Southport, Queensland mortgagee home listing slashed $280,000 sold

Perth architecture and property development group Baltinas’ new mixed-use development on Beaufort Street in Mount Lawley has been approved.
The project was approved by The City of Vincent.
It includes 26 luxury apartments with a mix of one to three bedroom offerings, offices, and ground floor retail and café spaces.
Baltinas’ founder Barry Baltinas said the CHALLIS development on the Highgate Drycleaners site had been named in honour of the couple who’d owned the site since the 1950’s until his company purchased it two years ago.
Mr Baltinas said the new landmark building would feature quality architecture drawing inspiration from Mount Lawley’s cornerstone art deco buildings.
He says that the tree planting system CHALLIS incorporates is unlike any other seen in Perth, with trees growing throughout the upper levels of the building.
“The calibre of this development will help enrich the local community by activating residential life and the town strip with new bustling retail, cafe and office space, and the inclusion of public art of significant importance,” said Mr Baltinas.
The development is targeted at the owner-occupier demographic, in particular the downsizer. 
“This downsizer market is potentially one that will spend most of their daytime hours out and about in the town centre supporting the local economy, so it’s a very exciting project for Mount Lawley and for us,” he said.
Construction is due to start in January 2020,

Art deco inspired Mount Lawley, Perth development approved

Billionaire Lindsay Fox has bought another commercial holding in Sorrento on Victoria's Mornington Peninsula.
The Fox family have paid $3 million for a 1,660 sqm fringe land holding at 856 Melbourne Road (above).
Currently on the land are two 1920s built homes.
It it's likely given its location one street back from the main shopping strip on Ocean Beach Road, that it will be developed into commercial premises.
One of the homes was known as Mayfair. They were sold as a tenanted investment, according to the Commercial Real Estate website.
The site sits along the road from where Fox owns a 4000 square metre site on the corner of Melbourne Road and Ossett Street, the busy roundabout at the far end of the retail strip.
Running from 839-843 Melbourne Road and on Ossett Street, Fox acquired it for $4.1 million in December 2015, settling October 2016.
CBRE secured the recent sale which was bought by a family run company Fox Shelf No 1 Pty Ltd.
The Fox family have their weekender compound at Portsea, a 16,000 sqm compound on the cliffs.
The most recent retail sale within the Sorrento township was $4.07 million for 54-56 Ocean Beach Road, the Sportsgirl premises - $1 million above reserve.
Investment company, developer and retirement living specialist Knowles Group bought the premises, paying more than $22,000 a square metre — a record for the popular coastal shopping strip. It is headed by Melbourne socialite Coral Knowles, the wife of John Knowles.
The Country Road concept store fetched $7.125 million in 2018 when the former Post and Telegraph office and postmaster’s quarters was sold. 
The 10-16 Ocean Beach Rd property on 750sq m had been expected to sell for over $6 million.
The vendor, former Rothschild Australia chairman Peter Griffin, paid $2.53 million in 2013 for the property.
It is currently leased until 2022 with two further five-year options available.
It sold to Anna Maria and Giuseppe Pollio.
In 2016, the Mitre 10 hardware store at 80-98 Ocean Beach sold for $11.47 million to Melbourne property developer Colin DeLutis on a yield of 0.4 percent.

Project managers are expected to effectively manage large and complex projects or programmes, but it is widely recognised that these large-scale projects are not always delivered as planned.
In liaison with the client, project managers commit to delivering the defined scope, within a forecast time and to a designated budget.
Despite the unavoidable optimism bias of project managers, in which we hear “not my projects, my projects are different”, the statistics around project delivery tell us majority of projects face budget overruns and delays. Nine out of 10 projects go over budget, with time overruns also being a major issue. It is true that some projects are delivered successfully, although the odds are not in favour of large-scale projects.
How do other industries get it right?
In other industries, such as the medical field, consistent developments and advances are made to its technology, and due to these advancements, medical outcomes are vastly improved as time goes on. Unfortunately, the same cannot be said for project delivery. Statistically we are just not getting much better, and that means that what we as projects managers have been doing up until now is not working effectively enough.
When surgeons prepare for a surgery there are fundamentals to be undertaken, such as effective testing, accurate diagnoses, precise anaesthetic, high levels of cleanliness and controlled recovery. The meticulous steps are taken so that innovative medical interventions can be made safely and effectively.
The project management industry needs to raise the bar
Current project management systems lack the big innovative methods that make a stepped difference. It seems project management has become static, and we need to move beyond the focus on more methodologies, more systems, more detail, more reporting and essentially, more work. The world is on the verge of a massive technological and social shift due to advancements in artificial intelligence, machine learning, increased connectivity, big data and the like. These changes provide project management, and professional service industries in general, with huge opportunity but also major risk.
Those who don’t move with technology will be left behind
Our profession must reposition its thinking and to step away from the heavy investment project management has in the status quo. We are going to have to experiment, and unfortunately we are not afforded the benefits of lab mice the way that medical scientists are. 
Socio-technical change is upon us and our profession must maintain but move beyond the past paradigm of disciplined project planning, management and reporting that has long been the dominant underlying philosophy.

