburb name. This will be the first major suburb built in close proximity to Sydney’s CBD in decades and will encompass the area currently being referred to as Bays West, including Glebe Island and the White Bay Power Station. Served by a new Metro station just five minutes from the CBD, it will become one of the most populous suburbs in the Inner West and one of Sydney’s premier cultural destinations.

An early works program is taking shape, which&nbsp;includes the first stages of an international design competition.&nbsp;

The aim of the Bays West&nbsp;International&nbsp;Design Competition is to&nbsp;ensure design excellence is embedded in the project from the start. The competition will deliver an&nbsp;urban framework that defines the character, ambition and long-term identity of&nbsp;this&nbsp;former industrial precinct as it transitions to a vibrant, inclusive and sustainable residential&nbsp;neighbourhood.

The competition will be led by the Bays West Delivery Authority in partnership with Government Architect NSW.&nbsp;

It will launch with an invitation for a global Expressions of Interest, before moving to an invitation-only stage that will be assessed by a panel that&nbsp;will provide advice to Cabinet who will select a winner.

Premier of NSW, Chris Minns said the establishment of the new Authority is the first step in transforming the Bays West precinct into a vibrant, livable suburb minutes from the Sydney CBD and two stops from Hunter St Station on the Metro West line.

“The Authority will deliver well-located homes close to the heart of the city and integrate the new precinct with Blackwattle Bay and the new Sydney Fish Market.

“This is a generational opportunity to build a new suburb on the city’s edge and open the harbour foreshore to the public for the first time in a century.”&nbsp;

Minister for Lands and Property Steve Kamper said the new Bays West Delivery Authority established by the Minns Government will turbocharge the development of Sydney’s newest suburb.

“The Authority is working at a record pace to deliver an international design competition, planning pathways and a financial model so that this development benefits Sydney with well-designed homes in a central location, close to public transport, jobs, entertainment and essential services.

“If we want Sydney to stay liveable and affordable, we need to be bold about using underutilised government-owned land to deliver homes for the future while making sure essential working harbour functions can be accommodated.”

Around 400 additional homes could be built at Southwark Grounds on Port Road, lifting total site capacity from 1300 to around 1700 dwellings.

A recently approved code amendment would allow apartment towers of up to 14 storeys in some areas of Renewal SA’s redevelopment of the former West End Brewery.

Renewal SA Acting Chief Executive Shane Wingard said he welcomed the code amendment, with the increase in heights and homes making a positive impact on the supply of high-quality, well-connected housing close to the city.

“By going higher across some parts of Southwark Grounds, we are adding a substantial number of very well-located homes with little impact on project delivery time or planned open space,” Mr Wingard said.

Since the project officially launched in 2025, Mr Wingard said more than 12,000 enquiries had been received about living at Southwark Grounds.

“The very strong early interest we’ve seen since homes were first released in the precinct reinforces our plans to create more housing opportunities,” he said.

The Southwark Grounds code amendment was launched in December last year, with community engagement undertaken over five weeks from January.

It proposed increasing maximum building heights from eight to 14 storeys on the eastern section of Southwark Grounds, and to 12 storeys across the remainder of the site, with minimum building heights ranging from two to four storeys.

The code amendment was implemented through an Early Commencement policy in late January, allowing developers to quickly explore the viability of increased height and housing yield while other planning processes continue.

One of the first developers delivering apartment sites have already finalised redesigns to increase the number of apartments following the code amendment.

Samaras’ development adjacent to the future Colonel Light Park is now planning to deliver 125 apartments across 11 storeys, significantly greater than original plans of around 50 apartments across four storeys.

The developer is also exploring the potential for additional affordable housing outcomes.

Most of the apartments at Southwark Grounds will be delivered within a master-planned precinct on a large parcel of land on the eastern portion of the site, covering around two-thirds of its 8.4 hectares.

Wingard said detailed precinct planning over the coming months may identify further opportunities to increase yield further that could see total apartment numbers at Southwark Grounds, exceed this number.

Affordable homes at Southwark Grounds will also see a net increase, with Renewal SA maintaining its commitment to a minimum of 20 per cent affordable housing across the development.

Civil works have begun across the site, with construction under way on the first new roads surrounding a townhouse precinct in the south‑west corner of Southwark Grounds. This includes Renewal SA’s 17 Founder’s Row homes, which are on track for completion by Christmas.

“We expect to have people living at Southwark Grounds by the end of the year, so delivering roads and public spaces for those residents is among our highest priorities.”

Construction of 40 townhouses off Anderson Street, known as West Village and being delivered by Contour, is forecast to begin in mid‑2026. Kolabb’s Anderson Lane development will follow shortly after, delivering a further 26 townhouses.

Southwark Grounds is a state government‑led urban renewal project now set to deliver around 1,700 homes over the next decade.

Homes will be supported by a supermarket, a range of retail and hospitality offerings anchored by a revitalised Walkerville Brew Tower, a childcare centre, car parking and well‑connected public spaces.

400 new homes planned for Adelaide's former West End Brewery site

Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/cavcorp">Cavcorp</a> has lodged plans for a new mixed-use residential development at <a href="https://www.apartments.com.au/new-apartments/55-wyandra-street-teneriffe-qld-4005">55 Wyandra Street</a>, Teneriffe, anchored by an 85-metre public laneway designed to reconnect the suburb’s riverfront with the Gasworks precinct.