ASIC has permanently banned Subeer Luthra from providing financial services and engaging in credit activities because of his dishonest conduct.
This banning follows an ASIC surveillance in relation to Mr Luthra’s conduct when he was an authorised representative of Westpac Banking Corporation.
ASIC was notified of Mr Luthra’s misconduct by Westpac, and an ASIC review of Mr Luthra’s advice found that he dishonestly recast his clients’ priorities to suit his own interests.
Mr Luthra advised his clients to switch their superannuation to a product issued by BT (part of the Westpac Group), and to obtain comprehensive personal insurance, without taking their needs and objectives into consideration.
He also recommended BT insurance and superannuation products to all his clients without adequately investigating their existing financial products.
The advice resulted in Mr Luthra’s clients paying excessive insurance premiums that eroded their superannuation contributions at a point in their lives when they did not have enough time to rebuild their assets for retirement.  
Mr Luthra prioritised his own interests over those of his clients by providing inappropriate advice that maximised the amount of fees and commissions payable to Westpac and himself.
ASIC found that Mr Luthra is not of good fame or character to provide financial services because his conduct was dishonest and deliberate, and motivated by personal enrichment.
ASIC also determined that Mr Luthra is not a fit and proper person to engage in credit activities.
ASIC Commissioner, Danielle Press said, “The failure of financial advisers to act in the best of interests of their clients or to prioritise their clients’ interests over their own erodes public trust in financial services professionals and affects the financial system as whole. Individual advisers have a role to play in rebuilding that trust."
Mr Luthra’s banning is part of ASIC's Wealth Management Major Financial Institutions Portfolio.
The Portfolio focuses on the conduct of Australia's largest financial institutions (NAB, Westpac, CBA, ANZ, Macquarie and AMP) with respect to credit and retail lending, financial advice, fees for no service, superannuation trustees, insurance, unfair contract terms and other licensee obligations, and other conduct arising from the Financial Services Royal Commission.
As part of this work, ASIC has banned 56 advisers and one director from the financial services industry. Three bannings are the subject of appeal.

Westpac Melbourne financial adviser permanently banned for dishonest conduct: ASIC

Multiplex, a global construction company, has completed restoration and refurbishment works on Trades Hall &amp; Literary Institute’s Trades Hall Living Heritage Project, funded by the State Government of Victoria.
The historic three level Trades Hall building in Victoria Street, Carlton. Victoria’s Trades Hall is Australia’s oldest and largest trades hall.

It was constructed in 10 stages with the most significant occurring between 1876 to 1925 and is a prominent Carlton landmark that serves as a hub for union organisation.
The Trades Hall Living Heritage Project was led by architect and heritage consultant Lovell Chen, and focused on conservation works and refurbishment for the main public spaces in the 3,800 sqm heritage-listed building.
Works included the refurbishment to the New Council Chamber and building services upgrades. 
The also refurbishment included the specialist restoration of several of the main interiors, including the Old Council Chamber and the New and Old Ballrooms.

The Old Council Chamber officially opened in 1884 and the original 1880's decorative scheme, including significant portraits and elaborate wall treatments, is the work of prominent decorators of the period, C.S. Paterson Brothers.
Works to the New Council Chamber included the recreation of the original footprint resulting in 300 seat auditorium with restored honor boards and murals that had been covered during previous renovations.
The project also saw the construction of modern amenities facilities and a new lift to improve access throughout the building and deliver access to all new areas.
Work commenced in April, 2018 and according to Multiplex 550 people worked on site during construction.
This was one of the first major building projects to benefit from the Government’s Living Heritage Grants Program.

Multiplex complete restoration of Australia's oldest trades hall

Westpac has reinstated a key home loan lending restriction after APRA, the lending regulator, expressed concerns.
Westpac reportedly infuriated the prudential regulator after it released a handbrake on residential property lending that has been in place across all Australian banks since 2014.
A spokesman for the Australian Prudential Regulation Authority told the Australian Financial Review it was surprised a big four bank had lowered the serviceability floor before a consultation process designed to refine the standard had been completed.
"Authorised deposit taking institutions that are not following the current guidance must, through compensating controls, be able to demonstrate to APRA that they are continuing to lend prudently," the APRA spokesman said.
Although APRA's prudential standards are legally enforceable, the regulator's guidance is not.
Westpac's pitch for new low risk business would have increased the borrowing capacity of home buyers paying principal and interest by as much as 10 per cent.
A month ago, APRA flagged removing the 7.25 per cent serviceability floor and replacing it with a flat 250 basis points buffer in a letter to all Australian banks.
The regulator introduced the serviceability buffers in 2014. 
Westpac <a href="/news/westpac-immediately-relaxes-serviceability-conditions-on-low-risk-owner-occupier-home-loans">had moved to relaxed the serviceability conditions</a> advising its credit officers would have the discretion to approve principal and interest loans to owner occupiers who previously fell just outside lending parameters.
"We have recently updated our approach to assessing some new owner occupier principal and interest home loan applications for an interim period only," the spokesman said.
Select mortgage brokers have been informed by Westpac-owned St George Bank the serviceability floor has been reduced to 6.5 per cent from 7.25 per cent effective immediately.
The changes are not available to investors or owner-occupiers with interest only loans.
APRA, the prudential regulator wrote to the banks and <a href="/news/apra-to-loosen-mortgage-lending-rules">proposed removing the floor</a> saying it had outlived its usefulness, however, it is yet to officially announce a change to the guidelines on the minimum interest rate a borrower must be capable of paying should rates rise.
APRA chairman Wayne Byrnes said in a letter dated May 21 the gap between the 7.25 per cent buffer and the rates on offer had become "unnecessarily wide" with low risk borrowers were being disadvantaged.

Westpac backtrack on lending serviceability loosening

The Victorian Premier Daniel Andrews says the government is on the verge of unveiling a “substantial” package of reforms to tackle the cladding issue.
It will possibly include “quite extraordinary” new laws to try to recoup money from builders who used dangerous materials.
"There will have to be taxpayers' money, there will have to be government allocations."
"There can potentially be some money — some — recovered from those who have done this, have basically committed these errors and have used this dodgy product," he said.
"We've had a situation where a whole range of phoenix companies, they exist for the purposes of building that particular building, and then they're gone at law afterwards," Mr Andrews said.
"We don't rule out making some legislative changes so that we can go out after some of these phoenix companies."
Mr Andrews acknowledged unit owners had been "basically stranded" and unable to sell their properties while investigations were ongoing.
Andrews confirmed the government would set up a <a href="/news/cladding-safety-victoria-to-be-established-by-andrews-government">new agency called Cladding Safety Victoria</a>, which is billed as a one-stop-shop for advice and assistance.
The government’s reforms will be unveiled in the coming weeks as it waits on the final report from the state’s cladding taskforce.
It is more than four years since flammable cladding ­fuelled a blaze at the Lacrosse building in Docklands.
Meanwhile the Herald Sun reported the rogue developers who illegally demolished the historic Corkman Pub have built at least two apartment complexes with flammable cladding.
The Opposition says the “Corkman cowboys” must be prevented from working in the industry.
The Herald Sun revealed that a 200-apartment development in Lygon St, Brunswick East, has been assessed as a “moderate risk” because of the use of flammable cladding.
It was developed by Makshaq, with company records showing Raman Shaqiri and Stefce Kutlesovski are directors.
The same company is behind another apartment block in Hawthorn that was inspected in April and had emergency rectification orders issued in May.
Australia's peak insurance body says there are no plans to increase property ­premiums on the back of the combustible cladding row.
The Insurance Council Australia has called for a nationwide solution.
After Victoria confirmed its number of affected buildings was 800 plus, and some 450 in NSW as "high risk," the Strata Community Association president Andrew Chambers said the Federal Government had to step up.
The Australian Financial Review reported the dire state of Australia's professional indemnity insurance market for building certifiers and surveyors was revealed in confidential research by PwC showing the sector has been unprofitable since 2011, with nearly $3.43 paid out in claims for every $1 received.
The ABC reported recently the Victorian Premier Daniel Andrews told a Property Council lunch that the state had stepped in as an insurer of last resort in the past for other sectors. 
"I am very much aware of how real this issue is," Mr Andrews said. 
But the problem, he said, was not unique to Victoria.
"The feds should be involved, that would be good, but we won't let anybody be uninsured. There are some steps we can take," Mr Andrews said.