The buildings, known as Teneriffe House and Teneriffe Lane, would replace the existing Queensland Cotton head office site with a 15-storey residential tower transitioning to eight storeys toward Helen Street. The project has been designed by Plazibat Architects and lodged as a code assessable development application for 93 apartments across a 3,401 sqm mixed-use site within the Newstead and Teneriffe Waterfront neighbourhood plan.

Central to the scheme is the transformation of an existing service easement into a publicly accessible cross-block connection linking Wyandra and Helen Streets. Cavcorp says the new laneway will act as both a pedestrian shortcut and a landscaped civic space between the Teneriffe Riverwalk, ferry terminal, and Gasworks precinct.

“The revised proposal delivers a legacy public-realm cross-block link, permanently secured for community use, transforming an existing private easement into a safe, high-quality pedestrian connection between the Teneriffe heritage riverwalk and the Gasworks–Long Island precinct,” the planning report states.

The laneway will sit beneath a large subtropical loggia integrated into the podium levels of the development. The design incorporates deep landscaping, water gardens, lobby spaces, business lounges, and ground-floor apartments to create what Cavcorp describes as a climate-responsive “urban verandah.”

The tower itself has been designed as a slender form with recessed floorplates and curved translucent corners inspired by contemporary Japanese architecture. The building height aligns with the Commercial Road precinct controls, which permit towers up to 15 storeys within proximity to Longland Street.

The project will comprise a mix of larger-format apartments aimed at owner-occupiers, downsizers, and families. The proposed apartment mix includes 11 loggia apartments across the lower levels, 50 four-bedroom Sky-Terrace apartments from levels three to seven, and 32 Sky-Pool Homes occupying the upper tower levels. The Sky-Pool Homes will feature private thermal plunge pools integrated into oversized balconies.

According to the application, the apartments are intended to reinterpret the scale and character of Teneriffe’s woolstore conversions and Queensland homes within a vertical residential format.

“The sky-pool homes build on Cavcorp’s previous projects and introduce a distinct apartment typology to Teneriffe, informed by both local and international precedent and responding to an identified market demand for enhanced safety, space and amenity,” the planning submission notes.

A major focus of the proposal is its five-level wellness and lifestyle offering, extending from the basement through to the rooftop.

Amenities proposed include a rooftop Swim &amp; Racquet Club with a 25-metre Olympic lap pool and tennis court, coworking spaces and libraries, golf simulators, wine storage, concierge facilities, business lounges, pet wash areas, and rooftop longevity-focused wellness spaces with spas, outdoor fitness zones, and landscaped terraces.

All parking will be concealed within basement levels accessed from Wyandra and Helen Streets. Cavcorp says the deep-basement engineering approach allows the entire ground plane to prioritise landscaping, pedestrian movement, and active frontage rather than vehicle infrastructure.

The development continues Cavcorp’s concentration in Newstead and Teneriffe, where the Brisbane developer has delivered a number of apartment projects including Lucent, Le Bain, and Luminare, as well as the Long Island Wellness Precinct nearby. Several of those projects have received national design and architecture awards, including recognition under Brisbane’s “Buildings that Breathe” program.

Cavcorp unveils wellness-focused Teneriffe House and Teneriffe Lane apartment buildings

Focus Group Investments has lodged plans for a new apartment development at <a href="https://www.apartments.com.au/new-apartments/64-70-hanover-street-fitzroy-vic-3065">64–70 Hanover Street</a> in Fitzroy, seeking to utilise the Victorian Government’s recently introduced Great Design Fast Track pathway to accelerate approvals for the project.

The proposal is among the latest developments to emerge through the state-led initiative, which was established to fast-track well-designed residential projects in activity centres and transport-connected inner-city locations. The pathway allows qualifying developments that meet elevated design and housing benchmarks to bypass traditional council planning timeframes and instead be assessed directly by the Department of Transport and Planning.

Designed by SJB, the development will comprise a mix of apartments above activated lower levels, with a strong focus on architectural articulation, landscaping, and communal amenity. The design response seeks to balance the industrial character of Richmond’s former warehouse precincts with a more contemporary residential form.

Proposed are 63 new dwellings, a wide ranging mix of studio, one-, two-, and three-bedroom apartments, and townhouses and duplexes. They will be spread across a part-three, part-eight storey building.

The Planning and Urban Context Report by Tract says the development is of an "exemplary architectural standard" and has been carefully crafted by SJB Architects.

"Dwellings&nbsp;will benefit from excellent access to natural light, cross-ventilation opportunities and extensive communal space," the report noted.

The architectural material highlights the project’s integration of landscaped elements and communal spaces throughout the building. The proposal also incorporates sustainability initiatives aligned with the Victorian Government’s push for higher-performing apartment developments under the fast-track program.

The Great Design Fast Track was unveiled by the Victorian Government in 2024 as part of a broader housing supply strategy aimed at accelerating the delivery of new homes. Projects assessed through the pathway must demonstrate high-quality architecture, sustainability outcomes, and housing diversity while being located close to public transport and existing infrastructure.

Fitzroy has been one of the most popular spots for developers and buyers in recent years. The likes of PACE Development Group, SMA Projects, Crema Group and Chapter Group, currently selling projects in the suburb.