Victoria considers laws to recoup money from dangerous cladding builders

A BP service station and convenience store in Penshurst has sold under the hammer for $2.6 million.

The building measured 221 square metres.
The property was marketed and sold by Ray White Commercial NSW Director Michael Ajaka and Ray White Hurstville Sales Manager Christopher Munk.

“Two multi-site service operators looking to add the property to their individual portfolios were raising their paddles, with a local Chinese syndicate and offshore buyer also bidding, until a local identity placed the winning bid.
“The sale represented a yield of five per cent net and highlighted how service stations are a solid investment in the current market. 
“It’s the only service station to be sold in the St George area in at least five years, with me selling the previous one.

Penshurst BP service station sells under the hammer for $2.6 million 

Perth’s new apartment market recorded its strongest quarter of sales since Q4 2021, with 412 apartments sold in Q1 2026 and a record quarterly sold value of $537 million, according to Urbis’ latest Apartment Essentials results.

Urbis said the March quarter result reflects strong, highly product‑specific demand across both ends of the market, from more attainable projects delivering at scale, through to premium stock being absorbed by equity‑rich downsizers.&nbsp;

David Cresp, Partner at Urbis, said the key story in Perth is not demand, it is the market’s ability to convert demand into delivered housing.&nbsp;

“This is the strongest sales quarter since Q4 2021, and it reinforces that demand in Perth is real and it’s local,” David Cresp said. “But the task now is delivery, turning that demand into projects that can actually be built and completed.”&nbsp;

<h2>Affordable product leads, premium demand remains resilient</h2>

Sales in Q1 were led by more affordable projects, with The Boulevard (SKS Group) recording 115 sales in the quarter, the presentation noting this is only the second time a single project has surpassed 100 quarterly sales. The project was able to offer more affordable housing product right next to a train station.&nbsp;

Palmyra West (Finbar) also delivered strong results with 28 sales in Q1, following 84 sales in Q4, with an average price of under $800,000, underscoring depth of demand for well‑located, attainable new stock.&nbsp;

At the premium end, Urbis said downsizer demand is continuing, with the results highlighting Romeo (Applecross, Finbar) recording 75 sales and reaching almost 50% sold in one quarter.

Jual (Shenton Park, Celsius Property) also posted a strong quarter with 28 sales, reaching 39% sold in one quarter.

Urbis noted that Perth apartment demand is not speculative, not investor‑led, and not uniform, describing it as localised, often equity‑driven and highly product‑specific, a pattern reflected in the polarisation between strong “attainable” performers and premium downsizer product.&nbsp;

<h2>Prices underpinned by costs, and the delivery risk is growing</h2>

Urbis said pricing pressure is cost not demand‑driven: construction costs and delivery risk are now a central constraint, with the results noting build costs remain elevated and volatile, and that energy, fuel and labour uncertainty weigh on feasibility.

David Cresp said a growing challenge for private Build‑to‑Sell developers is simply securing a builder in the current environment.

“Developers are really feeling the pressure from a building market that was operating at capacity and securing a builder is challenging,” David Cresp said, adding that even where a builder can be secured, “trying to get to the price that makes the development financially viable is incredibly challenging in the current market.”&nbsp;

Urbis’ broader WA commentary also notes that industry remains at or above capacity with lot and housing creation, and that many builders are limiting new sales to manage stretched workforces and fixed‑price contract pressures, conditions that flow directly into apartment feasibility and delivery timing.

<h2>Supply: improving later, but still constrained, and Perth lags eastern benchmarks</h2>

While near‑term supply remains constrained, Urbis’ forecast shows completions lifting “Supply is forecast to be back above 1,500 apartments per annum for the first time since 2019”, with 1,775 completions forecast for 2026, and volumes remaining above that level over the following years.&nbsp;

Looking further ahead, completions are forecast to reach 2,500 in 2028, with the report noting 32% of that total is social/affordable, reflecting the role of government‑supported delivery in rebuilding the pipeline.&nbsp;

However, Urbis said Perth remains behind comparable markets on pipeline scale. In a national comparison of projects under construction, the report shows under construction Perth Build‑to‑Sell (BTS) at 3,446 apartments versus the Gold Coast at 7,922. Mr Cresp said “The challenge for Perth is how to we grow the delivery pipeline”.

Urbis’ conclusion is that Perth’s market is increasingly defined by product discipline and delivery certainty, with the research identifying “delivery certainty is key” and calling out builder risk and procurement models as core success factors, alongside “timing and staging”.&nbsp;

The approved project at <a href="https://www.apartments.com.au/new-apartments/44-glen-road-toowong-qld-4066">44 Glen Road, </a><a href="https://www.apartments.com.au/developments/toowong-qld-4066">Toowong</a> will deliver a 15-storey riverfront apartment building with 42 residences, significantly increasing the scale of the site’s previous approval for a smaller luxury scheme. Designed by Bureau^proberts, the development will comprise a mix of predominantly four-bedroom and two-bedroom apartments positioned to maximise Brisbane River and city views.

Sammut Director Julian Sammut said the group had been actively searching Brisbane for several years before identifying Toowong as the right fit.

“Brisbane was the right step for Sammut,” Sammut said.

“With the success of Coast we thought we should definitely look to do more in Queensland alone. We then pushed up to look at Brisbane. We've been looking for I'd say two to three years actually and it was hard to find the right location.”

Sammut said suburbs including New Farm and Teneriffe were considered before the group ultimately focused on Toowong due to its strong downsizer demographic and limited supply of developable riverfront land.

The site was acquired off-market after what Sammut described as a lengthy negotiation and planning process, with the developer pursuing an uplift to the original approval.

“We are DA approved now which is very exciting,” Sammut said.

“We've had our change approval come through and we've obviously doubled the height, 15 storeys plus rooftop. We've got 42 amazing apartments that are going to be coming to market soon.”

Bureau^proberts said the design responds to Toowong’s evolving urban character, balancing contemporary apartment living with the area’s established residential identity.

“A place where traditional Queensland living has taken place for centuries; Toowong is seeing a shift of contemporary influence, commercial and retail hubs mixed with well-considered residential offerings – all the while maintaining its character and charm,” the architect noted in planning documents submitted to Brisbane City Council.

The architecture practice said the project’s form was shaped by its riverfront setting, flood considerations, neighbouring building scales, and view corridors.

“They said the mix of four and two-bedroom apartments capture the ‘fundamental qualities of Queenslander living,’ translated into the context of a contemporary subtropical building.”

The development sits just off Coronation Drive within walking distance of Toowong’s retail precinct and the upgraded Regatta ferry terminal, while also benefiting from proximity to the incoming green bridge connection to West End. Sammut said the accessibility and amenity offering were central to the site’s appeal.

The approval adds to growing residential activity along the Toowong riverfront, joining nearby projects including Consolidated Properties’ Monarch Residences and Spyre Group’s ARC Residences.

Developer Lanevick is heading back into Sydney’s apartment market after focusing more heavily on the luxury townhouse and terrace sector in recent years.

Lanevick, founded and directed by Steve Maroun, is expecting to receive approval in the coming months for a new apartment development in Gladesville, with the aim to launch it to the market later this year.

The 51-apartment project, designed by Studio Johnston, will comprise a mix of one-, two-, and three-bedroom apartments positioned toward the Hunters Hill downsizer market.

“Traditionally it’s been difficult for people in that market to downsize because there just hasn’t been the right product available,” Maroun said.

“We’re targeting buyers who might have 30 to 40 per cent of their house value sitting in the bank after downsizing.

“They still want good spacious entertaining areas, they still want quality design, but they also want flexibility and the ability to enjoy life a bit more after working hard for a long time.”

The project sits near Boronia Park and within close proximity to the Parramatta River foreshore, an area Maroun says offers more of a Hunters Hill lifestyle than a traditional apartment precinct.

“From a lifestyle perspective, it’s really more Hunters Hill than Gladesville,” Maroun said. “You’re close to the foreshore, close to parklands, and still connected back into the village precinct.”

From level four and above, apartments will capture water views&nbsp;toward Sydney Harbour. Communal amenity will include rooftop entertaining areas, wellness spaces, and a gym tailored toward owner-occupier buyers.

“We’ve really designed these apartments around that buyer coming from the Hunters Hill LGA and what they’re actually looking for in their next chapter.”

The proposed development has also been designed to respond to the changing character of the broader Gladesville town centre, where a growing number of mixed-use and residential proposals are expected to emerge over the coming years.

“Gladesville presented a rare opportunity to deliver a genuinely design-led residential project within an evolving lifestyle precinct, just moments from the growing Gladesville town centre, and we’ve approached the project with a strong focus on architecture, liveability and long-term community value,” Maroun said.

Maroun said Lanevick saw a first-mover advantage within the precinct as planning controls continue to evolve to accommodate greater housing density.

“We think there’s a real opportunity there that hasn’t really been serviced properly yet,” he said.

“There’s going to be a broader evolution of the whole Gladesville village precinct over time, particularly with more activation and mixed-use outcomes.”

The Venus Street proposal will include a commercial and retail component at ground level designed to contribute to that evolving streetscape activation.

“A big part of the thinking was how do you activate that area properly and create more vibrancy and amenity, which is what Hunters Hill has been looking for,” Maroun said.

Lanevick’s focus since 2020 has largely been on smaller-scale luxury townhouse and terrace developments. The developer recently completed Royale Randwick, also designed by Studio Johnston, where prices reached $3.65 million. The project was featured in the UDIA NSW 2026 Professional Development Prospectus and was also named a finalist for Development of the Year.

Lanevick to cater for Hunters Hill downsizers with new Gladesville apartment development

Property developer One Living, backed by former Macquarie banker turned investment manager Chris Green’s investment firm, has unveiled plans to bring more institutional capital into housing to help address the national supply crisis.

The New York-based investor has focused his firm, GreenPoint Partners, on addressing the supply shortage hitting middle market housing in Australia.

It is backing the new One Living business to develop more than 1000 units along the eastern seaboard. The new firm is starting with a development on Mona Vale Road, on the border of Mona Vale and Pymble, in Sydney’s Northern Beaches, with around 140 apartments planned. They are eyeing off more sites across the city.

With cost pressures rising in the industry, One Living’s model is to be a vertically integrated developer-builder, so it can respond directly to the housing gap by removing the cost inefficiencies embedded in traditional residential delivery.

“We are building a platform designed to operate at scale and starting in a market where there’s a clear need for quality, attainable housing,” One Living joint managing director Joseph Scuderi said.

“It’s that missing middle – it’s that attainable end of housing… that’s what most Australians invest into and what Australians can actually afford.”

GreenPoint Partners brings years of experience assembling and scaling real estate operating businesses across major markets. And Green sees a big opportunity in Australia.

“For its size, sophistication and importance to the community, Australia’s living sector has remained largely under-institutionalised, which represents significant opportunity,” Green said. “GreenPoint identified that gap, assembled the right team, and is backing One Living to build a platform that is aligned to market needs.”

Green said being a builder-developer would give the company the capacity and flexibility it required to deliver reasonably-priced homes.

“We want it to be at that attainable level; not super high end luxury but at that attainable level,” he said.

One Living will undertake a component of affordable housing in its schemes, which it will own and operate, and it could also run build-to-rent on some sites.

Green praised local policy settings.

“The NSW government is being very supportive, strategic and pragmatic in terms of how do we generate more supply of housing,” he said. “We think it’s actually positive for development and the bit that’s been lacking at that attainable level is that it’s lots of relatively small private developers, whereas we want to create an institutional platform.”

One Living is also&nbsp;looking at high-density projects and could take on more institutional funding in the future.

“The way we will be able to achieve economies of scale is through size,” Green added.
